In presenting the subject of " Armored Turrets for Coast Defense " to this Institute, I am indebted to the Gruson Ironworks, a company incorporated under the laws of the State of New York, for valuable information, model and plans, by which I hope to make clear the construction and peculiar merits of this class of gun-protection. I wish it understood, however, that this is not an undeveloped and untried inventor's ideal, but an advanced and fully perfected system, which has long since passed the experimental stage and has been adopted by most of the foreign governments, after years of extensive experimenting and the expenditure of millions of dollars. The present seems an appropriate time to present the matter to the scientific public, since, for the first time, it is possible to produce these turrets in this country, of American material, and made by American workmen, owing to an agreement entered into between the Gruson Iron-works and the Fried. Krupp Grusonwerk, of Magdeburg-Buckau, Germany, where they have hitherto alone been manufactured. Although its full development and present perfection have been attained at the German works, it may be of historic interest to state that the first idea of using a rotating protected platform for large guns originated with Mr. Theo. Ruggles Timby, a native of the State of New York, who filed a caveat in 1843 for a " metallic revolving fort, to be used on land or water, and to be revolved by propelling engines located within the same and acting upon suitable mechanism." This was followed in 1862 by the issuance to Mr. Timby of two patents (No. 35,846 and No. 36,593) covering the ideas described in his caveat of 1843. In March 1956 a conference on geochemical methods of prospecting for ore deposits was held in Moscow. This conference was the culmination of a ten-year period of extremely rapid increase in both research and routine application of geochemical prospecting methods in the USSR. This activity was divided among groups centered in extremely widely separated bases of operation, ranging from Moscow and Leningrad in the West, Yerevan in the Caucasus, and Alma-Ata in Central Asia to Chita near the Manchurian frontier in the Far-East. The All-Union Conference on Geochemical Methods of Prospecting for Ore Deposits, as the meeting was called, was the first opportunity for these scientists from many parts of the country to meet and exchange experiences. It also served to introduce members of the different research laboratories located in the city of Moscow itself, where adequate channels of technical communication had not yet been established. As a result of the Conference, it was resolved that a concerted effort should be made for the participants to publish the results of their work. Two books have appeared as a direct response to this resolution. I. I. Ginzburg prepared a synthesis of the field of geochemical prospecting for minerals based on the material presented at the Conference. This volume has been translated into English and is now available. In addition, the individual papers presented at the Conference were assembled into a symposium volume and published in 1957 under the editorship of V. I. Krasnikov. Unless otherwise noted, these two books have supplied the source material for the present appraisal of the status of geochemical prospecting in the USSR. It is thus about four to five years old. In the years following the conference, the literature has carried a substantial volume of technical papers, together with a few monographs pertaining to specialized aspects of geochemical prospecting.

It is my purpose to give some of the results obtained by an experience of nearly seven years in working ores by the method frequently called the Washoe Process, and in several mills of which I have had charge, but principally in the Owyhee Mill, at Silver City, Idaho, which had twenty 650-pound stamps, and sixteen pans. I shall discuss here merely the mechanical details for working ores generally, subdividing the subject as follows : 1. Preparation of the ore for the stamps; 2. The crushing in the battery; 3. The settling of sand or pulp in vats or tanks; 4. The treatment in the pans; 5. The results obtained in settlers, agitators, and concentrators; 6. The straining of quicksilver, cleaning of amalgam, and retorting; 7. The saving of slimes and their subsequent treatment; 8. The loss of quicksilver. For descriptions of the various kinds of orebreakers, stamps, tanks, pans, settlers, etc., I must refer to the various works on these subjects, prominent among which are the reports of the United States Commissioner of Mining Statistics,and the volume on "Mining Industry," the third volume of the United States Geological Survey on the Line of the Fortieth Parallel through the gold and silver bearing regions of the great West, undertaken under the able guidance of Clarence King, assisted by Mr. James D. Hague and others. In this discussion it will be assumed that the general arrangement of the quartz mill is understood; and the question will be treated how to secure, from such a mill, the greatest economy in working, combined with the largest results. This place seems fittest for a single preliminary suggestion—namely, that there should be double "floors" throughout the mill, so that nothing can sift through and be lost.

They tnust thank him for the vast array of $acts he presents, and for having given them sixty-four analyses with which to combat his own conclusions and to establish their own, which are entirely opposite to his. In Dr. Duclley" discussion of his former investigation, at the Pittsburgh meeting, he said, "If you do not like my conclusions, draw your own conclusions." I have studied his last paper as thoroughly as the limited time since I received it would adruit, and have drawn some concluvions which I will first state, and then attempt to demonstrate. IN the numbers of the Engineering and Mining Journal of June 27th and July 11th, 1874, there appeared some very complete statistics of the working of some anthracite blast-furnaces belonging to a large establishment in this country, followed by calculations of the heat requirements of the furnaces, similar to those which have been made for European furnaces by Mr. I. Lowthian Bell, Prof. Gruner, Prof. Akerman and others. To the author of these valuable papers, Mr. John A. Church, of New York, the thanks of American iron metallurgists are due for this attempt (the first, to my knowledge at least), to attack systematically and scientifically the problem of economy of fuel in our anthracite blast-furnaces, by applying the formulas obtained from European practice and from the experiments of European metallurgists, to the determination of the amounts and the modes of distribution of the heat production and absorption in our furnaces. In order to facilitate a comparison of the results thus obtained for the anthracite furnaces in question with those obtained for the best types of European coke furnaces, I have reduced to the same standard of heat units (the product of the ton and the degree Centigrade), and placed side by side, the calculations of the heat requirements of one of the furnaces of the Clarence works, as given by Mr. Bell, of a furnace at Pouzin, on the banks of the Rhone, given by Prof. Gruner, and of the anthracite furnaces for 1869-73, as given -by Mr. Church. Table I shows the different conditions of working of the three furnaces, of which Table II gives the respective heat requirements. I have made this latter table in such a manner as to give for each furnace its heat requirements, both according to the views of Mr. Bell and those of Prof. Gruner. Mr. Bell assumes that all the carbonic acid produced by the decomposition of the carbonate of lime of the charge, is reduced to carbonic oxide by contact with solid carbon ; also, that the carbon of the pig iron is a portion of that deposited in the ore in the upper part of the furnace, by the dissociation of carbonic oxide. Previous studies of activation in flotation have directed attention to the action of the activator on the mineral to be floated rather than to the relationship of the activator to the collector. The latter phase of the problem, however, seems to have definite scientific, if not also practical, interest. In the investigation reported in this paper, experiments were carried out, largely with quartz as subject, barium as activator, and oleate as collector. The results obtained indicate that a I: I ratio of collector ion to activator ion gives optimum results, and that a 2:1 ratio almost fails to achieve activation and flotation. Yet, a 2:I ratio would have been expected on stoichiometric grounds, had the coating been a normal salt of the activator ion with the collector ion, since barium is a divalent cation and oleate a monovalent anion. To interpret and rationalize the observations, considerations of the crystal chemistry of quartz are helpful. The point of view to which these considerations lead may be of general applicability to systems involving suspensions of solids in liquids; they confirm that an adsorbed coating is inescapable. Apparatus and Supplies The experimental work consisted in barium-ion abstraction tests, hydrogen-ion and hydroxyl-ion abstraction tests, flotation tests, and determinations of the surface of the crushed quartz. The flotation machine was built according to the design of D. W. McGlashan.* It consists of a drill press in which the bit has been replaced by a stainless-steel impellor surrounding a stainless-steel sta-tor, as in the Fagergren laboratory machine. The air intake is controlled by a valve, and the cell consists of a beaker. The quartz was obtained from vein quartz stored in large chunks. It was first crushed to 20 mesh, then sized on a 28-mesh screen. The 20 to 28-mesh size alone was retained for use. This size was freed of coarse iron by passage through a Ball-Norton magnetic separator, bleached with boiling hydrochloric acid to remove residual abraded iron, washed with distilled water until the washings were thoroughly free of ferrous, ferric, and excess hydrogen ion, and stored in covered Pyrex beakers under water until used. The barium was used as barium chloride, Baker's analyzed C. P. The oleate was used as sodium oleate. It was prepared from sodium hydroxide, Baker's analyzed C. P., and oleic acid purified by R. R. de Arellano3 in the laboratories at the Massachusetts Institute of Technology. THIS work was undertaken with the object of collecting plant data on rod milling, making laboratory tests on representative samples of the various ores, and arriving at a basis for comparing the relative efficiencies of different mills operating on widely different materials and under varying conditions. These efficiencies consider only power consumption and do not include the other elements of operating costs. The over-all economic efficiency may be quite different from the consumption efficiencies with which this paper is concerned. It is hoped that these collected data will be of value in indicating the most favorable conditions of rod-mill operation. Operating-plant data on 14 different installations from 11 plants throughout the United States and Canada were collected, and laboratory tests were made on samples of these ores. The plant rod mills were all operated wet, and either in open circuit or with circulating loads so small as to be negligible. Data were obtained on one roll-crushing operation at the Utah Copper Co., for comparison. The rolls were operated wet in closed circuit with 10-mesh vibrating screens, and with a high circulating load averaging about 600 pct. This particular roll operation can be considered as a model of efficiency. The collected plant data are necessarily incomplete in some instances. Each ore was assigned a code number, and the name and location corresponding to the code number are listed in Table I when permitted. [ ] The power data in every instance refer to motor input. Net power was reported by the operator for samples I-39 and I-45, and this was increased by 20 pct to compensate for motor losses and power factor. Rapid advances in any branch of science often follow the development of new instruments or techniques which permit the scientist a closer look at the material in which he is interested. With the development of the polariz¬ing microscope, modern petrology was born. The resolving power of the microscope, however, was not great enough to enable the geologist to dis¬tinguish or identify the material now known to be minerals which constitute the bulk of the rocks known as "clays" and laterites. The discovery of X-rays and the development of powder X-ray diffrac¬tion techniques provided the extra resolving power necessary to get "a closer look" at the minerals in the clays and laterites. These techniques are largely responsible for the great strides made in the past two decades in the identification of the clay, sesquioxide and hydroxide minerals. To obtain an X-ray diffraction. pattern of a mineral or rock is relatively a simple procedure, but to interpret this pattern in terms of crystal structure or min¬eral identity is quite another matter. It has taken the combined talents of physicists, physical and colloid chemists, mineralogists, and geologists to unravel the identity of some of the minerals in these complex rocks and, as this symposium will indicate, many more problems remain to be solved. To assist in the identification of these minerals, we have the ever-useful microscope, which, is supplemented by the development, only in the last ten years, of differential thermal techniques and the powerful and costly "eye" that enables us to see the shapes and sizes of extremely small particles -the electron microscope. To this array of equipment must be added such gadgets as supercentrifuges, spectrographs, and the apparatus necessary for chemical analytical work. Obviously, not only is it difficult for any one man to master all of the techniques to the point where he can do competent re¬search, but also few institutions are able to provide the high capital outlay for purchase and maintenance of suitable equipment. Here we clearly see that if this equipment is to help us solve our many problems, a close co¬operation of specialists from various institutions and industry is essential. This, however, is less than half the problem. If the geologist is going to learn to intelligently find, and the industrialist to intelligently and eco¬nomically exploit the materials that constitute a large part of the mineral wealth upon which our way of life is based, we must get a better insight into

In August 1973, Fluor Utah, Inc. was awarded a contract by the Office of Coal Research (now part of the Energy Research and Development Administration), Department of the Interior, for the examination of the unique problems of large-scale surface coal mining to supply coal conversion complexes. The project consists of two phases: (I) data base development and organization and the formulation of a mathematical computer modeling system for surface mining; and (II) computer manipulation of the data base in accordance with the model to formulate several typical preliminary mine and preparation plant designs. Phase I is scheduled for completion by the end of July 1975 and Phase II is scheduled to be complete by the end of January 1977. This paper briefly discusses the effort for only one aspect of this project-the foundation for geologic modeling developed in Phase I. The Phase I task of geologic modeling can be broken down into two subtasks: (1) identify areas containing sufficient resources of surface-minable coal to support at least one large-scale mining complex, and (2) characterize the coal deposits in these areas for computer storage and retrieval. Identification of Resource Regions The basic production design criteria for large-scale surface mining, as stated in the contract, is the production of 75,000 tpd, or more, of bituminous coal. Based on a constant total Btu delivered to the preparation plant, daily production requirements for the different coals are as follows: Bituminous Coal 75,000 tons Subbituminous Coal 99,500 tons Lignite 143,500 tons Although surface mining on this scale is presently non-existent, it is deemed that future operations, in order to meet the increased energy demands, will have to look forward to much larger scale mining complexes. These tonnage requirements are meant to be used only for the delineation of general areas suitable for large-scale surface mining, termed "Strippable Coal Resource Regions." They were determined largely from the latest complete detailed coal resource estimates of the U.S. Bureau of Mines. Nine strippable coal resource regions, containing over 100 billion tons of strippable coal resources, were identified [(see Fig. 1)]. The delineation of these regions was based entirely upon estimates of surface-minable coal resources and the production design criteria for large-scale surface mining. If surface-mined coal was combined with underground production, or if smaller production rates were specified, then other areas which were omitted here would be included in the regions. Changing the outline of the regions, however, would not add any new mining situations to be studied in Phase II. It was noticed early by operators that high recoveries and flocculation of the sulphide minerals were closely correlated in agitation-froth flotation. Later, this readily visible flocculation was found almost invariably to be due to the binding together of the oiled sulphides by minute air bubbles, and is now known to be characteristic of pulps in which at least one of the mineral species is coated with an insoluble collecting oil. In 1930 it was reported1 that in differential flotation a correlation exists between Brownian movement of particles in the pulp and their nonfloatability, and that Brownian movement and dispersion are likewise correlated, whence it would appear to follow that dispersion of a mineral particle in a flotation pulp denotes a particle condition unfavorable to flotation. In 1934 it was postulated2 that Brownian movement, dispersion and nonfloatability all flow from the condition of the surface of the dispersed particles. It was also postulated at that time that the surfaces of dispersed particles are ionized, the ionized compound being a product of reaction between a component of the particle and a component of the pulp, of a mass solubility of the general order of a fraction of a milligram to I 5 to 20 mg. per liter. It was then further asserted, and has since been confirmed by Bankoff,3 that sulphides so conditioned with soluble collectors as to be floatable flocculate without the intervention of air bubbles as binding media. The present paper comprises an inquiry into the nature of the bound and counter ions in zinc sulphide dispersed by sodium arsenate. A part of its findings was mentioned in the 1934 paper above cited.= The tests show that: I. When powdered granular zinc sulphide is immersed in aqueous solutions of sodium arsenate, arsenate ion is abstracted from solution and anchored to the solid surface, while sulphate and lower sulphoxy ions are concurrently displaced therefrom in substantially stoichiometric quantities. 2. The ion counterbalancing the anchored arsenate ion is zinc. 3. Dispersion and Brownian movement of zinc sulphide are concurrently maxima at an arsenate-ion concentration lying between 0.01 and 0.001-molar sodium arsenate. 4. Any condition or reaction that tends. to remove the zinc arsenate coating from the zinc sulphide particles decreases dispersion and Brownian movement concurrently. Experimental Three samples of zinc sulphide were used. Lot I was C.P. zinc sulphide, washed well be~ond absence of chloride, as shown by test with silver ion. Lot 2 was prepared by precipitation from hydrochloric acid solution of arsenic-free zinc, and was washed as lot I. Lot 3 was prepared by heating a portion of lot 2 in absence of air at 1200° to r300°C. for one hour."

It was also postulated at that time that the surfaces of dispersed particles are ionized, the ionized compound being a product of reaction between a component of the particle and a component of the pulp, of a mass solubility of the general order of a fraction of a milligram to I 5 to 20 mg. per liter. It was then further asserted, and has since been confirmed by Bankoff,3 that sulphides so conditioned with soluble collectors as to be floatable flocculate without the intervention of air bubbles as binding media. The present paper comprises an inquiry into the nature of the bound and counter ions in zinc sulphide dispersed by sodium arsenate. A part of its findings was mentioned in the 1934 paper above cited.= The tests show that: I. When powdered granular zinc sulphide is immersed in aqueous solutions of sodium arsenate, arsenate ion is abstracted from solution and anchored to the solid surface, while sulphate and lower sulphoxy ions are concurrently displaced therefrom in substantially stoichiometric quantities. 2. The ion counterbalancing the anchored arsenate ion is zinc. 3. Dispersion and Brownian movement of zinc sulphide are concurrently maxima at an arsenate-ion concentration lying between 0.01 and 0.001-molar sodium arsenate. 4. Any condition or reaction that tends. to remove the zinc arsenate coating from the zinc sulphide particles decreases dispersion and Brownian movement concurrently. Experimental Three samples of zinc sulphide were used. Lot I was C.P. zinc sulphide, washed well be~ond absence of chloride, as shown by test with silver ion. Lot 2 was prepared by precipitation from hydrochloric acid solution of arsenic-free zinc, and was washed as lot I. Lot 3 was prepared by heating a portion of lot 2 in absence of air at 1200° to r300°C. for one hour."

THE ECONOMIC THEORY It will assist in the understanding of the Resource Rent Tax ("RRT") proposals in Australia if the economic theory behind the tax is briefly explained. The idea goes back to the concept of rent put forward by the nineteenth century economist David Ricardo. His analysis was broadly as follows: A tenant who farms land which is just on the margin of economic viability cannot afford to pay his landlord any rent, because the value of the crop produced by such marginal land is equal to the cost of producing the crop, plus the cost of keeping the tenant alive. There is nothing left out of which to pay rent to landlord. A tenant who farms good land can afford to pay his landlord rent -- but the maximum amount of rent that he can be asked to pay is the excess of the value of the crop produced by the good land over the cost of producing the crop and of keeping the tenant alive. Adapting this theory to the taxation of mining projects, modern economists who favour this system of taxation say that a profitable mining (or resource) project produces rent in the Ricardian sense. The amount of the rent is the excess of the profits by the project over the amount of profit which is required to attract the taxpayer to invest in the project in the first place. This explains why the tax is called "Resource Rent Tax". PAPUA NEW GUINEA PRECEDENT Although Papua New Guinea ("PNG") is now independent of Australia, there are still close links between the two countries, and strong similarities between their respective tax regimes. PNG introduced an Additional Profits Tax ("APT") in 1978. In many respects, Australia's RRT proposals follow the precedent set by PNG1s APT. However, in practical terms, not a great deal can be learned at this stage from PNG's experiences since, according to the writer's understanding, no PNG mining project has yet paid any APT. The Bougainville mine is not liable to APT, being subject to tax under its own separate Act, which contains a different formula. Outline of PNG Additional Profits Tax. PNG has two versions of Additional Profits Tax ("APT) - one applying to general mining, the other to petroleum mining. The two versions are very similar. The general mining version is described below. The tax applies on a licence by licence basis. This means that losses on Licence A cannot be offset against profits on Licence B. Expenditure relating to two or more licences, is apportioned "in such manner as the Chief Controller thinks reasonable". Tax is levied on the "accumulated value of net cash receipts" at the rate of (70 - n)% where n=the rate of income tax. The accumulated value of net cash receipts ("av") is calculated as follows: Calculations commence from the first year in which substantial expenditure was incurred on the construction of facilities for the carrying out of mining operations on the licence. For that year the av consists of the total allowable expenditure to date on that lease. For the second year, the av is the av at the end of year one indexed in accordance with the statutory formula set out below, plus the total allowable expenditure in year 2. For year 3, the av is the av at the end of year 2 adjusted by the index factors, plus the total allowable expenditure in year 3. This process is repeated year after year. When the licence starts to earn revenue, the revenue is deducted from total allowable expenditure for that year. If revenue exceeds total allowable

Cyril Stanley Smith in his classic 1948 Institute of Metals Lecture&apos; noted in the case of annealing twins that: "It is well known that approximately the same number of twins per grain and the same general geometry are maintained in large grains as in small ones, a fact that certainly suggests a mechanism such as the above where boundaries and twins grow proportionately together. If this view is correct, a spherical grain should have no mechanism for keeping its twins." Such a constancy of twins per grain would be of particular interest as a tool for the study of the origin of annealing twins. It has been proposed by Mathewson2 and later by Barrett3 that in face-centered cubic metals slip occurs in the {111} Plane by <112> shears which combine in pairs to produce the macroscopically observed <110> movement. This proposal is schematically inviting since <112> slip permits the atoms of one plane to move along the interatomic valleys of its neighbor rather than up the hills across the atom sites. There is strong experimental evidence? that annealing twins result from the growth of nuclei in the form of "twin faults" produced by single <112> shears. It is possible that more twin faults would form at low deformation temperatures than at high ones, because the more rigid lattice may increase the tendency to "freeze" the twin faults and prevent their dissipation in slip. This is suggested by (1) the greater resistance to slip at low temperatures and (2) greater tendency toward mechanical type twinning at low temperatures (a summary of these factors is presented by Seigle and Brick5). These considerations would suggest the following: a. Constant twin/grain ratio for specimens deformed constant amounts at a constant temperature, but annealed at various temperatures above the recrystalliza-tion temperature. b. Larger twin/grain ratios for re-crystallized specimens previously deformed constant amounts at lower temperatures. The purpose of this investigation is to test these considerations. One half in. rods of phosphorous deoxidized electrolytic copper and 70-30 alpha brass (68.36 pct Cu, 0.005 pct Pb, 0.01 pct Fe, 31.62 pct Zn remainder) were rolled to a thickness of 0.350 in., milled to specimens 0.350 X 0.437 X 2 in., and annealed at 700°C to an average grain size of 0.065 and 0.090 mm, respectively. These specimens of each metal were then rolled 50 pct reduction in thickness and annealed one hour under conditions which were all combinations of the following: Rolling Annealing Temperatures. Temperatures. °C °C -70 400 25 500 200 600 Standard metallographic techniques&apos; were used to prepare specimens. By the method of lineal analysis7 using a minimum of ten samples of fifty grains each for each specimen, the ratios of twins* per total grains, twins per twinned grain, twin families* per total grains and twins per twin family were determined. Recrystallized grain size was determined by A.S.T.M. comparison methods.8 All observations were made on the rolling plane. The results are tabulated in Table 1.

I&apos;m sure many of you have wondered what the term "Cross Flow Filtration" means. I shall explain it so that you more clearly understand it, and I hope you will be able to make it a useful tool for you in the future. In the simplest form of cross flow filtration contaminated fluid. or feed stream, is fed at a high velocity down the center of a porous tube, clear fluid weeps through the porous wall of the tube while the suspended solids concentrate in and are swept away by the feed stream. (See figure A). The high velocity flow of the feed stream tends to keep the inside of the tube free from a build up of contamination. By utilizing this cross flow approach to filtration, we have been able to concentrate such things as paint pigments, titanium dioxide, iron oxide, precipitated metals such as uranium yellowcake or silver, cadmium, some metal hydroxides, as well as gelatinous particles such as yeast cells. You will recognize that cross flow filtration lends itself to a recirculation loop system due to the necessity of maintaining a high velocity on the inside of the tube. This means that we generally have a storage tank from which we are recirculating, and the solids will concentrate in the storage tank. (See figure B). The storage tank design becomes an integral part of the total system and is very important to the total function of the system. The cross flow filter system requires only low pressure, and will work with centrifugal pumps, diaphram pumps or in some cases no pump at all. As an example, if we wanted to filter a 10 GPM (37.8 liters/min.) stream that contained 1% of submicronic particulate, we would flow the 10 GPM (37.8 liters/min.) into the storage tank and recirculate through the filter at a flow of anywhere from 30 GPM to 100 GPM (113.6 to 378.5 liters/min.) depending upon the filterability of the particles from the liquid. As the contaminated fluid recirculates, the solids will build up in the storage tank and loop until they reach a level, which is dependent upon the design of the tank. Then the settling rate in the tank becomes equal to the amount of the solids being fed to the tank, and as a result you reach an equilibrium in the amount of solids being presented to the inside of the porous tubing. We have in effect created a dynamic settling tank or thickener. A flow of 10 GPM (37.8 liters/min.) of clear filtrate comes off for either recycle or disposal with periodic removal of thick mud from the bottom of the tank. The thick mud can be either processed through a centrifuge, a rotary drum filter. a flat bed pressure type filter, or other means. Often the small volume of filtrate from the mud de-watering stream can be recycled back into the recirculation tank so that any fines in the feedback are again concentrated, thus closing the loop on the continuous process 100% removal system. Cross flow filtration will not do efficient molecular separation. We work primarily with discrete solids but we do separate them totally from the liquid carrier fluid. I know some of you will raise your eyebrows when I say that we remove 100% of the particulate, but in measurement tests, we have measured the filtrate cleanliness with instruments that record as low as .05 ppm and the instruments read zero, so that it is less than .05 ppm.

This paper supplements and brings up to date a report prepared earlier this year and presented at the Eleventh Pan American Railway Congress in Mexico City. Most of the original report is contained in this paper in order to acquaint the reader with the project background. On December 1, 1961, construction of this locomotive was completed. Stationary testing started immediately, and a host of problems in various areas were uncovered. Many of these had no relation to the use of coal in a direct fired gas turbine. All of them emphasized the problems which plagued previous projects of this kind. In 1944 the Locomotive Development Committee of Bituminous Coal Research, Inc., was formed to study the problems of combustion, coal handling, and fly ash removal which would have to be solved before coal could be used to fire a gas turbine. By 1947 this committee was composed of the chief executive officers of nine eastern railroads and five eastern coal companies. All of the members of this committee were vitally concerned in a coal fired gas turbine because coal cost only one-fourth as much per heat unit as fuel oil. A number of research projects were started to develop and test components on a small scale. This included work at John Hopkins University, Battelle Memorial Institute, Institute of Gas Technology at Chicago, Purdue University, and Southern Research Institute. By 1946 a pilot plant had been installed at the Dunkirk, New York plant of Alco Products Div. of American Locomotive Co. The U. S. Bureau of Mines made available to the Locomotive Development Committee (hereafter called LDC) a Houdry process gas turbine plant, originally destined for a Russian oil refinery. The full scale pilot plant was used to evaluate the results obtained from the small scale studies under actual gas turbine conditions. Operation of this plant disclosed a number of problems which had not been discovered in the small scale tests. By 1951 four 250 hr tests had been conducted with the Houdry gas turbine to test out a variety of equipment. The major problem concerned the removal of abrasive fly ash from the products of combustion so that wear on turbine blades would not be excessive. The first 250 hr test showed that the original fly ash separating equipment was inadequate. Large ash particles passing through the turbine blading were nicking the leading edges of the first row blades. At the conclusion of the second 250 hr test, erosion was so severe that the first row of stator and the first row of rotor blades were replaced. At the end of the third 250 hr test, it was necessary to replace the first three rows of stator blading. The fourth test was used to test out a new design fly ash separator developed by LDC and named the Dunlab tube. This device gave more encouraging results than any of the others tested. Early enthusiasm for overcoming major difficulties had resulted in placing an order in 1946 with Allis-Chalmers Mfg. Co. for a 3750 hp regenerative gas turbine. The gas turbine, together with associated combustion and ash removal equipment, coal handling equipment, generators and gear reduction unit was installed at Dunkirk by 1951. A 750 hr test was made in 1952 with the LDC-Allis Chalmers gas turbine power plant. At the end of this test it was necessary to replace the first four rows of both rotor and stator blading. Rows 5 and 6 did not require replacement. In 1953 the American Locomotive Co. joined with LDC and assumed an active role in equipment development and manufacture. During 1954 LDC-Alco operated the rebladed gas turbine 300 hr to determine if a new fly ash separator was adequate. Performance of the improved separator was considerably better, but trouble was experienced with clogged blowdown lines from the Dunlab tubes. When these lines clogged it permitted the passage of abrasive particles. In 1955 a total of 1421 hr was run. This included 243 hr of cycle operation on Union Pacific coal from the D. O. Clark mine at Superior, Wyoming. During the 243 hr a total of 370 tons of coal was consumed. The purpose of this test was to determine if U.P. coal was suitable for use in a coal fired turbine. It was the unofficial opinion that it was as good or better than the eastern coals that had been tested.

INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year&apos;s amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE&apos;S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan&apos;s status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan&apos;s share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan&apos;s coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan&apos;s demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal.
