Regulators have an important role to play in fostering and enabling reliable, effective, environmental management. Given this, it is perhaps surprising that there has been relatively little debate on exactly how regulators can enhance their own approaches, in order to promote improved outcomes overall. The authors argue that applying research on High Reliability Organisations, as well as the University of Pennsylvania’s Penn Program Framework for Regulatory Excellence, to regulators has the potential to facilitate positive environmental results across the mine life cycle.

The history of the rail and mining industry in Queensland over the past century is inseparable. Indeed it was mining that led to the construction of the line west from Townsville and that shaped its current alignment. The discovery of gold at Charters Towers started construction of the Great Northern Railway west from Townsville in 1879, with completion to Charters Towers in 1882. The line was extended to Hughenden in 1887 and to Cloncurry in 1907 - driven by copper mines both to the south west and the north west of Cloncurry. The mining industryÆs association with funding the construction of rail lines to service their individual mines began in this area when the Hampden and Mount Elliot mine companies agreed to pay 50 per cent of the cost of the line from Cloncurry. The line to Selwyn was completed in 1910. Copper mining saw the construction of many other rail lines in the Cloncurry area in the 1910 - 20 period before copper prices slumped. Included in these lines were the Malbon to Duchess line and the line to Kajabbi and beyond.

The Sao Chico gold project is located on the Tocantinzinho trend which is the most mineralised zone in the Tapajos Mineral Field of Brazil (see Figure 1). The Tapajos goldfi eld was the site of the biggest gold rush in Brazilian history in the late 1970s and 1980s when approximately 500 000 garimpeiros (artisanal miners) rushed to the area to exploit extensive areas of newly discovered alluvial gold. Approximately 20 - 30 million ounces of gold were produced from these operations before the easily won alluvial gold deposits were largely depleted. The Tapajos region has had little exploration by modern exploration methods compared to any other equivalent gold fields in the world. The gold occurs in sulfide veins developed in shear zones within Proterozoic granites. Gold grades vary from approximately 15 g/t in the hard rock veins, to up to several ounces per tonne in the supergene weathered upper portions of the veins. Goldbearing vein zones in the weathered profile are free digging. In addition, tailings dumps from previous mining operations contain gold grades of approximately 1 g/t. Metallurgical test work conducted to date indicates that gold recoveries of at least 70 per cent can be achieved via gravity concentration. Gold Anomaly, via its 100 per cent owned Brazilian subsidiary, Gold Aura Do Brasil Mineracao Ltda (GOAB), plans to mine the tailings and weathered vein material by open cut methods to generate a quick cash fl ow and to provide a better understanding of the mineralisation as part of a feasibility study for mining the underlying sulfide zone mineralisation (see Figure 2). Mining will utilise locally hired excavators and trucks and ramp up to a rate of 100 tonnes per day. To treat the gold-bearing material, GOAB has purchased an integrated 'state of the art' gravity concentration processing plant from Gekko Systems of Australia. The processing plant includes a scrubber for clay and oversize removal, coarse gold gravity separation via an inline pressure jig and an inline spinner; and fine gold gravity separation via a Falcon Concentrator. The plant is expected to be operational by late 2010. This is an ABSTRACT ONLY. No paper was prepared for this presentation.

Recent operating experience from West Australian open pit gold mines has shown that geotechnical input into initial design is rare. As a result, ground stability is poor - almost half the pits designed in this way suffer major failure.West Australian experience shows that geotechnical studies for individual mines are site specific, and therefore empirical experience cannot be transported from site to site. Geotechnical studies performed prior to design have resulted in significantly improved pit stability.

The current surge of interest in lithium (Li) is due to the anticipated demand for electric vehicles and small scale power storage. Brine deposits contain most of the global Li resource, however hard rock deposits can be more readily and rapidly developed and comprise the majority of proposed projects. These projects plan to use the conventional processing routes of dense medium separation and / or flotation to produce a spodumene concentrate for sale. The standard route for subsequent processing of spodumene concentrate is thermal decrepitation, acid leaching, solution purification and precipitation of lithium carbonate. This is typically followed by further purification. A number of projects have ores which contain other lithium minerals, principally micas, lepidolite and zinnwaldite, necessitating an alternative treatment route. Several different routes for spodumene processing are under development to reduce costs to compete with brine projects. For the past 40 years, underground trucking using diesel powered or electric wheel driven vehicles, either conversions of surface trucks, or purpose built, has been the preferred means of ore and waste transport in underground mining. The relatively low capital cost, flexibility and requirement for minimal infrastructure means that trucking systems are selected in the early stages of a mining operation. An increase in the carrying capacity of trucking systems with dimensions to operate within existing development excavations is the solution to long term ore and waste underground haulage systems using trucks. The next generation of underground trucks will be low profile articulated trucks with carrying capacities up to 60 t.

Uncertainties in large open pit geotechnical modelling has been a major concern for slope stability analysis. The level of confidence in the in-put assumptions, such as structural and rock mass model, dictates the modelling results to some extent. This article is to detail a case study of Kalgoorlie Consolidated Gold Mines (KCGM) regarding a predicted inter-ramp failure on an as-built pit walls by a 3D numerical modelling. Significant concerns were raised across site and multiple preventive plans were considered. After intense data collection work, it was confirmed that the risk of failure had been overestimated. The case study has improved the understanding of geotechnical data in-put and has enhanced the process of creating and updating geotechnical structural models at KCGM.

The Q-slope method for rock slope engineering was developed to enable engineering geologists and rock engineers to rapidly assess the stability of excavated rock slopes in the field and make optimal adjustments to slope angles as rock mass conditions become apparent during construction of road cuts or benches. An empirical relationship between Q-slope and long-term stable slope angle is now supported through over 500 cases studies from Asia, Australia, the Americas and Europe. This paper presents about the stability analysis by first-ever applying Q-slope method on abandoned quarry wall in Singapore. The 30 m high rock slope which is composed of monzogranite rock was severely damaged by blasting operation. As the rock slope is intended for public view the objective was to retain the natural outlook and without any artificial support application thus manual scaling was carried out to clear the loosed rock blocks. In the end stable slope angle of clean rock face is determined once again by Q-slope method.

Coal preparation is an integral part of producing coal for thermal powerplants and metallurgical processing plants. Coal processing plants use various unit processes to separate gangue and ash content from mineral coal, thus increasing the specific energy content.A flow sheet and a simulation model was established for a typical coal processing plant using Microsoft Excel. This model used the mass balance and split factors for run-of-mine (ROM) coal, tailings and water usage from a typical, generic coalmine.The common method of coal preparation initially involves several stages of crushing to reduce the size of coal. It is then sent to the processing plant for further washing. The typical method in Australia for coarse coal material processing is the use of dense medium cyclone (DMC) (Kininmonth and Baafi, 2009). Flotation cells are used for processing of fine coal. The fine products are utilised for coking coal only. In our case study, the intended coal product is for thermal powerplants. Haul roads are often permanent unsealed access roads used by heavy haul trucks to transfer minerals. These roads can deteriorate rapidly which results in potholes, deformations and dust. Downer EDI Works has successfully provided efficient solutions to the mining industry to maintain their haul roads. HaulPac as a solution package is a process in which a bituminous emulsion is used to create a stable and durable pavement. The emulsion penetrates the road and binds the particles together, creating a stable base. It also seals the surface and prevents water from penetrating the underneath layers. Bituminous emulsion can increase the strength of the pavement material and decrease the road surface degradation which results in dust suppression. However, the everincreasing price of commodities, the necessity of reducing carbon emissions and the increasing use of autonomous haul trucks have made it vital to invest in novel maintenance solutions that can meet the needs of the mining industry in a cost-effective manner. This paper outlines the benefits of bituminous emulsion in terms of productivity, safety and environment followed by Downer’s approach to evaluate the suitability and to optimise the amount of product. The potential for changing the colour of the treated surface is explored and an initiative that incorporates end-of-life tyres of haul trucks into the pavement is introduced. And finally, an innovative method using artificial intelligence to estimate dust emission is presented.

A method that optimises mining complexes that are comprised of multiple processing destinations, open pits and underground operations is presented. Mining, blending, processing and transportation decision variables are simultaneously optimised while accounting for geological uncertainty. The method uses a simulated annealing algorithm at different decision levels to generate a stochastic-based extraction sequence and processing policies. The direct smelting of zinc sulfide con- centrates has been investigated by an extensive series of computer-based thermodynamic equili- brium calculations. The study covers both pure 7.n-S-O-C-N systems and practical concentrate- coal-air-flux systems. It is shown that for a zinc concentrate containing iron and lead sul- tide impurities, a 97% yield of zinc vapour with autogenous operation can be obtained under carefully optimized conditions. The possible integration of this process with existing zinc condensation and recovery processes is Discussed.

The European Union has listed vanadium (V) as one of the critical raw materials for the transition to a future green society, as stated in the Critical Raw Material Act, written by Grohol and Veeh (2023). In the steelmaking industry based on V-containing iron ore, V is a possible by-product from the slag. A requirement for slags to be suitable for V extraction is a V content preferably above 8 wt per cent as V2O3 and a phosphorus (P) content below 0.1 wt per cent as P2O5. Hence, it is important to keep V in the slag phase while the P is moved to the metal phase during the steelmaking process.

A programme of blast improvement was initiated at the Mt Whaleback iron ore mine by BHPIO management in early-1998. One component of that work was the need to improve wall control blasting practices to better achieve the designed pit slope elements. This paper describes the geological conditions in which pit walls are developed, the mine operating equipment, the blast design concepts applied to minimise blast damage, the techniques applied in an assessment of the blast performance and the operational procedures developed to ensure that the blast concepts are effectively implemented in the production environment. Substantial changes have been implemented in both technical and operational aspects of the mining operation in order to achieve the improvements in pit wall condition, in particular recognising the need for a more flexible approach to limits blasting in response to highly variable and complex geology. The benefits to the mine are not only an improved wall condition, but increased confidence on the part of mine management that mine plans may be implemented on design and on schedule.

The challenges of increasingly scarce water resources and the risk of dam failures has seen the mining industry turn to sustainable tailings management solutions such as dewatering and dry stacking. Filtering tailings has been seen in the past as a cost-prohibitive process for larger throughput mines. However, as larger pressure filters are developed, the economic case for filtered tailings has gained traction.Focus has largely been placed on the correct design and operation of the filters. It is critical, however, that the material handling portion of the disposal system is also properly designed and operated. Thorough testing at laboratory and pilot scale to determine the conveying properties of the filtered material needs to be conducted. This testing will insure the material handling system meets the important availability needs of the mine even during periods of variability in the upstream processes and mine plan.The control system must also be robust and flexible in design to compensate for this upstream process variability. Water management at a tailings storage facility (TSF) presents one of the major risks to the safe performance of the facility. International and domestic dam safety guidelines assess a dam’s hazard category based on the consequences of a dam failure and the subsequent downstream damage to the environment and communities.Often a rigorous risk assessment is undertaken during the design stages to identify and control hazards associated with water management through life-of-mine (LOM) phases. However, as experienced during the recent downturn in commodity prices, early closure of a mine can occur rapidly and unexpectedly. In hard rock mining, large-scale bulk mining methods such as block or panel caving (BC/PC) and sublevel caving (SLC) typically generate significant surface deformations such as subsidence. Surface deformations need to be considered in the project evaluation and planning stages of cave mines, for example, planning and location of critical underground mine planning infrastructure such as portals, haulage and vent shafts, access roads, or potential damage to existing infrastructure, changes to surface water management, waste dump, stockpile and tailings dam stability, and environmental impacts. Assessing the impact and risks associated with subsidence is a key component in robust mine planning and operations management.
