During 1936 the Russian oil industry made very satisfactory progress and, while not all difficulties of organization have been ironed out, the country is now assured of a supply of petroleum products in sufficient quantities and of quality demanded by modern motor equipment. The year 1937 promises to better by a wide margin the good showing of 1936. The statistics given in this paper for the first time take into consideration the varying gravities of crude oils of the several Russian oil fields instead of using a flat conversion factor of 7 bbl. per metric ton. It was found from the detailed study that the generally used average conversion factor should be increased from 7 to 7.25 bbl. per metric ton, the figure varying, of course, with the gravity of oil in the individual fields. Crude-oil production during 1936 is estimated at 201,500,000 bbl. as compared with 182,970,000 bbl. produced in 1935, an increase of 9.4 per cent. The greatest increase was again recorded in the Baku district, which increased its production by 10.9 per cent, from 141,257,000 bbl. in 1935 to 158,300,000 in 1936. Grozny district maintained its production at a level of about 23,000,000 bbl., but its old fields continued to decline and production was sustained by the development of newer fields. A great advance was made in drilling speeds and the total footage in 1936 reached 6,694,200 ft. as compared with 4,926,600 ft. drilled in 1935, an increase of 26.4 per cent. In older deep fields, producers were being completed at over 8000 ft.—a great depth for Russian drillers but two years ago. Several major discoveries were made in 1936. Northeast Caucasus.—Izberbash, east from Grozny and on the Caspian Sea, was the outstanding discovery, the initial production of the discovery well being around 3000 bbl. per day from about 5000 ft. The importance of the field is due to the large area of the structure, half of which, however, is under the sea, and also to its strategic location on the shores of the Caspian and near a trunk pipe line to the Grozny refining center. An active development program is being pursued in Izberbash and its 1937 production quota is set at 7,500,000 bbl. Geologists and mining and metallurgical engineers are particularly interested in this problem, since, with a few important exceptions, almost all of the materials on the official list of strategic and critical materials for stockpiling (see top of page) are metals and minerals.

This plant, near Marysville, Mont., was planned to treat the ore from the Piegan and Gloster mines, the latter being one of the early and famous producers of the Marysville district. When the mill was closed in 1888, treatment consisted of stamp milling, followed by pans and settlers for pan amalgamation. The extraction was evidently poor, because, a few years later, thousands of tons of tailings were re-treated by the ranchers in the valley below the mill, by the then new cyanide process, and gave a handsome profit. In 1914, the present owners, after laboratory tests and an experimental mill run, decided upon the following treatment: crushing to 40 mesh in cyanide solution, concentration, amalgamation, classification, and cyani-dation of sands by leaching, and of slime by agitation and decantation in charges. The ore averaged about $7 per ton, gold and silver, the ratio of weight being 1 oz. gold to 7.56 oz. silver. The ratio of gold and silver in tailings was 1 oz. Au to 36.6 oz. Ag; the quartz was sharp and sandy, however finely ground, and rather difficult to slime. The mechanical equipment was a No. 5 Symons gyratory crusher; three 10-ft. Lane slow-speed Chilean mills; one Wilfley roughing and one finishing table; one submerged-type Akins classifier; five 26 by 10-ft. fir leaching tanks; one 24 by 7-ft. Dorr thickener; four 14 by 16-ft. Dorr agitators; four 6-compartment double-row zinc-boxes having compartments 18 in. wide, 18 in. deep, and 34 in. long; Johnson zinc lathe; acid and vacuum filter tanks for treating precipitate; roasting furnace; and Case tilting No. 275 crucible furnace for melting precipitate. The mill is driven by electric power supplied by the Montana Power Co. at the following rates, per kw.-hr.: 200 to 300 hp., 0.68 c.; 300 to 500 hp., 0.61 c.; 500 to 750 hp., 0.55 c.; plus $1 per month per installed motor horsepower. The plant as above described was operated from May, 1915, to the end of the year, when an additional Dorr thickener and a 12 by 12-ft. Portland revolving filter were added, increasing the nominal capacity of 100 tons per 24 hr., but not the percentage of extraction. In the winter of 1941-42, muscovite mica was discovered by a young prospector, Justin Purdy, in the township of Mat-tawan, Nipissing District, Ontario, a few miles north of the small settlement of Eau Claire, which lies on the main Transcontinental Highway (No. 17) between Mattawa and North Bay. Muscovite had been known for many years to occur in the general Mattawa region, and various small efforts at production had previously been made by individuals working scattered deposits in the area. These minor activities, however, had never led to production of any consequence or the discovery of any important mica bodies. The Purdy finds were made in a heavily timbered, mountainous area lying about three miles north of the low-lying settled land along the highway, and in a section not hitherto prospected. The mica taken by Purdy and two partners from surface outcrops proved so remarkable in point of size of trimmed sheets that the find attracted considerable attention, and the area surrounding the three claims taken up by the prospectors was quickly blanket-staked by various interests. Though a number of other mica-bearing pegmatite dikes were found later on these stakings, none proved as rich as those on the original Purdy ground; very little commercial mica was obtained from them and attempts to develop them were short-lived. Purdy and his partners sold their initial production to dealers in Ottawa and Hull, where the Canadian mica industry long has centered. Young Purdy, unfortunately was killed in a motor accident in the early summer of 1942. His father continued mining operations for a few months and produced and sold a considerable amount of mica. In October 1942 the Purdy holdings were acquired by lnspiration Mining and Development Co. of Amos, Quebec, which had been active in staking in the area. This company formed a subsidiary, Purdy Mica Mines, Limited, to develop the property. Under the energetic management of Joseph R. Norrie, rapid progress was made, and production soon attained important proportions. Realizing from the outset the unusual character and potential value in the war effort of the Purdy discovery, the Metals Controller, Department of Munitions and Supply, at once arranged with the Department of Mines and Resources for an official geological report on the area, and also drew the attention of the War Production Board in Washington to what seemed likely to prove a highly important source of strategic-quality mica. The effects of the growth precipitates on the su-perconduching properties of an Al- 15 al. pel Zu alloy have been studied using magneization, transition lem-perature, and residual resistivity measurements. Aging at 230C for 1/2 to 11 he produces an increase in Hfp, Ike field of first penetration, and tut increase in trapped flux. The upper critical field, Hc2 remains constant for such aging tunes. Aging at 200°C produces a decrease in Hfp and an increase in trapped flux. The transition temperature remains constant at Tc - 1.227° ± 0.02°K for aging at 220°C for tims of from 1/2 to 10 hr, and for aging at 200°C it remains constant at Tc. = 1.18° i 0.02°K for times from 1/2 hv to 26 hr. The observed behavior indicates that the superconducting matrix when aged at 220°C behaves tike a type U su-perconducior, but when aged at 200°C behares like a type I superconductor. The magnetization changes after aging can be attributed to the growth and clutnge in distribution of the precipitate in a matrix of fixed composition. IT has been realized for some time that the superconducting properties of alloys are highly structure-sensitive. This is evident in the work of Mould and Mapother1 who examined the properties of an aluminum alloy. Precipitation effects have also been briefly mentioned in other studies.2-4 Bonnin and coworkers5 have observed a sharp inc rease in trapped flux in an A1-Mg alloy when the residual resistivity reaches a value that indicates it is a type II superconductor. Recently Blanc, Goodman, and Nemoz5p have reported on precipitation effects in A1-Ag alloys. Detailed studies of precipitation in Pb-Sn and Pb-Cd alloys made by Livingston6 serve to show that the upper critical fields are enhanced by quenched-in solute. Furthermore. at various stages in the precipitation process? the upper critical field is determined largely by the remanent solute. The observed magnetic hysteresis and trapped flux in such alloys result from the interaction between precipitate and the flux filaments in the mixed state. The flux trapping appears to depend largely on the precipitate distribution and is greater if the superconductor is type II than if it is type I. To examine the effect of precipitation in another alloy system, particularly one in which the composition of the superconducting phase does not change significantly during the course of precipitation, the Al-Zn system seems interesting, especially in view of the transition temperature and resistivity studies of Chiou and seraphim.' Furthermore, the recent detailed electron-microscope studies of an Al-Zn alloy by Richards and Garwood8 provide a guide for relating superconducting properties to changes in structure. For these reasons, magnetization, transition temperature, and residual resistivity measurements for varying times of heat treatment at two temperatures were made with a -15 at. pct Al-Zn alloy. The results are reported in this paper. I) EXPERIMENTAL The alloy used was prepared by Cominco Products Inc. from 99.9999 A1 and 99.999 Zn. It was chill-cast, swaged, and drawn to 0.125-in.-diam rod. The analyzed composition was 15.6 at. pct Zn (31.1 wt pct). A jeweler's saw was used to cut the 0.125-in.-diam rod into the 0.875-in. lengths needed for magnetization measurements. The ends of the cylinders were slightly beveled to remove the sharp edges. A portion of the original 0.125-in.-diam rod was drawn into 0.010-in.-diam wire and used for transition temperature measurements. Specimens were suspended from wires within a vertical furnace during heat treatment. All were homogenized at 500°C for a minimum of 3 days and subsequently solutionized for times in excess of 6 hr. The solutionizing temperature was held constant to +3°C. Individual specimens were homogenized, quenched, and aged several times and no effects indicating loss of zinc were noted. The suspended specimens were quenched by cutting the wires and allowing the specimens to fall into a silicone oil bath held at the aging temperature. They were then isothermally transforked by aging in the same bath used for quenching. After aging for the required time (approximately 10 min aging was necessary before the upper critical field reached a fixed value), they were briefly (1 to 2 sec) dipped into an acetone bath at room temperature to remove adherent oil and then immediately transferred to liquid nitrogen where they remained until inserted into the helium bath (usually within an hour). The temperature of the aging bath was held constant to +3°C for longer aging times. The cryostat used for the measurement of superconducting properties consisted of outer and inner dewars for liquid nitrogen and liquid helium, Stokes 6-in. booster diffusion pump and Stokes Model 212 mechanical pump, temperature controller to measure and control the temperature of the helium bath, and a superconducting solenoid with inserted search coils to provide the magnetic field and measure the magnetic moment of the specimens. A schematic diagram of the cryostat is shown in Fig. 1. An ultimate temperature of 0.85°K was reached with this apparatus. This paper presents the study in situ on stress field of rock mass in a large dam site. By means of two different measure instruments and the method of stress relief, a lot of measure in situ has been done, including stress measurement of three dimensions at ten points and two deep-hole stress measurements in the perpendicular boreholes which are 59.4m and 53m deep seperately, and the basic accordant results corresponding two methods have been got. In the process of the deep-borehole stress measurement we got the stress value in critical state in which cylindrical core would become core-disking in the high stress area, which was first got in the world. The maximum principal stress was up to 650 kg/cm2. The stress value obtained by test and the thickness of rock disks all basically accord to the analysis by mechanical mechanism of core-disking The plane linear elastic finite element analysis has been completed. Results of inverse calculation all ac- cord to the measurement results in four different positions. The whole outline of the stress field of dam site was delineated clearly.

I desire ho put on record a fact in relation to the effect of man ganese on pig iron which I have never seen in print, and which may, perhaps, not have been observed by anyone except myself. In 1875, while experimenting on the production of ferroman ganese in a blast furnace, I had burdened the furnace with a charge which I calculated would produce a 15-per cent. spiegel. The fur nace was very hot, having been running for a couple of days on a very light burden, and making a burnt iron, preparatory to the experiment I proposed to make to produce a high grade of spiegel. I calculated that the charge would begin to work in the fur nace in about twelve hoars after it was put on. After the -lapse of that time I commenced to watch the furnace carefully, but found little or no change in the appearance of the metal, although there was a very decided change in the cinder, showing that the man ganese ore had come in work. The iron was quite gray and very tough. The character of the cinder was good for a spiegel cinder, and 1 could not imagine where the manganese was going to, as it (lid not appear to be in either metal or cinder in anything like the quan tity indicated by the charge. The next morning things were still in the same condition. The furnace was very hot, the cinder good, and the iron very gray. I was then sorely puzzled. I had never heard of a gray iron with over 4 or 6 per cent. of manganese, and had no notion that an iron with more manganese could be gray and tough. With great difficulty a piece for chemical test was broken from a pig. Not less than a hundred blows from a heavy sledge were required to break it off, I took the specimen to the shop and directed that some borings from it should be brought to the laboratory, as soon as possible, whither I myself at once repaired to put things in readi ness for a rapid manganese determination. In about half an hour the machinist came in with the iron specimen in one hand and about a dozen blunted and broken steel drills in the other, saying that it mas impossible to drill the iron. There were several little depressions in the iron, which was malleable enough to be indented by the point of the drill, but not a chip had been cut from it. DURING an investigation of the U-Co-A1, U-Ir-A1, and U-Ni-A1 ternary systems, three previously unknown phases have been identified which correspond to the phases UCoA1, UIrA1, and UNiA1, and which be- long to the C22 (Fe2P) type (P 6 2m). In the following the structure determination of the new ternary phases is reported. The alloys have been prepared in an arc furnace under purified argon from 99.97 wt pct U, 99.83 wt pct Co, 99.99 wt pct Al, 99.95 wt pct Ni, and 99.97 wt pct Ir. The pellets obtained were bright and brittle; chemical analyses agreed with the nominal compositions. To obtain equilibrium, the samples were annealed in evacuated quartz capsules at 950°C for 30 hr and then quenched in water. Guinier photographs were processed and evaluated according to a method already described previously.1,2 The hkl's, measured and calculated sin2 6 values, and in the case of UCoAl only calculated and estimated intensities, are given in Tables I to 111. Lattice parameters refined according to the least-squares method and the respective mean-square variations are presented in Table IV. Lattice parameters, especially the c/a ratio, lead to the assumption that the three phases are crystallizing in the C22-type structure. For the calculation of the intensities given in Table I, the atomic positions recently reported by wyckoff3 have been accepted for the C22 (Fe2P) type. The uranium atoms were assumed to be in phosphorus sites; furthermore the scattering amplitudes of the boron atoms have been averaged in the stoichiometric formula UB2 according to atomic percentages; i.e., for these atoms a statistical distribution on the iron sites was assumed. Mississippi has had oil production for only the past six years and natural gas production of minor magnitude since' 1926. The search for oil and gas commenced in 1903 and 1496 wells had been drilled in search of oil and gas up to Jan. 1, 1946. As the year 1945 ended, 659 wells were producing oil and gas from 23 separate reservoirs. The production for the year was 8,353,719,000 standard cubic feet of natural gas measured on a pressure base of 15.025 lb. per sq. in. abs., 15.316,009 bbl. of oil¬field water and 19,093,766 bbl. of crude oil and condensate. Production for the year 1944 was 2,636,067,000 standard cubic feet of gas, 14,979,793 bbl. of salt water and 16,420,346 bbl. of crude oil and condensate.

We have obtained by computer methods the solutions of the Taylor analysis1 for axisymmetric flow in bcc metals. Four modes of slip have been treated in detail:2-4 (111), {112}(111), {123}( 111), and a mixture of all three. In addition to obtaining anisotropy of strength data for randomly oriented or textured polycrystalline material,4 we have also obtained the lattice rotation resulting from slip on the predicted systems. The patterns of lattice rotation are essential to an improved understanding of texture development during deformation. The present note shows the results of lattice rotation for 5 pct axisymmetric compression, for fifty-two axial orientations distributed at 5-deg intervals throughout the standard stereographic triangle. The data are presented in Figs. 1 to 4 for the four modes of slip. The lattice rotation is indicated by a vector, the ends of which correspond to the positions before and after the deformation. The different vectors emanated from a given orientation represent different combinations of five slip systems that satisfy Taylor&apos;s minimum shear criterion.&apos; Fig. 1 shows the results for {110}< 111> slip. They are similar to those obtained by Bishop5 for the case of (111 )(110) slip in axisymrnetric tension, since in axisymmetric flow the sense of lattice rotation for {111)( 110) in tension is the same as that for (110) (111) in compression. The pattern of lattice rotation may be divided into three regions: region A in which the rotation is toward [100]; region B, toward [lll]; and region C, toward either [ loo] or L lll]. Although some slip combinations in region C lead to [1101, the latter is not stable as continued activity of the same combinations will eventually move the axis toward [loo] or Llll]. It may also be noted that [loo] is itself not stable. However, close inspection of the vectors in region A shows that it is impossible for an axial orientation within A to rotate outside its boundary. Hence after heavy compression, all orientations from A and some from C are expected to form a diffuse band in the [100] vicinity. By far the largest region is B. Here all orientations rotate to [lll], which is a truly stable position. Thus the [111] texture component is expected to be rather sharp. For the case of (112 }( 111) slip, Fig. 2, region C is enlarged at the expense of A, with B about the same as for {110}( 111) slip. A significant difference, however, is that [loo], as well as [Ill], is now truly stable. Fig. 3 shows the results of slip on {123}( 111) systems. Region B is substantially enlarged at the expense of C, with A being intermediate in size between the {110}(111) and {112}(111) cases. Like the case of {110)( 111) slip, [100] is itself unstable. However, the lattice rotations here are confined to less than 5 deg; hence it may be considered "stable" for practical purposes. Finally, Fig. 4 shows the results of mixed slip. Here region B is the largest, and C the smallest, of all the cases considered. Both [loo] and [ill] are stable. The behavior of the three corner positions is, in fact, identical to the case of {112)( 111) slip, Fig. 2; it turns out that in these positions for the mixed slip case, all the active slip systems (based on Taylor&apos;s criterion) belong to pure {112}( 111) .4 In summing up the results for the four modes of

THE object of a technical paper is to communicate new technical knowledge, the paper being the vehicle of communication and the existence of new knowledge its reason for being. It follows that the development of information worthy of communication, the criterion being novelty, is prerequisite to exercising the privilege of communication. The act of communication is achieved when the reader perceives the nature of the new knowledge, i.e., when he understands it. A paper achieving this objective is an acceptable technical paper. Development of new knowledge has as one of its purposes the increase of the existing state of knowledge and the enjoyment of the benefits derived therefrom. Technical knowledge is a collection of facts so ordered as to make apparent, relations existing between the facts. When the interrelations have been exposed the facts have been interpreted or explained Three broad, overlapping categories of technical papers may be recognized: papers consisting of (a) a report of facts, (b) an explanation of facts, or (c) a combination of a report and an interpretation. Ideally a technical paper should belong to one of the last two categories but current practice is to accept papers belonging to any of the three categories. Based on a small sample drawn from the scientific and engineering literature, the relative frequency of the three types is a: b: c:: 20:1:14. If the sample be limited to engineering literature, the ratios become a:c::2:1; type (b) being nonexistent. This large departure from the ideal is a consequent of the

INTRODUCTION Theodore Roosevelt Dam is a cyclopean-masonry, gravity-arch dam located on the Salt River northeast of Phoenix, Arizona. Construction of the dam began in 1903 and was completed in 1911. The dam is about 85 m high with a total reservoir capacity of about 1.7x109 m3. Raising the dam is now being considered to provide additional water storage and flood control. This paper describes preliminary analyses performed to assess foundation stability for increased loading resulting from raising the dam and reservoir water surface about 12 m. The foundation of Theodore Roosevelt Dam consists of variably metamorphosed limes tones, sands tones, mudstones, and shales. Bedding uniformly strikes nearly normal to the river (N 40º W) and dips upstream at 25 to 30º. The rock is cut by four prominent joint sets as indicated by the joint contour diagram shown in figure 1A. The diagram was developed from surf ace observations and vertical drill core oriented relative to the bedding. Sampling biases account for the differences in concentrations of various joint sets. However, field observations indicate that all sets are relatively prominent, planar, and continuous. SEEPAGE ANALYSES Consistent with practice at the time of construction, no foundation drainage was installed at Theodore Roosevelt Dam. Finite element seepage analyses were therefore performed to study the potential for large uplift pressures in the foundation. The dam has steep abutments and is curved in plan as shown in figure 1B. In 1972, coal mine productivity was in steady decline and labor and maintenance costs were spiralling upward. Yet, despite this sad state of affairs, nowhere in the US at that time was there a comprehensive and coordinated coal research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. It was during this period that Bethlehem Steel Corp. determined that a new approach to coal mining research was needed for the industry as well as for the company itself. After studying Bethlehem&apos;s own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, a comprehensive research package was presented to company management in late 1972. The ideas and experience of many operating and management personnel in the company contributed to the formulation of the final plan as approved.

Internal-oxide precipitates in decarburized a iron alloys were studied by microscopic and X-ray methods. Diffusion of oxygen is primarily trans-granular, although large amounts of manganese or PhosPhorus cause preferred grain boundary dimsion at temperatures below 1450OF. Transgvanular internal oxidation follows the parabolic rate law with an apparent activation energy of 60 kcal per g-atom for decarburized rimmed steel and around 50 kcal per g-atom for higher alloy contents. The internal oxide is (Fe,Mn)0. Evidence was found for a miscibility gap in the FeO-MnO system. UNTIL very recently, the internal oxidation of metals was studied primarily as a scientific curiosity or, in a few cases, as a means of strengthening alloys by precipitation hardening. However, with the recent development of low-carbon enameling sheet steel, internal oxidation has become a problem of practical importance to the steel industry. For example, in 1961 it was reported1 that internal oxidation of steel can occur during decar-burization by open-coil annealing and will reduce the notch ductility of the sheet unless the process is carefully controlled. The present study was therefore undertaken to learn more about the rates and mechanism of oxygen diffusion and oxide formation in iron alloys. BACKGROUND The process of internal oxidation has been well-defined in the literature:&apos;,&apos; oxygen dissolves in an alloy, diffuses inward from the surface of the metal, and reacts to form a precipitate with the alloying element that will provide the most stable oxide. he growth of the finely divided so-called subscale, i.e., the internal-oxidation zone, depends on the diffusion rates of both the oxygen and the reactive element.4 Investigators have generally found that increasing the temperature increases the size of the oxide particles, the rate of subscale growth, and the tendency to transgranular diffusion. With very few exceptions, the square of the thickness of the internal oxide layer is directly proportional to the reaction time. Given two conditions easily satisfied for iron systems— a) an oxygen solubility much less than the concentration of the alloying metal and b) an oxygen-diffusion rate to the oxide boundary much faster than that of the alloying element—then the general expression developed by Rhines and co-workers5 for the parabolic growth rate of the internal-oxide zone can be simplified to the following form: where Co and CM are, respectively, the solubility of oxygen and the concentration of the alloying element, DO is the diffusion coefficient of oxygen, O/M is the weight ratio of oxygen to metal in the precipitated oxide, and x is the thickness of the internal-oxide zone after an annealing time t. Both the oxygen solubility and diffusion coefficient can be approximately expressed as functions of temperature by Arrhenius-type equations: in which H and Q are, respectively, the heat of solution and the activation energy of diffusion. Consequently, the apparent activation energies calculated from Arrhenius plots are the sum of the heat of solution of oxygen in iron and the activation energy for diffusion of oxygen. The data, if not the interpretation, of Schenck et al.8 bear out the fact that oxygen diffuses in the atomic form. The general rate law for atomic diffusion is: the reaction rate being proportional to the square root of the pressure at low pressures. Benard and Moreau8 studied both the surface oxidation of Fe-Ni alloys and the gradual penetration of oxygen into the metal. They observed that oxide particles first form along grain boundaries and then grow to form continuous films that eventually envelop the grains. The parabolic rate law does not usually apply in these cases, especially at the higher temperatures. The oxide formed is wustite which gradually transforms into Fe3O4 and finally into Kennedy and coauthors8 examined Fe-Ni alloys with 26, 75, and 84 pct Ni oxidized at 800°C and

NOT WITHSTANDING the extremely low ebb of business activity, the nonmetallic industries have fared somewhat better than some other branches of mining. The average price level in nonmetallics, although far from satisfactory, has resisted any cataclysmic fall such as has been suffered by copper and other metals. Stocks, also, though too abundant, represent no corresponding overhang of the market, which should result, in some branches, in a more rapid recovery. Research work has continued in some industries with interesting developments.

Steps were taken for a permanent organization of the scientific and technical employees of the Government at their mass meeting on May 8. This was the result of an informal meeting on Apr. 23 of thirty representative Government scientists and technical men who organized the preliminary committee and called the mass meeting. This subject has been widely discussed during the last year and was brought acutely to the fore by the work of the Joint Congressional Reclassification Commission, because that Commission has stated that it wished to deal with employees only through organizations. Rodney H. True of the Department of Agriculture was Acting Chairman. He pointed out that the principal advantages that were expected to be derived from such an organization were: (1) Improvement of conditions and facilities for more effective scientific and technical work; (2) adequate presentation of the needs. and results of such work to the public and to legislative and administrative officers; (3) -greater freedom in both official and non-official activities; (4) just and reasonable salaries based on service performed and the economic and social conditions which prevail; (5) greater public recognition of the aims and purposes of research; (6) advancement of science and technology as an essential element of national life. Three plans of organization were offered to the meeting, which covered the fundamental principles which could be utilized by these Government employees. The first plan would have permitted the new organization to work only through existing scientific organizations. This is the plan that scientific and technical Government employees in England have adopted and an outline of the English plan was read to the meeting.
