Twelve years ago, the Director of the United States Geological Survey addressed to the Secretary of the Interior a letter calling attention to the government's need for liquid fuel for naval use and pointing out that the rate of increase in demand was more rapid than the increase in production.' This letter, in a way, inaugurated the policy of public oil-land withdrawals, which was well founded in its primary purpose of protecting the oil industry and highly desirable in its immediate effect of checking the over-development of that day in California. Unfortunately, however, through delays in legislation, this policy may be regarded now as having outlived both its intent and its usefulness. In 1908, the country's production of oil was 178,500,000 bbl., and there was a surplus above consumption of more than 20,000,000 bbl. available to go into storage. In 1918, 10 years later, the oil wells of the United States yielded 356,000,000 bb1.—nearly twice the yield of 1908—but to meet the demands of the increased consumption more than 24,000,000 bbl. had to be drawn from storage. Nor is this all of the brief comparison. In 1918, our excess of imports over exports of crude petroleum was nearly 33,000,000 bbl. whereas in 1908 we exported 3,500,000 bbl., which was net, as we had not begun to import Mexican oil. In this period, the annual fuel-oil consumption of the railroads alone has increased from 16,871,000 to 36,714,000 bbl.; the annual gasoline production from 540,000,000 gal. to 3,500,000,000 gal. This record may be taken not only as justifying the earlier appeal for Federal action, but as warranting deliberate attention to the oil problem of today. Need of Future Supply The position of the United States in regard to oil can best be characterized as precarious. Using more than one-third of a billion barrels a year, we are drawing not only from the underground pools but also from storage, and both of these supplies are limited. In 1918, the contribu-

Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. A MAN who is a first-class metallurgist, engineer, and scientist and an outstanding organizer, administrator, and executive and who, at the same time, has an innate ability to "make friends and influence people" everywhere he goes is an exceptional personality at any time. And if such an individual can retain this combination of virtues during a great war despite the fact that the Government loaded him with enough work and responsibility for three such men. he is a most exceptional personality. And if he can keep his head and maintain an unfailing sense of humor during the trying war years and, while dealing with hundreds of jittery metallurgists and metalworkers, with Army and Navy brass, and with red-tape-entangled war agencies by the dozen, he is a rare personality indeed. Such a man is Clyde Williams, director of Battelle Memorial Institute. who will be President of AIME in 1947. The Institute is fortunate in having him as its mentor during what may be a critical and important year.

NEVER having actually tried to engage in the systematic education of anyone, and having little direct knowledge of the practical problems and limitations in the field of education, I can pose only as a "nonexpert" in this field, one whose ideas are to be regarded as personal opinions. The necessity for compromise between educational ideals and the practical limitations of time, money, and mental capacities of both student and teacher is evident in the preparation of an end product that we may regard with a reasonable degree of conviction as a professional engineer. We need to do so many things. The engineering student must have a clear understanding of the basic sciences; he should develop manual skills and co-ordination; he should speak and write the language with simple clarity and directness; he should gather knowledge of a special field; and, he should be educated for living in a broad ..

I HAVE lately had occasion to conduct a campaign at the works of the Empire City Company, in Railroad District, Elko County, Nevada, which, if not highly satisfactory, was at least very interesting in a technical point of view, and which I therefore think worthy of communication to the Institute. The lead ores in this district occur in lenticular masses along and near the contact of crystalline limestone with a dioritic porphyry, and consist of argentiferous carbonate of lead and galena, the latter occurring in solid blocks, or in ribbons running through the limestone. Associated with these are silicate, carbonate, and suboxide of copper, and brown and calc-spar. Adding to this, that the proportion of galena in the ore is small, and that no iron pyrites exists in the district, it is at once evident that the ore-mixture is difficult to treat. For a successful reduction by smelting, it would be necessary to introduce into the charge : 1. The proper quantities of sulphur-bearing ingredients, to effect a complete separation of copper and lead ; and, 2. Sufficient silica and iron oxide, to form with the lime and magnesia of the ore, a slag of the required fluidity. The first condition could be fulfilled only very imperfectly, there being no iron pyrites in Railroad, nor in the surrounding districts. The nearest occurrence is in Battle Mountain, whence a supply could not be procured in time. The second condition, i. e., the addition of iron ore and quartz, was easily complied with, there being an abundance of these materials in the vicinity. The furnace of the Empire City Company, is a small shaft¬furnace, with an area of hearth of six square feet, and is supplied with blast by a No. 4 Root blower. In spite of this small size the furnace smelted during this campaign, which lasted 31 days, an average of 28 tons of ore, and 13 tons of fluxes, together 41 tons of charge, per twenty-four hours. THE years 1914-15-16 were a pioneering period in mining, milling, and copper metallurgy generally. It was uncertain just what path the crushing, grinding, and concentrating processes would take. This situation was quite embarrassing to the directors of some of our large porphyry properties, then being equipped for production. Inspiration had already made several designs for its proposed 15,000-ton concentrator, incorporating in them the latest devices developed in the art of gravity concentration, only to have the work vitiated by the rapid march of events. In a little improvised plant, built on ground that is now in the crater of subsidence over the Inspiration- Miami orebodies, flotation was being experimentally ' applied to Inspiration ore by Minerals Separation engineers in 1914, with results indicating that this process would be of major importance in the concentration of the sulfides. How best to apply it, and especially how to crush and grind the ore to the very much finer sizes required for the new process, was a serious question, properly to be answered only by doing it, in full- sized machines, under regular 'operating conditions.

The paragraphs quoted, regarding Mr. Hoover's appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government's grasp of the problems of war and its resolve to apply, business principles to their solution."

PREVIOUS investigations 1,2 of Fe3P described by pearson3 and schubert4 show that Fe3P has a bct unit cell having four Fe3P tetrahedra centered around each lattice point. The space group is 14, No. 82, and all atoms occupy general positions 8(g). The cell dimensions3 are: a = 9.090, c = 4.446 kX, with an axial ratio of c/o = 0.4891. We have measured the lattice parameters of Fe3P, using a Fe as an internal temperature standard, at 23°, 414°, and 678°C and computed the thermal expansion over this temperature range. The Fe,P was prepared by melting under vacuum (after flushing with argon) a commercially pure iron and "ferrophosphor" in a high-frequency induction furnace. Part of the ingot was crushed for X-ray examination and for chemical analysis. X-ray diffraction and light microscopy indicated iron phosphide (Fe3P) present as the major constituent and a small amount (about 5 pct) of a Fe. Chemical analysis showed 0.05 wt pct Si, 0.008 wt pct N, 0.018 wt pet C, and less than 0.02 wt pct each of other metallic elements. X-ray diffraction powder patterns were obtained from a mixture of iron and Fe3P sealed in an evacuated quartz capsule using a Unicam high-temperature

THE mineral industries in this country have now had about a year of national planning. Al. though the period is short, the volume of activity and legislation designed to make that planning effective has been nothing short of enormous. Those who have been privileged to see and study a few of the codes to regulate our mineral industry, such as those for oil, coal, steel, and copper, are driven to the conclusion that nothing was really known about the proper way to conduct those industries in this country prior to June, 1933; or if anything was known, nobody in actual practice made use of that knowledge. And yet those industries, in days gone by, helped to make this country the most prosperous in the world, and to maintain a standard of living even today higher than that of any other country. Without wishing to assume any first-hand knowledge of the Russian standard of living, I must confess that the evidence seems to indicate that even with dictatorial authority, national planning encounters unexpected difficulties. THE annual dinner-dance was held in the large ball room of the Commodore hotel Wednesday evening. A total of 577 were seated at the dinner, over which President Eavenson presided as chairman and toastmaster. In introducing George C. Stone, the James Douglas Medalist, W. R. Ingalls outlined the former's association with the zinc industry. He said, in part In designing and building Palmerton, Stone erected a metallurgical monument and won the title of chief engineer of the New Jersey Zinc Co., with transferal to its New York office in 1900. There lie held forth in dignity, efficiency, and with appreciation until his retirement from active service in 1929. After a few years lie was diverted from the position of chief engineer for his company to the superior one of chief metallurgist and that gave to Stone his next big chance.... This was the conception of a research department and the ability to persuade his directors to adopt it. I shall not pretend to summarize the great things that afterward developed. I shall mention only the institution of the manufacture of lithopone in this country, the charging of the Wetherill furnace with briquets, the mechanicalization of the Wetherills, the accomplishment of continuous distilling, and most recently the introduction of reflux-refining.

Since the time of the early Egyptians, the use of copper: has been a boon to the life of most of the civilized world. Its use has been varied; in many connections, the art by which it attained its greatest usefulness has been lost. In this paper an endeavor will be made to take into consideration some of the many changes that have occurred during the last 40 years of copper-smelting operations. During that period the copper blast furnace has been almost forced out of existence by new methods of ore concen-tration—first, gravity concentration, and then flotation. These new methods of concentration introduced many new factors into the metallurgy of copper. The product was wet, it was fine and it was high grade. To overcome all these factors many changes have been necessary throughout the smelting agenda. New equipment has been necessary for transportation, unloading, sampling, bedding and moisturing in all smelting plants, especially the custom smelter' During the early days of "flotation," little was known about filtering or the use of an alkaline circuit; often the concentrate going to the smelter contained 2' to '5 Per cent moisture. It is easy to imagine the difficulty arising with a product of this nature when it had to be shoveled by hand labor. To meet these conditions, mechanical unload- ing and sampling devices were soon developed. In many instances such good progress was made that actual costs for handling this unfavorable product were lower than those formerly incurred on the old product. Today most sampling of copper ores and concentrates is being done by mechanical sampling, pipe or augur sampling, or shovel sampling. Where concentrates are uniform in metal content, a great many of the plants now use pipe or augur sampling. For spotty ores, the old shovel sample with cone and quartering during the final stages is still in' use. Where big tonnages are handled, mechanical sampling of concentrates is being done, with satisfactory results. To curtail slow and tedious cutting and mixing procedure, mechanical mixing boxes, splitters and cutters are used to cut down labor costs. Milling As crude ores become scarcer, the use of milling operations increases. The few crude ores that are still smelted are used as fluxing types. To use these ores finer grinding has been found advantageous. This has made for better bedding and fluxillg conditions, which in turn makes for faster smelting, lower fuel consumption and better metal recovery. The degree of fineness is more or less determined by the nature of the product. Most plants have set a standard of through 3/8-in. mesh screen for roaster -reverberatory smelting and through 3/4-in. mesh screen for converter fluxes. For some refractory Ores, even finer grinding has been found to be advantageous for good reverberatory smelting-

THE last decade of the 19th century was a peculiarly interesting one in. the annals of American metallurgy, especially as concerns the lead and copper- smelting industries; and it may be interesting to review briefly one of the outstanding incidents of that period, the development of the mechanical roasting furnace. I shall not pretend, in these reminiscences, to give with absolute accuracy the sequence of events or dates, nor to present a complete history of the period, but shall seek merely to 'sketch a more or less impressionistic picture with some of the underlying facts and causes as the recollection comes back to me and then point out how the present-day practice grew out of those activities. My acquaintance with the developments in Montana was based on occasional visits and general collateral information, but in Colorado I lived through the episode and was of it.

AT THE beginning of October, the outstanding feature in the world's affairs was the Turkish question. The Turks, victorious over the Greeks, repudiated the treaty of Sévres with the Allies and demanded their reestablishment at Con-stantinople and in Thrace. The British resisted, but deserted by the French and Italians, at a military conference at Mudania the Turks obtained about everything that they wanted. Great Britain suffered a loss of prestige that may bear evil fruit in the future. The possession of the Dardanelles by the Turks pro-duced the ruin of Russia and Rumania in the great war, prolonged it two years and made it necessary for America to go in. Disruption of the entente puts the Turks back where they were. In America a strong and spontaneous reaction developed against this, not for any diplomatic reasons, but purely out of the sentiment that the atrocious Turks should be confined to Anatolia. Some strong leadership would have aligned the United States with Great Britain in this matter. As it is, the French have had their way but have alienated much of their American friendship. The temporary composition of Turkish affairs at the Mudania conference had momentous consequences. The Greeks, having expelled King Constantine, in their distress and despair reverted to the guidance of Venizelos. Evacuation of the Grecian military forces and the entire Grecian population from Eastern Thrace began, the people not venturing to remain there. From all accounts their withdrawal, attended by great hardships, was reminiscent of folk movements in the Middle Ages. The vanguard of the Angora Govern-ment set foot in Constantinople, marking the return of the Turks to Europe, while the Allied forces remain-ing there temporarily stood in chagrin. In Great Britain an important element of the Con-servatives withdrew their support from the Coalition Government, thus leading to the resignation of Lloyd George, the installation of Andrew Bonar Law as premier and a general election with a tri-party contest among the Conservatives, Liberals and Labor, called for Nov. 15. Civil war continued in Ireland, but attention was diverted from it by the more important events in the Near East.

AN earlier paper on absorption of sulfur by the slag in the basic open-hearth furnace included a brief discussion of the absorption of sulfur during the melting period. The data available at that time showed that the amount of sulfur absorbed by the melting scrap was proportional to the sulfur content of the furnace gases, and the following statement was made: "The conclusion may be drawn from these results that if a gas entirely free from sulfur were used during the melting, any iron in direct contact with the gases would be completely, or nearly completely, desulfurized before it reached the bath proper." The experimental work discussed herein deals with absorption of sulfur by the melting scrap when fuels with both high and low-sulfur content were used. Before taking up the experimental work let us consider the process as a whole as to the "flow" of sulfur. The input of sulfur occurs in: 1, the hot metal charged; 2, the scrap; 3, the stone or lime charged; 4, the ores charged; and 5, the gas. Sulfur goes out of the furnace in the steel, the slag and the gas. The distribution of sulfur in the furnace depends on the sulfur concentration in each of these materials and on the equilibrium conditions between them.

THE session* on Non-ferrous Metallurgy held Monday morning was conducted in a most satisfactory manner with F. F. Colcord, vice-president, U. S. Smelting Co., in the chair. In spite of the early hour and the fact that members desired to register first, the meeting started quite promptly, with almost every chair in the room occupied. About 65 men were present and during the morning many more came but, not being able to find room, drifted away to other fields of activity. The first paper presented, "Lead Refining Practice of the Bunker Hill Smelter of the Bunker Hill & Sullivan Mining & Concentrating Co.," by Alfred F. Beasley (T. P. 303), was read in abstract by Edward H. Robie, and an animated discussion followed in which Messrs. Johnson (written discussion), Brewer and Jones and Professor Hayward participated. The discussion hinged principally on the liquation of the zinc crusts, but Professor Hayward called attention to the fact that the practice of keeping the gold and silver crusts separate was not new and the present scheme illustrated the axiom that processes based on fundamental principles should not be considered as extinct; one can never tell when it may be found advantageous to make use of them again.

An investigation was carried out to determine the variables affecting the coiling temperature of strip in the 56-in. hot strip mill. After statistical treatment, equations have been derived to determine the temperature drop between mill and coiler for both full spray (top and bottom) and top spray only practices. The individual influences of each variable in the temperature drop were derived for both practices. Limitations of the present practices were shown and adjustments in cooling for increased rolling speeds were suggested. A method of estimating the required number of sprays, their spacing, pressure, etc., to achieve a desired temperature drop is developed. MAXIMUM finishing temperature of a hot strip mill is mainly determined by the rolling speed, gage, and the temperature of the bar entering the mill. This finishing temperature may be limited by the maximum admissible coiling temperature in cases when either the cooling facilities on the runout table are not adequate or, more generally, when the cooling capacity of the runout table and the production capacity of the continuous mill are out of balance. Some time ago, the balance between these two factors was not considered detrimental to production. Recently, a new drafting schedule was introduced which increased the production rate, the entry temperature, and hence the finishing temperature. Thus, the restriction of the maximum specified coiling temperature became an important factor for many of the thicker gages. An investigation of the factors determining the coiling temperature may be, therefore, of considerable importance. A brief description of the available equipment will be a useful illustration of the techniques and methods used for this investigation. The 56 in. continuous hot strip mill is composed of six 4-high stands each containing two 221/2-in. diam work rolls and two 45-in. diam back-up rolls. Either of the last two stands can be used as the finishing stand. Which stand is used is dependent on the total percentage of reduction to be taken over the whole train, i.e., on the entry thickness and the final gage. The characteristics of these last two stands are given in Table I. Table I. EARLIER investigations of the potential-drop-ratio method of electrical prospecting have indicated that under suitable conditions this method is well adapted to the location of formation boundaries in stratified ground. A description of this development was given several years ago by H. Lundberg and Th. Zuschlag.1 The curves published by these authors for the potential-drop-ratio variation above a horizontal contact indicated a definite relation of the position of the curve peak to the depth of the interface. The theory underlying this relation was subsequently studied by Z. Mitera in greater detail,2 and the theoretical deductions were compared with the results of tank experiments. The investigations available at this writing were confined to studies of horizontal formation boundaries. It is the purpose of this paper to extend the scope of the previous work to the problem of dipping layers. THEORY Consider the case of three media of different resistivities, whose interfaces are not parallel. If a point-source is located in one of these interfaces, its images do not lie in a straight line, but on the circumference of a circle whose center is at the hypothetical junction of the interfaces. R. F. Aldredge3 determined the relation that exists between the degrees of dip of the two interfaces and the distances between the various images and the point for which the potential is to be found. As seen in Fig. I, three media of resistivities po, pi, and p2 are involved, and the source I is located at the interface of the media (po) and (pi). The perpendicular depth of the lower interface is h,? is the dip, R is the distance between source I and potential point P, and r is the distance between the images and that point. To distinguish between images lying above the ground interface and those below, the notation "odd" and "even" images will be employed; images below the ground interface will be termed "odd" and those above "even." In an earlier paper1, the author described a method of interpreting earth-resistivity curves, based on the theoretical investigation of a single horizontal underlying stratum. If the four-electrode system of Wenner is employed, the resistivity in a homogeneous soil is given by the formula where a is the electrode separation and R is the resistance of the earth between the two inner electrodes. If the earth is not perfectly homogeneous, the application of this formula gives an apparent specific resistance varying with the electrode separation. In the special case of the single horizontal underlying stratum, there is a surface layer of thickness h and resistivity p1 and a lower layer, extending to infinity, of resistivity pz. It has been shown by Lancaster-Jones2 that the apparent resistivity obtained by an application of equation 1 is related to the true resistivities, the depth h and the electrode separation a by an expression of the formhere pa is the apparent resistivity and F is a function (actually an infinite series), of the ratio h/a, and a reflection coefficient k = (p2 — p1)/(p2 + p1). For given values of h/a and k, the right-hand side of equation 2 can be calculated, and curves drawn showing the relationship between pa/p1, h/a and k. Such a set of curves for the case when p1 > p2 is given in Fig. 1. When pl is less than pz it is more convenient to use conductivity instead of resistivity. Hence, if oa = the apparent conductivity = lip, and a1 = the conductivity of the upper layer = l/pl, it follows that GeophyGical prospecting by earth-resistivity methods is frequently applied to investigation of structural problems in geology.
