On commencing the construction of the Orford Company's copper smelting works, at Bergen Point, N. J., I endeavored to convince our President, Mr. W. E. C. Eustis, by actual tests, that at the pressure of from 15 to 18 ounces per square inch, employed by us in smelting, less power was consumed in delivering a unit of blast by a Baker blower than by a fan blower. I attempted to prove this in the following manner: Across the mouth of a No. 5) Baker blower I firmly fastened a board with two round holes, 6 inches in diameter, cut in it. The board was fastened so tightly that no air could escape except through the holes. I then drove the blower at several differerent speeds, observing the pressure at which the air excaped through the two openings for each different speed of the blower, and also indicating the engine, whose only work at that time was to drive the blower. From this I calculated the quantity of power required to deliver, with a Baker blower, sufficient air to keep the pressure at a given point, while it escaped freely through the two six-inch apertures into the open air; or, in other words, to deliver air at a given pressure through these two openings. From the total power so consumed it was, of course, necessary to deduct the power which was required to drive the engine itself. Seepage runs (stream flow measurements in a short time at many points in a basin,) and stream flow records are used to locate losing areas in stream basins in the Missouri Ozarks. The terrane consists of dolomitic limestone and sandstone of Ordovician and Cambrian age. Side-looking radar imagery emphasizes variations in topography and reveals two types of drainage basin topography, rough and smooth (deeply dissected and slightly dissected basins). In the deeply dissected basins (rough ones), main streams and tributaries generally gain. In the slightly dissected basins (smooth ones), the streams lose a part or all of their flow. Logan Creek, a tributary of Black River in the southeastern Ozarks, loses much of its storm runoff and all of its dry weather flow. East and West Forks of the Black River, north of Logan Creek, gain water through most of their main stems. On radar imagery Logan Creek basin has a light uniform tone and smooth texture in contrast to the darker tone and rough texture of the East and West Forks. The contrast is due to the difference in degree of dissection. Therefore, radar imagery may be useful in suggesting gaining or losing streams (or reaches of streams).

This study was designed to demonstrate the viability of using high-frequency radio transmission as a means of communications between a remote field camp and a time- sharing computer system. A field camp near Johnstown, Pa., was linked by high- frequency radio to a base station 160 miles to the southeast in Vienna, Va. The base station was in turn linked by telephone to a time-sharing computer system near Los Angeles, Cal. Error-free data transmission utilized highly stable receivers and transmitters, forward error correction, and dual-frequency diversity. Three geologic applications programs resident in the Los Angeles computer were executed from a graphics cathode ray tube terminal in the field. Bulk data equivalent in volume to 4 days of typical spectrographic analytical work generated by one spectrograph and one spectrophotometer were transmitted from the field to the base station. All programs, were executed successfully, and all data were transmitted error free.

THE responsibility resting upon the owners and managers of mines where fire-damp is generated, renders it a matter of imperative duty that a full and correct statement of any explosion that occurs should be given to the public. But such a statement must be based on the testimony of impartial eye-witnesses or trained experts. Then a sad experience may result in the adoption of effective preventive measures. In the absence of any official and professional body of mining experts in the State of Virginia, the writer desires to submit to his professional brethren of the American Institute of Mining Engineers an account of an explosion which recently took place in a colliery under his management, and earnestly desires a thorough and impartial discussion on the facts submitted. Description and Plan of the Mine.-The "Grove" shaft is situated at the nearest point 825 feet from the last old workings upon the Midlothian property, south of the old Pump shaft works. (See Plate III.) The shaft was sunk by the former company, some thirty years ago, to the depth of 622 feet. An incline over 230 feet long, starting in a northwest direction at a depth of 105 feet above the shaft bottom, had been driven to explore the coal on the dip. A return of very small dimensions had been driven round the shaft on the south side, entering the upcast chamber. With the information obtained from the former company that a seam of coal about four feet thick, at a depth of 490 feet, had been found, and with the information obtained by the present proprietor, R. T. Burrows, of Albion, N. Y., by means of two boreholes on the dip west of the old shaft, in both of which workable seams of coal at various depths had been ascertained, the clearing out and thorough retimbering of this shaft were commenced in March, 1873. Borehole No. 1, at a depth of 477 1/2 feet from surface, revealed a seam of coal. This borehole was afterwards carried to a depth of 1140 feet to the granite, without finding any other seam of coal. Borehole No. 3, at a depth of 608 feet, revealed the first coal-seam, 142 feet thick; at 633 feet, the second, 12 feet thick; at 662 feet the third, 1 foot thick, and at 692 feet the fourth, 4 1/2 to 5 feet thick. The borehole was stopped at a depth of 715 1/2 feet.

United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed. to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in the property. The land and building cost two million dollars. THIS apparatus was designed primarily to meet the demand for a quick, efficient stopping to seal off the burning area temporarily during a mine fire, but it can be used in any circumstance where an immediate brattice is required for ventilation control. In using the old style brattice, mine-rescue workers have found it difficult, in smoke-laden drifts and stopes, to erect an effective stopping with wooden frame and canvas. Stulls must first be cut to the proper length, the canvas tacked in place, and the numerous irregularities of the walls and back must be caulked. This operation requires the employment of axes, saws, and hammers, which cannot easily and safely be handled in dense smoke. The fire fighters have often been forced to abandon their brattice, unfinished, because of the rapid approach of the fire, or because of the exhausted sup- ply of oxygen in their breathing apparatus. A modification, of the Kelvin bridge using an inductor was used to measure the conductivities of molten sodium chloride, calcium chloride, and mixtures thereof. A capillary-type four-lead fused quartz dipping cell was constructed. The effect of a small amount of potassium chloride on the conductivity of the melt was determined. IN the electrowinning of sodium and chlorine from sodium chloride in Downs cells, calcium chloride is added to the sodium chloride in an approximately equimolar amount to permit cell operation at a lower temperature. This lower temperature improves current efficiency and ease of operation, but decreases voltage efficiency by decreasing the electrical conductivity of the melt. A knowledge of the electrical conductivity of the Downs cell melt is necessary to the understanding of Downs cell operation, for the IR voltage drop across the melt is responsible for a significant part of the electrical power consumed by the cell. The work of previous investigators on fused sodium chloride-calcium chloride mixtures was reviewed from the standpoint of consistency with the results of others on the conductivities of the pure constituents. The electrical conductivity of pure fused sodium chloride has been established with accuracy by Van Artsdalen and Yaffe,1 by Edwards, Taylor, Russell, and Maranville,2 and by Lee and Pearson.3 It has also been studied by a number of other investigators.4-13 The best values for calcium chloride are believed to be those of Lee and Pearson,3 since the sodium chloride and potassium chloride conductivity values given by them check the best literature values. A number of other investigators have also reported values for calcium chloride.'-"."' Electrical conductivity data for fused sodium chloride-calcium chloride mixtures have been reported by Sandonnini,12 Vereshchetina and Luz-hnaya,18 Ryschkewitsch,11 Barzakovskii,5 and Alaby-shev and Kulakovskaya.15 Sandonnini reports no data at temperatures lower than 850°C. The conductivity values reported by Vereshchetina and Luz-hnaya, by Ryschkewitsch, and by Barzakovskii for pure sodium chloride and for pure calcium chlor- ide vary somewhat from the literature values believed to be best and the sodium chloride-calcium mixture data of these authors and of Alabyshev and Kulakovskaya (who give no data for the pure compounds) show significant variations. In view of these facts, it seemed that an investigation of the electrical conductivities of fused sodium chloride-calcium mixtures would be worthwhile. Apparatus Bridge System—The bridge used,in this investigation is diagrammed in Fig. 1. In general, the elaborations of this bridge over the simple Wheatstone bridge were for the purposes of a) eliminating lead resistances or making them accurately measurable, and b) eliminating major capacitative and inductive effects or balancing them against each other. Lead resistances in the lower arms of the bridge were kept as low as possible by making the leads short and of low resistance wire. This could not be done in the cell arm of the bridge because of the remoteness of the cell from the other bridge components and because of the high-resistance nickel or chrome1 wires used in the cell. Since maximum sensitivity is attained when the resistances of the four arms of the bridge are equal, 50-O resistors were used in the lower arms of the bridge when fused salt conductivities were being measured, and 1000-O resistors were used when the cell was being calibrated with normal aqueous KCl solution. The cell resistance was of the order of 50 ohms with fused salts and of the order of 1000 ohms with normal aqueous KC1 solution. The resistors used were non-inductive and accurate to 50.05 pct (General Radio Co. Types 500-C and 500-H). The lead resistance between point A in the cell and point E at the measuring resistor was eliminated by using the kelvin bridge principle; that is, the voltape drop across the lead from point A to point E was divided between the cell arm of the bridge and the measuring arm of the bridge in proporation to the resistaxes in the lower arms of the bridge.

PART I INTRODUCTION Among the zinc base alloys used for casting in metal moulds, particularly die casting, those alloys containing aluminum usually together with copper, are probably the most widely used. The reason lies in their desirable mechanical properties and the fluidity and absence of hot shortness which facilitate casting. Objection to the use of these alloys may bee raised on account of the rather frequent instances of failure of a type variously described as disintegration, exfoliation and intercrystalline corrosion. In all cases which have come to our knowledge where the conditions of service were known, failure has occurred upon exposure to moisture and heat varying from a hot moist atmosphere to high pressure steam. Moreover, the alloys described in all such cases contain impurities or alloying metals which the present authors have found to have enormous accelerating effects on intercrystalline oxidation in zinc-aluminum alloys. Thus Williams1 experimented with an alloy containing a large percentage of tin exposed in Cuba. Bauer2 reports failure of a boiler plug containing over 1 per cent. of impurities, doubtless lead for the most part, and Rawdon's3 examinations were made on an alloy containing 0.4 per cent. lead also exposed to the Tropics. No thorough investigation of the nature and cause of this type of failure has been made heretofore, so far as the authors are aware, although Rawdon correctly classified it as internal oxidation. We have, therefore, carried out this investigation in order to determine the exact nature of this phenomenon and the effect of other metals present as impurities or intentional additions in accelerating or-retarding it. In the appendix we include a considerable amount of data which may be valuable in selecting an alloy combining good physical properties with high resistance to oxidation.

Predicting the performance of a waste embankment requires an estimate of the properties of the waste and foundation materials. The performance characteristics and the associated material properties are: [ ] Methods for obtaining estimates of the material properties include: laboratory and field testing, back analysis, and indirect estimates from other material properties. The most critical technical need is the development of indirect methods for use in feasibility studies and mine planning, prior to production when actual samples of waste material are not available. Material properties are not unique, single values; they are probability distributions. There are two components to these distributions: the uncertainties in testing and the inherent variability of the material. The objectives of a material properties evaluation should be to obtain an unbiased estimate of the property distributions rather than the average or the minimum value. Whether the current trend to a probability design analysis is followed or a simple sensitivity analysis is conducted, the unbiased probability distribution is preferable to single values.

THE purpose of this paper is to discuss the relative merits of the large 31/8 in. machine and the small 21/4-in. tappett machine in driving development-headings ; and although the . data here presented were obtained from cross-cut headings alone, experience has shown that the results are equally true in drifting, raising and winning. Recently we drove two parallel cross-cuts through the same formation, using a 3k-in. machine at the breast of one cross-cut., and a 2k-in. machine of the same make at the breast of the other. The results of this work afforded an ideal comparison, since in both cases the headings were advanced through rock practically of the same hardness and breaking-properties ; the amount of sludging was equal, and there was no difference in the condition of the steel or the machines, in the air-pressure or in the experience of the operating-crews. Some operators in the Cripple Creek district contend that there is ground which cannot be handled with the small machine, the holes being too small to contain enough powder to pull the ground, etc. The results obtained in working the property of the Portland Gold Mining Co., however, show that the ground worked by them does not fall in this class. During a period of two years there have been driven, with the small machine, 4 miles and 308 ft. of development-headings, through a diversity of ground, including Pike's Peak granite (a coarsely porphyritic type of granite), highly indurated, andesitic or phonolytic breccia, true massive andesite, trachytic phonolyte, tuffas, and along dikes of decomposed basalt and hard phonolyte; in every instance a satisfactory record was made. The headings here described were driven through highly indurated, andesitic breccia, having a hardness of from 5.2 to 7.2

TANTALUM metal has a number of unique properties which give it widespread application in modern technology and in research. In electronic apparatus involving high temperatures in vacuo some of the refractory metals become brittle. Tantalum retains its ductility at elevated temperatures, and this property, together with its low vapor pressure and its ability to absorb gases, make it important in this field. Its chemical inertness in the presence of acids, halogens, and other corrosive media, makes it useful in chemical apparatus and in neuro and orthopedic surgical applications. As an addition to tungsten carbide in steel-cutting grades of cemented-carbide tools, the carbides of tantalum and of its sister element columbium have found considerable use. The present-day method1 of manufacturing tantalum is to sinter a powder compact of the metal in vacuo. Because tantalum- columbium alloys are difficult to work and since tantalum ores almost always contain columbium, the two metals must be separated chemically, the products of the separation being generally in the form of potassium tantalum fluoride and potassium columbium oxyfluoride. These salts are used in fused-salt electrolytic baths from which coarse metallic powder is deposited as a sponge at the cathode. Finer powder can be made from the coarse product or from tantalum scrap by first submitting it to an embrittling heat treatment in hydrogen and then crushing it. The fine hydrogen- containing powder may subsequently be degassed in vacuo at a high temperature. Prompted by the success of others2,3 in the magnesium reduction of titanium and zirconium halides, one of the authors under- took4 an investigation of the thermo- chemistry of the reaction between solid magnesium and gaseous tantalum penta-chloride, a subject which had not previously been studied. He found that the heat of formation of tantalum pentachloride is approximately 364,250 cal per mol at temperatures lower than the melting point of magnesium. A value of 83 units was found for the standard entropy at these temperatures. With these values, it was shown that magnesium and tantalum pentachloride are capable of reacting exothermically at temperatures less than the melting point of magnesium, and that no great violence is to be expected when these substances are heated together. The exothermic nature of the reaction indicated that the process should be efficient and should not require much externally applied energy. Tantalum pentachloride is not commonlv made commercially, and any process using it therefore involves the subsidiary problem of producing and handling this substance. SCREENED pipe is designed with the view of restraining the fine, free-running sands of the production zone from entering oil wells. Its successful use is dependent on a number of factors. The nature and effects of some of these factors can be determined through experiment and observation, but some of the elements that have a distinct bearing on the use of screened pipe can be evaluated only by estimate. The important subsurface conditions which affect the use of screened pipe are: 1. Depth of production zone. 2. Extent of production zone. 3. Reservoir pressure. 4. Character and relative quantity of oil and gas. 5. Character of sediments a. Consolidation of beds. b. Variation in beds. c. Grain-size gradation of sands. d. Free-running characteristics of sand from different levels. Aside from the use. of mechanical equipment and tools, the measures to be taken in the installation of screened pipe involve: 1. Size of liner. 2. Length of liner. 3. Design and mesh of screen. 4. Portion of liner to be screened. 5. Manner of setting liner. 6. Preparation of or washing of the well before or during the setting of the screen. 7. Manner of bringing in the well. 8. Manner of flowing the well. Values applicable to the actual subsurface conditions that exist at any well can only be approximated. On Friday, Jan. 17, the thirteenth impression of the Perkin Medal was presented to Dr. Frederick Gardner Cottrell, at a meeting of the New York Section of the Society of Chemical Industry, held at the Chemists' Club, in New York City. The presentation address was delivered by Dr. C. F. Chandler, Senior Past President of the Society. The medal was awarded for the recipient's work in the electrical precipitation of suspended particles in gases. Dr. Cottrell's career, which is so familiar to members of the Institute, was sketched by Dr. Chandler. He told at some length of the experiments leading up to the final solution of electrostatic precipitation, which has done so much to solve the problem of smelter smoke. The principal interest in Dr. Cottrell's speech of acceptance lay in his remarks about helium, the production of which has been so reduced in cost that it has practically supplanted the use of hydrogen for inflation purposes in war balloons. He said: "Two or three weeks after war was declared in 1917, Dr. R. B. Moore attended a meeting of the American Chemical Society in Kansas City. At the general session, Mr. Seibel of the University of Kansas, gave a paper on krypton and xenon in some of the natural gases of Kansas. At the end of his paper, he expressed regret that at such a time, when everyone was thinking of war problems, his paper was of a purely scientific nature and had no practical bearing on the war. Dr. Moore immediately got up and said that he did not agree with Mr. Seibel. The presence of helium in those wells could, and should, have a very practical bearing on the war, as this gas could be extracted in quantity from the natural gas and used for balloons and Zeppelins. He pointed out some of the natural advantages of helium over hydrogen, and quoted Sir William Ramsey's letter advocating the use of helium for airships. The general attitude of those present was one of scepticism, so he finally asked Dr. Cady for his opinion who stated that he believed-the thing could be done, but was very doubtful whether it could ever be made practical on account of the cost." Dr. Moore in a letter wrote: "That same day I talked to Dr. Parsons, who was present at the meeting and was returning to Washington almost immediately. I told him what had happened, and that I believed the matter should be taken up by the Bureau at once and presented to the War Department. He promised to do this as soon as he got to Washington; and I know that he did take the matter up with other Bureau officials." Dr. Cottrell continued in part: News of Ramsey's suggestions also reached this .country through other channels and eventually came to our attention. Professors Satterly and Patterson of the University of Toronto commenced experimentation of the subject Jan. 1, 1916. Col. G. A. Burrell, who headed the research department of the Gas Warfare Service at the American University, tells me that Cady's experiments had also suggested similar possibilities to him.

Previously the authors showed that the Gilvarry equation correctly describes the distribution of fragment size in single fracture, provided the exoclastic particles showing original surface of the specimen are removed from the distribution. In the present work this conclusion has been strengthened in two respects. First, it has been shown that the existence of two peaks in the differential distribution for the endoclastic particles, corresponding to the effect of surface and volume flaws in the interior of the specimen, can be demonstrated from the average of data for a large number of specimens. Second, it has been shown by means of a Coulter counter that data obtained from specimens fractured in gelatin display the behavior at fragment sizes approaching 1 p which is demanded by the limiting form of the Gilvarry equation in this case. In previous work, a rigorous derivation of the proper distribution function for fragment size in single fracture of a brittle solid has been given by Gilvarry,' based on a closely defined physical model and deduced strictly by the laws of probability. Experimental work has been reported by Gilvarry and Berg-str~m,~ confirming the theory in its broad outlines. Subsequently, Gilvarry and Bergstrom extended the theoretical discussion to include comminution and presented experimental data bearing on this point. They have described further experimental results for the case of single fracture recently. The experimental evidence regarding single fracture was rather convincing. However, it was based on only five specimens for which fragment sizes were determined by sieve analyses and three for which measurements in the finer sizes were made on a Coulter counter. The purpose of the present paper is to extend the experimental results as obtained by means of both sieve analyses and the Coulter technique. In the former case, sufficient specimens are included so that the average data should vield ac- curately the detailed behavior of the distribution function for the coarser fragment sizes. In the latter case, measurements for the finer sizes are reported which correspond to single fracture more closely than prior results and fill a lacuna left in the experimental verification. In addition, an extension of the theory given recently bGilvarry for the case of fracture of a two-dimensional solid will be outlined, and experimental results obtained by him will be discussed.6 THREE-DIMENSIONAL CASE Gilvarry' has shown that the Schuhmann size modulus is a measure, in a sense specified later, of the number of activated edge flaws in a specimen undergoing single fracture. Single fracture is defined as that resulting from a single instantaneous application of energy, such as the blow of a hammer whose motion is halted when fracture begins. Plural fracture consists of a short sequence of single fractures, as in a jaw or gyratory crusher; multiple fracture obtains when many applications of energy are made, as in a ball mill. The Griffith flaws associated with fracture of a specimen are flaws occurring within the volume of the body, on the new surfaces created within its interior and on the new edges (intersections of two surfaces) within the body. Fracture proceeds by activation of flaws in the volume of the specimen, in the fracture surfaces throughout its interior, and in the edges produced by intersection of fracture surfaces. If all the flaws and all groups of flaws are distributed at random, independently of other flaws or groups thereof, it has been shown by Gilvarry that the distribution function for fragment size has the form of a Poisson distribution. The fraction y, by weight or volume, passing a sieve of mesh size x is given by where k is an average spacing of activated edge flaws, j2 is an average amount of surface containing one activated surface flaw and i3 is an average volume corresponding to an activated volume flaw. THE Balatoc mine, one of the Haussermann group,† is on the Island of Luzon, the largest of the Philippine group, about 260 km north of Manila, and 12 km from the city of Baguio The Baguio district is the most important gold-mining area of the Philippines, with 14 producing mines in 1939, milling 2,358,804 tons of ore, yielding [P]40,881,048, approximately 55 per cent of the total Philippine production of [P]74,131,216 PRODUCTION HISTORY The Balatoc mine began production In January 1929 with a 150-ton cyanide mill Increases in mill capacity have taken place as follows March, 1932, to 330 tons June, 1933, to 470 tons December, 1933, to ;15 tons July, 1934, to 700 tons December, 1934, to loon tons May, 193, to 1200 tons October, 1938, to 1300 tolls April, 1939, to 2000 tons January, 1941, to 2T50 tons Production during the period of expansion has steadily increased in total value in spite of the fact that grade of ore milled has dropped-from $31 06 in 1929 to $5 78 in1940 Annual reports give production as shown in Table I, the average value, being based on gold at the old price of $20 67 per ounce [ ] GEOLOGY The ore occurs in quartz-calcite veins that vary in width from narrow stringers to mineralized zones 40 to 30 ft wide Wall rocks consist largely of diorites, with some andesite, and a fragmental breccia called locally the "Balatoc plug " Texture of the ore varies widely in the different vents-from a soft, highly altered, gouge material filled with quartz fragments through a soft, unaltered quartz-calcite to a hard, massive quartz ore Three major vein systems have been extensively developed, and smaller amounts of work have been done on several others These veins strike east-west to N 60°, clipping south from 50° to 90°, and are essentially tension breaks between a series of faults or shears striking N 30°E to N 30°E and clipping southeast from 50° to 90° The shear veins and tension veins probably formed more or less simultaneously,

INTRODUCTION In treatment of mine drainage, it is well known that the neutralization by calcium carbonate is far better than by slaked lime because of cheaper cost and better precipitability of its deposit. However, in case of iron ion contained in the mine drainage consists of ferrous salt, the ferrous salt must be oxidized to ferric salt before neutralization, because the ferrous salt does not react with calcium carbonate. At Yanahara Mine, during the period of 1950 through 1956, ferrous ion in the mine drainage had been oxidized to ferric ion, simultaneously neutralized by adding calcium carbonate into the aerated drainage. During the period of 1961 through 1974, after passing through many kinds of treating methods, the neutralization had been carried out by addition of calcium carbonate into the drainage after oxidized its ferrous ion to ferric by using nitrous gas as an oxidizing catalyzer. Meanwhile we had made an experiment on the oxidation of ferrous ion by utilizing iron bacteria, and developed a method which oxidized ferrous ion in large quantities briefly by cultivating and concentrating iron-oxidizing bacteria. Since 1974, we have been operating successfully for treating the drainage at Yanahara Mine by means of utilizing these bacteria.

UNTIL very recently the development of high temperature alloys has been strictly empirical. It is, in fact, a great tribute to the intuition, perseverance, and industry of the practicing metallurgists of this country and abroad that the amazing increases in gas turbine service temperature over the past 15 years have been achieved with so little fundamental knowledge. The result of this development has been the realization of successful but highly complex alloys possessing five, six, or more alloying elements and correspondingly complex microstructures. Within the last few years, considerable effort has been devoted to the identification of the secondary phases in these alloys and to the correlation of the presence or absence of such phases with alloy properties. Little attention, however, has been given the problem of identification of the mechanism (s) by which such phases enhance the properties of the alloy and especially to the assessment of the particular properties of the secondary phase (either in- trinsic or relative to the matrix phase) which are basically responsible for the improvement. Conceivable mechanisms which might apply include dispersion hardening and precipitation hardening. REVISION of the United States mining law is needed. chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. LAW OF THE APEX The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from masses which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future. development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes
