Isothermal salt bath annealing of 0.014-in. thick 3 pct Si-Fe sheet was conducted at temperatures ranging from 927" to 1260°C in order to investigate the grain-growth behavior. Within the temperature range studied normal grain growth did not take place; instead nucleated grain growth prevailed. The nucleation frequency was found to increase with the annealing temperature, with corresponding decrease in grain diameter of ultimate secondaries after long-time annealing. Large secondaries grown by low-temperature isothermal annealing are essentially of (110)[001] orientation, and the (110)[001] texture is strong. The relatively small secondaries grown by high-temperature isothermal annealing also have orientations near (110)[001] as an average but widely scattered; thus the amount of (110)[001] texture is found to decxease with isothermal annealing temperature. Grain growth and texture development at various annealing temperatures can be described by families of sigmoidal curves with the time axis. ThE cube-on-edge (110)[001] texture and predominating large secondaries in fully annealed 3 pct Si-Fe are customarily produced by a 1100°C annealing of a primary recrystallized sheet. On annealing the primary recrystallized sheet above the temperature at which secondary recrystalliza-tion starts May and turnbull' have demonstrated that secondary grains decrease in size as the temperature is increased. The phenomenon was attributed to a decrease in the (G/N) ratio where G is the growth rate of secondary grains and N is their nucleation frequency. In addition, the growth of grains in orientations rather far from (110) [0011 occurred. The present investigation is devoted to detailed rate studies of the same phenomenon. Mi-crostructure, magnetic anisotropy, and texture data were obtained on strips of 3 pct Si-Fe isothermally annealed for various lengths of time in a BaC12 salt bath at temperatures ranging from 927' to 1260°C. The texture results are reported elsewhere.2 EXPERIMENTAL PROCEDURE Commercial 0.014-in. cold-rolled silicon-iron strip (3.16 pct Si), prepared by two stages of cold rolling with an intermediate short anneal, was given a decarburizing 3-min anneal at 800°C. Metallo- graphic studies indicated complete recrystallization. In order to provide a protective atmosphere and to obtain a rapid rise to an elevated temperature, a BaC12 and NaCl fused salt bath was used to heat samples isothermally at temperatures from 927" to 1260°C for various lengths of time. Torque magnetometer measurements were made on 1-in.-diam disc specimens before and after annealing, since magnetic torque curves supply information on textures and texture changes. Surface layers of the strip samples were polished and etched to reveal the grain structure. The diameters of grains were measured from micrographs at X100. The average value of diameters of matrix grains was established. Individual grains in the micrograph were cut out separately along grain boundaries. These grains were classified either as matrix grains or growth grains. The percent weight of growth grains in the cut-out patterns was reported as percent growth. Manv of the individual grains in the annealed samples were large enough to be X-rayed with a 5-mil beam for Lauegrams. Complete (110) pole figures were obtained for the primary recrystallized structure and short-time annealed structure with CoKa radiation at 30 kv in the back-reflection range, such as (220) for (110) poles, as described recently by Newkirk and ~ruce.~ Both the X-ray optics and the technique for pole figure differed slightly from those adapted previously.4

GLASS razor blades, glass chairs, and marble window panes attest that creative genius was still active in 1935. Many less striking, though doubtless more important, developments are to be recorded for the nonmetallic mineral industries, and not the least of them is the establishment of an Industrial Minerals Division in the A.I.M.E. under the able leadership of Samuel H. Dolbear, Chairman. Thus the nonmetallics are rightly granted equal dignity with metals and fuels in the category of mineral industries. The brief review of progress that follows merely touches the fringe of important developments in this broad field.

A STUDY of copper and silver base alloys was made with the object of finding, if possible, useful alloys subject to dispersion hardening. These studies led to the discovery of several alloys showing considerable dispersion hardening, the most important of which, the alloys of copper with iron, nickel, cobalt and chromium silicides, have since been very ably reported by M. G. Corson.1 This paper is offered as a few notes covering alloys other than those described by Corson and some further data on the silicide alloys.

Discussion of the paper of CHARLES E. WEAVER, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 103, July, 1915, pp. 1419 to 1427. MILNOR ROBERT, Seattle, Wash.-A year ago at this time, 12 wells were being drilled for oil in western Washington. Some excitement attended the operations; many thousand acres of land were leased to oil companies and stock was widely advertised. The location of the wells may be described by referring to the conclusions in Dr. Weaver's paper, in which the State is divided into four areas. In the area described first, which includes the Cascade Mountains and eastern Washington, where conditions are decidedly against the existence of commercial oil fields, no new drilling was reported. In the second area, the Puget Sound Basin, where conditions are unfavorable, but to a less degree, five wells were being drilled. The third region, covering certain parts of southwestern Washington, contained four drilling wells and several others projected or beginning operations, in spite of the absence of petroleum seepages. None of the wells mentioned is fully active today. On the western side of the Olympic Peninsula, along the Pacific Ocean, are three wells which have been the scene of operations for the past two to three years. The region they are prospecting contains seepages of light oils and is the fourth area described in the paper. The difficulties of transporting both men and supplies to the well sites have delayed operations and brought the costs up to high figures. The drilling of these three wells is interesting on account of the presence of oil in nearby seepages and its occasional appearances in the material penetrated. A. C. The geological conditions on the Peninsula are not similar to the conditions in California, and it would not prove to be a continuous belt of oil-bearing territory from there to here if oil should be found at either end.

The Cornucopia district is situated in northeastern Oregon 25 miles from the Snake River branch of the Oregon Short Line R.R. and 75 miles northeast of Baker City, in the Wallowa Mountains. The formation is principally granodiorite, which has intruded much older rocks locally known as greenstone, and which are probably altered schists. In the upper horizons of the veins, greenstone is found as inclusions in the granitic mass. Both of these formations have been cut by numerous basalt, aplite, and porphyry dikes. Veins of the district are the result of faulting and the consequent crushing of the wall rock. The ore has been deposited irregularly along these faults and formed a lenticular type of vein. The ore varies in width from a few inches to 20 ft.; the average stoping width is about 5 ft. As the basaltic dikes are subsequent to the ore deposition, they are at times a hindrance in development and mining operations; on the other hand, a dike which has followed a vein as a line of least resistance often serves as a good mall in place of the crushed, rather loose granite. The veins generally strike northeast-southwest and dip about 35" to the west. Orebodies are from 100 to 300 ft. in length and about the same in height. The lenses are irregular; inclusions of wall rock are common in the ore and are a factor in reducing the grade. The ores are quartz, carrying some free gold near the surface, but the metals for the most part are in iron sulfides, sometimes associated with chalcopyrite. The gold and silver are in a mechanical combination with the iron, which requires find grinding to liberate them. The ratio of silver to gold is 5 to 1, by weight. Development The Cornucopia Mines Co. owns, and operated until 1920, two mines and two mills of 100 tons capacity each. The sustained high costs and labor shortage, however, necessitated the abandoning of the Union mine, the oldest in the district. Two crosscut tunnels were then started, first, to cut the Last Chance vein at a much lower horizon and, second, to prospect two parallel veins. The ore from the Last Chance vein will go to the old Union mill and the ore from the new veins to the Last Chance mill.

The gas-lift is a comparatively recent development in the Oklahoma and Kansas fields. It was used to some extent in the old Dilworth field several years ago, but the first extensive installations were made in the Tonkawa and Garber fields in Oklahoma early in the year 1926. Compressor Equipment During the early development of the system, the equipment used generally consisted of small tandem compressors of about 250 cu. ft. per min. displacement, driven by automotive-type gas engines, using a short belt drive. These compressors were first installed at the individual wells largely as an experiment. After the experimental installations had proved the method a success, it was considered economically advisable to centralize the compressor equipment in strategically located stations. However, as the information in regard to "gas-lift flowing life" was anything but definite, and the most optimistic estimates in regard to it did not exceed six months, portability of equipment was still the first consideration in the minds of many operators, who continued to install srnall semi-portable com-pressors in their centralized stations. As electric power became available in the fields, the electric motor came rapidly into use as the prime mover for the small compressors. The operating cost of this motor is greater than that of the automotive-type gas engine for the same power output, but the greater continuity of service tends to balance the extra cost. Aside from the semi-portable units, a number of strictly portable compressors were used. These consisted of automotive-type gas engines direct connected to vertical compressors. The unit was assembled on one base and could be mounted on wheels or skids as desired. The chief objection to these, in the writer's opinion, was their small capacity— approximately 150 cu, ft. per min.—which made it necessary to use two, three, and sometimes more units per well, thus making the installation rather costly. However, they have been found valuable for test purposes and emergencies, where installation time is an important factor.

THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great aggregates-preparation plant of the Six Companies, Inc. to supply. construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con¬tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0. The design capacity is 1000 tons an hour. Activity with the legislation proposing to liberalize War Minerals Relief Act has now started before the Committee on Mines and Mining of the House. They are considering House Joint Resolution No. 170, which brings out the fact that war minerals claims in excess of $15,000,000 had been filed but that a considerable portion of the claims are being denied because of the Attorney General's. interpretation of the Act. The resolution states that it was the intention. of Congress in passing the War Minerals Relief Act "that all producers of the minerals mentioned should be repaid such sums as they are in equity and good faith entitled." The Attorney General's opinion is that the request or demand must have been made on the claimant direct. The resolution provides. that all claimants "who in response to any personal, written or published request or demand from any of the Government agencies-mentioned-in said Act in good faith expended money in producing or preparing to produce any of the ores or minerals named-therein *-*-* and have heretofore filed their claims within the time and-in the manner prescribed in said Act" are to be reimbursed for the n t-losses-incurred.

Pulsifer presented a paper on The Metallurgy of Aluminum and Magnesium; it was discussed by C. H. Clapp and F. A. Linforth. J. C: Horgan presented a paper on The Manufacture of High Explosives and their Use in Metal Mines; it was discussed by C. W. Morse, J. J. Carrigan, and C. W. Goodale. The matter of reformed spelling as proposed in a circular letter coming from Palo Alto, Calif., was discussed, after which the Secretary was instructed to write to Secretary Stoughton and ask that when the matter is opened for discussion in New York he present the emphatic protest of the Montana Section against the alleged reforms in spelling. * The greatest and richest iron ore body in the world was discovered by U. S. Steel in Venezuela in April 1947, and is disclosed for the first time in this issue (p. 178), One solid mountain of ore, Cerro Bolivar, will furnish more tonnage than the famous Hull Rust pit at Superior has, or can produce. Total resources are on the order of 2 billion tons plus. Big Steel is now moving with great speed on construction to bring out this ore, and 10 million tons are scheduled for shipment into Baltimore and Birmingham by late 1952. This ore will arrive at, Pittsburgh at a price lower than present natural ores from Superior. The Venezuelan properties will be completely mechanized. •U. S. Steel and independent companies are embarking on a taconite beneficiation program of tremendous proportions, which must be speeded to completion in the 1950's (see p. 185). By 1960 over $l.2 billion dollars will be spent on Venezuela, taconite, and Labrador to solve the United States iron ore crisis. In addition, U. S. Steel will spend another $300 million plus for a new steel mill at Trenton, N. J., before 1955. •The Deister Concentrator Co. gave $500 to the 1950 Coal Division Scholarship Fund. •Howard N. Eavenson, in analyzing the bituminous coal situation (see p. 193), suggests that anti-trust laws be extended to labor unions, disinterested trustees to administer pension funds, begin pension funds now and stop the collection of all "check-offs" for union dues or funds. •Minerals and metals worth 13.9 million dollars were produced in the United States in 1949, Secretary of the Interior Oscar L. Chapman announced. Although this value was 11 pct less than in 1948, it was the second greatest in history. Nonmetallics was the only major group that in 1949 equaled the 1948 production high. Mineral fuels decreased 12 pct and metals 15 pct. • Prospects for making gas from coal are seen to be unattractive by the Pittsburgh Consolidated Coal Co. because the success of operation depends on price and supply of coal which presently are not attractive. The company has shut down its gasification plant at Library, Pa. * Economic prospects for the immediate future in the United States are good and business probably will continue at its present high levels throughout at least the early part of 1950, Secretary of Commerce Charles Sawyer said in his year-end report to the White House based on his personal survey of business conditions. •A 467-ft well 34 miles north of Rock Springs, Southwestern Wyoming, is said to be flowing a 5 pct solution of nearly pure trona (sodium carbonate) at the rate of 10,000 barrels a day. Trona, natural soda ash, is mined for the chemical trade at Searles Lake, Calif., and from about 1500 ft underground near Green River, Wyo., and has been in short supply. •The AEC is "very much interested" in a discovery of radioactive material that has been made in Baraga County bordering Lake Superior in the Upper Peninsula of Michigan, reported F. G. Pardee, Michigan State mining engineer. The material has been identified as uranium oxide in the form of pitchblende or uraninite. The discovery, made by a geologist of the Jones & Laughlin Ore Co., is the only instance in which the commission has certified samples of Michigan rock.

Adsorption of potassium dodecyl xanthate from aqueous solutions on artificial and natural zinc sul-fides was studied by means of infrared absorption spectroscopy. The adsorption species and their stabilities varied depending upon the conditions of the surfaces of the zinc sulfides. Adsorption products were analyzed after they had been removed from the surface with pyridine. Zinc dodecyl xanthate was confirmed for surfaces covered with oxidized products while dodecyl alcohol and carbon disulfide were detected on purified or weakly oxidized surfaces. It is of great significance to study the adsorbed species of collectors on the surface of sulfide minerals with a view of increasing our understanding of the mechanism of flotation. Compared with other methods, infrared spectroscopy promises to be of particular value in determining the nature of the species adsorbed at the mineral/solution interface since it gives direct identification of the adsorption products; and, furthermore, it has an advantage over the electron diffraction technique which has been employed in similar problems in that infrared spectroscopy utilizes radiation of very low energy so that the probability of changing the unstable surface films during examination should be correspondingly decreased. Infrared spectroscopic studies concerned with sulfide mineral flotation have already been reported by several investigators on zinc sulfide-hexanthi01' and lead sulfide-xanthate2,3 systems. The purpose of the present study was to investigate the adsorption of potassium dodecyl xanthate (KDX) at the zinc sulfide-aqueous solution interface by means of infrared spectroscopy. Rarely is the pure zinc sulfide-xanthate system encountered in practical flotation since zinc sulfide is usually activated with small amounts of certain metallic ions, such as copper ion. However, investigation of the pure zinc sulfide-xanthate system appeared promising for studying the fundamental mechanism of the adsorption of xanthate on the sulfide minerals. Although there are few cases where xanthates having an alkyl radical higher than hexyl are employed in practical operations, KDX was used in this study since it was reported that the adsorbability of xanthate on zinc sulfide was increased with an increasing number of carbon atoms of the alkyl radicals.4 EXPERIMENTAL Samples: Experiments were made on artificial zinc sulfide and natural sphalerite. The artificial zinc sulfide was obtained commercially from Dainihon Toryo Co. as a fluorescent pigment of the purest grade A. Considering the fact that there are often cases where the surface of sulfide minerals are apt to be oxidized so that the adsorption of xanthate at sulfide mineral/solution interfaces may be substantially affected, two different procedures were employed in preparing the samples of the artificial zinc sulfide. 1) The zinc sulfide was washed with hot concentrated ammonium chloride solution (300 g per liter) to remove surface oxidation products and followed by washing with deoxygenated hot distilled water by centrifugation until the constant electric conductivity of the solution was reached (Sample I) (specific conductivity of the solution = 8.6 x l0-5 ohm-' cm-'). 2) Sample I in a suspension of 5% by weight was oxidized with a 1.5% aqueous hydrogen peroxide solution for about one hour, and then was washed with distilled water as mentioned in the preparation of Sample I (Sample 11) (specific conductivity of the solution = 1.0 x 10"4 ohm-' cm-'). Both Samples I and II were dried under vacuum and stored in a vacuum desiccator. The specific surface areas of the samples determined by the BET method using carbon dioxide gas were 19 x l04 cm2 per g for Sample I and 35 x l04 cm2 per g for Sample 11. In addition, a sample which was derived from Sample I was also prepared. In 40 ml of 3 x 10-2 M zinc sulfate solution was placed 2 g of Sample I for 2 hours, washed with distilled water by successive centrifugation until no sulfate ion could be detected and dried under vacuum (Sample 111). The results of theoretical studies, experiments, and practical experience from work in the United Kingdom, Belgium, Poland, the Soviet Union, and the United States are summarized Conclusions are drawn from these efforts and the prospects for the future development of automatic mine ventilation systems are explored.

The ability of activated charcoal or carbon to adsorb complex metal ions has been recognized for many years, but it wasn't until the late 1940s and early 1950s that attempts were made to employ carbon-In-Pulp or C. I. P. processing to the recovery of gold. Early plants using the process were those at the Golden Cycle in Cripple Creek, Colorado, the Getchell Mine near Golconda, Nevada, and at the Idria Mine in Honduras. Recovery of the carbon from the pulp was done by screening or flotation, and recovery of gold from the carbon was done by burning the carbon (a very difficult task) or by sending it to a smelter. Unfortunately at the time, the price of gold was still fixed at $3-5 per ounce and labor costs were rising to the point where these mines were no longer able to operate. Consequently, C. I. P. treatment was temporarily forgotten. In the early 1970s, however, Homestake Mining Company at Lead, South Dakota, were being forced by environmental regulations to discontinue the use of mercury for amalgamation in their 7,500 ton per day plant, and at the same time were encountering high labor costs in the slime circuit of the plant, where over 2,000 tons of slimes were filtered each day in Merrill plate and frame filter presses. Shortly before that, researchers of the United States Bureau of Mines had developed the caustic -cyanide method of stripping gold from activated carbon and an electrolytic cell (now known as the Zadra cell) to recover gold from the carbon strip liquor. Homestake and the United States Bureau of Mines then jointly operated a C. I. P. pilot plant at Lead. Results were immediately favorable and a 2,400 ton per day C. I. P. plant was then built to treat the slime fraction of the Homestake ore. (See Au and Ag Cyanidation Plant Practice, Volume I, SME of AIME, 1975. Later, Homestake built a second plant at Creede, Colorado, to treat the slime fraction of the tailings from a silver-lead flotation plant. Next was Duval Corporation's 3,000 ton per day C. I. P. plant at Battle Mountain, Nevada. Both of these latter plants are described in this volume. C. I. I HAVE had an opportonity, within the last few months, of making a large number of physical and chemical tests of steel for boiler and ship-plate, which has been, and is now being, used principally for the United States Government cruisers, now building in Mr. John Roach's yard, at Chester, Pa. Through the courtesy of the Messrs. Houston, of the Chester Rolling Mills, I have the honor to lay before the members of the Institate the results of these tests. These results have developed some points in regard to the nature of steel, which are more or less new, and which, I hope, will prove interesting. The original specifications, as regards the manner of testing, were so inipracticable (when their severity mas taken into consideration), that the keel of the first vessel, which will be launched next month, would, had they been carried out, probably not have been laid until next year. At my suggestion, in order to simplify and expedite the immense amount of testing that had to be done, the Naval Advisory Board was induced, after considerable discussion, to alter the specifications, so as to test each heat, instead of each lot of twenty plates, but reserved the right of making the quenching-test on a piece from each ingot, after it had been rolled. This relieved us from the anxiety of having a lot of plates rejected, after they had beell rolled and sheared, by reason of the presence of one or two plates which might have been injured in heating or rolling, or which might not have been able to stand the tests; while it insured the Government in obtaining a uniform quality of steel, and prevented the temptation to introduce a half-dozen or more had plates in a lot, and run the risk of their being selected as the testplates. For the past year we have had in use at the Durham furnace a set of hollow pig-patterns made of iron, which have given such satis factory results that I think a description of them would be of interest to the members of the Institute. Before the introduction of these iron patterns, we used the ordi nary wooden patterns, made in the usual way with straps of iron along the sides to protect the corners from wearing off. The size and shape of these wooden patterns are shown in Fig. 1. When the patterns were new, the pigs weighed about 130 pounds each, and were uniform in size, and the moulding was clean. But constant use soon wore the patterns away; and at the end of a few months, the pigs had become, in consequence, so much lighter that the moulding, daily, of several additional beds was necessary to accommodate the same quantity of iron. As the patterns wear away, the moulding becomes ragged and the pigs rough. Moreover, wooden patterns are often destroyed by fire. I have known an entire set to be destroyed by a break-out of iron. The iron pattern which I have designed is free from all the objections to the wooden pattern, being not only more durable, but, in the long run, far cheaper. The iron pattern having the same shape and size as the wooden one, is made of the best flange-iron, of No. 13 gauge. After the sheets have been cut to the proper size, three heats are required for the flanging. At the first heat, each piece is stamped in a cast-iron form, which gives the proper shape to the bottom part of the pat-

H. S. COE, St. Louis, MO. (written discussion *)-I feel much gratified that Mr. Mishler has confirmed those principles of slime settlement expressed by Mr. Clevenger and myself. I wish to state that, when we wrote the article referred to by. Mr. Mishler we had not seen his earlier article in which he gave a formula to be applied to the settling rate off feed pulp for determining thickener area required at El Tigre. It has been my experience that in cyanide work the settling area required is determined by the settling rate of the feed pulp for perhaps 20 per cent. of all of the ores to be encountered. For the other ores, the area required is greater than that indicated by the settling rate of the feed and corre-sponds to the settlement of a somewhat thicker free-settling pulp. Mr. Mishler, in his paper, has thoroughly outlined a set of tests for determining thickener capacity, which, if carefully carried out, should be entirely reliable, provided allowance is made for changes in the mill feed from time to time. Two features of his paper, I, believe; need comment. In speaking of the time required for slime to flocculate after being fed, Mr. Mishler quite properly states that the actual settling rate for the feed pulp can-not be that of completely flocculated pulp because of this time lost in flocculation. It seems to me, however, that this feature cannot be of very great importance, for the following reason: The upper zones of pulp in a thickener may be, and often are, as thin as the feed pulp. If, therefore, the feed be introduced at sufficient depth below the pulp surface to prevent agitation at the surface, there will be ample time for it to become flocculated before it becomes the surface layer, and it, will

E. E. Schumacher.*—DO YOU control the humidity in your test room? What effect does the environment have on your results? E. H. Kelton.—We do not attempt to control the humidity. As a matter of fact, the humidity in the beam tests that were conducted in a constant-temperature room varied widely and, as far as we know, there is no effect. The tension tests were conducted largely in an oil bath. I suppose there would be an effect in highly corrosive atmospheres, sufficiently corrosive to notch the specimen; otherwise, I would say none. E. A. Anderson.*—The effect of the humidity on the corrosion of zinc does not become important until the relative humidity is 70 per cent. At that point the corrosion products are capable of absorbing moisture and the corrosion rate increases. Below that point corrosion is almost imperceptible. This does not take into account any effect due to stress. That may be important. E. E. Schumacher.—Recently 1 have become very conscious of the enormous effect that surface films can exert on the physical properties of certain alloys. Shortly, we are publishing an article in which it will be shown that the fatigue endurance of some lead alloys can be changed markedly by merely changing the type of film placed on their surfaces. Changes as great as tenfold were observed. These findings make me wonder whether in your creep test you might not obtain quite variable results, depending upon the type of liquid medium used to immerse your specimens. Did you use more than one type of oil and, if you did, what were your results? E. H. Kelton.—I think we have used no more than three different oils, and we could not see any difference in effect.

A REGULAR meeting of the Executive Board 'of American Engineering Council was held in the Onondaga Hotel, Syracuse, N.. Y., Feb. 14, 1921, with the president, Herbert Hoover, presiding. Reports of committees were presented and acted upon as follows: ENGINEER ON INTERSTATE COMMERCE COMMISSION The second meeting of the Committee was. called because it was represented to the Committee' on Pro¬cedure that the American Society of Civil Engineers, the American Association of Engineers, and the Ameri¬can Institute of Consulting Engineers were anxious to have President-elect Harding appoint an engineer to fill one of the vacancies on the Interstate Commerce Commission. The representative of The American Society of Civil Engineers agreed to endorse the recom¬mendations- of American Engineering Council, and the Committee on Procedure prepared and sent a letter to the President-elect, a - copy of this letter being sent to each member of the Board. No names were suggested. . The appointment of an engineer on the Interstate Commerce Commission was approved and the Board, after approving the action of the Committee 'on Procedure in writing the President-elect, voted that, if requested, the Committee on Procedure submit a list of not less than six names for the appointment of an engineer on the Interstate. The present tribute to a great pioneer in the steel industry, with the accompanying remarks upon the town of Sheffield, which has remained to this day what his invention made it, an important center of that industry, originally formed a part of the paper on "Iron Alloys," prepared, at the invitation of the Council of the Institute, for the Chicago meeting of August, 1893. That paper, begun with the intention of dealing with many alloys of iron, became, of necessity, through the limitations of time on the part of the writer and of space in the Transactions of the Institute, mainly a discussion of the principal modern commercial alloy of iron, manganese-steel; and much introductory and general matter was consequently omitted. The Secretary suggested, however, that this particular portion would be interesting and appropriate as a separate contribution, and I therefore present it as such, offering the foregoing statement simply as an explanation of its incomplete character. If I had undertaken to write a paper upon this subject alone, I should have felt myself bound to bestow upon it more elaborate research and to treat it with more abundant details. It was in the immediate neighborhood of Sheffield that the first successful process for the fusion of steel on a commercial scale saw the light. The late Dr. Percy, a leading authority in general metallurgy, says: " Formerly, so far as I am aware, steel was never melted and cast after its production; and in only one instance, viz., that of wootz was it ever molten during its production.....Now, by the fusion and casting of steel after its production its heterogeneousness is remedied, and ingots of the metal may be procured of perfectly uniform composition throughout; and for the practical solution of this important problem we are indebted to Benjamin Huntsman, of Sheffield." As a recent American journal appropriately remarks: " Huntsman's patient efforts, at last rewarded with success, entitle him to an elevated niche among the heroes of industry. MANY years ago, I expressed the opinion, in writings and otherwise, that it was possible to desulfurize zinc blende autogenously, i.e., without the use of extraneous fuel, and that at some time this would be accomplished. This opinion was based on thermal calculations and also on observations of the behavior of blende during roasting in different ways, all of which observations tended to confirm the theoretical calculations. Among such observations were things like the following: Once in carrying out the stall roast of cupriferous pyrites as a regular metal-lurgical operation, I was minded to charge a stall with lump blende, ranging from walnut to egg size, as I recollect, following the same procedure as with pyrites, and setting fire to the kindling wood, observe what would happen. The blende charge ignited well enough and bravely began to burn, quite actively the first day, at a diminished rate the second day, while on the third day burning ceased and the charge quickly became cold. It was just like trying to set a grate full of anthracite afire with insufficient kindling wood. The volume of air drawn through the stall was too great, quickly cooling the entire contents below the ignition temperature, which means, of course, that burning ceased.
