Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

The memory of D. C. Jackling serves chiefly to remind us how much we owe to the pioneers of our industry. Jackling was one of the giants. Orphaned at the age of two, he made his way through sheer persistence and plain hard work. His brilliance gave rise to a vision, and his tenacity made his vision a reality. Foreseeing that economies of scale would make the handling of low-grade ore profitable, he introduced the revolutionary concept of open-pit copper mining. During World War I, the defense effort of the United States was immeasurably strengthened by the tremendous supplies of copper from the western mines that Jackling had made possible. Again in World War II, the demands for copper were supplied, and the nation once more had profound reason to be grateful to this rugged, stubborn man who had long ago ventured into the mountains and unlocked their wealth. We are now embarked upon another great era of change, and we must devise new concepts to meet it. The task is not only to create new techniques of mining, but to forge better ties between men and institutions which will let us work in harmony with the techniques we have. We might recall that while Jackling was a man of towering pride and formidable will, he was also adept at getting others to share his vision and join his purpose. Today our reach for cooperative endeavor must go far beyond our own shores as we seek to develop the buried riches of distant lands. And we would do well to remember that Jackling's remarkable insight would have come to nothing had not British investors been willing to provide much of the initial capital. As was true of so many early enterprises in America, European capital was absolutely essential.

MAJOR battles in the present war have been fought in American research laboratories. Without the outstanding contributions made by our scientists, engineers, and technologists in mining and metallurgy, many of our achievements in the present war would have been impossible. All recognize the fact that modern research has found the answer to problems which seemed insuperable. For the duration, many of these inventions must be maintained as war secrets. But aside from these, the record of accomplishment in peace and war, especially in the past few decades, known to all, demonstrates what scientific and industrial research can accomplish. It may be regarded as axiomatic that the development of modern industry is based principally upon research devoted to making inventions and discoveries. We have come a long way from the sixteenth century, when Agricola published his classical "De Re Metallica:" With our vastly increased knowledge we are now commercially producing dozens of metals entirely unknown at that time. Further, with our modern methods of research and development, a large number of invaluable alloy compositions have been produced. These include numerous age-hardenable alloys, cupronickels, "Everbrite", "Everdur", "Duralumin", "Elinvar", "Hastelloy", "Inconel", "Invar", "Monel", "Ni-chrome", "Ni-Hard", "Ni-Resist", "Permaloy", "Silcrome", stainless steels and irons and other alloy steels, "Stellite", and zinc die-casting alloys.

IT is with an unusual degree of personal satisfaction that I find myself in a position to pay tribute to the memory of Henry Marion Howe. One could not have spent any length of time in the presence of Dr. Howe without profiting intellectually. I do not hesitate to say that my years of association with him were the most stimulating of all my years of metallurgical study. He always impressed one with his own eager search for knowledge. Never dependent on the written word alone he sought information from anyone whose opinion he valued. His ability to piece together bits of apparently conflicting data from various sources so as to build up a logical hypothesis was unique. A small slight man with the intellect of genius he would have gone to the top in any endeavor he undertook and it was fortunate for metallurgy that its study attracted him as it did. Howe was a modest man. I like to recall an incident which left a lasting impression with me. The lab- oratory in his home, "Green Peace," was in the basement and access was by way of stairs leading down from his secretary's room. In using these stairs my attention was attracted many times to an ordinary cardboard shoe box which reposed on the shelf above the landing. It was crudely labeled on its side in black ink "Vanity Box." My curiosity was aroused to the point that I finally asked his secretary what it was. With some amusement she took the box from its shelf on the stairway, opened it and showed me its contents—numerous letters, from the foremost men of science of every civilized country throughout the world, commending his "Metallography of Steel and Cast Iron." I recall that in reply to one who thought there was not enough of Howe's own researches in his book he wrote, "Primarily I am a writer, secondarily an investigator." Howe wrote to make his readers think. No one ever strove harder than he to be right but above all, whether his viewpoint proved ultimately to be right or wrong, he was always content if by his stand, he provoked a reader to take the next step along the path to greater knowledge. I doubt that he was ever afraid to be wrong for he was always secure in the thought that his effort was guided by a sincere search for the truth. One continually searching for truth is entitled to occasional excursions up the wrong alley. A glance backward to the metallurgical confusion of some thirty to forty years ago, or need one go back so far, provides convincing proof of what a host of companions one may have in a common acceptance of ideas which the future will prove to be wholly untenable. Well over a hundred years have passed since investigators have interested themselves in the effect of increasing the temperature of iron and steel on their mechanical properties. We are told by Charles Walrandl in "Industrial Annals" for June 11, 1822, that bend tests, conducted in a Russian steel works of Prince Demidoff, on steel bars "highly heated" and bent during cooling became brittle when bent at an iris blue color. He concluded, "That when steel is heated to a temperature between 473°F and 662°F the mettle was more brittle between these limits than at a much lower or at a much higher temperature." It was a curious bit of information recognized as true to this day and still not explained satisfactorily. In 1878 Charles Houston in Annales de Mines associated this brittleness with an increase in tensile strength at 572°F. When this relatively low temperature is exceeded it is recognized that steel becomes weaker as temperature is increased up to the melting point, where no strength of practical importance remains. It is easy to believe, in fact it goes without saying, that this weakening as the temperature of a metal is increased is the result of the motion of the atoms making up the metal, a motion which itself is evidence of the temperature increase. However, if we are considering iron or steel we find that this decrease in strength is not a steady one, for, besides the increase in strength just referred to, one comes to a temperature, the critical temperature, where results of tests indicate the metal to be extremely weak and then as temperature increases to become sensibly stronger again. This apparent anomaly was made the subject of the first Howe Memorial Lecture, delivered by Albert Sauveur in 1924. It may be of interest to review these findings of Sauveur. Few people realize the extent to which the 'old timers' are still the backlog of the important districts." --Fred Searls, Jr. • A new filter has been developed by Arthur D. Little, Inc., for the ABC which will remove all dust from the air. Submicroscopic asbestos fibers are used as filter media and are claimed to stop all dust and pollen while passing suitable quantities of air. •Out in front public relationswise is the Peabody Coal Co. which has launched a 15-min television news program on WNBQ at 10:30 C.S.T., Tuesday and Thursday nights. Clifton Utley, news commentator, will tell how coal is mined today and indicate, with pictures, the improvement in efficiency and safety which has resulted from today's mechanized operations. •Two hundred coal mining companies are using roof bolts as a means of supporting about 14 million sq ft of roof surface, Edward Thomas of the Bureau of Mines reported. Various types of metal and wooden pins can be used. The method was first used by the St. Joseph Lead Co. over 20 years ago, but is now being studied and adopted widely in metal, nonmetallic, and coal mines. * The first ten technical graduates have reported at Hanford Works in the state of Washington, to begin the newly installed General Electric rotational training program, believed to be the first of its kind at any U.S. atomic energy plant. The program is to provide suitably trained personnel for the nation's atomic energy program. •The need for top-notch scientists and engineers to stimulate mining programs in British colonies is acute. About 60 American experts are being sought for the ECA sponsored program. Positions for mining engineers, geologists, assayers, topographers, and petrologists are open. •Production of primary aluminum for the first quarter of 1950 was 322,4250008 lb which is 6 1/2 million lb more than was produced in the first quarter of 1949. Shipments of aluminum sheet, plate, and strip amounted to 259.772,1571b for the first quarter. •Policy on manganese procurement for the stockpile is being studied by a House Armed Services Subcommittee with the possibility of lowering specifications. The U. S. Bureau of Mines is drafting a bill to encourage domestic production for stockpiling through producer subsidies. 'It will have to be cleared by the Bureau of the Budget and other agencies before going to Congress. •Oil men consider dry holes a necessary evil in their search for oil. Last year 34 out of every 100 wells drilled were dry holes. Yet Texas Technological College is attempting to drill a dry hole on its campus at Lubbock, taking every precaution to make sure it is a "duster" so its petroleum engineering students can play around with experiments without being bothered by any messy crude oil. --Natural Resources Notes. •A portable alertness indicator which signals lethargy in persons doing monotonous jobs has been developed for the Navy's Special Devices Center. A possible application to hoistmen is indicated but broaching the matter to them would be tricky.

FERGUS County, Mont., shown in Fig. 1, is known for its once famous gold mines near the old towns of Gilt Edge, Maiden, and Kendall. But at Heath, a small farming community near the foothills of the Snowy Mountains, thousands of tons of gypsum have been mined since 1916. The value of the gold taken from the mines of Fergus County runs into millions of dollars; the value of the products made from the gypsum of the Heath mine is also in the millions. The gypsum mine will continue to produce for many years, while the gold mines are closed today. The Heath gypsum mine was developed by the Northwest Gypsum Co. in 1916. The products of the small mill built by this company were plaster, agricultural gypsum, and raw gypsum for cement manufacturing. The United States Gypsum Co. prospected the adjacent property in 1916 and 1917 by means of two adits and some exploration drill holes. During World War I, the company abandoned operations at Heath, but again became active in this area in 1928 hen it purchased all the property of the Northwest Gypsum Co. A long range program of expansion was begun with the building of a block plant and the purchase of additional land and mineral rights. A modern wall board plant was built in 1936. When the old wooden mill purchased from the Northwest Gypsum Co. burned in 1937, an all-metal calcining plant located at Blue Rapids, Kansas, was dismantled, moved to Heath, and erected on the site of the mill. In August 1951 a new mine was opened 3000 ft north of the mill. Rock is conveyed from the mine to the mill by an 18-in. belt conveyor. The Heath gypsum deposit lies at the base of the Ellis formation of Jurassic Age. The Ellis at Heath lies unconformably on the black fissle shale of the Heath formation of the Big Snowy Group, which is Mississippian in age. The strike of the gypsum bed is N45°E and the dip approximately 3" NW; the regional strike and dip of the area. The gypsum lies in a series of six layers separated from each other by thin seams of shale. The lower layer is composed of' gypsum and shale intermingled and is not of commercial grade. The upper five layers are high in purity, but only the middle four layers are mined on the advance, as the top layer is left for roof support. This top layer is mined on retreating operations at the same time the pillars are robbed. Total thickness of the gypsum layers varies from 12 to 14 ft. Fig. 2 shows the average thickness and arrangement of the layers. Mining Methods The mine was originally developed by driving an adit into the gypsum horizon. The Northwest Gypsum Co. mined in the top four layers, the top layer being split, leaving about 12 in. for roof support. A modified room and pillar method was used: entries were 15 ft wide and rooms varied between 20 and 30 ft and were turned on 90" from the entries. Crosscuts between the rooms left pillars from 10 to 20 ft square. The rock was loaded by hand into 1-ton mine cars and pulled to a central gathering point by mules; from the gathering point, mules or horses were used to pull the string of cars to the mill tipple. This method was continued by the United States Gypsum Co. from 1928 to 1937.

ONE Of the most significant developments in the iron industry in recent years has been the discovery and opening of enormous reserves of low-grade ore in eastern and northeastern Cuba. The two principal fields are the Mayari and the Moa, situated on Nipe bay, in the Province of Oriente. A less well-known district of the same type is that of Baracoa, at the east of the island, and another is in Camaguey province in central Cuba. In the comprehensive estimates of the iron-ore reserves of the world, published during the summer of 1910 by the International Geological Congress in Sweden,' these Cuban deposits are estimated at about 2,000,000,000 tons. Certain it is that the reserve is a large one. The Spanish-American Iron Co., the Juragua Iron Co. (Bethlehem Steel Co.), the U. S. Steel Corporation, and others have been active in this exploration.. The Spanish-American Iron Co. has established a port for the handling of these ores at Felton, has built a railway 16 miles to the ore-fields, and has opened up deposits for steam-shovel mining. Its expenditures have reached an aggregate of about $6,000,000 in preparation for the handling of these ores. Shipment of the ore to Sparrow's Point, Md., has begun and may be expected to rise to a considerable amount in the near future. The ore reaches this point at a cost per unit of iron considerably lower than Lake Superior ores, and the presence of a low percentage of nickel gives a desirable steel. It is not the purpose of this article to consider these ores from a commercial stand-point, but rather to discuss their-origin. HENRY M. Howe, Bedford Hills, N. Y. (communication to the Secretary.) +-Mr. Johnson's explanation, that the rounding of the graphite masses in oxygen-bearing cast iron is clue to their being in part re-precipitated after re-solution in forming carbonic oxide temporarily with that oxygen, is certainly most attractive and suggestive. It remains to be shown whether this rounding occurs also when 'the solidiification is too rapid to permit this process to goon. J. E. Johnson Might easily test this by casting a single ladleful of his oxygenated iron in masses of varying size. If' this present hypothesis is true, then the rounding ought to increase progressively with the size of the casting, and with the distance from the outside, that is to say with the time available for re-solution and re-precipitation. I question whether a like benefit is to be expected even on this hypothesis, from the oxygenation of steel. The spheroidizing of graphite does good because graphite itself is so weak. But the constituent which can be spheroidized in steel is its cementite, which is a source of strength. Lamellar pearlite, in which this cementite in effect forms long dendrites, is far stronger than divorced pearlite, in which these dendrites have been broken up into spheroids. Even the surfaces of contact between ferrite and cementite are probably sources of strength because of the amorphous iron which probably fills them.

HUDSON MAXIM, Brooklyn, N. Y.-Immediately after the creation of the Naval Consulting Board, Admiral Strauss, Chief of the Bureau of Ordnance of the Navy, told members of the Board that the most important problem for the scientists to solve was erosion in large guns. The Navy, for years, had been working on the problem with marked suceess, but there was much yet remaining to be accomplished. As Chairman of the Committee on Ordnance and Explosives of the Naval Consulting Board, I communicated with several experts in the manufacture of steel, principal among whom was Prof. Howe. He generously agreed to help in every way possible, and the work that he has done and the time that he has spent upon it can he appreciated only by reading his paper. Prof. Howe asked for some rings. from a, certain 14-in. gun which Admiral Strauss had mentioned in particular, and in which, he had informed us, at each shot the bore of the gun, was enlarged about 0.001 in.,' and that after a relatively small number of rounds it was considerably eroded. It has puzzled scientists for a long time to account for the peculiar erosive effect produced by the powder gases in a gun, arid: what Prof. Howe has done in his paper is worthy of Sherlock Holmes. He is a veritable Sherlock Holmes of science.

A FALL meeting that should have repercussions both in the "Transactions" and MINING AND METALLURGY was that of the Industrial Minerals Division (Nonmetallics) at Wilmington, Oct. 21-23; headquarters, Du Pont Hotel. The sixteen technical papers and two addresses were substantial and interesting. Moreover, in every instance but one, the author made the presentation, and the one exception must have been next of kin because the ensuing discussion indicated his command of the subject. The meeting schedule clicked at every turn, thanks to Dr. Gillson, chairman of the local committee, and even the four field trips adhered to the time table. The program pre-empted morning, noon, afternoon and night two general luncheons, two dinners, and an evening technical session reminding one of the Annual Meeting. Only the registration was disappointing - about 80.

Introduction In a previous investigation on the effects of repeated strains of large magnitude on the aluminum alloy 24 ST, it was found that the reduction in ductility by straining in tension was partially restored by a subsequent compression.&apos; As illustrated by the dashed line in Fig I,$ the ductility (e~) retained after prestraining in tension by a certain amount (el) and measured in a subsequent tension test is represented by a straight line sloping down under 4s°. If a compression of the same magnitude as the first tension is inserted (€2 = — €1) between prestraining and final testing in tension, such a "balanced" tension-compression cycle yields a ductility considerably higher than that present after prestraining in tension only. The results of these tests can be correlated with those of an investigation on the effects of prestraining in compression.~ As also shown in Fig I, the ductility in subsequent tensile tests decreased with com- pression, at a rate considerably slower than that after prestraining in tension. The above discussed testing conditions can be considered as special cases of a general straining cycle, consisting of first, straining in tension by an amount el, subsequently straining in compression by an amount e2, and finally determining the retained &apos;ductility, e,, in a tensile test. Prestraining in tension is then represented by el > o and e2 = o. Prestraining in compression is given by e~ = o and e~ < o. Balanced cyclic straining is defined by the condition el > o and cz = — 61. In order to obtain further information on the effects of straining cycles consisting of tension and subsequent compression, further tests were made, varying both the tension strain, el, and the compression strain, e2, within extreme limits; el varied between 0.06 and 0.28 and e2 between — 0.008 and —0.h approximately. Apparently, such tests have not been previously performed. They revealed phenomena which have not been recognized to date, The results of the investigation are herewith reported, without attempting to correlate them with internal processes within the metal structure. However, in order to assist in an analysis of this type, the results have been represented in various manners. Moderator-Thomas Adair is now a tunnel consultant with Perini Corp., Spring Lake, N.J. He has had 40 years experience in tunnel and shaft-sinking work in both soft and hard rock, as well as subaqueous rock. He has used moles in various locations and has traveled around the world studying the problems. SOME BRIEF COMMENTS ON "MOLES" by Thomas Adair We of the Perini Corp. have been, over the past 15 years, in the forefront of the battle to develop the mechanized miner. We have contributed much to pioneer, develop, and promote the use of the mining machine. Our money and talent have not been spared in this effort. However, we are sorry to say that as of the present time (1968), at least from the economic stand- point, this effort has not been very rewarding. But, I must say to those who are presently involved in the work of building mining machines, do not be discouraged. There is money in it. We of Perini Corp. know because we put it in there. It has been estimated that during the next 15 years, some $20 billion will be spent on underground excavation; more than 13 thousand miles of sub- surface tunnels will be excavated throughout the nation. An aggressive, properly structured research and development effort would produce, within the next five or ten years, a better excavation technology and improved boring system capable of reducing present costs drastically, with a resultant great saving. The time for this effort is now, but where the enabling money for this effort will come from, I have no idea. Machine builders should be encouraged to design and develop a shield- type boring machine capable of continuous mining through varying types of ground or rock by incorporating the possibility of making minor modifications such as change of bit type, power package, etc. Such a machine could

In the course of my professional work in China during the fall of 1907, I had an opportunity to visit the iron-ore mines at Ta-yeh in Hu-pei province (long. 114O 50t E., lat. 30&apos; 20t N.). It occurs to me that a rescript and discussion of my notes taken at that time should be of interest, particularly as supplementing the exceedingly interesting recent paper of Thomas T. Read on The Mineral Production and Resources of China.&apos; Ta-yeh is situated near the right bank of the Yangtze river. The mines are at an average distance of about 16 miles from the river-port Shi-hui-yao, which in turn is some 70 miles SE. of Hankom. The ores are shipped to the works of the Han-Yeh-P&apos;ing Iron & Coal Co. at Hanyang, as also very largely to the Japanese government iron- and steel-works at Wakamatsu, Japan. Smaller qnantities have been exported to the Pacific coast of the United States. These ore-deposits have been briefly noticed in a number of publications, but, so far as I know, Mr. Read&apos;s description, in his chapter or1 the iron-ores of the Chinese Empire,2 contains the first attempt to define their geological character. In his more recent paper Mr. Read follows very closely the text of his earlier description. To quote briefly from the recent paper, he says : " The iron-ores at Ta-yeh .... lie along the contact between a marble and an intrusive body of a dark-gray syenitic rock." SEVERAL important changes have been&apos; made during 1933 in the compilation and distribution of technical literature to those interested in nonferrous physical metallurgy. The Institute of Metals, of Great Britain, announced that preprints of all its papers would be distributed monthly to all members in combination with their bulletin of abstracts. The A.I.M.E. has announced that it will distribute to all members of the Institute of Metals and Iron and Steel Divisions a monthly bulletin entitled Metals, which will carry preprints of all publications of interest to the members of these two divisions. The American Society for Steel Treating has declared its intention to change its name to the American Society for Metals in order to indicate the broader scope of its activities. The abstract service of Metals and Alloys has been improved and expanded, covering practically the entire field of metallurgical literature. These changes and innovations now provide unparalleled reference service entirely in the English language.

Since about 70 per cent. of the total cost of mining is due to underground work which is out of sight, it is essential that expenditures should be made here to the best advantage. A great many mistakes have been made which were expensive, but perhaps these have not even been detected by mine owners. In the future these may be minimized to some extent, especially if there is cooperative effort on the part of each employee. I have been interested in this subject for some years and have tried to deduce principles and methods. These have proved highly advantageous and may also be of help to others. Some corporations, like the United States Steel, and the Cleveland-Cliffs Iron Co., have done a great deal in this field by having stated meetings of their organizations, with the view to interchanging ideas among their men and educating them along the lines of concerted effort. Since no man knows all about the various branches of mining, it is advisable that frequent meetings of the operating department be held for the interchange of ideas and that all members of the organization have an opportunity to express themselves on the various subjects. It has often been found that in discussions between heads of departments, foremen and bosses, many valuable suggestions may be obtained which promote the best interests of the company. The method regarded as the most conducive to cooperative effort, and pursued by the organization, is to analyze and develop the different phases of various mining subjects at regular meetings. Nine Foremen&apos;s Dinners In the latter half of 1912, the Copper Queen Consolidated Mining Go. gave monthly dinners to the men in the operating departments. Those who attended were superintendents, foremen, shift bosses, engineers, geologists, and heads of all departments, making a total of about 75 men.
