Building up the USSR's economic strength was the result of all the achievements and successes of our economy. The Soviet Union was the first to begin planned guidance of the economy. The mining industry of the USSR, which holds the first place in the world output of mining production, has always been considered as the main raw materials basis of the country's economy. High and stable development rates are a feature of planned economic management, based on the social ownership of the means of production. During the past ten years from 1965 to 1875 the national income used for consumption and accumulation increased practically by 1.9 times. There has been no inflation, no unemployment in the Soviet Union for about forty years already. High and stable growth rates of the production of mining industries and that of the branches, which are their direct consumers are characterized by the data in table I. The achievements and successes of the economy's development are to a great extent determined by the three planning components, which are as follows:

Hydrolytic stripping is the process whereby metal ions in a loaded solvent extractant are hydrolyzed by water, typically at 130°C to 200°C (265°F to 392°F). Equilibrium hydrolytic stripping tests were done on Versatic 10 solutions containing various metals, singly and in mixtures. Single solutions of Fe, Ni, Cu, Mg, and Mn precipitated [a]Fe2O3 Ni(OH)2 Cu2O + CuO, Mg(OH)2 and [?]Mn203 respectively, during hydrolytic stripping. Several mixtures containing iron precipitated magnetic spinel ferrites, MFe204. No other combinations formed mixed oxides. It is proposed that the mechanisms for hydrolysis and precipitation of iron in loaded Versatic solutions are similar to those for iron hydrolysis in aqueous solutions. Magnetic interactions between mixed carboxylate complexes are thought to be responsible for the homogenous nucleation of magnetic mixed oxides in preference to single oxides.

UNDER the caption "fault," geologists intend to include all mass movements of solid rocks over adjacent rock masses. When these are studied long after their origin, however, circumstances make it possible to recognize as "fault" only formations showing clear evidence of actual movement of one side with' respect to the other. Necessarily the chief evidence consists of the offset of a vein, bed, or other key structure. Planes of movement parallel to the bedding; or nearly so, are recognized with difficulty or are overlooked and hence many important faults are wholly unrecorded. Indeed, among standard American references on structural geology, one alone emphasizes the importance of bedding-plane movements and that' one only briefly1. For some time the writer, cognizant of this difficulty, has paid special attention to such movements, both as observed in the field and as recorded in the literature. It is believed that enough data are now at hand to justify a short-discussion. Its purposes are fivefold. It is desired first to briefly classify and describe at least the more common kinds of bedding-plane faults, and second, to examine the causes and manner of their formation, at least in instances where the subject has not yet been well covered by other investigators. Third, certain by-products of bedding-plane movements are of such conspicuous importance to the economic geologist and mining engineer as to merit mention. Fourth, concrete illustrations should be placed before the reader in order to lend reality and to furnish a basis of comparison with his experience; such illustrations will necessarily be scattered through the text of this paper. They' are only in part from the writer's own field observations. The fifth and prime objective of this paper is to direct attention to the great importance of movements on the bedding planes, in the hope that the recognition of such movements and their significance may simplify mining problems.

The production of bituminous coal in Pennsylvania started a few years after that in Virginia. For forty-five years all the production came from the Pittsburgh bed, and since that time its total output in value has exceeded that of any other single mineral deposit in the world. It has been impossible to separate the outputs of the four counties producing it at that time, as none of it came from Greene County until many years later, and the figures in the first column of Table 49 represent all the coal coming from Allegheny, Fayette, Washington and Westmoreland Counties. The years prior to 1790 are grouped on account of space limitations, they were made in the same manner as the later ones. All outputs have been rounded into hundreds, or thousands of tons because their accuracy does not warrant further subdivision. All figures are net tons, and all represent production and not shipments; this distinction in the early days when transportation facilities were scarce meant a great deal. In the period 1820-1835, more coal was used in salt-making in western Pennsylvania than for any other single purpose, but not a ton of such coal was handled by any transport agency. Later the iron industry used large quantities of local coal without shipment, and other instances can be cited. Prior to 1832, the only means of shipment of coal, excepting by wagons, was by the rivers, and this tonnage was larger than is generally believed. In Table 23, all of the available data about production from the Pittsburgh bed have been shown. After 1844 the river shipments above Pittsburgh are accurately reported by the Monongahela Navigation Company, but its figures do not include tonnage loaded on the river below Dam No. 1, nor that brought down Saw Mill Run. Prior to 1844 no tonnage records were kept although the amount moved was considerable. The information about local production, not shipped, whether used domestically or for manufacturing is necessarily incomplete. Column 7, shipments by railroad, river and canal, includes the figures in column 4, and until at least 1857 are quite evidently too low. The figures in column 9 are largely estimates based on the data shown and prior to 1870, and perhaps later, are much more likely to be lower, rather than higher, than the actual ones. This table was prepared over a period of years, and as additional data were found the revisions necessary were almost always upward. Clearfield County was the next producer in the state, shipments-in small amounts going down the Susquehanna River; some were made later via the West Branch Canal. Railroad facilities became available in 1862, and the growth in production increased rapidly and steadily. All available data and the estimated totals are in Table 24. A Discussion of the Paper of David Baker, read at the Lake Superior Meeting, September, 1904. (Washington Meeting, May, 1905.) MR. JOHN J. PORTER, Chicago Ill. (communication to the Secretary*) :-Mr. Baker's account of his experiences with stock-distribution has been particularly interesting to me, as it confirms the opinions which I had formed concerning the rapid failure of linings in several furnaces that have recently come to my notice. These furnaces, four -in number, are of modern construction, having been built or remodeled within the past two years, and are equipped with a well-known type of skip-hoist and double-bell charging-apparatus. In every case, a hot spot has developed within a few months after blowing-in, which has already compelled relining in two cases, and the probabilities are strongly against a long campaign in the other two. Since the hot spot in each case appeared in a position approximately opposite to the skip-hoist, and since the sizing, mentioned by Mr. Baker, is very apparent, it would seem as though there could be no doubt concerning the cause of the trouble. Nevertheless, there are some who cannot see it in that light; for the managers of two of these plants, at least, do not admit the existence of bad distribution, and have satisfied themselves by putting in cooling-plates, thickening the lining of the in-wall, and changing the brand of the fire-brick used for the construction of the walls. From observations of the clumping-action of the skip-hoist, and from subsequent inspection of the stock-distribution in the furnace itself, I arrived at the conclusion, some time ago, that no system of filling could be perfectly satisfactory where the stock is dumped into the hopper from one side, also that some

SINCE so many different curves have been published for the solid solubility of zinc in aluminum, it seems desirable to definitely establish the correct curve by two or more independent methods. The curve published in part I1 was based entirely upon X-ray measurements because the other methods employed at that time were not satisfactory. The present paper (the seventeenth of this series on high-purity aluminum alloys) describes the determination of the solid solubility of zinc in aluminum by the measurement of electrical resistivity at temperature and by microscopic examination. Since the publication of our part I in 1932, an investigation of the solubility relations in the aluminum-zinc system has been reported by Schmid and Wassermann2, who obtained their solubility results from lattice-parameter measurements on heat-treated and quenched speci-mens. The diagram that they published is shown in Fig. 1. In this investigation they also found by X-ray measurements that the parameter of the gamma phase changed continuously with zinc content and at such a rate that it would be identical with that of the beta phase at 60 atomic per cent zinc. It was concluded therefore that the beta and gamma phases, from the point of view of structural relationship, are one single phase. They also suggested a gap of immiscibility between 270° and 350° C. The complete boundary in this region could not be deter-mined satisfactorily by the method employed and therefore was not shown in their diagram.

A CONSIDERABLE PROPORTION of the tonnage of aluminum used today has at some stage during its manufacture, been rolled. I. For one, therefore, was particularly pleased to hear that this Society was to hold a symposium on rolling of nonferrous metals. Metallurgists can well afford to direct their close attention to the metallurgy involved in this important operation. To one who has seen today's high production rolling mills for aluminum it is difficult to realize that the first aluminum rolling mill For sheet was installed a scant 55 yr ago, in 1892. This mill was a three-stand train of 2-high mills, driven by a steam engine and was operated for many years successfully rolling aluminum sheet. Mills for the rolling of aluminum rod were installed in 1899 to meet the demand For manufacture of electrical conductor wires and cables. Bars and rods in straight lengths were also made. While these mills were the first built for rolling aluminum products of these types some rod had previously been rolled on brass and copper mills. Not until many years later, in 1929, however, Were facilities provided for the rolling of structural shapes, such as I-beams and channels. Growth of the aluminum sheet business and the necessity for economical manufacture soon brought the realization of the economies resulting From-the rolling of sheet in long lengths and coiling it. ENGINEERS have long pondered the answer to the question of "How am I doing?" and in large measure the answer from the economics angle is provided by the 1946 survey of the engineering profession now being published by the Engineers Joint Council as an eighty-page bulletin entitled "The Engineering Profession in Transition." The survey, based upon a completely precoded mail questionnaire, aimed at three major objectives: (1) to determine the general impact of World War II upon the profession in the period 1939 through 1946; (2) to obtain re- R liable data from which valid findings could be derived to predict how active the profession would be after 1946; and (3) to determine if the war's upheaval had changed materially the pattern of professional activities, education, background, and earnings from those which existed prior to 1939. Abundant data on the economic status of the engineer based upon years of experience in his particular field, the specific branch of the industry in which he served, and his educational background are presented. In a former paper laid before the Institute, entitled Lead and Silver Smelting in Chicago, I endeavored to give a description of the manner in which argentiferous lead ores from the far West were treated in that city, and also described the method employed in the desilverization of the silver-lead produced from the ores. It will perhaps be remembered, that very siliceous ores, principally from the Emma mine, Utah, containing over 40 per cent. of silicic acid, were then being treated at the works of the Chicago Silver Smelting and Refining Company in the reverberatory furnace, with the use of metallic iron, in the form of borings, as a precipitating medium for the lead ; and that the extraction of the silver from the resulting bullion was effected by the Balbach process. The Swansea Works, also the works at Brighton, just outside of this city, and those of S. P. Lunt, were at that time treating ore of a similar character by the same method. The inadequacy of the process for the ores then under treatment was, in a manner, pointed out by me in the paper above referred to. Since the time of its writing, many and important improvements have been made in the metallurgical treatment of western ores in Chicago. Most ores are now roasted previous to reduction, and the latter operation is conducted in the shaftfurnace instead of the reverberatory. Such is the fact at least at the Swansea Works, the largest in the city, and here it was where the first steps were taken in this direction. In selecting these works as the subject of this paper, I am in hopes that the description given of the varions metallurgical operations, as they are there now conducted, will serve to give an idea of the improvements introduced

(communication to the Secretary*) :—Some statements in the paper of Mr. Keyes relative to the nature and formation of the Ozark lead- and zinc-deposits seen1 to me erroneous and misleading, and I respectfully present the following criticisms, placing Mr. Keyes's original statements in quotations. Referring to the Ozark dome: (p. 192.) "It is a region that has been repeatedly upraised and planed off, until in the middle portion the oldest known rocks only are exposed." Does he mean that the St. Francois mountains, which have always been considered as lying on the eastern flank of the Ozark dome, are the middle of the dome ? Or does he mean that the Cambrian rocks of the generally-accepted middle are the oldest known rocks ? Certainly not the latter, and if the former, his idea of the middle of the dome is not in accord with that of others who are familiar with the region. (p. 203.) "... the ore-deposits are definitely associated with, or localized by, geologic structures of some kind that produce in effect basins in which the underground waters are impounded, or their flow retarded." This statement does not appear to be altogether consistent with the facts, since the ore bodies of the Joplin district, as the rule, occur in those parts of the Mississippian formation which have a tendency to accel erate the flow of ground-water rather than retard it. I migh name the open, brecciated ground near Joplin, Webb City, and Oronogo as especially noteworthy illustrations. The ore-bodies, everywhere, occur in positions where there must have been a free and copious circulation of dilute lead- and zinc-solutions in the presence of reducing constituents. About a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the .Journal of Industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, from gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we find it suggested by Hohlfeld ' as a means of suppressing ordinary smoke, and again a quarter of a century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge: many years after he himself had independently rediscovered the same phenomena and brought them to public attention4 in a lecture before the Liverpool Section of the So-

In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. INCE1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. [ ] In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (-200 mesh) and 50 c.c. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments c through g are more insoluble than lead carbonate, there- [ ] fore should prevent the formation of lead carbonate on the galena surface. In experiment i the calcium oxalate, which presumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments j through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect. The U. S. Geological Survey, I believe, has almost completed a study of the Harney Peak quadrangle, preliminary to the publication of a report on that district. As I was engaged for some months on an investigation of the mode of occurrence of the ore-bearing formation in this area, it has seemed to me timely to make public the results of my study, as a contribution to the consideration of this subject. It seems scarcely necessary to describe the locality and general geology of the Black hills of South Dakota, for since 1846 many have contributed information concerning this region, some of the reports bearing such well-known names as those of Walter P. Jenney, Henry Newton, S. F. Emmons, and C. R. Van Hise, while me have only to glance at Bulletin No. 4 of the South Dakota School of Mines, in which Prof. C. C. O'Harra, of that institution, has given us a bibliography of contributions to the geography and geology of the section, to find that other well-known men have studied the district, and have given us the benefit of their researches. The U. S. Geological Survey has made geological maps of nearly the whole of the Black hills, the only quadrangle yet to be conlpleted being, as stated, the Harney Peak district. During the late summer and autumn of 1910, it was my lot to examine and report on a considerable area in this neighborhood, which once had been prospected, and in some cases exploited, for tin. This paper gives an account of certain geological phenomena, noted at that time, which greatly influenced my conclusions. The predominating formation of the district is pre-Cambrian, represented by a highly-cleaved mica-schist, usually very gar-netiferous, and sometimes hornblendic. Measurements have been made of the standard free enevgies of formation of the sulfates of cobalt, Cupric copper, nickel, and ferric iron in the temperature range of 750° to 950°C. Dynamic gas-solid techniques have been employed in which oxide-sulfate and basic sulfate mixtures were placed in a stream of gas of controlled SO3 potentials. Thermal analysis and thermogvavimetry were used as detection methods, and it was found THE formation of sulfates during the roasting of sulfide ores is now considered to arise in many cases from the interaction of sulfur trioxide in the gas and the metal oxide which is formed on the sulfide as a first step.' As a preliminary to the investigation of the kinetics of sulfate formation during roasting, measurements have been made of equilibria from which the free energies of formation of cobalt, copper, nickel, and iron sulfates can be that the range of temperatures which could be investigated and the choice of method was largely controlled by the kinetics of these gas-solid reactions. The results are compared with previous results obtained from static measurements with which they agree quite well, and calculations have been made employing themal data to interrelate the present results with those for other sulfates. calculated. The method used has been to expose the solid sulfate (or basic sulfate) to a controlled flowing gas mixture of SO,, 02, and SOs and to observe the temperature of decomposition. The onset of decomposition was detected by thermal analysis or thermogravimetry. EXPERIMENTAL METHODS The thermal-analysis method was similar to that employed by Dewing and Richardson.' The sulfate was dehydrated at 250°C in air, and placed in a small alumina crucible which was held by a quartz ring in the hot zone of a horizontal furnace. I read this interesting paper on pillar strength in some detail because this is also my area of interest. It has long been the desire of mining rock mechanicians to predict pillar strength from laboratory compression tests. Considerable literature is available on compression strength of rocks and coal but many of these experiments were conducted not for pillar design but for rock behavior. I have a few comments on the author's approach to pillar design, especially equation (33). Two important factors, which the author seems to have excluded, can be added to the right side of equation (2): time-dependence of strength and the influence of mine environment on strength (moisture and weathering.) The author has taken considerable pains to analyze a large amount of testing data in [Table 1], yielding the various exponents ci of equation (2) (or the subsequent equations derived from it.) He has, however, not shown by means of a worked out example how these values of [Table 1] could be applied to a practical pillar design situation. It would have been interesting to compare predicted pillar size using equation (33) with an actual case. Alternatively, equation (33) could have been used to explain the failure of a pillar, if such a case history were available. Consider we have a large number of case histories of stable and collapsed pillars in a seam and we conduct a large number of tests in a laboratory press. U.S. environmentalists have tended to oppose all new energy developments. Their efforts may be counterproductive because opposition to, say, offshore oil directly leads to the continued use of other energy sources that may have a higher social cost. Rather than attempting to eliminate all pollution from energy production, which would be prohibitively expensive, one should minimize the social cost of energy production for the given demand. Linear programming is used to rank various oils (California State and O.C.S., Gulf of Alaska, Prudhoe Bay, Athabasca tar sands, oil shale and certain foreign crudes) in terms of their social desirability. The objective is to minimize the cost of supplying the California market, subject to resource, sulphur and oil spill constraints. Social desirability is indicated by the inclusion of the oil in the optimal solution and the size of the associated shadow price. the larger the shadow price, the greater the benefits of increased production. The more negative, the greater the cost associated with forcing consumption of that fuel. The environmental shadow prices indicate the size of the trade-off between a particular environmental standard and minimum cost. The trade-offs can be surprisingly large. any reasonable spill standard can be achieved by changing the development pattern. Generally, the further offshore, the smaller is the environmental degradation, but the more expensive is the oil. Foreign oils can be economically and environmentally inferior to domestic oils. Crude from the California O.C.S., San Joaquin Valley end Prudhoe Bay appears a valuable resource, while the Gulf of Alaska, synthetic and foreign crudes appear marginal to submarginal.

To /neet the need for a subsurface flowmeter capable of measuring low rates of flow, a new type flowmeter has been built and tested in the field. This instrument is self-contairzed, can be run on a wire measuritzg line, and may be run through 2-in tubing. It consists of a rotameter flow-measuring assembly used in conjuncfion with a conventional subsurface instrument clock and chart. Integral with the tool is an inflatable packer which, by effecting a seal between casing and tool, diverts all fluid through the metering assembly. Packers of different size adapt the tool to different sizes of casing or liner. The flowmeter is capable of measuring rates of flow as low as 4 BID. The flowmeter has been run experimentally in seven wells. It has yielded satisfactory resrrlts in five of the wells, and in the other two it failed to operate because of loose sand in the hole. INTRODUCTION One of the oldest problems facing the producing branch of the petroleum industry is the location of depths of entry of fluid into a wellbore and the determination of the amount of fluid entering at each depth. This problem is often encountered in oil and gas wells completed in single producing horizons as well as in multiple pays; it is a common problem in oil wells which produce excessive volumes of gas. Several subsurface instruments designed to detect and meter flow in the producing interval of wells have been described in the literature.1,2,3,4 Most of these, however, were apparently intended for use in wells producing at relatively high rates of flow, and consequently lack sensitivity to low flow rates. Because of this and of other possible disadvantages inherent in these instruments, development of the subsurface flowmeter described in this report was undertaken. DESIGN OF FLOWME'I'ER Design Requirements In considering the requirements for a flowmeter that would not be subject to the limitations of devices existing at the time work was started, attention was first given to the size of the tool. Such an instrument should be of sufficiently small diameter that it could be lowered readily in 2-in tubing in a producing well. The flowmeter should contain a recording unit so that it might be run on a wire measuring line with conventional reeling equipment. It should not be too long to be accommodated by a portable lubricator of the type used for running conventional subsurface instruments. The metering mechanism of the flowmeter should not be affected appreciably by the viscosity or density of the flowing fluid. Such an instrument should record flow rates in the range from less than 10 B/D to over 100 B/D. To achieve this, a packer should he provided to divert through the instrument all fluid flow in the wellbore. This packer should be of such nature that in the event of excessive flow the fluid would bypass the instrument instead of forcing it up the wellhore. IN many places throughout the Western mountain plateau regions of the United States coal beds in place have been burned over very extensive, areas, the fire evidently originating on the nakedly exposed outcrop of the coal bed and gradually burning its way into the bed for considerable distances under very heavy cover. . The surface evidences of the burned-out coal beds are seen in the calcined and discolored rocks overlying the places of the outcrop. The greater the mass of the burned coal the higher the results of its combustion can be seen in the overlying strata. I have noted many instances of this condition in the States of South Dakota, Wyoming, Colorado, New Mexico, and Arizona. In the lignite fields of Dakota and Wyoming I noted stretches of level country many square miles in extent where the surface rocks were roasted and vitrified by the burning of a great bed of lignite lying nearly level and with a light cover; this is probably the most favorable natural condition for the burning out of a coal bed. The less the depth of the rock covering overlying the coal bed, the better the .chance for a continuous supply of air to the fire; but when the coal bed clips heavily into the ground, or even if level, if it, passes under a hill or mountain which gives the bed a heavy covering of strata, the fire has more chances of being extinguished from natural causes than in the first condition described. The distance which, a crop fire may extend into a coal field is very much influenced by the dip, the thickness of the coal bed, and the nature of the rock covering immediately overlying it.

INCE1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. [ ] In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (-200 mesh) and 50 c.c. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments [c] through g are more insoluble than lead carbonate, therefore should prevent the formation of lead carbonate on the galena surface. In experiment [i] the calcium oxalate, which presumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments [j] through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect.
