Discussion of the paper of PAUL BILLINGSLEY, presented at the New York meeting February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 31 to 47. JAMES F. KEMP, New York, N. Y.-Mr. Billingsley has spoken so concisely that we may not realize the many important topics which he has passed in review and upon which lie has thrown much illumination. The exact determination of the age of the granite, itself, is one. If we were to look over a geological map containing the region of Butte and 25 years old, we would find this coarsely crystalline mass assigned, as were others of its kind, to the pre-Cambrian, or as we used to say, to the Archean. In the course of time it was found to be later. The Butte Special Folio, 1907, described it as post-Carboniferous and possibly post-Laramie. Mr. Weed in Professional Paper No. 74 of the U. S. Geological Survey (1912) placed it as probably Niocene because of its relations with the andesite, which was believed to be Eocene. Mr. Billingsley now by a very neat demonstration circumscribes it more definitely and we recognize that it must be latest Cretaceous or earliest Eocene. We see, however, that extensive field observations, ably correlated, were necessary to establish the conclusion. For some years all familiar with Butte have known that there was a central area the veins of which carried copper ores in a quartz gangue; and that outside this area there were veins carrying silver ores in a gangue of manganese minerals. Mr. Sales's able and detailed paper, read at the Montana meeting, August, 1913, not only corroborated these relations, but emphasized the transitional character of the intermediate or passage zone. Mr. Billingsley is now able to show from observations at increasing depths, the tendency of the copper ores to appear deep down in the veins

A study of waterflood efficiency, given in terms of oil recovery at water breakthrough and u1timate recovery, has been made on short, consolidated Pyrex glass cores rendered oil-wet by chemical treatment. Contact angle. interfacial tension, permeability and porosity were the variables considered. Oil and water viscosities, core length and velocity of flooding were held constant. The data permit interfacial tension, contact angle, porosity, and permeability to be grouped into a scaling coefficient along with viscosity, velocity of flooding and length of core. Correlation of the .scaling coefficient with recovery at water breeakthrough is found to follow prediction; correlations of ultimate recovery demand a scaling coefficient different from that which correlates breakthrough recovery. The work indicates that, with proper control, a group of similar natural cores, of permeability plug size, call he correlated 10 indicate basic flooding performance. INTRODUCTION The fraction of oil recovered from a porous medium is related to both reservoir conditions and production techniques. An investigation of all factors that enter into this relationship is necessary in order to arrive at the optimum method of exploitation for oil reservoirs. To define this relationship, laboratory studies have been made by a great many investigators. However. an important obstacle arises if the results of these experiments on water flooding are to be applied to practice. Ditferences in behavior are to be expected between reservoirs of the dimensions encountered underground and those used in laboratory work. Factors which play an important role under laboratory conditions may be of no consequence in reservoirs. Laboratory operating practices generally differ from field operating practices. Thus. a mere understanding of the mechanism of the displacement of oil by water is not enough. It is just as necessary that the process be analyzed dimensionally to give continuity and validity to the conversion from laboratory to field. The theory of oil displacement that has come to be accepted by the majority of those who are associated with reservoir mechanics had its beginning in the work of Leverett¹ and Buckley and Leverett2. The banking of oil, observed by many previous workers, was described by the "fractional flow" and the "frontal advance'' equations. The validity of the Buckley-Leverett theory was substantiated by the experimental and theoretical work of Terwilliger et al³; moroever, the theory was extended by the introduction of the idea of a "stabilized zone" to describe the banking of oil. Levine5 showed that the Buckley-Leverett equations gave reasonable agreement between calculated and experimental breakthrough recoveries only if the capillary pressure and gravity terms were included. Rapoport and Leas1 investigated the properties of linear floods and showed that both breakthrough and maximum recovery are related to a "scaling coefficient'' derived from the Buckley-Leverctt equations. Jones-Par-ra and Calhoun6 presented another scaling coefficient which included both viscous and capillary variables. Such scaling coefficients should suffice to predicl waterflood efficiency. However, some experimenters report data which does not appear consistent with the healing coefficient approach. At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

Most brittle solids are relatively weak in tension and this weakness can be very significant in determining their performance in structures and excavations. Consequently, accurate knowledge of the tensile strength of brittle materials has long been recognized as important. In the past, measurements of the tensile strength of materials such as concrete, ceramics, and particularly rock have been hindered by problems encountered in fabricating test specimens and in accurately loading them. These difficulties have resulted in a scarcity of published tensile strength data. This can be readily seen in tabulations such as Wuerker's "Annotated Tables of Strength and Elastic Properties of Rocks.

In the Indiana limestone district, some 50 or 60 per cent of the merchantable stone in a quarry opening is waste, and only about 40 or 50 per cent of the stone from the opening is finally sold. So long as the present system of 'quarrying is used, the wastes measured and reported in this paper will continue. Comprehensive development of an entirely different method of quarrying, using wire saws for cutting, promises great improvement. Some of the savings to be expected are pointed out in the following pages. No attempt has been made to measure losses due to variations and natural flaws in the stone, since these vary greatly in different quarries, and accurate measurement would be difficult. The wastes that have been measured account for about 30 per cent of the total ledge, which leaves 20 or 30 per cent chargeable to unmeasured sources of loss. General Causes of Waste There are four general reasons for quarry waste: (1) the structure of the deposit, such as its shape, bedding planes, solution cavities and strain fractures; (2) efforts to quarry blocks which do not contain distinct color or textural variations; (3) the trade custom which permits purchasers to specify the size of the quarry blocks which they will buy, which is a matter of competition for business on the part of stone producers; (4) quarry methods, which cause the greatest amount of waste. Wide channeler cuts, hook holes, crooked splitting and uneven breaking on quarry floors are included in this category. Waste Due to Structure of Deposits The peculiarities of structure cannot be eliminated, but a chance for saving lies in quarrying to take advantage of them. The commercial deposits of Indiana limestone are lenticular masses from 20 to 70 ft. thick, and nearly horizontal. All of these deposits of good stone are in the Salem limestone, a bed in the sub-Carboniferous. A RETROSPECT of the growth of the production of pig-iron for the past half century would be the history of the invention and introduction of heated blast as applied to the smelting of iron ores. As the apparatus employed was improved in conception and construction, the economical operation of the furnaces to which it was attached was the more marked, and the production correspondingly increased. To compare the original iron box placed over a coal fire with the modern hot-blast stove, with its combustion-chamber, gas-burners, and air-regulators, would be as unfavorable to the former as to contrast the product of the little Blauöfen with the yield of the improved furnaces of to-day. But, as these little Blauöfen were the germs from which the larger plants have grown, so from the crude apparatus invented and applied by Neilson has grown, in the face of great opposition, the more economical hot-blast stoves now in use. It is not surprising that an innovation like heated blast should have received a large amount of attention from metallurgists, nor that men of recognized ability should formerly have been found both among its champions and opponents, but it is remarkable that, at the present day, with the results of careful research and thorough experiment compiled in convenient shape for perusal, there are iron¬masters who still consider it economy to allow the products of combustion to escape into the atmosphere, rather than utilize them in heating the blast, because of a supposed injury to the quality of the product. In the present state of knowledge and practice, it is proper to express as an axiom, that a well-constructed hot-blast apparatus is essential to the economic operation of an iron-producing plant. Of the interpretation of proper construction there is of necessity a variety of opinions, and, with the view of solving the problem, the apparatus for heating blast has from time to time assumed various forms. Boxes, cylinders, and pipes, placed horizontally, vertically, inclined, or in circles and spirals, have been tried ; there have been pistol-shaped pipes, double pipes, divided or diaphragm pipes, siphon pipes, and as much variety in the mains, connections, flues, and setting. PROPERTIES of materials containing a hard con-stituent dispersed in a metallic matrix are dependent on the distribution of the hard phase.'-' The grain growth of titanium carbide in liquid nickel was studied in order to understand microstructural development in this and similar systems. Smith" has examined the influence of surface energy on the distribution of phases in alloys. The grain growth of tungsten carbide in cobalt has been the subject of many conflicting theories. Those prior to 1950 have been summarized by Goetzel.' Recently, Gurland and Norton3 and Gurland8 have indicated that growth occurs primarily by diffusion through the liquid phase in order to lower the inter-facial energy between the carbide and the liquid metal. In the development of the Ti-C-Ni ternary phase diagram, Stover and Wulff9 have shown that both eutectiferous dendritic titanium carbide, and primary titanium carbide which had developed crystals of cubic symmetry, were rounded by heating below the solidus, and that if primary carbide was already present the typical eutectic decomposition products were not formed. Experimental Procedure The infiltration technique was used to study the grain growth of titanium carbide in nickel. In contrast to sintering, infiltration more readily assures uniform dispersion of the two phases, and the problems associated with mixing by milling; i.e., mill contamination, breakdown of original carbide size in the operation, development of interfering surface films, etc., are avoided. In addition, the complicating effect of densification by shrinkage is eliminated. The titanium carbides used were commercial grades. AN intelligent discussion of the oil situation and its needs, whether from the standpoint of the prospector, the operator, the engineer, or the public administrative officer, must be founded upon a knowledge of the law under which oil lands are obtained. A consideration of new legislation must be prefaced by an understanding of the present law and its results. This paper undertakes to present no new remedy for the ills of the present situation, no new solution of the problems the oil business is facing. It attempts merely to summarize the present law, its provisions, its origin, its development, and its effects. The discussion does not pretend to be exhaustive from a legal standpoint. It aims to avoid legal intricacies Which tend to confuse rather than clarify. It seeks but to present the essentials of the existing situation. The title to government lands known to contain valuable deposits of petroleum may be acquired only under the terms of the placer law as embodied in Section 2329 et seq. of the Revised Statutes. As a preliminary to considering the desirability of this situation it is profitable to examine into its origin. ORIGIN OF THE LAW Congress has left no room for doubt as to the legal applicability of the placer law to oil lands. The Act of Feb. 11, 1897 (29 Stat., 526), provides: "that any person authorized to enter lands under the mining laws of the United States may enter and obtain patent to land containing petroleum or other mineral oils, and chiefly valuable therefor, under the provisions of the laws relating to placer mineral claims."

Stringent controls now placed on the quality of coal make it important to be able to predict not only the tonnage and the grade of the coal in situ, but also the recovery factory and average grade after the coal has been washed. The established techniques of linear geostatistics (ordinary kriging) can be used to estimate the total tonnage and the grade of the coal in situ, but more sophisticated techniques are required for predicting the characteristics of washed coal. Two approaches are currently being investigated at Fontainebleau. One involves a parametric model of the washability curves and disjunctive kriging. This is described in Armstrong (1980(a) and (b)). The other is similar to the service variable approach used for estimating recoverable uranium reserves. The method is described in this paper.

A HIGHLY successful joint conference on coal-mine transportation was held at Pittsburgh on Oct. 20 by the Pittsburgh Section of the American Insti-tute of Mining and Metallurgical Engineers and Mining Section of the Engineers' Society of Western Pennsyl-vania. C. E. Lesher, executive vice-president of the Pittsburgh Coal Co., presided over 215 members and others in the morning and Graham Bright, sales en-gineer with the Mine Safety Appliances Co., presided over about 180 in the afternoon. There were four prepared papers and much discussion, as well as a good luncheon between the sessions. Mechanical loading in the Pittsburgh district was discussed by L. E. Young, production vice-president of the Pittsburgh Coal Co. More companies in this district are using loading machines, more types of machines are being tried, and more coal is being mined by them than heretofore. The draw-slate above the Pittsburgh seam is the main problem; but devices for supporting and moving draw-slate are being tested. Except in two mines, the slate is being taken down. The fundamentals of the machines are similar, but the electrical drive and other parts have been improved. The problem is to recover or move as much coal as possible without hand labor. Methods of cleaning coal must be improved to meet the new methods of loading. The Pittsburgh Coal Co. has ten Joy machines and others are under order, a Myers-Whaley machine, Jeffrey conveyors, and Eichoff conveyors. The last mentioned are used in entries and other conveyors in rooms. At Montour No. 10 mine, one Joy machine is worked in rooms and one in entries.

IN view of the circumstance that very few important changes have been made within the last 15 or 20 years in the equipment of rod and wire mills, the description of a new process introduced by Grenville Mellen, of Llewellyn Park, N. J., to take the place of the present laborious system of producing rods of lead, zinc, brass, copper, aluminum, etc., may be interesting to members of the Institute. This new process consists in the production of cast rods at one operation in a small continuous casting machine. The hot liquid metal is transferred from the melting crucibles directly into an endless chain of mold blocks in the machine, where solidification takes place, and the rod comes out continuously in a solid form at one end as long as the molten metal is supplied. The operation of these mold blocks so as to produce a solid rod of uniform structure constitutes an important part of Mr. Mellen's invention. The machine (Figs. 1 and 2), 12 ft. in height over all, 2 by 3 ft. in horizontal- cross-sectional area, and 6,000 11). in weight, has a framework of cast iron, holding in position two endless chains of mold blocks, which are made in sections and join in center alignment. The mold orifice is made up of these mold sections, into which the liquid metal flows. The molding chains are composed of steel blocks, grooved on one face to form the molding cavity, and linked together with flexible joints. Each block is carried on four rollers which guide the chain around the end sprockets and carry it in its course through the machine. The accuracy of alignment requisite to the production of a perfect rod in the mold groove formed by these sections is secured by careful machine work, and by building the four ways, down which the alignment takes place, so that two of the sides are fixed permanently, while the opposite sides are held to their position by spring pressure. The guides carrying the molds, while in casting position, are water-cooled square tubes.

In most instances the fluids produced from underground reservoirs have been described as they appear at the surface, and usually it has not been necessary to distinguish between surface and reservoir phases. More recently it has become imperative to recognize the fact that changes in phase may occur between the reservoir and the receiving unit. The simple terminology of "wet" and "dry" gases and "crude petroleum oil" served our needs fairly well in the shallow, low-temperature and low-pressure fields. It has been left to the legislatures, regulatory commissions, and courts to decide whether a field is or was a gas field, an oil field, or both. This they have done by direct definition and also by implication. For example, in Texas:' (d) The term "gas well" is any well (a) which produces natural gas not associated or blended with crude petroleum oil at the time of production, or (b) which produces more than one hundred thousand (100,000) cubic feet of natural gas to each barrel of crude petroleum oil from the same producing horizon, or (c) which produces natural gas from a formation or producing horizon productive of gas only encountered in a well bore through which crude petroleum oil is also produced through the inside of another string of casing. (e) The term "oil well" is any well which produces one (1) barrel or more of crude petroleum oil to each one hundred thousand (100,000) cubic feet of natural gas. In the state of Louisiana, the same general result is achieved largely by the following paragraph :* Wells producing both oil and gas shall not waste or blow into the air an amount of gas of more value at three cents per thousand cubic feet, than the market value of the oil recovered. The Commissioner of Conservation shall allow a reasonable time to determine the status of any well. "The greatest mining center in the state of Utah is the incorporated town of Bingham about twenty-five miles southwest of Salt Lake City. The principal industry of this vicinity, prior to the early fall of 1 863, was lumbering and the first saw-mill in the state was built near the mouth of Bingham Canyon. Early in the fall of that year, George B. Ogilvie discovered gold and shortly afterward the first mining district in the state was organized. Some writers place the discovery of gold in the canyon in the late fifties. If this be so, however, the matter was kept extremely quiet because no mining was engaged in until after Ogilvie's discovery.Bingham was a placer mining camp, producing about one million dollars' worth of dust and nuggets from placers up and down the canyon and in Bear Gulch until early in the seventies, or about ten years after the discovery of gold, when a large body of argentiferous lead ore was discovered and soon after heavy shipments were made from a half dozen or more properties.In 1 8 74, A. H. and George L. Bemis erected the first concentrating plant in the state for the treatment of sulphide lead ores.The history of the camp as a producer of copper begins in the summer of 1 88 7, when Enos A. Wall noticed, in observing prospecting drifts and inclines driven some years before, the discoloration caused by the coppery solution. As a large part of the adjacent ground had been abandoned, he located two claims, which he called the ""Dick Mackintosh"" and the ""Charles Reid,"" after two of his friends.Late in 1896, the Highland Boy Mine produced sulphide ore rich in copper, causing a revival of interest in the copper potentialities of the camp, and during the next seven years a number of new claims were located ."

Double roasting of sinter carrying a high percentage of lead concentrates, gave rise to the problem of removing the sheets of metallic lead formed in the wind boxes. The solution of the problem has been found in the water sealed wind boxes. The metallic lead is granulated and can be removed without seriously interfering with the operation of the machine and eliminates necessity of men going in wind boxes with air guns. THE practice of double sintering the charge for lead blast furnaces, which is now standard throughout the lead smelting industry, has introduced the rather difficult problem of cleaning the wind boxes on sintering machines used for the final pass. Two factors have more recently accentuated this problem: (1) the growing demand of workmen for better working conditions and less arduous labor, and (2) the growing dearth of crude lead ores and the improved grade of lead concentrates demand a charge carrying the maximum percentage of lead. One to 2 pct of such high lead charges (30 to 40) when processed on machines in reasonably good condition will pass through the grates and report in the wind boxes. One-half to three-quarters of this material will be metallic lead reduced by the coke breeze or other fuel mixed with the charge. This lead forms large cakes or chunks which are hard to remove and which substantially increase the time the machine is out of operation for cleaning the wind boxes. A high lead fall can reduce the operating time 30 pct. As a specific example, a 30 ft machine having 63 in. pallets, and equipped with three conventional wind boxes, requires 3 to 4 hr per day for removing the accumulation in the wind boxes when operated as a final pass machine. This same machine when operated on raw charge requires less than an hour per day for cleaning. To eliminate formation of large chunks of lead in the wind boxes of the final pass machines and time lost in cleaning the boxes, R. C. Rutherford of the Chihuahua smelter of the American Smelting and Refining Co., devised and patented* a wind box having a water bath to granulate the lead as it falls from the grate bars. Later, C. H. Harris of the San Luis plant made and patentedt an improvement on Rutherford's device in which the water bath seals the wind box in a manner permitting the latter to be readily cleaned without destroying the vacuum. The first machine to our knowledge to use the water bath box was at the Chihuahua plant along the lines of the Rutherford patent. In 1942, a machine was placed in operation at the El Paso plant which incorporated the features of both Rutherford and Harris. This machine is 40 ft long equipped with pallets 63 x 24 in., and having 4 wind boxes 10 ft 4 in. x 7 ft 2 in. x 51 ft 3 in. in size (fig. 1). The air from the fourth box is returned to the first three, and the gas from the first three discharged to a baghouse. The machine has conventional drive, discharge hopper,

AS provided in Article VIII, Section 4 of the By- laws, the Papers and Publications Committee has formulated the following, rules of pro-cedure and submitted them to the Board of Directors for consideration and approval. In preparing these rules the committee, and an active subcommittee con-sisting of Messrs. Norris, Sharpless; Fohs and Wither-ell, have kept in mind the desirability of codifying the practice that has grown up through the now sev-eral years of experience of the committtee, without casting them in a mold so rigid as to be hampering. The problems of the Institute change from year to year and the methods of publication must change also to meet each new situation as it arises. "The estab-lishment of divisions and special volumes devoted to the papers. read before each required certain changes from former practice. These rules have been framed with this in view. The committee suggested, however, in its letter of transmittal, that the system will be made all the more workable if the Board will, as far as practicable, in making appointments to this committee, arrange for representation from each of the professional divisions and technical committees. It is understood that the chairman of the committee will be named by the Board. The rules regarding spe-cial volumes have been framed, keeping in mind the present policy of distribution, as already approved by the Directors under which the special volumes go only to the special. groups except on request. The committee has not attempted to provide rules governing consideration of any appeal made to the Board from one of its decisions, but its services and files will necessarily be at the full service of the Board in any such event. The rules which were ap-proved by the Board at its meeting on March 30, 1928, are as follows: Signed by C. S. Witherell, Chairman. (A) The authority of. the Committee on Papers and Pub-lications, hereinafter called the Committee, is defined in Art. VIII, Sec. 4 of the By-laws of the Institute, which reads as follows: "Papers and Publications: The Committee on Papers and Publications shall consist of the Secretary of the Institute, and at least twelve members of the Institute, to assist in passing on all papers offered for publication. They shall be appointed annually by the Board of Direc-tors, on recommendation of the President, and shall have authority, subject to appeal to the Board, to accept or reject papers for publication in the Transactions and Technical Publications of the Institute. The Commit-tee shall formulate a set of rules of procedure which, when approved by the Board, shall have the force of By-laws until revoked or amended." The policy of the Committee will be to uphold the ob-jects of -the Institute as set forth in the Constitution (Arti-cle 1, Sec. 2).

The first plans were made in 1930 for the mining by open-pit methods of the low-grade disseminated ore body now known as the Morenci open pit. It was not until 1937, however, that final plans were completed and the decision reached to go ahead with the actual development. Many advances were made in open-pit mining equipment during that period of seven years, therefore the ways and means of attack actually used were very different from those originally contemplated. Diesel-operated bulldozers, big trucks, full-revolving electric shovels and electric churn drills constitute the major equipment finally purchased for this modern stripping operation. Neither the bulldozers nor the big trucks were considered in the early operating plans, for at that time bulldozers had not been used in mining operations and the trucks as yet were undesigned. The full-revolving shovel and the churn drills were not new developments in open-pit equipment, but both had undergone remarkable manufacturing transition, emerging far more efficient and far more dependable than their predecessors. Even the ordinary drilling steel had been fundamentally changed. It was now threaded so that the dulled cutting bits could be detached and replaced, thus eliminating the costly transportation of long bars to the drill shop for resharpening. The decision to use trucks in the preliminary stripping operations was based on the desirability of this type of transportation to economically prepare the pit for rail haulage, coupled with the success that the contractors had had with them on other big excavation jobs. There are at present no plans for the use of trucks beyond the preliminary work, inasmuch as rail haulage will give lower costs after roadbeds and benches are once established. For many years to come, both ore and waste haulage will be over favorable grades. The average length of ore haul between the pit and an assembly yard will be about two miles. From there the crushers will be 1? miles with a connecting track grade of 0.4 per cent. The upper ore benches of the pit will be reached from the yard by a series of four switchbacks over a ruling grade of 4.0 per cent compensated for curvature. Tracks to the dumps will be on 0.2 per cent grades.
