Objective stockpile goals have been met for antimony, bismuth, fluorspar, and iridium, while those for bauxite, cadmium, copper, lead, zinc, manganese, mercury, platinum, tin, and vanadium have not, according to a report by the Munitions Board. Total materials under inventory and contract represent about 78 pct of entire stockpile goals, the report stated. Frobisher, Ltd., of Canada has been given permission to survey power possibilities in certain lake and river basins in the Yukon believed to have a potential of 5 million he. Canadian Resources Minister, Robert Winters, also announced that his Government has rejected a bid by Aluminum Co. of America concerning use of Canadian waters to power a proposed Alaska aluminum project. Alcoa is reported hopeful of resuming negotiations.

* A demonstration pipeline for transporting coal will be constructed by Pittsburgh Consolidation Coal Co, at the Georgetown strip-mining operation near Cadiz, Ohio, The 12-in., 17,000-ft line, special crushing and preparation equipment, and pumps especially designed for the operation will cost about $550,000. A slurry of fine coal and water will be fed into the line and moved through it under pressure. * Sulphur resources in the U.S. are being rapidly exhausted with no new major deposits being found, This common mineral may become one of the most strategic items during the next five years. Recovery of sulphur from pyrites is being considered in case of an emergency. Already the British have adopted stringent measures to conserve sulphur supplies.

THE first record of the discovery of iron ore in Missouri was Marquette's observation in 1673 of brown iron ore, or limonite, in the Mississippi River bluffs just north of the mouth of Apple Creek in southeastern Perry County. There is no record of any attempt to mine or smelt Missouri iron ores until 1815, when the Ashebran furnace was erected at the Stouts Creek shut-in near Arcadia, Iron County. Some limonite was treated in this furnace, the first iron furnace west of Ohio, but most of the ore was hematite from Shepherd Mountain and adjacent deposits. Eight years later, in 1823, the Perry furnace five miles north of Caledonia, Washington County, was constructed to smelt limonite ore. It

The requirements for controlling air and stream pollution are a most timely subject for concerned people. The coal industry has taken great measures to reduce pollution. With the use of more efficient scrubbing equipment on their thermal dryers, pollution has been considerably reduced. Furthermore, eliminating thermal drying completely by using centrifugal dryers (Bird screen bowls) to dewater fine coal products and meet consumer specification has completely eliminated air pollution. The coal industry is taking steps to eliminate stream pollution and the hazards created by tailings ponds. These plants are closing their water circuit by recovering all solids in solid-bowl centrifugal equipment. In doing this effectively and economically the water discharged into the streams does not contain any refuse solids. This provides a safe economical method.

The extraction of gold and silver from ores with alkaline cyanide solutions is well known. Cyanide solutions are also good solvents for many base metal minerals, particularly most of the copper minerals. Leaver and Woolf, who determined the solubilities of copper minerals in 0.10 pct sodium cyanide solution, showed that malachite, cuprite, chalcocite, and bornite are readily soluble in cyanide; least soluble are chalcopyrite and chrysocolla. The Mining Chemicals Laboratory of American Cyanamid Co. has studied the possibilities of using cyanide solutions for leaching base metals. In this article the authors present the results of their experiments with cyanide leaching to reduce the copper content of a zinc concentrate from 0.050 pct to the desired specification of less than 0.02 pct.

The price records of seven representative mineral commodities for the 68-year period 1890 through 1957 have been compiled and analyzed for significant trends. When these records are reduced to real prices in terms of dollars of constant purchasing power or to the purchasing power of industrial wages at average rates, a substantial overall fall in prices is revealed. This downtrend contradicts the widely held concept that heavy drafts on a mineral resource must lead to scarcity, reflected in rising prices. Three metals (aluminum, copper, and pig iron), two fuels (bituminous coal and petroleum), and two nonmetals (sulfur and cement) have been chosen because of their pre-eminence in their respective categories, their significance in an industrial economy, and the ready availability of their price records. It might be added that these seven commodities were selected before any price figures were compiled; none was selected or rejected to substantiate any preconceived notions as to price trends. The overall importance of the seven is demonstrated by the fact that, taken together, they composed over three-fourths of the value of all minerals produced in the U. S. in 1957. The first step in the analysis was to reduce the price records to a basis for significant comparisons. Two such comparisons have been made: 1) The quantities of each of the commodities that could have been purchased for an average hour's wage in each year, and 2) the unit price of each commodity through the years in terms of deflated dollars. These data are set forth in the accompanying table and two charts. The quantities of the mineral commodity purchasable with the average wage for one hour's work in all manufacturing industries through 1926 were based on annual average prices and on average annual wage rates determined by Paul H. Douglas and published in his "Real Wages in the United States, 1890-1926." The series was extended through 1957 by the Bureau of Labor Statistics, U. S. Department of Labor. Calculations based on these data show that the average worker could have purchased 1.28 lb of copper with his hourly wage in 1890, whereas his hourly wage would have purchased 8.11 lb in 1957, an increase of 633 pct in the 68-year period. An average hour's wage would have bought 10.85 gal of petroleum in 1890, compared with 33.04 gal in 1957. Even more spectacular is the increase in sulfur, of which 25.25 lb could have been purchased with the 1904 average hourly wage; 223.08 lb were purchasable with the wage in 1957—an increase of 883 pct. Comparable price data for sulfur are not available for years earlier than 1904. For every commodity, the calculations show an improvement in the wage earner's purchasing power in 1957 compared with the early years. Measuring purchasing power in terms of wages does not give an entirely fair picture of the availability of a commodity in an economy. When the efficiency of an economy changes and the balance shifts among such elements as raw-material production, manufacturing, and service trade, the economic significance of an hour's work changes. Partly to meet such criticism, but mostly to present another interesting measure of the response of minerals to changing market conditions, a second set of calculations has been made to deflate unit prices for the seven commodities into terms of 1954 dollars. To accomplish this adjustment to a common 1954 parity, the Gross National Product Price Deflator, developed by the Office of Business Economics, U. S. Department of Commerce, was used. Although the results of these calculations are not as striking as those based on labor's increasing purchasing power, nevertheless the declines outweigh the rises in the prices of the mineral commodities. In terms of these deflated prices, aluminum and sulfur are much cheaper today than in the early years; copper was substantially cheaper in 1957 than in 1890; pig iron and petroleum are little changed; and only bituminous coal and cement have increased substantially. Strangely, the two mineral commodities with the strongest reserve positions are the two to exhibit rising real prices. Now this apparent overall downtrend in prices has taken place during a period of almost fantastic increase in the demand for mineral products. The value of minerals consumed in the world during the period greatly exceeds all mineral consumption up to 1890. A stage has been reached in the U.S. in which 95 pct of the energy used is of mineral origin and in which machines, structures, roadways, communication facilities, and most other elements in the industrial economy are primarily of mineral origin. Even agricultural fertility is maintained, in large measure, by mineral fertilizers. A series published in Minerals Yearbook shows that the value of U. S. mineral products has risen from $615 million in 1890 to $18,000 million in 1957, a 29-fold increase. Even in deflated dollars, the increase has been eightfold, while population has expanded less than threefold. Not only are demands of the industrial nations— the U. S., countries of Western Europe, and Japan— increasing at rapid rates, but those countries with agrarian economies are calling themselves underdeveloped and clamoring to industrialize. The ever-expanding mineral requirements in the U. S. and throughout the world show no abatement. Mineral reserves frequently have been described as wasting assets. Much concern has been shown for future users, who have been pictured as finding themselves on a plundered planet. Conservationists have viewed the future with alarm and have demanded legislation and regulations to reduce the drain on mineral reserves.

INTRODUCTION Since the infancy of in situ uranium mining, a growing number of hydrometallurgical processes have been incorporated into pilot and commercial scale flowsheets. Although initial design efforts were geared toward maximizing uranium recovery and minimizing plant and wellfield flow circuit maintenance, recent emphasis has shifted to improved means of water conservation and aquifer restoration. As mining units approached depletion, evaporation ponds reached minimum freeboard, and state and federal agencies demanded proof of groundwater restoration, processes including mixed bed and conventional ion exchange, reverse osmosis and electrodialysis were adopted by the industry. These units served the additional function of reducing process bleed flows during mining in states where the deep disposal well permitting ice remains unbroken. This report concerns the use of electrodialysis as an alternative to the more conventional processes used in in situ mining. In addition to a brief history and description of the process, a comparison to reverse osmosis and operational data derived from testing an Ionics, Inc. 1.31 x 10-3 m /s (30,000 gallon/day) unit at the Teton-Nedco Leuenberger Research and Development pilot will be presented. HISTORY Commercially practicable electrodialysis was contingent upon the development of synthetic ion exchange membranes in 1940's. In 1952, Ionics Inc. demonstrated that the process was amenable to the treatment of salt and brackish water and, in 1954, made their first commercial sale. The following decade saw several major electrodialysis unit sales which were generally targeted for use on private or municipal potable water treatment. Major increases in membrane desalting unit capacities, facilitated by technological advances in the reserve osmosis industry, were noted during the 1970's. The development of polarity reversing electrodialysis equipment which reduced feed pretreatment requirements, increased water recovery rates, and simplified unit operation, kept Ionics Inc. competetive in the water treatment industry. Engineering advances which incorporated automated equipment, non-corrosive construction materials, and improved ion exchange membranes allowed the electrodialysis process to compete in industrial waste treatment among other commercial markets. PROCESS AND APPARATUS DESCRIPTION The electrodialysis process utilizes direct electrical current passed across a stack of alternating cation and anion selective membranes in order to achieve an electrochemical separation of ionized materials in an aqueous solution. The membrane stack has the appearance of a plate and frame filter press and auxilliary equipment includes solution pumps, electrically actuated valves, filters, piping and a direct current power source. The ion separation membranes are thin sheets of synthetic cation or anion selective resins. Attaching sulfonate or quaternary ammonium groups to the cross linked copolymer structure determines the ion selectivity of the membrane. The membranes are separated from each other in the stack by non-conductive spacers that house flow channels which route the flow tortuously and parallel to the membranes. Direct electrical current passing perpendicularly to the membranes and solution passages attracts cations toward the cathode and anions toward the anode (Figure 1). As the ions from the feed stream pass through the ion selective membranes, they become concentrated in the adjacent brine channel and are retained there by the combined attractive force of the electrode and the repelling force of the next membrane toward the electrode. Limiting factors on the degree of demineralization possible include chemical solubilities in the brine flow and the current density that will produce an unacceptable degree of polarization (Figure 1). Feed or brine solution treatment with complexing agents or acids has been successfully applied to prevent membrane scaling. Polarization can occur when sufficient current density is applied to dissociate water in the ion depleted region of the diluting compartments near the membrane surfaces. Significant polarization is evidenced by large electrical resistances across cell pairs and notable pH differences between diluting and concentrating streams. Limiting current densities have been increased in U.S. manufactured equipment by utilizing tortuous flow paths of relatively high linear velocities thereby promoting continous solution mixing. Energy consumption is due to separating electrolytes and solutions, oxidation and reduction reactions occurring in electrode compartments, overcoming electrical resistance, conversion from AC to DC power, solution pumping and auxiliary equipment actuation. A major improvement to the basic electrodialysis process was applied in 1970 which resulted in frequent, automatic cleaning and descaling of membrane surfaces. The process, polarity reversal, incorporates alternating the cathode and anode on a periodic basis while exchanging product and brine flow channels via electrically actuated values. The reversal reduces the potential of stack plugging with CaCO3 (calcite), CaSO4 (gypsum), and colloidal materials and, in most waters, eliminates feed pre-treatment requirements. Mineral pigments give color, opacity, or body to paint, stucco, plaster, mortar, cement, linoleum, rubber, and similar materials. They must be finely divided, substantially insoluble, and generally inert for such uses. Inorganic pigments may be grouped somewhat arbitrarily as follows: A. Natural mineral pigments dug from the earth. 1. Those consisting mostly of iron oxides, such as hematite and limonite. 2. Those containing large amounts of clay or noncoloring matter, such as ocher, sienna, umber, and colored shales. 3. Those whose color is not due to iron oxide, such as Vandyke brown (including sap brown, an alkali extract of Vandyke brown), graphite, and terre verte. B. Synthetic pigments. 1. Those containing iron oxide as the essential coloring matter, such as "pure" reds, yellows, and blacks, and Venetian reds. 2. Those not containing iron oxide, but rather such compounds as lithopone, zinc white, titanium white, ultramarine, Prussian blue, and the like. Only groups A and B-1 are discussed here. All the pigments in those two categories, except Vandyke brown, sap brown, and some of the carbonaceous slates, contain, as their essential color constituents, one or more compounds of iron; namely, an oxide-limonite (2Fe2O3.H2O to Fe2O3.4H20), hematite (Fe2O3), or magnetite (Fe2O3.FeO). Man's first permanent coloring materials were earth pigments-the ochers, iron oxides, and various iron-stained clays. The caves occupied by prehistoric man and the arts of the ancient Chaldean, Egyptian, and Cretan civilizations bear mute witness to this and also testify to the beauty and permanence of earth colors. As the Roman era developed, earth pigments were pushed from their pre-eminent position by white lead and red lead and in the Middle Ages by zinc oxide. Today, of course, the number of acceptable pigments is very large and on a value basis the group of natural and synthetic earth pigments stands forth with $16,000,000 per year; it is surpassed by titanium, lead and zinc pigments. Of this sum,21 natural pigments supplied 31 pct of the tonnage and 16 pct of the value of the total finished pigment in 1957, the remainder representing the tonnage and value of sales of the synthetic iron oxide colors. The average value of finished natural pigments in 1958 was $80.62 per ton. The average value of manufactured pigments in the same year was $202 per ton. Of the 60,000 tons of manufactured colored pigments sold in 1958, the reds comprised 76 pct of the market and the yellows 20 pct. The reds furnished 68 pct of the value and the yellows 24 pct. Of the finished iron oxide pigments (natural and manufactured) sold in 1958, the reds dominated the market with 66 pct of the quantity and 63 pct of the value; yellows supplied 17 pct of the quantity and 20 pct of the value, and browns furnished 11 pct of the quantity and 10 pct of the value. The average value of the reds was approximately $152, and the average value of the yellows $190 per ton. The highest valued pigment in 1958, with almost 12 pct of the total tonnage and 21 pct of the value of the iron oxide pigment market, was manufactured red from calcined copperas valued at $286 per ton.

This paper covers a brief discussion of pumping 38° to 41° gravity oil from Wilcox sand wells ranging in depths from 4000 to 4900 ft. in the Seminole field, Oklahoma. As recently as a year ago it was the general belief among Seminole operators that most wells in that district could not be successfully or economically pumped. Also the idea was prevalent at that time that the crookedness of the rotary holes would cause a large amount of mechanical trouble and the use of the air-gas lift would leave the wells depleted with sand conditions and fluid levels unfavorable for pumping. At that time it was predicted that wells would be abandoned when the economic flowing and swabbing period was reached. Contrary to these beliefs it has been demonstrated that wells can be profitably pumped to limits as low as 10 bbl. of oil per day where conditions are favorable. The Serllinole field, unusual in its rapid development, has served as an experimental laboratory for many oil field pumping devices with which this paper will not concern itself. Discussion will be confined to equipment and methods in general use throughout the field. The outstanding features of equipment and pumping operations covered in this paper may be summarized as follows: 1. Pumping equipment from the standpoint of prime movers, energy cost, power transmission equipment, derricks, counterbalances, beam hangers, tubing, sucker rods, pumps, etc. 2. Pumping problems peculiar to the Seminole field, including the proper time at which to change from air-gas lift flowing to pumping. Pumping Equipment There have been no basic changes in pumping equipment in the past 20 years with the exception of some refinements in design brought about by the demand for equipment suitable for pumping deep wells. In explanation of the delay, which may have been noted by members of the Institute, which has affected both the Bulletin and Volume .59 of the Transactions, we may mention that our printers, in common with nearly all publishing concerns in the country, have recently been overwhelmed with work on text books and similar technical matter required in connection with the education of the student-army recently inaugurated by the Federal Government. Although we regret the delay in the issuing of our periodical, we cannot help feeling- that our publications are perhaps second in importance to the needs of the army. It is to be hoped that the present excessive demand for printing of- this sort will soon be passed, after which we shall resume publication with more punctuality.

IN considering the postwar demand and supply of minerals it first must be decided whether to treat the subject in national or in global terms. Minerals and metals move in international commerce on a grand scale, measured both in bull, and weight, being exceeded only by foodstuffs. As examples are oil, coal, iron ore, pyrites, manganese, chrome, potash, phosphates, bauxite, and a score of other metals, concentrates, and ores. The highly industrialized nations, the United States excepted, are dependent upon imported supplies for mineral raw materials and metals. The countries of production are minor consumers, so are exporters. Such products also pass more freely in trade than do most commodities. There are fewer tariff walls because there is no important mining industry to protect and the commodity has to be imported in any event.

Klaus Detert and Ludwig Thomas (Westinghouse Electric Gorp.)— The results of C. Panseri and co-workers are quite important. The authors came to the same conclusions about the occurrence of zone formation in A1-Mg alloys as was outlined in previous papers.31'32 Because of the sensitivity of their measurements, it was shown that zone formation could also occur at a much lower range of mag- nesium content than previously observed.31, 33 The idea of strong interaction between magnesium atoms and vacancies, as stressed by the authors, so that all of the quenched-in vacancies are kept in solution at lower temperatures but anneal out completely at 150°C, is in disagreement with our results which clearly indicate that zone formation and annealing out of vacancies occur simultane-

NATURAL GAS was secured in the Trenton limestone near Findlay, Hancock County, in 1884, and oil in the following year. Drilling was rapid so that the production increased by leaps and bounds; in 1896, it exceeded 25,250,000 bbl., the maximum for the field. Since that time, the yield has decreased steadily and in 1921 was only 1,447,243 bbl. The territory extends as an arc of a circle from near the western end of Lake Erie southwest into Indiana, which it enters in Adams and Jay Counties. Sixteen counties are listed in Ohio but five of them combined had a new production of only 264 bbl. and they might well be omitted. Progress in the Trenton limestone field of northwest Ohio in 1923 is shown in Table 1.

Activity on the part of Local Sec¬tions should be recognized and stimu¬lated by appropriation of funds from the Institute's treasury;. and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937.

The Engineering Council met on October 11 in the rooms of the American Society of Mechanical Engineers, Engineering Societies Building, New York. The Rules Committee submitted a draft of rules for the admission of other societies to the Council and progress was made in their consideration. The Committee on Public Affairs reported on a number of requests that the Council support pending or proposed legislation. Remedial laws intended to promote hydro-electric development were favored and Council voted to offer its cooperation to the United States Chamber of Commerce which is interesting itself in this matter. A movement to coordinate, unify and strengthen the work of various engineering committees cooperating with the federal authorities at Washington was favorably considered. Messrs. H. W.
