SMELTING of iron ore, manufacture of steel, and the fabrication of ferrous metal products are all processes that require energy. Charcoal was adequate, to supply this energy for the relatively simple processes of the early iron-masters. In the fourth decade of the nineteenth century, anthracite and bituminous coal and later coke supplanted charcoal for the smelting of iron. So far as the chemical phases of the process were concerned, charcoal was an ideal iron-furnace fuel. It had practically no sulphur, and its ash, besides being low in quantity, consisted chiefly of lime and alkalies, thus supplying a part of the flux required for smelting the ore. The ash of coal and coke on the other hand, being largely silica, had itself to be fluxed with bases added to the charge. Physically, however, coke proved to have many advantages over charcoal, which could not be used in the furnaces of today. The chief reason, however, for the change from charcoal to coke was the impossibility of maintaining an adequate wood supply.

IT has been known for several years1 that certain alloys of the Konal type, containing commercial cobalt (99.32 per cent C0 and 0.42 per cent Ni) and varying amounts of ferrotitanium, exhibit very high tensile strengths at 600°C. However, their pro-portional limits and yield points are rela-tively low. Published data1 for the alloys quenched in water from 950°C. and then tested at 600°C. are summarized in the upper section of Fig. I. Similar specimens that were aged at 650°C. for 72 hr., after quench and prior to testing at 600°C., gave the results shown in the lower section of Fig. I. In the present work the investigation of the properties of these materials has been extended by a study of the tensile deforma- tion characteristics in moderately long-time tests at 600°, 700° and 800°C. after quenching from various solution tempera-tures. BORON as a hardenability agent of commercial importance has been the subject of extensive study in recent years. It has been suggested in the past that boron increases hardenability by combining with nitrogen, thus rendering it innocuous.&apos; More recently it has been proposed that boron increases hardenability by reducing the free energy of sites of ferrite and pearlite nucleation.&apos; The segregation of boron to grain boundaries, the primary site of nucleation, would account for the large hardenability effect of minute additions of boron in steel. This grain boundary theory has found general acceptance while the concept of boron as a nitrogen scavenger has been disregarded. However, the interaction of boron and nitrogen in steel is considered to be important to hardenability because boron may be made ineffective by combination with nitrogen.". * The present work was undertaken to examine some of the effects of boron and nitrogen arid their interaction in steel. A base composition of moderate hardenability was chosen. This was a 0.35 pct C steel containing 2.50 pct Ni and 0.30 Mo. This composition was used because it contained no strong carbide, nitride, or Table I. The other alloys examined were modifications of the base composition and contained nitrogen, boron, or nitrogen plus boron. The compositions of the four alloys used are listed in Table I. The alloys were vacuum melted from electrolytic iron, electrolytic nickel, ferromolybdenum, and fer-roboron. When required, nitrogen was added by admitting a partial pressure of nitrogen over the melt after vacuum melting. The alloys were cast into 21h-in. diam ingots and hot rolled to %-in. sq bars. No ingot pattern was discernible on the polished and etched cross sections of the hot-rolled bars. The alloys were normalized at 1650°F, then machined into standard %-in. diam end-quench hardenability test bars. Four different austenitizing treatments were used: 60 rnin at 1550°F, 45 rnin at 1800°F, 30 rnin at 2000°F, and 20 rnin at 2000°F followed immediately by 30 rnin at 1550°F. The 1550" and 2000°F treatments were carried out in duplicate for each of the four steels. In order to prevent surface oxidation the bars were austenitized while buried under charcoal in an atmosphere of argon. After quenching the bars in a conventional end-quench fixture, the hardness surveys were made in the usual fashion on parallel flats ground along opposite sides of each bar. These were ground 0.050 in. deep rather than the conventional 0.015 in., to avoid decarburized or deboronized regions.5 The austenite grain sizes which resulted from each heat treatment were observed metallographically using Vilella&apos;s etch for martensite. The criterion used as a measure of hardenability was the distance from the quenched ends of the bars at which a hardness of RC 35 was observed. This hardness represented the inflection point on the hardness vs distance plot. Fig. 1 shows the hardenability of each steel after the several heat treatments. The duplicate tests demonstrated excellent reproducibility; the distance to Rc 35 was reproduced within 1/16 in. for duplicate test bars. All four alloys had the same grain-coarsening characteristics. Neither boron nor nitrogen had any observable effect on grain size. The grain sizes resulting from the various austenitizing treatments were ASTM 7 at 1550°F, ASTM 4 at 1800°F, and ASTM 2 at 2000°F. The small amount of boron in the boron steel greatly enhanced hardenability when the samples were austenitized at 1550°F. The low hardenability of the boron plus nitrogen steel showed that nitrogen eliminated the boron contribution to hardenability. Both steels containing nitrogen, with and without boron, exhibited lower hardenability than the base composition when quenched from 1550°F.

Whatever the defects of business forecasting may be; the American Telephone & Telegraph Co: has employed it since 1921, not only for charting the probable; course of telephone traffic over long-distance lines, but&apos; to determine the needs for new plant and equipment: caused by shifting tides in business or increases in population or general industrial expansion.

Book Review MEXICO UNDER CARRANZA. By Thomas E. Gibbon, Los Angeles, California. Doubleday Page and Co., New York, 1919, 270 pp., 711/2 X 5 in. $1.50. A vivid, accurate, convincing summing up of the Mexican problem as it confronts us today, devoid of sensationalism or bigotry. A compelling narrative of the relations of the Carranza Government and our own from Oct. 15, 1915, when it was recognized as the de facto government of Mexico, to the present time. It shows the absolute lack of promises kept or lived up to either with its own people or the United States. This is not done by invective or the indiscriminate use of adjectives but by quoting from the instruments on record on both sides of the case. The driving of the Red Cross out of Mexico, which condemned many of the native peons to starvation, and the interference with the Pershing Punitive Expedition are merely mentioned, but the crying crime against the Mexican people, who have sunk to unbelievable depths of misery obscured, but not exceeded, by the sufferings in Europe, is held up in a clarified light. Two illuminating chapters are devoted to the character and treatment of foreign investments in Mexico, Which are a complete refutation of the common statement that Mexico has been exploited remorselessly by the foreign investor. The conces-sions given by Diaz in the days of his regime most condemned are nowise as large nor the land grants as extensive nor the title so absolute as those granted to the railroad builders of our own transcontinental systems and other of our nationally subsidized works. This is not left to further argument but is settled by quoting the various official instruments and not at all in a tedious way. The author&apos;s concluding chapter is a picture of the Mexican people from Aztec times, when they had reached a civilization which gave them a better calendar than the Roman Empire ever had until modern times, to their present unhappy and pitiful condition. He concludes, basing his findings on parallel historical downfalls of a once proud people, that present conditions are the natural result of the absolute domination of an alien minority. He grants, of course, that there are many estimable Latin-Mexicans of integrity, ability and charm, but maintains that the dominant minority has continually degraded in fulfillment of the sociological law that the sure revenge of the servile class is found in the corruption of the master class. The book is replete with historical and literary allusions which, added to the pleasing style of the accomplished author, make fascinating the account of one of the world&apos;s great tragedies. Mr. Gibbon is a lawyer who has spent much time in Mexico and shows an understanding of the native people not shared by all writers on the Mexican problem. A distinct addition to all literature on the subject. P. E. B.

(written discussion *).-Without doubt the excellent results obtained at Ajo will cause surprise among metallurgists; 75 per cent. average capacity and 80 per cent. extraction during the first year of operation of a plant using a new metallurgical process are figures that speak for themselves. It is obvious that the most troublesome feature of the process is the fouling of solutions. The effects of this are most evident in the electrolytic tank house; but apparently the solutions are so heavily loaded with salts that their dissolving power is also impaired. This is indicated by the fact that copper comes into solution during washing after the leaching of the ore is completed, as shown by the decreasing ratio of acid to copper in the various washes tabulated in Table 4, and also by the fact that 4.9 per cent. of the total copper in the ore remains in the tailings in a soluble form. Even though the extraction in leaching and the ampere efficiency in electrolysis would be benefited by keeping the salts in solution at a lower concentration, it is doubtful whether it would pay to decrease these salts by discarding more electrolyte without other changes in the, process, since this would increase the amount of cement copper produced, which is already very large. If, however, it would not disturb the process otherwise, this object could be accomplished by increasing the range of electrolysis, so that solution going to the tank house would contain, say, 4 per cent. copper and 1 per cent. acid, and the solution returned to the leaching plant 1 1/2 per cent. copper and 4.8 per cent. acid, and by increasing the volume of solution to be discarded, this to be taken from the electrolyzed solution returned to the leaching plant. By this arrangement, more salts will be removed from the system per ton of cement copper produced; and if sufficient solution is discarded to keep the iron content down to 1 1/2 per cent. it would he feasible to recover the copper from

THE outstanding fact in connection with dust disease in the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some of its better organized centers, but the average independent non-union workman continues, as of yore, to suffer the toll of disability and even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. In 1908, in this country, F. L Hoffman?(1) discussed the mortality from consumption in dusty trades, especially brass foundries; and in 1913 E. R. Hayhurst(2) described the effects of inhalation

Almost beyond doubt, the most important contribution to the assaying of copper yet made, is that of Mr. Eustis (Bans., xi., 120) on the " Comparison of Various Methods of Copper Analysis," which indicates in a manner for which the assayer cannot but feel grateful, how a copper sample ought to be treated from the moment it enters the laboratory until the copper is finally weighed. Admitting, as the present writer is inclined to do, that this paper establishes, as the official standard, the method of electrolysis, we may note as one of the few details which it does not finally fix, the kind of battery most desirable for precipitating the copper upon platinum. In this respect each assayer appears to be a law unto himself, while all feel more or less " shaky " as to the results. Classsen seems to suggest a remedy when he directs the measuring of the -gases liberated by the battery employed. But, in fact, that measure is not a constant in the Bunsen elements which he prescribes for copper determination. Furthermore, measuring gases necessitates more machinery and labor than the average assayer has a stomach for. It is, however, but just to Classen, to whom we owe so much, to reeall that he wrote more especially for students in the schools.

Probably the only hotel in the world with near 100% occupancy at all times is the modern Hotel Indonesia in Djakarta. However, there is little gaiety among the scores of business men who occupy the hotel because they fret as days grow into weeks in seemingly interminable negotiations with government officials. As one man put it, "time is a dimension that they [Indonesians] have never grasped." But the visitors still come in droves to investigate business opportunities in this sprawling nation of tropical islands which is, with 120 million people, the fifth largest nation in the world. Approximately $300 million is being spent each year in Indonesia by foreign companies and governments. Aid grants from the latter are derived about one third from the United States, one third from Japan and the remainder from many nations. Djakarta is a far cry from pleasant colonial Batavia, as the city was called under the Dutch. The orderly colony of prewar days was managed as an agricultural and trading dependency of Holland. The Dutch did little about educating the people. The islands were controlled by the Japanese during World War II and afterwards there was a war for independence--which was attained in 1949. In the ensuing years, President Sukarno devastated the economy by squandering money on a gigantic scale. A Communist-attempted coup in 1965 resulted in a military takeover and the extermination of Communists. The new government under Suharto, which took over all power in March 1966, found itself in a situation where bare survival was the first consideration.

NOT much serious consideration was liven to the military aspects of raw materials before World War 1. Following the outbreak of war in Europe in 1914, however. this situation was promptly changed. Disruption of allied shipping and German submarine warfare soon cut off a substantial part of the material the United Staten was accustomed to receiving from overseas. At the same time, raw material requirements rose rapidly as the tempo of industrial preparedness was stepped up in anticipation of war. By April 1917, when we entered the war, serious shortages threatened and consideralde attention was being given to our "deficcient" raw materials. The term "war mineral," began to appear after we became active combatants. But there is no evidence that "strategics" and "critical." as now used, had entered the lexicon of our raw materials experts during the last war nor were there apparently any officially recog¬nized list or definitions of what con¬stituted war materials. According to G. A. Roush in his book, `&apos;Strategic Mineral Supplies," C. K. Leith, while serving as mineral advisor to the War Industries Board. compiled the first unofficial list of deficient minerals in 1917.

BaCKOFEN, Avery, and Turner have shown"2 that the large tensile elongation in superplastic metals is correlated with a high strain-rate sensitivity of the flow stress. At present, the reported superplastic materials are complex eutectic or eutectoid systems with a large solubility range in at least one of the terminal phases. This note describes the behavior of a solid-solution alloy (at 22°C)5,= Sn-1 wt pct Bi, which has been processed in order to produce a fine grain size.2,3,6 The chill-cast, 1/2-in.-diam ingot was homogenized for 1 week at 130°C, extruded at O°C to 0.083 in. diam, quenched within 15 sec, and stored at -196°C. Samples were warmed to room temperature 16 hr prior to mechanical testing or metallography. During tension testing at room temperature, it was found that the flow stress reached a steady-state value which depended on the imposed elongation rate and was independent of strain to an error of about ±5 pct. In Fig. 1 is plotted log a vs log e where a is the measured steady-state flow stress and i the imposed strain rate. These quantities were calculated using "instantaneous" area and length to an accuracy in the sample diameter of ±5 x 10-4 in. The log a-log 1 curve is sigmoidal. The strain-rate sensitivity, which may be given by d log old log 6,&apos; has a maximum value of about 0.48 between i = 5 x 10-4 and 5 x 10-3 per min. The value is well above frequently measured values for metals at creep temperatures (0.1 to 0.3) and comparable to the rate sensitivity for Pb-Sn solder: which has been shown to be superplastic.2,3 Note, however, that below or above the strain rate of 10-3 per min the rate sensitivity of Sn-1 pct Bi decreases and at high rates is more nearly like that of conventional metals. The grain size of this material is relatively uniform, Fig. 2, and may be specified by an average linear intercept i.&apos; Grain growth occurs at room temperature but after 16 hr, L = 5. Tensile elongation was measured on finer-grain-size specimens, which had been at room temperature 15 min prior to testing. After 15 min, the samples are fully recrystallized. Three strain rates, 5 x 10-3, 10-2, and 2.5 x 10-2 per min, were employed for which the measured elongations varied from 425 to 500 pct. These results would seem to justify the term superplastic, applied to this alloy, although the ductility is inferior to that of the Sn-Bi eutectic.3 The Sn-1 pct Bi alloy, which is a single-phase material with equiaxed, fine grains, is an excellent one on which to make an estimate of the Nabarro-Herring9 creep rate. According to the model of Avery and Backofen2 a substantial part of the deformation must be accomplished by N-H creep in the strain rate-temperature regime in which d log a/d log 1 = 0.5. The maximum N-H creep rate is given by9 L2kT where v is the atomic volume and D the self-diffusion coefficient. For this test v = 3.O x 10-23 cu cm, D = 1.4 e-23,300/RT = 2.5 x 10-l7 sq cm per sec,7 L = 5x 10+4 cm, T = 295°K, and a = 2000 lb per sq in. = 1.38 x 10&apos; dyne per sq cm. The calculated creep rate is E= 4 x 10-11 per sec which may be compared with the measured creep rate at this stress, Fig. 1, of 6.7 x 10-5 per sec. The N-H creep rate is seen to be negligible. Earlier consideration2 of this question was in error because incorrect diffusion coefficients were used. The assistance of R. R. Russell in metallography is acknowledged gratefully.

ALEXANDER BRINTON COXE was born in Philadelphia, Pa., Jan. 19, 1838, the second of five sons of lion. Charles Sidney Core and Ann Maria Brinton. A more extended history of his family and its important relations to the development of the United States will be found in my Biographical Notice of his younger brother, Eckley B. Coxe, published in 1895. It is therefore sufficient to say here that Dr. Daniel Coxe, a distinguished physician and surgeon of London, and a medical attendant of Charles II and Queen Anne, purchased, in 1684 and 1686, lands in East and West Jersey from grantees of the Duke of York, and became Governor of West Jersey, in which capacity he did much to develop the provincial fisheries, the manufacture of marine salt and pottery, the exportation of tim¬ber and the West India trade. In 1698, having acquired the royal patent of the Province of " Carolana," covering (with some reservations) the territory extending from the Atlantic to the Pacific, between the 31st and 36th parallels of N. latitude, Gov. Cole sent an expedition from Charleston, S. C., to the Mississippi. In 1769, seventy years later, his grandchildren surrendered to the Crown their title under this vast and vague patent, receiving in return a grant of 100,000 acres in the Colony of New York. The line of his descendants, so far as they concern this sketch, is as follows 1. Col. Daniel Core, his son, b. 1673, who came to New Jersey in 1700; resided there until his death (1730); held many high offices; and issued in London (1722) A Description of the Provinces of Carolana, containing probably the earliest published plan of political union for the British Colonies in North America.

In the spring of 1915, then a 30-year old geologist in the employ of the E. J. Longyear Co., of Minneapolis, Minn., I accompanied prospectors to ex- amine outcrops of supposed nickel ore situated a mile or two in from the shore of a lake in the Kenora district of northwestern Ontario. The deposit proved to be bog iron ore containing traces of nickel. We were stormbound there for three days, a circumstance which gave rise to a tale that was told at our fire one night. It seems that Sandy and Jock, two prospectors, were crossing the bay of a large lake in a canoe. They were bucking headwinds; the waves grew higher. Jock called out from the stern, "Sandy, can ye na pray a little." Sandy pressed his knees a little closer into the bow and, between strokes of his paddle, sought for words, which came haltingly, "Save us this time . . . Oh Lord . . . and we promise . . ." when Jock, peering through the spray sang out, "I would na commit yourself, Sandy, I think I see lond ahead."

Until 1934, natural ventilation was depended upon in the mine of the Climax Molybdenum Co. at Climax, Colorado. In that year a 7-ft. axial-flow, low-pressure fan was installed as an exhausting unit. In 1936, three more fans of the same kind were installed, all as exhausting units, with a total capacity of 115 000 cu, ft. per min., and since then fans and sprays have been added as required. Atmospheric Conditions Adverse atmospheric conditions at this elevation of 11,500 ft. account in part for difficulty in maintaining adequate ventilation throughout the mine. Barometric pressures range from 18.99 to 20.01 in. of mercury; the norma1 average being 19.70 in. Air weight is 0.051 lb. per cu. ft., and humidity is low—about a 30 per cent yearly average. This makes the use of mechanical humidity aids mandatory the Year around to prevent excessive dryness of the mine workings and the resultant dust hazard. The yearly temperature range is from minus 24" to 75°F.; typically, in February 1942 the mean low was minus 3.25°F. and the mean high, 21.3°F. In August the mean low was 34.8°F.; the mean high, 64.26°F. Even during the summer month air filtration through the openings of the cave area is 32°F., owing to accumulation of snow in the glory hole and in Part to glacial ice, which, combined with a rock temperature of 39°F. on the upper levels (elevation 11,945 ft.) and 42°F. on the main haulage level (elevation 11,470 ft.], makes it difficult to maintain a comfortable working temperature. The one advantage in ventilation of mine workings at the altitude of the Climax mine is that the power required to circulate a given air volume is 32 per cent less than would be required at sea level. Problems since 1936 the mine management has studied intensively plans for providing adequate ventilation for the entire mine for its expected life. High velocities and large volumes of subfreezing air dry out the passageways through which they pass, and thus increase the amount of dust. Regulating doors in haulage drifts are difficult of upkeep and interfere with production. It was decided as a general principle to distribute fresh air to each working place at low velocities and low pressures and to remove contaminated air as soon as possible with a minimum of travel through working places.

Until 1934, natural ventilation was depended upon in the mine of the Climax Molybdenum Co. at Climax, Colorado. In that year a 7-ft. axial-flow, low-pressure fan was installed as an exhausting unit. In 1936, three more fans of the same kind were installed, all as exhausting units, with a total capacity of 115 000 cu, ft. per min., and since then fans and sprays have been added as required. Atmospheric Conditions Adverse atmospheric conditions at this elevation of 11,500 ft. account in part for difficulty in maintaining adequate ventilation throughout the mine. Barometric pressures range from 18.99 to 20.01 in. of mercury; the norma1 average being 19.70 in. Air weight is 0.051 lb. per cu. ft., and humidity is low—about a 30 per cent yearly average. This makes the use of mechanical humidity aids mandatory the Year around to prevent excessive dryness of the mine workings and the resultant dust hazard. The yearly temperature range is from minus 24" to 75°F.; typically, in February 1942 the mean low was minus 3.25°F. and the mean high, 21.3°F. In August the mean low was 34.8°F.; the mean high, 64.26°F. Even during the summer month air filtration through the openings of the cave area is 32°F., owing to accumulation of snow in the glory hole and in Part to glacial ice, which, combined with a rock temperature of 39°F. on the upper levels (elevation 11,945 ft.) and 42°F. on the main haulage level (elevation 11,470 ft.], makes it difficult to maintain a comfortable working temperature. The one advantage in ventilation of mine workings at the altitude of the Climax mine is that the power required to circulate a given air volume is 32 per cent less than would be required at sea level. Problems since 1936 the mine management has studied intensively plans for providing adequate ventilation for the entire mine for its expected life. C. E. SIMS*—This is a most interesting and important paper. It is important from two standpoints. First, it has as-spects of being highly accurate and therefore extremely useful to the operating man in showing how far he can go in oxidizing carbon from a steel bath while retaining chromium and the effect of temperature on this limit. Fig 5 is undoubtedly the highlight of the paper, and in checking it against available data, it seems capable of predicting actual results. The other important aspect is the apparently significant fact that reactions within a steel bath, such as between carbon and an oxide, are homogeneous reactions which do not require equilibrium with an external phase. In this case, it seems obvious that the reaction and the equilibrium established were between dissolved carbon (or carbide) and dissolved CrO. The classic reaction which requires equilibrium with solid Cr2O3, did not fit the data. It was recognition of this principle that made Fig 5 possible. G. R. FITTERER*—It might be in assuming the CrO is dissolved in the metal that you are actually approaching the correct factor for activity. If that is true and if the percentages that were used represent an equilibrium constant, this would mean, in effect, that the minimum temperature at which chromium would be reduced by an equivalent percentage of carbon would be about 2400°F from your equation. I believe that is in line with my experience particularly if you deal only with low percentages. J. CHIPMAN†—The author in discussing the equilibrium of the reaction offers two choices of explanation. One postulates an effect of chromium on the activity coefficient of carbon; it would require perhaps more data than are available to us at the present time to test this thoroughly. The other postulate which he offers is a reaction with CrO. This explanation is consistent with physical and chemical principles provided that a solid phase CrO is present, and that is essentially what he is postulating. If that oxide were present one would expect and, I think, almost require the kind of results that he obtained. The weakness of that postulate lies in the lack of confirmatory evidence regarding the presence of solid CrO as such. This should offer an interesting subject for further study. It seems a pity that the theoretical arguments revolving around CrO should have obscured for a moment the very real excellence of this paper. E. CARTER*—I think there is a problem that presents itself in practical application where the metal temperature is from 3200 to 3300 and the temperature desired in pouring is considerably less. B. M. LARSEN†—I get the impression from some of the work that was done earlier that there is probably a localized zone of high temperature at the slag metal interface which effects the removal of the carbon. Without that I wonder if the effect is possible to have a localized superheat and an equilibrium there favorable to low carbon content and
