DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

ALTHOUGH everybody is familiar with coal, few persons have an exact idea of, the great impor-tance of this precious fuel. Coal is the black bread of industry. Without it, industrial activity is much restrained; and so the great industrial countries of Europe and the United States of America are the great producers of coal. The 1913 production of coal in Belgium was 22,842,-000 tons, valued at 418,700,000 fr., nearly a half billion. In 1919, it was 18,483,000 tons, about 81 per cent. of the production before the war; in 1920, it had reached 22,414,000 tons, approximately the production before the war. To show the importance of coal production of Belgium, let us say that the coal industry employed 168,000 workers in the year of 1920, the metallurgical industry only 129,000 and the textile industry 103,000. The coal industry, then, employs the greatest number of workers. The value of the coal production in 1919 is estimated at 1,121,000,000 fr. On the basis of the production before the war, the value of the production of iron in 1919 would have been 701,000,000, of finished steel 1,086,000,000, and of zinc 415,000,000; therefore, in 1919 the value of the coal industry was greater than that of the metallurgical production.

The North Texas district, as herein defined, includes the counties of Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita, and Wil-barger. This area covers generally the crest and south flank of a system of buried mountains known as the Red River uplift. The oil and gas accumulations along this feature are in traps, which, although localized by structures incident to the regional uplift, are usually modified by stratigraphic changes in the sediments. Excepting the fields in southeastern Baylor, southern Archer, and southwestern Clay Counties, all the fields within the district are on this Red River uplift. These exceptions, which have the same type of oil and gas accumulation as the other fields, are on the extreme north end of the Bend arch, which is a broad anticline plunging northward from the Llano uplift in central Texas to Archer County. The larger part of past oil and gas production has come from Pennsylvanian strata, with less important amounts from the Permian, and minor but increasingly important quantities from the Ordovician. Developments during 1940 The encouraging outcome of exploration and development in Montague and Cooke Counties and generally greater activity throughout the district resulted in the drilling of some 1700 wells during 1940, about 350 more wells than were drilled in 1939. Approximately 1250 of these tests were completed as oil wells. Production likewise increased during I940 to the extent of 8 million barrels more than the 25 1/2 million barrels produced in 1939. In spite of this large increase in production, known oil reserves again increased substantially. As is usually characteristic of this district, the new reserves were from a large number of fields, none of which were of such magnitude as to be important to the oil industry. Nevertheless, the Fargo field, Wilbarger County, deserves mention as one of the more important discoveries in this district during 1940. Following seismic surveys, the hmerada Petroleum Corporation located its No. I Goodpasture in sec. 35, block IS, H. and T. C. R. R. Co. survey, and drilled it to a total depth of 6717 ft. This well was completed in July 1940 through perforations in the casing from a pay between 3230 and 3252 ft. for an initial production of 241.5 bbl. on an 8-hr. pumping test. Other potential producing horizons were found in the Pennsyl-vanian at depths of 3960 to 3995 ft., 4208 to 11.234 ft., 4407 to 4422 ft., and in the Ordovician at 6300 ft. Wells completed to date in the several Pennsylvanian horizons have an average daily potential of 600 bbl. of oil. Although no wells have yet been completed in the Ellenburger dolomite (Ordovician), the discovery well swabbed I5 bbl. per hour from this formation before plugging back for completion in an upper horizon.

ENROLMENT data given in this report of the seventh study of the schools by the Mineral Industry Education Division reveals the critical situation in the mineral engineering schools of the United States. Complete figures for the year 1942-43 show that at that time, about one year after Pearl Harbor, the enrollment of mineral engineers was 6385 or 30 per cent less than in 199441. By October 1943, however, enrollment had dropped to 2050, as reported in the Journal of Engineering Education of January 1944. This was a further reduction of 68 per cent in one year, or 77 per cent in three years. With accelerated programs in effect during the current year, with many graduations since last October, and with the military forces taking practically all the high school graduates, the present enrollment is, of course, much lower than the 2050 above given. MAGNETIC torque studies of ferromagnetic single crystals have been carried out in a number of laboratories during the last decade1,2 and some work has been reported on polycrystalline material showing preferred orientation. Goss3 used the method extensively in developing electrical sheet with desirable magnetic properties, but he used it as a control rather than as a means of studying the texture. Bozorth4 made a quantitative correlation of a torque curve he obtained from some cold-rolled iron with the texture as determined from X-rays, but did not extend his studies beyond the one specimen. Other studies, which have been reported from time to time 1.5 have also been incomplete in the sense that no effort was made to study a whole series of samples, differing only in degree of cold reduction, or in the annealing temperature, in order to ascertain the effect of such treatments on the texture as revealed by torque measurements. It is the purpose of this investigation to make such a study, mainly in order to see how useful the method can be made when used under favorable circumstances and to find what kind of a correlation can be expected between magnetic and X-ray studies of texture. Before proceeding further, it is desirable to say a little about single crystals, so as to make clear the concepts involved in magnetic torque measurements.

The active mines in the Park City district at the present time are the Silver King Coalition, Daly-Judge, Daly West, and Silver King Consolidated. Several other companies, such as the Daly, American Flag, Ontario, etc., are doing considerable development work. In the Silver King Coalition mines the ore is a replacement of a dark siliceous limestone bed, varying in .thickness from 18 in. to several feet. In places the ore has reached a thickness of 25 ft. This limestone bed lies within 100 ft. of the underlying Weber quartzite. There are other lime beds, similar in appearance to this one, in the Park City formation, which is approximately 700 ft. thick; but not one of them has been found to contain any traces of ore. Directly under and in contact with the ore-bearing bed is another, composed of gray lime well studded with dark concretionary nodules; and this one is an unfailing indication of the proximity of the ore-bearing bed. These ore deposits make out from or have connection with some one of the ore-bearing fissures, which were undoubtedly the channels for the circulation of mineral-bearing solutions. It is therefore proper to run prospecting drifts in the fissures, although they seldom contain much ore. As a general rule, drifting in the fissures is not costly. Mining and mucking cost from $2.50 to $4 per foot, and very little timber is required. There are instances, as in the Daly fissure in the Daly-Judge mine, where the expense of keeping drifts open in the fissure is so great that it has proved economical to make the drifts in the foot-wall rock and run crosscuts into the fissure at short intervals. In the Park City mines it is not easy to determine beforehand the best method fir extracting the ore from a newly discovered ore shoot in the bedded deposits. While we may get one dimension from the drift run in the fissure, that will not give us a correct idea as to the other dimensions of the orebody. The fissures here referred to have a N. 35" E.

GRENINGER and Troiano' were the first to establish the fact that the habit planes of mar-tensitic products are usually planes of high indices. In steels containing 0.55 to 1.4 pct C, the habit plane indices are {225}A.* In steels with more than 1.5 pct C and in Fe-Ni alloys, the indices are {259In. The presence of both habits in certain alloy steels has been reported recently." Several investigators"-" have subsequently attempted to provide an understanding of these complex habit relations. Bowles'6 work is the most recent and the most successful. Like Greninger and Troiano, Bowles concluded that the transformation occurs in two steps, the first, a strain (or displacement) that is homogeneous throughout the volume of the martensitic plate, while the second is a strain that is homogeneous only within relatively small portions of the martensitic plate. The first strain yields the measured tilt of the specimen surface, but does not produce the final martensitic structure. This and the correct lattice orientations are achieved by the second strain. Bowles also reasoned that each strain could be described by the motion of a plane of no rotation and no distortion (hereinafter called the invariant plane) in a direction not necessarily contained in the plane.** In applying these considerations to steels with {225}a habits, Bowles found that the habit plane coincided with the invariant plane of the first strain, a result which signified that the atoms move along certain paths during the transformation. Whether this correlation results from the existence of some sort of a plate nucleus6 lying along the invariant plane of the first strain, or whether the invariant plane primarily defines the preferred directions of propagation of the first strain, will be discussed in a later section. There are two obstacles to the general acceptance of Bowles' treatment: 1—it has not been shown that elements of his double-strain analysis are unique, and 2—it is not known whether his treatment applies to transformations yielding the {2591A habit. Unless these two questions are resolved, the correlation between the habit and invariant planes in the {225}A systems might be regarded as coincidental. Experimental Procedure Using a 70 pct Fe-30 pct Ni alloy as an example of a {2591A habit system, preliminary attempts were made to obtain a double-strain solution based on a Nishiyamax** set of orientation relations and on a Greninger-Troianot set, adopting the stereographic technique described by Bowles" who used the Kurd-jumow-Sachstt set in connection with the {225}A habit. These attempts were unsuccessful because the method is essentially one of trial and error and requires either exceedingly good luck or a prior knowledge of the results being sought. Consequently it was decided to measure independently the strain associated with the formation of a martensitic plate as well as the habit-plane indices of the particular plate. By means of matrix algebra, the measured strain was applied to the austenite lattice, whose orientation with respect to the strain was determined, in order to ascertain whether the resultant structure would have the lattice of martensite. This was not found to be the case, and hence it was assumed that the measured strain was the first of two Bowles-type strains, characterized by the motion of an invariant plane. A solution of this displacement was obtained in terms of the invariant-plane indices and the direction of motion of the atoms. Then the second strain

FROM its inception, a limestone quarry or mine should be under the direction of a capable engineer. Before it becomes a reality, he should outline the future results, plan the most economical methods for moving the materials and the most efficient equipment, and pilot the undertaking along the narrow pathway of success, avoiding the pitfalls of uneconomical production and the precipitous walls of scanty profits. Inspection of successful limestone properties shows that all have had difficult engineering problems, the solution of which have required keen engineering ability. In approaching a subject of this nature, it is logical to follow the progress of the limestone operation from its inception to the end, as reflecting the engineering required. There are four major divisions: Investigation, equipment, development, and operation.

AT the beginning of 1944 it was expected that the production of metallic zinc in the United States from domestic and foreign concentrates would exceed the 1943 figure though domestic production of concentrates was expected to drop below the 1943 rate, mostly in the Tri-State area. Imports of concentrates were estimated to more than take care of such deficiency. North American concentrate production, available for import to the United States or elsewhere during the year, was estimated at over 200,000 tons recoverable zinc content; South American at about 65,000 tons; Australian at about 50,000 tons. Production of both concentrates and metal in the United States, however, did drop, attributable in considerable part to man-power shortage in the industry. However production exceeded consumption, which fell off, and stocks of metal increased. These stocks have increased since the middle of 1942 but production and consumption are coming nearer to a balance. The A, B, and C premiums, which have played an important part in keeping up domestic production of concentrates, extend only to the middle of 1945 by present legislation. THE ores mined by the Santa Gertrudis Co. at Pachuca, Mexico, are mainly silver-bearing; they also yield some gold and carry a little copper. Strong cyanide solutions are used to dissolve the silver and gold, and the mechanical loss of cyanide at the tailings filter has been considerable. Prior to the year 1923, the pulp, after agitation, was given a 35 to 37-min. wash with barren solution in a Butters-type leaf filter; the discharged slime cake was repulped and pumped into eight Merrill self-sluicing slime presses in which the slime was given a further wash with barren solution for 25 to 35 min., followed by a 10-min. water wash. At that time the barren solution titrated around 0.350 per cent. free KCN and 0.500 per cent. total KCN. (Aero brand cyanide is used.) It can readily be seen that a 10-min. water wash would leave considerable cyanide in the filter cake, which of course was a total loss. This averaged 0.522 kg. (1.15 lb.) KCN per ton of solution. As the daily discharge to. the dam was 1600 tons1 of slime of a 2: 1 ratio of liquid to solid, the value of this mechanical loss of cyanide was an important item and its recovery held alluring possibilities.

The electric utility industry is the largest customer of the U.S. coal industry, consuming nearly 50% of present coal production. By 1980, the electric utilities are expected to burn over 500 million tpy of coal or 75% of total coal production. When coal is burned in electric utility plants, ash is produced in one of several forms. These include fly ash, bottom ash and bottom slag. At the present time, approximately 20 million tons of these ashes are produced and must be disposed of by the utilities at a cost of 50[c] to $2 per ton. In 15 years, more than double this quantity will be produced. Only a small quantity of this ash is put to any practical use. Much remains to be done about expanding uses for fly ash and bottom slag.

An investigation of equivalent pore entry radii in typical samples of petroleum reservoir rock and the pore volume associated with each value of pore entry radius has been made. Theoretical discussions together with experimental procedures for obtaining pore entry radii and the distribution of pore volume with pore entry radii are presented. Experimental results on a number of core samples, along with typical distribution curves, are shown. Data on the per cent of the pore volume filled by mercury at a pressure of 1500 psi are included. The results of re-runs of samples, made possible by regenerative apparatus, show the repeatability of the data and indicate the amount of physical change in the samples by mercury penetration. Theoretical equations for calculating permeability from pore size distribution data were derived and the results of such calculations are compared with measured gas permeability data. The effect of the shape, surface area, and weight of the sample on the pore size distribution of reservoir rocks was investigated experimentally. Mercury capillary pressure curves are compared with those obtained by the porous diaphragm method using pas to displace water. Standard core analysis techniques, in general, lead to quantities which are statistical averages of the varying properties of the samples under examination. Although such statistical information has real value in predicting the gross performance of porous bodies. it fails to provide fundamental information concerning the properties of the porous medium itself or any processes which may be occurring in it. For example, a gas permeability measurement on a core sample is an indirect way of determining an average pore radius for that particular sample. Since there are many combinations of pore radii that will give the same radius. and, hence, the same permeability, no information is obtained on the pore size distribution. Furthermore, similar values in permeability do not imply similarity in other properties of a porous medium. For instance, it is possible to have two core samples with identical permeability which would have different residual oil contents at the end of an air-oil drive, or even different amounts of interstitial water. It has been recognized for some time by the petroleum industry that a determination of pore size distribution for porous reservoir rocks offered promise of increased understanding of fundamental flow processes in the porous matrix. and therefore of petroleum res- ervoir performance in general. There have recently been published several methods for determination of pore size distribution in porous materials. A report is given here of the modifications in equipment and technique required to adapt one of these methods to measurements on petroleum reservoir core samples. Although only a few correlations or applications of the method are available for presentation at this time, the technique is brought to the attention of the industry so that the opinions and experience of others with this or similar techniques may be exchanged. It seems possible that the method will have wide application in the future. METHOD There are three general methods which may be employed to measure the pore size distribution in naturally occurring rock formations. One method1 is based on experimentally determined adsorption isotherms for calculating the surface area of the porous medium. Knowing the surface area and the pore volume, a rough estimate of the pore radius can be made. Since this method depends on the thickness and uniformity of the adsorbed layer, the validity of the results would be highly questionable. Development and production activity in Oklahoma during the year 1940 was of routine nature. Production, according to the Corporation Commission's figures, averaged 409,100 bbl. daily as compared with 421,000 bbl. for the year 1939. Discoveries were of minor importance except for the Cumberland pool in Marshall and Bryan Counties, in the southern part of the state. Maintenance of a relatively stable producing rate is attributable to the drilling of new wells and the recompletion of many old wells in the previously established producing areas. During the year 1785 new wells were drilled, a decline of approximately 10 per cent as compared with the previous year. Of the wells drilled, 962 were oil wells with a combined initial production of 241,000 bbl. daily, 172 were gas wells having aggregate capacities of 1205 million cu. ft., and 651 were dry holes. Wildcat activity increased 20 per cent over 1939 and 227 such wells were completed during the year; that isl 43 oil wells, 16 gas wells, and 168 dry holes. In addition to the new work completed, 603 wells were recorded as having been drilled deeper or plugged back to test new horizons; included were 334 producing wells with total initial production of 65,000 bbl. daily, 37 gas wells with initial aggregating 305 million cu. ft., and 232 abandonments. Footage drilled amounted to 4,730,000 ft., an average of 2650 ft. per well as com-pared with an average depth of 2600 ft. recorded the previous year. The principal new pools discovered as a result of the exploratory drilling were Cumberland; East Cromwell, in Okfuskee County, and Prague, in Lincoln County. At the end of the year Cumberland had 13 completed wells, which averaged 700 bbl. initial through tubing from the Simpson Bromide formation (Ordovician) at 4750 ft. East Cromwell had 10 wells with average initial of 435 bbl. in the Cromwell sand (Pennsylvanian) at 3460 ft. Prague had II wells with an initial average of 220 bbl. from the Senora sand (Pennsylvanian) at 3260 ft. There were notable extensions to the Dill pool, Okfuskee County, and to the Hewitt pool, Carter County. At the end of the year, 19 producing wells had been drilled in the former, with initials averaging 1000 bbl., and 63 wells averaging 150 bbl. daily in the latter. There were no notable changes in the policy of State conservation authorities with respect to proration. The Bureau of Mines recommendations for the year averaged 413,000 bbl. daily; the State author-ities fixed allowables at an average of 406,000 bbl. daily, while, as noted above, production averaged 409,100 barrels. The most important development in the older areas occurred in the following pools: Billings.—Seven oil wells with an average initial production of 2500 bbl. and two dry holes were completed during the year. INVESTIGATION by German chemists during the World War showed that particles of iron oxide form rapidly in iron pipes carrying hydrogen gas under pressure when the gas contains small amounts of water. Under these conditions, the gas frequently exploded when expanding into a dirigible. The explanation of the explosions lies in the building up of a charge of static electricity in the flow just beyond the orifice and the ignition of the gas by a spark accompanying discharge of the electricity. Friction between the moving particles and the pipe generated the electric charge, which was manifested by a pale blue glow formed in the flow at pressures above two atmospheres. In one experiment, this glow, at eighty atmospheres, extended for a distance of forty to fifty centimetres, but did not ignite hydrogen and air mixtures until the charge was col-lected by a conductor and discharged across a gap between electrodes placed at the side of the column of gas. Autoignition did not occur when this discharge was effected at a distance from the gas column, nor if the gas used was thoroughly dried and free from impurities. The electric charge has been studied by placing various wire and screen conductors in the outcoming stream of gas, Guest having summarized these experiments. The application of these conclusions to fires in petroleum and natural gas issuing uncontrolled from wells is made in the following paper, citing the ignition of a wild gas well in Texas.

FOREWORD A SERIES of papers on strategic and otherwise important mineral products was prepared some ten years ago under the joint auspices of the Committee on Foreign and Domestic Mining Policy of the Mining and Metallurgical Society of America and the Committee on Industrial Preparedness of the American Institute of Mining and Metallurgical Engineers. These papers were later published in a joint volume entitled International Control of Minerals (1925). Amongst them was one on manganese. The Subcommittee on Manganese prepared its paper in two forms. One was intended for inclusion with the series above referred to and approached its subject more particularly as an international problem. The other dealt more definitely with manganese as an element in the problem of national defense. This last was first written under date of January 24, 1924 as a confidential report, for and at the request of the War Department. It was later released and published, in slightly modified form, as a separate pamphlet by the Industrial Preparedness Committee of the American Institute of Mining and Metallurgical Engineers. After the lapse of eight years, in view of the vital position of manga-nese in the problem of industrial preparedness against a war emergency, the War Department made a request to have the conclusions of 1924 reviewed and brought up to date. To comply with this request the manganese subcommittee was reconvened (with a somewhat changed personnel) and exhaustive studies were once more made of the entire subject of manganese. A new report, with specific recommendations, was submitted to the War Department in February, 1932. This second report is now herewith released for publication. Certain specific conclusions and recommendations as expressed to the War Department are omitted. Otherwise the report stands as prepared and submitted by the manganese subcommittee of 1931. Diamond drilling through caving formations at depths greater than ZOO0 ft has long presented serious difficulty, generally solved either by casing or cementing. Casing is permitted only when the resulting smaller hole is acceptable, and cementing is frequently a problem at depth. A new method that injects cement under pressure at the desired location is an aid in diamond drilling deep holes. DRILLING through caving formations in diamond drill holes at depths greater than 2000 ft has long been a serious problem. These caving formations are normally passed only by casing the hole or by cementing the hole. Casing the hole is possible only when a resulting smaller hole is acceptable. In as much as only a limited number of reductions are economically practical, cementing is frequently considered the only method suitable for solving these problems. Cementing either by pumping a slurry into the hole or by dropping cylinders containing cement has proved satisfactory on holes under 2000 ft. In holes substantially deeper than 2000 ft these methods are not satisfactory, since during the pump- ing process cement separates out, whereas cylinders usually break before the bottom of the hole is reached. A new procedure, the injector method, apparently solves these problems.* With this method, cement is lowered in the hole in a cylinder, the cement being
