Canada's newest low-grade porphyry copper mine, Gibralter Mines Ltd. (N.P.L.), has reached production. The subsidiary of Placer Development Ltd., located at Williams Lake in the Caraboo District of central British Columbia, began open pit mining in mid-June on reserves estimated at 358 million tons assaying 0.373r: Cu and 0.016C; MoS,. Each of four separate zones will be mined in a predetermined sequence, in one or more stages, and with a throughput of more than 36,000 tpd. The sequence and stages of mining the zones have been determined by computer calculation and economic analysis and are designed to maximize recovery and minimize cost. At the very least, the mine is off to a promising start. Development costs leveled off at $67 million. 9'; below the anticipated budget.

THE 1944 Chairman of the Institute of Metals Division might be classed as metallurgically ambidextrous ; he is teacher of theory and practice of both nonferrous and ferrous metallurgy, and he is consultant on brass and on highspred steel. Arthur Phillips was born in Troy N.Y. and attended the New Haven Connecticut high school. Upon graduation he entered Yale, receiving a degree in metallurgy in 1913. At that time Professor Mathewson was starting his plan of '"co-operation with the metal industries in metallographic work at the Hammond Laboratory of the Sheffield Scientific School, Yale University, and Arthur Phillip, became the first co-operative graduate student, working in the laboratory of the Bridgeport Brass Co., and receiving his Masters of Science degree in 1915. A little later, when the department of metallurgy at Yale was expanded. Me. Phillips was appointed assistant professor. In 1928 he was made associate professor, and in 1934 he was promoted to full professor.

Now producing 35,000 tpd of coal from a deposit whose estimated reserves total 1.1 billion t, the Navajo mine of Utah International Inc. near Farmington, N. M., is the largest open-pit coal operation in the US. The history of this mine began in 1953 when, foreseeing the growing need for electrical power in the southwest, Utah International obtained a prospecting permit from the Navajo tribe. The lease, now covering 31,000 acres of the 12-million acre New Mexico-Utah-Arizona Navajo Indian reservation, was entered in 1957; in the next 3 years, Utah International negotiated with the State of New Mexico for water rights on the San Juan River, and finalized an agreement with the Arizona Public Service Co. to provide coal for the proposed Four Corners power-generating plant near Farmington.

I TOLD you before that four things are necessary in addition to good judgment for one who wishes to practice the art of casting well. The first is to make the moulds and to have the furnace well made, the wood of a good kind, dry and seasoned, and the material disposed to melt. I have given you enlightenment on all these in detail, and on the last point as well, as you can see in the discussion on the alloys of metals where, among other things, I told you a good deal about those of copper. Therefore I wish to say but little about them in this chapter, but in order to follow the order promised you, I tell you that when you can, and if the labor or expense does not displease you, you should always alloy the whole quantity of the metals that you wish to put into one work and should make them into cakes of one kind. For, in addition to being more conveniently arranged in the furnace and mire easily handled, they all melt at one time and with much less work than they would if they were in pieces of different kinds. It is necessary to give corruption to copper, for if you decided to melt fine copper by itself in a reverberatory furnace your soul would burst before you had any honor therefrom. Then, if you wished to cast a fine thing from it, it would not succeed because it is dot fluid, on account of its viscosity; and if it should succeed, it would be all full of holes, like a

The equilibrium of gaseous H2O-H2, mixtures with liquid iron is used to establish the activity coefficient of dissolved oxygen as log f o = — 0.20 [%O]. Discrepancies in earlier work are explained or eliminated. Additions of cobalt, molybdenum, tungsten, and platinum increase the activity coefficient of oxygen whereas copper and gold decrease it. THE importance of dissolved oxygen as a refining agent in liquid steel has led to a number of studies of its thermodynamic properties. It is the purpose of this paper to examine the effects of a number of alloying elements on the activity of oxygen in the steel bath. As a preliminary to the study of the effects of alloying elements, it seemed desirable to examine certain minor discrepancies in the published data on the properties of oxygen in simple iron-oxygen solutions. The activity and free energy of oxygen in liquid iron were studied by chipman1 in 1933 by means of the reaction h2(g)+-o = H2O (g);K; = PH2O/PH2[% O] [1] The data were in fairly good agreement with calculations from results on the similar reaction CO (g) + O- = CO2 (g); K2 =P CO2/P CO [% O] [2] which had been obtained by Vacher and Hamilton2 as an incidental part of their study of the reaction of carbon with oxygen dissolved in the melt. It was found that the equilibrium ratio k1 was not a true constant but varied with the oxygen concentration in the manner shown in Fig. 1, which is copied from the original paper. This early observation has been refuted in subsequent work but is confirmed in the present paper, and an explanation of the discrepancy can now be presented. During the past few years of operation at Kings Mountain, N. C., full-scale flotation has generally yielded poorer metallurgical results than those obtained in the laboratory or pilot plant. After 2 min in each size of Denver flotation machine in the spodumene rougher circuit, pilot recovery (41.7 pct) was almost three times that of the plant (13.6 pet) and about twice that of the laboratory (21.0 pet). Pilot and commercial plant data are based on continuous operation, and laboratory results on batch testing of rougher performance. The ore is a pegmatite containing spodumene, feldspar, quartz, mica, and amphibolite. Data were accumulated to evaluate the scale-up relationships between laboratory, pilot plant, and plant flotation cells. Flotation rate constants and dimensional analysis were used to define the relationship existing between flotation behavior and scale of operation.

(communication to the Secretary): Mr. Howe remarks (nuns., xxiii., 656) that, running through my paper, there is a tacit assumption that there is a constant and known relation between the coarseness of the grain of steel and its quality. The above assumption was not made tacitly. On the contrary, it is based upon the very experiments embodied in my paper. Indeed, most of those experiments were undertaken with that end in view, i.e., to ascertain the existence of such a relation. Mr. Howe calls attention to the fact that of two pieces of manganese-steel, originally from the same bar, the coarser-grained showed the greater strength and ductility. Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

The influence of the early stages of precipitation on the kinetics and structure of martensite formation in Fe-27Ni and Fe-29.5Ni alloys containing from 0 to 10 pct Ti was examined with X-ray and electron microscopy techniques. The formation of a coherent, ordered preprecipitate had a profound stabilizing effect on the austenite. The Ms was decreased by increased titanium content and aging time up to a critical time. When the critical aging time was exceeded, the Ms was observed to increase markedly. The formation of the clusters was insuppressible and the volume fraction of clusters formed during the quench was a function of the titanium content. Martensite resulting from transformation of the clustered austenite is tetragonal with the c/a ratio increasing with titanium content. A model for the tetragonality is suggested. The morphology and substructure of the m artensite is inter-preted in terms of the above information and the cur-rent models of twinned martensite. ThE ramifications of precipitation in austenite to the properties of austenite have been the subject of numerous investigations. The current research is concerned with the influence of precipitation in austenite on the kinetics and structure of subsequent marten-site formation. In a previous investigation, Abraham et al.1 followed the aging reaction in an Fe-29.5Ni-4.2Ti* (at. pct) alloy using an X-ray diffraction technique. This technique, employing a Guinier camera, provided kinetic measurements through observation of the side band position as a function of aging time. The salient results of this work were: 1) The initiation of precipitation was not suppressed by quenching, i.e., there was a finite cluster zone size at zero aging time; and 2) The hardness of the aged austenite correlated extremely well with the zone size. During the previous work it was noted that the mar-tensite formed after aging was tetragonal, substanti-ating an earlier observation.2 Systematic investiga-tion revealed that the martensite was tetragonal in both the solution-treated then quenched, and the solu-tion-treated, aged, and quenched condition, and, furthermore, that a marked stabilization of the austenite occurred as a function of aging time. The present work is concerned with documenting the tetragonality and the stabilization phenomena as well as the ob- served microstruction with a suggested rationale for the behavior noted. EXPERIMENTAL PROCEDURE The compositions of the alloys are listed in Table I. The analyses were performed after the solution treatment of the strip material. Nickel was determined using the standard dimethy1-glyoxime procedure whereas titanium was determined colorimetrically with hydrogen peroxide and volumetrically by titrating with ferric iron. The materials were melted in a 5-lb vacuum induction furnace, cast into 2-in.-diam ingots, and forged in a temperature range of 950. to 1200°C to 1/2-in. slabs. The three higher titanium containing materials cracked during forging; therefore, to get the alloys into strip form, slices 1/8 in. thick were cut from the slab, homogenized 4 hr at 1150°C, then cold-rolled to a 0.04-in. thickness. The remaining slabs were hot-rolled, homogenized 4 hr at 1065"C, then cold-rolled to a final thickness of 0.03 in. All of the heat treatments were performed under a protective atmosphere of argon. The Ms temperature for most of the alloys is below room temperature; therefore, it was possible to solution treat, quench to room temperature, polish, and then observe the transformation optically on a cold-stage microscope. To determine the effect of aus-tenitizing temperature on Ms, eight of the alloys were treated at two temperatures, 1025" and 1120°C. No measurable variations in Ms were noticed. The remaining alloys were treated at 1025°C. The specimens, : by 5/16 by 0.03 in., were austeni-tized in a vertical tube furnace under a dynamic argon atmosphere. The bottom of the tube was submerged in water for quenching purposes. The question of stabilization that may be operating at room temperature was investigated and found to be negligible. A GREAT number of hypotheses has been advanced to explain the complex phenomena that are encountered in flotation. In the days of bulk-oil flotation, when a large quantity of oil was employed, it was observed that the oil-mineral aggregate floated above the ore-pulp because of its lesser density. With the advent of froth-flotation this phase of the theory had to be modified to take into account the presence of air bubbles. The reason why the mineral-bearing froth of today rises to the top of flotation cells is, of course, because the air-mineral aggregate, with whatever reagent may be associated with it, is lighter than the pulp. In an attempt to explain froth-flotation the fact has been emphasized that certain minerals are wetted and therefore remain in water; while others are not wetted and therefore become associated in preference with air. Such an "explanation" does not explain facts, it merely states them; for instance, it does not explain why minerals are wetted under some circumstances and not wetted under others. Going somewhat further, the wetting or nonwetting of minerals by water has been ascribed&apos; to differences in the angles of contact between oil droplets and mineral surface at the surface of the minerals. This explanation, however, was abandoned when soluble flotation reagents came to replace the so-called "insoluble" reagents. Another theory, sponsored about 10 years ago by Ralston,2 involves the effects of electric charges at the surface of the minerals particles and air bubbles. This theory, unfortunately, was not developed as fully as it seems desirable.

In a former paper* the writer has described the essential features of the general geology of the Cripple Creek region. In the present account it is intended to examine into the occurrence of the ores, the value of which has made this district the most important among existing American gold-fields. The production of Cripple Creek from its discovery, in 1891, to the close of 1901, has reached a valuation of fully $125,000,000. During the past year (1901) the output amounted to $17,285,470. In 1900 it was $18,174,681. The first discoveries, which led to the development of the district, were made in the spring of 1891, but it was not until 1893 that vigorous work was commenced. A great impetus was then given to the exploration for gold on account, of the sudden drop in the market-price of silver, caused by the closing of the Indian mints in the summer of that year. This induced an energetic population from the older silvermining camps of Colorado to go to the new gold-field, which was then beginning to attract attention. Prospecting, at first, was hindered by the comparative absence of outcrops, due to the fact that the surface of the hills is covered with a considerable thickness of shattered rock, resulting from the action of frost at a high altitude; but so much indiscriminate digging was done that a number of rich veins were uncovered, and this stimulated the search for others. The advanced condition of the mining industry of Colorado offered unusual facilities for exploration and reduction; progress was therefore rapid, with the result that the district soon achieved great prominence.

T is unfortunate that the word "economics" has -¦¦ come to mean, in the minds of many people, a sort of half-baked mixture of New Deal philosophy and bookkeeping. It may mean anything from mine cost keeping to the theory of gold as a monetary standard. As applied to the industrial mineral industries as a whole it means to us an integrated study of all of the technical, geographical, market, financial, and other factors which determine whether or not a given enterprise has a sound chance of making a business success. Of course it is impossible to generalize too freely in this large group of industries which go to make up the nonmetallic minerals. This group includes such dissimilar products as crushed stone and ca- pacitor mica, phosphate rock and spinning fiber asbestos, roofing granules and potash salts, borate minerals and monumental granite. Yet in many respects their economic problems are similar and, at the same time, far different from those of the metals and of petroleum and coal. These basic differences are almost never recognized by people outside the industries and are rarely appreciated even by metal mining engineers. But in many instances these economic factors are fully as important as, if not more important than, technologic problems. It has been a long fight to get an intelligent and wide-spread appreciation of sound technology in the nonmetallic mineral industries. The importance of the economic side of the problem has yet to be widely understood and appreciated. The problem was outlined in considerable detail by one of the authors some 18 years ago in a long series of articles* and he has since prepared numerous talks
