We ought not to hold back if we have any new schemes for the future. I know that those of us who are tangled up with this lei thing work will appreciate any suggestions that will make us work harder and, scheme, harder to pull through these past difficulties on leaching. Bennie, General Manager of the Shannon Copper Co., Clifton, Ariz., 'it has been my valued privilege to cooperate in the elaboration of a hydrometallurgical process aiming at the recovery of copper in mill tailing resulting from a gravity concentration of a low-grade semi-oxidized sulphide ore occurring in a porphyritic gangue. The experimental work which has been carried on with a 25-ton plant is completed, and the company is building at present a leaching plant on a larger scale, the first unit consisting of a 150-ton roasting furnace and accessories for leaching the calcine.

Let us start back as far as possible, to the beginnings of this universe, some 5 billion or more years ago. This is a time interval that can be crudely underestimated by the moon-earth tidal friction effects that have increased the length of the day by about 1/1000 second per century-from a 5 to 7 hour day to its present 24-and have moved the moon away at 5 inches per year to its present 240,000 miles. The oldest stony meteorites from interplanetary space give an age dating of some 4.6 billion years, approximating the time of formation of our earth. Further, certain stars pulsate, the period of pulsation being related to their absolute brightness. Measuring apparent brightness and comparing, gives the distance away. Thus Hubble and Shapley of Harvard, from 1925 on, were able to show that the universe reached as far as our telescopes could scan. The Doppler shift of the hydrogen red lines could only mean that the nebulae, or galaxies, were moving away at velocities increasing with their distances, by 180 km/ sec velocity increase for every million light year's distance. In short, the universe is expanding like an exploded bomb.

The term solution loss is discussed and defined. Examples are given showing that solution loss may either have a favorable or unfavorable effect on blast furnace performance. A theory is advanced explaining the contradictions encountered during earlier studies of the problem. MANY papers have been written and numerous theories advanced concerning the chemical reactions in the iron blast furnace. Richards, discussing the utilization of fuel in the blast furnace, said: "All the carbon burnt in the furnace should be first oxidized at the tuyeres to CO and all the reduction of oxides above the tuyeres should be caused by CO, which thus becomes CO,. This dictum is not Gruner's own words, but expresses their sense, and from the point of view of the present discussion, it is the correct principle upon which to obtain the maximum generation of heat in the furnace from a given weight of fuel." Richards also said the cubic feet of wind per pound of coke does not express how efficiently a furnace is running, but it will be shown later where Howland paid much attention to this figure. Richards pointed out a shortcoming of Grun-er's discussion in that Richards claimed there is not enough CO generated in a good working blast furnace to possibly combine with the oxygen of the ore, so some of it must be reduced by solid carbon. Mathesius2 made two important contributions. First, he wrote the direct and indirect reduction equations showing the heats of formation in each case and stressed that the indirect reduction reaction produces heat while direct reduction absorbs heat. Secondly, he substantiated Richards' conclusion that there may be a deficiency of CO gas and that some direct reduction is required, but he pointed out that "direct reduction in the hearth has often been confused with direct reduction in the stack, which more correctly should be termed 'premature combustion'." Then he said that "as this carbon is consumed partly by economical (direct reduction in the hearth) and partly by wasteful reactions in ever varying proportions, it is evident that the relation of this total carbon gasified above the tuyeres to the fuel consumption of a furnace cannot possibly have a direct bearing on the economy of furnace operation. The premature combustion of carbon (CO2+C?2CO) must therefore in all cases be considered a detrimental reaction." Johnson3 discussed this whole problem. Through experience Johnson found that when departure from Gruner's ideal working is considerable, the fuel economy is poor, and when the quantity of blast goes up, the fuel economy goes up in the same proportion. Johnson said that the wind per pound of coke is a measure of fuel economy, which will be shown to be wrong. Howland4 established the fact from operating data that there was no relationship between the coke consumption of a furnace and the percentage of coke burned at the tuyeres. But some of his calculations have led to questionable conclusions, such as "it is practically impossible to obtain low coke consumption unless we keep our wind low." Howland made an important contribution when, in his concluding paragraphs, he reached certain negative decisions as to why one coke works better than another. He said the reason one coke works better than another in a blast furnace is not because: 1—there is any difference in the percentage gasified at the tuyeres, or 2—there is any difference of wind required per pound of coke. Korevaar5 propounded a new theory on combustion which disagrees with Gruner because "as far as we can see, this is sufficient proof for the invalidity of Gruner's ideal, for if it was valid, the Low coke consumption should always be accompanied by a higher percentage of carbon burned at the tuyeres. This not being the case, we must deliberately give up our belief in Gruner's ideal." The part in italics will be proved to be wrong. Martin" contended that there was not enough reducing capacity in the blast furnace unless solution loss occurs. He came to a series of conclusions, such as: 1—The greatest efficiency of the blast furnace may not be attained when the reduction is performed entirely by carbon monoxide as demanded by Gruner's definition of the ideally perfect working of the blast furnace. 2—The so-called solution loss reactions, which should more properly be termed direct reduction reactions, promote furnace efficiency. 3—In modern blast furnace practice, the carbon consumption of the process is determined primarily by the carbon needed for reduction purposes, any thermal deficiency created by the reduction process being balanced in practice by the use of blast heat. From a practical standpoint further discussion of the theory of chemical reactions is of little moment. There is however one phase of the general theory of chemical reactions which is very important and that is the combustion of coke in the blast furnace. Prior to 1908 the oil production in the State of California had been almost entirely a heavy fuel oil, with a high flash point, but changed within a short period to a large percentage of refining oil with a low flash, by reason of the heavy production of light oil coming in from the Santa Maria field, the Midway field, and the increased production of the Fullerton field. This is clearly shown in the following tabulation of California's pro- The bringing in of these high percentages of light oil with their dangerous low flash and the increasing demand for the refined products necessitated the devising of some cheap and efficient means of quickly separating the lighter elements either in the field or at the main distributing points; also it became necessary to remove the excessive percentage of water which many of the light oils carried in emulsion. Union Oil Co. Port Harford Plant Probably the first important attempt to top light oil in California by other means than the ordinary stills was tried about 1908 by the Union Oil Co., at its plant at Port Harford, San Luis Obispo County, with Santa Maria oils. The process was the invention of Hubert G. Burroughs who afterward obtained a patent for the process, No. 998,837, dated July 25, 1911. QUICKSAND far below the surface, stopped two attempts by the Potash Co. of America to sink a third shaft to a potash bed that lies 1000 ft below the southern New Mexico desert. Virtually all methods of grouting were employed in the two failures without any indication of consolidation of the flowing sand. Sinking the South Shaft at the Carlsbad potash mine seemed an almost insurmountable task, until freezing was employed as a final resort. This process that proved to be the answer may be defined as "the sinking of a shaft by freezing, consists of the formation, in the water-bearing strata, of a large block of frozen ground in which it is possible to sink a shaft without danger of an influx of water, providing the ice-wall between the water outside and the shaft itself is strong enough to resist the hydrostatic pressure." Freezing Method Used Extensively in Europe Successful frozen ground shaft sinking projects had been completed in Europe, and Russel G. Haworth, resident manager of the Potash Co. of America, went abroad in search of the know-how needed for the New Mexico undertaking. The freezing process, with a history of two failures at the time, was first successfully employed by Poetsch in 1885 at the Houssu Collieries near Haine St. Pierre, Belgium. Poetsch contracted to sink the remaining 64 ft of an uncompleted shaft through water laden strata from a depth of 190 ft to a depth of 254 ft. This work was in progress until 1887. The freezing and sinking consumed more than two years. As a result of early failures, the process was not favorably received until soon after the turn of the century. The accurate prediction of success in a given application was made possible by the concerted effort and study of a group of European engineers. Means of accurate deviation measurement and control were devised, the nature and properties of frozen water laden soil (the ice wall) were investigated, a thorough and rational basis of refrigeration load calculation developed, and concurrently the efficiency and dependability of refrigeration machinery was greatly advanced. Numerous shafts in Germany, Belgium, France, and England today testify to the reliability and economical surety of the freezing method. Applied to the South Shaft, which is circular in cross-section and 15-ft diam, the freezing method consisted of drilling holes 350-ft deep, through the water bearing strata into impervious ground-the freeze hole pattern being concentric with the shaft and 31-ft diam. The holes were cased with pipe closed on the bottom end. Smaller tubes were placed inside these casings and connected to a header supplying chilled brine from a refrigeration plant. The brine descended in the tubing to the bottom of the hole and ascended through the annular space between the two pipes to the top of the casing; flowed into the return header and back to the refrigeration plant. Under these conditions, each of the freeze hole casings became surrounded by a cylinder of ice

Although the Western bentonite industry has grown rapidly, it is facing major challenges to sustained growth. The fundamental penalty of costly overland transportation to both domestic markets and to US seaports is of increasing importance; as both substitute materials and foreign bentonites present more formidable competition in the historic market areas of drilling muds, foundry sands, and iron ore pelletizing; and as foreign demand grows more rapidly than domestic demand. The Western bentonite industry is facing these challenges by altering its transportation patterns, by upgrading of products, and by emphasizing customer service and stringent quality control.

THE application of aviation to mining and petroleum operations, on the basis of economy and attainment, has become a demonstrated fact. According to Dominion Government records, 30. Canadian companies engaged in air transportation with northland mining camps, carried 13,000 tons of freight in 1935, and in 1936 carried 16,000 tons. In addition, many mining companies used planes to transport prospectors with canoes, outboard motors, gasoline drums and supplies to remote locations, and one company maintained a plane to take radium-bearing ore from its mine on Great Bear Lake nearly 1000 miles south to the rail-way at Waterways, Alberta. Heavy pieces of mining machinery weighing 2 tons are being carried by Ford trimotor planes over the Andes, at an altitude of not less than 15,000 feet. At Bulolo, New Guinea, 17,500 tons of disassembled gold-dredging equipment has been flown over inaccessible terrain, while supplies and building materials for a, community of 1000 whites have been transported by airplane. A 31..4-ton shaft was carried on one notable trip, while at another time an automobile, 2 tons of rice and a large safe went over the mountains in one plane. Fig. 1 shows an electric generator that was carried by plane to Bulolo. Many large American oil companies operated fleets of planes during 19:36, ranging from fast, luxurious air liners for executives to elaborate geological prospecting units, ambulance planes, freight carriers and pipe-line repair crews. According to the U. S. Geological Survey, commercial firms photo-graphed 16,291 square miles during 1935, while the Government compiled from aerial photographs by the Geological Survey in the United States 85,544 square miles. It was found that information could be determined in a fraction of the time required by surface methods.

ISOTOPIC tracers have become an important aid in following the progress of chemical processes in the laboratory. It has recently been found possible to utilize a system of naturally existing isotopic tracers to obtain information about the geo- logical history of lead ores. Common lead, such as is found in lead deposits, is a mixture of four stable isotopes having atomic weights 204, 206, 207, and 208. Of these, the last three are identical with the lead isotopes produced as stable end products of the radioactive decays of uranium and thorium: the first, lead-204, is not known to be produced on the surface of the earth by any process. Since uranium and thorium occur in the surface regions of the earth in amounts comparable with lead, and since the half-lives of uranium and thorium isotopes are of the same order as the age of the earth, they produce the radiogenic lead isotopes in amounts com- parable to the amount of nonradiogenic lead present. Every significant exposure of a sample of lead to uranium and thorium will therefore lead to the permanent alteration of the lead isotope ratios in that sample.

The existing data on precipitation in Cu-Be alloys have been reconciled with some new data to present a more complete and rational analysis of the atomic rearrangements involved in the process. Two different coherent precipitates were proposed. Each is responsible for a type of diffuse X-ray diffraction effect. THE nature of the atomic rearrangement involved in the precipitation of the compound y-Cu-Be from supersaturated solid solutions of the copper-base alloys has been the subject of two extensive investigations.'-" he precipitate in this alloy system has a rather simple structure; at equilibrium it has a body-centered cubic unit cell with copper atoms on the corner sites and beryllium atoms on the center site. While a simple mechanism would be expected to obtain for the precipitation process, those which have been proposed do not adequately explain all of the reported data. The purpose of the present report is to rationalize some of the previous observations and to contribute new data on the subject obtained by the usual techniques of structure analyses. The Cu-Be system of alloys represents one of the most extensively investigated precipitation systems, so a detailed review of the pertinent literature on structure is in order. Striations: Since one of the important features of the mechanism—the habit plane—is determined by microscopic examination, microstructural features that have been observed should be considered at this time in order to assess their role in the precipitation process in Cu-Be alloys. One of the most prominent features appears as regularly oriented markings or stripings (ripples or striations) across the crystals on a suitably polished and etched sample of the aged alloy. These have been observed and interpreted by many workers. Masing and Dah14 observed striations in both the a and /3 phases of a 2.5 pct Be alloy, and attributed them to the beginning of the precipitation of very fine y crystals along favored planes of the a matrix and to the local decomposition of the £ crystals into a plus y. These markings were apparent in both the a and /3 phases of the micrographs given by Smith5 for a 2.75 pct Be alloy, while Moore" detected them in the a matrix phase using polarized light. Desch7 attributed the markings to fine precipitate particles lined up on a family of matrix planes like Masing and Dahl had done, and he identified the planes as those of the (111) family, the slip planes of the matrix. The striations were presumably the structure which Northcott- eferred to as "martensitic." He found that this structure was present in samples that had been aged under widely different conditions with hardness values ranging from 160 to 400 VHN. Later Guinier and Jacquet' also found striations in both the a matrix and secondary /3 phase. Their analyses showed that the striations were along (110) planes of the matrix phase, apparently in contradiction of the results of Desch. They found that the striations were developed during aging on the surface of a specimen that had been polished prior to aging.' On this basis they concluded that the striations represented mechanical deformation by slip along (110) planes of the matrix resulting from precipitation stresses.'" Similar but fainter striations were observed in the same manner on an A1-Cu alloy sample, in which the change in volume was much less than for Cu-Be alloys and

Before the outbreak of the war in 1914, the only electric-furnace smelting plant operating on a commercial basis west of the Mississippi River was an electric pig-iron plant in California; rare metal ores were not smelted, concentrates of molybdenum, tungsten, uranium, and vanadium ores being shipped east for reduction. Practically no- chrome ore was being mined, and only comparatively small amounts of manganese ore. Today there are two electric smelting plants in California, one in Washington, one in Iowa, and four in Colorado; two plants are under construction in California, and one in Montana. Ores of manganese, chromium, molybdenum and tungsten are now smelted in the West, and although uranium and vanadium concentrates are still shipped to the East, they will probably be treated in western plants in a short time. Discussion of the paper of E. G. Woodruff, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 78, June, 1913, pp. 1001 to 1010. F. A. LINFORTH, Butte, Mont.:-I have not had an opportunity of reading this paper thoroughly, but I would like to call attention to the possible use of the contours on fault planes. It is obvious that if the contours of fault surfaces call be determined, we will be able to determine the axes of the hollows in the fault surface. It seems probable, and there are examples to point to the accuracy of, the assumption, that the axes of these hollows may be the direction of movements on the faults, and if that is true it will aid materially in locating faulted ore bodies or the shoots of ore on the opposite sides of faults. A few such contour maps of faults have been attempted on some of the faults of the Butte district, and those faults which are believed to have the nearly normal movement exhibit for the axes of these hollows a line nearly up and down in the plane of the fault, but in those cases where the throw is believed to bee nearly horizontal we find that the axes of the hollows are almost horizontal lines. In other words, the movements on faults, I believe, would be more nearly indicated by the larger grooves in the fault surfaces than by the small slickensides and minor hollows that are seen, so that contour maps might be valuable in geology in that way. C. W. GOODALE, Butte, Mont.:-I received a letter from Mr. Woodruff asking me to take part in the discussion of his paper, but I have not had time to give the paper any study. I can certainly add my opinion to that of all the engineers here that the topographic maps of the government are of great aid to the engineer. When I visit a new district, the first thing I do is to see if that district has been covered by the U. S. Geological Survey avid if topographic map has been issued. And I find that some of the younger engineers frequently come into my office to see if I have such maps. I know in some cases the reports made out by engineers contain copies of these topographic maps, or clippings from them. I am sure that. the topographic maps furnished by the government are of very great value to our engineers.

AN attempt has been made to compare the influences of the two most widely used depressants-alkalis and sodium cyanide-and the most widely used activator-copper sulfate-on the air-mineral contact induced by five sulfur-bearing compounds: (1) sodium di-ethyl dithio-phosphate (sodium Aerofloat); (2) potassium ethyl xanthate; (3) sodium di-ethyl dithiocarbamate; (4) potassium iso-amyl xanthate; (5) potassium di-n-amyl dithiocarbamate. Three different organic types are included in this group and for two of these types a higher and a lower homologue have been tested. The study of potassium ethyl xanthate, the preliminary results of which have been described,1 was continued until there had been obtained a comprehensive account of the influence of variations in pH value and in the concentrations of xanthate, sodium cyanide and copper sulfate on the adsorption of this xanthate by galena, sphalerite, pyrite and chalcopyrite. With concentrations of copper sulfate and collector that the work with ethyl xanthate indicated would give the most illuminating results, the other four collectors were tested in a less exhaustive way. The same general principles determine the influence of alkalis, cyanide and copper sulfate, no matter to which type the collector belongs, but there is a gradation in the quantitative measure of such influence. In the list above, the five collectors are cited in the order of their capacity to withstand the depressants, sodium Aerofloat being the least resistant, potassium di-n-amyl dithiocarbamate the most resistant. This order coincides substantially with that of the solubilities of the heavy metal salts formed by double decomposition with the collectors, those formed from sodium Aerofloat being most soluble. There is little difference between the third and fourth members of the series, and under certain conditions their positions are reversed.

It is the purpose of this article to give a brief account. of the experimental work and to show how the increase in efficiency was brought about. Part of the experimental work described in this paper was carried out by the writers, while in the employ of the Anaconda Copper Mining Co., under the direction of M. W. Krejci, Metallurgist, and Arthur Crowfoot, Chief Sampler. Complete records of all of the MacDougall testing work have been placed at our disposal through the courtesy of A. E. Wheeler, Superintendent. II. BRIEF HISTORY OF PRESENT MACDOUGALL PLANT. The first change from the Brueckner cylinders used for roasting concentrates at Great Falls was the construction of a MacDougall roaster of the Herreshoff type. This furnace was first started on June 15, 1898. It bad eight hearths, was lined with fire brick, and had an air-cooled central shaft, but no provision was made for cooling the rabble arms. It was operated for a while, and accomplished the work of roasting, but ran so hot that the rabble arms became twisted and distorted out of shape. To prevent the furnace from becoming too hot a device was then installed to draw the heated gases away from the hearths. This consisted of a pipe connected to alternate hearths of the MacDougall furnace and also connected to the flue. It was equipped with dampers, 'so that the hot gases could be drawn away from any one of the alternate hearths directly into the flue.

Making maximum possible use of available equipment and material, CF&I placed a high-efficiency, high-capacity washery unit in the existing buildings to gain simplified operation, reduced manpower requirements, raised efficiency, and boosted production. THE central washing plant of the Colorado Fuel & Iron Corp. was first operated in 1918 to furnish coal for two 60-oven batteries of Koppers design. Prior to that time the coke for the blast furnaces had been secured from a number of beehive operations, some with their own washeries. The original washery had four Elmore jigs, which did not do as well as had been expected. In 1923 the jigs were taken out and replaced by Deister Plat-O tables, with various changes in auxiliary equipment. In 1936 the throughput of the plant was considerably increased by the installation of vibrating filters for recovery and drying of fine coal, thereby reducing a large recirculating load of fine coal which passed through the screens of the Carpenter driers. In the late 1940's it became evident that something would have to be done to keep the washery abreast of progress at Pueblo and other washeries. Coal requirements were nearly two and one-half times the original requirements of the 120 small ovens, as additional ovens had been built in 1930, 1938, and 1945, whereas no additional coal washing capacity had been added since the 1936 modifications. Much of the equipment, moreover, had seen better days. One answer to the problem was to build a new and completely up-to-the-minute plant, with sep- arate sections for coarse, medium fine, fine, and very fine coal. On the other hand, it might be financially more profitable to place a high-efficiency, high-capacity unit in the existing buildings. The washing problem at Pueblo is not unique, but it is approached differently. There are no established specifications for coke ash and sulphur. The plant is operated on the principle that if it is more economical to wash it out than to slag it out, wash it out; otherwise, send it on to the blast furnaces. With coals at the Pueblo plant costing what they do, the benefits of washing at a low gravity are questionable. Hence the primary problem is to eliminate the high-ash components and retain all the low and medium-ash components. Sulphur is no problem at all, averaging 0.6 pct in the coke. Since a good proportion of the free impurity in the coals is as large as the coal or bone or larger, it appeared that it would be safe to go to jig washing and discontinue crushing the coal before washing, as had been the practice with the tables. This would boost the throughput. It might also decrease manpower requirements and washing costs considerably. It was assumed at the start and has been demonstrated in the first year of operation that a jig will do as well on the fines as the tables had been doing. It would not be necessary to discount any gains due to increased efficiency in washing the coarse material because of incapacity to wash the fines. By washing at —2+0 mesh it would be possible to dewater, by screening, a considerable tonnage satisfactorily, for example, at —2 + % or —2 + l/4, and then crush it in a hammer mill. IN 1026 Genders' reviewed the existing theories of this subject and stated his views in support of the gas-pressure theory. Again, in 1937, the subject was thoroughly reviewed by N. B. Vaughan,3 and by Phillips and Brick,2 so that no resume is called for here. The purpose of this paper is to describe certain observations made in the course of mill work, and to point out that they mostly tend to confirm the gas theory of Genders. VAPOR SEGREGATION There is, however, one type of inverse segregation that can be accounted for by considering the volatility of one of the constituents of an alloy. The most familiar case is ordinary brass, which is subject to a zinc enrichment of a few tenths of a per cent at the surface of a chill casting. This has been noted in 70-30 brass by Genders, and a typical example of it is given in Table I, which represents a [ ] cylindrical billet 7 in. in diameter by 5; in. long. After lathe-turning 1/32 in. from the surface, the remaining distance to the center was sampled at six equally spaced intervals. The lead, which is essentially the same throughout, will be mentioned later. Consider a brass-mill mold, either round or rectangular in cross section, standing several feet high. It may require a minute or two for pouring. Before it is full, the metal in the lower end has partly solidified and contracted somewhat away from the mold. The initial shell of solidification follows not far behind the top of the column, even if the central portion is liquid for a long way down. There is, then, a space between metal and mold that is filled with zinc vapor. The vapor has no exit, because the liquid at the top of the rising column is not only in contact with the mold but keeps up a fresh supply of zinc vapor, which has, perhaps, already begun to condense in the lower portion. The cycle is short. Within a minute or two after the mold is full the bar has cooled enough to condense all the zinc. Some of it may condense on the mold; it might be expected that most of it would condense there, but the mold at that time is well coated with a velvety carbon residue from the oil dressing, overlain by fluffy zinc oxide that commenced covering the inside of the mold as soon as pouring began. The clean skin of the freshly cast brass offers a preferred surface for condensation. Reabsorption is quick and inevitable. The Roan Antelope Copper Mines Ltd. are situated in the north central part of Northern Rhodesia, at an altitude of 4000 ft. and 13" south of the Equator. The town site (Luanshya) is well situated and enjoys among other things a really temperate climate for 10 months of the year. The two spring and summer months, October and November, while hot and humid, do not bring any great discomforts as compared with many other mining camps. Strictly modern brick homes, with electric lights, purified water, telephone and water-borne sewage, add to the comfort of the employees. A rainfall of approximately 60 in. per year furnishes ample water for both industrial and domestic purposes. The rainy season generally begins in October and lasts through until March. As much as 3 to 4 in. is recorded in 24 hr., but this offers no difficulties because the runoff is very rapid. The property is connected by a 24-mile branch line from Ndola with the main line of the Beira-Mashonaland and Rhodesia Railways Ltd. Practically all supplies from overseas are transported over this line from Beira, 1743 miles distant on the east coast in Portuguese East Africa. The mine output also leaves Africa from this port. Passenger service is principally via Cape Town or Durban, a distance of about 2100 miles to either port. The Imperial Airways maintain a service from Cape Town to Croydon, taking 9 days for the trip. Connections can be made with this service at Broken Hill, 150 miles south of Luanshya, by either rail or automobile. Thus, after several days of travel through virgin bush, a visitor arrives at a typically modern town site in the heart of Africa. Every development in mining, milling and smelting practice is used to advantage. NECESSITY FOR PRICE FIXING DURING the latter part of 1916 and the early months of 1917, clue to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to 82 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and so much complaint, that some action to regulate prices was considered essential by the National Administration. LANE-PEABODY AGREEMENT In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly-stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.

Chairman James F. Kemp :—I call upon Prof. Albert Sau-veur to open the general discussion on the subject of sound steel ingots. Albert Sauveur, Cambridge, Mass.:—I believe that I have the privilege, this instant, of opening one of the most important, significant and far-reaching discussions ever held before this Institute. I believe that our talk this morning will be heard far and wide, not only on this side of the water, but also on the other side. Everywhere, in short, where steel is manufactured. I welcome the opportunity of expressing my mind in regard to the production of sound steel ingots, a subject about which I entertain Rome very decided opinions. I shall not attempt to discuss the relative merits of the various processes that have been described. I shall, on the contrary, confine myself to a general consideration of the important questions before us. So intensely do I feel regarding the production of sound steel ingots that I have put my remarks on paper in my desire to present my views. I have always remembered my astonishment, not to say dismay, some twenty years ago, when I beheld for the first time a steel ingot, a rail steel ingot, that had been split open from top to bottom. There was the pipe! There was an enormous cavity extending from a short distance from the top to nearly one-third of the length of the ingot; and when I was told that manufacturers seldom discarded more than one-tenth of the total length of the ingot it became evident to me that a large proportion of piped, and therefore, defective, or at least weak and dangerous, rails were manufactured; in fact, probably one rail out of six, nearly 17 per cent., of dangerous rails.
