The program describes preventive maintenance practices and controls applicable in situations where maintenance actions are triggered primarily by breakdown or part failure and specification and documentation of detailed maintenance practices are minimal or nonexistent. The presentation describes requirements of organization structure, program administration, implementation and operation, type of benefits expected, and actual benefits derived in selected areas. The principle objectives of the program are to provide quick, inexpensive, and effective controls over maintenance practices and requirements and to establish a nucleus of controls that subsequently can be expanded to cover all maintenance activities.

This paper presents and discusses the results of thirty-one fracture toughness tests on Pennsylvanian Age Clay Shale. Two different orientations for this anisotropic material were studied and two series of tests were conducted, namely, 1. a test series to determine the effect of moisture content on fracture toughness, and 2. a test series to study mixed mode fracture. Increased absorbed moisture is found to reduce fracture toughness. Several analyses of mixed mode failure are found to give varying non-conservative predictions of failure stress intensity level.

Development goals (such as higher productivity and better working conditions) are presented, and different methods of development, such as mechanization, new layouts, etc., are discussed. Development methods are described with examples from drilling, loading, haulage, and rock mechanics. Special attention is paid to filling techniques. Figures are given for productivity and relative costs.

Theodore Dehon Rand was appointed Treasurer of the American Institute of Mining Engineers by the Council, at the Boston meeting of February, 1873, to fill a vacancy caused by the resignation of the treasurer who had been elected at the first meeting in Wilkes-Barre in May, 1871. He was elected by the Institute to this offce in the following May, and yearly thereafter until 1903. He often alluded with amusement to the abrupt way in which he was injected into this position, by my coming to his office and asking him to accept the appointment as Treasurer, on the ground that he was eminently fitted for the position by reason of his legal and business knowledge, his interest in geology and mineralogy, and more particularly because he was a neighbor of the person (to wit, myself) who was slated for the Secretaryship, and they could thus convenient.ly confer on Institute matters. The regular meeting of the Trustees of United Engineering Society was called to order at 4 P. M. Thursday, Feb. 27, 1919, in the Board Room of the American Society of Civil Engineers, Engineering Societies' Building, New York. Minutes of a joint meeting of the Finance Committee of United Engineering Society with finance committees of Founder Societies on Feb. 14, were presented. The President called attention to actions relating to the recataloging of the Library and the support of Engineering Societies Employment Bureau of Engineering Council. The activity of the Employment Bureau was approved and support by the Societies informally assured. In response to a communication from the Fifth Avenue Association, the Secretary was instructed to write favoring the continuance of the daylight saving law. As to recataloging of Engineering Societies Library, it was announced that the Mining, Mechanical, and Electrical Engineers had voted appropriations, as requested, and the action of the Civil Engineers was awaited. A list of applications for offices in Engineering Societies' Building, revised to Feb. 27, was read, showing requests for a total of 29 rooms. The President stated that a decision must be reached soon as to what reply shall he made to these applications. Charles F. SUMMARY Since 1970 the Federal Preparedness Agency has been using computer models to help establish the amounts of strategic and critical materials to be held in the National Stockpile. Fifty-three of these materials are metals or minerals. The following diagram shows the linkage of models used to estimate material requirements. [ ] The starting point for the models are estimates of the major components of GNP for some future period. These may be estimates purchased from a forecasting service or may be produced in-house. The projections are translated into industrial final demands using DITT (Demand Impact Transformation Tables), a system developed at FPA. Then using a version of the current Bureau of Economic Analysis input-output model, estimates are made of the gross output of each industry necessary to support the level and composition of GNP as specified by the macro-economic model.

Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment the effluents from these processes require excessively large areas for containment. Experiments conducted in the Bureau of Mines 900-lb-per hr pilot plant at the Twin Cities Metallurgy Research Center indicates that approximately 85% of the water needed to process Michigan nonmagnetic taconite could be reclaimed from the process itself. Water was reclaimed by the controlled addition of lime, sodium carbonate, and synthetic flocculant. As a result, turbidities were reduced to ?1000 ppm equivalent SiO2, while a Ca ion content of ?16 ppm was maintained in the finished effluent. Good-quality flotation concentrates were obtained with reclaimed water and, by means of some indirect comparisons, it can be concluded that the reuse of the water permits a savings of almost 2.0 lb per ton of NaOH, and probably as much as 0.25 lb per ton of fatty acid for total savings of 7.8-10.3 cents per ton of feed. These savings are nearly offset by an estimated chemical cost of 9.3[c] per ton for water treatment.

WHILE much geological work and drilling have been done in Venezuela, the incompleteness of geological evidence obtainable and the restricted areas in which drilling has been done make any estimates of oil resources extremely speculative. Nevertheless, it is felt that the data given are justified, in the belief that the ideas of a geologist familiar with the region are better than those of a promoter. The oldest beds of interest to oil men are those of the Cretaceous, which are well developed in eastern Venezuela and about parts of Lake Maracaibo. In both cases, a hard massive limestone is overlain by a great thickness, most of which is shale. In the west, in places this shale is more than 2000 ft. (610 m.) thick, while in the east it may attain 3500 ft., (1067 m.). The limestone and parts of the shale are oil producing. In the east, the Tertiary where present is almost entirely covered by the Quarternary, but in the west it is well developed. In probable unconformity over the Cretaceous shales is found a series of sandstones and shales, which may beg called the lower coal series. It is well developed southwest of the lake, where it is the oil container, and is probably the lowest series exposed east of the lake. Above this is the Pauji shale, which is probably the point of origin of all the oil east of Lake Maracaibo and in the State of Falcon. It has a thickness of about 3000 ft. (914 m.) in the Mene Grande region. The upper coal series is developed as a great thickness of sands, shales, and clays, with some partly consolidated limestone. Its thickness may be as great as 10,000 ft. It is the oil container of the Falcon-El Mene region and a probable location for oil in some of the area about the lake. It may or may not include the so-called Maracaibo series in which the oil is found at Mene Grande. Over much of Venenzuela, the Quarternary is present in unknown thickness, which probably is not great. It obscures oil structure in all cases and presents the greatest hazard of oil exploration for the fields which probably exist below.

THE purpose of any accident-prevention program is the curtailment or entire elimination of injuries and fatalities. It is a job that is never finished in the coal-mining industry. Day by day, on shift and off shift, men are exposed to injury and death in varying numbers. Seldom is it possible to lock up at the end of the shift and leave a mine plant in the care of a sleepy watchman, as can be done at most manufacturing plants. Even on off shifts there are maintenance and supply crews, coal cutters, pumpers and ventilation men exposed to danger. The prevention program of The Koppers Coal Co. recognizes two primary facts: First, no program can be successful without the full support of the management and complete knowledge of the job at hand on the part of every supervisor. Second, and equally important, is the full cooperation of every employee in observing the safety rules and practices set up by the management. Conscious day-to-day concern for his safety by the indi-vidual worker is the longest stride toward a good safety experience. How to accomplish the education of the individual worker and super-visor for safety is the problem of The Koppers Coal Co. as it is the problem of all coal companies.

ONE of the more pressing problems faced by the coal industry today is the development of adequate means for meeting conservation laws, particularly those involving stream pollution, in various parts of the country. Discharge of dirty coal washery water into streams and rivers is almost universally frowned upon. Many states have enacted laws carrying heavy fines to curb the practice. The Prins stream-cleaner is one of the latest machines to enter the market. It is closely related to the cyclone thickener in principle. Eleven stream-cleaners are currently operating, ranging in size from 4 to 16 in. diam. In more recent installations the water enters directly in line and on a tangent with the impeller. The impeller consists of a vertical shaft up through a packing gland and bearings, and a V-belt pulley. The lower part is a tubing fastened to the shaft above, extending through the water intake compartment and provided with six vertical flat bars welded to the tubing. Portholes are situated in the upper end of the tubing, immediately below the point where shaft and tubing join together. The portholes are placed so that they are in open communication with the upper compartment of the stream-cleaner from which the processed water is discharged. The impeller is motor driven with a wide range vari-pitch drive employed between motor and impeller. The motor is mounted vertically, and the mounting provided with a vertical hinge allowing for needed adjustment of the wide range vari-pitch drive. The dirty coal washery water entering the machine under 20 lb psi pressure, flows from the compartment above the impeller, between the impeller blades, and is whirled around in the vertical section of the impeller enclosure. The speed of the impeller supplies centrifugal force and velocity required for separating suspended solids from water. The lower part of the machine consists of a cone, whose action is similar to other machines of the same type. The underflow discharge orifice is a cold rolled steel block machined to correspond with the cone angle and allows insertion of steel tubes of different diam. On 16 in. machines a 1 ¾ in. ID vertical discharge pipe is used. Provision is made for attaching a curved section of the same diam to the vertical pipe, to which, in turn, different lengths of horizontal pipe can be connected. Curved Pipe Advantageous It has been found that a curved pipe offers resistance to discharged material flow. In addition, the rotary motion of the underflow can be easily arrested in a curved pipe. Impeller speed of the 16 in. diam machine is provided from 400 to 800 rpm. A speed of about 474 rpm is suitable for maintenance of a constant underflow in coal slurry. In one installation 5x ¼ in. coal is cleaned in a Jeffrey Baum type washer at a 225 tons per hr rate. Washer installation is of the conventional type and a drag type sludge tank is used for water clarification purposes. Capacity of the water system, including the Baum washer, is about 40,000 gal. Before placing the stream-cleaner in operation, it was necessary to flush out the entire system every five days of two shift operations. The only time the system is drained now is for repair work on the sludge conveyor or the rig. The suction line of the stream-cleaner pump terminates in a number of small branch lines located at a depth of about 4 ft above the sludge conveyor. Each branch line extends the full width of the tank and is provided with four intake ports, each one with a funnel shaped inlet projecting downward. The arrangement provides an extensive pick-up area, for dirty water, and the inlets are arranged for a low rim velocity, preventing the taking in of coarse particles. The funnels are also arranged to extend up or down in the tank. They are set to pick up -60 mesh material exclusively.' The material is a high ash and high sulphur product and thus has to be disposed in the refuse conveyor. The underflow of the stream-cleaner is discharged on top of the washery refuse which is carried in a drag type horizontal conveyor, discharging into another refuse conveyor inclined at 30º with a short horizontal loading section. Some Disadvantages The impeller inherits certain disadvantages because of the nature of its construction. Additional moving parts make it subject to wear and maintenance costs. The advantage of being able to maintain a constant speed, however, to produce desired water velocity in the machine outweighs the drawbacks. Better separation between water and solids can be obtained by regulating time of residence of water through adjustment of valves in the intake and discharge lines. The amount of fines encountered during plant operation will vary because of higher or lower moisture in coal passing over fine coal vibrating screens. Even the amount of fines picked up by underground loading machines will be inconstant. Consequently, the percentage of solids will vary in water to be processed. The velocity in the feedlines to the slurry thickeners will fluctuate, with the required water velocity lacking. Another advantage advanced for the machine is its ability to operate on 15 to 25 lb line pressures at the water intake, reducing pump power required and pump maintenance.

The results of a recent study on the influence of continuous and conventional mining techniques on the size consist and washability characteristics of coal are presented. Eight samples, four each from continuous and conventional mining sections, were collected. Each sample was screened in seven size fractions, and each size fraction was totally fractionated at five gravities. The data thus collected were statistically examined for the influence significance of mining techniques, size, and gravity on the quality of the mined product. The paper presents the sample collection method, data gathering and analysis procedures, and major conclusions. The study revealed that there are pronounced differences in the products from the two mining systems and that conventional mining yielded a better product in terms of size consist, yield, ash, and sulfur in both the raw and washed products. The results of the study are significant in regard to consideration of resource utilization and conservation, and environmental impacts.

THE absence of paraffin and other oil hydrocarbons in the soil, although they are concentrated in extensive deposits in some localities, the common distribution of plant remains through many formations that .are not productive for oil, and many other factors, seem to indicate the existence of an intermediate organic compound between the complex plant compounds and the petroleum hydrocarbons; and much evidence points to the humus acids or associated organic compounds, which are probably collected by surface waters and concentrated in certain areas by means of precipitation by electrolytes, which would be contained in sea water or possibly in various inland seas or lakes. PRESENT-DAY EVIDENCE There are many present-day evidences of the association of petroleum with humus acids. Binney, in 1912, made observations without explanations on the peat mosses of Down Holland, England, where he found petroleum being formed by decomposition, in the presence of an infiltration of sea water. Pennsylvania has been a leader in the pageant of industrial America because of her natural mineral re- sources, geographical location, and the ingenuity and industry of her citizens. Brick and other clay products were manufactured in Philadelphia in William Penn's time. Ores of iron, zinc, lead, and copper were mined and smelted in eastern Pennsylvania long before the Revolution. Coal was mined on a commercial basis in the anthracite region as early as 1820 and in the bituminous fields in 1830. The first canals and railroads were constructed to transport minerals and mineral products. Oil was struck at Titusville in 1859. A significant event occurred in 1855-the establishment of the Farmers' High School-Pennsylvania's first attempt to provide higher education for its youth. The Farmers' High School included instruction in geology, mineralogy, and assaying. In 1859 the laws of Pennsylvania transferred to the School the state geological and mineralogical collections formerly located in Harrisburg. Well-informed people are familiar with the effects of the Land-Grant Act of 1862. With inspiring words it established state institutions of higher learning where "the leading object shall be, without excluding other scientific and classical studies . . . to teach such branches of learning as are related to agriculture and the mechanic arts . . . in order to promote the liberal and practical education of the industrial classes in the sev-

THE good and lofty men of intelligence are constantly discoverers of many beautiful things, because of their kindness or because they are driven by necessity. Either they shorten the method of making them after they have seen them, or they think how they can be increased in power or how they can be used for various effects in addition to the one intended by the inventor. Certainly all the effects described to you in this Tenth Book derive from gunpowder. When so many proper- ties and so much strength were observed in this, it was thought that by enclosing it in some strong thing that had the power to resist it, gunpowder would produce a marvelous effect. And thus they made a tube of bronze or iron [160v] which they closed with a wooden plug. They applied fire, and when they saw how forcefully this plug issued they thought of making one that would come out and strike in order to destroy things. Most existing impoundment ponds and dams leak effluent into the soil or rock upon which they are constructed. However, proposed environmental legislation will require very stringent control of the release of toxic effluents such as cyanide. More exacting investigation, design, and construction techniques than have been used in the past will be required to satisfy these new regulations. The types of field and laboratory investigations required to develop the data for the design of an impoundment system containing toxic effluent are discussed, together with the technical considerations necessary to design this system. Design topics include reservoir sealing with natural and man-made materials; embankment sealing; embankment design considering stability, surface hydrology, capacity, and downstream catchment basins; and special implications of cyanide effluents.
