I Should like to commence by saying how much I appreciate the honor which the American Institute of Mining and Metallurgical Engineers has done me in inviting me to visit your country, and to deliver this lecture before you. In choosing a subject, and in deciding what to include and what to omit, I have endeavored to discuss as far as possible work carried out recently in Europe with which you may not be unduly familiar. It would be poor return for your hospitality, and a mistaken sort of compliment indeed, if I were to load the lecture with accounts of researches carried out in your own country—researches with which you are probably better acquainted than I. Not that I have in any way excluded work done on this side of the Atlantic from my survey; one would indeed find it difficult to write on this, or on any other branch of science, without mentioning American work. But I have endeavored as far as possible to concentrate on aspects of the case which will, I hope, be comparatively fresh to you, and I feel fairly certain that this will be in accordance with your own wishes. Films Produced at Elevated Temperatures If a strip of iron is heated strongly at one end, the other end remaining cold, there is produced over the heated portion a layer of oxide scale, the thickness of which diminishes steadily with the distance from the hot end. Somewhere in the middle of the strip, the thickness of the oxidized layer will become comparable to the wave length of light, and over this region the thin films give rise to a series of beautiful interference tints, commonly known as "temper colors." The colors are caused by the fact that two trains of light waves are reflected respectively from the outer and inner surfaces of the oxide film, and the possibility arises that the "crests" of one series of waves may coincide with the "troughs" of the other, thus diminishing the intensity of the light of some particular wave length. The state of affairs in this part of the strip is shown diagrammatically in Fig. 1, in which the film thickness is enormously exaggerated, of course, in comparison with the length of the strip; the

The opening session* was held in the hall of the Franklin Institute, on Tuesday evening, June 20th, President Holley in the chair. The President introduced Mr. Franklin B. Gowen, who addressed the Institute as follows: Mr. President and Gentlemen : It has been made my pleasant duty to welcome you to the city of Philadelphia, but in so doing I shrink, with some natural reluctance, from appearing before an audience so much better fitted than I am to cope with the subjects which are usually presented to your association, and I can assure you that no trembling neophyte, first venturing within the groves of the Academy, or walking, with sacred reverence, in the gardens of Plato, felt more natural dread at the consequence of his own temerity than I do in appearing before an audience composed of geutlenlen belonging to a scientific society of which I am but too sensible that until now I have been a member only in name. In olden times, upon entering a temple sacred to the worship of any deity, it was customary to lay some offering upon the altar, and, in following this custom, it will be my duty, before entering upon the more pleasant part of the task which is assigned me, to call your attention to a subject with which I have been somewhat familiar, and which is entirely within the scope of your investigations, in the belief that I may throw out some hints or some suggestions of a process that may be fully developed by some of you, and eventually lead to the introduction of that which may be of service to the human race. The sum of $100 was appropriated to the War Minerals Committee for expenses of letter paper, postage, etc. The report of the Treasurer was accepted and ordered filed. Upon the recommendation of the Committee on Membership, sixty-eight Members, two Associate Members, and ten Junior Members were elected. The Secretary presented a letter from the office of the Chief of Ordnance, U. S. A., offering him a commission in the Ordnance Officers' Reserve Corps, and asking him to submit to the governing body of the Institute a request for release from his contract with the Institute, in order that he may accept the commission in question. The following minute was then passed. "The Executive Committee is of the opinion that the Secretary of the American Institute of Mining Engineers can be of more use to the Nation in his present situation, in view of the fact that there is no possible substitute for him in this position, than he could be if he left to accept a commission as an officer in the Ordnance Department, and this Executive Committee requests that an executive officer of the Institute go to Washington and confer with the Chief of Ordnance, requesting a withdrawal of the offer to the Secretary of the Institute and presenting the names of substitutes therefor." The payment of 'a special clerk for the Committee on Increase of Membership at the rate of $100 a month was ordered continued for a further period of six months.

It is now three years ago that I wrote a paper on the fire which broke out in October, 1880, at the Chrysolite mine, Leadville, Col orado, of which I was at that time manager. The paper was read by title at the Harrisburg meeting in 1881, and was accompanied by plans and sections fully illustrating it. It was written to invite a general discussion of the course pursued in the management of that fire, since the various fragmentary and sometimes prejudiced or inaccurate newspaper accounts were not suitable to base judg ment on. The paper I offered, gave the facts as they appeared in the contemporaneous record which I had kept. At that time, a dif ference of opinion had arisen with an adjoining mine, as to possible damages entailed through the fire; and a law suit was talked of. In view of these circumstances, the President of the Chrysolite Company advised a temporary withdrawal of my paper. Somewhat later, I withdrew it entirely, because of the unlooked-for delay in * arranging the controversy referred to. It. has now, indeed, been amicably settled; but the lapse of time has deprived the matter of much of its immediate professional interest. To the urgent request of some of the members, that I should, at least, give a description of the fire- and gas-proof bulkheads employed, I yield with some hesitation, since I lay no claim whatsoever to orig inality in these devices, and therefore question the value of such a paper. The fire originated by accident, in the Chrysolite, a mine comprising extensive and more or less irregular workings, containing immense quantities of timbering, but partially packed with waste rock or earth. INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. While working, during the summer of 1877, upon the "Chemical composition and Physical Properties of Steel Rails," the results of which are given in my report with this title, I was struck with the surprising wear which some of the rails, which would ordinarily be called soft rails, had endured. At that time I knew of no chemical measure of softness except low carbon, and I found that a numher of rails with low carbon had endured as high or higher tonnage, with apparently as little loss of metal by wear, as those with higher carbon. My own work on steel rails that summer did not embrace any definite experiments as to the amount of metal worn off the rail per million tons which had passed aver it; and so I could get no more definite answer from that work, to the question at the head of this paper, than was given by comparing the appearance of the worn section of the rail with its tonnage. This comparison, however, served to arouse in my mind the query, whether the commonly received opinion as to the relation between the hardness and wearing power of steel is correct, as applied to steel rails. This opinion, if I am right, is: the harder the steel, the better will be the wear, and the limit of hardness is simply one of safety; hard, brittle steel being, of course, more liable to break than soft, tough steel. The query, although aroused, did not bear any immediate fruit, and, as will be evident to any one reading it, the report above referred to was written with the commonly received opinion in mind. Since that time I hare collected a little information upon this subject, which I should be glad to submit to the Institute, if for no other purpose, for the sake of arousing attention, and directing study to the question of hardness versus wear in steel rails. Before making known this information, howevcr, permit me a few words in reference to hardness. How shall we measure the hardness of steel ? Of the various ways of getting indications as to the hardness of steel, which are known, three mill serve our present purpose. These are: 1st. High carbon. It is generally agreed, I think, that at least within proper limits, the greater the amount of combined carbon in a piece of steel, the harder the steel, and I need not do

Epitaxial growth of GaAs 1-xPx on germanium substrates was achieved using an open tube vapor transport system. The compositional range of 0.3 < x < 0.4 was examined. The best results were obtained with (311) orientation of the germanium substrate. The physical and chemical properties of the resulting layers were investigated using several techniques. Spectrographic analyses of the layers indicate substantial incorporation of germanium into the GaAs t-X Px layer. Evidence is presented which indicates that this incorporation occurs via a vapor phase transport process rather than by solid phase dijfu-sion. Electrical measurements suggest that the germanium thus incorporated behaves predominantly as a deep donor in the compositional range of 0.33 < x * 0.40 and has a deleterious effect upon the luminescent properties of GaAs1-x Px. The increasing technological importance of GaAs1-xPx for use in light-emitting devices has led to an evaluation of several aspects of existing growth processes. The method most commonly used to prepare GaAs1-xPx for electroluminescent device applications is vapor phase epitaxial growth on GaAs substrates.&apos;-4 In a typical electroluminescent diode structure the active region of the diode is entirely within the epitaxial layer and thus the electrical properties of the substrate are relatively unimportant since it is effectively a simple series resistance (assuming hetero-junction effects to be negligible). The use of germanium rather than GaAs as the substrate material is of interest for several reasons. First, GaAs of reasonable structural quality has been epitaxially grown on germanium4-2 and it is reasonable to expect that GaAs1-xPx could subsequently be deposited on the GaAs layer. Second, germanium substrates are readily available with both lower dislocation densities and larger areas than GaAs. Finally, single crystals of germanium are more economical than GaAs single crystals. The principal objective of the present investigation was to test the feasibility of growing GaAs1-xPx epi-taxially on germanium substrates, and to evaluate the properties of such layers with regard to electroluminescent device requirements. The approach used was to a) demonstrate epitaxial growth of GaAs1-xPx on germanium, and b) characterize the relevant structural, electrical, and optical properties of the GaAs1-xPx layers. The possibility of germanium incorporation into the grown layers was of special interest since there was some indication of this in previous studies of GaAs growth on germanium.5&apos;11,12 Although a study of the electrical properties of germanium in GaAs1-xPx was not an intent of this investigation, several features of the electrical properties of the layers grown in the present study which appear to be due to germanium are described. EXPERIMENTAL PROCEDURE The open-tube vapor transport system used for the epitaxial growth of GaAs1-xPx is illustrated in Fig. 1. This system utilizes the GaC1-GaC13 transport reaction and is similar in most respects to the larger system described elsewhere.&apos; The germanium substrates were n-type, with a resistivity of 40 ohm-cm (Eagle-Picher Co.). These were cut to the orientations of {100), {111), and (3111, and were mechanically polished and chemically etched in CP-4 (5 min at 0°C) prior to growth. In some cases, a GaAs substrate was employed in addition to the germanium. The orientation of the latter was {loo}, and they were also mechanically polished and chemically etched prior to growth. The initial composition of the deposited layer was pure GaAs. After approximately 10 microns of GaAs was deposited on the germanium substrate, the phosphorus content of the layer was gradually increased over a distance of approximately 15 microns to the desired concentration and maintained at this value throughout the remainder of the growth. Typical operating parameters used during growth are given in Table I. Selenium was used as a n-type dopant in several runs to facilitate comparison of the electrical properties of the layers grown on germanium with those of layers grown on GaAs substrates, which are usually doped with selenium. The concentration of H2Se in the gas phase was adjusted to a value which would normally yield a carrier density of 1 to 5 x 101 7 at room temperature in layers grown on GaAs substrates. The terminal surfaces of the epitaxial layers were examined by optical microscopy for structural characteristics. Laue back-reflection photographs (Cu radi-ation) were also made on the terminal surface to verify the epitaxial nature of the deposit. After these steps

AGING is a term that connotes a slow change in properties under ordinary operating conditions. It can be accelerated by increasing the temperature and by mechanical straining. The magnetic properties of iron and some of its alloys have for many years been known to be subject to such a change. But the cause of the change was not recognized until a few years ago after mechanical age-hardening in non-ferrous alloys of the "duralumin" type had been definitely shown, by means of solid solubility curves, changes in electrical resistance and microanalysis, to be caused by slow precipitation of one or more con-stituents from the solid solution. The similarity between the solid solubility curves of such alloys (Fig. 1) and those for iron-nitrogen (Fig. 2) and iron-carbon alloys (Fig. 3) below the Al transformation point suggested at once that magnetic aging of iron might be caused by a similar process; namely, by the slow precipitation of carbon and nitrogen in the form of Fe4N and Fe3C at ordinary temperatures because of a cooling rate that had been too rapid to permit complete precipitation according to equilibrium conditions. This suggestion has since been amply confirmed, particularly by the comprehensive work of Köster1 on the effect of nitrogen and carbon. Typical curves are shown in Fig. 4 for the relationship between aging temperature and coercive force. Previous to the establishment of the precipitation-hardening theory it was thought that the effect of nonmetallic elements like C, N, 0, etc., on the magnetic properties of iron was greatest when these elements were retained in solid solution, atomically dispersed throughout the interstitial spaces of the iron lattice2.

IN the preparation of this paper the writer has drawn freely upon the writings of Orton, Munn, Shaw, Mather, Miller, Hoeing, St. Clair, Jillson, and others, as well as upon his own personal knowledge of the fields of both states. It is to be regretted that certain data gathered by him and his assistants last fall are not available for publication. OIL IN TENNESSEE A few wells drilled for brine for salt making in Tennessee between 1820 and 1840 obtained oil, but no definite search was made for oil until just after the close of the Civil War. Active drilling was then begun in Overton and counties southwest of it on the eastern half of the Highland Rim. A number of strikes were made at shallow depths in the basal part of the Mississippian but the wells were soon exhausted and abandoned. Drilling was revived, about. 1892, when the Spurrier district in Pickett County was developed and was followed by the Riverton district in the same county in 1896. A pipe line was laid from the Wayne County, Ky., fields and about 60,000 bbl. of oil were run before a very heavy slump in the production, a failure to find an extension of the field, and excessive local taxation caused the removal of the pipe line in 1906. There was then no production in Tennessee until the discovery, in 1915, of oil near Oneida, Scott Co., at about 950 ft. (289 m.) in fissures in the Newman or St. Louis limestone. This field, however, soon failed and was abandoned. In 1916, oil was found at Glen Mary, Scott Co., in the Newman limestone at a depth of 1232 ft. (375 m.) A number of wells have since been drilled there, some of which were dry while others, close by, were producers. The largest one yielded, at first, about 340 bbl. per day and produced for several months, when it suddenly went dry. Several of the first wells began at 6 or 8 bbl. per day and are still maintaining that

(communication to the Secretary *).-It has long been known that sulphur and oxygen react upon crude oils, removing hydrogen and thereby creating unsaturated hydrocarbons which unite with each other, producing heavier forms. Dr. Rogers now finds that the percentage of sulphur in the oils of several fields in California is roughly proportional to the specific gravity of the oil. This additional proof is most welcome. It is rather surprising, , in that the impression had prevailed that practically all the reacting sulphur escaped from the oil as hydrogen sulphide, and did not remain in combination with the oil. It would be interesting to know what part of the sulphur-plotted by Dr. Rogers is in solution as free sulphur and hydrogen sulphide, and what part is, in more complex compounds, such as thiophanes, etc.

The growth of nitrogen-austenite during nitriding of large-gvained ferrite between 650" and 800°C has been studied as a functimz oJ time and nitrogen potential of the atmosphere for a variety of alloying elements dissolved in the ferrite. Whereas no preferential grain boundary penetration by aistenite takes place in zone-refined iron, the addition of aboit I zot pct oj&apos; V, Ti, Cr. Si, or A1 produces significant protrusion of austenite down former 0-0 boundaries. This group of elernents also produces ragged y-0 interfaces in the a grains which advance more slozuly than those in zone-refined iron. 1 zut pct of Ni, Co, Mn, or Mo dissolved in ferrite leads to essentially smooth 7-a interfaces, which advance at rates very sinzilar to those in zone-refined iron. The reasons for this effect are not clear. Two possible limiting hypotheses, not necessarily exclusive, are discussed. One involves p.referentia1 grain bozindary diffusion of nitrogen. the other the production of a zone of ferrite, stpersatcirated with respect to nitrogen, from which austenite precipitates helerogeneozisly on the a-a gyain boundaries. In many phase transformations which occur by nu-cleation and diffusion-controlled growth, information on the parameters which control the rates of nuclea-tion and of growth is frequently not quantititative. The present work describes a continuation of efforts to obtain quantitative data on growth rates in systems where thermodynamic and kinetic factors are known independently, and thus where comparison with models of the growth process is possible. The work has been conducted on iron-base systems for two reasons. Firstly, there are several interesting transformations in this system, many of which are of practical importance. Secondly, the information on phase diagrams, activities, and diffusion coefficients is more complete in this system than in any other. These data are still inadequate to check all the effects of alloying elements, but at worst it is possible to make estimates and thus examine order-of-magni-tude agreement with proposed models. It will be necessary to do this in the present work. The problem studied was the growth of nitrogen-austenite in from the surface of large-grained columnar crystals of alloyed ferrite exposed to an NHs/Hz atmosphere. Earlier work by Grozier et al.&apos; had suggested that growth of austenite may occur preferentially along grain boundaries of alloyed ferrite, whereas zone-refined (ZR) iron shows no such effect, Fig. 1. LEAD smelting has been an important industry in Utah for many years. The first lead smelting was done, over 60 years ago, at the Rollins mine in Beaver County, by burning heaps consisting of alternate layers of wood and high-grade carbonate ore. The lead thus obtained was. molded into bullets. With the development of. the mines, the problem of cheaper handling of the ore became important. The only outlet for this ore was Swansea or the Atlantic Coast but to ship to either cost $150 per ton or more for treatment and handling. From 1864 to 1871, experimenting was done with blast, Scotch hearth, and reverberatory furnaces, with the blast furnace surviving as, the standard plant. The first crude furnaces were circular or hexagonal in shape, and were made of adobe and stone, which quickly burned out. They were small, about 2 1/2 ft. in diameter, and smelted from 3 to 10 tons. in 24 hr. The metal had to be tapped from the bottom of the crucible, necessitating a shut down of the furnace during this process. This pro¬cedure caused salamanders to form around the tap hole when the furnace was started again, which frequently resulted in freezing. The campaign lasted until a tap of bullion was made. The first successful plant of the crude stone type was operated in 1870. From 1870 to 1872, there was a smelter building craze in the state. During that period, about 20 furnaces were built, chiefly near the mines, and their operation was limited and sporadic. The work was then placed in the hands of trained metallurgists, who standardized on the rectangular form of furnace. In 1871, Daggett, at the Winnamuck mine in Bingham, installed water-jackets around the smelting zone of the furnaces. These furnaces were circular; the diameter at the tuyere line was 3 ft. 6 in. and at the charge floor 5 ft. 3 in. Progress in the technology of slope design over the past 15 years now permits the selection of rational slope angles if suitable data on geology, hydrology, and rock properties are available for a specified project. Although a full-scale slope design study remains the best course of action, there are situations where an extensive study is not feasible due to time or budget constraints. Two typical examples are: (a) selecting pit slope angles for a preliminary feasibility study at the exploration stage; and (b) coping with a slope failure in an operating mine. In both instances, slope angles must often be chosen on the basis of data that are currently available or can be readily obtained. All too often during exploration programs, a feasibility study is initiated shortly before the decision deadline to drop the property or proceed to purchase. If the only existing data at this point are a few cross-sections at odd angles showing ore and waste contacts or a dog-eared map of the surface geology, there may not be time to collect and organize sufficient information for the design of slope angles. On the other hand, if during the drilling program geologic cross-sections were constructed and the structural data compiled in tabular form, rational slope angles could be computed within the allotted time.

The American Society of Mechanical Engineers extends an invitation to members of the Institute to participate in an exceedingly interesting excursion on Saturday, November 11. Permission has been secured for a visit to the plant of the Electric Boat Co. at New London, Conn. There will be run a special-test on a high-power 8-cylinder, 4-cycle Diesel engine. A large number of submarine and other engines in various stages of construction will be seen, also the boring of torpedo tubes, cylinders and other equipment for submarines. The drafting rooms and foundry mill also be open for inspection. The party will have an opportunity to see at close range the submerging of several submarines, and an attack on a vessel on the surface, an exhibit which is being arranged by courtesy of Rear Admiral A. W. Grant, who is in command of the submarine forces of the United States. The Boston members will leave South Station on train No. 7 at 8.30 A. M. Those from Providence will board this train at 9.36 A. M. The Worcester members will leave on train No. 745 at 8.36 A. M. The New York contingent will leave the Grand Central Terminal at 8.31 A. M. on train No. 8. This train will leave New Haven at 10.30 A. M. Upon arrival at New London, each group will go directly to the Mohican Hotel, where a "get-acquainted" luncheon will be served

The restraining effects of war conditions on oil-field development are well illustrated by statistics on South Texas † fields for the year 1942. Statistics also show a decline in wildcatting, but this decrease is much smaller than that shown by field activity. In comparison with results in 1941, there was a reduction of about 44 per cent in the total number of wells drilled in the area (802 in 1942 against 1452 in 1941) This 44 per cent drop represents declines of 50.4 per cent in field wells and of 17.4 per cent in rank wildcats. Field wells (exclusive of 18 wildcats that discovered fields) totaled 598; also, 204 rank wildcats were drilled (see Tables 3 and 4). The corresponding figures for 1941 are 1205 field and extension wells and 247 rank wildcats. In this connection, it should be noted that whereas in 1941 the rank wildcats made up only 17 per cent of all wells drilled in the area, their percentage of the 1942 total was 25.4 per cent. In spite of the decrease of 43 in the number of rank wildcatst drilled, there were 18 new productive areas discavered, one more than the 17 new fields found in 1941. Thus the field-discovery rate for 1942, one new field for every 11.3 wildcats drilled, compares favorably with the I to 14.5 rate of 1941. Thirteen new producing levels were opened in fields; this includes the finding of 44&apos; gravity crude on the west flank of the Sejita field in a 5700-ft. sand, which produccs distillate higher on the structure. Interesting, and showing the general scarcity of sand discoveries, is the fact that of the 13 new sands discovered, 7 were found in Jim Wells County. The year&apos;s sand-discovery rate of one new level for every 46 field wells compares very unfavorably with the I to 19.7 rate of 1941, during which 61 new producing horizons were found. Developmeilt of new fields was on a small scale. In several instances activity in these areas was not carried beyond the drilling of the discovery well. ROLLER—As one who has been privileged to read Mr. Poland&apos;s paper before its publication, I wish to express high praise for it and the record which it gives of the work done by the Research and Development Department of Revere Copper and Brass Inc. in developing a satisfactory furnace for the recovery of metallic zinc from secondary metals by distillation. I have also had the opportunity of studying the operation of the furnace when running on scrap brass at the Detroit plant of Revere, and I can therefore say from knowledge gained first-hand that the unit is efficient and economical when used in conjunction with distillation. However, when I read what Mr. Poland has to say in reference to the possibility of using the furnace for melting copper cathodes for the production of oxygen-free and tough-pitch copper shapes, I am constrained to be somewhat skeptical. No doubt the furnace can readily be modified so as to make it possible to melt cathodes, but that is only a part of what is required to produce refinery shapes. Because of its construction the atmosphere in the furnace is highly reducing and even without protective gases such as nitrogen the copper cathodes which are
