FORM of ore bodies, strength of wall rock, and quantity of water that must be handled differ so greatly in the various districts in which the Corporation operates that a variety of mining methods have to be employed. All are underground, however, with the exception of glory holes at Cerro de Pasco from which siliceous silver pacos ore is obtained. In general, the ors is in many relatively small bodies unsuitable for hulk mining, such as caving or top slicing. The strength of the rock and ore rarely permit open stopes, though shrinkage is successfully used on various veins with strong walls, particularly in, Casapalca. Horizontal cut and-fill and square-set stoping with careful filling are the principal methods employed, with the necessarily higher cost for supplies and labor offset as much as possible by care in the avoidance of dilution. The mines at both Morococha and Casapalca are notoriously wet, and even at Cerro de Pasco the quantity of water was enough to retard deep development until the perfection of electric pumps. In Morococha particularly, the extension of successive levels, first from adits of moderate length, then from shafts and heavy pumping installations on the 750 and 1000 levels, and finally by the 30,564-ft. Kingsmill tunnel, was one of the most difficult and long continued fights against water and resulting heavy ground that is recorded in mining history.

O'Gara, Director of the Department of Agricultural and Smelter By-Products Investigations, of the American Smelting & Refining Co., Salt Lake City, Utah, is here; he has given attention to this very important problem and I will call on him for a few remarks. P. J. O'GARA, Salt Lake City, Utah.-I have had charge of the investigations of the smoke problem for the American Smelting and Refining Co. during the past four years. One of the worst burns we ever experienced occurred shortly after we began putting all our gases through the baghouse. This occurred in 1914 after the roaster gases had been put through the baghouse; previous to that time, the greater portion of the roaster gases was not put through the baghouse. Everyone knows why a hot-air balloon goes up. The hotter the air in the balloon, the higher it will go. In other words, hot gases will rise higher than cold gases. When gases are handled in any way that will tend to lower their temperatures, these gases are going to travel less high in the atmosphere and will therefore tend to reach the ground sooner than if they are turned out very hot. So far as injury to vegetable life is concerned, sulphur dioxide is the only element in smelter smoke that need be considered. The solution of the problem will be either to take out the excess of sulphur dioxide or to diffuse it high enough, up in the atmosphere so that the concentra-

DURING the early development of blasting with liquid oxygen explosives the trend of experimentation was towards increasing the effectiveness of the explosive. Its characteristic of becoming inert after evaporation of the oxygen content made a strong appeal from the standpoint of safety, especially with missed holes. It later became apparent, however, with practical use of this explosive, that LOX lacked certain other safety characteristics. As its effectiveness was increased, it became more subject to detonation by impact. The object of this paper is to show the steps taken by one operating company to achieve greater safety in the large-scale handling of liquid oxygen explosives.

IN speaking, on the subject, "Engineer-Citizens," at the Lehigh Valley Mineral Industries Conference dinner, on April 26, at Easton, Pa., George Otis Smith, Director of the United States Geological Survey and President of the American Institute of Mining and Metallurgical Engineers, said in part: "It would be carrying coke to Connellsville to bring to the Lehigh Valley the idea that mineral resources are the foundation of national prosperity. Unfortu-nately, however, this obvious, fact is not everywhere recognized. Too many of our economists, journalists, statesmen and other dopesters of present business con-ditions stress the human factor so strongly that they overlook the material with which men work out their destiny. To them the financial psychology of Wall Street and the political logic of Capitol Hill and the business commonplaces of Main Street all loom far larger than the geology of the Lehigh Valley or the engineering triumphs of Bethlehem, or, the creative thinking at Lehigh and Lafayette. "The present situation in the industrial and .business world is a complex of interacting causes and reacting effects not easily itemized and entered on our trial balance sheet. But, chief among the liabilities of today is the excess of production capacity in most branches of industry. The farmer has no. monopoly in his desire for relief. Whether your professional connections are with steel or cement, coal or oil, copper, or zinc, you; know too well that for, the moment America is over-engined, and you keenly realize the ever-present hazard of industry speeding up regardless of the curves or grades just around the corner.

FRED J. MILLER was born in Ohio, in 1857. He had a common and high school education, supplemented by personal study and special instruction. After serving a 4-year apprenticeship and working in various capacities in machine shops, he became a contributor to mechanical journals and finally a member of the editorial staff of The American Machinist, where he remained for twenty years, the last ten years as editor-in-chief of the magazine, and vice-president of the publishing company. On retiring from journalism, he was for nine years general manager of a group of typewriter factories, and was then commissioned Major of Ordnance in the U. S. Army, being stationed during most of his service at Rock Island Arsenal, where he organized the Civilian Service Division of the Arsenal. He is now a member of the Technical Advisory Committee of the War Claims Board at Washington. Major Miller became a member of the American Society of Mechanical Engineers in 1890, and has always taken an active interest in its affairs, having served on a number of important committees, and as a member of Council from 1904 to 1907, inclusive. He was elected President in December, 1919.

ALL 32 of the Local Sections of the Institute in the continental United States and practically all of the Divisions as well, had representatives present at the Conferences of Local Section and Division Delegates at the Annual Meeting. Three sessions were held, two on Monday and one on Thursday, both the incoming and outgoing Presidents of the Institute being on hand to con- duct the meetings. H. J. Brown was called to the chair during a portion of the last session, President Fulton having to leave early. Complete minutes of the meetings have ,been sent to all delegates. In general, the Local Sections appeared, from their reports, to have risen to the wartime demands made upon them with their usual resourcefulness. Apparently more difficulty has arisen in the last year in arranging attractive programs and securing acceptable speakers, this being perhaps attributable to the fact that most technical men have been extremely busy. Careful planning ahead .has usually brought good results, however. Another wartime difficulty has been the matter of transportation to meetings, gasoline rationing and congestion on the railroads and buses being a handicap to attendance. Sharing cars has proved practical as a method of meeting this issue, this again requiring planning. Suitable meeting places and a supply of food have been another difficulty for some local groups.

1 apologize for attempting to talk in a field in which 1 am by no means a specialist, but some of the problems brought up have much in common with other minerals. It touches the field in which we are all interested and it is a field in which our Mineral Inquiry has been giving special attention during the last two years. While it is the primary business, of course, of this Institute to consider the physical facts and technology of minerals, we now face the necessity of considering the minerd industry in its broader economic, social, and political relationships. We have run into a traffic jam—as though a load of hay had been spilled on the road. It makes no difference whether we are drivers or passengers, technical or nontechnical men, we have to get the load off the road before we can go farther. We are conscious of very many difficulties which are outside of the ordinary range of cost accounting or methods of mining or the usual thing with which we concern ourselves. We have extensive readjustments to make in our social and economic and political contacts. It is up to us to find out what is the matter. As a matter of fact, we do not know what is the matter in any comprehensive way. We have many suggestions as to difficulties here and there. Many people are working on the problem, but when the mineral industry as a whole is asked what is a reasonable course of procedure, what is its program, what would be a reasonable state or national policy, I think you will agree with me that we have no spokesman able to outline even a semblance of such a general policy. We sit back and criticize when somebody else steps in, as Governor Murray stepped in, and as many others of our state governors and legislators are stepping in, to do things which we do not think are reasonable. When they say, "What is a reasonable program? " we find ourselves caught napping. We have not agreed on a program. The other day in talking with one of the leaders of the western radical movement, I was twitting him on having no sound and comprehensive conservation program. ANNOUNCEMENT on August 6 of the historic event of dropping an atomic bomb on Hiroshima, Japan, was more dramatic even than V-E day, since that had so long been forecast whereas the bomb production had been the best-kept secret of the war, even though at one time more than 100,000 people had been at work in connection with its production, and some two billion dollars had been spent on the project. Mining men had long been aware of an unexplained abnormal interest in uranium production, and suspected that something of the sort was on foot, while metallurgists were aware that various men of their acquaintance were engaged in some top secret research. The first announcement was soon supplemented by other official releases which told more about the research laboratories for theoretical and pilot studies, and the plants in Tennessee and Washington, but none of them made clear what the modus operandi is of these terrific bombs. Inquiry at Colum. bia University, where Dr. Dunning and his associates had succeeded in 1939 in splitting the uranium atom, and where laboratories known only as SAM have been feverishly active since the beginning of the war, was unproductive, since none of those officially connected with the project could give out anything beyond the official releases.

WEBSTER, Philadelphia, Pa.:-I would like to call ,attention to the fact that the results of the ordinary tension and bend tests do not always give us the information we want even if we figure out the amount of work done. You want a bending test of sufficient width and full thickness. In the case of eyebars, for instance, I have had experience with a 10- by 1-in. eyebar which gave perfectly good results in a full-size test of the finished bar. The 10- by 1.5-in. and 10- by 1.75-in. eyebars from the same heats-of steel were absolutely worthless in full-size tests. The narrow bending tests from all these bars gave good results. Bat after going into the matter fully, we found that if pieces about 3 in. wide and full thickness were used for the. cold bending tests, the heavier material would not stand this test, but failed. That is, in order to check the quality of the rolled bar you should have a wide piece of full thickness for cold bending, as the narrow pieces give misleading results. J. E. JOHNSON, JR., New York, N. Y. :-I would like to ask if there have been any tests made to compare the results of Charpy tests with the true dynamic test similar .to the Wohler test, except that the piece is subjected to a tensile or compressive stress and to alternating stresses in addition, at the same time. This seems to me to approach more nearly than any other test to the conditions of actual service. where the piece is under a fixed initial stress plus a highly variable and often alternating stress. Some tests were made on this plan in England within a year or two. The test piece was Subjected to either a tensile or compressive stress of known amount and simultaneously to alternating stresses in addition. Such a. test as this gives information which we cannot get by a tensile test or even from the tensile strength multiplied by an. elongation. Such tests, however, are exceedingly tedious and require long periods of time in order to obtain valuable results. If material could be subjected to these dynamic tests and the same material to the. Charpy shock test, and if some reasonable qualitative relation could be established between the results of the two tests, then we could assume that the shock test, which is so simple and easy to make, was a measurably accurate test of the dynamic qualities of the material. THE research and policy committee of the Committee for Economic Development, a non-profit research organization composed of leaders in industry and the professions, including such prominent figures as Dwight D. Eisenhower, Paul G. Hoffman, and Charles E. Wilson, recently published a report entitled "How to Raise Real Wages." Since its founding in 1942 the CED has initiated many objective studies on matters of national economic policy, and has gained a fair measure of prestige from its activities. The CED's latest report cites the more than three- fold rise in real wages in the United States in the past 50 years and attributes the accompanying improvement in the standard of living to the great in- crease in production per man hour. The report states that in order for production to continue rising in the future with the attendant increase in real wages four basic conditions must be manifest: (1) better methods, (2) more capital, (3) better training of workers, and (4) better management. The report cautions that although prospects for increases in output per man hour are good "it is desirable that steps be taken to encourage such a rise."

The negative "plastic Poisson's ratio" suggested in earlier studies of Mus deformation is analyzed, and the results are verified experimentally with NaCl crystals. In the early stages of deformation where the primary {110}(110) slip predominates, compression along. the [001] direction produces contraction along the lateral [011] direction plus a compensating expansion along. the [100] direction. With additional strain, the primary slip is supplemented by secondary {111}(110) slip so that the above contraction diminishes and a more typical deformation appears. THE shape change of bee and fee crystals deformed by compression or tension along [011] has been analyzed in some detail and shown to be responsible for the development of peculiar microstructures in [011] fiber textured polycrystals of these metals.1'3 This paper concerns the unusual shape change accompanying [011] compression of NaCl crystals. It is the direct outgrowth of an earlier investigation of the deformation of manganese sulfide inclusions in steel.3,4 In that investigation, cylindrical specimens of steel containing small oriented crystals of MnS were prepared by powder metallurgy and plastically compressed. The flow of the inclusions was determined relative to that of the steel by sectioning the composite and measuring the length-to-width ratio L/W of the inclusion and diameter-to-height D/H ratio of the steel cylinder on the plane of section. These L/W ratios, normalized by dividing by the initial LO/WO ratio of the inclusion, were compared with the normalized D/H ratio of the steel cylinder. Of particular interest here are the deformation characteristics of an inclusion oriented with [Oil] parallel to the compression axis. When measurements were made on sections parallel to the (100) plane of the inclusion, the L/IV ratios were only slightly in excess of unity, indicating a high apparent hardness of the [011] criented inclusion. However, measurements on a (011) plane of section resulted in L/W ratios which were much larger, Fig. 1. These observations prompted an analysis of the strains resulting from slip in an MnS crystal compressed along [011.]. CRYSTALLOGRAPHIC ANALYSIS Manganese sulfide has the NaCl crystal structure, and the predominant slip system is {110}(110). A secondary system, {111}(110), has also been reported.= {110}(110) Slip. When a crystal is subject to a uni-axial compressive stress 011 along [011], four slip systems, (101)[101.], (101)[101.], (110)[i10], and (110) [ 110], will be equally stressed with a shear stress t = 0.2 011 while the other two {110}( 110) systems will be unstressed. The normal strain En along any reference axis n resulting from slip is given by Schmid's law: en = S COS ?in COS in ?i 111 where ?in and +in are the angles between n and the i slip direction and n and the i slip plane normal, respectively, and where ?i is the shear strain on the i slip system, For the four active slip systems above, the cos ?in cos +in terms are all equal when the reference axes are the [011] compressive axis, [011] and [ 100]. Eq. [I.] therefore reduces to en - cos ?n cos +ny [2] where y =S?i for all slip systems. [3] is that they predict that the strains in the [011] and [011] directions, resulting from {110}(110) slip, are equal and of the same sign. (communication to the Secretary): When a simple beam supports any given load, the lower fibers me in tension while the upper fibers are in compression, and if its cross-section is rectangular the neutral surface, where the stresses pass through zero from tension to compression, is at mid-depth, provided the elastic limit is not exceeded. In addition to the longitudinal stresses, there are horizontal shearing-stresses between the fibers which have their maximum value in the neutral surface, and which equal zero at the upper and lower surfaces, while there are also vertical shearing-stresses. Let another beam of the same dimensions be placed on top of this one, and the load be doubled, it then produces stresses in each beam of the same character, magnitude and distribution as in the preceding case, provided there be no friction between the adjacent surfaces of the beams. Next let these two beams be so firmly united that there will be no motion between them when the same load is again applied. All the fibers in the upper beam are now in compression, and those in the lower beam in tension, while the maximum stresses in the outer fibers are only one-half as large as before. The strength of the combined beams is therefore doubled. If, however, some motion occurs between the beams, then the stresses in some of the lower fibers of the upper beam pass from compression to tension, and those in some of the upper fibers of the lower beam from tension to compression, while the stresses in the outer fibers have a magnitude between the two values previously stated. Three explosives with different detonation characteristics were tested by studying their cratering ability in a granite-gneiss. The strain wave generating characteristics of these explosives were also studied in the same rock medium. Correlations between the relative performance of three explosives as evaluated by crater studies and other methods of evaluation are indicated. Numerous test methods have been employed to evaluate the output performance of explosives; for example, the underwater explosion method, the airblast method and the ballistic pendulum method.'*' For blasting applications, the study of explosion produced craters and explosion generated strain waves are the most meaningful. This laboratory has employed these techniques extensively for many years and has shown that the detonation properties of explosives and their ability to generate strain waves in rock are related and that the amplitude and shape of the strain wave is related to some of the crater parameters such as slab thickness and fly rock velocity.3'11 However, a good comparison between the relative performance of explosives as determined by the crater and strain wave methods had not been made. The purpose of this investigation was to determine if the relative performance of three explosives as determined by the crater method shows a correlation with the relative performance as determined by the strain wave method. If a good correlation exists between these two sets of relative performance, it should then be possible to relate the detonation properties of an explosive to its ability to break rock in a crater test. In most commercial blasting operations, the diameter of the blast hole remains constant even though the type of explosive may change. In general, it is the explosive volume rather than the weight which remains constant when two or more explosives of different density are compared. Therefore all tests in this investigation were conducted on a constant volume basis rather than on a constant weight basis. TEST SITE AND ROCK PROPERTIES The tests described in this paper were conducted at a granite quarry owned and operated by the Consolidated Quarries Div. of the Georgia Marble Co. at Lithonia, Ga. The tests were performed in an area where the exposed rock surface was nearly horizontal and where the general rock mass had few joints or faults. The rock has an apparent sp gr of 2.6 and a longitudinal propagation velocity of 18,000 fps. The characteristic impedance of Lithonia granite gneiss is 53(lb - sec/in3). EXPERIMENTAL PROCEDURE There are many parameters which must be considered in the study of explosion-produced craters. The role played by each variable in the explosive-rock-crater system can be determined by experimental techniques in which one parameter is varied while others are maintained constant. In this investigation, the crater geometry was studied as the depth was varied for each of three explosives. The explosive volume and rock-type were held constant for all crater tests. The experimental arrangement used in performing the crater tests is illustrated schematically in Fig. 1.

THE mineral garnet, while ordinarily considered a semiprecious gem stone or a second-grade industrial gem, has also proved itself in the field of industrial abrasives. Its use is well known as a sandpaper grain, and as a sandblasting sand its qualities are rapidly becoming recognized in more and more industries. Production of garnet as an abrasive is confined chiefly to two areas in the United States, North Creek, N. Y., where the Barton Mines Corp. operates, and Emerald Creek, Benewah County, Idaho, where Occurrence: Garnets in the Emerald Creek area occur as disseminated crystals in beds of micaceous schists of the Belt Series, which in this section are estimated to be close to 4000 ft thick. The schists are high in alumina and silica with iron, manganese, and magnesium. Subjection of the original sediments to high temperatures and pressures caused metamorphism to take place with the resultant re-crystallization of high alumina-silica minerals such as garnet, mainly spessartite and almandite varieties, cyanite, sillimanite, chlorite, actinolite, tourmaline, biotite, and muscovite, with minor amounts of ilmenite and magnetite. Quartz is also present in considerable amounts. Fast erosion of the soft mica schists on exposure to weathering has created extensive alluvial deposits containing up to 10 pct garnet having a maximum grain size of 3/16 in. These alluvial sands and gravels are now being treated for the recovery of garnet sands. Treatment: Overburden of 1 to 4 ft must be stripped to expose the garnetiferous gravels. This operation and the subsequent feeding of the gravels to a trommel-screen washing plant are performed by a % yd dragline. The trommel-screen openings are 3/16 in., thus allowing a separation and concentration based on grain size, since over 95 pct of total free garnets are minus 3/16 in. All plus 3/16-in. material is wasted at this point. The minus 3/16-in. material is further concentrated in a sand-drag classifier, where the slimes and silts are washed out and wasted. The sand product from the classifier varies in garnet content from 20 to 60 pct according to the particular section of ground being worked. This sand product is trucked to a jig plant where two sized fractions are made in a trommel-screen. The minus 3/16-in. plus 10-mesh portion is fed to a Pan-American two cell 42-in. jig. The minus 10-mesh portion is treated in a Bendelari three cell 42-in. jig. The jig concentrates are combined to form a 98 pct garnet sand. The jig tailings contain 3 to 5 pct garnet which is mainly flat crystals and chips which will not settle into the jig hutch. Subsequent treatment of these tailings in a scavenger jig followed by drying and electromagnetic separation will, according to tests, reduce the garnet losses in the tailings to something around 1 pct. Jig treatment of this feed approaches ideal as the major portion of the garnet crystals are the natural dodecahedrons and so are, in general, close to spherical. The specific gravity of pure garnet is 4.2, while the next heaviest mineral in the feed is cyanite with a specific gravity of 3.6, then quartz with specific gravity of 2.6. The garnet concentrate is practically free of quartz. The predominant impurity is cyanite which amounts to about 1.5 pct. The rod-like crystals of cyanite appear to up-end in the jig and go into the hutch with the garnets. Some ilmenite and magnetite appear in the concentrate but in very minor amounts. Subsequent washing in a sand-drag classifier removes fine silts and iron oxides. The gravel feed to the washing plant will average 8 pct recoverable garnet content. Concentration ratio in this plant runs about 2.5 to 1. Washing-plant concentrate as fed to the jigs will average 45 pct garnet by weight. Concentration ratio of jigging runs about 2.2 to 1. The garnet concentrate is dried in a rotary oil-fired drier and then fed to vibrating screens in closed circuit with crushing rolls. Practically any grit from 10-mesh down to 150-mesh grain size may be graded to specifications in two 3-deck vibrating screens. The present production, however, is approximately 75 pct No. 36, 15 pct No. 60. and the balance No. 80 and No. 100. Metal-screen cloth is used for sizes down to 36 mesh. From 36 mesh and finer, silk-screen cloth is used since it has less tendency to blind. All garnet sand is bagged in 100 lb self-sealing, sleeve-type paper bags. Practically all shipments are made in carload lots. Car loading is convenient since the plant is in Fernwood on the tracks of a branch line of the Milwaukee railroad. Truck shipments can and are made occasionally.

The specific gravity of pure garnet is 4.2, while the next heaviest mineral in the feed is cyanite with a specific gravity of 3.6, then quartz with specific gravity of 2.6. The garnet concentrate is practically free of quartz. The predominant impurity is cyanite which amounts to about 1.5 pct. The rod-like crystals of cyanite appear to up-end in the jig and go into the hutch with the garnets. Some ilmenite and magnetite appear in the concentrate but in very minor amounts. Subsequent washing in a sand-drag classifier removes fine silts and iron oxides. The gravel feed to the washing plant will average 8 pct recoverable garnet content. Concentration ratio in this plant runs about 2.5 to 1. Washing-plant concentrate as fed to the jigs will average 45 pct garnet by weight. Concentration ratio of jigging runs about 2.2 to 1. The garnet concentrate is dried in a rotary oil-fired drier and then fed to vibrating screens in closed circuit with crushing rolls. Practically any grit from 10-mesh down to 150-mesh grain size may be graded to specifications in two 3-deck vibrating screens. The present production, however, is approximately 75 pct No. 36, 15 pct No. 60. and the balance No. 80 and No. 100. Metal-screen cloth is used for sizes down to 36 mesh. From 36 mesh and finer, silk-screen cloth is used since it has less tendency to blind. All garnet sand is bagged in 100 lb self-sealing, sleeve-type paper bags. Practically all shipments are made in carload lots. Car loading is convenient since the plant is in Fernwood on the tracks of a branch line of the Milwaukee railroad. Truck shipments can and are made occasionally.

The activation energy required to break a pinned dislocation line away from its condensed atmosphere of impurity atoms is calculated as a .function of applied stress, without neglecting line tension. Reasows are presented for not assuming the effect of line tension to be negligible when considering the problem of freeing a small segment of dislocation from an impurity atmosphere. The dislocation is considered to he pinned at each atomic size along its length and the pinning points are assumzed immobile. The development is a refinement of the origznal cottrell-bilby1 theory. A qualitative explanation of the yielding process in terms of the activation of Frank-Read sources is presented, but the lack of a realistic solution to the dynamic dislocation problem involved prevents an extension of the model at present. A self-consistent correlation between the present calculations and experimental data for delay time associated with yielding and the temperature dependence of the upper yield stress was made. Favorable agreement was noted. It is concluded that extension of the original Cottrell-~ilby' theory which includes line tension effects can just as well describe the yielding process as other approximations3,5 which neglect line tension. Cottrell and Bilby found the form of the activation energy vs stress curves to be almost independent of the line energy and the interaction energy (i.e., these parameters only affected the activation energy U by a scale factor). A check of the theory was accomplished by comparison with the experimental data of McAdam and Mebs2 for the lower yield stress as a function of temperature. cottrell,3 in 1957, attempted to obtain a simple closed-form solution for the activation energy as a function of stress by linearizing the quartic equation relating displacement of the dislocation line and applied stress. Andrew Carnegie, America's best-known ironmaster and philanthropist, died at his home at Lenox, Mass., Monday, Aug. 11, after a three days' illness. A pioneer in the steel industry, he introduced into this .country the Bessemer process And formed the plans that have resulted in this country's supremacy in the steel markets of the world. Known throughout the world for his, gifts, he is also known to engineers as the donor of the home of their National Societies and as the founder of the Carnegie Institute of Technology, of Pittsburgh. For many years, also, he was an honorary member of the American Institute of Mining and Metallurgical Engineers, the American Society of Mechanical Engineers, and of the Engineers Club of New York. What he considered the secret, of his success is shown by the epitaph he wrote for himself, "Here lies a man who knew how to enlist in his service better men than himself." He was buried Thursday, Aug. 14, in Sleepy Hollow Cemetery, Tarry-town, N. Y., the funeral services being private, in accordance with his wish.
