The extent to which sizing by sieves should be carried, as a preliminary to the separation, by jigging, of minerals of different specific gravities, has been a matter of controversy for many years. The subject has been investigated by several authorities, yet the ground does not seem to have been completely covered, nor are the questions involved entirely settled. For my present purpose I shall refer to but three investigators—Rittinger, Munroe, and Hoppe. In seeking additional light, I have gone over part of the old ground which has been considered satisfactorily settled; and since these preliminary tests have thrown light on some points, they have been included in this paper. In the investigations here described, I have confined myself, for several reasons, wholly to small sizes—grains of 0.1 inch in diameter and less. Rittinger's work was mainly done upon larger sizes, and there is much need among millmen of information concerning the smaller sizes. Moreover, these sizes brought the investigation within the means at my disposal. The laws that have been claimed as the laws of jigging by the several authorities are: 1. The law of equal-settling particles. 2. The lam of interstitial currents. 3. The law of acceleration. 4. The law of suction. The first of these has been considered by investigators, generally, to be the most important of all, and the larger part of the work of jigging is thought to be governed by it. But that it does not cover the whole of jigging is clear to all; and to account for the increased efficiency which we may call the extra jigging-catch, the other three laws have been advanced. ALTHOUGH the United States has long led all other countries in both the production and consumption of mineral products, the trend seems definitely toward an increasing dependence upon foreign sources of supply. This is not to take the position that we are either a have or a have-not nation. For years we shall continue to secure a large proportion of our needed minerals: from our own mines, but we must face the fact that this century has seen "a more thorough and intense development of the mineral resources of the United States and a greater depletion of its irreplaceable mineral reserves than has occurred in most other countries. An audit of our mineral production given in the attached charts discloses the extent of our deficiencies. Because of these facts, low-cost foreign sources offer a promising field for the investment of a portion of our mining capital and an opportunity to obtain for the United States a greater supply of strategic metals and minerals. How. ever, to reach this end, the industrialist investing in the foreign field must have the full co-operation and strong backing of the Federal Government and the involved Federal agencies.

Although the question of the "waste of anthracite coal mining " has been so frequently discussed, and a committee was appointed at the first meeting of this Society to consider and report upon the subject, still but little progress seems to have been made in arriving at a conclusion as to how it ran be reduced. That committee made a preliminary report at the August meeting, 1871, in which it divided the question into three parts, namely: Waste in mining, in preparing for market, and in transportation. I shall not here refer to the first item, as so much depends upon the peculiar features of each separate mine, and the skill of those in charge; but in reference to the second, that of preparing the coal for market in breaker and screens, I wish to make some remarks. There is no use considering the question, whether the coal should be broken up to suit the fancy of consumers; all miners are satisfied that it should not be, but the consumers decide that they want it that way, and the miner must submit, and simply utter his maledictions upon the head of the man who first suggested a breaker or screen, if that is any consolation to him. What is called waste in this process of preparation, is the dust and fine coal, which results from the breaking and screening, and, as we all know, this is a very important percentage of what passes from the slope to the top of the breaker. Now, if this dust and fine coal can be utilized—the slate which is picked out is not to be taken into consideration as waste—then we get rid of this item entirely. There is no question in my mind that this article can and will be used as a steam generator at least, and I think, therefore, that in depositing

The application of the mass action law to the thermodynamic treatment of metal-slag equilibria is discussed. The consideration of the reactions essentially as ionic exchange equilibria is shown to be both an advantage and an aid for the elucidation of the theoretical treatment. This is illustrated by several examples. In general two different methods of application of the mass action law to metal-slag equilibria have been used by different groups of investigators. These could be called the oxide reaction and the ionic reaction approach respectively. At the recent discussion in the metallurgical section of the I.U.P.A.C. Congress in Montreal, 1961,' divergent opinions prevailed regarding the most rational way of applying the mass action law to metal-slag equilibria. This question is of fundamental importance in the treatment and understanding of theoretical chemical metallurgy. Consequently, the following is an attempt to contribute towards its clarification. As an example, the distribution of iron and manganese between molten iron and slag will be considered. During the prosecution of the aircraft-production program in 1917 and 1918, the writer visited many plants engaged in the manufacture of motors, planes and parts, in carrying out his duties as chairman of the Committee on Aircraft-engine Forgings. On several occasions, when the question of expansion was discussed, it was noted that there was confusion in the use of the terms: the true coefficient of expansion, a physical constant, and distortion in hardening. One engineer, referring to a steel shown in the accompanying table, stated that he could not consider it for crankshafts because of its excessive coefficient of expansion, while another steel, also Iisted in the table, was said to be especially good because it had no coefficient of expansion, since it came out of the oil bath perfectly straight. Many years ago one of our employees designed a new oil furnace; when asked what became of the products of combustion, he replied: "There ain't any, we burn them all up." While the coefficient of expansion is not without its effect in volume changes in hardened steel, it is not a determining factor in the matter of distortion and going out of shape. Irregular heating, uneven furnace bottoms, and carelessness in withdrawing the part from the furnace, as well as the manner in which the part enters the quenching bath are of greater moment. Generally speaking, also, steels of relatively low hardening temperature will distort less than those requiring higher hardening heats. The coefficient of expansion must be considered in engineering design most frequently when different metals or alloys are used in the same construction. For example, the difference of expansion between a steel crankshaft and an aluminum crank case might be of real importance and a steel with no coefficient of expansion would be much less desirable than one with the normal coefficient. About 15 years ago, the writer made many determinations of the coefficient of expansion at low temperature ranges, usually between 20' and 100" C. Among the materials tested were: Pure forged electrolytic iron, 11.73 parts per million for l° C.; cast aluminum (99.93 per cent. AI.),

Mark R. Lamb, Torres, Sonora, Mexico (communication to the Secretary*): I have read Mr. Merrill's paper with much interest, and cannot but accept his challenge as regards the cost of the clean-up at the Homestake mill. If I understand him correctly, the two men take the precipitates from the presses in about six hours, and do nothing towards refining them. If that is so, it would correspond to the work four men do here in about eight hours—that is, to clean the box and to place the precipitates in the driers. In order to make a fair comparison, the bullion in each case should be stated in ounces, since it is as diflicult to precipitate silver as gold, and our bullion is mostly silver. Bullion to the value of $50,000 is equivalent to a weight of about 2,500 oz. At our last clean-up eight standard bars, each 1,100 oz. in weight, were made, which equals a total weight of 8,800 oz'. Four men had the precipitates drying by 8 p.m. This plant, the Minas Prietas works of Charles Butters & Co., at Minas Prietas, has square-bottomed electrolytic vats, an arrangement which necessitates the handling of all the precipitates in buckets. The Butters plant at Virginia City, Nev., is equipped with conical vats, and probably could make a still better showing under similar conditions. Another point is that common labor only is required. (Ordinary laborer's wages at Minas Prietas are $0.70 gold.) I may say also that, except for the convenience of the refinery, the box could be cleaned monthly, instead of bi-monthly, at only a slight additional expense. The comparison, if made a few months ago, would have been much more in favor of the electrolytic process, as the tailings handled at that time contained a large quantity of copper, and the amount of zinc-dust required would have been enormous.

Gold was discovered in the Sierra Nevada by J. W. Marshall on Jan. 2, 1848. The town of Grass Valley soon sprang up and contained several stores in 1849; but the population of the town has always reflected the fluctuations in quartz mining. Gold-bearing quartz was found on Gold Hill in September 1850, and in the next two years most of the quartz-bearing veins in the vicinity were located. At first, the quartz was crushed in mortars with spring poles; the IIuff Co. took out $20,000 in this manner during the winter and spring of 1851. The first mill was put up in January, 1851. In 1866, there were in Grass Valley 248 stamps, crushing 71,420 tons of ore with an average yield of $30 to $35; in Nevada City, there were 142 stamps, crushing 14,200 tons, with an average value of $25. Rut in 1918, only two properties in this region, the Empire and the Korth Star, were producing Since then, there has been a revival of mining in the district and the following properties are being opened up: The Golden Center. In 1852, the quartz miners in Nevada County deeided that "each prospector shall hereafter be entitled to 100 ft. on a quartz ledge or vein and the discoverer shall be allowed 100 ft. additional. Fach claim shall include all the dips, angles, and variations of the vcin." This rule was in force until replaced by the Federal mining laws of 1872; these allowed quartz claims to be 1500 ft along the vein, with all the dips, spurs, and angles, and to have a width of 600 ft. IT is necessary occasionally to use aluminum-alloy sheet where moderately elevated temperatures are encountered. Considerable attention has been directed toward determining the influence of "artificial aging" on the room-temperature properties of the precipitation-hardenable alloys, as testified by numerous company reports and by references 1 to 4. Investigations on the properties at elevated temperatures are few, however,5-7 and have not always covered the range of times and temperatures of greatest interest. The present investigation was instituted to overcome this deficiency. The work was done for the Office of Production Research and Development of the War Production Board, under the supervision of the War Metallurgy Committee, as a part of the "restricted" Project NRC-548. It has been released for publication by the Office of Production Research and Development. As is well known, the high-strength aluminum alloys achieve their remarkable properties as a result of precipitation-hardening. In production they are subjected to a solution heat-treatment followed by quenching, to retain the supersaturated solid solution. The solution treatment is followed by "aging" (precipitation-hardening) either at room temperature or at a suitable elevated temperature. A considerable increase in tensile and compressive yield stresses results from precipitation at room temperature ("natural aging"). Through the elevated-temperature process ("artificial aging") it is possible to obtain values of yield stress considerably higher than those attainable by natural aging. The increase in yield stress is accompanied by a smaller gain in ultimate tensile stress and by a decrease in elongation. Further exposure results in "overaging," attended by a steady decrease in yield stress. In the production of the artificially aged materials, temperatures and times are selected to achieve full aging. The following important characteristics are associated with the process: I. All persons, actively engaged in your profession, must have a natural interest in the subject of weights and measures. All members of the engineering profession have to do with operations of weighing and measuring—some with measuring more than weighing, and some with weighing more than measuring—but all with both of these processes to a greater or less degree. Methods of weighing and measuring have improved constantly from the earliest times and have kept pace with the advance of other technical processes. It is, therefore, believed that you will be interested in a few remarks concerning some of the more recent advances in relation to the establishment of decimal standards of length and mass in this country. Before speaking of this, I will refer very briefly to some facts which may not be very generally known regarding our customary system of weights and measures. Although the yard is universally accepted as the unit of length, and the pound as the unit of mass, it is not generally understood, I believe, just in what respect the yard is the unit of length, or the pound the unit of mass. That is to say, it is not generally known in what degree these units have been legalized by Acts of congress. Doubtless, many of you are familiar with the facts which I will briefly recapitulate. The Constitution of the United States authorizes Congress to establish a system of weights, measures and coinage. The establishment of a system of coinage, as you know, was one of the first acts of the government, and the system then adopted is certainly one of the most perfect, if not the most perfect, that the world has yet seen. But, although Congress had the power to establish a system of weights and measures, it has never yet seen fit to exercise this power; that is to say, Congress has never yet

P UBLZCLTY and engineers do not mix. In the very words of my subject, there is an apparent contradiction. In the past, publicity has been abhorrent to the engineer. It seems to be true that the engineer, because of his training or his background, has developed a state of mind which omits publicity. At any rate he has done a poor publicity job for himself. The average engineer is self-conscious; he ought to be class-conscious. If T should ask the men in this hall to get up one by one and tell who they are and what they have done, there would be an instinctive reaction in the mind of each man-a feeling that this was out of place. If I should ask each man to get up and tell something about his neighbor, I should find that each neighbor, once he got acquainted with the man next to him and understood what he was doing, would be as human and as generous-hearted in telling about his brother engineer as is any professional man.

The tin deposit of Monserrat; Bolivia, consists of one major vein 1600 m in length. The ore is unusual because of the notable quantity of teallite, even though cassiterite is the principal tin mineral. The deposit, formed at shallow depth under a wide range in temperature, may be classed as xenothermal. Polished sections reveal a complex history of replacement, with low-temperature minerals deposited before high-temperature minerals.

The Whitwell firebrick hot-blast stove, for furnace use, may be seen in its three main stages of development in the accompnying drawings. Fig. 1 is the stove of 1869, the year in which it was thoroughly tested at the Consett furnaces, England; Fig. 2, the stove of 1876 and 1877, in which it was intended to reduce the cost by increasing the height; Fig. 3, the stove of 1880. Many modifications were made from time to time, generally in the direction of improvement, but the drawings illustrake the main features of progress. In the stove of 1869 the plan was to introduce the gas at A, and pass it up and down between each alternate wall, the air in the reverse direction, passing in at B. The friction in this stove was so great, owing to the restricted area of the passages and the many revervals of the gaseous current, that it was deemed imprudent to build the stoves higher than 28' 6". Another reason mas that the great importance of cleaning was carefully kept in view, and it was very difficult to operate any hand scraper even to this depth. For these reasons the 22' X 28½' stove held the field for several yearn. A slight change made from this was to the 18' X 40' stove, where the height was increased, but the dumber of walls diminished. In this stove the friction was somewhat reduced, but so was the heating surface, and although it cost a little lea it was not any better. The next important change, seen in Fig. 2, was by increasing the height to GO feet and keeping the full number of walls in the stove. The heating surface and mass were much increased in proportion to the cost, and the friction decremed by alterllating over and under two or more walls, instead of one, as formerly. This stove gave admirable satisfactiou, but, although the proper doors were provided, it was very difticult to clean, owing to the long (distance the scrapers lid to traverse. As a practicing mining engineer, I face many rock mechanics' problems daily and would like to mention one or two examples to illustrate the current gap between laboratory investigations and actual field problems. I would like to endorse Dr. Obert's suggestion that more field measurements and observations should be undertaken. There is an ever-increasing body of data beginning with Hast's results in Sweden,l then measurements at Elliot Lake, Canada, and so on, including our own measurements at White Pine, which clearly indicate that the horizontal stresses underground are often at least as large as the vertical stresses. Visual obsenation of the deformation of roof and pillars (including failure due to horizontal compression) also demonstrates that the horizontal stresses are often most important. Yet almost every laboratory investigation begins with the assumption that the only stresses acting are vertical. Roof spans in layered formations. for example, are calculated on the assumption that the rock behaves as a gravity loaded beam. This is all too often unrealistic. Roof bolts are also often considered to be simply means of suspending the gravity loaded beams. As Dr. Reed has mentioned they are probably, in fact, acting to restrain a beam which is attempting to buckle due to lateral pressure. The fact that moisture can reduce the strengths of some rocks as much as 50 percent has been known for many years. In the mine me are almost always faced with wet rock, yet no one has investigated ways in which this wakening effect can be overcome. as, for example, by waterproofing the rock. C. Fairhurst, University of Minnesota I would like to mention that we have found,2 from stress-relief determinations, that appreciable (over 1000 lb per sq in.) horizontal pressures occur also at the surface in granites quarried in central Minnesota. Whilst I agree that more field measurements are desirable, it is important to point out that most university research is undertaken by graduate students who must attend classes daily. Their research is therefore restricted to the laboratory. A.M. Starfield, University of Minnesota No one denies the importance of obtaining: data from field measurements. It is equally important, however, that field measurements be guided by theory. Much time and money can be wasted by indiscriminate measurement. An example of the value of theory in interpreting measurements is given in Dr. Obert's comments on the time dependent strain observed in a salt mine. He anticipated that the stress at the wall of the opening would change with time because salt is viscoelastic rather than elastic. The Snoek peak induced by solute nitrogen in chromium was studied. A rapid quenching rate is required to maintain nitvogen in solution in sufficient concentrations to be detectable by internal-friction techniques. An expression for the tertninal solubility, c, of nitrogen in weight pevcent is log,,c = -4130/T + 1.05. The diffusion of nitrogen in zhromium determined by internal friction is SNOEK&apos;S theory1 of the stress-induced ordering of interstitial solute elements in the bcc lattice has been used to deduce information on the behavior of interstitials in a number of bcc metals. Under the proper conditions, internal-friction studies of "Snoek peaks" permit a determination of diffu-sivities, solubilities, and precipitation kinetics of interstitial elements. Internal-friction studies of this type have been reviewed by Nowick,&apos; Wert,= Powers and Doyle,4 and others. The behavior of interstitial atoms in Group V-A metals and iron has been rather extensively studied in this way, and results are reasonably self-consistent. However, the study of interstitial elements using internal friction in the Group VI-A metals—tungsten, molybdenum, and chromium—is much less clear. Thus far, internal-friction studies have revealed a peak in tungsten tentatively attributed to carbon5 and a peak in chromium associated with nitrogen. In chromium, Bungardt and Preisendanz6 observed a peak at 180°C for a frequency of -1 cps which they associated with nitrogen. More recently, de Morton7 determined the diffusivity of nitrogen in chromium from studies of a nitrogen peak at 160°c for a frequency of -1 cps and from elastic aftereffect measurements. The objective of this investigation was to study the nitrogen peak in greater detail, to obtain information on the behavior of nitrogen in chromium. This information is of interest because nitrogen is known to have an embrittling effect on chromium. However, efforts to deduce the role played by nitrogen in influencing the mechanical behavior of chromium are handicapped by lack of information on its behavior and distribution in chromium. EXPERIMENTAL PROCEDURES The chromium wires used in these studies were drawn from arc-melted iodide-chromium stock that had been extruded, swaged, and centerless-ground to 0.25 in.-diameter rods. Internal-friction measurements were made in an evacuated torsional pendulum similar to the one described by Kê,8 utilizing wires 0.048 to 0.030 in. in diameter. A series of analyses of the fabricated wires showed that the major impurities were approximately 100 ppm Fe and a combined interstitial content of 50 to 100 ppm C, O, N, and H. A typical interstitial analysis of the wires after processing is 15 ppm C, 2 ppm H, 50 ppm O, and < 5 ppm N. Interstitial concentrations were determined by vacuum-fusion, combustion-conductimetric, and micro-Kjeldahl analyses. In general, vacuum-fusion analysis yielded a lower nitrogen concentration than did micro-Kjeldahl analysis. For consistency, the nitrogen concentrations reported in this investigation were determined by the former method. Heat treatments were carried out by encapsulating the specimens in quartz tubes containing argon. The fabricated wires were annealed at 1150°C for 1 hr to produce uniform recrystallized grain size of about 0.015 mm. Nitrogen and carbon were added to the fabricated wires by encapsulating them in a quartz tube containing ammonia or methane, and annealing them at 1150°C for 48 hr. In some instances, carbon was also introduced by coating the wires with carbon black prior to annealing.

IN THE changed circumstances which now confront the world, an international open-door policy is the only way to keep pace with the world&apos;s demand for oil. You may rest assured that as far as the British Empire is concerned, American capital for the develop-ment of oil resources is welcome, and little obstruction will be found in the way to permit the use of foreign capital in the group of countries which constitute the British Empire. In the war days we worked in close cooperation and harmony, but in disbandment of the Petroleum War Service Committee, when the war ended, I feel that it left its task unfinished. In the wake of war there appeared a ghost of war-time conditions in the form of belief that Great Britain was straining to corner the petroleum resources of the world. I am certain that if the war-service committee had continued its work in the period of reconstruction the real story would be known and this sinister ghost would have long since vanished before the truth.

THE first specimens of this material which came under my notice, as found in the State of Texas, were sent to me by Mr. J. C. Melcher, of Fayette county, soon after the organization of the State Geological Survey. I wrote him concerning it, and had the locality and manner of occurrence described, but 1 had no opportunity to visit and examine the deposit until the present field-season. Later, specimens were collected by Dr. Penrose and myself on a trip made by boat down the Rio Grande, from Eagle Pass to Hidalgo, in June, 1889. At the time of collection I marked the substance "Albertite," doubtfully, but, on examination, it proved to be nearer Grahamite. The geological horizon of the two occurrences is Tertiary. The first locality mentioned is in the upper part of the beds called by us Fayette beds, and provisionally correlated with the Miocene, or Grand Gulf of Hilgard&apos;s Mississippi section, while the latter is in the lowest strata of the Eocene which are exposed on the Rio

The Red-Ash colliery was the scene, March 6, 1900, of an explosion by which some fifty men were killed or wounded, and much property was injured or destroyed. On March 19th, the earliest date at which entrance was practicable, I examined the mine with the view of determining the extent, cause and point of origin of the explosion, and with the permission of Mr. F. Howald, the manager, and the owners of the property, for whom the examination was made, I present in this paper some results of that examination, comprising the essential portions of my report to them. Location and Plan of the Mine. The Red-Ash colliery, situated on the south side of New river, next below the Rush Run mine, with which the underground workings are connected, is a drift-mine, the entrance to which is on a slope, about 500 ft. above the river. (Fig. 1 is a plan of the workings, in which the points where human bodies were found are designated by numbers.)

MORE than 80 per cent. of the iron produced in the United States and over 30 per cent. of the world&apos;s annual production is obtained in the Lake Superior district. Though iron ore was discovered on the Marquette range in 1844, the poor transportation facilities retarded the development of this region for many years. The structure of the Lake Superior basin is essentially an east-west synclinorium with steep dips on the south side of the lake and considerably flatter ones on the north and west. The Upper Huronian series, which -is the iron-bearing one of the formation, on the south side of the lake dips north from 55&apos; to 80°, and on the north side dips south from 8" to 200. The series has been subjected to local folding and faulting, which have influenced the development of the mining systems used.
