(communication to the Secretary*):—In operatioils requiring the expenditure of fuel, it is solely a question of supplying a certain number of heat-units at certain temperature-conditions. The difficulty of controlling these temperature-conditions is mainly responsible for low efficiency, unless utilizable waste heat is carefully applied either for the pre-heating of the air necessary for combustion, or for the heating of the raw materials, or in other departments of the works to generate steam, etc. A high theoretical or thermal efficiency very often does not establish a high " commercial" efficieiicy, and this fact is responsible for apparent crude practice in many arts. Coal is still very cheap in the East, and oil sells in the West for less than anywhere else in the world. Despite these favorable conditions, I believe that the list of references given in E. C. Eckel's book,' and also the contributions of C. Naske,2 will show that Mr. Eldred's statement, that a the study of the phenomena of applied combustion has been neglected," is not justified as far as the burning of cement is concerned. I have investigated the heat-balance of a lirne-kiln ailci the commercial advantage of using generator-gas for calcination. Mr. Eldred proposes to calcine the materials in the present type of rotary kiln, gas-fired with long-flame combustion, and to Pdke the fritted calcines to a special, gas-fired clinkering-kiln, which shall embody heat-regenerators. AT a luncheon attended by engineering leaders representing every section of the country, Col. Arthur S. Dwight, president of the American Institute of Mining and Metallurgical Engineers, and Charles F. Rand, chairman of the Engineering Foundation, past president of the Insti-tute and its present treasurer, on Thursday, July 20, were decorated with the Croix de Chevalier de la Legion d'Honneur by the French Government for distinguished service in engineering tending to closer and more felici-tous relations between the two countries. The decorations were conferred by Consul General Gaston Liebert. In a speech extolling the war work of the American engineer, M. Liebert declared that Germany had been definitely foiled in her attempt to cripple France industrially for a generation by wrecking the coal mines of northern France. Three-fourths of these mines, M. Liebert said, were in full working order and the remainder will be in complete operation within two years. The Germans thought that it would take from 15 to 20 years to accomplish this. M. Liebert said that reconstruction is going on rapidly in northern France, two-thirds of whose indus-tries are now working. The French Government, he said, is planning water-power improvement on a vast scale, which will soon make unnecessary for France to import a single ton of coal. He urged that French students be sent to America to study engineering. In presenting the decorations, Consul General Liebert eulogized Colonel Dwight and Mr. Rand as personify-ing the spirit and service of the American engineer, which, he said, was a powerful factor in the victory over Germany. He spoke of the growing friendliness between the United States and France and described this ceremony as an epoch in international relations. Calvin W. Rice, secretary of the American Society of Mechanical Engineers, who presided, repeated that international unity among engineers was the dream of Andrew Carnegie, who saw in the efforts of the engineer and the scientist the hope of civilization. Mr. Rice said in part: In the Declaration of Independence occurs the statement that all men are created free and equal. Jefferson was familiar with the writings of Rousseau. In fact, he was a remarkable linguist notwithstanding that he wrote the Declaration of Independence when only 32 years of age. He was one of the very few ambassa-dors in the history of the United States who could speak the language of the country to which they were sent. The interpretation of the passage in the Declaration of Independence is that all men have equal opportunity, not that they are born with equal ability.

A formula for quantitative efficiency is proposed, in which the efficiency value is a function of the improperly distributed material at the, gravity of separation effected by the cleaning equipment. The misplaced material is expressed as a percentage of the total material discharged from the equipment. Numerous examples are given, demonstrating application of the formula to various types of separation, including multiple-product separations.

Filtration of hot (60°C) supersaturated zinc sulphate solution (sp gr 1.540) from slimy leach residues at the electrolytic zinc plant of Sullivan Mining Co., Kellogg, Idaho, is de- scribed. Separation of liquids and solids in the finished leach is by Burt filters modified to meet conditions of high-acid, high-density process for electrolytic zinc. Operating characteristics of the Burt filter on this pulp are presented.

The Surface Mining Act of 1977 required a study by the National Academy of Sciences regarding the special mine reclamation requirements of Alaska. The status of mines operating and planned in Alaska will be presented. New mines opening in Alaska must establish a baseline inventory of plants and animals in the mine site area as well as determine pre-mining air and water quality. Current work in these areas will be summarized. Reclamation practices in Alaska and other Arctic countries as practiced currently will be described. A summary of current research in Alaska dealing with revegetation on surface mined lanais, re-establishment of animal populations, and water treatment processes necessary in this pristine environment will be discussed. Included will be future predictions of the direction of mine reclamation in Alaska as more mines enter the industry.

THE application of electricity to the mining and beneficiation of the magnetic iron ores of the Mineville, N. Y., district, on Lake Champlain, has resulted in economies and enhanced quality of product, without which only a comparatively small quantity of the present output could be marketed. The output of the Witherbee, Sherman & Co. mines is about 700,000 tons per annum, and of this about four-fifths is treated by magnetic separation to increase the iron content and reduce the phosphorus. The use of electricity for the magnetic separation of the ore from the gangue is therefore of primary importance, and makes possible the application of electric power for mining and preparing the ore for concentration: The fact which speaks loudest in favor of the application of electricity is this: It is possible for about 25c. per ton of shipping ore to furnish all the power required to put the ore on cars. This includes mining a hard ore underground, from a depth of 900 ft., hoisting to surface, crushing to 4 or s in. in size, and separating from the gangue. This also includes lights about the works, and all miscellaneous power, such as about the shops. The first plant for the generation of electric power for use at Mineville was completed in 1903, and was one of the first for the application of electricity to mining iron ore. This was a Nordberg compound condensing steam engine, direct connected to a 750-kw. alternating-current generator, 3,300 volts, 3 phase, 25 cycles. All the plants added later use the same-current but with higher voltage. The map, Fig. 1, shows the power plants and the transmission system; Figs. 2 and 3 are views of the shaft houses and the mills.

(written discussion*).-We have been informed that the nickeliferous ores of Sudbury could furnish more palladium than the whole of the present world supply, together with a large amount of platinum. As the quantity of ore melted in Sudbury in 1916 totaled 1,521,689 tons, giving 80,010 tons of matte, and as the average of 3 years, up to 1915, are stated to show an average of 0.10 oz. of platinum and 0.15 oz. of palladium per ton of matte, this would indicate the presence of 12,000 oz. of palladium and 8000 oz. of platinum in the ore mined in 1916.1 Interest in the platinum situation is now more intense than it has ever been, and the great importance of this metal for many special uses is being increasingly appreciated. For munition manufacture, for chemical apparatus, in dentistry, and for jewelry, it has been and continues to be in great demand in spite of the phenomenal rise in its value. It is true that this has necessarily led to a search for substitutes, especially for dentistry and chemical uses, but while some of these have been found to answer the needs fairly well, for many 'other purposes platinum is still employed in spite of its great cost. As to the jewelry industry, the most public-spirited efforts have been made to restrict its use, and its employment in the manufacture of watchcases, purses, bracelets, and catches has been abandoned, gold being used in its place. The prime cause of the present shortage is, of course, the elimination of 'the Russian supply which, in normal times, constituted probably more than 90 per cent. of the world's production. The electro-magnetic separator of Mr. G. Conkling, Glens Falls, N. Y., described by Mr. Birkinbine* in a paper at the New York meeting of the Institute, in February, 1889, has been in successful operation at the Tilly Foster 'mine for a considerable period, under the disadvantages which seem to be the inevitable attendants of pioneer enterprises in new technical fields. The results of a run of several months, which the Superintendent, Mr. S. P. Tomkins, has taken pains to collate, are here presented by his courteous permission, and that of Mr. E. S. Moffat, the energetic and skilful General Manager of the Lackawanna Iron and Coal Company, to whom our profession is already indebted for examples of bold and ingenious practice in mine-engineering. It is believed that these figures will assist those who are planning similar operations to decide intelligently what they may, and, more important still, what they may not, expect to accomplish. The local difficulties in the way of this experiment at the Tilly Foster mine were many and great. Only about two-thirds of the waste-dump, resulting from the assorting of previous years, is ore; and this varies in content of iron from 20 to 28 per cent. The remainder is rock, some (from horses in the vein) showing particles of adhering mineral, some (from the foot- and hanging-walls) entirely barren. The expense of overhauling the dump and removing this rock is by no means the least of the numerous items which must be charged against the concentration. Associated with the lean ore are hornblende and other minerals, carrying iron in the non-magnetic state, which must necessarily be washed away with the tailings. The waste-dump was originally located without reference to future treatment, and now can only be handled by means of a locomotive,

It seems to me that uniformity of mining law in North America must of necessity start with uniformity in each country. I understand that the Provinces of Canada have the right to make their own individual laws and conditions, to prescribe the terms under which the prospector or the applicant for mineral titles may secure the same. That is not true of the states in the United States. In this country, the Federal Mining Law was made applicable to the public domain, which, at the time of the adoption of this Act in 1872, was chiefly west of the Missouri River; it is impossible to locate a mining claim in most of our eastern states. It is true, however, that there are certain holdover rights, mostly obsolete, arising from the fact that at the time of the formation of the Confederation of States, the land that belonged to each state became the property of the Federal Government. I am not quite correc-t in that, it was sometime after the adoption of our Constitution, I think it was 1778, but those rights were largely, by agreement, surrendered to the Federal Government; but it is a fact that the great acquisitions of territory in the West, with the single exception of Texas, were of domain that came into the possession of the Federal Government and our Federal Mining Law applies to that territory. No state has the right to (by legislative enactment) enlarge upon the rights given by the Federal Mining Law, governing the acquisition of mining claims in its territory, within its boundaries. Each state, however, may, and some of them do, limit somewhat the rights given to the prospector. For instance, the Federal Mining Law provides that a claim may be taken, staked upon the public domain, of 600 ft. in width and 1500 ft. in length. Some of the states, like South Dakota and Colorado, have at times said "that is an excessive amount of land for a single mining claim; we will therefore limit it to 300 ft. or 200 ft. in width." There is, therefore, not any direct and immediate need for uniformity of mining laws in the United States, such as there might possibly be if it were considered at all desirable upon the whole in Canada. The initiation of mining rights under the Federal Mining Act is the act of discovery of valuable mineral in place, referring now to the lode mining claims, but the same is true of the placer claim. Tars paper is intended only to give a preliminary account of experiments made, and conclusions reached, concerning the treatment of certain refractory low-grade gold-ores, the profitable reduction of which may furnish a useful guide to the solution of similar mining and metallurgical problems, not only in the gold-bearing belt of the Southern United States, but perhaps in other regions also. It must be regarded as simply a ?report of progress," preceding a more elaborate and conclusive report of regular practice. The mines of the Hillabee Gold Mining Co. are located upon what is generally known locally as Hog Mountain, on the northern edge of Tallapoosa county, Ala., about 15 miles from Goodwater and 14 miles from Alexander City, stations on the Central of Georgia Railway. Gold has been known since 1839 to exist on this property, where it was discovered in that year by a man named Johnston. The property was worked for placer-gold by the old miners, and there are now the remains of four attempts to operate it by stamp-mill and plate-amalgamation. The present owners purchased it in 1896, and since that time they have experimented at frequent intervals, in order to devise a process that would satisfactorily recover the gold. In 1903 regular operations were begun. Geologically, the mountain consists of an intrusion of what has been pronounced true granite in altered sedimentary slates. The cooling of the granite produced shrinkage-cracks, which have become veins. There is considerable question as to the period of the slate formation; but it is undoubtedly, in my opinion, of Carboniferous age. The veins, about 50 in number, strike N. 60° to 80° E.; dip approximately 65° from the horizontal; vary from a few inches to 25 ft. (being in gen-

In process and plant simulation, more reliable prediction of industrial results and evaluation of data for designing purposes may be attained by the combined use of (a) modeling and simulation of ore characteristics and (b) modeling and simulation of integrated plant operations. The systems for modeling and simulation of ore characteristics are discussed as well as the conditions in which their use may be necessary (complex structure of the ore-body and variability of the ore fed to the plant). Two examples, for coal and bauxite run-of-mine (ROM), are reported. The procedure of linking the process unit models and the approaches for the solution of integrated systems are indicated. A general-purpose program for the simulation of integrated plant operations is described, and some examples of its use are reported.

IN order that you may be expert in every phase of this art of parting, I wish to caution you upon twelve points, all necessary, so that you may know beforehand what may happen to you and what provision you must make to obtain good results. Understand that the gain derived from this art lies in carrying out the work that you wish to do accurately and with profit, which means nothing other than working with certainty and seeing that there is no loss of gold or silver [69v] or substance of anything that is valuable in itself. For, since everything lost is silver or gold, it is valuable however little. it may be, and many little things obviously make one large one; for gain increases gain, and loss, loss. Therefore, you will have as your first task to seek to have the materials that you are to use for making the aqua fortis of as perfect a nature as possible. I tell you this because the saltpeter is often weaker and of worse quality than the alum. For this reason it is necessary to make an effort to have it not only well refined and free from earthiness but also of a nature as powerful as pig [dung] saltpeter, the color of which tends strongly toward yellow. In order to work better, you also refine this again before you put it to use, as I shall tell you in its place. Likewise, see if you can get alum of the red kind that comes from the Levant or from Cartagena, for it costs less and is more powerful. Furthermore; see that you have a good number of well-formed cucurbits of properly purified glass not too large and of, equal content and size. Above all, see that they contain, no indentations, bubbles, folds, or scratches, especially, in the, body or in the bottom, because they break easily and the nature and great force of the acid pierces them by eating away, and makes a little hole. For this reason, cucurbits. are always divided into four grades; one is taken for making aqua fortis, another for drying the waters when they are laden with silver, the third for recovering the acids from the separations, and the fourth are either rejected as useless or dangerous, or are saved for recovering the whites or for some other service. Whoever wishes to practice this art well should remember to keep a large supply of cucurbits, receivers, and alembics. The third is the precaution which one must take in luting them; first, to

R. W. Jones (Senior Exploration Geologist, Standard Oil Co. of California, Box 250, Seattle, Wash.) -Mr. McRae6 and his colleagues are to be congratulated for providing a more coherent structural synthesis of the complex structure in the Courtland-Gleeson area, Cochise County, Arizona, than the "gigantic thrust breccia" concept of Gilluly. 4 However, a few problems of interpretation remain. It is the intent of this note to point out some of these problems, and, drawing on my own work in the area as well as the work of McRae6 and Gilluly, 4 to suggest some interpretations which differ from those previously published. GRAVITY SLIDES In an unpublished manuscript (Jones5) I previously argued that most of the complex structures in the Courtland-Gleeson area can be most reasonably interpreted in terms of gravity sliding caused by uplift and eastward tilting of Jurassic intrusives and associated Paleozoic rocks. Although the field work and drill hole data described by McRae6 provided excellent documentation for two important gravity slides, McRae6 interpreted the basic structure in the Courtland-Gleeson area in terms of major eastward directed thrusting. Introduction The stress field around a supported tunnel can be considered as being composed of: i) the virgin (pre-mining) stress in the rock ii) the (elastic) change in this stress field caused by creating the opening iii) the (time-dependent ) change in the stress field produced by (i) and (ii) as a section of the rock breaks up iv) the (time-dependent) influence of the stress build-up in the support. Several authors have examined the conditions necessary to produce static equilibrium between the support, the rock, and the regional (in-situ) stress field. The analysis used by Labasse (1) is typical. Consider a circular tunnel radius R in a hydrostatic stress field (P), and a radial pressure pi exerted by the support. According to Labasse, the radius ‘b’ to which the rock will break* for a given support pressure, pi, can be calculated from: - the equilibrium equation: [ ] As a zone of broken rock develops around the opening, the stress circle for a point on the elastic-broken rock boundary moves to the right in the Mohr diagram until the radial stress in the broken zone s equal to the radial stress in the elastic zone.

Prior to World War I there was no Government stockpiling program. Prior to World War I1 relatively few items were included in Government stockpiling and the start of that war found most objectives for even these few materials far from complete. Profiting from the experience of materials shortages in two wars, Congress in 1946 passed the Strategic and Critical Materials Stock Piling Act, which stated that it is the policy to decrease and prevent wherever possible a dangerous and costly dependence of the U. S. upon foreign nations for supplies of strategic and critical materials in times of national emergency. However, as of mid-1950 few stockpile objectives had been achieved. Shortly after the start of the Korean War it was obvious that in the absence of adequate stockpiles, the defense program could not be successfully carried out without broad authority to expand supplies of strategic and critical metals and minerals and at the same time to channel limited supplies of these materials to essential defense purposes. Accordingly, in September 1950 Congress passed the Defense Production Act, which provided broad powers for allocating materials and for making arrangements, including financial, to expand supplies.

During the year of 1940, wildcat wells were drilled in 32 counties of Mississippi; 85 wells in all. These were scattered over the state from the most northern county to the southern counties and from the Mississippi River on the west to the Alabama line on the east. Yazoo County, with 19, received the largest number. The average depth of all the wells was 5333 ft. The shallowest well completed as a dry hole was in Yalobusha County, aban-doned at 1392 ft. in the Selma. The deepest well drilled was in Scott County, abandoned at 10,365 ft. in the Lower Cretaceous Paluxy. G. C. Grasty drilled the Kentucky Lumber Company No. I well, sec. 7, T. 10 S., R. 10 E., Itawamba County, to a depth of 3530 ft. and bottomed his hole in the Ordivician. Tinsley Oil Field.—In the Tinsley oil field 104 wells were completed as producers during 1940. Five producing sands have been logged with a total average thickness of I57 ft. of oil sand. Part I of this chapter is concerned with the description of and metallurgical data pertaining to the flotation circuits used in the London mill of the Tennessee Copper Co., at Copperhill, Tenn. The ores treated at the London mill are massive complex sulfides, in which pyrrhotite and pyrite are the predominant minerals. Other sulfides are chalcopyrite and sphalerite; magnetite is also of economic value. The approximate mineralogical analysis of the ore is shown in Table 1. [ ] The chalcopyrite and sphalerite are closely associated with pyrrhotite as shown by the tracings of micrographs (Fig. I), which are representative of the mill feed. Fig. la illustrates the type of locking between pyrrhotite and chalcopyrite; Fig. lb illustrates the way in which sphalerite is attached. Thesephotographs indicate that it is not practical to break all of these attachments. Hence, in order to produce concentrates with satisfactory grades and recoveries, most of the locked chalcopyrite particles must be recovered into the copper concentrate, and the locked sphalerite-pyrrhotite particles must be separated from the iron concentrate. A copper concentrate, a zinc concentrate, and an iron concentrate are made. Typical metallurgical results are tabulated in Table 2. HISTORICAL In 1922 the London mill started as a copper concentrator, with a capacity of 300 tpd, and in 1926 an additional flotation circuit was added to recover the iron sulfide remaining in the copper tailing. In 1927 a zinc flotation circuit was installed between the copper and the iron flotation circuits. This procedure was not satisfactory because the iron recovery was low, due to the

THIS paper is a study of the differential flotation of the sulphide minerals in the presence of salts of silver, lead and zinc. In practice, accidental activation due to these salts is more important than their use as reagents to replace copper sulphate. The general method of investigation has been based upon contact tests, the temperature of 35°C. being chosen in conformity with earlier work. Potassium ethyl xanthate and potassium amyl xanthate were selected as collectors and pure sulphide minerals were used. The experimental procedure has been outlined in earlier papers and all solutions were kept carbonate -free.1,4 Contact, or spreading of an air bubble, at a mineral surface indicates the presence of an adsorbed collector film. PURITY OF REAGENTS The xanthates were purified in the usual manner.1 Neither the cyanide nor the sodium hydroxide solutions contained sufficient carbonate to give a precipitate with barium chloride solution. The silver sulphate was prepared from pure silver nitrate by evaporation with concentrated sulphuric acid until there was no evidence of brown fumes. This solution was diluted and the difficultly soluble sulphate washed with water so that unchanged nitrate was dissolved. The resultant crystalline powder was pure white. The lead and zinc salts were prepared by dissolving especially pure lead and zinc in C.P. nitric and sulphuric acid solution and the crystals drained. The standard solutions were checked by titration. It was felt desirable to use the sulphate radical wherever possible, but since lead sulphate was insufficiently soluble for the purpose of the experiments, it was necessary to use some other lead salt. A.R. copper sulphate was used without further purification. RESULTS The results are presented in the accompanying figures; the areas of noncontact (nonflotation) are shaded in Figs. 8, 9, 10 and 11; in the remainder they lie to the right of the curve. Zinc Sulphate The curves in Fig. I are to be compared with those for Fig. 2, for which zinc sulphate is absent. This comparison shows that the influence of the zinc ion is usually small. Its influence is more marked, however, for chalcopyrite in the absence of cyanide. The influence of zinc sulphate is also marked for copper-activated sphalerite, for which tests were made only in the absence of cyanide. The results are of importance in the separation of pyrite from copper-activated sphalerite when, zinc sulphate is added in the lead flotation section (p. 204 of ref. I). Sphalerite does not adsorb the collector (i.e., become floatable) under the conditions chosen.
