TO certain people the name of Northern Rhodesia brings only a vague recollection of a distant country somewhere in Africa; to others, it means a big game territory and the opportunity for excellent shooting; to some, a land of sunshine and peace; but to mining men the name signifies the land where the latest discoveries of copper ore are astonishing the mining world and bid fair, in a few years, to make Northern Rhodesia one of the largest copper- producing countries. There is a fascination about this part of the globe that is somewhat similar to southern California, and at the same time there is that feeling of mystery peculiar to a tropical climate. Perhaps it is the isolation, the fear of wild animals, or the influence of an undefinable something which cannot be expressed.

C. D. Demond, Anaconda, Mont. (communication to the Secretary*) :—In order to throw some light on this interesting subject, a series of experiments were made with strips of mild steel, containing about 0.14 per cent. of C and 0.22 per cent. of Ma. These strips were thoroughly cleaned and brightened before use, salts were added to distilled water until it corresponded as nearly as possible to the analysis given by Mr. Lee, and in this water at different temperatures were placed four strips of steel; while four other strips, at corresponding temperatures, were placed in the water used at the Washoe Reduction Works. The latter plant has had no trouble from corrosion of furnace-jackets, pipe-lines or boilers. The analysis of the water used at the Washoe works is: Grains er U. S. Gallon. CaCO3........... 2.92 CaSO3........... 0.76 MgCI3........... 0.64 MgCO3........... 0.58 A1203........... 0.12 Fe2O3........... 0.12 SiO2........... 0.58 NaCl........... 0.35 Organic matter, etc.,........ 1.16 7.23 This water is neutral to litmus; while the artificial Copper Queen water was very slightly alkaline, which Mr. Lee informs us is also true of the water at Douglas. Both waters mere well aerated by pouring from beaker to beaker, and by blowing in air from the experimenter's lungs. The results of these tests, given in Table I., show that there is no significant difference between the effects of the two waters.

Costly damage by severe wave attack to many engineering structures has illustrated the need for a consideration of the nature of wave action in plans for offshore drilling operations. Using wave data it is possible to answer questions pertaining to engineering problems such as platform elevation, structure orientation, and expected wave forces. For locations where wave records are not available a technique can be used to obtain information about wave characteristics from past meteorological data and near shore submarine topography. Forces exerted on structures by waves may be divided into four parts. A completed study is given in which frequencies of various wave heights and maximum frictional drag forces are computed for a typical offshore drilling site. INTRODUCTION Waves of tremendous proportions accompanying hurricane winds crash against breakwaters and other offshore structures causing untold damages. Wave forces exerted on structures at these times are enormous, as shown by past records of incidents where massive portions of breakwaters have been broken off and moved by waves. On other similar occasions, whole structure; have been unloosed and smashed or floated away. These incidents, which seem almost incredible, serve to illustrate the great amount of energy contained in large waves, and to show that this energy results in powerful forces destructive to offshore installation~ which are not designed sufficiently strong to withstand wave attack. In the past the expected frequencies of waves having various characteristic.% have rarely been considered in the design of structure affected by wave action. As a result, many structures have failed to accomplish the purpose for which they were designed or have collapsed under wave attack. Others have been constructed to withstand greater wave energy than is ever encountered, with resulting waste of material and construction time. In this study an analysis is made of the frequencies of waves having different characteristics which affect the plans for offshore drilling installations. After such an analysis the erection of these structures can proceed with less risk involved and with more efficiency and economy. ENGINEERING ASPECTS In the offshore drilling program wave forces play an extremely important part in design and construction of drilling rigs in shallow water. The design of a platform or other structure from which drilling equipment is operated is critical, becauze any damage to the platform may endanger personnel and result in complete loss of equipment. Since a platform built too close to the water would be battered by breakers, and one built unnecessarily high would involve undue expense, it is necessary to know the most desirable elevation at which the platform should be erected. This is only one of many questions about structural planning which can be answered using existing technique for determining wave characteristics. The purpose of efficient design for the portions of many types of offshore structures which are acted upon by wave forces is the same as that of all designs which deal with frictional forces of a fluid on a solid. For these structures the problem is comparable to that encountered by undersea craft moving through water, except that in the case of a fixed structure the force is produced by the water moving past the model. For off shore sructures which are extremely rigid the frictional forces may be nearly negligible compared with the impact or shock forces imparted by breaking waves. In all case; the better design is that which offers the least resistance to the opposing forces. From a consideration of wave forces, each drilling structure varies in efficiency depending upon the type and amount of superstructure in contact with the waves. For example, round piling and bracing offer less resistance to wave forces than do I-shaped ones. All network superstructure such as cross bracing should be kept to a minimum and at as low an elevation as possible, so that it will not expecience the pressure exerted at the tops of breaking waves. Models of proposed structures can be tested in wave tanks and in the field to ascertain the efficiency of specific designs. Past experience in beach and shoreline engineering has shown that, although changes in the topography of the bottom very near shore do not seem to be occurring, the natural forces involved may be in a delicate balance such that a static state exists. Interruptions of any of these natural forces by erecting offshore structures are likely to cause undesirable effects. Changes in beach profile result partly from sediment being brought into suspension by the orbital motion of waves and partly from the transport of sediment by longshore currents. With the erection of an offshore structure and consequent change in the combined effects of these two forces, unfavorable deposition upon, or erosion of, the bottom at the site may occur. Therefore, combination wave and current studies are essential for the solution of problems involved in the design of most marine structures. TECHNIQUE FOR OBTAINING WAVE INFORMATION In determining the probable effect of wave action on an offshore drilling structure, it is first necessary to know the usual frequencies of certain wave types for the given location. The coal industry had another prosperous year in 1966. Since the turn of the decade, production has been climbing at an average rate of 6% per annum. Although the fast pace slackened somewhat, 1966 production showed a gain of almost 3 % over that of 1965. An impressive record can be drawn from the fact that output per man-day in 1966 was more than twice that of the early 1950's, and more than three times that of the early 1940's. And even though man-power requirements lessened, those men retained by the industry worked longer hours and benefited through higher hourly pay rates. However, cost to the customer increased a little. Such statements can only be made for a healthy industry -one that is constantly improving its efficiency. Coal currently provides more than 25% of the total U.S. energy output. About 50% of all U.S.- mined bituminous coal goes directly to the electric utility market. It should be noted that, now, well over one trillion kwh of electricity is generated annually. Dependence of the giant electric utility industry on coal is based on economy and an abundant, dependable supply of this fuel.

The Agua Fria mine is in eastern Honduras at Lat. 140" 06' N., Long. 86" 36' W. Danli, the seat of the local municipal government, is the nearest town. The property is approximately 44 miles east of Tegucigalpa, the terminus of a truck road from the Pacific coast. The mine lies at an altitude of 3300 ft. with surrounding elevations as high as 6000 feet. For 20 years the oxidized croppings of the Agua Fria vein had been worked intermittently when in 1927 an attempt was made to open the property. A shaft was sunk 300 ft. and considerable ore was blocked out, but before a mill could be installed financial difficulties arose and the mine reverted to the original owners. Erle Y. Halliburton, of Los Angeles, purchased the property in 1934. At that time a careful consideration of all factors involved showed that air transport was the only practical method of moving the equipment and machinery necessary to commence production. The other alternative was by muleback, which required sectionalizing all equipment to a maximum load of 200 lb., and during the rainy season this type of freighting was subject to serious delays. It was decided to purchase a trimotor Ford powered by three Pratt and Whitney Wasp B motors developing 400 hp. each. There were several reasons for the choice: (1) this type of plane was available at a reasonable price, owing to its replacement by faster models on most of the airlines in the United States; (2) the ship was capable of carrying a pay load of 3000 Ib. over the required distance; (3) since this airplane had been widely used there would be no difficulty in securing competent personnel or in purchasing spare parts. It was necessary to rebuild the plane for cargo servicc. The windows were removed and the fuselage was entirely covered. A hatch was cut in the top of the fuselage to receive heavy crane loads and pieces of freight that were too large or too long to go through the rear door. The seats were removed and the interior of the plane was lined with Duralumin sheets. A heavy-duty landing gear was installed and the floor was reinforced. The nearest site for an airport was two miles north of the mine. The necessary grading was done by a small track-type tractor with a wheeled grader, which was brought in overland. The Cb-rich boundary of the (Cb,Al) a phase field at 1250OC is near 41 pct Al. The Al atoms tend to occupy the C. N. 12 sites in this structure. A homologous (Ta,Al)a phase was identified. No a phase was found in the Mo-Al system at 1200°C. The first binary o-phase with a non-transition element as a major component was found1,2 in the Cb-Al system. The composition of this phase was reported2 as approximately 34 at. pct Al, based on X-ray diffraction patterns taken of alloys in the as-cast condition. Further study of the composition of this o-phase, therefore, appeared desirable. Since Si was previously found3,4 to occupy preferentially the lowest C.N. sites (I and IV) in the a phase, and preliminary resultsa indicated that Al may show similar ordering, one of the aims of the present work was to obtain more complete information on ordering in (Cb, Al) o. Among the binary systems of Al with Ti-, V-, and Cr-group elements, the Ti-Al, Zr-Al, V-Al, and Cr-Al systems are known to comprise no o-phase. In the present work a Ta-Al and a Mo-Al alloy were studied in an effort to find additional o phases with Al as a major component. EXPERIMENTAL PROCEDURES AND RESULTS An alloy with the intended composition of Ta + 40 at. pct Al was prepared by arc melting in He atmosphere. In both the as-cast condition and after annealing for 10 days at 1250°C and quenching in cold water this alloy consisted of two phases, as seen in the X-ray pattern and the microstructure. One of these phases was identified as the o-phase; the observed and calculated d-spacings are shown in Table I. The lattice parameters of this o-phase are a = 9.972 A, c = 5.214 A and c/a =0.5228, as determined from a Debye-Scherrer pattern using Fe K a radiation. The d-spacings for the unknown second phase are given in Table 11. The alloy contained approximately 25 pct of the unknown phase after annealing, as estimated on the basis of microscopic examination. A Mo-Al alloy was prepared by arc melting, with an intended Al-content of 35 at. pct. The alloy button was annealed for 7 days at 1200°C and water quenched. The X-ray pattern of the alloy in both the as-cast and the annealed state showed the reflections of Mo3Al (Cr30 type structure) and an unknown phase different from a. Six Cb-Al alloys were prepared in the composition range 30 to 50 pct Al. All alloys were arc melted in He atmosphere. After annealing for three days at 1175oC in evacuated silica capsules and quenching in water, the alloys with 30 to 40 pct Al contained three phases, namely the o-phase, Cb3Al (Cr3O-type structure) and an unknown phase. The alloys with more than 40 pct Al contained two phases, namely, what appeared metallographically, the o-phase and the same unknown phase. In the alloys containing less that 38 pct Al, the unknown phase was not present after annealing for 4 days at 1250°c,

C. P. HEINER*—I would like to ask Mr. Toenges about the highest rank coal. I did not get that clearly. What kind of coal is that? A. L. TOENGES (author's reply)— The coal in the Matanuska field ranges from high volatile "B" bituminus to anthracite. It all depends on which direction you go in the Matanuska field. C. P. HEINER—Is it a large reserve. A. L. TOENGES—That is what we hope. That is what we are trying to find out. B. W. DYER*—In those strip beds, I wonder how far back the coal would weather ? A. L. TOENGES—I never noticed particularly. B. W. DYER—The weathering does not extend back like it does in this country ? A. L. TOENGES—No, it does not. B. W. DYER—Is that due to the freezing ? A. L. TOENGES—Probably so. B. W. DYER—In this country, you would expect nothing but weathered coal. R. H. SWALLOW*—Along that line, you mentioned some of the seams were on fire. Did you ever know how far back they burned, or was it hard to tell ? A. L. TOENGES—The fires occurred in the mine. That one you refer to was from an inside fire.

The dressing-works of the St. Joseph Lead Company were destroyed by fire, February 26th, 1883. Within about four months, or on July 5th, 1883, the new mill, with a capacity of 500 tons per day, was built and in active operation. The capacity of the new mill has since been increased to 800 tons per day. The old mill was built in 1867, by Mr. C. B. Parsons, the present superintendent. It was a curious rambling old structure, which had grown with the demands of the business; a few jigs having been added in one place, a table or two in another and wings and sheds added to the main buildings, from time to time, as it was found necessary to increase the efficiency or the capacity of the mill. The old mill was, moreover, a most interesting place to the student, a perfect "museum of ore-dressing." Nearly every form of dressing apparatus known to the art had, at one time or another, found a place under its roof, jigs of many kinds, concave, convex, side-bump and stationary tables, tyes, buddles, dolly-tubs, etc., etc. The method of dressing followed in the main the lines of English practice, but with many modifications, both in the machinery and the methods of working, due to the inventive genius of Mr. Parsons. Coal as mined contains varying quantities of inorganic components (mineral matter) which, on combustion, produce the residue known as ash. It has long been realized that the weight of this residue does not equal the weight of the mineral matter originally in the coal, because of the chemical changes that take place during the ashing process. Moreover, the ordinary ash analysis presents the ash as a mixture of oxides with little or no clue to the identity of the mineral species originally present in the coal. It is only for pyritic sulfur that an attempt is made to determine a mineral component. So far as the authors are aware, there are practically no experimental data in the literature as to the percentages of the different mineral species present in coal. The oft-quoted table of Marson and Cobb1 cannot rightly be considered as data, since the authors merely state that the table "shows the probable forms in which these ash constituents exist in coal." In view of the attempts to calculate analyses and determinations of the calorific equivalent of coal to the mineral-matter-free basis, as well as the importance of the mineral species in clinkering, combustion and coking, it seems strange that so few data are available on this phase of coal technology. For example, numerous empirical corrections for use in the scientific classification of coal have been suggested to compensate for the losses from the mineral matter during ignition of the coal to ash. These include multiplication of the ash percentage by various factors such as l 1/10 and 156, the use of the Parr unit coal formula (1.08 A + 22/40 S, where S = total sulfur) as well as certain modifications of the Parr formula that attempt to correct for the organic sulfur present in the coal. Environmental constraints can both delay and raise the cost of a major plant addition, often requiring a complete reevaluation of the plant site and the proposed project. In this case history, steps are presented which were followed in applying for environmental permits for a major addition to a lime plant. Methods are described for determining expected emission increases and for selecting the best control technology for each source. The description progresses through pre-application conferences with control agencies, the formal application procedure, computer modeling the air quality impact, and the methods followed in obtaining a favorable determination.

During the year 1933, in the Texas Panhandle, 113 oil wells were completed, adding 33,337 bbl. to the daily potential of the field. The field potential on Jan. 1, 1933, as determined by the Texas Railroad Commission, was 149,260 bbl., with a daily allowable production of 41,000 bbl. The potential was raised gradually, until on July 16, 1933, it reached 155,344 bbl. with a daily allowable of 55,000 bbl. This potential and allowable was maintained over a period from July 16, 1933, to Sept. 8, 1933, when the potential was reduced to 136,893, with a daily allowable of 43,727 bbl. Since Sept. 8, 1933, there has been a gradual increase, until on Jan. 1, 1934, the field potential reached 159,740 bbl. with a daily allowable of 42,000 bbl. Of this amount 26,429 bbl. arc "marginal oil" and 2682 bbl. are exempt on account of water. Deepening of Wells During the year 64 wells were deepened, increasing their total oil production 9631 bbl. per day. Of this amount the Gray County granite wash contributed 9256 bbl. from 57 wells. It has been found in many places that the granite wash carries an additional oil pay from 50 to 75 ft. below sea level. IF I LIVE another fourteen months and am still con-nected with the coal industry, I shall then have com-pleted a half century with it. Since May, 1874, when .I first entered the bituminous workings as a miner, I think I have held almost every position connected with a mine except possibly that of mule driver, for which I was unfitted by reason of my religious upbringing. We are all agreed, at least I have not heard it contra-dicted, that there is serious over-production in the bituminous industry. This has come about in various ways and is easily explained. During the Fuel Admin-istration, I recall making an estimate of the possible output of the bituminous mines of the country provided they were given a full force of men and a full-car supply; my estimate was a little over a billion tons a year. A few months ago, the late Francis H. Peabody, of Chicago, made a practically identical estimate. If, however, both of these conditions should happen con-currently, there would very soon be no market for the coal, and many of the mines would close down. Even today, if 10 per cent. more cars were furnished, to the bituminous mines, market prices would drop very seriously.

C ONDITIONS have not been favorable for new developments in any line. It has been a period, how- ever in which recent developments have been subjected to the severest tests. Those which have been able to hold their own in the severe competition of 1932 must be considered fully proved commercial processes. The continuous vertical-muffle retort plant at Palmer- ton is reported to have been in operation at practically full capacity throughout the year. The high quality of metal produced and the low operating costs are factors which have kept this plant running when many of the older furnaces were shut down. The plant at Meadow- brook, W. Va., is also reported to have been in steady operation throughout the year. Average retort life is said to be better than two years with about three-quarters of the original retorts still in operation after 2 ½ years.

Gentlemen.-The Institute was founded 54 years ago "with the object of promoting the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained," At least once a year it is well to take stock of our assets, review our performance and determine how well we are now carrying out the purposes of our Founders. There can be no question as to the work the Institute has done and is doing in promoting the arts and sciences in the fields of mining and metallurgy. One needs only to contrast the methods, the labor and the costs of a half century ago with those now to visualize how far we have gone in the development of accurate technology and sound economics in mineral and metal production. The great mines, mills and smelters of the present, handling individually thousands of tons per day, would' have been impossible except for the accumulation of knowledge, the development of theory, and the improvement in practice that has characterized the period since the foundation of the Institute. The United States has prospered in the last half century greatly, and this has been due not merely to the possession of great natural resources, but to these resources being reduced to possession and put to work. The absence of customs barriers and the freedom of trade across the whole width of this great continent has been an important factor in the growth of our wealth. Unrestricted interchange of goods has permitted each citizen to draw on the resources of the whole country. However, these are but subsidiary causes of prosperity. The free interchange of scientific and technical data, by making the whole body of facts and theory available to each worker, has made this quick and unrivaled development possible. In promoting this free trade in knowledge the Institute may claim a large place without fear of denial. The .72 volumes of TRANSACTIONS, the special volumes, the bulletins and the other publications that have been issued, include a store of knowledge of the arts and sciences related to the production and use of metals and minerals not duplicated elsewhere.
