Following the suggestion of Engineering Council and at the direction of, the President, representatives from each of the Federal Government bureaus interested in map-making were called into a conference for the purpose of coordinating all of the Government's map-making activities. This conference has now reported back to the President the results of its findings, which indicate that Engineering Council's recommendation in this matter was well founded. While the conference report states that its members were of the opinion that little duplication of effort existed, it recommends the formation of a permanent Board of Surveys and Maps. An extended review of the map-making activities, which is given as an appendix to the report, indicates that this recommendation is a logical step. The conference recommendations concerning this Board of Surveys and Maps are as follows: (1) the Board is to he com-posed of representatives of mapping bureaus to be assisted by outside engineering organizations, which have been named above; (2) the estab-lishment of an information office in one of the Government bureaus, preferably the Geological Survey, which is to be under the supervision of the Board and is to be a mapping information clearing house for the Government and outside engineering organizations; (3) copyright laws are to be so changed that copies of all. maps made in the United States and with Governmental authority, will go to the central information office; (4) the Government departments are to receive orders to cooperate, with the Board; (5) future topographic maps of all kinds are to conform with specifications for the standard topographic map; (6) the U. S. Coast and Geodetic Survey to have supervision of final adjustment of all important control data under specifications approved by Board of Surveys and Maps; (7) surveys in the form of maps and publications are to be issued as soon as possible after field work has been completed; (8) program of the Interdepartmental Committee on Aerial Surveying was approved. Outside technical and scientific organizations that are called in for consultation are to operate in an advisory capacity only, responsibility for action on Governmental work is. to rest solely with the Governmental agencies.

W ill the location of the world's largest reserve of rutile, a titanium oxide mineral, in Sierra Leone, Africa, put an end to the worldwide shortage of this important mineral? According to officials of the Pittsburgh Plate Glass Co. and the British Titan Products Co. Ltd., the answer is yes. These two firms have formed Sherbro Minerals Ltd., a new company that will recover and refine the relatively rare mineral near Africa's West Coast. PPG owns 80% of Sherbro, and British Titan 20%. A froth flotation unit was added to the DeBardeleben Coal Corporation's Empire washer at Empire, Alabama, in the fall Of I94O following an investigation of possible ways and means of recovering coal values from settling-tank overflow or slurry. Officials of the DeBardeleben corporation hoped that some practical and reasonably economical way could be found for recovering fine coal from overflow water, although there had as yet been very little progress along this line in the Alabama coal fields. The Bureau of Mines was asked to cooperate in the project through its Southern Experiment Station, at University, Alabama. This paper presents a brief description of the process and the installation that resulted from the investigation of the overflow water or slurry problem at the Empire mine. The experimental data include' as a Part of this Paper were obtained during the course of the investigation in 1940 Since that time, however, the flotation unit has been running more or less continuously without significant operational changes and is still Performing pretty much in accordance with the data obtained in 1940. Flowsheet at Empire and Type of Coal Treated The Empire mine is developed on the Black Creek bed near the the border of the Warrior field. The coal in this bed is extremely low-ash and although there is an almost complete absence of bone coal and partings, the bed is so thin that, with mechanized mining, a high percentage of rock from roof and floor inevitably gets into the run-of-mine coal. The thickness of the Black Creek bed throughout the part of the Warrior field in which it is mined extensively is rarely over 30 in. and probably would average about 25 in, the coal is of the high-volatile A rank and of excellent quality, but as a result of admixture of roof and floor material, the run-of-mine product usually contains I ; to 20 pct rock by weight. he following is a proximate analysis on an "as-received " basis of a typical seam sample from the Empire mine:' moisture, 3.0 pet; volatile, 34.6 fixed carbon 58.3; ash, 4.1 This sample shelved 15,070 Btu per pound and 0.9 pct sulphur on a moisture-and-ash-free basis. This paper describes some of the unique features in mineralogy, milling, and water treatment operation at Grey Eagle. A QUARTER of a century ago, a pessimistic Belgian financier in conversation with the founder of the Belgian Congo, that great ruler, Leopold II, emphasized the danger to the colony should the synthesis of rubber be discovered. The king replied, "I do not worry. The Congo has had its ivory period; it now has its rubber period. Tomorrow it will have that of its mineral wealth; eventually that of agricultural products." That "tomorrow" arrived some twenty years ago. Through her mines the Belgian Congo has survived the present depression, and her mines for the next decade will safeguard her. The Congo, in turn. is the surest foundation industrially and financially of Belgium itself. In few, if any, political units is mining as dominant as in the Belgian Congo. In 1930, 1931 and 1932 mineral products represented respectively 67.9 per cent. 70.5 per cent and 59.3 per cent, of the total exports. In 1933 for each white person in the colony, there was produced about $1,675 worth of gold, diamonds, copper, tin ore and minor mineral products and in 1930 the per capita production, notwithstanding the larger population, was almost $2,000.

EVERY reader of this paper is well aware of the fact that the prolonged inhalation of large amounts of free silica dust results in fibrosis of the lungs, and that other inorganic dusts, except those of asbestos and the mineral poisons, are thought to be relatively harmless. But probably few have had opportunity to visualize the effects of silica, asbestos and other minerals upon living tissues. The ideal demonstration would be based upon sections of lungs from human beings that had inhaled com-parable concentrations of different dusts for a unit period of time. Such material is generally difficult to obtain and in some instances is of ques-tionable value because the subject has been exposed to more than one kind of dust. A demonstration could be prepared from the lungs of animals. However, so many months or even years are required to com-plete the exposure to each kind of dust that enough material has not been accumulated. For a general survey of the action of different types of dust, I am therefore compelled to use the tissues of animals that have been injected with suspensions of dust particles. The injection method offers certain advantages. The quantity, the particle size and the state of dispersion can be controlled with sufficient accuracy so that the tissue responses to different minerals can be accu-rately compared. The method insures contact between the tissues and the mineral particles; protective mechanisms, which may prevent the inhalation of certain types of foreign body, never come into play. If the pathway of injection be one that minimizes nonspecific injury, the tissue responses may simulate those produced by inhalation but they develop somewhat more rapidly. It should always be remembered that injection methods merely demonstrate the capacity of various kinds of minerals to provoke reaction in the tissues; whether the same substances are inhaled from atmospheric suspension and accumulate in the lungs in dangerous quantities can be demonstrated only by inhalation.

This study is concerned with the kinetics of selective oxidation of chromium in a commercial Fe-Cr-Ni alloy. Selective oxidation of chromium in this alloy, by use of a low oxygen-potential atmosphere, leads to the formation of a compact, protective layer of Cr2O3. This layer serves to protect this alloy from gross scaling when it is subsequently exposed to severe oxidizing conditions at high temperature. The interaction of low oxygen-potential atmospheres close to equilibrium with Fe-Cr and Ni-Cr alloys has been studied by others."' These studies werk concerned with the surface-structure variations under slightly oxidizing conditions. NO detailed study was made of the oxide scale formation kinetics, however. The alloy samples were cut from 0.012-in.-thick sheet, with an apparent surface area of 7.1 sq cm. These sheet samples were abraded through 4/0 metallographic paper, and washed in alcohol and acetone. The analysis of the sheet alloy is (in weight percent): 42 pct Ni, 5.5 pct Cr, 0.09 pct C, 0.18 pct Al, 0.36 pct Si, 0.26 pct Mn, balance Fe. The weight gain vs time data were obtained with a 2-g capacity fused-silica spring—cathetometer system. The spring deflection was optically magnified ten times before being read by the cathetometer. A sensitivity of about 0.01 mg was attainable. The spring was enclosed in a water jacket maintained at 60°C to minimize the effect of temperature changes. The sample was suspended from the spring with a fused-silica hangdown and was positioned in the thermal center of a mullite furnace tube. Sample temperature was read with the aid of a thermocouple placed outside the mullite tube and an inside vs outside temperature calibration. Temperature change during the course of a run was ±0.25°C, with a temperature gradient of less than l.O°C over the length of the sample. Total temperature uncertainty was no more than ±3.0°C. Alignment difficulties between the hangdown and radiation shields in the furnace tube required that the sample be positioned in the furnace when cold, and heated with the furnace until the temperature stabilized at the desired point. This required 5 to 6 hr, and was carried out in Matheson ultrahigh-purity hydrogen. Oxidation was started, after evacuation, by introducing a hydrogen-water vapor mixture, obtained by saturating hydrogen with water vapor at 31.00o ± 0.02oC. Oxidation was continued for 90 min. Gas flow was 300 ml per min during heat up and oxidation. Since only several milligrams of oxide are formed on each sample, chemical analysis of the oxide is difficult. A representative analysis is: 80 pct Cr2O3, 5 pct Fe2O3, 3 pct Al2O3, 4 pct MnO, 7 pct SiO2, 1 pct or less NiO. X-ray diffraction analysis of the oxide as formed on the alloy gives rhombohedra1 Cr2O3, and barely distinguishable amounts of a cubic spinel phase, and possibly AlZOs and SO2. The identification of these latter two compounds is by no means certain. The spinel phase could be based on iron or manganese as these elements are present in significant amounts in the oxide. The results of the kinetic studies using 31°C dew-point hydrogen-water vapor mixtures were found to conform to a parabolic rate law. In many cases the parabolic plot consisted of two intersecting straight lines, defining an early and a late rate for a particular run, and in the other cases the parabolic plot consisted of one straight line for the entire run. The slopes of the various straight lines were determined by the method of least squares. Reproducibility of the data was good enough for multiple runs at the same temperature such that the value given for the rate constant is the average for two or more closely similar values, rather than widely varying values of the rate, where more than one determination is indicated in Table I. The exhibition of only one or of two rate constants during a run can happen at the same temperature. Thus, Table I shows that at 11'74°C a single rate constant was obtained from one sample, while other samples oxidized at the same temperature gave an early and a late rate constant. It should be noted that the single rate constant corresponds very closely with the early rate constant. This is also true at 1153°C. The time at which the late rate started to appear was variable, usually occurring 20 to 40 min after oxidation had started.

Spencer Gulf takes off from the Great Australian Bight cutting a 200 mile deep wedge of water into the South Australia coastline. A pale winter sun shines yellowly on the choppy surface of this body of water which is progressively more salty as it approaches Port Augusta at the head of the Gulf. Once Port Augusta thrived as a grain port and the speedy clipper ships began or ended their legendary races there. On the eastern shores of Spencer Gulf, farm land spreads away from the water's edge. The western side of the gulf meets marginal grazing land of acacia tree and salt bush. Part way down the gulf, there are two industrial towns facing each other from opposite shores; Port Pirie on the east and Whyalla on the west. These towns are like half brothers, the common parent being the founders of Broken Hill Pty. Ltd., (BHP) who began lead smelting at Port Pirie and discovered iron ore near Whyalla needed for the lead smelting process. The iron deposits later became the inspiration for BHP's iron and steel business.

The subject of fuel-briquetting has attracted much attention on the part of engineers. and investors for the past 15 or 20 years, and especially in recent years, during which a number of plants have been built, with more or less commercial and technical success. Our technical literature contains numerous descriptions of certain processes, and discussions of the industry in general. For a history of the development of the art in the United States, and for descriptions of many of the processes which have been tried, reference may be made to the files of our Transactions, and, for more recent information, to a paper by C. T. Malcolmson, read before the First Annual Convention of the International Railway Fuel Association in June, 1909. The purpose of the present paper is to describe the briquette-plant of the Solvay Process Co. and the Semet-Solvay Co. at Detroit, Mich., which, after a period of long and costly evolution, is now operating satisfactorily on a commercial basis. I believe that it will be of interest to some of our members to have the details of operation, power-consumption, labor, etc., as worked out on a practical and commercial scale in a going operation.

WITH the gradual exhaustion of the upper veins in the anthracite coal-fields, the problem of mining at greater depths acquires increasing importance and demands the consideration of a number of important factors, one of which is the greater earth-pressure and the consequent necessity of stronger support o for the roof. Under the pillar-and-chamber system, almost exclusively followed in the Northern anthracite-field, the highest economy in mining is generally secured by leaving, on first mining, pillars only sufficient to support safely the overlying strata. As to the necessary size of such pillars, the opinions of mining experts are widely divergent. In establishing the width of chambers and pillars, the thickness of vein and its depth below the surface have received little consideration. For. instance, it has been quite usual to work both overlying and underlying veins with the same width of chambers and pillars, when the lower vein was two and one-half times as thick, and twice as fits below the surface, as the upper. In view of the generally-accepted theory that the crushing-strength of coal-pillars of the same base-area becomes less with increased height, it is probable, in this instance at least, that the most economical mining has not been secured. This question of adequate pillar-support is economically less important down to about 800 ft. than at greater depths; and it is with reference to mining at these greater depths that the study of the subject here presented has been prompted. The necessity of leaving larger pillars, involving greater mining-costs per ton and also smaller yields per acre, is one of the troubles of deep working. To mine without leaving adequate pillar-supports will result, sooner or later, in a squeeze. Limited areas, it is true, have been mined at certain widths of

AS a member of the Institute and as the president of the National Coal Association, I come before you today in a dual role. As an Institute mem-ber I welcome the opportunity to make complimentary reference to the growing support which bituminous coal operators are giving to programs looking to the advancement of the engineering profession, and to suggest plans whereby these programs may be enlarged to mutual advantage. As a representative of the bitu-minous industry, it gives me special pleasure to express the appreciation of the industry for the services ren-dered to it by members of your profession. Needless to say, there is a close relationship between the engineer and the coal operator. With increasing frequency and in the interests of the industry, the engineer is becoming more of a factor in the business of producing coal. I need look no further for an out-standing example of this encouraging trend than to Samuel A. Taylor, who not only is a bituminous coal producer but also has risen to such eminence in the engineering profession as to have been chosen the head of this great body of technical men, the American Institute of Mining and Metallurgical Engineers. There are many coal operators whom I might mention as having achieved distinction in the engineering world, such as Howard. N. Eavenson, chairman of the .Coal and Coke Committee. And I would be guilty of a serious .oversight if I failed to make reference to Eckley B. Coxe, one of the founders of the Institute in 1871, a prominent anthracite operator and credited with several important inventions. While it is true that a. considerable number of execu-tives of coal-producing companies in this country came up through the engineering ranks. the proportion of mine executives in England, France, and Germany who are graduate engineers is much larger than it is in the United States. In France all members of the staff are engineers and such is the case in Germany up to the owner of the mine. In Germany the owner is not so frequently an engineer as is the rule in France.

IDO not want to omit anything in which fire or its operation has a part, if I know or can tell it, and have already told you so many other useful, powerful, and ingenious effects (finally of powder and other' fire deadly and very injurious to all living things, indeed, composed for the destruction of those who possess it as well as those who do not) but I do not want the end of my writing to be in tragedy. Therefore I wished to tell you how, from these fires composed of forceful and horrible mate¬rials bringing harm and terror to men, a happy and pleasing effect is also produced and, instead of fleeing from it, the people willingly go to see it. Among others I remember that it was once customary to use these in Florence and in Siena, more than elsewhere. The chief feast day celebrated. by one of these cities is the day of the birth of Saint John, and the other is the Assumption of Our Lady, on the fifteenth of the month of August. In the morning they visit the shrines with great devotion and solemnity, displaying their pomp as much as possible, and later they hunt lions, wild bulls, untamed horses, and many other animals. In the same public squares there was also erected as a decoration an edifice fixed in the ground in the middle of this space, or hanging from a heavy rope crossing between the loftiest points of equal height that could be found in that place. This they have done and still do, and perhaps in time to come will continue to do when opportune. This structure was usually of wood; indeed it is necessary that the latticework of its construction be made only of this. It was covered and en¬larged by tying and fastening hay on top to bring it almost to completion and then papier-mâché was applied. [165v] The figures were first appropriately painted and made of a combination of vessels one above the other, developing various decorative figures in relief which should represent some fable or history and should not appear haphazardly made or without understanding. Discussion of the paper of C. A. HEBERLEIN, presented at the New York meeting. February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 497 to 504. H. D. PALLISTER, State College, Pa. (communication to the Secretary).-Mr. Heberlein gives some valuable information concerning a branch of mining and metallurgy which has been neglected during the last few years. His results with fine grinding and Deister tables suggest the possibility of the mining and concentration of a number of low-grade cinnabar deposits. Can Mr. Heberlein give us some idea as to the loss of quicksilver during this concentration? The advances in the metallurgy of quicksilver have been few and far between in recent years. Most miners prefer to go on in the old way with the Scott furnace and the large brick condensers. The large brick condensers are expensive to build and to keep in repair, and on account of the thick walls are extremely slow in cooling the gases; and further, the joints between the bricks offer passages for the quicksilver vapors unless great care is used in building the condensers.. The escape of vapor at the top of the furnace is another source of loss and I see the people at the Oceanic mine have overcome this in a very ingenious way. I recently returned from the Terlingua quicksilver district of Texas, where the only operating company, the Chisos Mining Co., is operating a 20-ton furnace of the Scott type. They had considerable difficulty with getting a good extraction, clue to too high heating in the furnace with its .resulting diffIculties. Recently they have been running with ashpit and fire doors closed and have been able to keep the heat lower, thus getting much better results and practically verifying the results obtained at the Oceanic mine.

THIS paper briefly describes the general outline of cyaniding silver-ores in Mexico, with special reference to personal experiments made in the Temascaltepec district. The most important papers on the subject deal with cyaniding gold-silver-ores, the gold predominating in value, so that the treatment is nearly the same as for gold-ores, the losses of silver being considered of little importance. I describe here the treatment of silver-gold-ores containing very little gold, which is more general in Mexico than elsewhere. The cyanide treatment, which was so successfully applied to gold-ores, did not succeed immediately with silver-ores on account of their varying composition. Gold occurs in nature usually in the native state, while silver occurs generally in combination with sulphur (argentite), and various combinations of sulphur, antimony, and arsenic. In former times there was a complete difference in the treatment of gold-ores and silver-ores. Amalgamation, which was successful with gold-ores, was generally inadequate with silver-ores. The usual treatment in Mexico for silver was the patio process, the theory of which was satisfactorily explained only quite recently by Mr. Ortega and others. GENERAL OUTLINE OP THE CYANIDE TREATMENT. The general tendency of the present practice is to slime the silver-ore as much as possible, and in order to obtain a higher efficiency, with less loss of cyanide, and greater speed, the following lines are observed 1. Crushing by stamps with 30- or 40-mesh screens, then crushing by Huntington or Chilean mills, through 60- or 80-mesh screens. 2. Concentration upon vanners.

General Geology of the Northern Black Hills. The " Black Hills of Dakota," to the northern part of which the following observations apply, occupy a position on either side of the boundary between Wyoming and South Dakota, approximately between 103" 15' and 104" 48' of west longitude and 43 15' to 43" 50' of north latitude. The area is roughly 4160 square miles.* (See Plate I.) As has been pointed out by Profs. H. O. Hofman, I?. R. Carpenter and others, and illustrated by Mr. Newton in the publications of the United States Geological Survey, these hills are made up of a large number of the known formations from the Archean to the Tertiary, which latter constitutes the border of the region. The mining operations are largely confined to the interior of this area, and the centers from which they are conducted (Deadwood, Lead City, Galena, etc.) are situated near the line of junction of the Archean schists and quartzite, supposed to represent the Potsdam Sandstone of the N. Y. series, or the lowest of the Paleozoic measures. The Archean or pre-Paleozoic rocks consist mainly of a mica-schist in which hornblende and garnet are frequently

THE territory under particular consideration in this article comprises portions of La Plata and Montezuma Counties, situated in the southwestern corner of Colorado, and around the base of the La Plata Mountains. (See Fig. 1.) In southeastern Utah and northeastern Arizona there are several mountain systems whose origin and structure are practically identical with the La Platas so that ore occurrences found in the latter can be hopefully looked for in the former. With this assumption, there is an area around the laccolithic ranges which offers promise for a successful exploration for gold ores. Ore occurrences of the Silverton, Telluride, Rico, or Ouray Districts will not be discussed, although in these areas the Mesozoic sediments are more or less involved within the ore-bearing complex. These have been intensively studied and developed. The idea is to set forth what my mining experience has been within the largely unaltered . Mesozoic horizon which remains around the extreme bases of the La Plazas. This, until recent years, has been almost entirely neglected by prospectors and operators and, so far as similar territory in Utah and Arizona is concerned, so remains.

(Wilkes-Barre Meeting, June, 1911.) AT a number of mines in eastern Nicaragua, 3.5- and 5-ft. Huntington mills are used for grinding gold-ore after a preliminary breaking in jaw-crushers. The smaller mills are made sectional to facilitate transportation to the more difficultly accessible mines. The capacity of the smaller mills is about 20 or 25 per cent. that of the larger, but in proportion to the quantity of ore ground they require more power and are subject to greater wear. The notes herein given are from records of the performance of the larger mills, but, in general, apply to the smaller also. THE NATURE OF THE ORE. The ore occurred as a series of flat veins in a highly-decomposed rock, probably alaskite. The primary mineralization comprised pyrite, pyrrhotite, marcasite, chalcopyrite, and quartz; the oxidation-products of which were chiefly hydrated iron oxide or limonite, chrysocolla, azurite, and malachite. The kaolinization of the feldspar of the country resulted in the admixture of a great quantity of clay with the oxidized ore. The quartz was sandy, imbedded in the clay; and probably the greater part represented the residue from the crushed rock in the fissures after leaching, and kaolinization of the feldspar. There was little vein-quartz in the unaltered primary sulphide ore. Only the oxidized ore was mined for the gold that it contained in amounts that averaged $4 per ton. No specks of gold were ever seen in the ore, and the gold obtained by panning was always exceedingly fine. The amalgamation-bullion was about 800 fine in gold and 60 to 80 in silver. The ore delivered at the mill contained from 5 to 15 per cent. of moisture; during the rainy season the quantity was much greater.
