CONSTRUCTION of the long projected Moffat tunnel, on the Denver & Salt Lake R. R., between Tolland and Irving, Colorado, is now actually and actively progressing. This 6.1-mile bore through the Rocky Mountains, at an elevation of about 9200 ft., will eliminate 33 1/3 miles of probably the most tortuous standard-gage track in the world, and at the same time will avoid the necessity for crawling over the snow-bound continental divide at an elevation of 11,660 ft Completion of the tunnel within the stipu-lated four years, is expected to nave an immediate effect on the develop-ment of the known coal fields in north-western Colorado, already penetrated at Craig, the present terminus of the road, while it will also enable the railroad to carry out the original designs of its founder, David H. Moffat, for through traffic from farther west. The intention now is to accomplish the latter object by an extension from McCoy following the canon of the Grand River down to a connection with the Denver & Rio Grande at Dotsero. Legal impediments to the financ-ing of the tunnel having been removed by action of the Colorado legislature in April, 1922, the Moffat Tunnel Improvement District issued bonds to the amount of $6,720,000 which have been widely and quickly distrib-uted through a New York banking house. Responsi-bility for the execution of the project has been vested in the Moffat Tunnel Commission, to which a board of consulting engineers has been appointed for carrying out the details of administration. This board includes D. W. Brunton and L. D. Blauvelt, of Colorado, and J. Vipond Davies and J. Waldo Smith, of New York; R. H. Keays, who has managed large tunnel projects in New York, is chief engineer for the Commission.

This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

INTEREST is currently being directed toward grain boundary morphologies in zinc in terms of grain boundary facetingl and grain boundary energies.' Some years ago the present author attempted to measure grain boundary energies in 99.999 pct purity Zn as a function of boundary angle, using the standard procedure of measuring equilibrium angles of the boundary traces at triple points. The interfacial free energy of the high angle grain boundary and of the stacking fault is assumed to be thermodynamically equivalent to the corresponding in-terfacial tensions. In terms of the true dihedral angles & between the intersecting interfaces, the equilibrium of interfacial tensions in the direction parallel to the stacking fault yields: ysF = -ygb(cos F1+ cos ±cosF2) Here, ysF is the stacking fault free energy and ygb is the grain boundary free energy, assumed equal on both sides of the intersection. Forces acting normal to the grain boundary, of the form ??gb/?F,l are assumed negligible as the grain boundary remains straight for a considerable distance on either side of the intersection. The micrograph of Fig. 1 may actually consist of several closely spaced stacking faults on the same slip plane. The purposes of this statement are to define a problem that exists in regard to the estimation of developed petroleum reserves, to analyze the problem in an abstract manner, and to discuss it as an introduction to certain papers that follow. The problem is to devise and develop a suitable procedure to permit more accurate estimates of developed petroleum reserves. Part of the problem is to make such estimates available earlier in the life of any particular pool. The problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became acute, some of the more prominent reasons being as follows: 1. The standard method of estimation depended on production-decline curves. This method is inapplicable while curtailment prevails and available methods arc insufficient. 2. The retarding influence imposed by wide open flow conditions upon overdevelopment is absent. Great losses of capital by overdevelopment can now occur before realization of the true situation occurs, or before effective steps can be taken to stop such wastage. This increases the need for early, accurate estimates. 3. Above-ground stocks have diminished and the equivalent of such supply tends more and more to be retained underground in the natural reservoirs. It becomes increasingly necessary to know accurately the amount of these stocks. To direct attention to an additional point of different nature: improved accuracy of reserve estimation can be obtained only by closer scrutiny of the factors that determine recovery. This examination and the resulting efforts to measure the effect of these factors in terms of ultimate recovery must tend to improve ultimate recovery. The statements regarding the acute nature of the problem also indicate to some extent the importance of the problem and the necessity of finding a solution. Developed reserves of the industry, and of individual opera-tors, are one of the great factors that properly should determine explora-

In the summer of 1917 it was decided to fireproof the main tramway hoisting shaft of the Anaconda Copper Mining Co. at Butte, Mont. The shaft has three hoisting compartments and one pump compartment; it is timbered with 12 by 12-in. (30.5 by 30.5-cm.) fir timber, and is 2475 ft. (754 m.) deep. Subsidence and displacement of the surrounding country rock had produced exceedingly heavy ground, and had carried the shaft out of line, in several places, by as much as 2 ft. (0.6 m.) displacement. Constant repairing and realigning of the timbers had been necessary in order to maintain clearance for the cages. The most feasible method of fireproofing, therefore, seemed to be to cover the timbers with a coat of concrete applied with the cement gun. The cement gun, which is operated by compressed air at ordinary mine pressures, feeds a mixture of sand and cement through a hose to a nozzle having a water connection. The mortar in fluid form is thus sprayed upon the prepared surface in thin layers, which can be built up to any desired thickness. The cement gun can be set up at any convenient point; satisfactory results have been obtained with the nozzle a distance of 500 ft. (152 m.) from the gun. The shaft was thoroughly overhauled and the timbers put in the best possible state of repair. Between the 1000 and the 1400 levels, much loose ground lay against the shaft timbers on the north side; this was breast-boarded back and a 30-in. (76-cm.) reinforced-concrete retaining wall was erected, leaving a space of 12 in. (30.5 cm.) outside the shaft timbers to allow for future movements of the ground. For convenience in handling men and materials; it was arranged to concrete the auxiliary hoisting-cage compartment and the pump compartment first, using the cages of the main hoist to serve the cementing crews. The auxiliary cage was then available while the remainder of the shaft was being concreted.

IN this country steel made in a Siemens furnace or Bessemer converter, is generally tapped into a ladle or shoe, and then drawn through an aperture in its base into the various moulds. In order to regulate the flow of the molten mass a refractory valve is arranged at the aperture. A plumbago nozzle is fixed firmly in this aperture, and a stopper of like material is fitted to it, making a socket valve. In order to raise and depress this stopper at will, a rod is fastened-to it, extending through, the metal and over the brim of the ladle, where it is bent back in a half circle and secured in a slide. This slide plays vertically in a frame, permanently fastened to the outside of the ladle, and is moved by a lever having as a fulcrum a pin fixed in this frame, one end, of the lever being temporarily fixed to the slide, and the other end being moved by hand. Reference being had to the drawing (see Plate 1, Fig. 1), E is the nozzle, D is the stopper, A is the rod, protected as hereinafter described, C is the cast-iron framework, B is the wrought-iron slide, B' is the offset into which the rod, A, enters, and is secured in the usual manner by a key, a. Section J, K, shows the manner of hanging the lever. J is a pin attached to the slide by which the end of the lever raises the slide, B. J is the fulcrum fastened to the frame, C. K (Fig. 1) is a hand-nut fastening the slide, B, to the frame, C, at will. Fig. 2 is a side elevation of ladle, showing the outside working of the parts above described. It is the common practice to protect the rod, A, by a coating of clay and fire-sand, kneaded to the right consistency and applied to the rod, and then thoroughly dried. Just before casting, the plumbago stopper, D, is heated at its extremity to redness separate from the ladle and, at the moment of pouring, is placed in the ladle and slide, and adjusted as well as practicable. Some very serious defects ensue, causing much trouble and vexation as well as actual loss. The fire-clay coating in drying becomes cracked and seamy, and at its best is more or less loose on the rod. A TRULY sound ingot can be made only from steel that is completely deoxidized. Given this condition, there is one further basic requirement-the steel in the ingot must solidify progressively from the bottom to the top. Any method of making the ingot that produces this type of solidification will yield sound products. Since a big-end-down ingot will not satisfy this condition, all sound steel today is produced in big-end-up ingots, the standard tool being the big-end-up mold fitted with some sort of refractory hot top. No one uses hot tops from choice, be cause of the bother and expense involved and because of the low yield resulting from their use-they are used because there has been no alternative where sound steel was required.

RECENTLY a comprehensive investigation of the various sigma binary alloys was published by Duwez and Baen.1 It was shown that the following conditions are necessary for the formation of the sigma phase: (1) the difference in atomic diameters of the two alloying metals must not be more than about 8 pct; (2) of the two elements which form sigma, one must exhibit a body-centered cubic structure while the second metal must be face-centered cubic, at least in one of its allotropic forms. In addition, a tetragonal unit cell was proposed and powder patterns of six sigma phases were indexed for d spacings greater than 1.640 kx. Since the indexing, based on tetragonal symmetry, led to only fair agreement, the possibility of sigma being orthorhombic was investigated. Various methods for indexing orthorhombic powder patterns are de- scribed in the literature.' The method used in this investigation was a graphical examination of the differences in values of sin' 9 for the adjacent lines of the powder diffraction pattern. This method led to a complete indexing of the Cr-Co (60-40) pattern. Because of the strong similarity between the various sigma alloys, it was then possible to assign indexes to the patterns of Fe-Cr (50-50), Fe-Cr-Mo (30-30-40), Fe-V (50-50), Co-V (50-50), and Ni-V (50-50). The values of sin' 9 and indexes of the six sigma alloys, together with visually estimated intensities, are presented in table 1. In general, the similitude between the six patterns is quite good. For spacings greater than 1.75 kx a few differences are noticeable. In the Ni-V pattern, no (320) exists and the two strong lines (030) and (031) are separated by only two lines of lower intensity, unlike any of the other sigma patterns. However, very little is known about the Ni-V phase diagram and it is possible that the equal atomic percentage composition in this system lies in a two-phase region. WHAT becomes of the water which must have filled the oil and gas sands at the time of deposition, has long puzzled students of oil and gas and has found expression in Munn's well known article on the hydraulic theory. Both Munn and Clapp have pointed out that in the Appalachian field the deeper sands carry increasingly less proportionate amounts of water. It seems to me probable that the principal source of oil and gas has been in the shales in proximity to the sands which now contain these products. The sand spits which mark off the lagoons from the sea comply particularly with the requirements of a limited sand imbedded in shales rich in organic matter. Cunningham Craig has objected to this view that the rich organic muds of lagoons are found only at the surface. That such muds do extend to considerable depth 1 am assured by Prof. Douglas W. Johnson, who has made an extensive study of the Atlantic Coast marshes. As any particular sand body becomes weighted by a heavier and heavier overburden, the result of increasing deposition, a part of the very large percentage of water in the uncompacted sand and mud is forced pout. The water percentage of freshly settled mud is vastly higher than that of the resultant shales, or even of a very porous sand. If beds of less compressible material meet or underlie the shales in question, there will. frequently be a lateral motion along such beds to some point where the upward movement will be resumed. We find in our laboratory work here that oil, gas, and water have extremely slight capacity for gravitational sorting while in a state of rest but when moving the gravitational sorting is readily accomplished. As the oil, gas, and water pass a body of larger pores, the gas, owing to its lack of capillary attraction, is retained in .the large pores.

An examination as to irregularity of wear around the nose of the Witherbee tuyeres showed a section through the nose near the top as per Fig. 1, and a section only a half-inch beyond as per Fig. 2. The molten iron flowing over the nose of the tuyere had melted off the metal until the water in the tuyere prevented further melting. These tuyeres have a division in the annular water-space (see Fig. 2) to turn the current of water at the top, and the watersupply pipe is carried to within 1 inch of the nose. The constant supply of cold water in the nose of the tuyere kept it well cooled and preserved. But half an inch on the other side of the division the metal had melted off, as is shown by Fig. 1. There was no means of effecting a circulation at this point so long as the water was discharged from the butt of the tuyere. A pipe having been placed on the discharge-side of the division, the same as on the supply-side, in order to secure a circulation of the water at the nose on the discharge-side, it was found that the metal did not burn off. The nose being found to give out at the bottom, a division was placed in the annular water-space at the bottom, terminating 1 inch from the nose. This made a sharp current of circulation in the nose at the bottom, and prevented the burning of the metal there. A positive circulation at the nose, top and bottom, is a necessity with the present fast driving of furnaces, and prolongs the life of the tuyeres. The proper metallic composition of tuyeres is a question constantly agitated. A trial of ordinary yellow-metal* tuyeres was made 12 years ago. They did their work just as well

The extraction of gold from refractory ores containing activated carbon and various types of carbon compounds is being done commercially for the first time at Carlin, Nev., by Carlin Gold Mining Co. Oxidation of the carbonaceous materials to CO and CO,- is accomplished by the introduction of chlorine into an aqueous pulp. The chlorine reacts with the limestone in the ore to form calcium hypochlorite which in turn reacts with the carbonaceous matter to form calcium chloride, CO, and CO.. Following the oxidation treatment the ore is cyanided in the conventional manner. For the first six months of operation the plant averaged 83% extraction at a feed rate of 500 tpd and a consumption of 28.4 lb chlorine per ton of ore which showed only 33.5% extraction by conventional cyanidation without the oxidation pretreatment.

McDermitt mine is located southwest of McDermitt, Nev., ½ mile north of the old Cordero mine. Geologic structure of the district is that of a Miocene age collapse-type caldera in a region of Basin and Range normal faulting. The McDermitt ore body possess a tabular, gently dipping configuration within 150 ft of the surface over an area 2200 x 2500 ft. Indicated ore reserves are 3 million tons at 10 lb Hg per ton. The ore zone averages 20 ft in thickness and consists of cinnabar (HgS) and corderoite (Hg3S2Cl2) deposited parallel to bedding in argillized Miocene age tuffaceous lacustrine sediments. The ore body is localized above a silicious sinter-silicified lake-bed breccia. This "opalite" breccia unit possesses a gently dipping, apronlike configuration, striking northeast, parallel the trend of the Cordero deposit, and thinning to the north and northwest.

By completing a double-track railroad cut-off, involving a large volume of cut and fill, in addition to a half-mile bridge spanning an important French river, engineers in the zone of the Services of Supply have opened up a route by means of which hours of valuable time are being saved in transporting men and materials to combat areas. Its most valuable feature is that it provides a means for by-passing a certain city where several, French railroad lines converge and where, consequently, congestion of traffic has been responsible for delayed train movements. To avoid a double-track turnout, which would have involved a cross-over cutting one of the French tracks, the two track connections of the cut-off are taken off from opposite sides of the French right-of-way. This involved running one of the new lines of the cut-off out from the main line track on a fill to a point where it could be brought back and over the French track on a steel girder bridge. Beyond this bridge the two tracks of the cut-off converge and straighten out in the standard type of double-track construction. The new cut-off is about 5 3/4 mi. (9 km.) long and has required 160,000 cu. yd. of cut (122,329 cu. m.) and 414,000 cu. yd. (316,527 cu. m.) of fill. In the biggest continuous fill a-yardage of 180,000 has been placed; the road-bed in this section-being-about 40-ft. (12 m.) above the original ground surface. The bridge portion of the cut-off, 2190 ft. (667.5 in.) long, is made up of ninety-nine 14-ft. (4.3 m.) timber spans and sixteen 50-ft. (15.3 m.) steel girder spans. This is the longest bridge which engineers of the American Expeditionary Forces have built in France. The timber spans are supported by pile trestle bents, while the longer steel girders rest on clusters of 43 piles. Two pile drivers of the steam-hammer type worked from each -end of the bridge toward the center of the river, while a drop hammer worked westward from the shore end. In this structure nearly two thousand piles 50 ft. or so in length had to be driven.

It is well known that the so-called pure aluminum contains noticeable amounts of impurities, chiefly iron and silicon, and many investigators have studied the forms in which these impurities exist. Hanson and Archbutt1 state that iron exists in aluminum as FeA13 and silicon as elementary Si. The solubility of FeA13 in solid aluminum is practically zero, or at least so small that the smallest trace of this compound is always visible as a separate constituent. Under the microscope an untrained eye can hardly distinguish, without etching, the two constituents FeA13 and Si, but they can be differentiated by suitable etching reagents. Anderson2 also found the same results. At the same time, Merica, Waltenberg, and Freeman3 found a constituent of unknown composition. They found a small thermal effect, at 610" C., on the cooling curves of aluminum with small amounts of iron and silicon. The intensity of this effect increased with increasing silicon content, until an effect occurred at 576" C. due to the eutectic between aluminum and silicon. The authors ascribed the effect at 610" C. to a compound, which they call "X constituent." It was thought to be a ternary compound containing iron and silicon and could be observed under the microscope as dark particles. Dix4 has published unetched photomicrographs of an aluminum with 0.51 per cent. iron, 0.99 per cent. silicon, and 0.32 per cent. copper that shows three constituents: the dark Si (black in the figure), the lighter FeA13, which appears in half tone and crystallizes in needles, and a constituent of the same color as FeAL3 but of different crystal form, often resembling Chinese script. This last constituent, Dix thought, is a compound of Fe and Si; not the compound FeSi but a compound containing a relatively small amount of silicon. Therefore an alloy of aluminum. iron, and silicon (the copper should not be regarded in the following considerations) must contain the following four constituents: Al, FeA13, Si, and a compound of Fe and Si. This, however, does not agree with the laws of chemical equilibrium.

WILLIAM ("BILL") EMBRY WRATHER, recently elected to a second term as Director of the Institute, is widely known as petroleum geologist, gentleman, and scholar. Born in Brandenburg, Ky., he was early endowed with a Southern accent which has remained with him strongly flavored by his later life in the oil-fields of Texas and the Mid-Continent region, and only thinly concealed by a Middle Western burr acquired during his student days at the University of Chicago. After graduating there with the Ph. B. in 1908, young Wrather (the adjective still fits!) joined the Gulf Production Co. Soon afterwards he married a charming Chicago girl, Alice Dolling, who, with their two daughters, has been his companion on many of his more distant trios.

At Balmat in northern New York State, the St. Joseph Lead Co.'s 2100-tpd zinc mining and milling operation is utilizing a unique thickener in conjunction with conventional crushing, grinding and flotation methods. From 1930 through 1962, zinc concentrates went directly from flotation to the filtering, drying and loading facilities, all of which had to operate 24 hr per day. Wide fluctuations in tonnage also had to be accommodated due to variations in the grade of ore. Many problems were thus encountered in filtering and drying, but the cost of installing a conventional, large diameter thickener could never be justified. In 1963, after thorough investigation, an unconventional thickener that is unusual in several respects was installed at Balmat. The tank depth is 16 ft instead of the normal 8 ft. The rakes are raised and lowered by having the main drive gear located on a movable platform. Automatic controls are programmed to raise the drive platform and rakes during one shift of storage. During the next two shifts of withdrawal, the controls are programmed to lower the drive platform and rakes.

With the inauguration of Petroleum Technology this year, and approval by the Board to add an Assistant Secretary to the New York staff to serve the Petroleum and Coal Divisions, the Petroleum Division looks forward to greater opportunities and responsibilities. An improved medium of publication offers further incentive to engineers and investigators in the oil industry to make contributions. The authorization by the Board of Directors of a new Assistant Secretary is an appreciation of the splendid contributions made to the industry by the open forum of the Petroleum Division. It is also a recognition of the possibilities of greater service to the membership along the lines established ten to fifteen years ago by DeGolyer, Fohs, Ambrose and Lovejoy, to mention a few leaders. It isexpected that the new officer will spend a substantial part of his time in the field, visiting the student sections, the respective Divisions, helping in the arrangement of papers and Section meetings and intensifying interest in the Institute. The Petroleum Division will hold three meetings this year. The Fall Meetings will be held on Oct. 6 and 7 in San Antonio and on Oct. 20 and 21 in Los Angeles. The programs for these meetings will deal chiefly with engineering research and production engineering problems. Papers on production statistics and general economics of the industry are reserved for the Annual Meeting in New York. The annual production symposium and statistics are accepted as standard for the industry. With continuously deeper penetration into the earth in search for and exploitation of petroleum, it is necessary to have a better understanding of reservoir conditions and to place more phases of the operation under engineering control. Among the subjects relating to reservoir conditions tha thave been proposed for the fall meeting programs are phase equilibria at high pressures, interfacial tension between oil and water, the flow of oil and water through sands, the chemistry of films and underground temperatures. Investigations relating to control of operations include methods of continuously logging while drilling both visually and electrically, methods of studying drilling samples, properties of drilling fluids, improved cementing practices for isolating thin sands under high-temperature conditions and gas conservation, particularly production from high-pressure reservoirs. Additional suggestions of general themes or individual subjects will be welcomed, since it is desirable to build a backlog of material for Petroleum Technology. 9

THE direct injection of cement grout into water-bearing fissures as a means of checking or stopping the flow of water into shafts and tunnels has been experimented with for a decade or longer and seems to have been first attempted in Europe. The earliest application of which the writer has found a record was at a shaft sunk by the Mining Society of Lens; this is described by C. Dinoire in the Transactions of the Institution of Mining Engineers.1. It is only lately, however, that the process has been entirely successful. This success has been accomplished on the Catskill Aqueduct, now under construction by the city of New York. This aqueduct includes a number of deep pressure tunnels, reached by shafts for both waterway and construction purposes. In portions of these shafts and tunnels considerable underground water was met. The contract for the first of these deep pressure tunnels was let to the T. A. Gillespie Co.; this section is known as the Rondout Siphon. It leads under the Rondout valley at a depth of from 400 to 800 ft. and is about 5 miles long. The engineers expected that considerable water would be encountered, but fortunately this was not the case except at one shaft, known as No. 4, which penetrated the rock at a junction between limestone and conglomerate. Water-bearing fissures were encountered almost immediately. At a depth of about 200 ft. a flow of 1,500 gal. per minute was struck. The shaft then contained as many pumps as could be used, and it seemed impossible to sink it further. After vain efforts had been made to proceed, John P. Hogan, a division engineer of the Board of Water Supply, suggested that cementation of the fissures be tried. The process was attempted for the first time in this country. Since the shaft was partly full of water it was necessary to drill grout holes with a diamond drill. Platforms were placed on the timbers at the water level, the diamond drill was installed and six 90-ft. holes were drilled in the bottom of the shaft. Several car loads of cement were pumped through these holes into the fissures, the drill casings being used for grout pipes. The method of charging a reverberatory furnace has changed many times since smelting was introduced in this country from the old smelters of Swansea, England. The cause of the latest change at the Garfield plant has been the excessive fineness of the charge due to fine grinding in the concentration of the crude copper ores. The many desirable features of deep-bath smelting as now used at Garfield have been proved. The old method of dropping the charge through holes in the arch (known as center-feed method) causes excessive dusting which makes heavy slag and flue-dust losses, also rapid deterioration of the silica brickwork of the furnace through fusion with the iron oxides from the dust. The purpose of this paper is to describe a gun feeder that was designed to overcome the disadvantages of the older methods of center feeding and still maintain the good features of deep-bath smelting with the hot finer charge. A gun feeder was designed to introduce the finely divided hot calcines under the moving gas stream of the combustion zone and still have them spread in a uniform blanket over the highly heated matte bath. The temperature of the furnace was so great that it was impossible to maintain a stationary feeder, so a movable feeder was designed that could be introduced into the highly heated zone and be withdrawn after the charge had been dropped. It was necessary to protect the nozzle of the gun with a water-cooled coil. Many different types of protected nozzles were tried, such as air jackets, water jackets and heat-resisting steel alloys, but none proved satisfactory. The angle of inclination of the feeder was found to be an important factor in spreading the charge evenly over the surface of the bath. An angle of 34" to 37" was found to be the most advantageous. To allow a continuous flow of ore from the charge car to the point of discharge inside the furnace, the feeder was made with telescopic connections.
