A feasibility study will fail its objective if it does not identify and then correctly assess, all the risks which could have a substantial impact on the financial viability of a project. Before this assessment can be undertaken, one needs to understand the risk profile of the entity which is making the decision about the project. Some of the commonly encountered issues when assessing project risk are related to the problem of not being able to see the wood for the trees. In any risk analysis it is important that conservatism does not strangle a viable project; that the variables are internally consistent with each other, that reality checks are carried out and that appropriate expertise is used. Sensitivity analysis forms a part of the overall project risk assessment; however, it can only test those variables which have already been identified in the financial model. The most useful tool in performing a sensitivity analysis is Monte Carlo simulation. When properly used, it provides a more real world scenario than the simple adjustment of key variables by ¦ 10 per cent one at a time. Monte Carlo can provide valuable information about the robustness of a project. Project risk and sensitivity assessment is prone to the analysis paralysis syndrome. The focus should be on quality rather than quantity.

Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

This short paper outlines the authorÆs views regarding the progress we have made as an industry in managing mining assets over the past 500 years. It represents a personal view û but one founded in fact-based observations of mining companies and of the mining industry in general. There is no doubt that AgricolaÆs views as expressed in De Re Metallica (1556) were visionary. There is also little doubt regarding another issue û that whilst a great deal has been learnt about the management of mines since AgricolaÆs time, observations suggest that best practice management is the exception rather than the rule across our industry. Although insights regarding the successful management of mines have become apparent, we still witness unnecessary errors in our industry that lead to the loss of shareholdersÆ funds. By highlighting some aspects of current best practice, particularly in the arena of operations management, it is hoped that this short paper contributes a small step along the next 500-year-long learning curve. The paper concludes with a brief description of the progress and impact of continuous improvement initiatives at Kalgoorlie Consolidated Gold Mines (KCGM). Located in the Kalgoorlie Goldfields, KCGM is currently AustraliaÆs largest gold mine producing over 800 000 ounces of gold per annum. Improvement initiatives at KCGM look set to deliver some $100 million in value over life-of-mine.

Technological development is accelerating in the mining industry (Abrahamsson and Johansson, 2021) and in large parts of the world there is an increased environmental awareness (United Nations, 2015). This can mean both challenges and opportunities. The mining industry has long been criticized for its adverse environmental effects. However, there is now a lively discourse about the role of mining in facilitating the green transition towards sustainable development. Mining is increasingly recognised as a prerequisite for the green transition, by supplying key raw materials to enable, for example, digitisation and batteries for electric vehicles. The green transition not only amplifies the demand for metals and minerals but also intensifies pressure on the mining sector to assume greater responsibility for environmental and societal welfare (Dehaine et al, 2020). New technology, such as digitisation, automation, and remote control, play a crucial role in advancing towards more sustainable mining practices. Despite the expanding role of advanced technology, human involvement will remain important in the extraction process (Rogers et al, 2019), but new technology will change how miners do their work, which in turn will lead to changed competence requirements for miners (Herbert and Hidalgo, 2021) and increased need for further education. Given the significant shift towards sustainable mining, it is important to study how these changes may affect the work, competences, further education and skills of miners as human expertise will continue to be critical in the extraction process. Consequently, there is a need for proactive research to prepare for the inevitable changes and implement measures to support miners through this changeable period to ensure a smooth transition that protects miners’ safety and working environment. This extended abstract explores how new technology will affect the need for further education of miners in the future.

Reflected light optical microscopy, or epimicroscopy, is one of the oldest techniques of modern mineralogy. At a relatively low capital cost, it is also very resourceful, and the analytical choice for the identification of most ore minerals. In ore mineralogy, reflected light optical images have the potential to overcome the main limitation of backscattered electron images from scanning electron microscopes, namely contrast of mean atomic number  below the spectral resolution of the backscattered electrons detector. This is the case for relevant ores, like iron (haematite-magnetite) and copper-zinc ores (sphalerite-bornite), but for both cases the pairs of minerals are easily discriminated in reflected light. The improvements in optics and electronics also made microscopy a powerful source of digital images, suitable for automated analysis for minerals processing, as the determination of liberation spectra. The drawback, however, has always been the impossibility to recognise the transparent minerals, which account for most of the gangue phases in ores, from the embedding resin, usually epoxy. In order to determine if there was any possibility to separate quartz from epoxy resins, reflectance spectra have been acquired for quartz and some commercial epoxy resins (Araldite, BuehlerÆs Epothin and Epocolor, Araldite spiked with fluorochrome from Struers), from 380 to 720 nm in 5 nm intervals. Reflectance of quartz and epoxy is very similar over the whole visible light range, and varies from 4.5 to five per cent. Epocolor, a red-dyed epoxy, reflects slightly more above 560 nm, as does Araldite spiked with the fluorochrome from 460 to 570, but for both the reflectance is still very close to that of quartz, under 5.1 per cent. This data set is final, and precludes the application of reflectance in light optical image analysis for assessment of liberation, phase quantification, or any other signal that requires separation of resin from transparent minerals.

It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.

Consistent slag blow end point detection remains one of the challenges in the Peirce-Smith converters at Mount Isa MinesÆ Copper Smelter. Under blowing results in foaming on copper blow and carry forward of oxide skims to the anode furnace. Over blowing results in high copper losses to the slag. Both present safety issues and contribute to lower copper production. The end points of the slag making phases are assessed by inspection of a bar sample. A bar sample is a thin accretion layer that adheres to a steel bar when it is inserted into the tuyere while the converter is blowing. This method is biased and subjective, so there is heavy reliance on operator experience. The Semtech Optical Process Control (OPC) system was installed in early 2002 for converter slag blow end point detection. Initial plant trials did not improve all aspects of converter operations, and uptake by operators was poor, so the system was not used. In early 2005, the Semtech OPC system was re-visited and another short trial was conducted to evaluate the permanent use of the system for slag and copper blow end point detection. During this trial, the Semtech OPC method was found to be superior to bar sampling for slag blow end point detection. The implementation and refurbishment of the Semtech OPC system has resulted in plant improvements and given a better insight into converter operation during blowing. Oxide skim generation carried forward to the anode furnace has been shown to decrease with increasing compliance with Semtech OPC. Some of the expected improvements to converter operation were not found to be significant. Semtech OPC is now well received and utilised by converter operators. Individual paper available only. The Sinclair Nickel Project, wholly owned by Xstrata Nickel Australasia (XNA), includes an underground mine, a concentrator, a village, an all-weather airstrip and associated mine infrastructure. The operation is located 70 km north of Leonora in the prospective and historically productive eastern Goldfields region of Western Australia. Xstrata Nickel has successfully developed the Sinclair deposit into a 350 kt/a operation since its discovery in November 2005, with contained nickel metal production to date in excess of 10 600 t, of which 5500 t is from the underground operation.The narrow, continuous, medium-grade Sinclair nickel sulfide deposit accessed by the Phoenix Decline has a shallow 15¦ - 20¦ plunge that is approximately 1000 m long down dip and open at depth to the north. The flat plunge and low-grade nature of the orebody presents challenges regarding the amount of horizontal waste development that can be economically excavated, which in turn affects ventilation, egress, mine services and diamond drilling.The mineralisation is hosted between an ultra mafic hanging wall and a basalt footwall and is being mined using a bottom up, sublevel open stoping method. The stopes are retreated to a central access, filling voids in the process with waste mullock where possible and using cemented mullock fill where end exposure is required. Tight filling the flat dipping hanging wall has proved to be challenging given the angle of repose for the waste mullock fill is steeper than the angle of the hanging wall.Reconciliations of mine performance against the original feasibility study show positive changes and operational optimisations enabling Sinclair to achieve its mining targets in a safe, sustainable and economic manner. The extraction of pillars.FACTORS IN ROOF CONTROLThe main objects of roof control are: The support of the roof in working places, the relief of roof pressure from the workings during pillar extraction, and in some instances the prevention of subsidence of the surface.The support of the roof during development operations and first working, and the subsequent maintenance of these is influenced by:-1. The depth of the seam below the surface.2. The thickness of the seam.3. The dip of the seam.4. The condition of the roof and floor.5. The method of extraction-mechanical or by hand.6. The method of. working-Iongwall or bord and pillar.7. The availability of material.As a general rule, the pressure exerted by the superincumbent strata may be taken as one pound per square inch for each foot of cover, and the crushing strength of coal as 1,500 to 2,000 lb. per square inch; this, of course, varies, but from these figures it may be assumed that seams below 2,000ft. in depth are liable to crush. If any part of the seam is removed, added weight is thrown onto the remaining coal. It is therefpre essential that for effective working this extra weight must be removed or supported as soon as possible.The outstanding principle in the support of mining excavations is to ensure that the supports are set as soon as possible after the natural support has been removed.Where a system of bord and pillar is applied, the early setting of supports reduces the extent to which the roof bends, thereby reducing the liability to ·tension fractures at the centre of the road.

It is self-evident that the availability of well qualified and experienced people to manage mining operations is vital to the success of an individual mine and to the ability to develop new mines either in Australia or overseas. For larger operations the term "mine manager" is here used to denote a range of positions within an individual company. Thus "mine managers" may be people managing individual mines at one geographic location with overall management provided by other "mine managers" in the roles such as mine super- intendents, production managers, general managers, etc. Smaller operations may have only a single level of management nominated as "mine manager".

Worthy of note in Miss Bailey's paper are her comments on the attitudes of mining companies and their managers where women were employed, she says, "..another possible pitfall is reverse discrimination where in an effort to avoid being branded as having shown a person favouritism, supervisors end up treating the person in a manner much less than they deserve. This is manifested in denying an employee such things as challenging work, educational opportunities, promotions, or in the case of staff, fair merit increases." and further she says, "It has been observed that the treatment of women in non-traditional roles such as mining is different than for men in the same environment. There are people who treat women worse and some who treat them better simply because they are of the other sex." These statements may sound unjustified to today's audience, and whilst we need to credit pioneering women with having tolerated, understood and worked towards improving the mining culture, the move towards total inclusion of women in the workplace is still growing.

The sampling of a run-of-mine (ROM) ore with the objective of controlling the fundamental variance associated with the sampling step is a poorly understood subject. Finding the effective sampling constant by repetitive sampling to establish the variance between nominally identical subsamples of a given mass of the ore is a laborious, time-consuming and very expensive exercise. In this paper, the run-of-mine ore is modelled using three components: ore, waste, and relatively fine material which shows significant liberation of the mineral phase(s) carrying the target analyte. The expression for the sampling constant of the mixture is developed from first principles. The form of the equation provides insight into the factors that are important in controlling the magnitude of the sampling constant and hence the fundamental uncertainty associated with a given mass of sample. The controlling factors are shown to be the size distribution of the ore/waste mixture, the proportion of waste mixed with the ore and the extent of liberation and the size distribution of the liberated material in the finer fractions.

Adaptive optimisation is the adjustment of operating conditions to maintain optimum process performance as the feed quality varies. This strategy has the potential to be economic- ally better than the maintenance of a constant optimum performance with a blended feed. Application of the strategy is hindered by practical difficulties and economic risks. A computer simulation of leaching processes has been used to identify ore-process systems which have the greatest potential benefits from adaptive optimisation. They are systems with low value feed materials and a broad distribution of reactivities, in pro- cesses which are sensitive to the operating variable that is being manipulated (e.g. residence time). Improvements of up to 13% in throughput and 5% in the economic operating margin can be achieved. The results are sen- sitive to the precise model which is used for the process kinetics. It seems that the kinetics of the last few per cent to react are particularly relevant. A realistic situation has been identified where a synergistic inter- action occurs in blended feeds which makes adaptive optimisation disadvantageous.

The ore body being worked is about one hundred feet in length by seventy feet in width. A face of about fifteen feet is stoped over the whole level at one operation, this height standing without any timber.Double lines of logs, twenty feet in length and from ten inches to one foot in thickness at the small end, are then laid longitudinally, butt to butt, and breaking joint from end to end of the ore body they are at ten feet centres from wall to wall. The starting logs are single for the first ten feet and their ends are hitched into the solid rock. These are called "miners" and are the logs which are picked up as the level underneath is worked up. The double layer gives a better chance of picking up. Logs are now laid from the centre of the ore body at right angles to the miners, the ends being hitched into the walls. A space, seven feet wide, is left open right through the centre of the ore body...

Bougainville Copper Limited (BCL) ships about 600,000 dry tonnes of copper concentrate per annum to Japan, Germany and Spain, with some spot sales to other countries. Concentrate sales value for 1984 was 335 million US$, representing almost half of PNG exports. Contained metal determination is based on physical and chemical measurements on representative samples. The entire procedure is subject to statistical uncertainties and possible systematic errors; losses as high as several percent of contained copper or gold are common and frequently are regarded as unavoidable. In this context, the function of the chemical laboratory is to identify and eliminate such errors and recommend correct technical procedures for possible inclusion in sales contracts. BCL's marketing management has encouraged this approach and the close buyer versus seller agreement is beneficial for all parties involved. BCL participates in the respective technical committees of the Standards Association of Australia (SAA) and the International Standards Organisation (ISO). Standard methods for sampling and analysis of copper, lead and zinc ores and concentrates are in course of preparation, some being due for publication shortly.
