The cables brought the news last spring that the Institute had lost by death one of its most distinguished foreign members, Hjalmar Sjogren of Stockholm. For thirty-one years, Professor Sjogren had been one of our number. He was elected in 1891, joining the Institute at the time he was in the United States, in attendance at the Fifth International Geological Congress, which was held in Washington in the late summer of that year. Professor Sjogren was once more in America in 1906 and again in 1913, and on both of those visits his friends in New York had the welcome opportunity of extending courtesies to him. He was thus well known to a wide circle in our membership. His keen interest in the geology of iron ores brought him in touch with the many Americans who have studied them and who have been active in the important productive districts which he visited. Our Transactions contain (Vol. XXXVIII) one very important paper of seventy pages on the Geological Relations of the Scandinavian Iron Ores, which he contributed. Sten Anders Hjalmar Sjogren, to give his full baptismal name, was born June 13, 1856, and was the son of Anton Sjogren, a mining engineer, at the time in charge of the iron mines at Persberg, in the east and west iron-ore belt of central Sweden, about 160 miles west from Stockholm. The Persberg orebodies yielded magnetite and specular hematite from schists, with which limestones. were interstratified as well as the peculiar Swedish rocks called "halleflinte." The mines were also well known to collectors and students of minerals. While Hjalmar Sjogren was yet a lad, his father was advanced to the superintendency of a number of famous mining localities in this same district of Wermland. Paisberg, famous for its native lead, was one; and two others, Langban and Nordmarken, were among the most prolific sources of interesting minerals in all Sweden. In several localities, the pre-Cambrian limestones had obviously experienced the recrystallizing influences of intrusive igneous rocks and had been charged with the so-called "contact" minerals, which have found their way to the museums of the world. Anton Sjogren, the father, was a keen mineralogist and Hjalmar, the son, grew up in a favorable environment for receiving training and enthusiasms of the same sort. One is not surprised, therefore, to find Hjalmar Sjogren, in the long run, turning to mineralogy and geology as his final career.

Active interest in the North Central Texas area centered in the development of the Palo Pinto limestone-producing zone, near the town of Avoca, in the northeast part of Jones County. This producing horizon was discovered in 1937, in the Iron Mountain Oil Company's well No. 1 Olander, in sec. 196, B.B.B. & C. survey, at 3238 to 3250 ft. During the development of this pool, it was generally referred to as the Avoca pool. As a second pool has been discovered in the same producing zone, also near the town of Avoca, the writer has taken the liberty of changing the name of the original Avoca pool to Avoca-Olander pool. Forty producers had been drilled in the Avoca-Olander pool by the end of 1938; their initial ranged from 28 to 300 bbl. per hour. Stimulus was given to the interest in the development of the Palo Pinto limestone when the Ungren-Frazier No. 1 Griffin, in sec. 199, B.B.B. & C. survey, Jones County, found the limestone from 3225 to 3250 ft., with an initial production of 931 bbl. per day. (This new pool has been given the name of Avoca-Griffin pool, by the writer.) The best well to be completed, up to the present time, is the Bert Fields No. 1 Taylor in sec. 199, B.B.B. & C. survey, which had an initial production of 748 bbl. in 3 hours. The Owen-Snebold No. 1 McKeever in sec. 158, B.B.B. & C. survey, in northwest Shackelford County, added to the interest in the Palo Pinto limestone when it extended the Ivy pool with a well in the Palo Pinto limestone from 3145 to 3183 ft., and was estimated good for 6,000,000 cu. ft. of gas and 6000 bbl. of oil per day. During 1938, Stonewall County obtained its first commercial producer when the Stonewall Oil Co. in No. 1 Parriott discovered the Palo Pinto limestone saturated from 5169 to 5176 ft. and tested 371 bbl. per day. Two new producing horizons were discovered about 2 miles east of the old Noddle Creek pool, Jones County; the first, the Humble Oil & Refining Co. No. 1 Irvin, in sec. 48, block 18, T. & P. R. R. Co. survey, which had saturated limestone from 2550 to 2567 ft. and was good for 100 bbl. per day; the second, in the Humble No. 1 Horton, sec. 40, which

THE. years 1901, 1910, and 1924 may be considered as the beginning of new eras in the history of the oil industry of the Gulf Coast of Texas and Louisiana. Spindletop, in 1901, with its enormous cap-rock production revealed the possibilities of the salt domes. The lateral sand development at Vinton, in 1910, renewed interest in the then known domes which were non-producing, or were producing from the cap rock or from sands above the cap rock. The discovery of three domes, Nash, Orchard and Long Point, in the year 1924, by means of the torsion balance and the seismograph, is the beginning of intensive explorations of the Gulf coastal plain by geophysical methods. Domes other than those mentioned have no doubt been found during the last few months of the year but tests have not been drilled to confirm the evidence of the instruments. DISCOVERY OF DOMES BY GEOPHYSICAL METHODS The Rycade Oil Corpn. operated the first torsion balance on the Gulf Coast in October, 1922, and the Roxana Petroleum Corpn. brought in one of these instruments and began work in December, 1922. The U. S. Coast and Geodetic Survey made some gravity observations at Damon Mound, in 1923, with a pendulum apparatus. In March, 1924, the Marland Oil Co. placed the first seismograph on the Gulf Coast and the Gulf Production Co. followed with one in May. In June, 1924, the Gulf Production Co. began operations with a torsion balance. The Atlantic Oil Producing Co., The Texas Co., and others have experimented with several types of instruments involving various principles. During the next few years, a great advance in geophysical methods may be expected, especially if one of the newly discovered domes should be productive. The first dome discovered was the Nash, in Fort Bend County, Tex., about 6 mi. east of Damon Mound. A slight elevation and two shallow wells containing sulfurous waters made the locality somewhat interesting from the standpoint of surface indications, and the torsion-balance measurements indicated the presence of a dome. On July 20, 1924, the Rycade Oil Corpn. No. 1 Wisdom encountered lime at a depth of 634 ft. and anhydrite at 639 ft. The hole was abandoned on Sept. 8, 1924, at 769 ft. in anhydrite. A cavity in the anhydrite caused much delay and the final abandonment of this test.

Petroleum has been known in Japan since at least 668 A. D., for a picture shows the presentation, during that year, to the Emperor Tenchi (Tenji) of "burning water" and ('burning earth" by his subjects from Echigo Province, which today is the largest producer of petroleum in Japan. The burning water was doubtless petroleum and the burning earth either bituminous shale or oil-soaked earth or rock from near the oil seepages. The early methods of getting the oil were simple and similar to methods used today in Japan and in China. Where the seepages occurred, trenches or shallow wells were dug along the seepages and allowed to fill with oil, which was then bailed out; in some cases, they filled with oil and water and overflowed. During the 300 years following 1500 A. D., the use of petroleum in Echigo Province seems to have increased considerably, as compared with earlier centuries, and records show that in 1818 the depth of the wells had been greatly increased. Doubtless, they passed through the seepages and tapped the shallow oil-bearing strata; probably some of these deeper wells were dug before that time. The real value of petroleum was not recognized until early in the Meiji era, which began in 1868, when the Japanese learned that the kerosene that was being imported was derived from petroleum. Guided solely by information obtained from books, they refined the oil and increased the depth of their wells in order to increase the production. The deepest well, dug by hand, about this time was 894 ft.' (273 m.) and by 1874 the recorded production reached 3499 barrels. In 1876, Benjamin Smith Lyman prepared geological maps of the Echigo oil field, which were the first of such geological maps made in Japan, and based on these a more enlightened development of the oil fields began; the Japanese, however, still dug the wells by hand. Toward the end of the '80s) an American well-drilling outfit was secured, but the efforts to use it failed from lack of experience by the operators. DURING a literature survey of the indium-zinc phase diagram, controversial reports on the composition of the eutectic point were encountered. The value reported in the investigation of Wilson and Perettil and in a later investigation by Valen-tiner' was 4.0 wt pct zinc. The most recent work recorded on this system consisted of an exhaustive survey of alloys by Rhines and Grobe8 in which they indicate a value of 2.8 wt pct zinc for the eutectic composition. To clarify this aspect of the diagram, a series of alloys were prepared by melting the respective constituents in a glass test tube under a covering of mineral oil and slowly cooling the melt in a furnace. The zinc used was Baker's C.P. and had the following analysis: insoluble in H2SO4—0.0l pct; pb—0.001 pct; Fe-—0.001 pct. The indium, which was supplied by the Indium Corporation of America, had a purity of 99.9'7 pet with the following impurities: Cu—0.002 pct; Pb—0.006 pct; Sn—0.01 pct; Zn—0.01 pct. The alloys were prepared for metal-lographic examination using a technique already reported' and a new value of 2.0 ± 0.1 wt pct zinc was observed. An alloy containing 2.00 wt pct zinc was also made by melting the constituents under a vacuum. In both of these methods of alloy preparation the losses can be kept extremely small. Again, the characteristic eutectic structure was obtained, assuring confidence in this value. The accompanying micrographs are presented in support of this point. Fig. la represents an alloy containing 4.00 wt pet zinc, and reveals excess zinc particles, which precludes the value of both Wilson and Peretti, and Valentiner. Fig. lb, gives the structure of an alloy containing 2.2 wt pct zinc, also showing the presence of excess zinc. Fig. lc is a micrograph of a typical structure of the eutectic observed in several sections of the 2.0 wt pct alloy. ON JUNE 7 the German Government handed to the French and Belgians a new proposal for reparations, which offered 1,200,000,000 gold marks annually, to be guaranteed as to 500,000,000 by a mortgage on the national railways, as to another 500,000,000 by a mortgage on industry, commerce, land and factories, and as to 200,000,000 by a luxury tax. The number of years for which this payment should run to be left to settlement by an international conference. This offer was taken under consideration by the French and Belgians, who instituted conversa-tions with the British in the hope of arriving, at some joint action with respect to the Germans. Up to the end of June nothing had been determined. In the meanwhile, the continued French and Belgian occupation of the Ruhr seemed to develop a condition of guerilla warfare, considerable bloodshed occurring throughout the region. The second Lausanne Conference dragged on, the Allies being apparently unable to take any firm, joint stand, while the Turks increased their importunities and managed to get concession after concession. Early in June a revolution occurred in Bulgaria, the previous Government under Premier Stambulisky, based on the agrarian party, being forcibly thrown out by a bourgeois and military combination. This pro-duced considerable disorder in Bulgaria, outside of which country the nature and purpose of the revolution does not appear to be well understood. Stambulisky's partisans offered feeble, isolated resistance to the revolu-tion; in connection with which there was some blood-shed and Stambulisky himself was reported killed, although this was later contradicted. Professor Zan-kof, the new Premier, issued a statement, that the change of the Government was the result of discontent, that the foreign policy of the new Government would be peaceful, and that Bulgaria would continue to fulfill her international obligations, particularly the treaty of Neuilly. It was the opinion of London that the immu-nity from taxation enjoyed by the farmers under the agrarian regime is likely to he superseded by more equi-table taxation, and in general that the bourgeoisie will be better administrators of the public affairs In domestic affairs industrial activity continued at a high rate, but there was distinct relaxation in the demand for raw materials, and also in some manufac-tured goods. During June there were reductions of prices by many of the automobile tire manufacturers. There seemed to be also further contraction in the demand for automobiles.

SWISHER and ~urkdogan' have determined the solubility of oxygen in a iron. They found it to lie between 7 and 10.5 at.-ppm at 881°C. Using earlier work on the permeability of oxygen in bcc iron,' they arrived at the following expression for the diffusion coefficient of oxygen in bcc iron (k = Boltzmann's constant, T = absolute temperature): where The present authors3 have estimated the activation energy QD for the diffusion of oxygen in bcc iron in two different ways from various experimental data.2'4"6 In the first method QD + QS (QS = heat of solution for oxygen in bcc iron in thermodynamic equilibrium with solid FeO) was determined either from data on the reduction of FeO with hydrogen4 or from measurements of the internal oxidation of silicon in a iron.5 Using an estimate of QS from investigations of the oxygen solubility in 6 iron2 (in thermodynamic equilibrium with molten FeO) Q = 0.97 ev or Q~ = 1.06 ev were obtained. From the magnitude of these values it was concluded that oxygen migrates interstitially in bcc iron and that consequently the activation energy QD for diffusion of oxygen has to be identified with the migration energy E~ of the oxygen atoms. Therefore, for a second estimate of QD from the diffusion coefficient of oxygen in 6 iron at 1450" ~,~ we used the theoretical expression:3 (a = length of elementary cube edge, m = mass of interstitially diffusing atom, sM = migration entropy), applicable to diffusion via the octahedral interstices in bcc lattices. Taking sM = 3.8 k (migration entropy of carbon in a iron), one gets Q = 0.90 ev. Hence, in Ref. 3 Q = (0.98 *0.1) ev was proposed as a plausible value for the diffusion energy of oxygen in bcc iron. sM + 9 (9 = solution entropy for oxygen in bcc iron) can be determined from permeability measurements.4 Using the above-mentioned estimate for QS , the following expression for the solubility c (atomic concentration) of oxygen (in thermodynamic equilibrium with solid FeO) in bcc iron was derived: From [4] the solubility of oxygen at 881°C in a iron is calculated to lie between 0.6 and 12 at.-ppm. The following points serve to supplement the interesting theoretical study on forward combustion by Thomas, and may be of some general interest. The mathematical model presented by the author can be viewed as a first approximation to the problem of calculating the vertical burned height profile resulting from ignition of the interval | z |<h/2 in a very thick formation. However, the assumption of a given minimum combustion temperature T, would give a better approximation to the vertical burned profile if the burning height were not constrained to stay within the ignited layer. This follows from the fact that both fuel and oxygen are present in the adjacent region, |z|>h/2, and for certain combinations of process variables the temperature is sufficiently high for complete combustion to occur. In this case, the vertical coverage will first become greater than the ignited interval before cutting back to zero as the extinction limit is approached as shown in Fig. 1. Such growth of vertical coverage is possible if the minimum combustion temperature is less than the initial source temperature (r = rj) at the edge (z = h/2) of the ignited interval. But this latter temperature is equal to one-half the source temperature for the case of infinite burned height.&apos;,&apos; Thus growth will occur initially if The fact that the vertical burned height can be greater than the ignited interval complicates the picture considerably, as can be seen by referring to Fig. 1. Here burning occurs in Region A, whereas none was possible in the original mathematical model. At the same time, there is no combustion in Region B, contrary to the assumption of burning in the entire layer |z|<h/2. This apparent inconsistency suggests that the vertical coverage derived from this simple model does not adequately represent the vertical height of the burned zone. A more compatible model will result from the actual stepwise calculation of the burning length (as a function of time) that would give rise to the specified combustion temperature. This problem can be more conveniently attacked by using the temperature distribution, given by the author&apos;s Eq. 12, expressed in the integrated form:

In the marketing of mineral products, it is always highly desirable for both the producer and the consumer to be able to discuss things in a common language, and this can only be done if there are standard methods for expressing the properties of the raw materials. Having developed such a form of expression, the next step would be the making of specifications, which may serve as a basis for selecting raw materials. Considering the large number of non-metallic minerals that are used, there are not a few for which there are no standard laboratory tests to be used in determining their properties, or even standard specifications on which grades or market price may be based. Indeed in many cases the consumer simply requests the producer to submit samples, and rejects or accepts them without any explanation. Could the producer know in advance just what the consumer needed, time and money might often be saved. It appears to the writer that it is of the highest importance to devise standard laboratory tests wherever possible, as this enables the consumer to state definitely what he needs, and is of great assistance to the producer. It should also work to reduce misunderstandings and disputes. In the case of sands, we find that they show a wide variation in their character, ranging from those that are so coarse as to be of gravelly nature to those that are so fine that they might be classed as silt; and from very clayey ones to those that are practically free from clay. For this wide range of sands, we have a corresponding variety of uses, which are based mainly on the physical properties of the sand, although these are not always very definitely stated. The chemical composition need rarely be considered, if the sand is of siliceous nature. To determine and express these properties there should be standard tests, which are to be followed in all cases where the material is tested in the laboratory. Dr. Robert Bell died on June 18, 1917, at Rathwell, Manitoba, in the seventy-seventh year of his age. He was born in Toronto on June 3, 1841, and was a son of the Reverend Andrew Bell of the Free Church of Scotland. He was educated at the Grammar School of the County of Prescott, Ontario, and subsequently at McGill University and the University of Edinburgh. While still a boy of 15 years of age, he joined the Geological Survey of Canada, under Sir William Logan, in the capacity of Junior Assistant, and was rapidly promoted in the service, where lie remained-with but one short interval-for over fifty years, retiring as Chief Geologist and Acting Director in the year 1908. He married Agnes, daughter of the late Alexander Smith, of Westbourne, Glasgow, and Auchentroig, Stirlingshire, and is survived by one son and three daughters. Practically nothing was known of the geology of Canada, and very little with reference to its geography, when Mr. William E. (afterward Sir William) Logan was called upon to undertake the organization of the Geological Survey of Canada, and as its first Director to carry out the mapping of this vast area and the examination of its mineral resources. Dr. Bell&apos;s work as a member of Sir William Logan&apos;s staff in these early years consisted, therefore, exclusively of geological reconnaisance and geographical exploration. Even in later years, and until his administrative work confined him to his office, Dr. Bell&apos;s work remained essentially of this character. The exploratory traverses and track surveys which lie carried out were, chiefly within the area of the great Laurentian protaxis or Canadian Shield, which forms such a striking feature and which has played and will continue to play so important a role in shaping Canadian history and in influencing the character of the Canadian people. Dr. Bell&apos;s lines of exploration crossed and re-crossed this area from the Atlantic Coast to the Great Lakes on its western border, and from Lake Huron and Lake Superior on the south to the Arctic Sea, following the water ways of this great land. He also worked along the coast line when acting as geologist and naturalist to the "Neptune" Expedition in 1884, and to the "Alert" Expedition in 1885, both of which carried out explorations in Hudson&apos;s Bay and Hudson&apos;s Straits; also on the "Diana" Expedition in 1897, when he surveyed the coast of Baffin Land, and was one of the first white men who penetrated to the great &apos;lakes in the interior of that immense

INTRODUCTION Banks are being asked to assume more and more of the project risk in connection with project financings and, as a result, they are seeking to become more sophisticated in the way that they approach these kinds of financings. For example, a large number of banks that are active with the mining companies have established mining groups which typically will include mining engineers, economists, and bankers, in order to specialize their service to the mining industry. These banks have geared up these special service staffs so that they will be better equipped in their lending activities to analyze, measure and evaluate the project risk. The hope is that a team of these specialists will be able to predict the potential success or failure of these new "green fields" mining ventures that the banks are asked to finance. This paper shall focus on this subject and try to determine just how successful these specialists can hope to become as they analyze these various projects that are brought to them for financing. The approach that shall be taken in this paper shall be to examine how successful the mining companies themselves have been in the past with this same problem. These mining companies should be the most sophisticated in their approach to the analysis of the potential for success of a new mine because they have had the most experience in evaluating these projects. After all, who knows more about developing a mine than the companies that have developed similar mines in the past? For the purposes of this paper, the writer has selected a sample of 18 mines that have been developed over the years and measured the actual performance of each of these sample ventures against the original projections. All of these cases have involved the development of large projects where the sponsors or partners in the venture are substantial and sophisticated companies and where the feasibility studies have been prepared by engineering firms that are considered very professional in the industry or alternatively where the feasibility has been done by a comparable in-house staff. The sample cases have been chosen from a period which starts in 1965 and continues through 1981 with the cases distributed over that period as indicated below: [ ] Fourteen of the projects are open pit mines, three are underground mines and one mine starts on the surface and gradually goes underground. Seven of the mines are in the the far east with the remaining three in either South or Central America. The following four specific questions were examined for each project:

THE local auditorium of a little Alabama mining town was crowded with expectant men, women and children, as the bulletin board had announced the addition of visiting entertainers to supplement the local talent and motion pictures which usually made up the program of the regular monthly safety meeting. In the audience, near the stage, sat a group of bright-faced boys in boy scout uniforms, discussing the picture just completed. As the lights flashed on a crash and scream was heard from the outside, a shrill whistle and word of command from the scoutmaster, and five of the scouts ran out of the hall, while the mine super-intendent stepped on the stage and requested everyone to keep their seats. The scouts returned, three of them carrying a limp figure in their arms, while the other two cleared the doorway and aisle of excited spectators. They marched to the stage and, placing the apparently badly-injured boy on the floor, proceeded to give an expert demonstration of first aid to the injured. The scoutmaster then explained to the audience that the whole affair had been arranged for their benefit, and invited the local first-aid men to come up on the stage to examine and criticize the boys&apos; work. This gave an opening for several talks on the value of first-aid training and accident prevention, which is the main object of the monthly meetings. This demonstration was given by the first-aid team of Troop One, and the entertainment was provided by members of Troop One and Twenty-eight of the Bir-mingham Scout Council, organized by the writer for the purpose of promoting interest in the welfare and safety meetings in the mining villages of the State. During the past year they have visited a number of such meet-ings and presented programs similar to the one men-tioned above. However, in order to assure a good attendance, entertainment features must also be pro-vided, and the serious part of the evening program was interspersed with excellent vocal and instrumental mu-sic, dancing and novelty acrobatic acts furnished by the visiting scouts. In addition to the numerous first-aid teams of the Birmingham Council, there are hundreds of scouts scat-tered throughout the mining district whose knowledge of first aid, safety first, life-saving, personal health and public health are a constant source of protection to their community. All of these subjects are covered by merit badge pamphlets and are required of an eagle scout.

About 1300 members and guests attended the Seventh Annual Mid-winter Convention of the American Institute of Electrical Engineers, which was held in the Engineering Societies&apos; Building, New York, on Feb. 19 to 21. The opening session was a joint session with the American Institute of Mining Engineers, when welding was discussed. The various phases of standardization in engineering work were discussed by President Comfort A. Adams at the Thursday morning session. Thursday afternoon was spent in visiting. Some of the guests visited the Brooklyn Navy Yards, where they inspected the power plant, shops, dry, docks, etc. ; others visited the Bell System Laboratories of the Western Electric Co.
