At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution: "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Mining and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the expressed policy of the Institute to refrain from official participation or action, in political and semi-political matters." AND WHEREAS, appeals for additional advice have been received: NOW, THEREFORE, IT IS RE¬SOLVED: (1) That the policy of the Institute is to refrain from official participation or action in controversial non-technical economic subjects; further (2) That if any Local Section is in doubt as to the application of this policy to any particular subject, it should communicate with the Secretary of the Institute for advice.

The magnetic susceptibilities of some ores and the major rock formations of the Precambrian Belt Supergroup in the Coeur d'Alene mining district were determined both in the laboratory by the use of the Gouy method and in the field with a Bison susceptibility unit. Trace element analysis of the same group of rock samples was also made using the atomic adsorption technique. Results of this preliminary study indicate that some correlation exists between the magnetic susceptibilities and the various rock formations. This may be useful for regional mapping and mineral exploration.

The Precipitation of nitrides in quenched Fe-N alloys, aged between 25° and 200°C, was studied by transmission electron microscopy. Different dislocation substructures were introduced into the materials by recrystallization, cold working, and by Phase transformation prior to the introduction of nitrogen. It was found that the precipitated nitrides, tentatively identified as Fe16N2, have (100) habit planes. Nucleation takes place Preferentially at dislocations and at subboundaries. It sometimes occurs in the matrix, probably on vacancy clusters, but rarely on high-angle boundaries. The process of nucleation on dislocations and subboundaries is very temperature dependent. At room temperature there is no particular orientation relationship between the dislocations involved and the (100) planes on which the nitride Particles formed. With increasing temperature, the nucleation sites tend to become restricted to those dislocation segments lying in (100) planes. The change of yield stress of the 0.022 and 0.043 pet N alloys during quench aging can be correlated semiquantitatively with the change in particle distribution. Strain aging in quenched alloys can be separated into two stages. The early stage is attributed to nitrogen segregation to dislocations and the later stage is associated with precipitation. When previously quench-aged specimens were strained and aged, no additional Precipitates could be seen, although a considerable amount of strain aging occurred. IN fighting a war the all-absorbing intent is to win. There is little time to analyze the rush of events or to appraise their consequences beyond the war's end. The united objective is, rightly, success for our arms. Yet under the pressures of a great war there may be compressed scientific, economic and social developments that might have taken many decades to achieve under less urgent conditions. Their effects on our lives and all civilization may be more wide-reaching and lasting than any military conquest. They constitute one of the must imperative incentives to victory. No American, least of all any scientist worthy the name, conceivably could endorse war as a justifiable means to progress. The destruction of life and property wrought by the present war far exceeds the havocs of a century's earthquakes. Most of mankind is burning itself on an altar of paganism. Nonetheless, one fact is inescapable Despite the recurrent malady of war history's overall course is forward. Mankind has the habit of rising phoenix-like from its own ashes to attain greater heights. Progress is immortal.

The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong's suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.

The following letter has been received from the Chairman of the United States Shipping Board. August 1, 1918. American Institute of Mining Engineers, New York, N. Y. GENTLEMEN: I am going to call upon your organization for some teamwork. The time has come for Americans everywhere to put themselves solidly behind American ships. Our railroads must no longer stop at the ocean. We are building an American merchant fleet of twenty-five million tons-three thousand ships. We are backing modern ships with modern port facilities, establishing our bunkering stations all over the globe and will operate with American railroad efficiency. We will carry American cargoes at rates corresponding to our railroad rates-the cheapest in the world. Fast American passenger-and-cargo liners will run regularly to every port in Latin America, the Orient, Africa, Australia. Are you taking steps to use these ships to increase your own prosperity? Do you realize that American products of factory, farm and mine can be delivered to customers in foreign countries on terms which will build lasting trade? Do you realize the possibilities for bringing hack raw materials to extend your products and trade? We must all take off our coats and work to bring these American ships home to the people of every American interest and community. The manufacturer must think of customers in Latin America as being as accessible as those in the next state. The farmer must visualize ships carrying his wheat, cotton, breeding animals, dairy products and fruit to new world markets. The American boy must think of ships and foreign countries when he chooses a calling.

IN A STATEMENT summarizing general conditions in the Federated American Engineering Societies, the executive secretary, L. W. Wallace, expresses the belief that the Federation has made substantial progress. At the annual meeting of the American Engineering Council, to be held in Washington Jan. 5 and 6, this progress will be shown by reports covering activities in many fields. "Unquestionably," says Mr. Wallace, "the Federa¬tion has made favorable and permanent contacts in Washington. Through the, activities of Congress and of the new Federal administration. we have had the opportunity to render some really constructive service. We feel, however, that the great body of engineers are not adequately informed of the organization of the Federation, of its aims and purposes and of its activities.

WHEN operations were first started at Climax in 1917 by the Climax Molybdenum Co., they were pioneering in the molybdenum industry for little was known relative to the uses of molybdenum or the metallurgy of molybdenite concentration. Concentration of molybdenite is relatively simple today but in 1916, when the Climax deposit first attracted attention, it presented serious difficulties. Little was known, in fact, even about the assaying of such low-grade molybdenum ores. Mine samples were sent to at least a dozen of the best laboratories in the United States and average values reported varied from 0.4 per cent to 1.0 per cent MOS2. Owing to the wide variations in MoS2 content obtained from reliable chemists, the actual value of the ore was most uncertain. This variation occurred repeat¬edly over a period of six months in 1917. It was finally decided, as a last resort, to cut several tons of sample from the tunnel and have a mill test made, using the recovered MoS2 per ton as the grade of the ore, for a small error in the assaying of the concentrate would not materially affect the results. These mill tests were made by the General Engineering Co. (Callow) at Salt Lake City. The results proved an ore of commercial grade and indicated the flotation process for the best metallurgy. Maps and Mining Data for the Library. I suggest that the Institute Library can increase its usefulness by systematically soliciting from the engineers and mining companies all published reports and maps, and parts of reports and records, not of a private or confidential nature. If this is done an engineer assigned to report on a well-known property or district may depend on finding at the library a large amount of preliminary data and general information from these official and engineering reports relating to his prospective investigation. In many mining reports a large part of the report is of a general technical and scientific character, and there could be no good objection on the part of either the engineer, or his client to making such information thus of record. I believe there would be a great deal of information furnished by the engineers if they were properly solicited under this plan. I have found on different occasions that much work could be saved by such records now in the Library. The plan would also have the advantage of keeping the Library in closer touch with the active engineers, a feature to be desired. I also have in mind that the Library should undertake to collect all the prospectuses and financial literature which is issued in connection with mining. Of course a great deal of this is unreliable, but even this is valuable for record in the matter of legal and other investigations. I shall be glad to co-operate with you, and do anything I can to develop more in detail the general ideas above noted. The Austinville-Ivanhoe lead-zinc deposit occurs in the Lower Cambrian Shady dolomite. This deposit is located in southwestern Virginia in the faulted and folded Appalachian Valley and Ridge province. The ore bodies resemble the chimmey and manto deposits of northern Mexico and are formed by replacement and filling. They are confined to certain favorable zones of the Austinville and Ribbon members of the Shady. Structural and stratigraphic factors combine to control the location and form of the ore bodies. In certain places secondary oxide enrichment of the zinc minerals has contributed to the economic development of the area. It is concluded that the ore is epigenetic and is deposited by hydrothermal solutions rising through the fault "plumbing." Classification is epithermal-telethermal.

The principal event in the development of oil and gas in Missouri in 1942 was the drilling of the Cities Service Oil Company's No. I Jim Cook, in the northwest corner, NW. 1/4 sec. 32, T. 65 N., R. 39 W., Atchison County, in the northwest corner of Missouri. This well, not yet completed, bailed several barrels of free oil in about 27° Baume from a sand called the Bartlesville by those in charge, at a depth of 1450 ft. The well is on a block of leases obtained after the area, which is covered by several hundred feet of glacial drift, had been prospected by core drilling. Earlier in the year the same company drilled a well on the Glen Gray farm in the southwest corner, SW. 1/4 sec. 29, T. 65 N., R. 39 w., to a depth of 2427 ft. in the Hunton lime with a rotary drill. Oil stains in this hole led to the drilling of the second well. SULPHUR is a very well known mineral and apparently is produced in many places. It is engendered from an unctuous earthy and powerfully hot substance so that it is considered among experienced workers to bear a resemblance to the element of fire. This is called by these same men the masculine seed and the prime agent of Nature in the composition of metals. Because of its great dryness and heat it has, as experience shows, affinity with fire, which is easily introduced in it when brought near. And once introduced the fire is quenched only with difficulty before its unctuousness is wholly consumed. Although it shows itself to us of such a hot and dry nature, we must not think that sulphur is a substance so pure that it can stand by itself or that in order to attain its form it has no need of its portion and part of moisture like every other mixture. This is shown to us by its easy fusion, in which it resembles the metals. This thing is found in many places and in many varieties of color; some are white, others yellow and orange, and some others between gray and black. They also say that some red is found. It does not occur in that arrangement of veins like other minerals, but most liberal Nature makes whole mountains of it as is seen in the Aeolian islands, [26] near Sicily, in Etna or Moncibello which is the island of Sicily, at Pozzuoli, in the territory of Rome, in the Sienese domain at San Filippo, and in many other similar places. It is a substance that has a very strong odor and is most unpleasant to smell. It is very fixed in its substance so that it is never corrupted by time, by boiling, or by the moisture of water. For although it may stand in water a long time it never becomes soft nor does it ever decrease or increase in weight. It is brittle and easily crushed very fine. It is said that a trace of garlic rubbed on the mortar helps anyone who wishes to reduce it to impalpability. Its ores have a form more like earth than like stone although they some¬times have the color of a certain soft rock. The places where it is found are easily recognized by the great odor that they give out and by the very hot baths that often spring forth near it. IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the' utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up ' the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.

At the Buffalo meeting in October, 1898 (Trans., xxviii., 865), our Secretary, Dr. Raymond, in speaking of the obstacles he had encountered in securing contributions to the Transactions from members in practice, said : " It is the disinclination of many members to communicate incomplete or partial or preliminary results. They are going to write, ' some day,' a thorough and monumental paper; and meanwhile they prefer to communicate nothing.... It is the difficulty to which I have just referred that I have encountered in a wide correspondence with members, undertaken for the purpose of securing contributions of fact and opinion concerning the special subject of this discussion.... Almost none of them seem to recognize the value of preliminary, incomplete and indecisive reports of practice, as laying the foundation for a thorough' inquiry." This remark was made in immediate reference to a discussion concerning blast-furnace tuyeres; but, notwithstanding this appeal from the Secretary, little has been recorded regarding the distribution, the penetration, and the pressure of the blast at the tuyeres and inside the iron blast-furnace. I am therefore encouraged to contribute the following incomplete and crude observations of the blast-pressure inside the hearth. At the suggestion of J. H. Frantz, the general manager of the Columbus Iron & Steel Go., a test was made at the East furnace of the company to determine whether there was any difference in blast-pressure at the different tuyeres. The apparatus used for this test was not sensitive enough to give accurate results. It consisted of a small pressure-gauge mounted on a 3/8-in. gas-pipe. A hollow plug, fitting into the peep-hole of the tuyere-cap, prevented the blast from blowing-out during the test. The test-pipe was held in place by means of the handle on the outer end.

W. W. (Pop) Adams' contribution is short and to the point. "I went to Pueblo about March, 1881, and started working for the Pueblo Smelting & Refining Co. in the sampling room, going from there to the assay and chemical departments, and ending in charge of the lead refinery on the night shift. I was there about two years, returning to California in 1883. The plant was under the management of Mather and Geist, plus Charley Ballard; Herman Schlapp was the metallurgist. Herman Schlapp's name remains prominently in my recollection of Pueblo for his never-failing kindness and charity to the young men who were trying to learn the Pb. game. John Allen, Walter Koehler, George Westcott, Charley Molson, and Alfred de Ropp were there with me. Schlapp and Koehler I have never seen since I left Pueblo; the others I have met often. , Alfred de Ropp I have often met-here, as he was manager of the Selby Smelting & Lead Co. of San Francisco, for years. 'He tells me that I gave him the rudiments. of American profanity at Pueblo; an apt pupil, for since then, by his own efforts, he has added largely to his vocabulary..

X HE recent investigation of Butler, McCabe, and paxton' on the vapor pressure of manganese gas in equilibrium with Mn-Fe alloys has been extended to include the iron-rich solutions and alloys in the two phase equilibrium region. The study of the phase equilibrium by Kurnakov and Troneva2 and the extensive reviews of the Mn-Fe system by Hansen,3 and Hellawe114 are not in agreement with regard to the location and extent of the equilibrium between the solid phases of fcc y and complex P in the temperature range above the eutectoid temperature of approximately 975Kwhere 0 decomposes to y and bcc a. An evaluation of the existing equilibrium data is confronted with the conflicting results presented by various investigators who used techniques requiring a quenching treatment to retain the high-temperature equilibrium or encountered temperature hysteresis during thermal analyses. The difficulty of suppressing the transformation of the manganese-rich concentrations of the y-solid solution during quenching has been well etablished.' To avoid this uncertainty the phase equilibrium was investigated at temperature by measuring the partial pressure of manganese gas in equilibrium

IN reviewing the field of mineral industry education last year reference was made to recent assertions, mostly emanating from sources not in a position to know the facts, that mining engineers as a class are disappearing. Attention might also then have been called to a statement that appeared in Engineering News, August 11, 1892 (p. 130), ". . . the great absolute decline in number of mining graduates, which last amounts almost to a complete abandonment of mining engineering as a distinct branch of study."
