The Southwest Virginia Improvement Company began operations in the Bluestone Flat-Top coal-field, situated in Tazewell County, Virginia, in the fall of 1881. In May, 1883, the company had built 200 coke-ovens, and by March, 188-1, had 9000 feet of entries, exclusive of air-ways, in the Nelson or Rig coal-bed of this district (which here averages eleven feet in thickness), and had extracted 200,000 tons of coal, representing an area of about twenty acres. About this opening has grown the recently incorporated city of Pocahontas, and the completion of the New River branch of the Norfolk and Western Railroad to this point enabled the company to make large contracts for supplying coal and coke, so that it was deemed necessary, on account of the limited area developed, to work the mine day and night to fill orders. At 1.30 Thursday morning, March 13th, the inhabitants of Pocahontas were awakened by a violent shock, and within a few minutes all knew that the East mine had been the scene of an explosion of so general a nature that, of the 114 men at work, not one had escaped. The daily papers gave more or less distorted accounts of the number of victims, the scenes in and about, the mine, and the probable cause of the disaster. At the request of the company, the President of the American Institute of Mining Engineers appointed the undersigned a committee of three to investigate the matter, and the committee thus constituted presents the following report, accompanied by a copy of the testimony taken daring the investigation, for preservation in the archives of the Institute. Pocahontas was reached on Thursday, April 24th, and left on Friday, May 2d. During this interval the committee made repeated visits to the mine, especially to the points, of most importance, examining it carefully in every part; and summoned a number of witnesses, twenty-six of whom appeared and testified. The flotation operation can be analyzed in terms of three groups of variables. The first, largely independent of control by the operator, embraces the fixed physical and chemical properties of the ore minerals. The second includes all chemical and physical effects imposed on an ore after mining that influence its floatability. These can be either purposefully or accidentally applied. The third embodies the flotation-machine characteristics which realize the potential floatability of selected ore minerals in terms of grade and recovery levels. The machine effectiveness thus depends not only on its own contribution, but on the prior influence of all other variables on floatability. HISTORICAL DEVELOPMENT From the earliest days, flotation mills used many types of machines. Hoover 20 in 1914 mentioned as then important the Potter-Delprat tank for gas generation by acid, the DeBavay cones for skin flotation, the Elmore mixer and separation chamber for vacuum flotation, and his own modification of the Mineral Separation cell for the agitation froth process. Less important at the time were the MacQuisten tube and the Hyde cell. By 19274~ scores of machines had been developed and dozens had found their way into mills. From then on, however, under the scrutiny of competitive tests, many fell into disuse. Taggart in 19454~ classified processes broadly as skin flotation and froth flotation, dividing machines for the latter into the three categories: bubble column, pulp body, and combination.* Under 'bubble column' he listed all pneumatic, cascade, and subaeration cells; and under 'pulp body' those cells in which gas was generated by boiling, chemical action, and pressure reduction, as well as the agitation-froth type. At that writing skin flotation, the cascade machines, and all pulp body and combination machines were said to be extinct, leaving pneumatic and subaeration types dominant (u. S. practice). The process of elimination has continued to the present, with almost all pneumatic cells succumbing to the pressure of competition from subaeration machines. The only new machines to appear in recent years have been double-impeller types f and these have met with only limited acceptance.

Electrolytic extraction of carbides from quenched and tempered steel and their examination under the electron microscope were found to be helpful in understanding the mechanism of secondary hardening in alloy steels1 and the same technique has been applied to isothermally transformed steels. A preliminary survey of the utility of the method has indicated that it has promising possibilities for investigating the characteristics of pearlite and bainite. The examination of a few carbon and chromium steels has suggested that pearlite is formed with carbides of two varieties representing the lamellar and nonlamellar forms and that bainite appears to form with a structure analogous to, but significantly different from, martensite. Procedure The method used for examining the carbides was similar to that described previously.1 The chromium steels used in the investigation were made from an Armco iron base in an induction furnace and were not treated with grain-refining deoxidizers. The composition of the steels is given in Table 1. Three-inch square ingots were forged and rolled to 1/8-in. thick sheet for use in the isothermal studies. After rolling, the sheets were sandblasted to remove the rolling scale. Specimens approximately 3/4-in. wide and l1/2-in. long were prepared from the 1/8-in. sheet. They were heated in a salt "bath at 2100°F (1150°C) for 1/2 hour, transferred to other salt baths at 1300°F (704°C), 1000°F (538°C), 800°F (426°C), or 600°F (315°C), held for various periods up to 100 hr and finally quenched in water. After quenching, the specimens were cut in half, one half being submitted to microscopic examination and the other half being used for the electrolytic extraction. The isothermally transformed specimens were submitted to examination under the light microscope to determine the degree of transformation and type of structure and were photographed at 2000 X. Carbide residues were obtained by electrolyzing in 10 pet hydrochloric acid and collecting the residue in glycerine to minimize attack by the acid. As pointed out in the earlier paper, the carbides are attacked to some degree during electrolysis. This attack is relatively minor on the coarser carbides but may be quite severe on the fine bainitic carbides. The residues were washed free of the glycerine with water and alcohol. The alcohol was removed by repeated washings of amyl acetate, and the amyl acetate suspensions were transferred to stoppered vials. Debye-Sherrer X ray diffraction patterns of the residues were prepared using a chromium target. A selection based on the microstructure and X ray data was then made of samples considered most illustrative of the progress of transformation. Electrolytically extracted residues from these samples were submitted to examination by W. D. Forgeng and A. C. Jenkins on the electron microscope at the Research Laboratories of The Linde Air Products Co. and electron micrographs were made at X 5000 and enlarged to 25,000 X. The micrographs obtained with both the light and the electron microscopes are mounted side by side in the accompanying figures. Although no effort was made to establish the T-T-T diagram for the chromium steels, the times for holding in the salt bath were adjusted with the intention of making the samples represent different stages in the transformation at temperatures of 600, 800, 1000, and 1300°F. The degrees of transformation and results of X ray examination are shown in Tables 2—4. The carbide designations refer to orthorhombic or trigonal carbide types and are not meant to imply that the compositions are exactly as indicated. X ray Diffraction Data The occurrence of Fe3C and Cr7C3 in these steels was found to be consistent with published data on comparable chromium steels. EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1'2 Aside from an article by Churchill, Rowley, and Martin in 1948," little has been published on the subject of fluorine in coal except by foreign investigators. The first indication of fluorine compounds in coal was noted in England in 1934 by R. Lessing,4,5 who found that the presence of fluorine in Midland and West County coals was definitely established by etching of glass and by severe corrosion of porcelain fillings in a gas works scrubber. Etching of glass in a direct contact annealing kiln initiated research, and in 1944 four papers were published by H. E. Crossley,6-9 giving results of investigations of fluorine in coal of England by the Fuel Research Board, Department of Scientific and Industrial Research. These investigations studied methods of determining fluorine, the quantities present in various coal deposits, the geographical distribution of fluorine in British coals, occurrence of fluorine in minerals associated with coal, amounts of fluorine compared to other constituents of coal, the nature of fluorine compounds, and industrial significance of fluorine in coal. It was shown that British coals contain from 5 to 200 ppm of fluorine, which is probably present as fluorapatite [Ca10F2(PO4)6], often written as [3Ca3P2O8.CaF2]. The fluorapatite is intimately associated with shale in some coals and can often be separated from these coals along with the shales. H. E. Crossley8 also reported no correlation between the amounts of chlorine, sulfur, or ash and the amount of fluorine in different coals. He found, however, a relationship between the content of fluorine and phosporus in many British coals. Thus it should be possible to anticipate likely fluorine-rich coals from existing data giving phosphorus content. Occurrences and associations of natural tellurides are constrained by the relative fugacities of Te, in specific mineralizing environments. Some are rare (e.g., FeTe2) and others absent (e.g. MoTe , ZnTe) m nature because high f-Te2/f-S2 ratios are rare or unattainable , whereas others (e. g . , Ag2Te,HgTe) require lower ratios and are common. Complex and seemingly chaotic sulfide-telluride associations are, in fact, highly systematic and depend both on temperature and fugacity ratios. Some older sulfides act as buffers via reactions such as PbS + Te2 = PbTe + S2, thereby affecting the deposition and paragenesis of younger tellurides and the combined or uncombined mode of occurrence of precious metals. Thermochemical calculations of telluride-sulfide-oxide equilibria can have pragmatic value. The thermochemical approach tells us little about the Te "source", but is beginning to unravel the systematics of telluride mineralogy and controls at the precipitational end of the line.

In Tasmania a tailrace tunnel to handle water discharged from a turbine generator has been successfully driven by a machine tunneling method similar to that described in the July 1962 issue of Civil Engineering. The Hydro-Electric Commission, Tasmania, is constructing a high- head (2750 ft) power project that will utilize the storage in the Great Lake (1,150,000 acre-ft) at an elevation of 3380 ft. The underground power station will house six vertical shaft turbo-generators, each rated at 50,000 kw. The tailrace tunnel, 16 ft diam and 14,600 ft long, was driven through a reasonably homogeneous hard mudstone. It was decided to excavate this mechanically in the hope of saving some money on excavation and a considerable sum on the ultimate lining of the tunnel. Mechanical engineers from Tasmania worked with the firm of James S. Robbins and Associates of Seattle, Wash., which designed and supplied the "mole."

Rhyolitic welded-tuff wallrocks of the epithermal base and precious metal veins of the Creede district were pervasively altered by the addition of more than two billion metric tons of potassium some 1.5-2 million years before mineralization. Sodium, calcium and magnesium were strongly depleted, yielding a nearly binary quartz + potassium feldspar assemblage containing as much as 13 weight percent K 0. This large-scale metasomatism, originally noted by Steven and Rattle (1965), took place progressively by initial alteration of plagioclase phenocrysts to orthoclase or microcline followed by alteration of the groundmass feldspar to orthoclase and gradual change of the sanidine phenocrysts to more Or-rich compositions. Oxygen isotope and chemical studies show that the metasomatism resulted from the interaction of the tuffs with deeply circulating heated ground water and suggest that the potassium metasomatism of rhyolitic rocks is the facies equivalent of propylitization of volcanic rocks of more basic composition.

IN mining in Malaya has been a courageous ad- venture in private enterprise, attended by all the hazards of prospecting in unexplored areas of tropical jungles-jungles that still cover four-fifths of the country. To assess the contribution of an industry to a country's revenue, it is necessary to consider not only duties levied on the products, but also the revenue from all businesses and individuals directly and indirectly deriving income from the industry. Exact figures are not obtainable, but from 1850 until shortly before the first World War, tin mining in Malaya was a dominant factor in the Federation's development. Even at the turn of the century, tin export duty alone represented 45 pct of total Government revenue, while in the 40-year period up to the end of 1937, tin ore duties collected by the Federated Malay States Government amounted to 383,- 81 0,284 Malayan dollars,* approximately one-fifth of the total revenue for the same period.

The Lead-Line Update held in conjunction with the 1977 SME-AIME Fall Meeting in St. Louis provided sessions on mining, mineral processing, extractive metallurgy, and economies to brief the record on the industry's activities and developments since the 1970 World Symposium on Lead and Line convened, also in St. Louis. Changes in the industry since 1970 have not been profound, notes the program committee, consisting of D. O. Rausch, F. M. Stephens, and B.C. Mariacher, cochairmen; and H. L. Clifford, S. C. Fall), and M. Snedeker. However, various environmental and conservation factors have had a direct impact on process consideration and operating practice; the result has been new mines, improved technology, and changing market opportunities. The general consensus of the participants is that the future for the Lead-zinc industry looks promising as new applications are found and new products resulting from intensive research reach the marketplace. The highlights of the HS technical papers presented at the 1977 session follows.

In 1964, mining education in the United States will celebrate a 100th anniversary-that of the founding of our first school of mines at Columbia University. Prior to that, curricula leading to degrees in mining and metallurgical engineering were offered in 1853 by the Polytechnic College of Pennsylvania in Philadelphia. But the New World's earliest achievements in mining and metallurgical education were those of the Spanish in what is now Mexico. American metallurgy probably goes back to Father Jose de Acosta, who in 1590 described the metallurgy of silver and mercury in the New World.' The Spanish priest and metallurgist Don Alvaro Alonso Barba Toscano (1569-1662), in his hook The Art of Metals, published in 1640, stated a need for a school of mining and metallurgical education in the New World. (The latest translation of this book was made by R. E. Douglas and E. P. Mathewson and published by J. Wiley & Sons, New York, in 1923.)

Paralleling recent experiments in the U. S., the Mines Branch of the Department of Mines and Technical Surveys in Ottawa has developed a laboratory process for recovering cell-grade alumina from aluminiferous shale. Mines Branch Research Report R45 (1959) entitled The Alum-Amine Process For The Recovery of Alumina From Shale by G. Thomas and T. R. Ingraham states " . . . With the recent resurgence in Canada, and in the United States, of attempts to recover cell-grade alumina from clays and shales, the Mines Branch undertook to review certain processes that had been tried with marginal success . . . In particular, it seemed quite possible that some recent developments in organic chemistry, relating to uranium technology, might be utilized for the removal of the last traces of iron from intermediate products to permit the attainment of a satisfactory grade of alumina." This introductory paragraph explains the authors' approach toward development of an alumina recovery process from shale. The following is an abstract of their successful laboratory experiments.

A satisfactory well-cementing composition must retain its fluidity long enough to be pumped into Place; then it must develop within a reasonable length of time sufficient strength and impermeability to anchor the casing in position and to form an effective seal between the casing and the formations. These properties may be evaluated by pumpability, strength (compressive or tensile), and permeability tests. Laboratory test procedures for the determination of pumpability time and strength development have been outlined previously and are readily available,1 but a satisfactory and convenient laboratory procedure for the measurement of the permeability of set cement has not been developed heretofore. some permeability data have been obtained previously by passing air through dried cement specimens.2 such a procedure is unsatisfactory because the drying of set cement alters it physical and chemical properties and subjects it to conditions dissimilar to well conditions. Many studies have been made of the microflotation of quartz (de Bruyn, 1955; Fuerstenau, 1957; Somasundaran, 1964; Smith, 1973; Fuerstenau, 1976; and Smith and Akhtar, 1976) and alumina (Somasundaran, 1964; Smith and Akhtar, 1976; Fuerstenau and Palmer, 1976; Fuerstenau and Akhtar, 1976; Fuerstenau and Yamada, 1963; Modi and Fuerstenau, 1960) using various anionic and cationic heteropolar hydrocarbon surfactants as collectors. A few studies have been made on these materials using amphoteric hydrocarbon collectors (Wrobel 1969 and 1970; Smith. Haddenham, and Schroeder, 1973; Gupta and Smith, 1975) and only a few studies have been made on the use of fluorocarbon surfactants as flotation collectors Cooke and Talbot, 1955; Somasundaran and Kulkami, 1973). The present investigation compares microflotation response of the two minerals in hydrocarbon and fluorocarbon collector systems of the anionic, cationic, and amphoteric types. An attempt is made to relate flotation response of the minerals to their electrokinetic behavior and the pKa values of the collectors.

THE carbon content of iron-silicon and of iron-manganese alloys at fixed activities of carbon has been reported previously.' It seemed desirable to investigate a system which allows a more extended range of alloy composition within a single phase region. The iron-nickel system is ideal in this respect, in that all alloys from 100 pct Fe to 100 pct Ni are face centered cubic ("austenitic") at 1000 °C. The experimental procedure was similar to that previously described.1,2 The alloys, in the form of pieces about 2 by 2 by 0.2 cm thick, together with a similar specimen of pure iron, were equilibrated with each of a series carbon monoxide-carbon dioxide tnixtures of fixed composition, quenched in the carburizing gas in the top of the furnace and then analyzed for carbon. A commercially available microprocessor-based system capable of monitoring 512 channels has been interfaced with monitors for radon, working level, air velocity, and fan power. The basic system utilizes both 280 and 8080 microprocessors in a desktop central processing unit (CPU). CPU hardware includes keyboard, video display (CRT), and disk drive; a printer is used to keep permanent data records. Signals from all channels are transmitted to the computer in digital form where they are processed for alarm status. Software developed for the system allows for audiovisual alarms in the event of low and high readings, rate change, change of state, or communica- tion failure. Up to six channels can be continuously displayed on the CRT for current readings. Shift reports and trend logs may be generated to help the ventilation engineer determine average working levels and ventilation effectiveness. Additional software permits the operator to program command sequences which may be used to automatically restart fans after a power outage.

RECENT interest has been shown in utilizing solid-state techniques for obtaining large oriented grains in the Alnico Alloys.1-4 Unfortunately, due to the inherent brittleness of these materials it is difficult to introduce sufficient imperfections by deformation to support the nucleation and growth of new, recrystallized grains. As a result, recrystal-lization methods for obtaining large grains, such as the strain-anneal technique, do not appear to be feasible. Steinort et a1.2 used a combination of a thermal gradient and internal strains to obtain large single crystals of Alnico 5 from a poly crystalline casting by annealing at temperatures above 1200°C. It was suggested that the strains were the result of the precipitation of the y phase which exists between -850° and 1200°C.
