THE CHAIRMAN (WALTER DOUGLAS, New York, N. Y.).--I presume, gentlemen, that Mr. Howard's experience with the Great Falls basic-lined converter has been as regards the tonnage produced from a single lining, perhaps, a world's record. About 6 months ago Mr. Howard shut down and tore out what was left of the first basic-lining which was installed at the Old Dominion, the lining having produced something over 70,000,000 lb. of copper. This was due probably not only to the very excellent grade of the matte which was produced by the smelter there,

(written discussion*).-The method adopted by Mr. Lennox is a very interesting test of the practical application of Mr. Gates' crushing-surface diagram to a greet variety of gold and copper ores. His method of dealing with the material below 200-mesh is also a distinct contribution to the subject, although, as he suggests, it seems likely that some microscopic measurement of this material may be advisable before the mesh reciprocals of its group particles can be dealt with as accurately as can those coarser than 200-mesh. In examining the general results shown in Table 3, it is somewhat puzzling to perceive why Calumet &, Hecla jig tails should show a crushing resistance 3 - times greater than that of the ore from the Ray Consolidated copper mine. (written discussion?).-Regarding the statement of Mr. Ordoñez, on page 1007, concerning the synclinal curving of sedimentary beds caused by the extrusion of volcanic necks, that "this phenomenon might occur, but it is not fully proved in our fields," I beg to reply that the funnel and anticlinal-ring structure is actually associated with igneous intrusions in the Mexican oil fields, as we were able to ascertain by plotting an underground contour map and making a structural model of the oil-bearing beds of the Ebano field. (written discussion?).-The paper under discussion is not only of interest in connection with its subject but it is a contribution of considerable importance to our knowledge of the possible effect of igneous rocks upon the accumulation of petroleum in the Mexican fields.

B. F. TILLSON,* Franklin, N. J.-A preliminary study of this paper did not, in my case, succeed in checking with the shovel dimensions of one of the large shovel manufacturers. I therefore raise a question as to there being some difference in standards used by different manufacturers in regard to the dimensions of the shovels for similar sizes and styles, so it may be rather confusing to some of us when we attempt to use the table in this paper and classify the capacity of the shovels as given here with some that are on the market.

THE purpose of this paper is to present a method of designing safe and economical arch structures that are to be constructed of concrete or directly of original earth materials. The experimental data used to illustrate the design method are taken from Bucky and Fentress,1,2 and the application of the ideas presented by them is extended by obtaining an additional set of curves from which arch structures may be designed. This design method is based upon the following principles of similitude: A scalar model made of the same material as that of the full sized structure will behave similarly to its prototype if the density of the model is increased in the same proportion as its linear scale is decreased. Let R represent the scale or model ratio, namely, the ratio of a prototype linear dimension to the corresponding model linear dimension. The effect of increased density may be obtained by rotating the model in a centrifuge at a speed such that the centrifugal field exerts on the model an accelerative force R times the accelerative force of gravity. Under these conditions; (I) model unit stresses are equal to corresponding prototype unit stresses, (2) the ratio of the prototype deformation at a given point to the model deformation at a similar point is equal to the scale ratio, R, and (3) the model and the prototype will behave similarly within and beyond the elastic limits of strain. According to the above relations, such models can be used to solve the following problems: I. The dimensions of the most economical safe arch structure for a given load. 2. The maximum safe roof span underground for given geologic conditions. The procedure is described briefly as follows. Tests are made by rotating in a centrifuge a number of models that repIesent a variety of prototype loads and dimensions. From the experimental data, curves are plotted to show the relations between these loads and dimensions. The curves are used to solve directly the problems stated above. Structural design is based upon the working (safe) stress of the material of construction, which is established by applying a factor of safety to the experimentally determined ultimate strength of the material. In conformity with this principle, each model is gradually loaded until failure occurs. A safety factor is then applied to the results. If a safety factor of 4 is used, a given model at failure represents a safe prototype, the linear dimensions of which are equal to one-fourth the model ratio at failure times the corresponding model dimensions. THE resolution presented at the Annual Meeting of the A.I.M.E., calling on Congress to provide now for postwar accumulation of mineral stock piles under Government control, expresses, I think, the nearly unanimous view of the mining industry. As a result of the trying experiences of the first World War, Mr. Baruch, in his report of Dec. 24, 1919, to the President, urged that steps be taken at once to ensure adequate supplies of raw materials for future emergency. In the twenty years that followed, the same program was vigorously urged on Congress by many individuals and agencies, public and private, including the Secretaries of War and Navy, many members of Congress, the Bureau of Mines, the Planning Committee for Mineral Policy appointed by President Roosevelt, the A.I.M.E., the Mining and Metallurgical Society, and others.

SOME old-time views which have recently come into my possession have inspired me to record that part of the early history of Leadville, Color- ado, with which I am familiar, the years 1878 to 1882, in the hope that others will add to what is here mentioned. My first appearance in Leadville was in June, 1878, immediately after graduation from the University of Michigan, and I found a congenial and lively crowd of young men, already there. The old log hotel, at the corner of Pine and State streets, housed some distinguished guests in the summer and fall of 1878. It was my good fortune there to make the acquaintance of James B. Grant, afterwards Governor of Colorado, in July of that year, when we were both glad of the accommodation afforded by cots in the second floor loft of the hostelry presided over by Herman Hibschle. Grant was then building his smelter and our associates were Eddy and James, August R. Meyer, and Berdell and Witherell. The Grand Hotel-Harris and Walsh, pro- prietors-was the first-class hotel of the place; but in a very few months there were many competitors.

It is generally conceded as axiomatic that the aggregate producer and the average urban resident have mutually incompatible goals. The producer wants to be near his mass market and the average resident wants him as far away as possible. The traditional economic decision to mine local material to avoid transportation costs is increasingly challenged by zoning and planning bodies and by citizens' groups. This conflict generated much written and spoken word and offered opportunity for great flights of rhetoric. The pressure on the producer also has forced re¬appraisal of the need for the classic confrontation with indications that much of the conflict is more apparent than substantive. In New England several factors combine to increase complexity of the siting problem. It is a region of high land values and population density. Due to the proximity of metropolitan areas, even rural communities have experienced a prolif¬eration of environmental groups with concomitant enthusiastic regional planning and critical watch over land use. In New England where there is little public understanding of the necessity for, and the realities of, mineral production a sophisticated approach to aggregate production site location is required.

THE following is an account of a survey undertaken to test the possibility of outlining a kimberlite pipe by magnetouietric methods. Kimberlite is a basic igneous rock closely related to melilite-basalt or alnoite, which occurs either in the form of volcanic plugs or as dikes intruded into rocks of various types and geological ages up to and includ¬ing the Lower Cretaceous. The famous diamond mines of South Africa are all in kimberlite pipes and these pipes are probably the original source as well of the vast alluvial deposits found in various parts of the country. The pipe chosen for this experiment is one that ' occurs on the farm Goedgevonden No. 20, about sixteen miles north of the village of Klerksdorp and ninety miles southwest of Johannesburg. Some prospecting has been done on this pipe and diamonds were produced from it but not in paying quantities. The magnetometric survey was made in June, 1932, by R. Krahmann and H. Wallisch and the results are shown on the accompanying plan. On the plan are shown also the boundaries of the pipe as exposed at the surface and details in regard to the surrounding foundations. These are taken from a geological survey made at a later date by W. Beetz, of Johannesburg.

THE distinction btween price reduction as a re-sult of lowering of production cost and price re-duction through unrestricted competition cannot be made too clear, because they are often interwoven in actual experience. Take the whole population of a town whose principal industry is shoe manufacturing as a concrete example. If the manufacturer is able to cut his price per pair in half because he has found out how to make a pair at half the cost, he will com-monly let a number of his men go, because reduction in production cost usually results from substituting cheap mechanical energy for expensive human energy. These people will normally find other employment. The workmen who remain employed usually earn more in dollars than they did before, and in spending it give employment where there was less before. Mining companies that initiate considerable enter-prises in foreign lands where the economic level is low, and where most of the people are busily but in-efficiently engaged in raising enough food to support themselves and their families, often find themselves confronted with an acute labor problem. If any con-siderable number of workers leave the land to work in and about the mines, those left on the land cannot raise enough food to keep them all unless they are taught better methods of agriculture and provided with equipment that will enable them to produce more with less expenditure of effort. Add to this the fact that managers commonly find that the "natives," as our British cousins designate them, usually need more food and a better balanced diet than they have been accustomed to in order to show anything above the lowest order of efficiency in industrial work,. and it is clear that to make a new industry possible in what may be termed an economic province involves increas-ing the productivity, not only of those who are em-ployed in it, but of the whole social group. It has already been pointed out that the employ-ment of large numbers of men in automobile manu-facture is only possible because the others have in-creased their productivity enough to turn out every-thing else that is needed without the help of the auto-mobile workers.

IN 1897 I published a proposed explanation t for the variation in color and specific gravity of Pennsylvania oils. A resume of this subject was also presented at the First International Petroleum Congress, in Paris, in 1900. Since that time much experimental work bearing upon this explanation has been carried on by myself, in the United States Geological Survey, and under my direction, by Dr. J. Elliott Gilpin, Marshall P. Cram, and 0. E. Bransky, at the Johns Hopkins University. The experimental results thus accumulated seem to throw considerable additional light upon the variations in color and specific gravity of petroleum, as found in different parts of the world, and also upon the variations in chemical composition. Therefore, it seems as if a, summary of the evidence thus obtained might be of value to those members of the Institute who are interested in the examination of oil-fields. The summary is here presented for that purpose. The phenomenon has often been observed in many oil-fields that oils of different color, specific gravity, and chemical composition may be found within short distances of each other. A conspicuous example of this is the occurrence at Jennings, Welsh, and Anse la Butte, La., of petroleum chemically somewhat similar to Russian petroleum; that is, characterized by the presence of naphthenes. THE determination of the question whether the Mayari and Moa mining-claims of the Spanish-American Iron Co. have been rightly denounced under the third section of the law of bases rests on the findings in the following questions of fact: 1. Is the mineral an iron-ore? 2. Is the iron-ore a bog iron-ore? 3. Is the iron-ore ocher? 4. If ocher is present, can it be mined separately and independently of the iron-ore ? 1. IS THE MINERAL AN IRON-ORE? Since the material is shown by a large number of analyses to contain from 41. to 50 per cent. of metallic iron and less than 0.02 per cent. of phosphorus, and since it has been and is being actually used on a commercial scale for the production of iron and steel, it must be classed as an iron-ore. 2. IS THE IRON-ORE A BOG IRON-ORE? Bog iron-ore has certain invariable characteristics of chemical composition, physical appearance, geological relations, and origin by which it can always be recognized with certainty. In chemical composition, it is the hydrated sesquioxide of iron, limonite, or a mixture of limonite and other closely-related iron hydrates. It never contains the anhydrous oxides-hematite or magnetite; is never magnetic, and never contains either nickel, chromium, or cobalt oxides. On the other hand, it is invariably high in phosphorus-content. In physical appearance and texture it is a yellow or reddish-brown amorphous spongy material, and always contains water-worn sand-grains, silt, clay, and plant-remains. According to officials of the Pittsburgh Plate Glass Co. and the British Titan Products Co. Ltd., the answer is yes. These two firms have formed Sherbro Minerals Ltd., a new company that will recover and refine the relatively rare mineral near Africa's West Coast. PPG owns 80% of Sherbro, and British Titan 20%. IN THE FIELD of track haulage, interest has seemed to center on the question of larger mine cars both for handling material from loading point to shaft bottom or surface, and for shuttle service. Saving of time in car changing is obvious if larger cars are used. In addition, shorter trips result where car transportation is from face to opening without transfer. This also brings about side-track and equipment savings. Track shuttle service, using large automatic-dump cars (10 tons) between loading machines and trip loading point, has been a satisfactory solution for the operator who mechanizes a working mine regularly equipped with a large number of small mine cars. This development in track shuttle haulage, has made track installation and maintenance increasingly important, requiring closer supervision.

Noranda's Grey Eagle mine and mill, in the Siskiyou Mountains of northern California, began shakedown operations in the late fall and early winter of 1982. This paper describes some of the unique features in mineralogy, milling, and water treatment operation at Grey Eagle. In addition, major start-up problems in the mill and water treatment plant are discussed along with measures taken to correct these problems.

A froth flotation unit was added to the DeBardeleben Coal Corporation's Empire washer at Empire, Alabama, in the fall Of I94O following an investigation of possible ways and means of recovering coal values from settling-tank overflow or slurry. Officials of the DeBardeleben corporation hoped that some practical and reasonably economical way could be found for recovering fine coal from overflow water, although there had as yet been very little progress along this line in the Alabama coal fields. The Bureau of Mines was asked to cooperate in the project through its Southern Experiment Station, at University, Alabama. This paper presents a brief description of the process and the installation that resulted from the investigation of the overflow water or slurry problem at the Empire mine. The experimental data include' as a Part of this Paper were obtained during the course of the investigation in 1940 Since that time, however, the flotation unit has been running more or less continuously without significant operational changes and is still Performing pretty much in accordance with the data obtained in 1940. Flowsheet at Empire and Type of Coal Treated The Empire mine is developed on the Black Creek bed near the the border of the Warrior field. The coal in this bed is extremely low-ash and although there is an almost complete absence of bone coal and partings, the bed is so thin that, with mechanized mining, a high percentage of rock from roof and floor inevitably gets into the run-of-mine coal. The thickness of the Black Creek bed throughout the part of the Warrior field in which it is mined extensively is rarely over 30 in. and probably would average about 25 in, the coal is of the high-volatile A rank and of excellent quality, but as a result of admixture of roof and floor material, the run-of-mine product usually contains I ; to 20 pct rock by weight. he following is a proximate analysis on an "as-received " basis of a typical seam sample from the Empire mine:' moisture, 3.0 pet; volatile, 34.6 fixed carbon 58.3; ash, 4.1 This sample shelved 15,070 Btu per pound and 0.9 pct sulphur on a moisture-and-ash-free basis. In the Empire preparation plant the lump sizes above 3 in. are removed and hand-picked on a Marcus conveying Screen, the 3 to ? -in. size is removed by vibrating screens and washed in two Montgomery single-cell jigs, and the ?-in. to o slack is cleaned on four diagonal

Following the suggestion of Engineering Council and at the direction of, the President, representatives from each of the Federal Government bureaus interested in map-making were called into a conference for the purpose of coordinating all of the Government's map-making activities. This conference has now reported back to the President the results of its findings, which indicate that Engineering Council's recommendation in this matter was well founded. While the conference report states that its members were of the opinion that little duplication of effort existed, it recommends the formation of a permanent Board of Surveys and Maps. An extended review of the map-making activities, which is given as an appendix to the report, indicates that this recommendation is a logical step. The conference recommendations concerning this Board of Surveys and Maps are as follows: (1) the Board is to he com-posed of representatives of mapping bureaus to be assisted by outside engineering organizations, which have been named above; (2) the estab-lishment of an information office in one of the Government bureaus, preferably the Geological Survey, which is to be under the supervision of the Board and is to be a mapping information clearing house for the Government and outside engineering organizations; (3) copyright laws are to be so changed that copies of all. maps made in the United States and with Governmental authority, will go to the central information office; (4) the Government departments are to receive orders to cooperate, with the Board; (5) future topographic maps of all kinds are to conform with specifications for the standard topographic map; (6) the U. S. Coast and Geodetic Survey to have supervision of final adjustment of all important control data under specifications approved by Board of Surveys and Maps; (7) surveys in the form of maps and publications are to be issued as soon as possible after field work has been completed; (8) program of the Interdepartmental Committee on Aerial Surveying was approved. Outside technical and scientific organizations that are called in for consultation are to operate in an advisory capacity only, responsibility for action on Governmental work is. to rest solely with the Governmental agencies.
