INTRODUCTION ASARCO Incorporated purchased the East Tennessee Zinc Mines of the American Zinc Company and commenced operating on November 29, 1971. Presently, three mines are operating producing 6620 t/d (7300 stpd). The ore mined is sphalerite which occurs In lower Ordovician carbonates of the upper Knox Group and occurs in open space and fracture filling. Orebodies range from 3 to 46 m (10 to 150 ft) thick with dips from flat to 20º. The mining method is random room and pillar modified by shrinkage and bench stoping. Like other mining departments, the mining group at the Tennessee Mines Division is constantly looking for methods to improve productivity and safety and to reduce mining costs. This involves testing new equipment, trying new ore extraction ideas and making mining plant alterations to meet changes in operating conditions. The areas of change that will be described in this paper are longhole raising, jumbos and LHD loading, shaft sinking, conveyor transport of ore and sublevel haulage developments. LONGHOLED RAISES Raise driving has always been a hazardous occupation for miners and today it is becoming more difficult to get competent people for this kind of work. This problem has led us to seek an easier, safer way in which to excavate raises. A computer model was developed to calculate the fragmentation cost for in situ leaching operations as a function of the blast design and deposit parameters. The model is based on blasting an ore zone only or an ore zone plus overburden by either a coyote blast or a vertical blasthole system. The model calculates the blast design parameters and the fragmentation cost based either on a user input powder factor value or on a powder factor calculated by the model as a function of the overburden height and the ore zone thickness. Examples of blast design parameters calculated by the model are the number and spacing of blastholes for a vertical blasthole system and the number and spacing of crosscuts for a coyote system. The model also calculates the total amount of explosives, the detonating cord length, and the number of primers. The cost of blasthole drilling can be calculated by the model based either on purchasing and operating a drill or on a user input value of the contracted cost of drilling. Application of the model to an example ore deposit showed that the vertical blasthole systems were more economical than the coyote system when there was no overburden and the deposit had an average ore thickness less than 45 meters. With no overburden and ore thickness greater than 45 meters, the vertical blasthole system was either more or less expensive than the coyote system depending on the number of levels used in the coyote system. With overburden, the coyote system was less expensive than the vertical blasthole system for blasting either the ore only or the ore plus the overburden. A coyote blast will usually produce larger particle sizes than a vertical blasthole system. Larger particle sizes can result in lower copper recoveries so that a less expensive coyote blast may not improve the overall economics of an in situ leaching operation. Blasting the ore zone only was generally less expensive than blasting the ore plus the overburden by either blasting system. Also, for the example considered, the coyote system costs were less sensitive to changes in overburden thickness and powder factor while the vertical blasthole system costs were less sensitive to changes in ore thickness.

MORE years ago than I care to admit I conferred the title of "combustion engineer? upon my-self since nobody else would confer it. I thought at the time, and for some, years thereafter, that my field was limited to the precincts where the fuel was being burned, but I found that I could stand in the door of the furnace room and hear distressed heat units calling for help all over the plant. Some of them were over-worked, others were compelled to do useless work, and still others, anxious to render a proper account of themselves, were not permitted to do any sort of work at all and were utterly wasted. The combustion engineer has something to do at that interesting occasion when the heat unit is being born in the furnace, but his responsibility does not end there. He must follow the little fellow throughout the entire period of its hectic existence in the plant and see that it gets a fair chance and a square deal everywhere. I fear that the general impression of the combustion engineer's duties is much as mine was in the beginning; that his job is limited to the implements and processes incident to the specific operation of converting fuel into active, heat energy and of applying it to the boiler, the still, or what-not, with the least possible waste. But is it not true that a heat unit saved in a remote corner of the plant means just as much to the fuel account as another saved at the furnace? And if nobody else is looking after the heat units out on the range why should the combustion engineer spend all of his time hanging around the corral? If combustion engineer is not a broad enough title to cover the man in charge of a general heat unit rescue campaign call him any-thing else you please. The job is all that counts. The name means nothing. A skunk by any other name would smell as bad. The greatest field I have ever found for general "heat rescue" work is the oil refinery. In refining we first put heat into the oil and then take it away from the vapor. The greatest heat losses occur during the cooling operation, but there are losses, many of them preventable, either wholly or partly, at every step of the several processes in oil refining.

Deep-seated human instincts urge us to positively mark the passage of time. We celebrate the passage of each year. Years give way to decades, and decades to half centuries and centuries. At all these mileposts we are inclined to pause, take a look around and catch our breaths before embarking on the next leg. We are at such a point now and this meeting I am sure will give direction to the road ahead into the decade of the seventies. In looking around at this point, 1979, it is obvious to all of us that the environment in which we must mine, mill, smelt and refine lead and zinc has radically changed. These changes have, of course, occurred over a long period of time. They have, however, all been in the same general direction. They have all had the same motivation. The period of greatest contrast is probably the fifteen years just before World War II and the fifteen years following the end of that war. I thought that I might review briefly with you what seems to me to be four of the more important changes that have developed since World War II that profoundly affect our activities in the lead and zinc industry. I mentioned before that all these changes have been in the same direction; that is, they have all tended to restrict our freedom of action in pursuing our objective of producing lead and zinc on a competitive basis at a profit. Consequently, in discussing them you may think that I am merely viewing with alarm. This is not the intent. This is merely supposed to be an objective analysis. I think it appropriate before discussing these trends in detail to examine the position of lead and zinc today.

I fear most of the Institute members are already weary of the perennial controversy about the apex law. I feel that way about it myself now, though I have been guilty of considerable contribution- to the discussion in the past. The discussion does not seem to perceptibly influence previously held views and I would not again break into print on the subject but for the urgent invitation of the Chairman of our Law Committee. This energetic and able member has firmly determined to secure a revision of the mining law and among other things to eliminate the so-called apex provision from the U. S. mining statutes. He is, however, fair about it and has invited me to make ((the strongest possible argument in its favor." I am suspicious that he is acting on the psychological principle that it is usually easier to convince an audience against a cause vigorously but unsuccessfully defended than against one wholly mute. Nevertheless, I realize that personally he wishes me no harm, much as he hates the apex law, and so am willing that the Institute have whatever benefit may accrue from my taking up again the unpopular side of the discussion. I say this because the attitude of a large part of our "articulate" membership seems irreconcilably hostile; their minds are made up; favorable consideration is foreclosed; and they become impatient and even sarcastic at any attempt to elucidate a favorable view of the apex law. The exact question for discussion at the present time is not whether on abstract, or any other considerations, the apex law is the best possible rule, but the very different proposition whether, after nearly 50 years of statutory life and much longer as a practically universal miners' custom, it is now just and expedient to repeal the apex law. At this point it seems to me that we may profitably devote a paragraph or two to the subject of the origin of law in general, as we are presumed to be considering the subject from the high viewpoint of the general welfare of the nation. The most comprehensive and accurate definition of law in the legal sense is, that it is the body of rules for the regulation of human conduct which is enforced by the State, that is, by the nation.l Legal

Soft iron parts for magnetic applications, particularly pole shoes, constitute a major portion of the ferrous products of powder metallurgy. The residual pores in pressed and sintered parts reduce values such as the magnetic permeability but service experience extended over a number of years has proven beyond doubt that in many instances the lower density of powder parts is not prohibitive to their use as replacement of machined magnetic parts. The magnetic requirements for pole shoes, particularly the permeability, vary within wide limits, especially with the relative size of the air gap in the finished assembly. The overill permeability of an assembly, is given by the formula where is the permeability of the core material, I the total length of the magnetic path, and a the length of the air gap. Fig I shows the variation of the overall permeability with the permeability of the core material, calculated according to Eq I for an air gap of I pct of the total length of the magnetic circuit. EVERY dry thing that burns easily and multiplies or maintains fire by its own intrinsic nature can be put into an incendiary composition and various effects are produced. Some of these things are mineral combinations, like sulphur or its oil; some others, [163v] hot, dry, and subtle substances, like saltpeter; and some are. unctuous things, like fats and oils of any kind; while some serve because of dryness, like pith and wood. Some of these things are natural and some artificial But now I set aside the search for these differences in their composition. This is what I have found among all the ancient and modern things that I have been able to seek, and first, back in the time of Alexander the Great. Marcus Graecus, who was perhaps the inventor or a great experimenter and practicer of such things, writes of many of them. I have chosen some among these, and one* is this: In order to make it, he took Grecian pitch, alchitran, live sulphur, tartar, sarcocolla, niter, and petroleum oil, one part of each, and, in addition, a double amount of quicklime. He mixed it all with oil of egg yolks. Having put it in a well-covered and closed vessel of glass or glazed earthenware under warm manure, he left it for a month. Then, having liquefied it over a slow fire, always keeping the vessel well closed, he finally put this liquor in hollow sticks, in little pots, or in vessels expressly made, all with a little fuse fitted in the middle. If I should have to do this, I would say that a little gunpowder should be put in, which should give beginning to the fire so that it would ignite more easily. I have also found that another fire is made. For this sulphur is taken, or oil of sulphur if it is possible to obtain, petroleum oil or some rock oil, juniper oil, very well-refined saltpeter, and for one part of each of these five parts of asphalt; in addition, take goose or duck fat, pure black pitch, varnish, pulverized dove's dung, and enough aqua vitae to cover all the aforesaid things.. THE compositions of coexisting phases in the methane-propane-n-pentane system were determined at 160° and 220°F. throughout the two-phase region, at pressures above 500 lb. per sq. in. The experimental results permitted the calculation of gas-liquid equilibrium constants as well as the establishment of the critical behavior of this ternary system. The experimental results are presented in tabular form and a number of diagrams illustrating the phase behavior of this system have been included.

THE system Ti-CI- has been studied by several investigators." ' Though titanium and chromium are completely miscible at high temperatures, an intermediate phase of the approximate atomic proportions TiCr, has been identified at various compositions between 60 and 68 wt pct Cr. The structure of this phase was established as the cubic C15 (MgCu2) type with 24 atoms per unit cell and a lattice parameter 6.929 kX.2 During a study of the ternary system, Ti-Mo-Cr,5 the existence of a high temperature modification of the TiCr, phase was discovered. In a series of alloys annealed at 1300°C and containing from 60 to 70 wt pct Cr and 5 pct Mo, a new phase was present which did not correspond to either ß solid solution or TiCr,. By trial, the new phase was identified to be of the hexagonal C14 (MgZn2) structure with 12 atoms per unit cell. Further work showed that the hexagonal structure was. in fact, also present in binary Ti-Cr alloys quenched from high temperatures. To make the identification more certain, the intensities of the various reflections were calculated assuming a composition TiCr2 and C14 structure. Table I lists reflection planes, interplanar distances, calculated intensities, and a comparison of these values with the lines of a binary Ti-Cr alloy (66 pct Cr) annealed for 20 min at 1385°C and water quenched. Since high angle lines were more diffuse, the correspondence between visually observed and calculated intensities was not as good at these angles. Lattice parameters were computed to be a = 4.922 kX, c = 7.945, c/a :- 1.614. The corresponding interatomic distances are: titanium to titanium distance, 3.00:, kx, chromium to chromium distance, 2.43, kX, titanium to chromium distance, 2.88,, kX. These compare to 3.00, 2.45, and 2.87 kX in the cubic phase, respectively.' The atomic positions in the C14 structure are as follows: Titanium 1/3, 2/3, Z; 1/3, 2/3, 1/2: 2/3, 1/3, i; 2/3, 1/3, (1/2-z); Chromium 0, 0, 0: 0, 0, 1/2; 2x, 2, 1/4; 232, x, %; X, 22, 1/4; X, 2x, 3/4; x. x, 1/4; x, x, 3/4; The values of x and z were calculated for the alloy mentioned and found as follows: z — 0.061, x = 0.165. The values assumed in the intensity calculations were those for an ideal close-packed lattice or z = 1/16, x = 1/6. Work in the Ti-Mo-Cr system indicates that y2 the hexagonal modification of TiCr2, is the stable phase above 1300°C, while y1 with the cubic structure is stable below 1000°C. X-ray examination of a number of alloys annealed at intermediate temperatures showed that the hexagonal and cubic phases can coexist. Alloys quenched from 1000°C and annealed at 1100" and 1200°C showed small amounts of y2 at the higher temperature. A considerable amount of y, seemed present, however, in cast alloys annealed at 1100°C. It further appears that there is a small but definite solubility range for both phases in the ternary system. Uranium metal with a purity of about 99.9 pct was produced on a large scale by fused salt electrolysis with a material efficiency of about 90 pct. The material efficiency depends mainly on bath composition, electrolysis temperature, electrode smothering, and elutriation during washing of the powder. RESEARCH and development work on fused salt electrolysis carried on by the Westinghouse Lamp Div. Bloomfield, N. J., was done under the Manhattan District Corps of Engineers and later under the Atomic Energy Commission for the commercialization of uranium production for the first atomic pile at the University of Chicago in 1942. From the conception of the atomic bomb project it was recognized that metals with impurity levels having little metallurgical significance would be required. Permissible impurity levels were based on neutron absorption. Of particular significance was boron, which could not be present in amounts exceeding 1 ppm. The electrolytic method as developed in 1930 by Driggs and Lilliendahl,1,2 and later improved, yielded uranium of very low boron and other deleterious impurity content. No other method was capable at that time of producing uranium metal of the required purity.' The low boron content of uranium produced by the electrolytic process resulted from the availability of the reactants which were low in boron content, and from the inherent elimination of boron in the fused salt bath. Since the heart of any electrolytic process is the electrolysis cell, this paper will deal with the development of the original bath composition for the efficient production of uranium from a batch process to one of continuous operation. Emphasis also will be placed on other factors which will affect the material efficiency of the process. With the laboratory cell the material efficiency of uranium powder recovery in the early electrolysis was relatively low, about 35 pct based on the ratio of uranium recovered to uranium added. This early process also had other defects. The electro- lytic bath could not be used continuously. After three runs from a freshly charged crucible, the deposit showed a tendency to slip off the electrode as it was raised from the bath. This condition necessitated pouring the charge every fourth run and preparing a new bath. It was assumed at that time that this condition was caused by the increasing fluoride concentration with each addition of uranium salt, which adected the mobility of the uranium ions. Experimental The electrolysis cells differed in size only. They were of the floating cathode type. The laboratory cells were 21/2 in. ID and 6 in. deep and operated at 30 amp and 5 volts. Production was about 150 g metal powder per 8 hr. The plant cells (5 units) were 9 in. ID x 21 in. deep and operated at 1800 amp at 12 volts. The total production unit was designed to produce 250 lb of uranium powder per 8 hr day. Because of the tendency of uranium fines toward spontaneous combustion, material efficiencies were based only on the recovery of useful coarser metal which could be safely handled. The reported efficiencies are of particular significance only as related to the same group of experimental procedures. At the start of the project no changes were contemplated until previous data could be definitely confirmed. Therefore, the first experiments were with the 50 pct CaCl2-50 pct NaCl mixture. The material efficiency of uranium deposition as a function of the number of electrolyses is shown in Table I. In Table I, the decrease in efficiency at 800°C with number of runs is apparent and confirmed the earlier data. Operating at 900°C enabled the number of runs to be doubled, but before pouring the charge the efficiency of recovery became poor. This test indicated that the improved efficiency might have been caused by an increase in the fluidity of the bath.

IN May, 1878, I had the honor of presenting to the Institute, at the Chattanooga meeting, some observations upon the heat of the Comstock Lode, and since then the subject has attracted some attention and criticism, in the course of which, I have observed errors of apprehension which I beg leave to correct now. Mr. John Arthur Phillips discussed it before the Geological Society, his paper being printed in the Quarterly Journal for August, 1879.* His criticism is based upon that part of my paper in which I quote a number of analyses of the mine waters, to illustrate the fact that the heat does not come from the oxidation of pyrite. I pointed out that these waters contain only an insignificant proportion of sulphuric acid, and not enough to account for even one per cent. Of * A Contribution to the History of Mineral Veins. By J. The only way in which the difficult problems of classification of coal for the manufacture of by-product coke can be solved is to analyze them by the use of scientific data. It is very easy to adopt classifications for coal for the manufacture of by-product coke along certain lines; we can easily say that for a certain class of metallurgical operation coke made from bituminous coal must not contain more than so much sulfur or more than so much ash and should yield certain returns in the by-products, tar, ammonia, benzol, gas, etc. Those points we are fairly clear on and I think it is hardly worth while to discuss them because I presume that they are familiar to most of us who have any occasion either to make coke or to use it. But there is a field in the manufacture of coke which we know very little about. For example, we are operating a plant on a certain mixture of coal. Suddenly our blast-furnace man or the user of the coke tells us the coke is not as good as it was before. The coke is analyzed and the coal is analyzed. Everything seems to be about the same as it was— the ash is the same, there is no more sulfur, and so on—but the coke, for the use to which it is put, particularly in the blast furnace, is wrong. What happens? The management decide to try a slightly different coal mixture. They do not necessarily raise the total hydrocarbons, the volatile matter in the mixture, nor change the sulfur or the ash, but they do make a change which improves the value of the coke for metallurgical use. The reason for this difficulty, as I see it, is the " combustibility " of the coke—I hesitate to use the word, but it is the best one I have available. Combustibility of Coke We know now that the combustibility of coke is a very vital point in many metallurgical processes and I think one of the most notable instances of the proof of this is the experience of the Carnegie Steel Co. in the production of coke at its Clairton plant. in this paper, the theory of elasticity has been applied to the rock about a deep well, It is assumed that the rock has a modulus of . elasticity and a Poisson's ratio and that the theory of elasticity applies. It is necessary to know or assume the state of stress existing in the rock before it is penetrated by the well drill. The application of this theory indicates that stress concentration of shear, tensions, and compressions about the bore hole are of a high order. This is particularly true when a horizontal compressive stress exists in one direction only in the formation before drilling. If such an initial state of stress exists before drilling, then the rock will have stress concentrations of both tension and compression at the same elevation and of such magnitude that failure of the rock is likely. Accompanying these is a shearing stress of large proportion which is likely to produce spalling of the well walls. Internal pressure applied to the well bore will relieve the extreme compression but not the tension and has little effect upon the shear. Plastic deformation of the rock through a geological time tends to mitigate the stress concentrations. IntroductioN It has long been known that the stresses about holes and re-entrant corners of elastic solids under the influence of loads are different and generally more intense than those imposed upon the body else- where. Stress concentration at a re-entrant corner can be reduced by increasing the radius of the fillet at the corner. Stress concentration at the end of a crack in a plate undergoing either tension or compression Can be relieved appreciably by drilling a hole at the very end of the crack. Also, stresses can be increased in an elastic body in tension or compression by making a hole in it. The stress concentration is greatest at the edge of the hole. Considerable knowledge of the stresses which exist about the bore hole of a deep well may be had by applying our knowledge of engineering mechanics; or more particularly the theory of elasticity. It is, of course, necessary to make the assumption that the rock is elastic and behaves as an elastic solid, that is, that it obeys Hooke's law, has a modulus of elasticity, and a Poisson's ratio. It is also necessary to know, Or assume, the state of stress which exists in the rock prior to the penetration of the drill. With this knowledge it is possible to compute the stresses about the bore hole. The problem can be simplified by considering several simple cases separately and then by applying the principle of superposition to solve the more complex cases which are made up of the simpler ones. Case i—Rock Strata in Compression Penetrated by a Hole This case was first worked out by G. Homestake-New Mexico Partners operate a 750-tpd carbonate leach uranium concentrate mill near Grants, N.M. The highly mineralized water available as process water leaves much to be desired. The 628 ppm as CaCO 3 makes the use of raw water very troublesome in pipes and on filter cloths. However, the residual sodium carbonate in the final filter cake going to tails makes an ideal softening agent. To take advantage of this fact, all makeup water used in the mill is first used as tailing slurry dilution water and comes to the mill from the tailings pond. The 5-acre tailings pond serves as a thickener and 100 to 150 gpm of nearly clear solution is decanted to a pump to be returned to the mill. Since this tailings water has small quantities of uranium in the solution an ion exchange scavenger unit was installed to remove as much uranium as possible. The ion exchange raffinate is then used as final filter wash ahead of the tailings slurrying step. In spite of the large settling area this return water is not clean enough for ion exchange feed. The solids present are very fine and composed of approximately 15 pct (by weight) burnable carbonaceous material common to the sandstone uranium ores in the area, 40 pct SiOz plus 45 pct CaC03. Laboratory work showed that this material responds very well to flotation. Before deciding to use flotation, various clarifying systems such as pressure leaf filters, sand filters, and continuous vacuum pre-coat filters, were considered. Each of these could have solved the problem but with much more operating labor, more reagents and greater installation costs than the flotation step. About 100 to 150 gpm of fouled water is fed to two 66-in. Fagergren cells, in series. Reagents used at the beginning were Arquad 2HT75 and Arquad C50, at the rate of about 1% lb per 8-hr shift, or about 0.0053 lb each per ton of ore. This did not completely remove the solids but does an acceptable job. Approximately 75 pct of the slimes are a size that can be caught on a 41-Whatman Paper are removed. Removal of these slimes also allows much better settling of the coarse nonfloatable material. Advantage is also taken of this fact in a small settling tank ahead of precipitation. Removal of this amount of the slimes makes the ion t:xchange feasible. PREGNANT SOLUTION CIRCUIT The carbonate? leach-caustic precipitation method of uranium concertration does not provide for any process purification step ahead of precipitation. Therefore, any fine solids getting into the pregnant solution through the filter cloth show up in the final concentrate. This, of course, lowers the grade, and, at times, the slimy nature of these very fine solids rendered final filtration of the concentrate difficult if not impossible At Homestake-New Mexico Partners a 75-ft thickener was available for gravity clarification of 100 to 120 gpm of this pregnant solution. However this did not sufficiently remove the slimes. Laboratory investigation of the whole range of flocculants that were suggested by literature, salesmen, and friends failed to turn up anything of consequence. A continuous vacuum pre-coat filter would do the job and was investigated. The capital cost and the operating labor and materials made this a last chance choice. Following work done in the metallurgical laboratory on the tailings return water, it was found that some changes in the reagent strengths and combinations made a very definite decrease in the solids in the pregnant solution. Concentrate grade improved about 5 pct anti the final product after drying had an appreciably greater bulk density. Compared to a cost of about 2.2e per ton for pre-coat filter opelation for cleaning just one circuit, flotation costs less than 1.0 per ton of ore for cleaning two circuits. While a pre-coat filter would do a more thorough job, the flotation does all that is required for either circuit. Gravity causes the froth produced to run back into the leach circuit. This does not appear to result in a build-up of objectionable slime. No extra manpower is required; the operators in the separate areas can observe the operation of the cells and mix the small quantities of reagents as needed. Normally the 66-in. Fagergren cell requires 15 hp per cell, but this very dilute slurry needs only 10 hp for both cells.
