IN the Journal of the Franklin Institute for May, 1870, there is published a description of a Colorimeter, together with a modification of the method proposed by Professor Eggertz, for determining combined carbon in iron and steel. An instrument of the kind there described, but of a little higher range, though in other respects not differing materially from the one originally made and used in the Iron-Masters7 Laboratory, I now submit to your inspection ; and I propose, also, to make some determinations minations with it for the purpose of showing how quickly they may be made, and enabling you to form some judgment of what reliance can be placed in the results. Professor Eggertz proposed only a single standard, and the solution to be tested should be diluted to exactly correspond in color with that of the standard, and the per cent. of carbon calculated after carefully noting and making allowance for the measures of water used in diluting. In practice, difficulty was found in bringing the color of the normal solution down to the exact shade of the standard; also other difficulties were met with in conducting the process, causing delay and interfering with the accuracy of the results. To materially overcome these, and after numerous attempts, an instrument such as is now before you suggested itself to me; and also I concluded to use a larger quantity of metal than directed by Eggertz, and, in addition, to filter the solution from its insoluble matter before making the comparison; and, more recently, to use an acid of just such strength as would completely dissolve the metal without the application of heat. Experimenting with these changes from the original method I obtained reasonably good results. The instrument, you will observe, consists of a series of tubes, sixteen in number, two and a half inches long, and about half an inch in diameter, standing upright, and securely fastened in a light, portable, walnut-wood frame, but separated one from the other so as to allow just sufficient space between to place for comparison the . tube containing the solution to be tested. Sixteen executives, technicians and operative personnel from the French mining industry, now touring mining operations in the U.S., will wind up their visit to this country at the AIME Annual Meeting. Traveling under ECA auspices, they will be in Denver on Feb. 5, Salt Lake City, Feb. 8 to 13, Bonne Terre on Feb. 16. Four of the group are engaged in bauxite mining, nine in lead and zinc, two in pyrites mining. All are interested in American mining equipment and methods, and hope to contact manufacturers' representatives in the various areas they visit. A $600,000 manganese pilot plant is expected to be put into operation by Sept. 1, by the Bureau of Mines at Boulder City, Nev. S. R. Zimmerly, chief of the Bureau's metallurgical div. for the region, recently completed the mill design and flow sheet; and the Bureau is awaiting steel priorities before building. Ore from the Artillery Peak area, 60 miles south-west of Kingman, Ariz., will be used in the mill. Construction will be handled by Rex Lloyd of Boulder City.

A number of granitic rock specimens have been studied from the Stripa mine site in connection with a large-scale geomechanics research program. The purpose of the program was to evaluate and develop field and laboratory techniques for rock mass characterization and to determine design parameters for storage of nuclear waste. In this paper a minicomputer-based technique for studying dynamic rock properties in the laboratory is described, together with results from the tests. The specimens were tested under different uniaxial and saturation conditions. Specimens from a field-heated rock mass were also tested to determine if temperatures typical of those encountered with nuclear waste would introduce additional fracturing. Both Vp and Vs increased with stress for both saturated and dry specimens. Both Vp and Vs were higher for saturated specimens at all stress levels compared with the dry. The velocities increased linearly or near linearly with saturation. The test results on the previously heated samples indicate that attenuation is more sensitive to thermally-induced microfracturing than velocities. Analysis of the attenuation values with stress show that rock heated to 200°C is damaged, and that the damage is in form of low-aspect ratio fractures.

The activity in exploration and in the acquisition of prospective oil lands that reached such a high level in Colombia during 1936 gained momentum and reached unprecedented proportions during 1937. Both national and private lands were taken up. In the Magdalena Valley above Puerto Berrio, leases on large tracts of private lands are held by Richmond (Standard of California), Shell and Texas. Tropical also owns leases covering a block of acreage in this area near Honda. From Puerto Berrio to El Banco most of the acreage is of national ownership, and concessions covering parts of this area have been granted to Tropical, Socony Vacuum, Shell and others, while applications for additional concessions are pending. Latterly leases on private lands below the Lebrija River have been taken out by Shell and Richmond. In the drainage basins of the Meta and Guaviare Rivers of the Llanos region of eastern Colombia, several of the major companies have carried on geological exploration and it is understood that some private properties have been leased or optioned. Under Colombian law, subsoil rights are reserved to the nation on all lands that passed from Government ownership after Oct. 28, 1873. Empirical relationships between fracture stress, orientation angle, and diameter of crystal have been determined at 77°K. Orientation ranges of markedly different behavior were found—a law of constant normal stress&apos; of value a (diameter)-1/2 for the fracture of ductile crystals, and a condition of shear stress (or strain) for more brittle crystals. The observations are not consistent with current theories. An interpretation is advanced which is also applicable to observations on the effect of prestrain at room temperature on the subsequent fracture stress at 77°K and to the effect of cyclic stressing on the cleavage strength.&apos;&apos; The law of constunt normal stress&apos; and the brittle ductile transition are also explained. The interpretation is more consistent with the initiation of cracks by intersecting dislocations than with theories based on stress -concentration by dislocation arrays. ZINC single crystals are particularly suited to the study of cleavage because fracture occurs on the basal plane over a wide range of crystal orientations. Analysis of the conditions of stress and strain at fracture in crystals of different orientations should indicate which parameters control the cleavage process. Unfortunately, controversy has arisen over the correct empirical relationship between tensile fracture stress and orientation. Schmid&apos;s observations1,2 favored a &apos;law of constant normal stress&apos;, as observed in other materials.2 For zinc, however, the observed values are far below the theoretical strength and cannot represent the true limit of cohesion between neighboring atomic planes. Hence, the interpretation of such a &apos;law&apos; is not straightforward. Deruyttere and Greenough3,4 found a complex variation between tensile fracture stress and orientation; this variation did not agree with a &apos;law of constant normal stress&apos;. Two theories have been advanced to account for their observations: a) the propagation of cracks from low-angle boundaries,5 and b) the release of energy from piled-up dislocations during crack-propagation.4 The present work resolves the apparent discrepancy between the observations and shows that neither of the above theories are applicable to the tensile fracture of zinc single crystals. A phenomenological explanation, along the lines suggested by Gilman,&apos; is advanced and successfully applied to previously unexplained effects. EXPERIMENTAL DETAILS &apos;Crown Special&apos; redistilled zinc was used, except for one comparison series op tests using &apos;Tadanac&apos; electrolytic zinc. Crystals of 1 mm diam, subsequently called &apos;1 mm crystals&apos;, were grown from the melt in vacuo in precision-bore Pyrex tubes internally coated with graphite. Several specimens 1 in. long were cut from each crystal and chemically polished. Jigs were used to minimize handling strains, and crystals were mounted in the Polanyi machine the day prior to testing to allow recovery from any such strains. One-mm crystals were chemically polished for long periods to obtain 0.1 mm (approx) crystals. One-mm crystals were cemented into miniature gimbals by &apos;Araldite&apos; casting resin. The Appendix gives the reasons for using gimbals and the results obtained by other methods. More complete details of all techniques are given elsewhere.7 The symbols and terminology used are as follows: X = orientation angle (angle between tensile axis and line of greatest slope in the basal plane). T = tensile stress (on true cross-section) S,N = shear and normal stress (components of T with respect to the basal plane) ? = shear strain D = crystal diameter. The subscript &apos;f&apos; will be used to denote values at fracture. PART I-ANNEALED CRYSTALS EXPERIMENTAL OBSERVATIONS One-mm crystals were used to establish the variation of fracture stress at 77°K with orientation at fracture (Xf), Fig. 1. For 18 deg = Xf = 55 deg, a &apos;law of constant normal stress&apos; was observed. For Xf > 55 deg, the fracture condition approximated to a constant shear stress. At Xf< 18 deg, twinning occurred before fracture so that the results were not typical of homogeneous single crystals,4,8— such specimens will not be considered herein. Two methods for the rapid valuation of oil properties are in common use. The one best known and most widely used is the "per barrel" value, based on the present daily production of the well, without regard to its past performance or the history of the sand or pool from which it produces. The second method is the "time to pay out," or the lengt of time required for a well to place itself upon the credit side of the ledger, from which time the returns from its production (less the operating expenses) will be clear profit. The time basis for valuation is also commonly used in the appraisal of an undeveloped lease. In most oil fields, it is not thought good business to invest in production that will not pay out in at least 4 to 5 years. Nearly all buyers (except in certain regions of very persistent production like the deep-sand territory of the Appalachian field) expect wells to pay out in considerably less time than this. Like the barrel-per-day price, the time necessary for a well to pay out has been determined for each field, so that one frequently hears a field or district referred to as having a certain time to pay out. This is considered the norm for that field or district and the buyer and seller base their value, to greater or less extent, on their belief in the accuracy of this time. The writer long ago became convinced of the inaccuracy of the barrel-per-day method, except when greatly modified for local conditions, such as the age of the wells, their economic limit, operating conditions in the field, the future price of oil, and the persistence of the sand as a producer. When so modified, this method becomes more of an analytic or predicted probable-yield valuation. While the appraiser may not go through each step in a valuation based on future returnable revenue, his knowledge of the field and the local conditions surrounding his leases make it possible for him to estimate a fair sales value that, in many cases, will be a close approximation to the truth. This is quite different from she commonly understood barrel-per-day value, in that the conditions turrounding the sale of one lease or property at a fair market value may

Since our last review of Iraq,&apos; considerable progress has been made not only in exploiting Iraq&apos;s potential resources but in building pipe lines to carry the oil to the Mediterranean. No new fields were discovered in 1933. The Naft Khaneh field, discovered in early 1927 by the Khaniqin Oil Co. (subsidiary of the Anglo-Persian Oil Co.), continues to supply the local markets through the Rafidain Oil Co. Kirkuk field, discovered by the Turkish Petroleum Co. Oct. 14, 1927, remained shut in pending the completion of the Mediterranean pipe lines, and the Qaiyarah field, discovered by the same company on Oct. 13,1927, was abandoned in 1928. The principal development of interest during the year was the progress made on construction of the Iraq Petroleum Company&apos;s 1152-mile pipe line from Kirkuk to the Mediterranean. The line is double 10-in. and 12-in. pipe for 156 miles west of Kirkuk, where the parallel lines bifurcate, one leg going through British mandated territory to the new port of Haifa and the other through French mandated Syria to Tripoli. Each line may be operated independently of the other. There are three double stations on the Kirkuk-Haditha portion, four single stations on the Tripoli leg, and five on the Haifa in addition to a relief station in the Jordan Valley. Except for the Jordan Valley section and two other short stretches on the Haifa leg where pressures are exceptionally high, the line is single. Sea loading lines will be used exclusively at Tripoli and both sea loading lines and dock loading will be employed at Haifa. All pipe was welded and buried before the end of December, 1933. It is anticipated that enough stations will be completed to make 50 per cent capacity operation possible some time during the latter half of the current year. Some months will then be required in which to fill the line, so that if terminal facilities are ready and no unexpected emergencies arise, partial daily deliveries of Iraq crude may be received at the Mediterranean some time during the final quarter of the current year. Capacity operation of 84,000 bbl. per day is not anticipated much before the middle of 1935. J. W. Tomlison—It seems probable that the author&apos;s conclusion, that the conductivity of the slags decreases with increasing content of FeO, is erroneous due to the method of plotting the data. Thus, the results of other workers2,3,13,14 show that the conductivity of molten oxide slags increase with increasing temperature, indicating that the trend of the curve shown by the authors is due to the fact that the data for the slags containing relatively small amounts of FeO are at higher temperatures than those for the slags containing relatively large amounts of this oxide. In this connection the work of Wejnarth2 may be mentioned in which in an investigation of a series of iron silicate slags, the conductivity was found to increase with increasing content of FeO; the fact that the author&apos;s slags contained TiO2 probably does not affect the issue since it has been shown15,16 that, at least as far as conductivity is concerned, this oxide behaves essentially the same as silica and that mixtures of the oxide with silica have a very low conductivity of the order of 10-4 mhos at 1750°C. In connection with the experimental technique it may be noted that bubbles of carbon monoxide would probably be produced at the surface of the graphite electrodes in contact with the melts thus rendering the accuracy of the measurements somewhat open to question. J. L. Wyatt (author&apos;s reply)—Dr. Tomlinson makes reference to works by Martin and Derge, which indicate that slag systems containing no TiO2 are charac-terized by an increase in conductivity with an increase in temperature. Further, I have cited his examples, which indicate a drastic increase with small temperature change. The results of Dr. Derge&apos;s work have no bearing whatsoever on the results of this paper, since the slags under study here contained up to 70 pct TiO2. One cannot generalize on slag systems as a whole on the basis of any one family, for there are definite compounds of ionic nature formed in each system, and the ionic mobilization of these is something that cannot be determined without actual experimentation. Dr. Tomlinson makes reference to an unpublished work which, he claims, shows that titanium dioxide behaves the same as silica in regard to conductivity. Since I have not had &apos;an opportunity to see the paper I cannot make any comments, but unless the same slag system was studied there can be no specific comparison of results. If the decrease in conductivity of the slag was due entirely to temperature phenomena, as Dr. Tomlinson indicates, then one is without an explanation of the values shown in the paper for slags containing from 10 to 20 pct FeO. I cannot agree that the deviation in findings was appreciably related to temperature change; further, I believe this point was completely covered in the paper. Included in the general category of clays is a large and varied assemblage of nonmetallic silicate minerals which characteristically occur as fine-grained particles having flaky, sheetlike, or rod-shaped form. Most, though not all, are hydrous aluminum silicates. Amount and kind of impurities vary greatly, and these strongly influence the uses of the various clay types. Clays occur in a wide range of geological situations: as bedded sedimentary deposits composed of the weathering products of feldspar and other minerals; as alteration products of igneous, sedimentary, and metamorphic rocks weathered or hydrothermally altered in place; and, to a more limited extent, as hydrothermally introduced materials. TYPES AND MARKETS On the basis of chemical composition and crystal structure, two major groups of clay minerals recognized are the "kandites" or kaolin group, and the "smectites" or montmorillonite group. Another major type is illite, particularly important as a constituent of shales. Two additional mineral species having economic importance are attapulgite (palygorskite) and sepiolite. For present purposes, however, a classification based on utilization is more appropriate. The U.S. Bureau of Mines recognizes six types of clay: kaolin, ball clay, fire clay, bentonite, fuller&apos;s earth, and miscellaneous clay. Kaolin The kaolin group of minerals consists of the mineral species kaolinite, halloysite (metahalloysite), dickite, and nacrite, although the latter two are not being produced commercially. Kaolin, also called china clay, is a high-purity white material. Perhaps it is best known as a principal ingredient in the manufacture of chinaware, porcelain, and other high-quality ceramic products. However, by the mid-1970s very close to 50% of the kaolin produced in the United States was going to the paper industry for use as a filler and coating material. Manufacture of refractories uses about 12% of U.S. production. Kaolin is also used in plastics, in the rubber industry as a filler in footwear, electrical cable, and similar products, and as a conditioner of rubber for automobile tires to add strength and abrasion resistance. Smaller amounts are used in printing ink, paint, and adhesives; as insecticide carriers; in the production of catalysts for the petroleum refining industry; and in many other industrial and commercial applications. Production and use of kaolin in the United States doubled in the ten years from 1946 to 1956, and doubled again by 1966. Growth continues at a rate of about 7 % per annum.

The thermodynamic properties of liquid Mg-Ge alloys have been determined between 1000°and 1500°K by an isopiestic method. Germanium specimens, heated in a temperature gradient and contained in covered graphite crucibles of special geometry, were equilibrated with magrtesium vapor in closed titanium tubes. The crucible design allowed free access of magnesium vapor to the samples during the equilibration to form alloys of magnesium and germanium, but prevented magnesium losses from the crucibles on quenching the titaniuin tubes to terminate the experimental runs, thus preserving the equilibrium alloy compositions. The activities and partial molar enthalpies of magnesium and the integral thermodynamic properties of the system were calculated from the experimental data. THE Mg-Ge phase diagram&apos; shows one congruent melting compound, Mg2Ge, of essentially stoichio-metric composition, two eutectics, and very limited terminal solid solubilities. Very little information is available on the thermodynamic properties of the Mg-Ge system. The free energy of formation of Mg,Ge was recently deter-mined2 by a Knudsen cell technique in the temperature range 610° to 760°C. The standard enthalpy of formation of Mg,Ge was measured calorimetrically by Bever and coworkers.3 The present study was undertaken as part of a general investigation of the thermodynamic properties of the homologous series of Mg-Group IVB systems, i.e., Mg-Pb,4 Mg-Sn,5 Mg-Ge, and Mg-Si. An isopiestic technique was used which was developed by the authors5 for investigating the thermodynamic properties of liquid Mg-Sn alloys. Specimens of the nonvolatile component, contained in covered graphite crucibles, are heated in a temperature gradient in an evacuated and sealed titanium reaction tube, and equilibrated with magnesium vapor of known pressure. The method employs crucibles of special geometry which preserve the high-temperature equilibrium composition of liquid alloys having a highly volatile component such as magnesium on termination of the experimental runs by quenching the crucibles to room temperature. EXPERIMENTAL PROCEDURE First reduction germanium of 99.999+ pct purity (Eagle-Pitcher Co., Cincinnati, Ohio) and 99.99+ pct magnesium metal (Dominion Magnesium Ltd., Toronto, Canada) were used. The graphite crucibles were machined from high-density (1.92 g per cu cm) graphite rods (Basic Carbon Corp., Sanborn, N.Y.) which had a maximum ash content of less than 0.04 pct. The non-reactivity of graphite with germanium at the temperatures used in this study had been previously established by Scace and Sleck.6 The experimental procedure has been previously described in detail.5 The selection of a particular crucible geometry for a run was determined by a combination of imposed experimental conditions, the principle being that more tightly covered crucibles were required to preserve alloy compositions during quenching when higher magnesium pressures and higher specimen temperatures were used. Depending upon the composition range of the equilibrated alloys the source of the magnesium vapor was either pure magnesium or a two-phase mixture of Mg2Ge + Ge-rich liquid of known magnesium pressure. The experimental runs can be divided into the following three groups on the basis of crucible geometry and magnesium source material. Crucibles with Small Holes and Pure Magnesium Reservoirs. The crucible dimensions were identical to those of the Mg-Sn investigation5 except that the hole diameters were reduced to 0.010 in. because of the higher temperatures and higher magnesium pressures involved in the Mg-Ge system. During an equilibration run, magnesium vapor diffused from the reservoir to each specimen through the small holes, one drilled through the crucible lid and two others drilled through graphite baffles positioned vertically inside the crucible between the lid hole and the specimen. Since the magnesium pressure was high, i.e., in the range 117 to 277 Torr, during the equilibration time of approximately 24 hr, equilibration was not impeded by these holes. A specimen composition at equilibrium was fixed by the relative temperatures of the specimen and the reservoir, and by the thermodynamic properties of the system. Upon brine quenching the titanium reaction tube to end a run the vapor pressure of magnesium above the liquid alloys decreased exponentially with decreasing temperature, and the small cross-sectional areas of the holes (4.9 x 10"* sq cm) drastically reduced magnesium losses from the crucibles. Because of its low vapor pressure, germanium losses from crucibles during a run were at most 0.2 mg for pure germanium and correspondingly less for the alloys. This crucible geometry satisfactorily retained the equilibrium alloy compositions on quenching for magnesium-rich (from 3 to 33 at. pct Ge) alloys provided their temperatures were below the melting

IN a previous paper, "Electric Shovel Operation at Utah Copper Mine," which was read before the Western Division of the American Mining Congress, the problem of electrifying a fleet of steam shovels was described. This paper deals with the electrification of the haulage system which, when completed, will make the mining operation completely electric, with the exception of drilling operations which will continue to be performed by air. The general layout of the haulage system involves the use of heavy curves in addition to heavy grades of between 4 and 5 per cent. In a mining operation of this kind no trackage can be called permanent; this complicates the overhead construction somewhat and makes it necessary to design special forms of trolley construction, some of which will be described in detail below.

True stress-strain data on alloys of pure iron with up to 2.4 pct Al were obtained in the temperature range +100° to —185°C. Alumi-num was found to reduce yield and flow stresses of iron at low temperatures but to have little or no effect on ductility. The effects of temperature and composition on strain hardening are discussed. SEVERAL independent studies of the behavior of high purity iron binary alloys at low temperatures are now in progress in attempts to evaluate systematically the variables affecting the low temperature brittleness of ferritic steels. This paper reports the results of one such investigation in which the tensile properties of aluminum and aluminum plus silicon ferrites were measured from 100" to —192°C. True stress-natural strain data have been obtained in order to evaluate as many as possible of the parameters which describe the behavior of the materials involved. In comparable studies at the National Physical Laboratory in England, iron and iron alloys of high purity have been produced&apos; and tested at subat-mospheric temperatures.&apos; True stress-natural strain curves were obtained there also. The purest iron contained 0.0025 pct C and 0.001 pct O and N. Even this, as normalized at 950°C following hot rolling, showed little ductility at -196°C. The grain size was ASTM No. 3, and the room-temperature yield strength was 17,800 psi (which seems too high for pure iron). Some of the NPL irons contained considerably more oxygen and demonstrated intergran-ular fracture at —196°C. The authors2 carefully differentiated between intergranular fractures associated with excessive oxygen content and transcrys-talline cleavage with little ductility encountered at —196°C in the purer material. The cleavage stress was half again as great as that associated with inter-granular fracture. Test Material, Preparation, and Procedures Of a number of Fe-A1 alloys produced, eight were considered to be sufficiently pure for testing. Partial chemical analyses (Table I), low observed yield points, and high ductilities indicate these alloys to be comparatively pure for vacuum-melted irons of sizable ingots, 5 Ib or more. To produce the binary Fe-A1 alloys, electrolytic iron was melted in air, cast into slabs, and rolled to strips 0.010 in. thick. These strips, joined into a continuous ribbon and wound into 2 1/2 in. diameter spools, were subjected for four weeks to a moving atmosphere of purified dry hydrogen in a stainless-steel tube at 1050" to 1150°C. Charges of these spools were melted in beryllia crucibles under good vacuums (1 micron), and aluminum (99.97 pct Al) was added to the melts. Compositions of these alloys are recorded in Table I. The ingots were hot forged and then cold rolled at least 65 pct to 3/8 in. rods which were vacuum annealed to the desired grain size, approximately ASTM No. 4, prior to machining into tensile test bars. All tensile specimens had gage sections 1 in. long, with a fillet of 1.5 in. radius to the shoulder. Gage diameters were 0.250 in, except for a few rods where additional cold work required use of a 0.200 in. gage section. After machining, 0.002 in. was removed from the gage diameter using 240, 400, and 600-grit metallo-graphic papers. The final polish with 600 grit left the fine scratches running in the longitudinal direction. By this means, surface metal strained during machining was removed. A few specimens heat treated after machining were similarly reduced 0.004 in. to remove any material affected chemically by the atmosphere during heat treatments, as is discussed in a later section. Tensile tests of the eight alloys at constant temperatures from +100° to —185°C were performed in apparatus which has been described." The essentials include a double-walled insulated metal vessel which contained the liquid heat-transfer medium surrounding the test specimen. A constant temperature was maintained by means of a pyrometer which regulated the pressure of dry air driving liquid air through a copper coil. Temperature variation was less than ±2°C during a specific test. For axial straining, two lengths of case-hardened chain, terminating in simple shackles, loaded the specimen through threaded grips. LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through &apos; the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

Since its introduction several years ago in the United States, the high pressure belt filter press has proven to be a highly cost-effective dewatering device in a number of mining and industrial applications. To evaluate the process and economic factors associated with the dewatering of coal refuse, a comprehensive program of laboratory and on-site pilot studies has been conducted. This paper will summarize findings of this study and discuss advantages of the belt filter press over conventional dewatering methods. The conventional means of dewatering thickened coal refuse involves the use of vacuum disc filters or centrifuges. Due to the high amount of energy used to dewater refuse with these devices it was a logical course of action to apply belt filter press technology to this application, since a belt filter press will require less than 3.7 kW (connected).

It is proposed to describe in this paper as accurately as possible the present practice at the Utica mills, of which I am superintendent. The Utica Company operates three mills, the Madison (40 stamps), the Utica (60 stamps), and the Stickle (60 stamps). My description will be based on the last-named, in which I have experimented more than in either of the other two; but the practice is the same, under the same management, in all three. Everything is run by water-power, under about 420 feet fall at the Utica mill, and 425 feet at the Stickle mill, giving a pressure of about 185 pounds to the square inch. The Madison mill is situated about three-quarters of a mile below the Utica and Stickle mills, and has only some 100 feet fall from one place, and 38 feet fall from the other. The water that runs the Utica and Stickle mills, and all machinery connected with the corresponding mines, is conveyed through ditch and pipe to the Madison mine and mill, where it develops power for the air-compressor and the 40-stamp mill. This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers&apos; Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil ,to be extracted and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled, had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers&apos; Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent, interest additional during the life of the property. The initial procedure consisted in making a general reconnaissance of the entire district in which the property was located and determining the lithological and structural conditions underlying the area.
