Mining and tunnelling share many commonalities (eg confined working environments, excavation equipment and processes), but of significance is an overarching commitment to provide safe work conditions and environments. This includes reducing exposure to hazardous airborne contaminants such as dust and fumes, in particular Respirable Crystalline Silica (RCS) and Diesel Particulate Matter (DPM), with methods that are environmentally sustainable. In mining, wet methods are common to suppress airborne contaminants, however these methods are reliant on water availability, can be less effective for respirable dust, can have implications for environmental water contamination and can increase maintenance on mining equipment. In contrast, the use of dust scrubbers that provide filtration of airborne contaminants are well established in the tunnelling industry and frequently used to provide spot extraction (dust control at the source) and act often as a complement to the main ventilation system. This paper sought to learn more about the advancements in tunnelling that could be readily applied to mining to improve health outcomes. The paper includes a review of literature and legislation related to health and sustainability and interviews with three respected, and experienced managers from the global tunnel construction industry. It is from these interviews that the focus of the paper turns to Sydney’s WestConnex underground tunnel network and the success of stage 3A M4-M5 construction link. The findings position dust scrubbers as integral to the overall project success as they enabled a Tunnel Production Line (TPL), where multiple stages of construction could take place simultaneously by controlling high volumes of dust at the source. The findings also suggest efficiencies of using mobile scrubbers, both track mounted and hydraulic stepping systems, to accompany road headers and other equipment throughout the excavation process. The findings have transferable applications to underground mining processes in which workers are exposed to high volumes of dust (eg drill and blast) or situations in which dust control at the source, mobility and flexibility offer value (eg room and pillar mining).

Brisbane’s Airport Link is Australia’s largest road infrastructure project, worth a total value of A$4.8 billion. The project is using surface and underground blasting to excavate hard volcanic rock, Brisbane Tuff. This paper tells the story of the most challenging and difficult blast of the whole project: the removal of a remnant pillar of rock (approximately 2250 m3) next to a major arterial road and within 100 m of existing infrastructure including a number of heritage listed buildings, residences and privately owned sensitive receivers. The pillar consisted of a hard rock wall (Brisbane Tuff) between 2 m and 6 m thick, 15 m high and 35 m wide; with in situ precast concrete piles embedded within 1 m of the boundary of the pillar. Orica Australia Pty Limited was contracted by Thiess John Holland, to perform the work in this area, including design, modelling, drilling and loading of the explosives, as well as blast clearance and shotfiring. Access to the area was limited so all explosives and equipment, including the 20 t drill rig, had to be lifted in and out by crane. Due to the nature of the blast, with infrastructure 5 m directly in front of the 15 m high face, there was only ever going to be one chance to get this blast right. This was an extremely complex blast which required the use of a number of different types of packaged explosives, as well as special timing techniques only made possible by using electronic initiating systems. This type of blast is high risk, and is more typical of a building demolition in the urban environment. The blast was fired on the 25 September 2010, and was highly successful. The environmental results for vibration and overpressure were well under the imposed limits, and the embedded concrete piles remained undamaged.

The issue of retrenchment is a topic of considerable relevance for the Papua New Guinea (PNG) mining, petroleum and gas industries. The unique environments in which Porgera Joint Venture (PJV) and other similar operations operate are likely to confront these industries with particular dilemmas that will require a range of investments to mitigate the problems associated with retrenchment and employment. This paper discusses retrenchment and employment in the PNG mining industry using the specific case study of PJV. The paper deals with the issue of employment and retrenchment of local workforces in the PNG context, which presents a serious challenge for the resources industry and the achievement of sustainable development objectives. The issue of future retrenchment of the workforce as a result of mine closure is an obvious challenge for both PJV and the Porgeran community at large, who have now come to rely upon both the employment opportunities presented through the mining. This paper examines these challenges and in doing so highlights some progress made by PJV. The paper also discusses downsizing, strategic practices and holistic approaches of retrenchment and employment. In doing so the paper highlights issues that have been overlooked in both academic and applied studies from global and local perspectives in the PNG mining sector. The latter sections articulate the relevance of the information provided by the case study in the wider context of retrenchment. The conclusion promotes a perspective that a great deal more investment will be required by all stakeholders to respond to the challenges of managing retrenchments and mine closure.

"The mining industry suffers from a shortage of professional and other workers. Research and analysis has demonstrated a close correlation between high performance in productivity, maintenance and safety. There is also a significant correlation between engagement and performance. It is the hypothesis of the authors that mines can use a strategy of establishing themselves as a high-performance mine to attract and retain high caliber professional people: step 1 is to become best practice in equipment performance (productivity, maintenance and safety) step 2 is to brand the mine as æbest practiceÆ by sharing what has been confidential performance and outcome information with the general industry.Previous research has shown that many professional people are attracted by the prospect of a high achieving site because of the learnings and the support for continually doing better. In addition, a link has been established in previous research between productivity and safety. Operators and drivers are attracted to sites which have fewer dangerous people operating or driving. Good management delivers exceptional performance and a work site which high caliber managers and operational personnel people want to work at. The strategy requires commitment and proper execution but it can work. The strategy needs a specific approach and this paper will discuss this. A case study is provided from a mine which over a nine month period increased dragline performance by 15 per cent and reduced stress on the boom by 30 per cent. This mine paid the employees (professional and operational) $25 000/a less than the major mines but the operators and professional people would not leave; in fact, people were happy to be paid less to work there.CITATION:Lumley, G and Trott, T, 2012. The Anglo American phosphate mine is located in the Brazilian state of Goiás and possesses one of Brazil’s most important phosphate rock deposits, with the site being the country’s second largest producer of phosphate rock concentrate. Despite the site having been in operation since 1979, the mining team only started using explosives in 2004 when rocks with greater hardness started to appear in the mine’s geological profile. Rock excavation was previously performed mechanically. Until 2013, only rocks with high hardness were blasted, this following the standard drilling grid that was defined in 2004 without any changes in the blast parameters. The aim of this paper is to show how fragmentation optimisation has yielded positive results at all stages of the production chain, from the mine to the mill passing through an impact hammer crusher, a rod mill and ball mill, operating in close circuit with hydrocyclones.While incorporating the mine to mill holistic approach during the operational integration, the focus was on defining the blasting domains and respective optimal fragmentation and measuring the benefits of blasting in terms of reduction in energy and grinding media consumed in the comminution processes. In the first stage, the blasting team made changes to the blasting parameters and assessed the effects of these changes on fragmentation using computer software and on-site measurements. This generated a database that made it possible to divide the mine into blasting domains. For the second stage, teams from the plant, geology, mine planning and operation departments jointly made comparisons between the performance when processing stockpiles, which only included high hardness blasted ore (20–30 per cent of blasted ore). Changing the drilling grid’s size from 3.0 m × 3.8 m to 2.0 m × 2.6 m for high hardness rock with the presence of silicates resulted in a 40 per cent reduction in the P80 for the blasted material (from 459 to 278 mm), while changing the grid from 3.0 m × 3.8 m to 2.6 m × 3.2 m for high hardness rock without the presence of silicates generated a reduction of 25 per cent (from 270 to 204 mm). There were gains observed from the measurements at the mineral processing plant in terms of specific energy spent on comminution and on the consumption of grinding bodies in the rod mill. Although most New Zealand coals are low in ash, there are situations where high ash coals could be won. Not all high ash coals can be upgraded by physical means, since the ash is either inherent in the coal or bound in such a way to make its physical removal either impractical or uneconomic. Nevertheless, the authors believe, the situations where high amounts of ash can be economically removed by physical means to make a saleable product are considerable.

Mine planning typically involves designing an operation to uncover coal with the minimum initial costs with reclamation planning and earthworks being done as an "add on" task. The landform is too steep to remain stable, has no drainage and frequently has areas of excessive acidity or alkalinity. Extensive earthworks are required to reduce grades to an acceptable level and create a drainage system. The flexibility available to the mining engineer to alter the post mining landscape clearly depends on the mining methods. Straight dragline stripping provides virtually no flexibility. However most mining operations over the term of current ten year plans have a substantial pre-strip component. It is this pre-strip material which has the potential to reduce the final reshaping earthworks. The reshaping operation itself is subject to some flexibility with various options being available to re-grade and provide drainage. The full utilisation of this flexibility to minimise earthworks cost should be the aim of reclamation design. ACIRL's current thrust in reclamation is aimed at the integration of mine planning and reclamation earthworks. This involves gathering all environment and agricultural criteria and designing the earth works necessary to produce an acceptable final landform. A key component of our work is the use of computer aided design (CADD) for the design of spoil piles, pre-strip dumps and spoil re-shaping. This approach has been applied to a number of mine sites with earthworks operations covering hundreds of hectares and hundreds of millions of cubic metres volume. We are continuing to provide that consultancy service and at the same time are involved in the development of more sophisticated software tools to apply to reclamation design.

The Coronation Hill gold-platinum-palladium prospect is located in the valley of the South Alligator River (latitude 13'35'S, longitude 132'36'E), about 80 kilometres east of Pine Creek in the Northern Territory. Coronation Hill was one of thirteen sites in the South Alligator Valley at which uranium was mined between 1955 and 1964 after initial discovery by the Bureau of Mineral Resources in 1953. Most of the mines were operated by United Uranium No Liability. The Sleisbeck mine 25 kilometres south of Coronation Hill was operated by North Australian Uranium Corporation and the group of mines at Rockhole about 20 kilometres to the north-west of Coronation Hill was operated by South Alligator Uranium No Liability. The uranium mine at Coronation Hill produced about 26000 tonnes of ore averaging 2.6 kg/t U308 with an estimated average gold grade of 10.4 g/ gold. Gold was commonly associated with the uranium mineralisation and was recovered at the gravity treatment plant at El Sherana. Gold was also recovered in 1986 by Pacific Gold Mines Limited by treating the tailings from the Moline and Rockhole uranium leach plants at a CIP plant at Moline. With the completion of uranium contracts in 1964 mining in the South Alligator Valley ceased. Exploration for uranium continued in the area during the 1960s and 1970s with no success. The Coronation Hill Joint Venture (BHP Gold Mines Limited 45 per cent, Pioneer Minerals (Gold) Pry Ltd 45 per cent, Notgold Limited 10 per cent)carried out the first exploration specifically targetted at gold in 1984 with the drilling of five vertical drill holes which indicated high potential for a substantial gold resource at Coronation Hill with no associated uranium. The Joint Venture has sub- sequently drilled about 25000 metres of diamond drill holes at Coronation Hill alone. Analytical results from 1985 drilling established that platinum and palladium were associated with gold. An indicated resource of 3.49Mt at 5.12g/t Au, 0.21g/t Pt and 0.56g/t Pd has been calculated using a lg/t Au cut off.

Burwood Beach Sewage Ocean Outfall is being constructed by the Hunter District Water Board as part of an amplification scheme to eliminate pollution from adjacent bathing beaches. The outfall consists of a 93m vertical shaft, 1950m of 2.7m diameter tunnel with a series of diffuser outlets connecting the seaward end of the tunnel to the sea floor on a rock outcrop. The site of the work is in the Newcastle Coal Measures and the project is complicated by the proximity of colliery workings to tunnel alignment, although the colliery records provided valuable information on geological features. The location of the tunnel was determined to be in the Waratah Sandstone Formation immediately below the colliery workings after three different alternatives were considered. The shaft, which will be sized to suit contractor's construction methods and equipment, will be sunk through about 24.5m of alluvial material and 68.5m of rock. The tender documents were developed to allow the contractor considerable flexibility in construction method to suit available equipment. The specification also allowed great flexibility in tunnel construction method with minimum cross sectional area of 5.7m2 being the basis for a number of allowable alternative profiles ranging from circular to horseshoe.

Extensive use of diesel-powered mobile equipment in modern mines for materials handling, such as load-haul-dump machines, constitute a significant source of heat, exhaust gases and diesel particulate matter. Provision of sufficient quantities of fresh, cool air are required to remove such atmospheric contaminants from the environment for miners, particularly at depths where ventilation constraints and associated operating costs have an increasingly adverse impact. An alternative solution to diesel equipment to combat economic, environmental, social and health challenges, are battery electric vehicles (BEV), with the potential to expand production and substantially reduce ventilation and cooling demand, subsequently reducing operating costs. In this context, this paper focuses on the introduction of a battery electric loader to a diesel fleet at one of the deepest underground mines in Australia, the CSA Mine, a high-grade copper operation in Cobar, New South Wales. Analysis of a trial battery electric loader compared to existing diesel machines is performed with regards to infrastructure, technical and operational issues. Key benefits of battery electric vehicles over conventional diesel-powered vehicles are discussed, including lower energy consumption and greater efficiency, reduction of emissions and heat, reduced need for ventilation and lower operating costs. Challenges of introducing BEVs into an operation, along with the results from the comparative study are addressed under impacts to energy consumption, equipment selection, effects on ventilation and cooling, mine design and economic viability for future fleet implementation scenarios whilst meeting production targets.

This paper demonstrates use of remotely sensed imagery in promoting sustainable mining. Remote sensing technology can be used during all phases of a mining project û from evaluating the resource, to making extraction more cost-effective, through to monitoring, mine closure and remediation. Use of the new generation of satellite platforms with the capability of acquiring satellite data with higher spectral and spatial resolution have the capability to emerge as essential indicator for sustainable development in the minerals industry. A life cycle approach to satellite imagery is discussed. The use of an imagery of the site prior to mining activity establishes the environmental baseline, guides mitigation measures and eventual help in suggesting remediation. Remote imagery provides the cost-effective means of monitoring reclamation, including the growth of planted vegetation, of the mine site and surrounding area. The latest advancements in satellite remote sensing are highlighted to meet the newer challenges of sustainable mining practices. Some of the worldwide successful remote sensing applications for the measurement and evaluation of the sustainable development impact of mining operations are described. Presently available source of imagery and its comparative advantages and disadvantages are provided as a guide. Finally, the limitations of this tool are indicated.

Controlling the access of equipment, and people, has become more critical over the last few years for improving productivity and to meet safety responsibilities imposed by legislated obligations to have safety management systems. Hence Mine Site Technologies (MST) has spent the last three years completing the development of the tagging system to meet the mining industryÆs requirements, particularly streamlining access control. The basic tagging system tracks active Tags carried by personnel, or attached to vehicles and equipment, within underground zones. These Tags are detected (read) by Beacons placed strategically throughout the mine. As a Tag, or Tags, go past a Beacon they are read and the information transmitted back to the main database PC. This allows the current whereabouts of personnel and equipment to be known, as well as the history of their movements. The objectives of implementing the TRACKER Tagging System at Oaky No 1 Coal Mine were to: maintain a count of personnel inbye a particular point, and can alarm when a pre-set number is reached (eg the limit imposed by availability of SCSRÆs, etc); maintain a count of vehicles (and vehicle type) inbye a point, and can alarm if when a pre-set number is reached (eg when rated diesel units exceeds the limit for the ventilation present in that zone); manage the vehicle fleet, by keeping track of various vehicles underground better control and dispatch management of the equipment is achieved; keep track of equipment, knowing the location of equipment (such as forks, baskets, pumps, fans, etc) where last used or stored will minimise the risk of losing gear and assist in keeping inventory to a minimum; and locate personnel in emergency situations, by placing read Beacons throughout the mine the location of all personnel can be known in real time so that in the event of an emergency, their withdrawal can be monitored.

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

Attritioning has been a method of improving mineral extraction for over 60 years, however it is only recently that an understanding of the mechanism employed and the improvement in efficiency that have been achieved.The paper will discuss these improvements and how to overcome the problems that have been raised. The Earth Moving Equipment Safety Round Table (EMESRT) was established by mining companies in 2006 to influence manufacturer's equipment design through a process of engagement. 2010 EMESRT member companies include Anglo American, Barrick, BHP Billiton, Centennial Coal, Collahausi, Newcrest, Newmont, Rio Tinto, Vale and Xstrata.Driven by a persistent need for retrofits to new equipment, such as haul trucks, EMESRT initially engaged with Surface Equipment Manufacturers including Caterpillar, Komatsu, Leibherr, Hitachi, Le Tourneau and Terex. These OEMs responded positively to the EMESRT initiative, welcoming the opportunity for dialogue with an aligned industry regarding human factors issues related to equipment design, rather than needing to respond to the disparate range of demands for design modifications previously received from individual customers. This engagement process is about making global sustained changes within the OEM organisations and within the mining companies. It is a very international exercise. For example, over two weeks in September 2010, a total of 21 different miners from ten different companies travelled from Australia, South Africa, Canada, Brazil, Singapore and the United States to engage with OEM counterparts who assembled from the United States, Japan, France, Sweden, Finland and Germany. EMESRT Surface Group representatives completed a whirlwind tour of the major North American manufacturers of mining equipment. Starting in Dallas (Atlas Copco, LeTourneau), this tour passed through Gainesville (Sandvik), Newport News (Liebherr), Guelph - Ontario (Hitachi) and Milwaukee (P&H Mining/Joy Global; Bucyrus), before winding up in Peoria, Illinois (Komatsu, Caterpillar). Over nine meetings, this group engaged with 129 individuals from nine OEMs. The EMESRT group welcomed miners from four non-member companies to come along for the meetings. These companies are Syncrude Canada Ltd, the Kearl Oil Sands Project - Imperial Oil (ESSO), Suncor Energy Ltd and Teck Resources Ltd.Other mining industry sectors have now expanded the EMESRT scope from surface mining to include exploration and underground mining equipment. In 2009, EMESRT was organised into four Technical Groups, consisting of EMESRT member company representatives, to focus on engagement with OEMs of surface, underground coal and soft rock, underground hard rock, and exploration drilling equipment. An advisory group has been formed to coordinate activities between all workgroups and provide strategic direction and cohesion between all activities. The Minerals Industry Safety and Health Centre (UQ-SMI) facilitates and coordinates all EMESRT activities on behalf of member companies. Building on successes with individual Surface Mining OEMs, EMESRT now aims to help OEMs in their transition to a sustainable design process that will incorporate and address specific design philosophies at the concept phase of design, so that significant improvements can be made up front for little cost within the overall budget. EMESRT members plan to educate all stakeholders, internally, within their own companies, and externally, by addressing industry associations, regulators and other end users about new ways of evaluating equipment design based on EMESRT purchasing specifications. This presentation will outline the EMESRT approach and report on progress in 2010.

Mining of the Martha Hill epithermal gold deposit via open pit methods will excavate a pit to 15 m below sea level. Regular geotechnical evaluations of pit slopes have taken place. Details of the various components of these evaluations, including geological structure, material strength, and groundwater, are covered. Pitwall geological structures are represented clearly on pit floor grade control maps with the dominant sets being steeply dipping strike fractures. Cross cutting shears are common. Material strength is reflected by the oxidation status of the hydrothermally altered host rocks, with weaker material occurring in partially oxidised ground. Regional groundwater is generally high, particularly on the north-eastern side of the pit, where it has been little affected by de-watering. Geological structures appear to control the flow of groundwater in the proximity of pitwalls and require draining by the introduction of horizontal drains. An overview of pit slope design is given. Slopes are designed for overall slope stability, allowing for the occurrence of minor interbench failures.

The Kwinana Industrial Area (KIA) is by far the largest and most diverse industrial processing region (with supporting industries) in Western Australia. As with elsewhere in Australia (and globally), the KIA is facing sustainability challenges on various fronts, such as increasing water and energy scarcity, climate change, an aging workforce, and growing community expectations. Through the Kwinana Industries Council (KIC) the industries within Kwinana are working closely on common issues in the KIA, including the sustainable development of the region. Over the past decade, significant progress has been made by the industries towards the improvement of the sustainability performance at the company and regional level. Given the ever increasing sustainability pressures, there is strong desire to address sustainability challenges in the KIA, through a pro-active and collaborative industry approach. A sustainability roadmap is being developed to assist the KIC and its industry members with strategic decision making on the long-term sustainability of there. At the heart of the roadmap is a set of key performance indicators for each of seven priority themes or focus areas (water use, by-products produced, greenhouse gas emissions and energy use, economic performance, environment, community impacts and sustainable workforce). Aspirational targets and subsequent strategies are being developed for those activities where the KIC has an influence and can make a positive impact. The indicators and their targets enable constructive stakeholder discussions (eg with government and community) on emerging local issues and possible future directions for the KIA. The paper will report on the development process and the preliminary results of the sustainability roadmap for the KIA, including a historical perspective on milestones achieved so far and future aspirations.

Operational readiness is a commonly used term in mining and many other industry settings. However, translating this term into a coherent scope of work that is practical and meaningful is a challenge faced by many mining projects. This inhibits the allocation of resources to the work and its completion. The problem is with understanding how the terminology applies to establishing a mining operation. Resolving this problem requires clarity around what operational readiness means for a mining project’s transition to operations and who owns the tasks of completing operational readiness. The motivation for resolution of this problem is in appreciating the consequences arising from any lack of clarity in definition of this task, the timing of the work, and ownership for its completion. In broad terms, these consequences amount to an erosion of value at a critical time for both the new mine and the company and shareholders. This situation often arises where operational readiness is not adequately addressed in project’s study phases. As a result, neither time, resources nor money are adequately provided to complete the work required. In other cases, operational readiness is sometimes assimilated with the delivery of the project’s physical assets by the project’s construction team, rather than aligned with the establishment of the operating team to deliver the desired operational outputs. This paper argues that operational readiness starts in a project’s study phases and flows through into the start of operations. The definition of operational readiness is discussed as a task, and a model for its planning and completion is presented. This discussion includes assigning ownership for operational readiness planning and delivery to the General Manager of a new operation and the operations leadership team, who are central to the success of this work. After all, the reputations of this leadership team depend on the performance of the operation in its first few years. The author’s work over the last 20 years, leading operational readiness programs and the preparation of feasibility studies for mining projects, has provided the insights and evolution of ideas that are central to this paper. Operational readiness is fundamentally directed at ensuring a new mining operation gets away to a successful start and builds a solid foundation for the future of the mine/operation/province. It requires clarity of purpose, ownership and coordination by people in the operating team, and their preparation of the requisite process definition and establishment of the significant relationships required for operations. Without its successful completion, it is unlikely the new operation will meet and sustain its start-up targets. This paper discusses a practical approach to operational readiness for mining projects.

The objectives of mining grade control are presented and examples of the techniques used in various open pit and underground mines are used to define the attributes of good grade control. Reasons are discussed for the success of various improved practices. The progressive development of grade control is presented and the balance between quantitative and qualitative data is analysed. The skills and resources required for grade control on mine sites that are using best practice are also presented. A number of problems in grade control have been solved recently however there are still issues that need to be addressed. Examination of the grade control process frequently stops after sample quality has been examined. There is much more beyond this that can now be optimised using conditional simulation models. Other future directions of mining grade control are also suggested. An extensive bibliography of published papers on grade control is included that will be maintained and updated on a website.
