Over the past forty years colliery management has coped with intensive mechanisation and other rationalisation of traditional conditions to accomplish increases to outputs by miners, mines and nationally. The basic managerial function of planning, organising, directing and controlling have adjusted and expanded to current management demands, including the detail of achieving the highest possible efficiency, particularly in forward planning. Although industrial aspects have vastly improved, there are lingering problems. Safety is not necessarily the basic ingredient of any industrial events-which occur but is always paramount. Likewise some legislative changes may have elements of political and particular vested interests and conservation of technical expertise may be threatened by such frustrations. Not only technical excellence is required, but particular attributes of the individual are required in management evolving from "simple owner management to the complete corporate approach required for the multidisciplined operations of to-day".

The Dachang tin field with more than one hundred million tonnes of ore at 1% tin and 3% Zn is one of the largest tin fields in the world. It comprises five carbonate replacement tin deposits, of which the Changpo deposit containing about 80 million tonnes of ore at about 1% tin is the largest deposit. The deposit, hosted by middle Devonian limestone, argillaceous limestone and black shale, is genetically related to the Longxianggei granite.The oxygen, hydrogen and carbon isotope data of minerals, rocks and fluids suggest a magmatic fluid which evolved during the crystallization of the Longxianggei granite. Mass balance calculations show that the depletions observed in 180 and 13C values of calcites from the ore bodies to the country rocks were due to continous isotopic exchange reactions between the magmatic fluid and the marine limestones at different W/R ratios and between 300 and 600¦C.

The integration of historic exploration geoscientific data with high precision multi-element and isotope geochemistry can provide explorers fundamental information on mineral potentiality, tectonic setting, source signatures, fluid migration, mineralisation environment and the timing of mineralising events. The new field of environmental investiga tions introduces new problems of ethics, res- ponsibility, conflict of interest and technical procedures. Such investigations involve four elements: developer, consultant, approving authority and the public. It is essential that the consultant provide technical competence, speed and efficiency, impartiality and credibi- lity. Despite allegations to the contrary, it is not in the consultant's own best interest to omit, ignore or obscure significant adverse en vironmental impacts.

While international coal trading operations often involve relatively small contract quantities, delivered over short periods or even in single shipments, most coal is supplied under long term arrangements. In entering into these arrangements the customer needs to be assured that coal of suitable and consistent quality can be supplied for their duration in the volume required. A detailed knowledge of the mine and transport system is required and must be presented from the customer's perspective.

The Dongshan terrane was first recognized in 1984 (Guo,et al., 1984, 1989) as an old continental crust block of migmatized granitic gneiss in the Southeast Coastal Hercynian-Indosinian orogen, and it was thought to have occured on Dongshan Island, which has an area of less than 100 km? Recent research work has shed much light on the geology of the Dongshan terrane.The Dongshan terrane is approximately 40-50 km wide and 380 km long, trending NE. It runs from the region of the mouth of the Ming River through Putian and Huian Counties, Amoy and Dongshan island of Fujian Province to Nanao island of Guangdong Province, bordering the southern segment of the coastal region and coastal islands of Fujian and eastern tip of Guangdong Province. The Dongshan terrane is divided from the Zhejian-Fujian Mesozoic Volcanic Mountain Chains by the Changle-Shaoan fractural zone, and its eastern boundary is covered under water in the Taiwan Straits.

The cultural ages of man have been defined in terms of smelting and hence as a prerequisite, mining for example the iron age and the bronze age. There could be no separation of the man from his role as the technologist (miner/ smelter) for his early metal working efforts were to enhance survival. In the millenniums since, the artisan specialist developed and the technologist emerged. The process is a sort of technical natural selection. From the generalist hunter, gatherer, miner, metalworker we advanced over the centuries with great 'steps for mankind' to the series of specialists each largely intent on securing his/her technical functions from the curious assaults of other tribal members. The relevance of all this to the theme, 'Past, present and future of the Victorian mining and metallurgical industries', is simply that people have always, and will always, be the moving force in our industries. It is the effectiveness of people now and in the future that this paper addresses.

Plenary Address Zinc is a trace element in all igneous rocks and its background geological occurrence roughly follows iron but at much lower concentration. Living matter reflects this abundance and zinc is an essential trace element for complex life forms. Thus, environmental issues include zinc deficiency in soils and/or water - and thus in local diets - and zinc toxicity evident in natural or modified ecosystems. Increased knowledge of the role of zinc in plant and animal metabolism emphasises the need to manage, within guidelines based on naturally occurring abundances, the concentrations of zinc in water, spils and in the food chain. Although recognition of the natural variability of zinc concentration provides some basis against which environmental protection standards might be set, the measure of environmental `pollution' is more commonly taken as the degree of change to natural, background levels, attributed to the particular land or water use activity. It is self evident that in many cases mining disrupts communities, however, community reaction to mining varies enormously. This is due to a whole host of factors, some physical, some financial, some political and some a direct result of the projected mining company attitude towards the community at large. Physical and political factors are increasingly being dealt with realistically and financial aspects are to a significant extent determined by profit margins. If the acceptable profit margin canÆt accommodate all necessary costs (which now includes a variety of community considerations unheard of even a decade ago), then the project is just not viable. Despite major commitments now made by many mining companies to their affected communities, corporate attitudes, and their projection, remain as the most outstanding factor in mining project development where real gains can still be made in effectively reducing social risk. This paper addresses both international and domestic experience gained in managing this aspect of mining development risk, including initiatives implemented by multilateral institutions.

It has long been recognised that applications of the Net Present Value (NPV) investment decision making methodology can have serious deficiencies in situations where investment can be delayed and, once made, various options allow increases or decreases in the level of output. NPV valuation can undervalue the project if it does not incorporate future flexibilities or ""options"". It is important to realise that a proper valuation of a project (ie, valuation of its future cash flows) must incorporate an analysis of optimal future decisions involved in managing the project. Current valuation cannot be divorced from a consideration of future decision making. There is now a considerable amount of literature, mainly academic, identifying and exploring ways of remedying these deficiencies in the application of NPV. While the necessity of period by period analysis is sometimes acknowledged, little if any practical illustrative model building has been published to date, aside from algorithms using continuous time stochastic processes which deny access to the uninitiated.

Trade unions are people. As organisations they exist to represent the needs and interests of their members; that is the workforce. Thus one of the underlying objectives of the trade union movement has been and will continue to be: achieving from management recog- nition that the labour input to the production process - whether that be in the factory, office or service context - is made up of individual people who can not be treated as just another factor of production. The essential difference between labour input and other factors of production such as capital and raw material is the "humanness" of the individual entities which make up a firm, company or industry's labour supply. Recognition of the "people" input to the production process has essentially two aspects: humanisation of the workplace and the treatment of labour as human beings who have a role to play both within the workplace and within broader society.

Sulphides of Cu, Pb, and Zn occur in quartz veins associated with a quartz monzodiorite stock at Gunung Limbung, West Java. The mineralization was polyphase and occurred at depths of less than lkm. Wall- rock alteration is extensive and typically consists of an outer zone of propylitization and an inner zone of potassic (K-feldspar- rich) alteration. Sporadic argillic altera- tion is probably of supergene origin. A variety of elements were mobilised during hydrothermal alteration and Ba in particular shows mared enrichments in the potassic zone. Fluid inclusions in the vein quartz indicate that temperatures of mineralization were within the range 250-3900C and that two fluids with differing chemistry were involved. One fluid had high Ca/Na ratios and a low overall salinity, the other had low Ca/Na ratios and a moderate salinity. The former is probably of meteoric derivation, whilst the latter had a magmatic origin. Precipitation of the sulphides was probably brought about by mixing of these fluids.

The Western Australian Mining and Petroleum Research Institute (WAMPRI) was established in 1981 by the Western Australian Government as a funding and co-ordinating Institute to foster research into the mining and petroleum industry within this State. To June 1984, the Institute has sponsored 34 projects with a total notional value of $2.5 million and an actual cash commitment of $1.5 million. Strong support for WAMPRI has come from Industry with 60 companies contributing half the money needed for the research grants.The 34 WAMPRI projects funded so far cover all aspects of the mining and petroleum geosciences.Several WAMPRI projects are concerned with gold including processing technology and the development of exploration models and techniques, they are providing successful results.Although well supported by Industry there is a surprising lack of applications being submitted to the Institute in the area of mining engineering, where it is felt there is much scope for research projects.

Government geoscience may be categorised by objective under three headings: Applied Research for Geoscientific Framework Studies, Resource Inventory, and Technical Advice. In Queensland, the Department of Resource Industries is active in all three categories. Under the program-based management system adopted in 1987, three Programs, namely, Geological Survey, Mineral Resources Development, and Energy Resources Development and Utilisation, have geoscience responsibilities.Prime responsibility for geoscience resides with the Geological Survey Program, which provides a geoscientific framework for mineral and energy exploration and the development of the State. Simply stated, the Program goal is to provide geological information when and where it is required. Geological Survey work also encompasses aspects of resource inventory and technical advice, complementing the work of the other two Programs. This role has a 122 year long tradition, for geoscientists of the Geological Survey have been engaged in investigations designed to facilitate the identification and utilisation of the mineral, water and energy resources of Queensland since 1868.

The Northside Storage Tunnel Project in Sydney includes over 20 km of TBM driven tunnels, over 3 km of declines and major caverns and pump rooms. The paper describes methods used for design on the project. Emphasis is given to the refinement of the use of empirical rock mass classifications, and to the use of discontinuum numerical methods.The use of empirical rock mass classifications in Sydney sandstone has usually led to conservative design because the systems are based on a random orientation of joints in the rockmass. Because the joint sets are usually oriented in a way that is beneficial for tunnelling, limits must be placed on the parameters used in the classifications system. The paper discusses these limits and the derivation of the parameters.The use of numerical methods in Sydney sandstone is discussed. Continuum methods have their uses, but discontinuum methods are preferred. The use of UDEC has been validated against a previous project, the New Southern Railway. Recommendations are given for UDEC models.

An overview of flotation reagents used in sulfide and non-sulfide separations, from an industrial perspective, is given in this presentation to highlight the current applications knowledge. The historical and theoretical aspects, which are well documented in numerous books and reviews, will only be highlighted, when necessary, to support the theme of this paper, viz critical analysis of reagent research, design, selection and optimisation with an emphasis on relevance to plant needs and practice. The three types of flotation reagents; viz collectors, frothers and modifiers, used currently in the industry are briefly reviewed; pitfalls and gaps, arising from somewhat arbitrary and reductionistic practice in reagent applications, are identified; and the impact of environmental regulations on current and future reagent development is discussed. The importance of frothers and modifiers, which have received less overall attention than collectors, is highlighted. The need for a rational, holistic (or ætotal systemÆ, ætop-downÆ) approach for reagent design, selection and optimisation is discussed with a view to provide remedies for pitfalls and a platform for filling gaps in reagent chemistry and applications, and to develop reagent technology that can deliver robust solutions to plant needs. Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. Formation of porphyry-style ore deposits starts with the metal extraction from magmas at so-called magmatic-hydrothermal transition (MHT). The processes and compositions at MHT are difficult to study as the record of them is poorly preserved. As the MHT is characterised by massive crystallisation of quartz, including quartz æeyesÆ and veins, their study can elucidate questions related to metal transport and deposition. Quartz grains from the porphyry deposits all over the world (Antapaccay, Peru; Batu Hijao, Indonesia; Climax, USA; Panguna, PNG; Far Southeast porphyry, Philippines; Rio Blanco, Chile; Omsukchan, Russia) were studied by optical, SEM-CL and BSE microscopy, electron microprobe and LA ICPMS. Quartz grains, even within each sample, have different shapes (rounded, egg-shaped, amoeboid or euhedral) and cathodoluminesence (CL) patterns (shape, number and width of bands in CL images). The outer layers of quartz are markedly different, which is unexpected if the grains had formed in the same conditions. Inflections and blurring of CL bands are often structurally associated with fractures that are commonly healed with secondary quartz and associated fluid inclusions. Our results show that quartz æeyesÆ could not crystallise from a silicate melt as normal phenocrysts. It is likely that in situ segregation of residual SiO2- and H2O-rich liquid and its solidification followed by coagulation (eg formation of silica-gel globules) took place in the magma (crystal mush) during MHT. Such globules could remain in a plastic state for a long time even at rather low temperatures. The solidification of globules occurred after bands of different composition had formed and led to fracturing of solidified and inflection of unconsolidated layers. All fluids (liquid and vapour) released from the original silicagel during solidification were trapped as inclusions (aqueous, salt-rich and sulfide). An EXTENDED ABSTRACT is available for download. Australian wheat belt agriculture is causing a decline of its natural resource base. The major problem, salinity, arises from a small reduction in water consumption by agricultural crops compared to what prevailed under the prior native vegetation. This causes groundwater accumulation which, in the low relief landscapes of the wheat belt, is leading to extensive surface saturation in low landscape positions and dramatic, destructive change in the hydrological behaviour and habitat of streams and rivers. The ability of agriculture to invest in salinity control is severely limited by its long-term decline in its terms of trade. Extensive planting of perennial vegetation has the potential to increase water use and arrest the salinisation process. If these perennials were also commercially attractive, the cost of salinity treatment could be minimised. Given the difficult commercial position of food commodities, it is logical to develop ænon-foodÆ perennial crops, in particular woody crops suitable for industrial products. This paper looks at the example of Sweden, where there has been a generation of investment in developing forest harvest residue recovery, and short cycle woody crops for bioenergy, but with only limited success. In contrast, secondary residues (processing wastes) from forestry industry are readily saleable for low value uses like bioenergy. This suggests that the model woody crop must have a higher value fraction to facilitate delivery and commercial use of its lower value fractions. This model is being emulated in the development of native mallee eucalypts as short cycle woody crops in Western Australia. Some $50 million has been expended on mallee development in the past decade and this has culminated in an engineering demonstration of integrated processing. The putative high value products are activated carbon and eucalyptus oil and the residue (plus waste heat) will be converted to electricity. The potential scale on which crops of this type would be required to achieve salinity control means that many more high value and residue products will have to be developed. Metallurgical charcoal appears to be a promising product option.
