The method of treating hazards wherein value is decreased, is cited by R. D. Parks. Quite properly, the theory of probabilities is made use of when multiple hazards are under consideration. E. F. Fitzhugh, Jr. $ deals with the enhancement phase graphically and uses percentage of expectancy as derived by a study of conditions and the selection of a chance factor. It is believed that both of the authors referred to fully recognize the part which human judgment plays, and as coupled with experience, training, and the application of the theory of probabilities; in that respect the composer of this paper is in accord. Within the past year, the task of arriving at a mathematical method for handling the enhancement phase, and, additionally, coupling the negative and positive phases, was explored. In citing the hazard, or negative phase, reference is made to the text by Parks. Types of Items far Consideration On the hazard, or negative, side some of the common items to be considered are: 1. Subsidence and resulting damage. 2. Flo wage of water above that anticipated. 3. Geological. (a) Decline in quality of probable ore, and/or (b) Decline in quantity of probable ore. 4. Depressed economic conditions. 5. Litigation. Similarly, on the enhancement, or positive, side common items to be considered are: 1. Flo wage of water below that estimated. 2. Geological. (a) Increase in quality of probable ore, and/or (b) Increase in quantity of probable ore. 3. Elevated economic conditions. 4. Litigation. 5. Technological advance in the art. Tn all of the above items no consideration is given to placing a value on, or giving consideration to, possibilities. For example, referring to Table 1, the estimated normal present value (Vp) of a property, exclusive of risk consideration, is taken as $100,000. If subsidence affects the usefulness of the shaft, the present value of the property will decrease to $60,000, and it is judged that there is a 1 in 4 chance that the shaft will be impaired;, consequent.ly, if subsidence took place, the present value would be reduced ($100,000-$60,000) $40,000, but since the chance is 1 in 4, the allowable reduction would be only one-fourth of $40,000, or $10,000, or a discount of 10 pct (hazard factor) of the original value; the related safety factor is taken as unity minus 0.10, or 0.90. Thus, the original Vp, $100,000, multiplied by the safety factor ($100,000 X 0.90) gives $90,000, which is the adjusted present value of the property in this single instance. Additionally, there is a water hazard, which, if encountered, will reduce the present value to $85,000. The chance is 1 in 3. Following through with the same reasoning as shown above, the derived safety factor will be 0.95. To arrive at a single multiplying factor which will express the combined risks, the two safety factors are multiplied together, 0.90 X 0.95 = 0.855. MEASUREMENT of zeta potentials is a useful tool to study the surface chemistry of minerals under flotation conditions.1,2 Because there is continued interest in this approach, the apparatus for obtaining zeta potentials of nonconducting solids by the streaming potential method is outlined here. Fig. 1 illustrates the streaming potential apparatus." The streaming potential cell or plug consists of two 24/40 standard ground joints (4) joined with a piece of pyrex tubing 60 mm long and 12 mm in diam (5). The electrodes are made of bright platinum disks 19 mm in diam and 1 mm thick through which 0.5-mm holes have been drilled (6). To the surface of each is welded a piece of 80-mesh platinum gauze. Each electrode is permanently mounted on the ends of the inner parts of the two standard joints by means of a platinum wire (7) which connects it to the tungsten seal at the end of the cell (8). For ease in cleaning and handling the apparatus, the streaming cell is fastened to the 500-ml reservoir flasks (1) by means of two 18/9 ball and socket joints (2). This particular arrangement permits passage of the solution in either direction through the plug of particles. Flow of solution can be stopped by a stopcock (3). One of the reservoir flasks has a large opening to permit insertion of either a thermometer or a pair of electrodes for measuring pH of solutions within the system. In making the experiments, the plug is filled with 48 to 65-mesh particles, but a layer of 28 to 35-mesh particles is placed at each electrode to prevent any of the finer particles from passing through holes in the electrodes. The assembled apparatus is shown schematically in Fig. 2. To eliminate CO2 from the solutions, all experiments are conducted in a nitrogen atmosphere. Nitrogen, used to drive solutions through the plug, is passed through a bottle of concentrated KOH solution to remove CO2 (9). A 9-liter ballast reservoir (10) is used to maintain a more nearly uniform pressure. A series of stopcocks controls the direction of flow nitrogen to the flasks (11). Tubes of as-carite prevent backflow of CO2 into the system (12). Driving pressure, which can be set at any desired value, is measured with either a water manometer (13) or a mercury manometer (14). Reservoir flasks have side arms for making pressure corrections for the difference in water levels in the flasks. Streaming potentials are measured by the circuit illustrated in Fig. 2. The electrodes from the plug are connected through mercury wells (15) to a reversing switch (16), which reverses the polarity of the electrodes depending on the direction of flow of solution through the plug. The streaming potential is measured with a Leeds and Northrup type K2 potentiometer (17). Proper choice of null instrument is important because Eq. 1 assumes that the current which escapes through the measuring instruments is negligible. The Rio Tinto - Cerro Colorado operation was the first major cyanide plant built out of South Africa since the Carlin and Corte mills came on-stream in 1965 and 1969. Its flowsheet was presented in the original monograph, "Gold and Silver Cyanidation Plant Practice, " published in 1975, with a brief description of the plant but without the operating costs. The authors have recently received these data and it was believed worthwhile to present them in this volume along with the aforementioned flowsheet. The Cerro Colorado ore deposit is located at Minas de Rio Tinto in the province of Huelva, Spain, approximately 88 km (55 miles) north- west of Seville. The previously mined copper ore bodies lie on either side of the deposit which is mainly copper ore. The crest of the deposit is a capping of "gossan" containing hematite, limonite, gold, and silver. Separate facilities for primary crushing, concentration of copper ores and cyanidation of gold-silver ores are provided. Fine crushing is common to both ores. The run-of-mine open-pit ore is fed from a stockpile via a surge bin and apron feeder to a jaw crusher. After crushing to minus 150 mm (6 in. ), the ore is washed in a rotary scrubber to remove the clay material ahead of fine crushing. Minus 6 mm (1/4 in. ) screen undersize is pumped directly to the grinding circuit with the screen oversize being crushed to minus 19 mm (3/4 in. ) for feed to the primary ball mill; this is followed by two subsequent stages of ball mill grinding to 80% minus 43 microns (325 mesh). Grinding is with water only; no cyanide is used. After thickening, lime is added to the first two of seven Pachuca tanks for conditioning ahead of cyanide addition in each of the five remaining Pachuca tanks. This flowsheet indicates rapid cyanide consumption and the need to maintain a high strength cyanide solution for silver extraction. Agitation for dissolution of the gold and silver is followed by standard CCD practice employing four 67 m (220 ft) washing thickeners in series, with repulping between each thickener. A departure from American and Canadian practice is the use of Stellar filters developed in South Africa for pregnant solution clarification and recovery of zinc-gold-silver precipitates. The precipitate is treated with acid for zinc removal, the sludge filtered in presses, dried, calcined and smelted to produce dore bullion of 900 fineness containing 12% gold and 78% silver.

Essentially all of the barite produced in Georgia has come from the Carters-ville district in the northwest part of the state. The earliest recorded shipment of ore, 60 tons, was made in 1894.' With the exception of the four-year period 1931 to 1934, the separate yearly output has been recorded and published since 1915, whereas the total yearly output of the United States has been published since 1880. The separately recorded production of Georgia (Cartersville) through 1947 is 2,232,544 short tons valued at $14,900,746,2 but unpublished data on the period 1931 to 1934, plus the estimated unrecorded output prior to 1915, make the actual total about 2,400,000 short tons. This is about 21 pct of the total production of the United States, which, through 1947, is 11,328,440 short tons valued at $71,683,386.2 The barite-producing part of the Cartersville district is relatively small, having from north to south a length of 4.5 miles, and a width of 2 miles. This small area, containing 35 barite mines, is the source of practically all of the barite produced in the state. The area is hilly, and has a total relief of 500 ft. The west-flowing Etowah River crosses the middle of the area, and is an unfailing source of water for operations on properties near its course. Opencut mining is carried on during the entire year, but is hampered by rain in the winter and early spring. Three railroads, two U.S. highways, and a network of graded roads provide access to and within the district, as well as excellent shipping facilities for ore and supplies. In addition to the barite, the district contains deposits of manganese, brown iron, ocher, umber, and specular hematite. Geologic Setting The area containing the barite deposits is underlain by Lower Cambrian rocks and their weathered residua. These rocks are grouped in three formations; in ascending order, these are the Weisner, the Shady, and the Rome. The Weisner formation consists mainly of finely micaceous metashale containing many random beds of quartzite, a few beds of conglomerate and metasiltstone, and beds of crystalline limestone that is apparently scarce. The formation is more than 1000 ft thick, and the base is not exposed. On account of their resistance to weathering, the rocks of the Weisner formation have sustained the higher elevations and therefore crop out on the ridges that characterize the area. Nearly all of these ridges are underlain by asymmetric anticlinal folds, and conversely the intervening valleys are underlain by synclinal folds. A diagrammatic section, showing typical mode of exposure of the Weisner rocks and their relation to overlying formations, in the limb of a fold, is shown in Fig 1. The Shady formation here consists of a lithologically distinctive series of variably siliceous specular hematite beds and thin beds of dolomite, which in places contain abundant fossils. In the zone of weathering, the dolomite has been leached and most of the hematite hydrated to ocherous and umber-ous clays, hut bedding planes in these weathered materials are commonly well preserved with or without distortion effected by slumping. There is an ever-increasing demand for furnaces with controlled atmosphere, due to the large quantities of steel being used in the automotive industry, such as the high-chromium stainless irons, the 18 Cr, 8 Ni stainless iron and low-carbon steel sheets. The difficulties involved in the annealing of such materials, if they are to be kept absolutely free from oxidation, are many. It is possible to bright-anneal these steels in small laboratory hydrogen furnaces, using specially purified hydrogen and taking some additional precautions. In the first place, the insulation, usually of alumina or magnesia, holds small amounts of water vapor, which it is almost impossible to remove completely. Secondly, there is always condensataion of water vapor in the cooling chambers of such furnaces, and with the continuous circulation of the hydrogen gas in the furnace, the water vapor is carried from the cooling chamber back into the heating chamber. This water vapor oxidizes the charge. Lastly, the supply of moisture is made sure by the diffusion of small amounts of air from the atmosphere into the furnace against the pressure of the hydrogen. The oxygen combines with the hydrogen and forms more water. Under such conditions there is little gained by using specially purified gas, because it becomes contaminated after reaching the furnace. Low-carbon Steel If a sheet of low-carbon steel is annealed in such a furnace at 750" C. and allowed to cool with the furnace, an adequate flow of purified hydrogen being maintained all of the time, the steel will come out with a very thin coating of blue oxide. If a similar sheet is annealed at the same temperature and quickly pushed into the cooling chamber, it will come out nearly bright, or perhaps with only the edges slightly discolored. It is difficult to get a piece of steel through a furnace of this type with an absolutely bright surface. This is due to the fact that there are always traces of oxygen or water vapor in the furnace. When the steel is allowed to cool with the furnace, it reaches a critical temperature where the affinity of iron for oxygen is greater than that of hydrogen for oxygen, and the steel comes out discolored. The solubilities of the transition metals from scundium to nickel, inclusive, in liquid cadmium were determined by sampling saturated solutions. At 400°C these solubilities (ppm) are:Sc, Co, 22; Ni, 12000. Relative partial molal enthalpies and excess partial molal entropies at infinite dilution for the solutes Cr, Mn, Fe, and Co are compared zoitlz similar data for the post-transition metals. Three new intermetallic phases, ScCd,, TiCd, and Ti,Cd, encozaztered in the course of this work, are reported. Measurements of the solubility of the 3-d transition metals in liquid cadmium have been reported' only for iron. The present measurements for the entire series were made as an aid to the study of the systematics of alloy formation. EXPERIMENTAL The apparatus and sampling techniques used for the solubility determinations were similar to those described by Martin etal.' Temperatures were measured with a Pt/Pt-10 pct Rh thermocouple sheathed in recrystallized alumina and immersed in the solution. The thermocouple was recalibrated periodically during the course of the investigation. Thermocouple voltages were measured to the neares 0.01 mv with a Rubicon model 2732 potentiometer. A scaled-down version of the apparratus, in which the total metal charge was about 90 g, was employed to measure the solubility of scandium. Two-mm ID Vycor filter pipets were used to sample the scandium-cadmiurn solutions; the samples weighed about 2g- Cadmium with a minimum purity of 99.95 pct was used; the only impurities detected spectrochem-ically were C'u and Mg, both less than 10 ppm. The purities of the other metals were: scandium, 99.9 pct; titanium. 99.92 pct; vanadium, 99.9 pct; chromium, 99).99 pct; manganese, 99.9+ pct; iron, 99.90 pct; cobalt, 99.95 pct; and nickel, 99.96 pct. Solidified melts were routinely analyzed spectro-graphically. No significant contamination by the crucible, sampling pipets, or other materials of construction was observed. The entire specimen obtained by sampling was dissolved to preclude analytical errors due to segregation on cooling. Colorimetric methods3 were used for the analyses of cobalt (2-nitroso-l-naphthol), manganese (permanganate), nickel (dimethylglyoxime), titanium (peroxide), and vanadium (thiocyanate).4 Chromium, iron, and scandium were neutron-irradiated to produce The dissolved samples were gamma-counted to determine solute concentration.For the separation of intermediate phases from cadmium-rich alloys selective leaching by saturated ammonium nitrate solutions was employed. The concentration of cadmium in the successive leaches was followed polarographically and the process was terminated when the rate of cadmium dissolution decreased markedly. For the further investigation of intermediate phases 1/4- in. diam powder compacts were pressed at 80,000 psi and annealed in argon at 315" to 330°C for 10 days. Larger quantities of alloys were prepared in sealed tantalum capsules heated in a rocking furnace.

Expansion of concentrator capacity at Iron Ore Company of Canada's Carol Lake plant resulted in a dramatic increase in the production of fines. With iron recovery from the fines running only 18%, Carol Lake engineers initiated an extensive test program which resulted in the installation in July 1977, of a full-scale plant utilizing Reichert cone concentrators. Results to date have indicated a 100% increase in iron recovery from the concentrator's fines product. Carol Lake is located near the western boundary of Labrador, Newfoundland, some 960 km (600 mi) northeast of Montreal. Concentrator operations began in 1962 with a design capacity of 7 million t/y (7.7 million stpy). The bulk of the concentrate was pelletized at a 6 million t/y (6.6 million stpy) pelletizing plant completed in 1963. The remaining concentrate was sold in the international market. The concentrator was first expanded in 1966 to 10 million t/y (11 million stpy) capacity. In 1967, the pellet plant was expanded to match the increase in concentrate production. Sales increases led to a further expansion in 1973. By 1977, more than 40 million tons (44 million st) of crude ore were processed to recover in excess of 17.42 million tons (19 million st) of concentrate and 10.4 million tons (11.5 million st) of pellets.

THE first session of the production engineering group on Wednesday, morning, with J. B. Umpleby as chairman, recorded the principal developments since the Fort Worth meeting. Added to this was a lively discussion of pressure maintenance. Recent advances in the air-gas lift have resulted from the need of applying the method to smaller wells at lower costs. In many places intermittent flow has given excellent results, and numerous mechanical de-vices for its automatic control have been, developed. Papers by C. V. Millikan on the Mid-Continent field and by A. H. Bell on California, fields formed the basis for discussion. The maintenance of initial sand pressures was ably discussed for two Texas fields by t. V. Foran in a paper that not only outlined the technic of operation and the results obtained but also contained noteworthy cost data in terms of increased ultimate production. Mr. Foran recommends the use of air in the first stages of pressure maintenance as a means of determining sand conditions and directions of flow, later turning to gas, if available, because of its greater solubility on oil. A round table discussion on petroleum engineering educational problems, with H. G. George as chairman, brought out much interesting discussion that is difficult to summarize. The other Wednesday morning session was a refinery engineering symposium with T. G. Del-bridge as chairman and the economical application of heat for the general topic. A paper on the modern pipe -still, by H. S. Bell, and another by C. W. Stratford on the modernization of the cylindrical still elicited a lively discussion.

Remarkable as have been the direct results of Danks's puddler, there are some indirect and incidental results, which are well worthy of study for their intrinsic value and suggestiveness. The success of Danks's machine is due mainly to the nature of the lining and the manner in which it is attached to the walls of the revolving chamber. Herein lies Danks's merit and good fortune. Given such a lining, and the success of the machine, as far as puddling iron is concerned, could easily be predicted. Other important results have, however, been obtained with this machine, which, though clearly explicable, were, nevertheless, unanticipated. These are the increased yield of bar-iron over the pig-iron charged, and the elimination of phosphorus, which, though not absolutely complete, is yet more decided than in the case of hand-puddling. As regards the increased yield, this is merely what we have a right to expect if we consider the puddling process to consist in the oxida tion of the carbon and silicon of the pig by the oxygen of the oxide of iron. That this result is attained, nearly to the extent that the theory requires, in Danks's puddler, and has never been more than partially attained by the most careful experiments in band-puddling, points clearly to the fact that the contact of the molten pig-iron with the oxide of iron is much more intimate and complete in the one instance than in the other. The action of puddling in Danks's machine may be considered to be twofold: first, the removal of the carbon, silicon, and phospho rus of the pig, which is the primary object, and, second, the produc tion of wrought iron direct from the ore, which is entirely an inci dental result. Intelligent metallurgists were not long in recognizing in this latter result a fact of deeper import and greater value than the attainment of a perfect puddling process. A new method

Used as a classifier in a plant expanding capacity or changing to closed-circuit operation, the liquid-solid cyclone offers the advantage of being adaptable to existing conditions. This paper presents the costs involved and experience gained from operating a unit of this kind. BY now application of the liquid-solid cyclone to various classification problems in the chemical and metallurgical fields is more or less familiar. A less publicized application receiving wider consideration as time goes on is its use as a classifier in closed-circuit grinding operations. This paper presents the costs involved and the experience gained from operating a unit of this kind. In May 1951 the Tennessee Copper Co. installed in its London mill at Copperhill, Tenn., a liquid-solid cyclone in closed circuit with a 6x12-ft ball mill. The circuit in which this cyclone is used is the regrind or secondary grinding circuit of a copper flotation plant. Originally it consisted of a 7x1-ft conical ball mill in closed circuit with a bowl classifier. Changes made in the primary grinding circuit of the mill necessitated a regrind circuit of greater capacity. The bulk concentrate to be ground was raised from 900 or 1000 tpd to 1200 or 1300 tpd, and to accommodate this increase a 6x12-ft ball mill which had been in the primary grinding circuit was moved into the regrind circuit. When this was done it was found that the classifier was too small to give efficient operation. Space in the plant was at a premium, and since use of the cyclone offered considerable economy the installation shown in Figs. 1-3 was made. The unit installed is a 24-in. diam cyclone classifier with a 20" cone angle. Diameter of the vortex finder is 8 in., the feed entrance area 20 sq. in. Maximum diameter of the adjustable apex valve is 6 in. and minimum diameter approximately 3.5 in. To refer again to Figs. 1 and 2, the cyclone* is mounted motor. It is charged with 18 tons of 1-in. balls. The overflow, or fines, passes by gravity directly to the copper flotation plant. The ball mill discharge and the new feed combine in a sump from which they are sent to the cone by an 8x6 SRL pump at a rate of 497 gpm. Pressure at the cyclone is 5 psi. For reasons dictated by the nature of the ore treated, particularly the bonding of fine grains of chalcopyrite to pyrrhotite, the froth from the second cell of the copper rougher circuit is returned to the regrind mill. This flow, which somewhat complicates the standard closed-circuit calculation, is seen in Fig. 1 to be 156 tpd of solids. This combines with the cyclone classifier underflow to constitute the ball mill feed. The requirement of the regrind product is that it be 77 to 80 pct —200 mesh. The liquid-solids cyclone operating in conjunction with the 6x12-ft mill adequately met this requirement. Of primary importance is the fact that this arrangement provided sufficient classification capacity to replace the undersized classifier and was capable of building up a circulating load to 87 pct, large enough to give an efficient grind. In this instance the circulating load is taken as the ratio of sands to new feed. Any comparison of performance between this liquid-solid cyclone and the replaced classifier would of course be unfair, since the bowl classifier was

THE production of non-ferrous secondary metals has become a large and important industry in the United States, and deals with practically every type of manufacturing concern.. Its business is unique in that it generally buys from its customers as well as sells to them, whether they are individuals, cities, corporations, or the United States government. Its operations are of vital importance to the success and prosperity of many of the nation's most important manufacturers; yet there are few industries about which less is generally known by those outside it, whether concerning the magnitude of its operations or the details of its actual technique. The industry itself is to blame for this meager publicity, because its technical men have made few attempts to openly exchange ideas, in spite of the excellent examples set by the iron and-steel or the copper and brass industries. Whether this is due to the ancient shroud of secrecy generally supposed to cover smelting operations, or because its technical men actually felt that the industry was too puny to be interesting, is hard to say. This paper will consider its subject in a 'general way, attempting to show something of the size and importance of the industry, as well as its fitness to do its work well. Attention will be called to the sound economic reasons for the handling of non-ferrous wastes by specialists, and to the often unseen losses of metals and labor which occur when manufacturers reclaim' their own metallic wastes.

Few subjects in iron metallurgy and steelmaking have caused so much discussion and have resulted in so many divergent and partly contradictory statements as the theory of the distribution of sulphur between molten iron and slag. An interesting survey of the different points of view is given by Grant and Chipman.1 Grant and Chipman themselves conclude in their paper that, at least in the open hearth and electric steel furnaces, the governing reaction is a simple distribution like: FeS steel ? FeS alas [Ia] and MnS steel ? MnS alas [Ib] They conclude that no significant reaction takes place according to the more classical scheme: FeS steel + CaO slag ? FeOslag + CaS slag [2a] This is the reaction which is regarded by most investigators as the primary sulphur reaction in the blast furnaces, where it is accompanied by the reaction with carbon: FeO slag + C ? Fe + CO [2b] The writer suggests an alternative to the reactions mentioned above. It is the opinion of the writer that the a priori assumption of defined molecular compounds being present in molten steel as well as in molten slag, has retarded rather than promoted a solution of the sulphur problem. As for the constituents of molten steel, it is taking too much for granted to mention the presence of FeS and MnS. If this infers that the melt contains diatomic molecules, the statement must be made that at least such molecules do not exist in the solid state at room temperature. Solid FeS crystallizes in the nickel-arsenide structure, and MnS (high temperature form) in the sodium-chloride structure. Few subjects in iron metallurgy and steelmaking have caused so much discussion and have resulted in so many divergent and partly contradictory statements as the theory of the distribution of sulphur between molten iron and slag. An interesting survey of the different points of view is given by Grant and Chipman.1 Grant and Chipman themselves conclude in their paper that, at least in the open hearth and electric steel furnaces, the governing reaction is a simple distribution like: FeS steel ? FeS alas [Ia] and MnS steel ? MnS alas [Ib] They conclude that no significant reaction takes place according to the more classical scheme: FeS steel + CaO slag ? FeOslag + CaS slag [2a] This is the reaction which is regarded by most investigators as the primary sulphur reaction in the blast furnaces, where it is accompanied by the reaction with carbon: FeO slag + C ? Fe + CO [2b] The writer suggests an alternative to the reactions mentioned above. It is the opinion of the writer that the a priori assumption of defined molecular compounds being present in molten steel as well as in molten slag, has retarded rather than promoted a solution of the sulphur problem. As for the constituents of molten steel, it is taking too much for granted to mention the presence of FeS and MnS. If this infers that the melt contains diatomic molecules, the statement must be made that at least such molecules do not exist in the solid state at room temperature. Solid FeS crystallizes in the nickel-arsenide structure, and MnS (high temperature form) in the sodium-chloride structure. INTRODUCTION The commercial paper market, unique to the United States, is a direct exchange of funds between high-grade borrowers and large lenders; because it eliminates both the bank's role as middleman and also some significant transaction costs, commercial paper is the lowest cost short term instrument in the world. For this reason, virtually all borrowers would like to enter the market, but only issuers with the highest rating from Moody's and Standard & Poor can attract purchasers at the best rates. COMMERCIAL PAPER The commercial paper market, in existence for over 100 years, has traditionally been used for short-term financings, with most paper maturing within 30-45 days. Under the U. S. Securities Act of 1933, (section 3(a)3) industrial paper can avoid registration only if it matures within 270 days and is used for current transactions. It was first used to finance the short-term seasonal working capital needs of manufacturing companies. Since World War II, commercial paper use has grown steadily, serving in the 1950's as the market in which finance companies financed the explosion in consumer credit purchases of heavy consumer durables. LETTER OF CREDIT BACKING As far as is known, the use of letters of credit to support energy-related commercial paper began about 13 years ago with an arrangement to finance the nuclear fuel for Con Edison's Indian Point 3 Plant. Goldman, Sachs was the architect of this financing and Chemical Bank provided the letter of credit support. After an early burst of interest, this type of financing wobbled severely in the difficult credit markets of the mid-seventies before regaining serious momentum in 1976 and 1977. A mining project would not normally qualify as a borrower in the commercial paper market because of its credit standing and because its large capital needs require long term financing. However, lately, commercial paper has begun to take the place of a bank term loan in limited recourse project financings. L/C backed commercial paper took this new and startling turn in 1982 when it was used as part of the $700 million financing for the development of the Newlands-Collinsville coal mines of Mount Isa Mines Ltd. in Australia. This was the first use of L/C backed commercial paper in a long-term limited recourse project financing. First Boston acted as financial advisor and, again, Chemical Bank provided sole letter of credit support of $155 million. The $785 million BHP financing for the acquisition of the Queensland (Australia) coal assets of Utah International from General Electric Company followed the next year; there we acted with two other Front Banks to provide $270 million of L/C support. These two important transactions indicate that not only has commercial paper become an integral part of a long-term financing package, but also that it is no longer the exclusive domain of the best known U. S. companies. Lesser-rated companies and a multitude of foreign borrowers have gained access to this "exclusive club." How has this become possible? OPERATION OF AN L/C An instrument of the commercial banks, the "direct pay" letter of credit, has enabled lesser-rated companies to issue commercial paper in their own names. The letter of credit allows the issuer to substitute the credit rating of the supporting bank for its own. The L/C in effect allows a lesser-rated company to rent the bank's credit rating. This upgrading is possible because the bank is unconditionally obliged to pay the note-holders at maturity and then turn to the Issuer for reimbursement. The Issuer commonly "rolls over" a new short-term issue and reimburses the supporting bank from the sale of the new issue until cash flows from the project allow the borrower to reduce the level of paper outstanding. The commitment for an L/C facility, up to 12 years in the case of the Broken Hill transaction, governs the life of the commercial paper tranche of the financing. The term of the L/C commitment thus has the power to extend the ordinary 30-45

THE name molybdena was employed by Pliny to denote various substances resembling lead. Later this name was applied to galena-the naturally occurring sulfide of lead-or substances of similar appearance. By the middle of the eighteenth century, it was applied to graphite and to the mineral sulfide of molybdenum (MoS2) now called molybdenite. This confusion is quite understand- able inasmuch as these substances look and feel very much alike. In 1778, the Swedish chemist Scheele published a treatise in which he pointed out essential differences between graphite and molybdenite. On treatment with nitric acid, molybdenite, unlike graphite, produced a peculiar white earth with acidic properties which he called molybdic acid. Since the same mineral gave off sulfurous fumes on heating, he concluded that it was a sulfide of molybdenum. In 1790, there appeared an account of the isolation by P. J. Hjelm of the new element molybdenum, as a metallic powder, by heating the oxide with carbon. It was not until Bertelius conducted the necessary experiments, about 1818 to 1825, that the foundation of the chemistry of molybdenum was laid. The only recorded use of molybdenum during the first century after its isolation was as a chemical reagent, primarily for the determination of phosphorus. It was not until the last decade of the nineteenth century that the use of molybdenum in steel appears to have been investigated. A

C. G. McLachlan—In the foregoing paper the author has presented a very neat method for calculating the solution recovery for a countercurrent flowsheet. He has, however, based his calculations, as he states, on the assumption that "the concentration of dissolved value must be exactly the same in the overflow and underflow of any thickener." This assumption, which is usually made regardless of the type of calculation used, is "not strictly correct because diffusion of the dissolved gold in the solution associated with the solids as it progresses through the countercurrent system is far from being instantaneous, with the result that on a ton for ton basis, the assay of the solution in the thickener underflow is higher than in the corresponding thickener overflow. An agitator introduced into the flowsheet between thickeners will reduce, but not entirely eliminate, this difference. In practice we have found that the best way to take care of this condition— in addition to the use of one or more intermediate agitators—is to circulate 20 pct or 25 pct more solution than called for by the cheoretical calculation. This presents no difficulty provided that adequate thickener capacity is provided in the original design of the countercurrent circuit.
