This paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctne~s of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the costum-bres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal" be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that past and existing methods and customs shall not be over-ridden rough-

IN a previous paper,1 a method was suggested for determining the depth to a bed in the simple case of a uniform overlying layer of constant thickness. The method of Tagg2 has also been used on the same data, thus furnishing a comparison of the e two methods, as well as a method of using the two methods jointly. The method of measuring the apparent resistivity is that suggested by Wenner,3 and illustrated in Fig. 1. A current I enters the earth at the positive pole C and leaves it at the negative pole D. The potential V of the high electrode A, with respect to the low electrode B is measured by suitable means. In recent years, increased attention is being paid to the application of oil-agglomeration technique for (a) improved recovery of low- ash clean coal, (b) effective beneficiation of low-grade coking coals and (c) removal of pyrite sulphur from high-sulphur coals. In this technique, which has been proved to be more effective than convention- al froth-flotation, advantage is taken of the oleo-philic nature of finely ground coal to separate it under controlled conditions from the associated minerals which are hydrophilic in nature. Unlike froth- flotation, no aeration is needed in the process and the concentrates which are obtained in the form of agglomerates or micro-pellets have easier dewatering characteristics. Optimization of operating variables in treating individual raw feed is a pre-requisite for the successful application of this process. A 10 gram batch unit was employed in the present test series. This paper presents - results from these investigations on such operating variables as (i) size of coal, (ii) amount of oil used, (iii) time of stirring, (iv) rate of stirring, (v) solid content in slurry and (vi) effect of conditioning.

Electron diffraction and transmission electron microscopy on foils at room temperature were used to investigate the ordering of Fe-Si alloys containing 10 to 23 at. pct Si. A certain degree of DO3 order was found in all alloys. With the exception of the lowest silicon concentration for which the antiphase domains could not be clearly resolved, the alloys have a domain structure of two-domain type with boundaries having 1/4a01<111> displacement vectors for less than 12.3 at. pct Si and with boundaries having 1/2 a0<100> displacement vectors for more than 12.3 at. pct Si. The alloys with 12.3 at. pct Si have a domain structure consisting of fine domains with 1/2a&apos;o<100> boundaries within much larger domains with 1/4a&apos;o<111> boundaries. The development of these structures can be explained by transition of the alloy from the disordered state into the B2-type order and then into the D03-type order by the mechanism proposed previously for the FeSAl alloys. The existence of the B2 structure in the lower part of the investigated concentration range reported in some articles can be explained by fine domains with 1/2a&apos;o<100> boundaries formed by several disordered planes within large domains with 1/4a&apos;o<111> boundaries. The ordered structure predicted by the theory —with practically no domain boundaries —is found in the alloys having 12.3 at. pct Si where it develops in the B2 structure region. ORDERING in Fe-Si alloys was first studied by phragmenl who found that beginning with 13 at. pct Si the DO3 (Fe3Si) superlattice reflections appear in the diffraction patterns. The equilibrium diagrams constructed later by corson2 and Haughton3 from various measurements proposed the existence of a homogeneous solid solution (a phase) in the range from 0 to 25 at. pct Si. Jette and Greiner4 and Farquhar et al.5 measured the relation between lattice parameter and composition and they considered the break in the curve at 9 to 10 at. pct Si to be caused by the ordered solution a"(Fe3Si). Glaser and Ivanick6 Determined critical ordering temperatures of the alloys containing from 10.9 to 27.9 at. pct Si from the measurement of the electric resistivity of quenched samples. In all cases the critical temperature was lower than the melting point and it was highest for 25 at. pct Si. Lihl and Ebel7 measured the lattice parameter curves at various temperatures up to 1000°C. The region between two breaks on these curves, corresponding to 10 to 12.5 at. pct Si at room temperature, was considered by them to be two-phase (a + a"). They concluded by extrapolation of the measured values that a" in the alloy having 25 at. pct Si is stable up to the melting point. Davies8 studied superlattice reflections in the X-ray diffraction patterns of an alloy containing 8.7 at. pct Si. He found the B2 structure and short-range order in the slowly cooled samples and the DO3 A. IMD structure in the quenched and annealed samples. This investigation first reports the presence of the B2 structure, phase a&apos;: in Fe-Si alloys. Meinhardt and krisement9,10 also found its existence in Fe-Si alloys by neutron diffraction. No order was detected by them in the alloy containing 8 at. pct Si. The onset of B2 order was observed at a composition of 9.2 at. pct Si. They found almost perfect B2-type order with partial DO3-type order at room temperature in the 10 to 12.5 at. pct Si range and almost perfect DO3-type order in the 12.5 to 25 at. pct Si range. They established the critical temperatures Tc of both the structures through measurement at higher temperatures. The critical temperature for the B2 structure was found to be always higher than the critical temperature for the DO3 structure of the same alloy. They extrapolated the curves of the critical temperatures and concluded that the alloys with more than 17 at. pct Si have the B2 structure up to the melting point and the alloys with more than 23 at. pct Si have the DO3 structure up to the melting point. The results of Meinhardt and krisement9,10 were confirmed by Dokken&apos;s measurement" of the temperature dependence of the electrical resistivity in the 10.8 to 15 at. pct Si range. On the other hand chessin12 detected by X-ray diffraction a considerably lower degree of order in the 12.7 at. pct Si alloy. ANTIPHASE DOMAIN STRUCTURE IN ALLOYS WITH B2- AND DO$-TYPE ORDER The ordered structures B2 and DO3 can be described in terms of a subdivision of the bcc lattice into four fcc sublattices with a parameter double that of the bcc lattice. Following Marcinkowski13 we will label them I. 11, 111, IV. The B2 structure in the AB alloy is formed by placing A atoms on sublattices I and II and B atoms on sublattices III and IV. In a non-stoichiometric perfectly ordered alloy having concentration (A) > (B), A atoms occupy sublattices I and 11. and A and B atoms distributed at random occupy sublattices III and IV. The DO3 structure in an A3B alloy is formed by placing A atoms on sublattices I, 11, and 111, and B atoms on sublattice IV. In a nonstoichiometric, perfectly ordered alloy having concentration (A)/3 > (B), A atoms occupy sublattices I, 11, and 111, and A and B atoms distributed at random occupy sublattice IV. As further shown in Ref. 13, two types of domains are possible in the B2 superlattice and the antiphase domain structure has associated with it boundaries with displacement vectors 1/4 a&apos;o<ll1> only. Four types of domains are possible in the DO3 superlattice and the antiphase domain structure has associated with it boundaries with displacement vectors 1/4a&apos;o<111> and 1/2a&apos;o<l00>. Bethe14 suggested on the basis of theoretical considerations that in a structure with two sublattices at low temperatures only one domain should be present in the whole crystal at equilibrium. THE fact that the floatability of minerals with fatty-acid collectors changes as the pH of a pulp varies was utilized in the early days of flotation, when sulphuric acid was used with oleic acid to float sphalerite and galena from gangues which themselves float with fatty acids in alkaline pulps. Gaudin1 showed that this difference in floatability is a regular function of the extent of the change in pH. The present paper offers an explanation of the phenomenon, and on the basis thereof sets up recommendations for control of soap-flotation operations. EXPERIMENTAL Parallelism between floatability of a mineral in a given environment and its contact angle in that environment is so well established,&apos; and the contact angle is so readily and rapidly measurable, that contact angles have been used throughout the experimental work to indicate relative floatability. Experiments comprised contact-angle measurements on a number of representative minerals and metals, and a variety of subsidiary tests designed to check and to amplify the contact-angle indications. Contact-angle measurements were made by the method described in detail by del Giudice.3 Sequence of procedure for determination of the points of Fig. I was: 1. Polish specimen. Most specimens yielded zero contact angle after polishing; a few showed a slight "cling." Cling is characteristic of specimens that pit on polishing; it is due to a residue of organic contamination, originally on the particle surface, which persists in the pits. The cling did not change total contact angle after conditioning, and is not, therefore, additive in the upper part of the curves of Fig. I. It may have broadened the bases of the curves for the affected minerals slightly. 2. The specimen was next conditioned in soap solution for 5 minutes. 3. The conditioned particle was transferred, under conditions that precluded surface drying, to an aqueous solution of the pH desired and contact angle determined. 4. The particle was thereupon transferred, again without surface drying, to water. The confirmatory tests will be described at the places pertinent in the argument. DISCUSSION OF RESULTS Gaudin and Vincent4 have shown that contact angles with heptoic acid as a collector decrease for a given specimen when the concentration of collector present falls below a certain value. A similar reduction in angle occurs with collector-conditioned particles that are visibly slime-coated, and varies roughly with the extent of coating. Since in the last case the reduction in angle is certainly due to reduction in the proportion of total conditioned mineral surface presented to the bubble, the authors believe that the same condition prevails in the first case cited, and that similar reduction in angle and floatability will occur whenever starvation quantities of collector are present, whether

Your outgoing President, following the worthy example of distinguished predecessors, submits a reckoning of his stewardship. He renders this fully realizing that without the hearty cooperation of Directors and Secretary, which he here recognizes most cordially, no President, who at best is but a passing force, can achieve markworthy results. The details as to your membership, finances, intellectual output, and,-other activities, have been submitted in the report of the Secretary.* It is enough to emphasize that during the year just expired, your organization has held two of its most successful meetings-one the largest in its history-has produced the largest number of papers, eliciting most interested discussions, has enjoyed its greatest income; and has received more than one thousand new members-passing the best previous record by more than one hundred, and exceeding the average increment of the, past five years by one third. It closes the year with 6528 members, the largest enrollment in its history. All of this might be true and yet the intellectual and social spirit, the loyalty of membership, the real life of the organization, might remain stagnant. As to these, it is for others than your speaker to testify. No comparison is feared.

INTRODUCTION The first installation of large, commercial, high gradient-high field cannister and matrix magnetic separators for removal of impurities from kaolin was made in 1973 (1). Since then the technology and equipment have been widely adopted for clay processing with about 12 units in commercial use. These new separators have filled a need, caught the imagination of many and become a technology worth fighting for. A fight has occurred, and a resolution on royalties for kaolin processing, at least, has been achieved. LIMITATIONS TO APPLICATIONS OF MAGNETIC SEPARATORS Other than the use of these magnets on kaolin clay, no other application has yet achieved widespread adoption. Dr. Iannicelli blames inertia, and1 would agree that it is a factor. There are other reasons too, and if they are examined, they may isolate problems that R&D can significantly assist in solving. I&apos;d like to break the problems into two areas. Machine limitations - the mineral properties are there but performance is insufficient or uneconomic. Separation limitations - the mineral properties aren’t there, but the magnetic separation would perform well if the properties were there (size is right; concentration is right, etc).

THE importance of topography to geology is so commonly underrated as to deserve to be pointed out again and again. The relation of topography to the different branches of geology may be seen best by a glance at them all. Geology is well understood to consist of the observation of facts about rocks as materials of the earth (geognosy ), and the explanation of those facts (geogeny). The facts to observe are: I. GEOMETRICAL, as (1) structure, including the dip and strike at different points, the size, shape, and position of basins and saddles; (2) vertical section, that is, the thickness of rock groups and of their parts ; (3) horizontal or geographical position. II. PHYSICAL, such as texture, whether sedimentary or crystalline ; and, if crystalline, whether granitic, porphyritic, amygdaloidal, globular, or concretionary; whether compact or granular; coarse or fine; pervious or impervious; hard or soft; firm or tender; with cleavage or without; massive or thin; the microscopic structure; also whether magnetic or not; soluble or insoluble; fusible or infusible; and the constituent minerals. The nuclear industry has made a considerable effort to reduce environmental pollution with the result that knowledge in the field of radioactive waste management is well advanced. An example of the methods used for radioactive waste disposal is provided by the Savannah River Plant (SRP) operated by E. I. du Pont de Nemours & Co. for the AEC. It occupies an area of 320 sq mi along the Savannah River downstream from Augusta Ga., and has production facilities that include a fuel preparation area, three reactor areas, two chemical separation areas (F and H), and a heavy water plant. Gaseous, Liquid and Solid Radioactive Wastes Are Handled During Disposal The primary sources of radioactive waste are the reactor and chemical separation facilities. The reactors are cooled and moderated by heavy water which, in turn, is cooled by river water in heat exchangers. This arrangement prevents irradiation of the river water so that radioactivity is not discharged into the river water except when small quantities of moderator are lost by heat exchanger leaks. Because of the high cost of heavy water, these losses must be kept to a minimum.

As far as rapid determination of oxygen in liquid steel by means of a galvanic cell is concerned, I should like to summarize in a few words the activities of Centre de Recherches Metallurgigues (CRM) in Belgium. This work has been conducted both in a laboratory (Tammann and Induction furnaces) as well as on an industrial scale (converter and ladle). The galvanic cells developed by CRM are of two kinds: one with an air reference and one with a solid reference. As far as galvanic cells with air reference are concerned, we have tested numerous solid electrolytes (zirconia, spinel, and alumina). We finally chose zirconia sheathed with quartz. In order to be in a position to accurately determine the time when thermal equilibrium is reached, it was deemed useful to fit the galvanic cell with a Pt/Pt, Rh thermocouple, so as to follow the temperature variations at the interface of the solid electrolyte, until the temperature becomes equal to that of the bath. In actual fact the solution is highly interesting since it is possible to determine both the oxygen activity and the temperature of the bath with a single cell.

The question of&apos; providing training for miners in the United States has been answered by Public Law 95-164, which stipulates not only that the mine operator will provide training, but generally how much and what material will be covered. At an operation employing 500 miners, the eight-hour refresher training requirement will necessitate an annual investment of over two man-years in labor, a figure that does not include the time spent in training new hires and job transfers. Such an investment can and should be cost effective, while catering to miners&apos; needs.

The term clay is somewhat ambiguous unless specifically defined because it is used both as a rock term and as a particle size term. Actually most persons using the term clay realize that it has a double meaning and in most instances define it. As a rock term, clay is difficult to define because of the wide variety of materials that compose it so that the definition has to be general. Clay is a natural, earthy, fine-grained material composed largely of a limited group of crystalline minerals known as the clay minerals. Many definitions state that a clay has the property of plasticity when wet, but some clays are not plastic, i.e., halloysite and flint clay; however, most clay materials are plastic when wet. As a particle size term, clay is used for the category that includes the smallest particles. The maximum size particles in the clay size grade are defined differently on some grade scales. Soil investigators and mineralogists generally use 2 microns as the maximum size. The Wentworth scale&apos; defines clay as material finer than approximately 4 microns. Grim&apos; has found it convenient to use the term clay material for any fine-grained, natural, earthy, argillaceous material and in this way can include clays, shales, or argillites, and some soils if they are argillaceous. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, still the term is generally understood by all who use it. Clay is an abundant natural raw material and has an amazing variety of uses and properties which will be discussed in this chapter. In order to understand better the relationships between the clays and their uses, a brief discussion of the structure, chemical composition, and identification of the clay minerals is given. Mineralogical Composition of Clays Clays are composed of certain groups of hydrous aluminum, magnesium, and iron silicates that may contain calcium, potassium, and other ions, which are called the clay minerals, and other minerals of variable composition, which are nonclay minerals. Both clay minerals and nonclay minerals influence the properties of a clay material. In order to understand the relationship between clay minerals and the properties of a clay material, a short summary of the structure and composition of clay minerals is necessary. Any scheme of classification tends to impose a certain rigidity and as new and additional data become available it is necessary to revise classifications. Brindley3 has discussed the classification and structural mineralogy of clays in very lucid fashion and chose a classification based on structural features and chemical composition. Grim2 proposed a tentative classification which is based on the structural attributes of the various clay minerals. This classification is relatively simple and workable, and is shown as follows: I. Amorphous Allophane group II. Crystalline A. Two-layer types (sheet structures composed of units of one layer of silica tetrahedrons and one layer of alumina octahedrons). 1. ECONOMIC waste caused by mine fires may become considerable,15 especially if a fire is allowed to spread or temporarily to get beyond control. It is important, therefore, to act promptly whenever a fire is suspected and to make every action count. To contribute toward its extinction effectively it is necessary to know at the earliest possible moment, and continuously thereafter, what is happening at the seat of the fire, which may be in a remote or inaccessible area, and also to recognize what may be expected as a result of any proposed combative measure. In combatting a fire the mining engineer and the chemist should cooperate, first deciding upon the course of action to be taken and then drawing upon the mining engineer&apos;s intimate knowledge of the physical structure of the fire area, the cost and time required to carry out proposed operations, and the probable efficiency with which these operations could be performed, and upon the chemist&apos;s knowledge for the results to be expected therefrom. After the initial steps to be taken have been decided, it devolves upon the mining engineer to see that they are carried out and upon the chemist to evaluate the results and to keep the mining engineer continuously informed in regard to a variety of matters-such as the composition and toxic or asphyxiating properties of the atmosphere in which the men may be working, whether the fire is increasing or decreasing in intensity and its probable temperature, the quantity of air leakage and the explosion hazards of the fire area. The purpose of this paper is to discuss what the chemist can and cannot contribute as a member of the fire-fighting personnel. The technical literature contains several hundred papers relating directly and indirectly to mine fires, and this fact alone is testimony to the complex nature of the phenomena involved in the birth, life, and final demise of a fire. A fire may be stopped (I) by preventing oxygen from reaching the coal or (2) by removing the conditions necessary for the rapid reaction of coal with oxygen; i.e., decreasing the temperature. All methods of prevention or control. necessarily must be based upon one or the other, or both, of these two principles. . The chemistry of a fire may be understood readily if the low-temperature oxidation of coal is considered as a starting point; then oxidation at higher temperatures (or combustion) ; and with these, the composition of the solid and gaseous products resulting from the oxidation or from the effects of the heat liberated. This discussion refers particularly to Pennsylvania anthracite, although much of the material applies equally well to coals of lower rank. OXIDATION OF COAL Oxidation of coal fundamentally is confined to the surface; that is, the rate at which oxygen penetrates into the interior of a solid block of coal is so slow that it may be ignored.6,16 Oxidation starts when a fresh surface is exposed, and the rate is

Risks from political instability and government policies restricting equity ownership, local operations and transfers of payments affect the profitability of foreign mining ventures. More than seat-of-the-pants judgments and old-boy networks are required to anticipate these risks and to take actions appropriate to offsetting them. A system for making political forecasts, called the Prince System, and a series of charts relaying risks to a production of key minerals has been developed.

CONDITIONS at the properties of the Consolidated Coal Co. had reached a point where improvements were almost impractical. The mines, sunk years ago, had shafts and entries so small as to preclude the use of large mine cars. A radical change was necessary in the type of mining and also in the type of mine to accommodate such haulage units. After due consideration, the company decided to enter the field of trackless mining, utilizing belt conveyors and chain-flight conveyors, the belt conveyors to take the long haul, and the chain-flight conveyors to be used for gathering. It was decided not to sink a shaft, but to drive a slope on an inclination of 17 1/2°, which the company believes to be about the limit on which coal can be carried on a belt without rolling back unduly.

Complete automation of concentrator operations through computer control has been under increasing consideration by American engineers for several years. Although justification for full-scale automation of a mill must ultimately be economic- added profits exceeding instrumentation and development costs-the technical feasibility of automation will be determined by the availability of requisite, detailed knowledge of the various unit operations in the plant. This poses problems. BASIC PROBLEMS WHICH MUST BE CONSIDERED A hypothetical porphyry copper mill will be used here to illustrate these problems. Its flowsheet will involve: mining, crushing, storage, grinding and classification, flotation, product de-watering, and disposal.
