THE Youngstown Sheet & Tube Co. has produced a large tonnage of 0.35 to 0.45 carbon forging steel, the acceptance of which was based on the physical properties of test specimens obtained by forging the original 5 3/4 in. (14.5 cm.) square bloom to a ¾ in. (1.9 cm.) round. Annealed and tempered specimens were required. The test bars were annealed by heating from 900 ° to 950° C. and cooling slowly in mica. The test bars were tempered by heating to 825° to 875° C., quenching in water, and drawing to 515° to 535° C. Immediately after heat treatment, the test pieces were machined to a diameter of 0.534 in. (1.38 cm.) and tested. Very good physical properties were obtained and no difficulty was experienced in meeting the specifications called for. ULTIMATE STRENGTH, ELONGATION, LB. PER SQ. IN. PER CENT. IN 4 IN. NOT LESS THAN Annealed specimens 78,230 to 92,450 18 Tempered 120,000 to 149,350 9 After experience oil this material, production of slightly higher carbon forging steel was started. The method of testing this material required that test blooms be either normalized or annealed. The normalizing consisted in heating to 850° to 900° C. and cooling in still air; the annealing, in heating to 850° to 900° C. and cooling in the furnace or in mica. From the treated bloom, the test pieces were taken either by core drilling or by sawing from points midway between the edges and the intersection of the diagonals. The cores or blocks were turned to a standard 2-in. test piece with a diameter of 0.564 in. and tested without further treatment. The physical requirements of the test pieces were:

Natural stone or manufactured porcelain pebbles are used as the grinding elements in pebble mills and the mills are lined with stone or porcelain blocks. Steel balls usually form the grinding medium in ball mills, and the mills may be lined with steel. Pebble mills are used to avoid contamination by metal of the material being ground, to avoid rapid wear due to corrosion, and for other specialized reasons. Belgian silex (silica) blocks formerly were used widely for lining pebble mills, because of their good resistance to wear, light color, and low cost, but the importation of these blocks was suspended early in the war. The stocks of Belgian silex diminished so rapidly that it was found desirable to compare the properties of a number of domestic substitutes for use in critical operations. Accordingly, a study was made to determine the best substitutes for fine grinding of white pigment and for certain heavy-chemical process work such as the disintegration of phosphate rock in weak phosphoric acid solution. A comprehensive survey of substitute lining materials was not contemplated. It was stipulated at the beginning of the investigation that only materials on the market, available in large quantities, would be tested and that these should be reasonable substitutes from a wear-resistance viewpoint as determined from known physical characteristics. Marble and limestone, for example, could be eliminated immediately. Quartzite, granite and porcelain were selected as likely substitutes for Belgian silex and were subjected to quality tests. Materials Tested 1. Belgian Si1ex.—Sample blocks of a standard grade were taken from crates in which they had been imported. The stone was light gray in color and contained inclusions of small clusters of quartz crystals as well as light colored portions that might be calcite. This was a siliceous rock which appeared to be of igneous origin. 2. Quartzite.—Samples of quartzite were obtained from a quarry in Minnesota. The blocks exhibited a crystalline fracture. The stone was pink in color and composed of fine quartz crystals bound together with a siliceous cement. 3. Granite A was a fine-grained granite quarried in South Carolina. 4. Granite B was coarse-grained granite quarried in South Carolina. 5. Granite C was a coarse-grained granite quarried in North Carolina. 6. Porcelain A.—Sample blocks of the pebble-mill lining material were obtained direct from the manufacturer. It was white in color and of lower specific gravity than the natural materials. The ferrosilicon grinding unit at the Central Mill of the Eagle-Picher Mining & Smelting Co. near Picher, Okla., was completed in March 1947. The object of the plant was to grind pigs of ferrosilicon, having a size of approximately 1½ by 4 by 12 in. and an analysis of 85. pct Fe and 15 pct Si, to approximately 100 mesh by crushing and wet grinding in a ball-mill classifier circuit. The minus-100 mesh ferrosilicon had formerly been purchased, and was used as medium in the heavy media process for treatment of lead-zinc ores. From the standpoint of dollars and cents, the cost of minus-100 mesh ferrosilicon was roughly $40.00 per ton more than pigs of the corresponding alloy delivered to the mill. Estimated wet grinding costs were considerably below this figure. The possible saving in cost of make-up medium for the cone plant was particularly attractive since, at that time, the plant losses averaged over four tons of minus-100 mesh ferrosilicon per day. Aside from the probable saving on the grinding charge, the need for such a unit was twofold. First, periodic fluctuations in the differential between the top and bottom densities of the cone were thought to be detrimental to metallurgy. There was little doubt that an intermediate differential existed at which the heavy media separa- tion was most efficient, representing a compromise between concentrate grade and tailing loss. Furthermore, if a finer, but considerably cleaner, medium could be obtained, there was the possibility that the differential could be decreased without increasing the viscosity, or conversely, the viscosity of the medium decreased without increasing the differential. Preliminary to experimental work aimed at pegging the cone differential and circulating medium viscosity at whatever values were found to be most efficient, it was essential to have control over both the nonmagnetic content of the medium and the particle size of the contained ferrosilicon. The latter was possible by means of a grinding unit at the mill. Second, whereas the ferrosilicon alloys are made by a number of manufacturers, only two, to our knowledge, grind it in any quantity for use in heavy media plants. For all practical purposes, the Central Mill was limited to one source of supply, a particularly vulnerable position. In case the supply was cut off, it was thought that pigs of the 85 pct Fe, 15 pct Si alloy could be obtained elsewhere, providing means of grinding them was available. There was no published information available covering wet grinding of ferrosilicon. Dry grinding in batch mills and in continuous mills with air classification was being practiced, but the cost of grinding was excessive and the dust condition objectionable. INTRODUCTION The decade from 1969 to 1979 saw the crest of a wave of investments by companies and investors, primarily from the major industrial nations, in the metals and minerals industries of the so-called lesser developed countries. This was brought about by two major considerations: 1). The higher ore grades and therefore the higher profit potential of the mineral deposits in the third world countries, and 2). The desire, particularly by the European countries and by Japan, to ensure a safe supply of raw materials not available in their own countries. The decade began with the start of the Toquepala mine in Peru and the major investments in the Bougainville mine in Papua New Guinea and the Ertsberg mine in Indonesia. It ended with the start-up of Southern Peru Copper Company (SPCC) Cuajone mine in Peru and Inco's Soroako mine in Indonesia and the investments in several major alumina or aluminum projects in Australia and Brazil. Concurrent with this huge flow of funds into the mineral resources industry of the developing world was the build-up of a psychological fear in the host countries of exploitation/domination by the foreign investors. This resulted in an increasing trend towards: 1). Nationalization of existing mineral ventures, and 2). Tougher legal/fiscal frameworks for new ones. NATIONALIZATION Nationalization appeared in its earliest form as "Mexicanization" of the petroleum industry in Mexico in the 1930's, followed later by Mexicanization of the mining industry in general. This was enacted with the Mexican Mining Law of 1961 which required that 51% of the equity be owned by Mexican nationals. Later in the decade the equity share for foreign investors was reduced to 33 1/3% for the developers of the Frasch sulphur operations in the Isthumus of Tehuantepec. However, the law was not fully implemented in the copper industry until late 1970 with the purchase of 51% of the ownership in the Cananea Mining Company. The trend toward nationalization of the copper industry progressed to Chile where in 1967 under the Government of Eduardo Frei the major North American copper companies were induced to sell a one-half interest in their Chilean mines to the State. Likewise, in 1970, "Zambianization" took place, when the two major operating companies Roan Selection Trust (Amax) and Zamanglo (Anglo American) were restructured into Roan Consolidated Mines (RCM) and Nchanga Consolidated Mines (NCCM) providing the government with 51% of the equity ownership. Whilst the earlier forms of nationalization in general constituted a fairly priced buy-out (El Teniente, Chile for US$80 million, RCM for US$117.8 million, NCCM for US$178.7 million), the total nationalization of the Chilean mining companies in 1970 under Salvador Allende did not. Later, "Western" countries joined this trend and on October 29, 1973, Mr. Gough Whitlam proclaimed that "overseas capital must continue... in partnership with Australian capital" and "in some special energy cases we have an objective of 100% Australian ownership". In 1974 Mr. Pierre Trudeau stated: "The Liberal Party of Canada sets as an objective that new resources projects in the natural resource field should have at least 50% and preferably 60% Canadian equity ownership". FOREIGN INVESTMENT The situation for the foreign investor in the worldwide resource industry rapidly deteriorated from then on. New features appeared in mineral exploitation and operating agreements, centering not only on local government/local companies ownership but also on increased taxation. The new tax rate (mineral tax, royalty, and income tax) for the semi-government companies NCCM and RCM in Zambia became an effective 73%. Likewise the much publicized and discussed renegotiated Bougainville agreement brought dramatic increases in the total "take" by the PNG Government. More innovative forms of indirect taxation made their appearance and were added to the normal tax burdens of the mineral industry which already

It was a brilliant idea that suggested the formation of Local Sections of the Institute. The results in increase of membership and attendance at, annual meetings of the Institute have been very gratifying. Many different plans have been followed by the various Local Sections to interest members in the local meetings. It has been found to be almost necessary that the meetings be preceded by luncheon or dinner at some club or hotel where a suitable assembly room is available for the after meeting. Each Local Section has to work out its own type of meeting to suit its conditions. Like all human affairs, a great deal depends on the leader. Special attention should be paid to the qualifications of the Chairman and Secretary as these two officers have to shoulder most of the responsibility for the success or failure of the Section. They should be chosen, not so much on account of prominence in the profession as for their push and popularity with the local membership. It has been developed that in most Local Sections the meetings should not be more frequent than once a month with a vacation during the summer months.

SOME statements have already been made to the Institute in reference to the cost of other departments of the above-named works, and some details have been given in tabular form.* For the purpose of the present paper it may be sufficient to say that this converting works is made up of three buildings, a cupolahouse, an engine-house, and a converting-house. The machinery and fixtures comprise two blowing-engines, two pressure-pumps, two five-ton converters, five hydraulic cranes, three pig-iron cupolas, four spiegel cupolas, two lifts for the cupolas, together with the usual arrangements of smaller parts. Every effort was made in the construction to combine efficiency of operation with durability, and the general course of the operation of the works during two and a half years seems to warrant the belief that the large outlay has been fully justified. • In the accompanying tabular statement all items on vouchers less than ten dollars, and all freight items have been omitted. * See Transactions of the. The importance, validity, and acceptability of the Paley Report has become the great issue of the minerals industry. A 12-man panel made up of representatives of various facets of the industry sat down at the 1952 Mining Congress Show in Denver in an attempt to clarify the many opinions currently held concerning the report. Howard Young, deputy administrator of the Defense Materials Procurement Administration, noted that the report had caused more discussion and serious thinking than any other government report, He did not subscribe to the "have not" principle, however, but called it a "need more" principle. Horace M. Allbright, president of U. S. Potash Corp., believes industry should continue to develop the report. He cited the editorial appearing in the September, 1952 edition of Bining Engineering,,, "Don't Let It Die," as expressing his feelings. Edward Snyder, president of Combined Metals Reduction Corp., says the statistics used in the report were used to promote a false international policy. He sees the report as a master plan for the development of the superstate. He also stated that the-ore reserves given in the Pales, report represent only 10 pct of what is actually available.

The production of petroleum in Mexico during 1933 totaled 33,430,-000 bbl., or 625,000 bbl. more than in the previous year. This is the first time since the peak in 1921 that the declining trend of output has been reversed. Drilling activity in the proven areas of the Isthmus of Tehuantepec and the Northern fields increased substantially during the year. The completion of two producers in the Poza Rica area south of Tuxpam and a shallow gas well in the Camargo district near the American border were the outstanding features of development. Late in September the Northern fields and the oil port of Tampico were swept by a hurricane followed by floods which caused loss of life and heavy damage to the City of Tampico and to transportation, tank farms and refineries. For three weeks, owing to the silting of the Tampico Bar and destruction of terminal facilities, no oil could be shipped for export. About half the wells of the Northern fields were closed for a period of 30 days. The prompt and effective steps taken by General Macias, chief of military operations, prevented the spread of epidemics and any serious aftermath of the catastrophe.

ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has four awards it may make annually, as fol¬lows: the Robert W. Hunt Medal and Prize, the J. E. Johnson, Jr., Award, the James Douglas Medal, and the William Lawrence Saun¬ders Medal. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules 1. The award shall consist of two prizes: first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circum¬stances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money- prize to the younger men, rather than the medal.

Use was made of a recently developed surface-accumulation diffusion technique to measure the self-diffusivity of edge-type dislocation singular lines (Burgers vector along <110>) in a bent and polygonized single crystal of silver. Two factors are involved in obtaining a number for the diffusivity. One factor, the dislocation-line density, was measured by a microscopic technique recently developed, and the value of the other parameter, the effective "diameter" of a dislocation pipe, was estimated. With these parameters equal to 7.3 X 106 dislocations per sq cm and 10-7 cm, respectively, it was found that the self-diffusivity along edge-type dislocation lines was a factor of about two times the average grain-boundary self-diffusivity. The dislocation-pipe diffusivity is about 7x10-7 sq cm per sec at 450°C. THE possibility of short-circuit diffusion through imperfections in crystals has been recognized for some time. It was only recently, however, that concerted effort has been expended to obtain values of diffusivity for grain-boundary short circuits. INTRODUCTION Much discussion has been generated over the years among geologists and engineers as to the ideal drill-hole configuration and spacing for evaluating various types of mineral deposits. Little can be found in the literature about the outcome of the programs, probably because of their subjective nature and the then lack of suitable means of scientific testing. In years past the drilling patterns and sequence were almost entirely determined by the experience and personal bias of the senior engineer, geologist, or project manager on the job. However, planning a drilling program- spacing, pattern, sequencing, etc.-is simply a specific case of sample design, or the design of a sampling program. Having been exposed in the preceding chapter to the theory of regionalized variables, and having learned something about the tools for measuring correlation, or lack of correlation, among samples within a given mineralogical population, we are now prepared to apply these concepts and new-found parameters to a scientifically designed mineral sampling program, be it by drilling or other means. THE work performed by, the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

RESIDUAL stresses in metals operate under a cloak of mystery, as they have neither been seen in the laboratory nor detected by means of the microscope. In spite of their phantom-like nature, they frequently exert metallurgical effects that cannot be ignored. In some cases the results have been detrimental, causing rejections or premature failures, but frequently the effects have been highly beneficial to the producer or consumer of metal products. First, however, what is a residual stress? When a metal is plastically deformed by bending, rolling, pressing, or by a phase transformation or precipitation from solid solution, or by a sharp temperature gradient resulting from nonuniform cooling, quenching, or welding, it remains in a state of strain. The strains or strain gradients produced by such operations and retained after all external forces are released are known as residual strains, and the accompanying stresses as internal or residual stresses. Many defects or failures in metal products have been ascribed to residual stresses, sometimes erroneously, because there was no other apparent explanation after the usual metallurgical tools of diagnosis had been applied. For example, during World War 11, the forged aluminum alloy aircraft cylinder head in the reciprocating engine began to replace the cast head with the familiar cooling fins. The fins were machined in the solid forged head by an ingenious milling operation. One plant reported an epidemic of excessive distortion during the delicate high-speed milling. A thorough examination revealed that the composition, heat treatment, mechanical properties, and metallurgical quality of these heads were comparable to those of forgings that machined satisfactorily. It was then claimed that the cause of the machining difficulties was connected with residual stresses resulting from the quenching during the solution heat treatment. An elaborate stress analysis actually demonstrated, however, that the magnitude of residual cooling stresses was lower in the cylinder heads which machined poorly than in those which were satisfactory in this respect. Subsequent tests proved that the machining problems in this case originated from variations in the tools and tool design. Sources of Residual Stresses in Metals Residual stresses are of two origins—mechanical and thermal. Thus, stresses may be produced in a metal by any cold-working process. The distribution and magnitude of these mechanically produced stresses can be calculated in a satisfactory, although approximate, manner for such simple cases as bending, torsion, and expanding of tubes. However, most manufacturing processes are too complex, and the original stress-strain relations in the products are not sufficiently known to permit calculation of the resulting residual stresses. Also, a specific process, such as wire drawing, may vary in complexity or uniformity of working, and large or small residual stresses may result, depending on the conformation of the dies and other features of the working process. The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Upon the men of intellect depends chiefly the burden of wise selections at this time. Congressional elections will occur this Fall in the following states:

Illustrated guidebooks treating in a popular descriptive way of the geology and other features of the Western United States have been issued by the U. S. Geological Survey. They will be of much interest to mem¬bers in connection with the Arizona Meeting of the Institute and espe¬cially the guidebook of the Santa Fe Route, with side trips to the Grand Canyon, containing as it does relief maps, topographical and geological maps, covering the entire route of the railroad, illustrations from photo¬graphs and other interesting descriptions of this great country. The method of treatment is adapted to the lay-reader, although it includes much valuable and interesting technical information concerning the geographical and other features. The books are well indexed. These volumes sell for 50 c. each and may be obtained from the Superintendent of Documents, Washington, D. C. These guidebooks originally sold for $1 each, but the reprint edition has been reduced to 50 c. A list of the different guidebooks follows: Bulletin 611. The United States Civil Service Commission announces open competitive examinations for the positions of valuation engineer, assistant valuation engineer, and valuation aid for the Income-tax Unit of the Internal Revenue Bureau. The duties of these positions will involve the estimating of: (1) The quantity of mineral, oil, and gas or timber; (2) the theoretical and market values of mineral, or oil and gas in place, standing timber, and their products; (3) the value of equipment ordinarily used in discovery, exploitation, and utilization of such natural resources; (4) the cost of development, exploitation, and utilization of such natural resources. The entrance salary for each grade, within the range stated, depending on the qualifications of the appointee, is: Valuation engineer, $3600 to $4800 a year, though in exceptional cases higher salaries may be paid; assistant valuation engineer, $2500 to $3600 a year; valuation aid, $1200 to $2500 a year. Applications for valuation aid must have had a bachelor&apos;s degree from a college of recognized standing, graduation from a four years&apos; high-school course, or education equivalent to that required for such graduation, and at least four years&apos; experience in the technical branches of one of the industries mentioned in positions tending to qualify them for the duties outlined above.

The amplitudes and frequencies of vibratiolls of a four-story stucco building were measured by specially developed electrocapacitive seismometers. Records were made on three floor levels with as many as 10 seismometers recording simultancously. Sources of vibration were: (1) an electric motor with unbalanced pulley, maximum speed 1800 r.p.m., maximum centrifugal force 90 lb., (2) truck traffic (both solid and pneumatic tires) moving over inequalities in the street in front of the house, (3) falling weights dropped on the street pavement from different heights, (4) miscellaneous sources, including a man jumping on the floor of the house and slamming doors. Tests were made to determine the natural frequencies of floor and wall panels by varying the speed of the unbalanced motor and by exciting the panels with a single impulse. The vibrations recorded were compared to records of vibrations from quarry blasts and it was observed that the vibrations from truck traffic were comparable to those recorded from quarry blasts and in no instance was there any damage to the building. As the tests were all of a negative character as far as damage was concerned, no index of destruction is formulated. Instead, the records are presented simply as vibration measurements obtained in an ordinary house under typical conditions.
