The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. In their presentations Dr. Puddington and Dr. Stratton-Crawley have concentrated on spherical agglomeration and two-liquid extraction respectively. I should like here to complete the picture by putting these two techniques together in context with other techniques in which non-polar oils are used in the concentration and separation of minerals. Although these techniques are invariably treated separately and have been studied in isolation, there is a lot to be said for considering them together and trying to systematize their similarities and differences. This I take as a principle guideline in my introduction to this discussion. Four processes can be distinguished on the basis of the dosage of oil required: --simple flotation with collector-extender --agglomeration (emulsion) flotation --spherical agglomeration --two-liquid separation Dr. Stratton-Crawley has suggested that "pigment flushing" could find application in the treatment of ores. This is an interesting suggestion. However, the process can be regarded as a variant of two-liquid extraction, and it is convenient for me to do so in this discussion. Table 1 sets out some main features of these techniques. The first, in which the oil is used to enhance the strength and reduce the dosage of the collector is not designed for and has no special advantages in the treatment of fines, and therefore will not be further treated here. To add to the details appearing in the Table, thumbnail sketches of the other three, which all do show particular efficacy in the treatment of fine particles, are given below.

Griffith in an investigation of the Scranton mine cave problem several years ago; in the course of which we investigated rather carefully the bearing strength of various materials that might be utilized for, the support of over We found that there were no reliable data as to the resisting strength, for instance, of gob pillars or timber cogs or cribs, nor as to the amount of compression that might be expected under a given burden. We made a series of tests at the Fritz engineering laboratory of Lehigh University, from which we, reduced certain conclusions, subject, however, to further test before they could be definitely recommended. Onr study of the subject was later checked by a commission appointed by the Governor of the State of Pennsylvania, to investigate the same subject the subsidence of the surface, and the danger entailed thereby. The State, commission made a series of tests on a much more ambitious scale at Pittsburgh, in the laboratory of the U. S. Bureau of Mines, and their tests agreed quite closely with those that Mr. Griffith and I had made. The occurrence of zircon in pegmatites of acidic composition is recorded by many observers both in this country and abroad, and they form one of the most important geologic modes of occurrence of the minera1. As is well known, commercially the most important American locality for zircon is near Zirconia in Henderson County, North Carolina, where many tons of the mineral have been obtained from a kaolinized pegmatite dike 100 ft. wide and traced for 1 1/2 miles along the direction of strike N. 50" E. Zircon may be developed in pegmatites as inclusions in the principal rock-forming minerals, chiefly quartz and feldspar, and as a separate megascopic constituent in the form of grains and crystals not exceeding, as a rule, 2 in. in size, and usually smaller. In the Henderson County, North Carolina, pegmatite, zircon occurs in prismatic crystals with pyramidal terminations measuring up to 30 mm. in diameter, associated chiefly with the feldspar. In some of the apatite veins of Canada, which are closely allied to pogmatite dikes, zircon is reported in crystals upward of 6 in. in length and 2 in. and more in thickness. Zircon in large masses occurs in Virginia in the well-known pegmatites near Amelia in Amelia County, and near Gouldin in Hanover County. Both localities are in the middle eastern portion of the Piedmont Plateau province, and are separated by a distance of about 40 miles in a northeast-southwest direction. The rocks of both areas, including the pegmatite bodies, are in an advanced stage of decay, and the hard and moderately fresh rocks are concealed beneath a cover of variable thickness of rock decay derived by the normal processes of weathering. In a recent discussion of the mineral resource position of the United States, published in the September 1946 issue of Mining and Metallurgy, I expressed my conviction that ore deposits of major magnitude remain to be found in this country and that they can be found without undue cost or risk. I stated with equally strong conviction, however, that if the search for such deposits is to be notably successful there must be, among other things, a reorientation of philosophy and mental habits on the part of many who would be connected with the search. I would now like to enlarge upon that statement. For such a purpose. we may consider that the search for concealed deposits involves four steps: (I) the selection of areas for further study; (2) the geologic study of those areas in order to verify their general favorableness and in order to choose specific patches worthy of being tested; (3) the decision whether exploration of the patches chosen should actually be undertaken; and (4) the exploration itself. The first two steps and the last rest upon the judgment and skill of geologists. The third step—the decision whether exploration should be undertaken—rests upon management. In my opinion, the philosophies or principles that have guided these steps in the past are now inadequate. Philosophy of Appraisal If concealed deposits are to be looked for, how are the places of their possible concealment to be recognized? Every known mineralized area still in the prospect stage has already been repeatedly examined and condemned. As for those deposits concealed under later rocks, there may be not even the clue of a near-by outcrop for engineer or geologist to consider. flow then, are we to know where to look? Geologic Probability In the early days of our mining industry, ore deposits were found mainly by "following the ore." Later, as such opportunities decreased, and as geologic concepts became accepted, deposits were found more and more through use of the notion of geologic probability. Many instances can be cited wherein a courageous operator ignored the implications of the unsuccessful efforts of predecessors and, solely by "following the ore," converted a discredited prospect into a good mine. Similar experience doubtless will occur in the future, but "following the ore" will no longer in itself find new deposits in the amount needed. The Field Meeting of the Chicago Section proved to be the most enjoyable meeting ever held by the Section. It took the form of a visit to the Northern Indiana Industrial District where the day was spent inspecting metallurgical plants in Indiana Harbor and East Chicago and in amusement at the Hammond Country Club. The weather was perfect and about 50 members and ladies attended the meeting. An inspection of the plant of the Inland Steel Co. occupied the morning. The plant was decorated in honor of the occasion and the company provided attractive souvenirs. It was noticed here that many of the ladies displayed an interest in the inspection and an understanding of the processes that would not have shamed professional metallurgists. While the members of the Section seemed to be most interested in the by-product coke ovens and the by-product recovery plant, the ladies enjoyed especially watching the snake-like antics of the red-hot rods in the wire mill. Leaving the steel plant, the Section enjoyed a ride through the district by automobile and arrived at the Hammond Country Club in time for lunch. In the afternoon some of the members inspected the plant of the International Lead Refining Co., at East Chicago, while the rest spent the time at the Country Club in golf, tennis, trap shooting, bridge and other amusements. During the dinner at the Hammond Country Club an informally organized male quartette led the singing in real college boy style. In the evening, E. E. Billow talked on the use of oil burners in metallurgical furnaces, Mr. MacDowell told of the present status of the Potash Industry and the Secretary told of some of the happenings at the Arizona Meeting. D. A. Dahlstrom—Mr. Falconer has done an admirable job of proving the adaptability of the cyclone to the beneficiation of a very difficult size range in the preparation of coal. The addition of the cyclone to other coarser size methods makes it economically feasible for the coal operator to rigorously control his marketed products at a high and uniform quality level down to the 48 and 100-mesh size. Furthermore, it should be pointed out that by utilizing the cyclone as a deslimer or classifier the —3 200-mesh fraction, usually containing large percentages of undesirable material, can also be quickly and cheaply removed from the clean coal. Advantages of such a step are several: (1) Reduction of ash content, especially where clays and slimes are serious. (2) lower moisture content of the final coal. (3) easier mechanical and thermal de-watering of the fine coal due to higher cake and bed permeabilities. The author has indicated that adjustable control means should be installed on the cyclone operating on a heavy-media slurry. This also holds true for the cyclone acting as classifier, deslimer or preliminary dewatering agent and is worthy of special emphasis. Such controls, while not necessarily automatic, must be simple, rapidly adjustable, and require a minimum of attention. Three methods available to the operator are (1) throttling valve on the feed line, (2) back pressure valve on the overflow, and (3) adjustable diameter underflow nozzles. The first two, while fulfilling the specifications, suffer the disadvantage of restricting capacity if severe throttling is necessary. The third method has little effect on capacity and easily maintains an underflow of correct moisture content. Several designs are possible, but two find the widest application. The first was developed by Robert Piros of The Truax-Traer Coal Co. and uses a simple casting containing two holders for underflow nozzles which can be rotated about an axis parallel to the cyclone centerline. These holders retain the underflow nozzle flush with the conical section walls. When a change in nozzle diameter is required, the new size is placed in the spare holder and rotated into place. A second design utilizes a soft rubber cylindrical tube which is compressed or released from three sides, causing the inner diameter of the tube to decrease or increase. This is achieved by using a machine-threaded,

One of the characteristic steps in the march of modern scientific progress is the substitution of improved time-saving and labor-saving appliances for the antiquated and, in most cases, inconvenient forms of chemical and physical apparatus used by the earlier experimenters. This fact is strongly impressed upon us when we consider the question of the employment of illuminating-gas as a source of light, heat and power. Concerning its value as a light-producer, let the record of the past three-quarters of a century speak for itself. As a factor for power, we have evidence of its efficiency in the shape of the gas-engine. But its adaptability as a medium of heat, is the feature to which I wish to call attention, and in a special direction, viz., the assaying of ores. Gas assay-furnaces have been known and used for some years, but not to any very great extent, in this country at least. Therefore no apology on my part is required for the description I now give of a complete gas assaying-plant. The illustration accompanying this paper is a faithful representation of the group, as it was designed by, and arranged for myself, and appears in actual running order in my laboratory to-day. Its duty is to do roasting, crucible-fusion, scorification and cupellation. The furnace at the left is for roasting sulphurets or other ores for experimentation or actual work. It is what is known as a Fletcher No. 163, and consists of a fire-clay body strapped with sheet-iron bands, and a burner (No. 16, Fletcher). The opening at the top

Blauvelt, Great Falls, Montana (communication to the Secretary): In his remarks on Mr. Stetefeldt's paper (Trans., xxiii., 587)) Mr. Goetz observes: " Trouble experienced with producers at Great Falls influenced me to try Taylor producers instead of those of Wellman. But recent reports show that the Wellman producers work better, besides coating nearly 50 per cent. less than Taylor producers of equal capacity. Indiana and Illinois coals cannot be used in the Taylor producers by reason of the large size and hardness of the clinkers which they form." I think that Mr. Goetz must have been misinformed regarding the work of this producer in Illinois. One of the large mauafacturing concerns in that State, the Illinois Zinc Company, situated at Peru, which uses a coal mined in the vicinity, tried one Taylor producer, some four years ago, in competition with those of an older type, which it had been using. As a result of this trial, the company has now thirteen Taylor producers, which have been in operation for about three years. A recent report from these works says that the Taylor producers have largely reduced the loss of coal through the grate, and have also improved the quality of the gas, as compared with that produced from the same coal in the producers of the older type. This Illinois coal is, perhaps, the worst in the country for making gas; since, besides containing from 20 to 40 per cent. of ash, it carries a large quantity of pyrites, so that the clinkers are large and extremely hard, and the capacity of the producer is most severely tested.

The Institute published a collective index of- Volumes I to XXXV inclusive, which has been very extensively purchased and used by the members of the Institute. It enables one to look, up any subject in the first thirty-five volumes and is useful to those who have the Transactions, as well as to those who have not, because it tells what subjects have been treated and enables one to look these matters up in his own library and then afterward either to procure the individual papers from the Institute at the price of $1 each, or to procure Volumes, or to consult the Trans-actions at a nearby library, if such a one is available. It now seems desirable to publish another collective index, and the Editorial Department, upon the authority of the Board of Directors, has prepared an index of Volumes XXXVI to LV inclusive. This will be sold in the Institute's standard half morocco binding at a price of $5 and in paper covers at a price of $4. It wilt be ready in a few weeks. Those who already have the first index and purchase the second one, and those who purchase both, will have a complete index of the Transactions from Volumes I to LV inclusive. The Institute will be glad to receive advance orders for this index to insure prompt delivery upon publication.

The effect of strain and strain rate on the critical resolved shear stress for prismatic slip in specially oriented single magnesium crystals was determined over a range of temperatures in an effort to identify the thermally activated strain-rate controlling dislocation process. Below about 450°K prismatic slip was preceded by twinning and fracturing. Above 450°K extensive prismatic slip was obtained followed by fracturing. Neither the Peierls&apos; mechanism nor the dislocation intersection mechanism can account for the observations. The data, however, are in good agreement with the dictates of Friedel&apos;s theory for cross slip to the prismatic plane. PREVIOUS investigations on single and polycrys-talline magnesium have resulted in the identification of the mechanisms of plastic deformation summarized in Table I. The-only well-confirmed mechanisms are {0001}, (1010}, (1011) slip plus (1012) twinning. The other twinning modes were only tentatively established and additional investigations are required to further confirm their operation. As noted in Table I, slip in this hexagonal close-packed metal invariably occurs in the direction of greatest atomic density, revealing that the Burger&apos;s vector for-active slip dislocations is always given by b = a/3<1210>. Slip is easily induced on the basal plane, and recent investigations have shown that the strain-rate controlling mechanism at low temperatures is the thermally activated intersection of the glide dislocations with dislocations threading the basal plane. I TOLD you above that you should save the melted material that you extracted by smelting the ore. In substance this is copper, lead, silver, and perhaps gold, but all are like substances mixed in one body without any distinction. Now if you wish to separate these and to reduce them to their pure qualities, it is necessary to proceed with each one according to its own methods. Now in this method of separating lead in order to extract the silver and gold from the copper, it is necessary to return to the smelting and to follow one of two methods.* The first is to smelt it again with the addition of lead or lead ore, and to make it all run through the channel into the large forehearth that was made in front of the blast furnace, and, as it cools off, proceed to remove layer by layer with the fork, as I told you before and as you did the first time, until the work lead is reached. Then you assay what you have extracted and see whether it contains silver. If you consider that it has enough per hundred to justify the expense, return it again to the smelting. Continue to do this until you have extracted all the unctuousness and the work lead still remains. If it contains little or no silver, you must be satisfied with your work; otherwise return it again to smelt, always accompanying it with lead or galena and do as you did the other times until it

A BRIEF review of the oil conditions in California for a few years prior to 1923 is desirable for a clear comprehension of the development during that year and the results of the development. California&apos;s oil production during the five years preceding 1922 had been running from 100,000,000 to 115,000,000 bbl. annually. Crude oil stocks in storage had been declining steadily from 1915 to 1919, when there was a slight increase. They continued to decline through practically all of 1920, when they were drawn on to the extent of 11,350,000 bbl., leaving 20,930,000 bbl. on hand. In 1921, with production approximately 10,000,000 bbl. greater than the previous year, crude-oil stocks increased until, at the end of the year, there were 33,289,000 bbl. on hand. It would seem, therefore, that at the end of 1921 the so-called Pacific Coast province could absorb between 100,000,000 and 105,000,000 bbl. of oil per year, any in excess of this amount going into storage, not being, able to compete in other markets with oil outside the state. During 1922, daily production increased from 316,000 bbl. at the beginning of the year, to 500,000, at the end. This increase was the result entirely of production from the new fields, in the Los Angeles basin. In fact, considerable oil from the older fields of the state was shut-in beginning with March, 1922. As of 1922, the past development of the oil industry of California had been, in a general way, quite regular. As the need grew for more oil, pioneer drilling was increased, resulting in the discovery of new fields here and there. The good prices for crude oil that prevailed during the later part of the War and into 1921 had stimulated an extensive wildcatting campaign by California&apos;s larger oil corporations, as well as by smaller independent oil companies and by individuals. Many wildcat wells in California have required, two or three years for their completion, consequently the intensive wildcatting, which might be said to have started in California in 1917 and continued into 1922, found its greatest results with, the discovery of three very productive fields which, for all practical purposes, might as well have come in simultaneously.

THE following is a description of the methods used in rescuing men and extinguishing the underground fire at the Pennsylvania mine, Butte, Mont. This fire, which cost the lives of 21 men, began about 9 p.m., Feb. 14, 1916, at or near a ventilating fan on the 1,200 air-shaft station. This shaft at that time was downcast, while the main hoisting shaft was upcast. Owing to the proximity of the fire to the air shaft, the air in the latter soon became heated, and as the fan on the level was not running¬the power having been cut off shortly after the outbreak&apos; of the fire-the aim&apos; shaft became upcast to the 300 level. At this point a blanket of cold air from the surface caused the smoke and gases to he drawn in on that level and carried down again through the workings to the 1,200. A short time after the discovery of the fire, water was turned down the air shaft through a series of pipes around the collar of the shaft, which caused the smoke to recede, below the 300, so that within 2 hr. it was possible to search that level for the missing men. From the above it will be apparent why the air shaft was upcast instead of downcast as under normal conditions, and why men were suffocated at considerable distances from the seat of the fire. The smoke and gases that came up the main hoisting shaft did not diffuse through the workings to any extent. There are doors on all levels in the connections to the main hoisting and air shafts, but-in the confusion and running around many of these doors were left open, and this undoubtedly caused the smoke and gases to spread more rapidly than they would otherwise have done. It was necessary for most of the men on the various levels to pass close to the air shaft in going to the hoisting shaft, and when they encountered the smoke and gases in that vicinity a number turned hack and climbed down with the direction of the air currents and were then suffocated, while all those who passed through the relatively short pall of smoke to the main shaft were saved.

IT IS generally recognized that the natural gas absorbed in petroleum plays the leading r6le in moving the oil through the sands to the well and supplies the energy that delivers the oil to the surface when the wells are flowing. It is the purpose of this paper to note the amount of oil that could be lifted by this gas if 100 per cent. efficiency were obtained and the efficiencies actually obtained in the use of this gas. An article in MINING AND METALLURGY,&apos; stated that in a Wyoming field, with a pressure of 300 lb. per sq. in., there would be absorbed 65 cu. ft. of gas per barrel, or 1.55 cu. ft. per gal. of oil. The writer does not know if data have been obtained, by experiment, for pressures beyond those indicated in this article, therefore, for the purpose of illustration, he has projected this curve to obtain figures for pressures greater than 300 lb., although probably experiment will show that the extended line is not quite correct.
