The Pennsylvania-grade oil industry suffered a serious decline in 1938, which can be largely accounted for by the decrease in the use of lubricating oil. Production was considerably lower than in previous years and prices were very much lower. Operating profits undoubtedly were lower than the year 1933, for the average price of Bradford crude in 1938 was $1.898 as compared with $1.86 in 1933, and the difference in average price of $0.04 per barrel was more than offset by increased operating costs and taxes. Bradford Field Production in the Bradford field in the state of Pennsylvania averaged 36,759 bbl. per day in 1938 as compared with 41,300 bbl. in 1937. The decline in average daily production of 4541 bbl. can be attributed to low market price and pipe-line proration rather than to the actual physical capacity of the field. Pipe-line proration was in effect for the last eight months of the year and the daily average production per month fluctuated between a maximum of 41,852 bbl. per day in March 1938 and a minimum of 33,649 bbl. per day in November. Production figures for Bradford field have been corrected to include only the parts of the Bradford field that arc within the state of Pennsylvania, but the well-completion data for the Bradford field cannot be segregated and include those of the entire Bradford field, part of which is in Sew York state. Production from the Bradford field was obtained almost wholly by water-flooding and no radically new methods or practices occurred. Intensive research work was carried on both by individuals and companies and as a cpooperative enterprise, and minor improvements are gradually occurring in spacing, shooting, application of pressure and water conditions. Drilling Central and Southen Pennsylvania.—Pennsylvania production in central and southern Pennsylvania was obtained largely by air and gas repressuring together with the usual amount of natural production, and the repressuring operations in other than the Bradford field have not

OIL FLOTATION DISCUSSED BY SOUTHERN CALIFORNIA SECTION . A meeting of the Section was held in the home of R. H. Norton, 335 W. 27th Street, on Mar. 10, thirty-two members and five guests being present. Vice-chairman Staunton opened the meeting with a description of an experiment he made with oil flotation, and then introduced the guest and speaker of the evening, L. C. Penhoel, of the South-western Engineering Co., who gave a very interesting and informal talk on the subject of Flotation. During the talk, as points were raised, there was a general discussion, in which valuable information was brought out. A number of examples of successful competitive, results by cyanidation and flotation in large milling plants in this country and Mexico were cited and discussed. The latter part of the meeting was devoted to a discussion of the bill introduced in the California State Senate, to license and register engineers. Mr. Ernest Strout gave a most favorable opinion of the principal of licensing mining engineers from his extensive experience in the working out of such a law on the Rand. All members who spoke were opposed to this bill as drafted but felt that the subject was of too great importance to the profession to attempt to amend the present bill in the week or two that remains, and that the passage of a bill that was so crude and inefficient for the achievement of the results desired, would harm the engineering profession. After the meeting adjourned a short time was spent in social intercourse, during which light refreshments were served. The appreciation and thanks of the Section is extended to Mr. and Mrs. R. H. The Texas Panhandle produced 18,677,000 bbl. of oil in 1932 as against 25,064,000 in 1931. The decline was caused by smaller market demand, since the Railroad Commission potential increased from 105,528 to 149,260 bbl. during the year. Expiration of leases was one reason for a greater number of dry holes through forced drilling of questionable areas. The small number of gas wells reflected the influence of the business depression upon industrial and domestic gas demand, together with difficulties of franchise negotiations or pipe line extensions under present conditions. Probably much of the gas-well drilling was done on expiration leases, or to protect against drainage, and equalize withdrawals as between the various units held by each gas pipe line company. The increase in average initial daily production was due chiefly to excellent granite wash wells in the LeFors district developed by the Texas Co. and Skelly Oil Company. In the Panhandle district, comprising a major anticline with almost a million productive gas acres, the pools tend to merge in time, the development being confined to more productive areas. Hence separation into pools becomes a matter of time of development with some effort to keep dolomite, archosic and granite wash production separate. Many pools, like the Finley and Bowers, have mainly one type, but many leases and even individual wells produce from two zones. THE introductory paper1 of this series described the potential behavior of tin in sodium carbonate and bicarbonate solutions whose pH ranged from 8.4 to 11.2 and demonstrated that significant and reproducible results could be obtained by proper attention to experimental technique. In examining the corrosion of tin under such conditions, it is desirable to know the effects of anions, aside from carbonate, that are likely to be present in commercial materials packaged in tin. Therefore, in this paper the potential behavior of tin in carbonate solutions to which sodium fluoride, chloride, bromide, iodide, sulphate, nitrate, monobasic phos-phate, dichromate, perborate and acetate have been added will be described. For most of the additions, solutions containing 0.001 and 0.01 .moles of the added material were studied. The experimental procedure was exactly the same as that described in the first paper; the pH of the electrolyte was controlled by adjusting the ratio of carbonate to bicar-bonate as follows: pH 0.1 M NaHCO3 8.4 2 parts 0.1 M NaHCO3, 1 part 0.1 M Na2CO3 9.5 1 part 0.1 M NaHCO3, 2 parts 0.1 M Na2CO3 10.0 0.1 M Na2CO3 11.2 The reagents used were all of C.P. grade. The anions studied may be divided into three groups: (1) anions that had little or no effect upon the potential curves-sulphate, nitrate, and acetate; (2) those that helped to prevent corrosion at low pH only-fluoride, chloride, bromide, and iodide; (3) those that helped to prevent corrosion at high pH also-phosphate, perborate, and chromate.

During the last few years, one of the great problems in the milling of all ores has been that of grinding. This subject involves not merely the cost of the operation, but also the selection of the proper degree and character of grinding to yield the best metallurgical results on the given ore. Considering the diversity of machinery, one is led to wonder at the variety of grinding methods employed, even when realizing that metallurgy demands varying products. In an attempt to investigate the relative grinding resistances of a number of ores now being milled in this country and Alaska, the manage-mxitofthe Portland mills requested Samples of average mill-run of ore from various companies. The request met with a ready response, indicating the desire of all operators to gain information on the subject. The difficulties involved in this investigation were numerous, lack of time for outside problems during this strenuous period being a serious one. Also, we were unable, in the time, to obtain a correct 150-mesh screen; in the screen analyses tabulated and plotted herewith, the 150-mesh screen was used merely to protect the 200-mesh screen, not to ascertain points on the curves. The experimental grinder was a small iron tube-mill, 8 by 121/2 in., in which was placed a definite number (74) and weight (3450 gm.) of 3/4-in. steel balls, 1 Ib. water and 1 Ib. ore. To obtain uniform conditions, each ore was first crushed and screened, and from the sized products a "standard feed" was artificially prepared, the same standard being adopted for all tests in that particular series. THE term oil property, in this discussion, includes any type of easement or grant under which petroleum might be produced; it ranges from the mere right to drill on undeveloped wildcat acreage up to a fully developed oil property. The values of an oil property, as thus defined, vary widely according to the use for which it is intended, whether it is from the viewpoint of the speculator, the fraudulent stock promoter, the refiner and pipe-line owner, or the oil producer. The market value of a property is usually a combination of some two or more of these influences, and occasionally a combination of all of them, but we prefer to treat each viewpoint as distinct from the others, allowing the reader to make his own combination in such proportions as his inclination and property seem to require. This paper will treat the subject from the viewpoint of the oil producer. However, the other influences have such bearing on the cost of property to the producer and on the price he might obtain by its sale as to warrant brief discussion of them. Speculation, particularly lease speculation, is a parasitic growth on the oil industry, healthy enough, but of no economic value. The class of property usually dealt in for this purpose is the undeveloped lease. Its speculative value may have some relation to its probable productive value, but most frequently this value is the product of temporary excitement due to local development. The lease speculator, seeking out the trend of development or securing early information regarding a proposed test or a new discovery, immediately secures leases whose market value will be increased when the existence of such development becomes more widely known. His profits are purely unearned increment. Not proposing to spend money in exploration, he can afford to compete in purchase with the operator, who, in addition to bonus paid, must spend large sums in testing out his own acreage and that of the nearby speculator as well. It has a tendency to compel unduly high bonuses.

Any mechanism, either natural or artificial, for regulating the functioning of a given unit in the general economy must operate toward the maintenance of equilibrium if it is to survive. The petroleum industry, concerned as it is with the production of a natural resource of specialized character, is surrounded not only by the economic factors common to other industries but by an extra set of unique elements centering about the fugitive character of crude petroleum under conditions of competitive development. The term equilibrium, therefore, so far as the oil business is concerned, involves a combination of economic and physical factors: the first set having to do with supply, demand, costs, profit margins, purchasing power, and the like; and the second, with underground pressures in oil pools, efficient rates of extraction, and all other aspects of engineering that may be summarized by the familiar term "conservation." The two categories, in fact, are not as clearly divided as the foregoing statement would imply, for in practice it will be found that the economic and physical aspects have a pervasive interaction and interrelationship. If the development of the petroleum industry in the United States is examined from its inception in 1859 down to the present, it will be found that, beginning about 11 years ago, a new mechanism for regulating the production of crude petroleum made its appearance. Prior to this recent period, the production of this raw material was determined by competitive forces operating without outside restraints. At present the output of crude oil is subjected to supervision by regulatory bodies in most of the oil-producing states, which impose upon the operators certain conditions having to do with the manner and rates of production. Thus, in the space of a decade, the mechanism for producing crude oil has changed from an automatic to a designed procedure called proration. And in its short history this method has been marked by a rapid evolution in its nature and incidence, with progressive changes still under way.

SHALES containing,"kerogen,," or bituminous matter, which on destructive distillation yield oily and tarry matters resembling petroleum are here designated as oil-shales. They differ from oil-bearing shales from which petroleum may be obtained by so-called mechanical means. The educts obtained by the destructive distillation resemble some or all the varieties of petroleum, depending on the character of the shale and the mode of treatment. Some shale oils have e a paraffin base, some an asphaltic base, or a combination; some run high in sulfur compounds, The methods of refining and cracking, therefore, are essentially the Sam as are used in refining petroleums. In 1860, in this country, over fifty companies were successfully distilling various bituminous natural materials for the production of "coal oil," used for illuminating purposes. The discovery of petroleum and the failure of these companies to save and utilize the valuable byproduct, ammonia, brought about their inevitable doom. Prior to that time, more or less successful efforts were made to produce from the shales of Scotland oils for illuminating and heating purposes. Competition of native petroleum from the United States early eliminated some of these companies and with the entrance of oil from the Russian and other fields into the world's markets, the Scottish oil-shale industry underwent serious and trying experiences until, in 1916, only four (Scottish) were paying concerns.. These survived only through energy and the application of skill in saving valuable byproducts. A few companies have successfully operated in France and New Zealand. The Canadian Government showed active interest in the New Brunswick shales, which exist in quantity and are more valuable than the Scottish shales. The retarded development of that very valuable asset of the Province of New Brunswick involves a pathetic history, which is lamentable. This was especially true when the product was so much needed in the prosecution of the war. The economic success of a shale-oil industry depends on the following factors:

The outstanding event of the year 1929 in the Appalachian area was the intensive drilling activity in the Bradford and Richburg pools of northwestern Pennsylvania and southwestern New York State, particularly the former, in connection with the continued extension of the five-spot system of water-flooding. More new development work was undertaken and completed than during any previous year since reclamation methods were first applied. This was due in part to an excellent price for oil and in part to discovery of the fact that more intensive methods (five-spotting) yielded greater profit. While several oil wells of comparatively large initial production were completed, no new oil pools of significance were discovered in the Appalachian area during the year. A number of small gas pools were opened in areas already surrounded by producing wells and at least three others in areas located some distance from any producing pools. Petroleum Development According to statistics of the U. S. Bureau of Mines, 33,7,57,000 bbl. of petroleum were produced in the Appalachian field during 1929 as compared to 31,060,000 bbl. in 1928.' Of the total 1929 production, 23,391,618 bbl. consisted of Pennsylvania grade oil as compared to 21,096,710 bbl. in 1928. The 1929 Pennsylvania grade production represents an increase of 37.4 per cent. over that of 1924. This increase can be attributed largely to the rapid development of water-flooding in the Bradford and Richburg pools. The Bradford field of northwestern Pennsylvania and adjaccnt portions of New York State experienced the busiest year since the boom days of the early eighties. Wells completed during the year totaled 2679.2 In spite of the high prices asked for acreagc, which in some of the choicest territory has been as high as $6000 an acre, a considerable number of properties changed ownership during the year. There is at present a pronounced tendency to consolidate the great number of small individually operated properties into larger units.

Meeting, Aug. 20, 1913, B te, Montana, at 12.45 p.m.-On, the written request of 27 members of oft Institute residing in Montana, the Montana Local Section was established, and the following Committee was appointed by the President of the Institute to complete the organization : E. P. Mathewson, Chair pan; Frank M. Smith, Vice-Chairman; D. C. Bard, Secre-tary, Montana State School of Mines, Butte, Mont., Oscar Rohn, James L. Bruce. The President reported the appointment of a Committee on Mining Law, the names of whose officers and members are given on page xxxv of this Bulletin, and these appointments were approved. It was voted: That the Committee on dining Law be requested to establish a Sub-Committee on Censorship, a majority of whom shall be lawyers; and, further, that no paper on mining law be recommended for publication to the Committee on Papers and Publications, unless it is previously approved by the Sub-Committee on Censorship of the Committee on Mining Law. The President reported progress in the matter of co-operation between the Institute and the United States Bureau of Mines, through Committees of the Institute. The President reviewed the history of plans for a union or affiliation with the Mining and Metallurgical Society of America, and the following minute was then adopted : " The Board of Directors of the American Institute of Mining Engineers has carefully considered for several months the question of union or affiliation with the Mining and Metallurgical Society of America ; and, while at an earlier time and under other circumstances, such. a union might have been accomplished, yet under present circumstances the Directors of the Institute deem such union inexpedient. "While thanking the Mining and Metallurgical Society of America for its consideration of the matter, we believe that further discussion of the subject will serve no useful end, and we conclude it best that the Society and the Institute continue their useful functions and friendly relations side by side, as heretofore."

In the recent litigation for the possession of franklinite by one party and of zinc-ore by the other party, it was shown by the evidence of experts familiar with the original condition of the outcrops that at Mine Hill a more or less disticctly defined layer of red zincore underlay the heavier and larger body of the franklinite, so-called ; this layer or bed of zinc-ore dipping under the franklinite upon the western cropping, while at Stirling Hill, two miles south, the conditions were apparently reversed, the zinc-ore overlying the franklinite. An explanation being required, it was shown, first, that at both places, at Mine Hill on the north and at Stirling Hill on the south, the ore-bed lies in a synclinal or trough-like fold with the red zincore under the franklinite; and secondly, that at Mine Hill, we see chiefly the outcrop of the western part of the folded bed and at Stirling Hill the eastern part; the Mine Hill cropping being on the western slope, and the Stirling Hill cropping on the eastern slope of the hill. Thus the ''back vein" at Stirling (the western outcrop) corresponds with the front-vein at Mine Hill, and, like it, has the red zinc-ore on the foot-wall, while the front-vein or eastern cropping at Stirling corresponds to the back-vein or eastern cropping at Mine Hill in the part of the bed generally known as the " buckwheat-field vein." If the ore-bed were continuous in one synclinal trough between the two localities, no further explanation would be required. But it is not so ; and the synclinal folds at both places pitch steeply to the north, bringing the beds to the surface in horseshoe-like curves at their southern ends or croppings, and carrying the beds far below the surface northwards. Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. IT is certainly fitting and proper that the shortage of engineers should be the topic of frequent editorials in the professional magazine of mining engineers, but many of you are directly concerned with another shortage; namely, the shortage of skilled miners. It is often said that the military organization is built around the noncommissioned officer and it is similarly true that the mining organization depends for its production on the skilled miner-the NCO of the mining industry.

The Yates pool, Pccos County, Texas, has greater potential capacities than any other field in the United States. This field is notable for the large return it yields on capital invested, for low production costs and for the orderly and conservative manner in which it was developed and continues to be operated. The proven area is 20,000 acres and there are 392 producing wells, or approximately 1 well to 50 acres. The theoretical daily potential is 5,250,000 bbl. as determined by l-hr. open-flow gages. Individual well gages vary from a few barrels to 8500 bbl. per hour, and well depths range from 1000 to 1800 ft. The greater part of the production is from a very porous limestone, and by agreement no productive well has penetrated the lime more than 225 ft. The forces driving the oil from the formation to the surface are hydrostatic head, expanding gas or a combination of the two. The degree of effectiveness of either depends upon the structural position of, and porosity encountered in, the individual wells. Approximately 95 per cent. of the wells in the field flow naturally. The pipe line outlet of the field at the present time is 100,000 bbl. per day, which is less than 2 per cent. of the daily potential. Difficulties and Principles of Probation It became evident during the first year of the development of this field that operators would have to devise a scheme to allocate pipe line runs equitably among their different properties. When the idea of proration was first inaugerated, the matter of spacing wells was given consideration. This was given up through fear of legal difficulties. Storage was also a question that was given considerable thought, and a plan was finally developed which went into effect Oct. 1, 1927. It was decided that the oil runs should be prorated according to the total potential capacity of all the wells which the several operators had in the field. The potential capacity of the wells was measured by a l-hr. open-flow gage. All runs to storage by an operator were deducted from his daily allowance.

The purpose of the National Research Council as organized for war purposes is twofold, to stimulate those outside its own personnel to conduct researches of importance for winning the war and to carry on such researches through its personnel to a limited extent. How this is done is explained in Section 10. "Research" is used here in a very broad sense, including, for instance, inventing and developing mechanical and physical devices. The need of this work arises from the inevitable concentration of most of the governmental war agencies on the production and transportation of war materials of the types now adopted, as distinguished from devising new kinds of instrumentalities, such as armor, guns, aircraft, and apparatus for detecting, locating, observing, signaling, transporting, and many other military purposes. But it is important that we should devise new agencies. The war came near being won by an invention, the submarine, and its course has been affected greatly by two other inventions, tanks and aircraft. In spite of our numerical superiority victory may well be snatched from us by an invention, if we allow Germany to outstrip us in inventing. Hence the importance of the Council's work in mobilizing and organizing the services of the patriotic civilian experts throughout the country, so as to bring their powers to bear on important war problems and on inventing war devices, as an adjunct to the development work of the regular governmental bodies. 2. Status of the Council.—Though President Wilson's request caused the Council to be created in 1916 by the National Academy of Sciences under its congressional charter; though his executive order of May 11, 1918, directs the heads of "Governmental departments immediately concerned" to "continue to co-operate with it in every way that may be required;" and though the Government has contributed largely to its financial support; it is not a department of the Government but an independent research body, aiming to evolve the necessary mechanism for the novel work of systematic stimulation and guidance of research. Thus the Government, which instigated the creation of the Council, recognizes and collaborates with it, and in part supports it. The Council acts moreover as the Department of Science and Research of the Council of National Defense.

THE name bentonite formerly was applied solely to a peculiar clay occurring in Wyoming and South Dakota, which was distinguished from other clays by its unctuous feel when wet and the property of swelling in water. In the last decade scientific studies of clay have recognized that bentonite is composed mainly of the clay mineral montmorillonite and the name bentonite has been extended to cover the entire family of clays that have montmorillonite as their chief constituent. Montmorillonite has the chemical formula of A1203-4Si0-xH2O, With Fe203 and MgO replacing part of the A1203. The montmorillonite crystal is an Si-Al-Si clay mineral, being formed of two silicon-oxygen sheets with an aluminum-oxygen sheet sandwiched between them. In contrast, kaolinite-the chief clay mineral of most clays other than bentonite-is Si-Al, one silica and one alumina sheet. The unit crystal of montmorillonite is much thinner than that of kaolinite, with greater surface area. These differences in crystal structure patterns are leading factors in the dissimilar properties and commercial uses of bentonite compared with other clays. Mineralogically, bentonites are 85 to 90 pct montmorillonite with fragments of feldspar, gypsum, calcium carbonate, quartz and traces of other minerals. They vary in color; the widely used Wyoming type is creamy white when dry and a light shade of tan when wet; the low-swelling bentonites of the southern United States and elsewhere are found in many shades of gray, blue, yellow, red, and brown. Pure white bentonites are rarer and generally of the medium or low-swelling type, though there are a few exceptions to that general rule. PROPERTIES Bentonites may be divided into two general classes: (1) those that adsorb large quantities of water, "swelling" greatly in the process, and that remain in suspension in thin water dispersions; (2) those that adsorb only slightly more water than ordinary plastic clays or fuller's earths, do not swell noticeably, and settle rapidly in thin water dispersions.
