THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

IN the recently published book entitled "Man in a Chemical World," by A. Cressy Morrison, the several pages discussing explosives were included in the chapter on "Serving Industry." Such a classification is entirely correct, as blasting explosives function only as a tool for accomplishing certain useful work, a tool which is completely destroyed in one use. Explosives are so important to industry and to modern society, in fact, that it seems impossible to imagine the existence of civilized nations without access to commercial explosives as ready servants. Two main types of explosives are now in use, the low-velocity or deflagrating type, such as black powder, which is adapted for use in coal mining and other applications where a slow, heaving effect is desired, and high explosives of the dynamite type,

The presence of radioactivity in uranium mill wastes has resulted in somewhat unique waste disposal methods. In addition to the common problems of disposing of large quantities of solid wastes, neutralizing acids, minimizing dissolved heavy metals, and clarifying all liquid effluents, the uranium mill operator must sample and analyze liquid effluents for micro-micro-quantities of radio- nuclides such as Ra226, Th230, and Pb210. Special disposal methods or decontamination procedures are required to meet the stringent limitations established by the U.S. Atomic Energy Commission on the concentration of radionuclides in liquid effluents. Routine monitoring of the receiving stream is also normally required. In recent years there has been a growing concern about the radioactivity remaining in uranium mill tailings, particularly at the sites of shut-down or dismantled mills. The State of Colorado, in cooperation with the industry, has adopted regulations for stabilization of inactive uranium mill tailings.

LUTHER B. EAMES, Pueblo, Colo. (written discussion*).-In reading Mr. North's interesting paper, several points have been noted that appear to warrant discussion. With a feed all through 20 mesh, I feel inclined to question the use of steel balls as large as 2 in. in a tube mill. I have seen balls as small as-3/4 in. used for the dry grinding of cement clinker, and surely many more points of contact would result from smaller balls. This would seem to be desirable in a mill as short as 6 ft. The heavy load in the classifiers would also indicate a high proportion of returned pulp. I hope that some discussion by Mr. North -and others may develop this point. The flow sheet on page 1181 shows the solution returning from the dam valued at 40 c. per ton being added to the last decantation tank. Theoretically, this solution should not be added to that of a lower value. As I calculate it, if this solution were added to tank X the solution finally discharged from tank Z would be reduced in value by nearly 4 c. per ton.

Amphoteric surfactants are heteropolar organic compounds which possess at least two functional (ionic) oppositely charged groups per molecule. The ones studied are manufactured by General Mills and possess one or more long hydrocarbon chains plus a carboxyl group (s) and an amino or imino group. Hallimond tube and M. C. Fuerstenau micro flotation cell flotation tests were performed on quartz and hematite as a function of pH using amphoteric, cationic, and anionic surfactants as collectors. For the most part, flotation could be correlated with an interaction of charged groups on the collectors with oppositely charged sites on the minerals plus association of hydrocarbon chains. The comparison of flotation in a Hallimond tube and an M.C. Fuerstenau cell shows that one should use care in using the latter if one excludes an additional frother from the system. Also, it is interesting to note that sometimes greater collector concentrations are required in the Fuerstenau cell for comparable flotation recoveries.

In many iron, coal and copper mines where large tonnages are known before starting operation and proper provisions can be made, the problems of electric traction by trolley locomotives are not very different from those of surface plants. In such installations the gauge of the track, the radius of curves, and the clearances, both vertical and horizontal, can be made to suit the conditions of the traffic. It is more difficult to install electric traction in mines which were started with hand tramming and where no consideration was given to the possibility of mechanical traction being used. The writer having had some experience in the installation of electric traction in copper mines, the following remarks apply more particularly to these mines. With the gauge of track usually 18 or 20 in., the weight limit of locomotives obtainable from manufacturers in this country varies from 3 to 6 tons. The full-load speed varies from 49 to 6 miles per hour. These locomotives, being made to run on very small radius curves, have a short wheel base and a long overhang from axle to coupling, which necessitates a coupling' with a good deal of lateral motion to avoid derailing the cars on sharp curves, especially if couplings are of the standard railroad automatic type. Although 3-ton locomotives will run on 12- or 16-lb. rails, it has been found more satisfactory to use 25-lb. rails, as the track keeps in much better shape, it is easier to maintain the bonding in good order, and fewer derailments from dirt on the track occur with the larger rails. Where 6-ton locomotives are used the 25-lb. rails are satisfactory, but 40-lb. rails have proved cheaper where the traffic is heavy and the ground is soft, as the track maintenance is considerably lower with the heavy rails. The locomotives will run on 15-ft. radius curves, but on through runs it is advisable not to go below 40-ft. radius. The voltage used should not exceed 250 to 275 volts, and the trolley wire should be protected, to prevent accidental contacts, in front of chutes and at all points where it is low. The Similkameen mine is located about 100 miles east of Vancouver, British Columbia, and ten miles west of Princeton, where the mine personnel live. Princeton was the first town in the British Columbia interior, originally the home of Cree and Blackfoot Indians and later settled by men of the Hudson's Bay Company, miners, cattlemen, and others looking for gold. After gold, there were coal mines and then copper mines . The Granby Consolidated Mining Company, Limited, operated the Copper Mountain ore bodies from 1926 to 1930 and from 1937 to 1957, mining 34 million tons of about 170 copper ore, mainly from underground. In 1966, Newmont Mining Corporation acquired the Ingerbelle property on the west side of the Similkameen River. Newmont then purchased the assets of Granby and formed Similkameen Mining Company to develop and operate the Ingerbelle and Copper Mountain ore bodies on both sides of the Similkameen River canyon. The Ingerbelle and Copper Mountain ore bodies lie within rocks composed of andesite tuffs, agglomerates, and argillites. Chalcopyrite mineralization occurs as a dissemination. Original ore reserves were estimated at approximately 75 million tons grading 0.52% copper. Mining is carried out on a three-shift, seven-day-week schedule at a rate of about 60,000 tons of ore and waste per day with four 10 cu yd P & H 1900 shovels which mine and load a fleet of 100-ton Lectra Haul trucks. Among the unique features of the design and construction of the Similkameen project was the construction of 4. 5 miles (7. 24 km) of new Trans-Provincial No. 3 highway by the company to the specifications of the British Columbia Department of Highways. The old highway traversed the Ingerbelle pit area. Along the relocated highway is a 4, 000 ft (1219 m) long berm which conceals the mine pit. This area has been replanted and now looks like the original forest scenery. Another interesting feature is that the tailings from the concentrator flow by gravity over a 1000 ft (34% m) suspension bridge, which crosses the Similkameen River canyon then passes through a tunnel to the dam site, a distance of 59,000 ft (17,980 m) to the cyclone station. When the Copper Mountain ore bodies are mined, the ore will be transported by belt conveyor on a second suspension bridge across the canyon to the Ingerbelle concentrator. INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is being developed in southeastern New Mexico by the United States Department of Energy as a research and development (R&D) facility to demonstrate the safe disposal in salt of radioactive wastes resulting from defense activities. As part of the WIPP R&D program, a series of in situ tests will be performed to determine the behavior of drifts and storage rooms in the creeping salt medium (Matalucci, et al. 1982). Data obtained in these tests will be used to evaluate and improve numerical models used to compute the structural response of these drifts and rooms. Stress has been proposed as one of the parameters to be measured in the tests, and borehole inclusion stressmeters have been included in the instrumentation package. Cages of this type provide an indirect measurement of stress change in that they actually monitor borehole displacements which are then related to changes in the in situ stress away from the borehole. The relationship between stress and displacement is highly dependent upon the constitutive behavior of the rock in which the gage is emplaced. This relationship is well understood for rocks with linear stress-strain behavior (Fossum, et al, 1976), but, for creeping rocks like salt, the relationship has yet to be determined. Thus, inclusion gage response in salt must be investigated fully before stress measurements from the WIPP in situ tests can be used for comparisons with computed stresses The calculations presented in this paper were performed as part of an investigation of inclusion stressmeter performance in salt. (communication to the Secretary*) :—Mr. Brown's paper on the complicated groups of veins exposed in the workings of the Bodie mine forme a valuable contribution to the literature of the structural features of ore-depoeits. It is much to be desired that managers should put into print the results of their observations of the mines under their charge. These observations, as well as data of production, kind of ores, etc., usually accumulate for years, and unless the mining geologists of the Geological Survey happen along before the mine is worked out, such data seldom get into print. About the year 1899 I went through the mines at Bodie with R. C. Turner, then superintendent, and made some notes on the veins and gangue-minerals, and collected some specimens. Mr. Brown refers to crystals of feldspar (albite) found on fragments of quartz on the surface. I collected a number of specimens of these crystals, mostly from Queen Bee hill, and

I wish to present to you a few thoughts on some of the phenomena and laws of iron smelting. Owing to the great complexity of the subject, to the great variety of points to be taken into consideration, many of which are very poorly understood, and to the meagreness and even conflictoriness of our information with regard to some of the most important laws which govern the subject, the fruits of such thoughts as I venture to offer you must be received as speculations, not as facts. Nevertheless, in discussing old phenomena from new standpoints, thus furnishing a metallurgical parallax, if I may say so, these theoretical speculations may have their value in helping to a clearer comprehension of the phenomena and laws we now know, and in suggesting new lines of inquiry. While an increase of height in blast furnaces is not always followed by increase in their power of production, experience proves that it tends to increase it; for while we have many cases of short furnaces producing more iron than longer ones, yet enormous productions, such as those of the Lucy and Isabella furnaces of Pittsburgh, and of the furnaces of Esch sur l'Alzette, in Luxembourg, have never been reached in short furnaces. We may safely infer that height is an element essential to great production, though of course not the only essential element, and that, in the case of high furnaces which are not capable of great production, some other essential element is wanting. Moreover, experience teaches that within limits increase of height tends to increase the producing power in a still higher ratio. Thus, in the Esch furnace, which is 19.8 meters (65 feet) high, 393 tonnes (or 387 gross tons) of 31 1/2 per cent. Ore

MANGANESE and its ores have been recently dealt with in comprehensive papers to the Iron and Steel Institute by Sir Robert Hadfield, and in a series of papers read before the A. I. M. E. at the Cleveland meeting. I have taken the opportunity of adding this mineral, to my records of the "World's Mineral Production and Consumption," as recently pub-lished in the Economist ?. The tables bring out the following significant facts: The world's production has increased by 10 per cent since 1913. India's production has increased by 3 per cent since 1.913, the supply from this source now being 31.1 per cent of the world's output. Russia is now producing at about half its pre-war rate and yields 19 per cent of the world's production. West Africa supplies 12.5 per cent of the world's total output. Brazil's present output is 2.5 times that of the pre-war period, being 11.3 per cent of the world's output.

Weak, brittle, three-rayed crumbling stars Here the suggestion is that as the air-hardening temperature rises it causes two prominent effects, one helpful and the other harmful, the increase of the former exceeding that; of the latter up to a certain point, at which the steel is most useful, and then in turn being outrun by it. The first is the progressive dissolving of the free carbide in the austenite, increasing the stability of the red-hard state. The second is the progressive coarsening of the grains, and thickening of the intergranular cement, developing at last into spandril-like three-rayed stars of the 1,288° specimen. (2,350° F.) of Plate D, thus giving clear proof of incipient fusion, that is of crossing the solidus. This causes intergranular weakness. The individual grains may have great red-hardness, but they do not cohere. They approach the condition of a bag of emery grains.

Those familiar with mill-practice understand the work required of an average bucket-elevator, but I wish to call special attention to the wear on the buckets. I have been studying in what manner the life and service of the bucket might be improved, and I feel that an adjustable lip, attachable to each bucket without the aid of rivets, will be of material advantage. For illustration, consider the feed-elevator of a typical mill in the Cæur d'Alene district. The ore is carried by water in a launder from the feed-rolls and dumped in the " boot" of the elevator, directly in front of the ascending bucket. Middlings from the return-rolls are similarly handled. Under this condition the bucket not only carries the ore, but also picks it up, and this latter requirement determines the life and service of the bucket. It might be said that it would be better practice to convey the feed to the elevator and dump it directly into the bucket, but at one mill at which this plan mas tried the results were disappointing and the rubber belt was badly worn. The wear of the bucket is confined to the lip and the corners which have to pick up the material. When the lip on a corner of a '7- by 12-in. malleable cast-iron bucket is worn down about 3 in., the bucket is of no further value as a carrier and has to be replaced. The worn bucket, containing about three-quarters by weight of the metal of the original bucket, has a scrap value of about 10 per cent. of that of a new bucket. AT the meeting of the Board of Directors on Jan. 28, 1927, the tentative budget of this Institute for next year was discussed, and in connection with the evident necessity for a larger income to meet increasing demands for service, the advisability of in- creasing the dues of members, was brought up. W. Spen- cer Hutchinson advocated an upward revision of the dues "believing it necessary that the Institute have a larger income, in order that it may carry on necessary work and render adequate service to its membership." Since this is a matter that directly affects every member, .President Taylor was directed to appoint a committee, which he did, consisting of George D. Barron, W. H. Bassett, and R. H. Sweetser, with T. T. Read as secre- tary, to bring in a tentative outline of the main factors in the problem for discussion at the annual meeting, on Feb. 15, and to prepare, after they have had the benefit of the discussion at that meeting, a report for the board. The amount of the annual dues is fixed by the con- stitution and can only be changed by proposing an amendment to the constitution. This amendment would have to be submitted to the members by letter ballot at the time of the election of officers for 1928, so that no change can be made in the dues for 1927 in any case. WHY THE INSTITUTE NEEDS MONEY At the annual meeting past-president Reynders, as chairman of the executive committee made the follow-ing report, which since it admirably sets forth the rea-sons why an increase in the dues has been suggested, is included here. "The report of the president has covered the situation so fully that little is left for me to say. However, a word in regard to the functions of the executive com-mittee may not be out of place.

Reactors of today and tomorrow require a high uniformity of their fuel elements despite the wide variety of uranium raw materials from the far corners of the earth. To meet these quality standards metallurgists have been working to design production methods capable of yielding reactor feed materials whose maximum impurities are specified in parts per million, whose physical limits are expressed in thousands of an inch, and whose density variations are less than 1 pct. Such requirements are necessary to maintain normal neutron flow in the atomic reactor and to insure that the isotopic content of the feed material is maintained within narrow limits. Uranium ores and concentrates are produced in many sections of the world, including the Belgian Congo, South Africa, Australia, Canada, and the Colorado Plateau of the U. S. Ores from many of the larger deposits are relatively low grade, and these are concentrated near the mine site before shipment to refining centers, but high grade ores may be shipped directly to refineries.

WHEN your good secretary was kind enough to ask me to speak tonight I was rather reluctant to do so lest it be just another case of a man who has been abroad inflicting himself on his friends. So if anybody wants to walk out on me it will be perfectly all right. In the matter of statistics, geography, geology, and the like, you can get more from an encyclopaedia than I can tell you. For that reason I want to restrict myself to mentioning just a few personal impressions of that great country, Australia. About ten days ago I met the professor of mining from the University of Adelaide. In our conversation, which ran into a discussion of the relative characterstics of the two countries, he asked me whether it was fair to think of Australia as a land of strikes and not think of the United States as the home of murderers, bootleggers, and gangsters. At any rate those are the things most prominently played up in the news from the respective countries, so you can see how distorted our conceptions can be.

With problems of diminishing ore grades and increasing cost of facilities, the mineral industry is acutely aware of the needs for improving beneficiation processes. Industry and universities are directing intensive technical effort to develop- ment of techniques with potential for using digital computers in automation and process analysis. The main problem of early attempts at on-line computer process control methods was that of economics. Now, with new advances in analysis and modeling making practical application economically important, it appears that minerals beneficiation is on the threshold of a significant jump in operating technology. In reviewing this work, particular note was taken of research and development applied to fundamental processes and the significant areas of effort where operations research techniques are used for process applications leading to the current state-of-the-art. Development of data automation and on-line control methods for process industries is deferred to the next section of this volume. This section deals with computer-facilitated mathematical-modeling development and reviews this work in conjunction with associated prior fundamental research leading to development of the methods. Flotation The 1960 state-of -the -art in flotation modeling was com- piled by Arbiter and Harris in the volume, 50th Anniversary of Froth Flotation, edited by Fuerstenau1. Many workers in the field of flotation initiated their research through flotation models, and this effort has led to use of simulation and operations re search methods employing computer techniques to facilitate advance of this work. The flotation model of Imaizumi and Inoue, published with supporting data in 1962, was expanded in 1968 with the objective of developing a basis for process automation.2,3 The fundamental work of Woodburn and Loveday in 1965 has led to techniques applicable to flotation circuit design optimization.4 This analysis is described in this volume by Woodburn in conjunction with King, Buchalter, and Piper. Three mills are now operated by the Consolidated Mining & Smelting Co. of Canada, Ltd.: (1) The Sullivan Concentrator, Chapman Camp, B. C. (near Kimberley, B. C.), (2) the St. Eugene Concentrator, Moyie, B. C., and (3) the Tadanac (Customs) Concentrator, Trail, B. C. Differential flotation is the only concentration method employed in all three plants. Tables are used for pilot work only. Values in all ores treated are as minerals of some or all of the metals —lead, zinc, gold or silver. Occasional customs ores contain small amounts of copper. Sulfide iron content of ores treated varies from a low figure in some ores to 38 per cent. iron in Sullivan ore. Gangue minerals vary considerably. A few customs ores are somewhat oxidized and as a result present difficulties. Flotation equipment and control are similar in the three mills, and the flow sheets at the St. Eugene and Tadanac mills, while much simpler, are modeled after that of the Sullivan Concentrator. In this paper I will not detail treatment nor equipment in any of our plants but will describe special features in, or in connection with, all of them. I will then deal with flotation reagents, describing our use of each of them, particularly where differing from general practice. I will conclude with comments on special subjects related to differential flotation.
