THERE have been two important accomplishments of the Truman administration; the Hoover Commission report on inefficiency and waste in government and the report of the Paley Commission on the natural resources of the United States. Both reports are in the interest of the American people and should transcend the boundaries of political parties. Both reports are starting points for the formulation of policies which must be continuously revised to meet changing conditions. Regardless of the outcome of the election the principles embodied in these two great documents must be kept alive. The Paley report is right in our own bailiwick of mineral raw materials and it behooves us to study it carefully as our responsibility to posterity. To those in the mining industry who have limited their field of observation to moving rock or to metal prices it may come as a surprise that our production of such staples as copper, lead, and zinc has fallen behind increased requirements to the point that substantial tonnages must be imported. Iron ore is next on the list and everybody knows that such metals as tin, tungsten, chromium, manganese, nickel, and cobalt are imported almost exclusively. The crisis in raw materials pointed up by the Paley report has been reported annually by Elmer Pehrson and others to small gatherings at the Mineral Economics Division sessions at the Annual Meeting for as long as we can remember. In September 1949, the United Nations Economic and Social Council held an international resource conference at Lake Success which disclosed these same grave conclusions: - Consumption of raw materials is multiplying at an alarming rate, faster than discoveries or replacements are being made. - Production has been wasteful and utilization lavishly beyond enginee¬ing and practical requirements. - Industrialized nations are depleted and many raw materials consumed by industry are not found in the industrialized countries. - Nations formerly exporters of raw materials are increasingly building their own consuming industries. - Political forces in the world are limiting access to raw materials. The Paley Commission selecting the quarter century, 1950 to 1975, to project raw material requirements for the United States, pointed out obstacles to meeting these requirements, and made recommendations for procurement. It is not important that we disagree that cobalt consumption will reach 344 pct of present, or fluorspar 187 pct when iron and ferroalloys are only expected to increase 75 pct. What is important it that the fabulous appetite of the United States for mineral raw materials has consumed more since World War I than was consumed by the entire world in all recorded history prior to 1914. And, unless the people of the United States are satisfied to remain at their present standard of living (which is unthinkable) this consumption is correctly plotted by the Paley Commission as continuing to expand. If the U. S. is to continue on a course of progress, it must procure raw materials wherever it can at the lowest possible cost. Natural resources are clearly an area in which the broadest cooperation between industry and government must exist to achieve efficient exploitation, economic consumption, and expansion of sources of supply. The message of the Paley report requires action comparable to that of the North Atlantic Pact. Its implication is as significant as military preparedness. It is a world problem. It is a mining engineering problem. Don't let it die!

The only slip system observed in zirconium crystals deformed at 77", 575", and 1075OK was (1010) [1210] with a critical resolved shear stress in tension of 1.0 kg per sq mm at 77°K; 0.2 kg per sq mm at 575 °K; and 0.02 kg per sq mm at 1075 OK. The active twin planes were {1012}, (1121}, (11221, and (11233) with varying temperature dependence. A detailed analysis for the slip direction using Laue spot asterism is appended. NeARLY all metals of the hexagonal close-packed structure exhibit basal slip, i. e.,(0002)<1120>- type slip. This is true of magnesium,&apos; zinc,&apos; cadmium,3 beryllium,4 titanium,= yttrium,6 and rhenium.Many of these such as titanium 5&apos;8-&apos;0beryllium,4&apos;" magnesium, and zinc13&apos;14 display other slip modes even at room temperature, and nearly all have been reported to slip on other systems under particular loading or temperature conditions of testing. As is shown in this paper, basal slip was not found at any of four test temperatures from 77" to 1075°K in hexagonal close-packed zirconium under the simple loading conditions of tension and compression, even though in one case the resolved shear stress on the inactive (0002) <llgO> system was twenty-five times higher than the critical resolved shear stress on the active (1010) [1210] system. This result is consistent with prior studies on the active deformation processes in zirconium deformed at room temperature. &apos;&apos;-I7 SPECIMEN PREPARATION A) Material—The zirconium used in this work was of two types: 1) as-deposited reactor grade crystal-bar, and 2) arc-melted and forged reactor grade crystal-bar. Typical chemical and spectrographic analyses of these materials as received, and after hydrogen removal and crystal growth are given in Ref. 17. Crystals of type 1) above have the letter prefix (A) and those of type 2) have the prefix (B) throughout this paper. B) Crystal Growth— he zirconium was machined into rectangular parallelepipeds about 0.2-in. scl in cross section and 2 in. iong. These were hand polished through 4/0 abrasive paper, electropolished, given a hydrogen removal anneal, and subjected to long-time anneals at 840 °C in vacuo to produce usable crystals.&apos;7 A second technique used to obtain large crystals was to cycle the samples two or three times between 1200" and 840°C, allowing them to remain at the higher temperature for about 4 hr and at the lower temperature for 5 days.17 These techniques yielded some grains which occupied the entire cross section of the bar and were as long as 3/4 in. C) Orientation Determination—After the growth of large crystals by thermal cycling, the samples were repolished with extreme care through 4/0 abrasive paper and electropolished. Metallographic examination after polishing showed the surfaces to be free of visible deformation traces. Standard Laue back-reflection X-ray techniques were used to find the crystallographic orientations of selected large grains with respect to a specimen face and edge. Fig. 1 shows the stereographic projections of the stress axes for the crystals used. The sharpness of the spots on the Laue photographs indicated that the crystals were of good quality. EXPERIMENTAL METHODS Nine crystals were deformed in tension at 77"K, nine in tension and five in compression at 300°K in previous tests,17 fifteen in tension at 575"K, and eleven in tension at 1075°K. All specimens were stressed by load increments. After a predetermined load was applied, the specimen was removed from the loading appratus and metallographically examined for deformation traces. An attempt was made to initially stress each bar so that some crystals slipped a small amount and others not at all. This was done to bracket the critical resolved shear stress. One bar of special orientation (B-11) was repolished and annealed at 1075°K for 1 hr after lower temperature deformation, before final deformation at 1075°K. In the other bars the loading by increments, followed by metallographic examination, was continued until the surface distortion would interfere with analysis, or until fracture. One example of a crystal pulled to fracture is shown in Fig. 2. This photograph shows a crystal (B-14C) which was pulled at 1075°K and failed by slip on two (10i0) planes. The approximate orientation of this crystal is illustrated in the figure. Specimens were deformed at 77°K in liquid nitrogen on a tensile machine using an insulated bucket with an internal hook to accept a clamped specimen.

Inquiries are frequently made concerning the chalk- and clay-beds of Arkansas, usually with a view to the manufacture of Portland cement. The chalk-deposits were first described by Professor R. T. Hill in the annual report of the Geological Survey of Arkansas for 1888, vol. ii., pp. 153-162. Since the publication of that report I have visited localities then unknown, and have accumulated considerable additional information concerning these deposits, dl of which is brought together in the present paper. My report upon the clays of the State has never been published; only a few of the more conveniently available deposits are mentioned in the present paper. The Chalk-Deposits. Stratigraphic Position of the Chalk.—The chalk-deposits of Arkansas belong to rocks of Cretaceous age. The Cretaceous rocks are confined to a single definite area in Southwest Arkansas. Beginning on the Ouachita river, a little northeast of Arkadelphia, its southern or upper margin follows a line about five miles southeast of, and approximately parallel to, the St. Louis, Iron Mountain and Southern Railway from Arkadelphia

CONTROLLED cold work is used between solution heat treatment and precipitation heat treatment for producing certain tempers of the commercial aluminum base alloy 2219 (designation of the Aluminum Association, U.S.A.) which contains 6.3 pet Cu as the major ingredient responsible for the age hardening. The complete composition limits for this alloy are listed in Table I. The alloy has been described in detail,&apos; and the control of the heat treatment has also been published.2 Beneficial effects of such cold work in other alloys have also been pointed out.3&apos;4 NO data have been published on the effects of varying amounts of cold work under fixed aging conditions. In connection with an investigation of the possibility of providing the desired cold work by explosively generated shock waves, it became desirable to investigate the effect of variable cold work, and to compare the re -sults with those obtained from explosives. The authors enumerate the factors which appear, from their observations and practical experience of failure of aircraft components in Great Britain, to be responsible for causing a metal or alloy to fail by stress corrosion. The essential conditions for promoting failure by stress corrosion are: (I) tensile stress at the surface of the component, (either residual or applied), and (2) an attacking medium that may be a solution or a liquid metal. Particular attacking agents are effective only on certain metals. In all instances of stress-corrosion failure experienced, cracking of an intercrystalline form has occurred and examples of such failure in aluminum alloy, steel and copper alloys are described and illustrated. The relation between microstructure and stress corrosion is mentioned and methods of investigating the susceptibility to stress-corrosion failure of metallic materials are described. The precautions to be taken in selecting materials for particular aircraft components and the importance of adequate protection against chemical attack are considered. The authors have given a factual survey of stress corrosion and have made no attempt to advance any scientific explanation of the phenomenon.

THE chief ore of lithium is spodumene, a lithium-aluminum silicate containing up to 3 pct lithium. The preparation of lithium salts from spodumene is costly because of the low concentration of the metal and the difficulty of separating it from the other alkali metals present. Dr. Kroll&apos;s and Dr. Schlecten&apos;s recent paper&apos; has reviewed various methods proposed for preparation of lithium. It will be seen from this paper that the methods proposed to date have required one or another of the lithium salts as a raw material. The high cost of these salts has been the chief item of expense in the lithium metal produced. This situation has made it interesting to investigate the possibility of producing the metal directly from spodumene. When spodumene is calcined at 1000°C in the presence of lime, lithium oxide is replaced in the ore as is evidenced by the fact that it may be leached from the reaction mixture with water.2 Free energy calculations suggested that lithium oxide might be reduced with aluminum or silicon and the lithium produced distilled from the reaction mixture by heating to about 1000°C in a vacuum. These facts taken together suggested that it might be possible to prepare lithium metal directly from spodumene by heating a mixture of the ore, lime, and a suitable reducing agent in vacuum and distilling off the lithium metal as formed. THE REPLACEMENT OF Li20 IN SPODUMENE A series of experiments were undertaken to determine the ratio of lime to spodumene necessary to free substantially all the lithium oxide present in the ore. The spodumene used in these experiments was supplied by Foote Mineral Co. in the form of powder of about 200 mesh. Analysis of the spodumene was as follows: [ ] Lime (cp -200 mesh) was added in various ratios to spodumene and thoroughly mixed in a ball mill. Two hundred gram samples of spodumene-lime mixtures were charged loosely in fireclay crucibles and held at 1000°C in a gas-fired furnace for 5 hrs. The product in each case was ground to pass 140 mesh and then placed in a thimble in a soxhlet extractor. Extraction with water was carried on for 6 hrs. After this period the extract was reduced in volume by evaporation in order to precipitate dissolved lime and was then filtered and titrated with 1/4 normal hydrochloric acid. After correcting for residual calcium oxide in solution, the alkali present was calculated as lithium oxide. The results of these experiments are shown in Table I and Fig I. At lime-spodumene ratios less than 1.5, the products were invariably fused. At the ratio of 1.5 and above, the product was loosely sintered with little evidence of fusion. THE steel industry has always been noted for producing men of forceful and versatile personality, many of whom combine the practicality that results from wide experience with an excellent theoretical background that comes from a college training plus years of wide and constant study of metallurgical literature. One of the best known examples of this type is Earle C. Smith, present Chairman of the Iron and Steel Division. After graduating from Ohio State and from Columbia, where he studied under Campbell, Earle started his career at that grand old prewar training school for steel men the Illinois Steel Co., where in the days of the twelve-hour shift he worked on the open-hearth floor. Following World War I, when he was in charge of government inspection at the Central Steel Co., Massillon, Earle held successively jobs of increasing responsibility with Central Alloy Steel, and when this company was taken over by Republic in 1930 he was made assistant district manager and a few years later was appointed chief metallurgist of the whole corporation.

The solubilities of copper and gold in silicon and germanium have been determined by equilibration of the solid semiconductors with coexisting liquidus phases. The experimental results were combined with estimated activity coefficients of the liquidus alloys to determine the following partial molar enthalpies and excess entropies of solution for the systems: Solubility measurements were also carried out below the eutectic temperature of the copper-silicon system. The partial molar enthalpy and excess entropy of copper in silicon with respect to Cu3Si were determined to be 40.2 ±0.5 kcal per mole and 9.7 i 0.5 cal per mole — OK, respectively. It has been dentonstrated that nu-cleation and growth of intermediate compounds are retarded in copper-silicon diffusion couples. This points out the dangers of determining equilibrium solubilities by dijjusion methods. Results of a study aimed at assessing kinetics and mechanisms of the batch agglomeration process in suspension are discussed. A recently developed light backscatter technique which enables the increase of average particle size from 1 to 5000 µm to be followed, was used to determine agglomeration kinetics. Growth curves and agglomerate size distributions were obtained in a stirred vessel for various model systems and operating conditions. Four distinct growth regimes were identified, i. e. the flocculation regime, the zero-growth regime, the fast growth regime, and the equilibrium regime. Further, it was observed that large differences in the occurrence and duration of these regimes resulted from small variations in parameters, such as size distribution of the initial particles and the binding-liquid to solid ratio. Mechanisms that determine the occurrence of the relevant regimes are discussed. The growth process was described in terms of population balance equations. In this way, the growth rate, the equilibrium agglomerate size distribution, and the evolution of the agglomerate size distribution were generated. The agreement with experimental results is satisfactory.

IN these days of the almost exclusive use of byproduct coke as the blast-furnace fuel in this country, it may seem out of place, and smacking too much of reminiscing, to say anything about the use of anthracite coal for blast-furnace fuel. Viewed in the light of present day research and of developments in alloy steel, some observations seem appropriate regarding this raw material that played such an important part in the development of the iron and steel industry during 50 years of the past century. The research work of that period, in which the whole iron and steel industry was revolutionized, passing from wrought iron to steel and from charcoal to three new mineral fuels for blast furnaces, was done chiefly in the full-sized plants of that day; and it was done largely by the ironmasters themselves. The laboratory had not become a part of the ironworks, and scientific instruments were lacking around the blast furnaces; "rule o&apos; thumb" and erroneous theories prevailed-and have not yet all been eliminated. The recent interest in meteoric iron in connection with nickel steels and other alloys proves that it is worth while to search for the reasons for excellence and the causes for failures in the metallurgy of bygone days. Turner1 gives the reasons why the blast furnace of Dr. F. W. Geissenhainer on Silver Creek, Schuylkill County, Pennsylvania, about 10 miles northeast of Pottsville, was operated successfully with anthracite2 in August and September, 1836, and why several other attempts failed. It has taken a long time for us to find out that there are great differences in the behavior of anthracites from the several parts of the anthracite region, as well as differences in coking coals from the bituminous fields.

The following tables have been compiled from the annual reports of the Inspectors of Mines, to determine the percentages of fatal and non-fatal casualties from roof-falls and explosions of fire-damp. As we cannot assume that every accident has teen recorded by the inspectors ; as many casualties terminating fatally after the lapse of a considerable period, are inevitably recorded as " non-fatal;" and as clerical errors may have crept into the compilation,* the figures of these tables cannot be considered absolutely correct, but the summary is sufficiently reliable to show the features I wish to differentiate. Under the heading " Miscellaneous" are included all accidents not directly attributable to explosions of fire-damp, roof-falls or fails of coal. Prominent among the numerous causes included under this head are premature or delayed explosion of blasts, accidental explosion of powder or cartridges, accidents from mine cam, falls in shafts, machine accidents, sliding of loose coal in pitching breasts, suffoca tion by choke-damp, etc., comprising in all 48 per cent. of the total number of casualties.

The literature of milling is replete with papers devoted to the subject of ball milling, all of which no doubt have contributed in one way or another to progress in that art. In this paper reference will be made to only a few of the many authors, but the value of the contributions of all who have written on that subject is hereby acknowledged. With a few exceptions the efforts of most students of the subject have been devoted to laboratory investigations of principles. Davis1 was one of the first to report on plant-scale investigations and to present to mill men certain criteria for the guidance of ball-milling practices. His conclusions with respect to the significance of sizing analyses of classifier sands in their relation to the factors of mill speed and ball sizing are particularly referred to. Those conclusions were: 1. If the balls are large or the speed of the mill is high, crowding will appear at the finer sizes in the classifier sands. 2. If the balls are small or the speed is low, crowding will appear at the coarser sizes in the classifier sands. 3. The indications are that best efficiency is obtained when the screen analysis of the sands show a minimum crowding at any size. The last conclusion was qualified by the statement that it had not been proved conclusively. It is surprising, however, that the litera- ture of later years reveals little evidence that millmen have made any serious attempt to apply those criteria. This may, perhaps, be explained by the fact that the average plant-scale ball-milling problem presents so many variables that an investigation of any one of them encounters the problem of control of the others—a problem that often is unsurmountable in a small plant. In a large plant, in which there is a duplication of grinding units in parallel operation, opportunity may be afforded for determining the value of such criteria. Nevertheless, a study of published data from grinding circuits of both large and small plants suggests that either Davis&apos; criteria have been tried and found inapplicable or have never been given consideration. For the purpose of testing Davis&apos; conclusions and with improvement of ball-milling efficiency as the final objective, a test program was initiated in the concentrator of the New Cornelia branch of the Phelps Dodge Corporation early in 1938. The practices of that plant have already been described.2 The fine-grinding units are arranged so that any one of eight units may be operated as a test unit and its results compared with those of the remaining units. All units receive similar feed from a common storage bin, in which the product of the fine-crushing plant is bedded by traveling tripper. The ball mills are all similar in size and operated at the same speeds, and are individually metered. The feeder conveyors of each unit are equipped with Merrick weightometers. Passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of the Federal Government into the problems of mining. Such a law was necessary simply to help re- solve a number of disputes in mining. Now, however, a hundred years later, the extent of government involvement in the mineral industry often comes as a shock to the mining engineer who has reached management level. In fact, he has been poorly prepared for an understanding of the role of government in the industry and he becomes frustrated, even hostile. In our political system, private industry is responsible for producing minerals and the Government sees to it that production will be adequate for a peace-time economy and for any emergency. There have been great social and political changes since World War I1 with the result that the Government&apos;s participation in our society has steadily increased. A new dimension in business and government relations has been introduced which should be examined more closely.

Developments in California during 1942 were marked by many difficulties in operation, of which the lack of labor and material were the main factors in slowing down work. During the many years of curtailment, which has been effective since 1928, a number of estimates of the state&apos;s capacity to produce have been built up, but during the year 44 fields were &apos;eliminated from curtailment and valuable data were obtained as to the normal capacity of these fields to produce. Because of new discoveries and the normal decline of old fields, which is more than 15 per cent per year, it is estimated that the sustained capacity of the state for a 5-year period is not more than 500,000 bbl. per day. Decline in the rate of production was greatest in the fields in the Los Angeles Basin district. These fields have been produced nearly at capacity for many years and had no reserve of shut-in production. The San Joaquin Valley and Coastal districts have responded well to the increased allotments assigned to them by the Petroleum Administrator for War. All heavy oil fields in the state are on full production, except in the Coastal district, where transportation is the limiting factor. Although approximately 2500 more wells are on production in the state than there were in 1941, the supply of heavy crude has not yet reached the demand. A summary of statistics for 1941 and 1942 is given in the following table. Production in California for 1942 was 680,000 bbl. a day as against 631,000 bbl. a day for 1941, an increase of 7.8 per cent. The present maximum efficient rate has been estimated at 808,000 bbl. per day. This indicates that in the 15 restricted fields of the state there is only an additional 83,000 bbl. per day of light oil available. Drilling Activity Drilling activity during the year was equivalent to but 70 per cent of normal. Although shortages of equipment and labor were in part responsible for the reduced drilling activity, the main reasons were the lack of proved locations due to a cycle of very few new discoveries and the restrictions of Conservation Order M-68. For the first six months of the year, 300 new oil wells were completed, which were equally divided as to the number of light and heavy oil producers. But, for the last six months of the year, it is

A.) types of glass under consideration varies from 2.7 to 10.4 X 10-6 per degree Centigrade, over the range 20° to 400° C. For reference, the thermal expansion curves f several types of glass used for sealing by the lamp and tube industries are given (Figs. 1 and 2). This paper covers a detailed investigation of the thermal expansion of a series of nickel-iron alloys in which the nickel content varies from 30 to 70 per cent. Particular stress is laid on the alloys that contain between 40 and 55 per cent Ni.
