Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

Kinetic Study on the Leaching of Vanadium from LD Converter Slag Using Sulfuric Acid In order to reduce the environmental impact due to land disposal of LD (Linz-Donawitz) converter slag from steelmaking plant and to valorise this waste material, an acid leaching study was carried out to assess the effect of several parameters on the kinetics of vanadium dissolution. The characterisation and morphology of the feed investigated using XRD, XRF. The factors influencing leaching vanadium such as particle size, temperature, slurry density and the concentration of sulfuric acid were investigated and optimised. The maximum vanadium recovery about 95 per cent achieved at 70¦C, S/L: 1/15, acid concentration: 3M and for 150 minutes of leaching time. The dissolution of vanadium in sulfuric acid shows that there are two stages in the kinetics of leaching. At the first 15 minutes, there is a sharp increase in the amount of vanadium extracted and at longer leaching time, the extraction increase slightly. In the present work, the shrinking core model (SCM) was used to describe the acid leaching of vanadium compounds. A summary of the controlling regimes in the SCM are examined below for short time (less than 12 min.) and long time (more than 30 min.) stages. So, it was found that the kinetics of leaching in both stages is controlled by solid product diffusion regime.

Radio Detection and Ranging is an active form of remote sensing. The-imaging system sends out a source of electromagnetic energy to 'illuminate' the terrain and then records the energy returned. The wavelengths used by radar are in the microwave region and vary from a few millimetres to about a metre. Radar systems are independent of lighting conditions and weather. In addition, targets may be illuminated in the optimum direction to enhance features of interest. New Zealand was one of the principal investigators on the Shuttle Imaging Radar (SIR-B) experiment, part of the payload on Challenger Mission 41-G in October 1984. Data collected over New Zealand was restricted to two very poor quality optical images and one poor quality digital data take. The digital image covered the ranges between the Hawke Bay-Wairoa Basin and the Volcanic Plateau. Variations of texture in this image frequently were indicative of variations in lithology and induration. The image also clearly depicted major faults where these had had a significant effect on the topography.

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

The closure of the only professional mining school in New Zealand will mean that the minerals industry will have to explore other options to fill their mining professional positions. Globally mining is not seen as an attractive career option for young people and recruitment into mining courses is at a low level. Yet industry demands ever increasing competencies with respect to technology, environmental issues and legislation. This paper addresses this issue by first discussing the attributes required of graduate mining professionals. It then looks at alternative ways on how these can be met internationally and on the home front.

Investigation of the Classification Operation in a Coal Pulverising Vertical Spindle Mill Coal pulverisation in power plants is a major electrical energy consumer. In 2006 more than 41 per cent of world electricity generation was from coal where pulverisers use 0.5 to 1 per cent of gross generation. Therefore, pulverisers are an important target for optimisation not only for reducing costs of power generation but also for reduction of greenhouse gas emissions. A better understanding of the operation of pulverisers is an essential requirement for their optimisation. However, little information is available, other than operating experience, on the performance of pulverisers and how these react to changes in operational variables. This study investigates the effect of changes in coal and airflow feed rates on the classification performance that occurs in an industrial scale ball-and-race vertical spindle mill in which the pulverisation and classification processes are linked together due to the separator classifier being an integral component within the pulveriser. In order to decouple the breakage and classification processes, samples were cut from upward flowing streams through sampling ports drilled on the pulveriser body at different locations. Specific sampling tools were developed. Samples collected from the pulveriser were size and density fractioned to distinguish the differences in behaviour of the components, namely coal and mineral matter. The coal flow rates on dry basis within the mill and around the separator classifier were calculated by mass balancing the multi-component data. The difference in classification behaviour of components during pneumatic transport was confirmed. The response of the circulating load in the mill (~600 to ~1100 per cent) as well as the dependency of fineness of the streams to the operating variables was demonstrated. The approach taken in this study has proved that development of a classification model for a vertical spindle mill pulverising non-homogeneous materials, eg coal, requires treating these materials as multi-component/composite substances.

High speed diamond cutting has extensive applications in civil and mining engineering. A project involving the diamond sawing of black granite is investigating the nature of the diamond cutting process. A sawing machine was devised to adjust the cutting load and measure cutting speed. Cuttings were collected for size distribution analysis. The surface produced by interaction between diamond. grits and the rock was subjected to microscopic investigation. Increasing load prompts the proportional increase in the cutting rate. But the mean size of cuttings shows little change. The photomicrographs of the cutting tracks indicate neither patterns of crack formation nor signs of the ductile behaviour of the rock. A diamond cutting model for hard rock is formulated on these observations. Diamond cutting is a process of surface failure, which advances in four stages. The polycrystalline characteristics of a hard rock and the action of high-speed diamond grits guarantee the creation of crack nuclei which develop into cracks in various directions. This network crisscrossing cracks enable the stripping of this surface layer from the rock.

There is a significant amount of historical mining and exploration information available. This information is often distributed throughout a number of reports or plans, available from a variety of sources, and in many differing formats. The ability to capture paper-based historical information in a modem digital format provides mining and exploration companies with valuable information that can be used in a number of ways; for example, reassessments of exploration or mining work previously undertaken, or used in conjunction with current exploration information.   The purpose of this paper is threefold. Firstly, to present the paper-based historical information; highlighting some of the problems encountered, solutions to those problems, and any assumptions used. Secondly, to present the historical data in digital format, and demonstrate the tools available to analyse geological and associated information, and finally, to illustrate some of the potential future applications of the information, including mining optimisation, mine design and scheduling.   The Glenorchy scheelite/gold prospect has been used as an example. Within the overall prospect two smaller areas were selected. The Mount McIntosh and surrounding areas, focuses on exploration and surface excavation information. The Mount Judah area (State and Kelly-Taylor workings) focuses on underground mining and exploration information.

A lot of talk has been generated about the so called ‘Internet of Things’ (IoT) and its potential to transform the way we interact with our homes and devices. But the true potential and value of IoT is not going to be realised by the general consumer but by businesses.This paper outlines the application of IoT in mining and how it is a natural extension to the base networks becoming commonplace in both surface and underground mines. The potential for ubiquitous monitoring throughout a mining operation at low capital and support costs will transform the ability to monitor, analyse, report and manage all of the key processes involved in a mining operation.Importantly, the paper will discuss the practical applications that the IoT offers mining and explain how this really is transformative technology, not just the latest buzz words from the information technology (IT) world. Development of Cost-Efficient Environmentally Sound Technology for Enhanced Gold Recovery from Rebellious Gold-Containing Raw Materials Study of biochemical leaching performances in gold-bearing sulfide minerals processing enabled to develop environmentally sound technology of enhanced gold recovery from rebellious gold-containing raw materials. It was found that the ?-10 IMO bacteria activity contributes to increasing system oxygen concentrations and incrementing in rates of oxygen delivery onto surface of gold-bearing minerals. Bacteria activity products, ie, amino acids (?), support the formation of such heterocomplexes as [A-Au-CN]- , providing additional gold recovery into solutions. Technological properties of proposed bacteria solutions were studied. It was found that the proposed bacteria inoculants are capable to growing directly in process of raw materials leaching within a large pH range of media containing cyanides and thiosulfates. They oxidise the sulfur to the sulfate, as well as the antimony (III) and arsenic (III) sulfides to the pentads. For the first time, the hydrophobic cell properties, metabolites emulsifying efficiency, adsorption properties, wetting ability, surface tension and electro-kinetic potential of new bacteria strain solutions were studied as compared with chemical solutions. It was found that the proposed bacteria inoculants reduce surface tension at the solvent-mineral and solvent-concentrate phase boundaries. All aforementioned effects enhance mass transfer processes efficiency. IR-spectroscopy of new bacteria strain culture liquid allowed identifying available amino acids which substantially contribute to heterocomplex anion [A-Au-CN]- formation. Active involvement of heterotrophic bacteria in gold dissolving processes was identified. It was shown that the structure of metals complexes is substantially modified at intensive pulp agitation and during long-term storage. Fractional order reaction in biochemical and chemical gold leaching was identified. It evidences that the gold and impurity metals dissolving processes advance in synchronism. The both processes are running in diffusion zone. Biochemical leaching has advantages over chemical leaching, ie it provides enhanced rates of precious metals dissolving, improved gold recovery by 20 - 30 per cent, decreased cyanide consumption by 50 per cent. At the same time it allows to decontaminate dangerous substances contained in productive solutions produced in rebellious gold-containing raw materials processing. Basic parameters of flotation concentrates leaching by heterotrophic bacteria-assisted processing technology were tried and tested. Technology of gold sorption from leaching solutions was successfully tested.

The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.
