One of the most unusual oil-field engineering accomplishments of the past two years is the development and rapid advance in the directed drilling of wells. Directed drilling as referred to herein is the controlled steering of the drill stem in the required direction to a given location in the oil sand. The deliberate drifting of holes is an act so far removed from what has been considered good drilling practice that all of the old questions of correlation, drillability and production difficulties are revived. Only a few years ago, during the boom days of Seminole and Santa Fé Springs, the crooked-hole problem, as it was then called, occupied a primary position among the topics of the day in the fields of California and the Mid-Continent. The net result of all the discussion and study at that time was the conclusion that oil wells should be drilled with as little deviation from the vertical as possible and that crooked holes with elbows and dog legs were to be avoided because of the drilling and producing difficulties encountered therein, but that many nonvertical holes were slanting or angling rather than crooked and were not a serious problem.

The design of slurry launders has usually been based on strictly empirical concepts. An examination of the most common procedures reveals that they do not account for many of the variables that are recognized as significant for slurry transport. These may include flow rate, volume concentration of solids, solids specific gravity, solids size distribution, particle shape, launder geometry, and roughness of the wetted surface. It was decided to develop a design procedure, which would accomplish two things: First: Take into consideration most of the known significant variables and systematize the procedure to assure consistent results. Second: Provide a rational basis for examining and utilizing operating data to refine and improve the system. To accomplish this, it was necessary to develop a basic design concept. This concept has been developed through a complex development history, and yet still appears workable and technically sound. That concept may be outlined as follows: First: The solids transport velocity is the fundamental basis for slurry launder design. Second: The stream configuration, hence the launder size, is integrated with the solids transport velocity so that the actual stream velocity exceeds the solids transport velocity. Third: The launder slope is that which will achieve the

This is an opportune time to examine the disposition of practical rock mechanics in the mining industry. The rock mechanics world has put on steam with publication of a number of books and the organization of a large number of symposia and teaching seminars. SME has just published Stability ill Open Pit Mining. proceedings of a conference held In November 1970 in Vancouver, R.C. R book entitled Planning Open Pit Mines covering the entire range of open pit mining with emphasis on slope stability has just been published by the South African Institute of Mining and Metallurgy. The Thirteenth Symposium on Rock Mechanics was held at the University of Illinois. Urbana-Champaign, during the last week of August. The University of British Columbia's Division of Continuing Education is holding a symposium and specialty seminars on stability in open pit mining during the first week in November. A tremendous planning effort has started to organize the Tl3ii.d Congress of the International Society of Rock Mechanics in Denver in 1974. This meeting is held every four years in the country of origin of the president of the Society. This third congress comes to the U.S.A. with Leonard Obert of the 17. S Bureau of Mines as president of the Society. The previous two were held in Lisbon. Portugal and Belgrade. Yugoslavia.

The years 1935 and 1936 have been momentous ones in the history of oil exploitation in Burma. While the possibilities of the discovery of an important new field in the country have become increasingly remote, there have been surprising and to some extent unexpected developments in and near the old established fields. Further, these developments have not only an important bearing on the future of the industry in Burma, but they point to conclusions of, world-wide significance in connection with the disposition of oil pools. BC'rma Independent of India According to the Government of India Act, passed by the British Parliament in 1935, Burma becomes independent of India, of which it was formerly a province. In future, therefore, statistics for Burma will be quoted separately from those of India. In 1934, 1935 and 1936 the oil production in India (including Burma) reached new high levels— though only a few per cent above the totals for 1919, 1920 or 1930. Part of the increase came from Assam, so that Burma's total is apparently below that of 1921. It must always be remembered, however, that Burma's largest potential producer—Singu—is used essentially by the Burmah Oil Co. as a reserve and its production is varied from year to year, and indeed from week to week, according to local market demand or the requirements of the Rangoon refinery. The figures of Table 1 must therefore be viewed in the light of these remarks.

IN recent years, there have been a number of experiments conducted to determine the rates of heating and cooling of various sizes and shapes of steel ingots. Up to date, however,-most of the published data has dealt with small sized ingots, the largest being an 18-in. (46 cm.) cube, the data on which was presented before the Iron and Steel Institute in May, 1918, by E. F. Law. It is due to thus lack of information on the rate at which large ingots absorb heat and come to temperature that the heating- practice varies so widely in different plants. One of the questions over which there is much debate is the proper rate of heating of large ingots for forging and the time actually required for the center of a mass of steel to come to forging temperature. As a continuation of experiments described by M. E. Leeds1 and at the request of Mr. G. R. Norton of the Sizer Forge Co. and Mr. R. C. Drinker of the Emergency Fleet Corpn., the test described in this paper was carried out on a 24-in. (61 cm.) round ingot and the rate of heating and cooling determined under regular production conditions. The ingot had been partly forged at one end but, on developing a flaw, had been scrapped so that it was available for test. The size and shape of the ingot and its position in the furnace are shown in Fig. 1.

The slackening of activity in oil development in Colombia, which was noted in 1931, continued throughout 1932. In the producing fields output was further curtailed and active operations were substantially reduced. Exploratory work was at the lowest level reached in a good many years. Applications and Contracts for New Concessions The areas covered by the four applications accepted by the government in 1931 for concessions on national lands were not finally awarded the applicants, although the indications are that these will be granted during the coming year. iln application of Sr. Luciano Restrepo for a concession of 49,232 hectares located on the north side of the Sogamoso River in the Municipality of Bolivar, Department of Santander, was accepted by the Government toward the end of the year. The Government is expected to take action toward granting or denying this concession during 1933. The Richmond Petroleum Co. (Standard Oil Co. of California subsidiary) leased from Manuel Davila P. and Eduardo Villar a private tract known as the Fierro Arriba and Fierro Abajo lands located in the municipality of Victoria, Department of Caldas, near Honda. The terms of the lease provide for a cash rental and royalty. The company is allowed 10 years in which to start exploratory work. The lease covers a period of 15 years and is subject to renewal by periods of similar duration. Richmond Petroleum Co. The Richmond Petroleum Co. finally abandoned its Repelon No. 3 at 4312 ft., owing to drilling difficulties. No new hole was made on this well during the year. This was the only active drilling project in the country outside the Tropical Oil Company's concession, and with its abandonment all wildcat activities in the country ceased. The present period of depression in the iron industry, with the resultant close approximation of the cost of production to the selling-price of pig-iron, should make the discussion of this subject at this time not only interesting but profitable. It is possible that it may result in the collection of data, which when added to those set forth in this paper will clearly indicate the influence of the rate of driving a blast-furnace upon its fuel-economy. The question is not whether an excessive rate of driving (meaning a rate definitely in excess of the average rate in the United States) results in an increase in the fuel-consumption, but rather whether a rate considerably less than the average does not result in a marked decrease in the fuel-consumption. The commercial and metallurgical sides of this problem must be kept separate. With a large margin between the cost of production and the selling-price of pig-iron, and a plant already in operation, it is frequently profitable to sacrifice a couple of hundred pounds of fuel per ton of pig-iron in order to secure the greater gross profits resulting from a larger tonnage. When this margin decreases with a plant in operation, or when the determination of the size of a new furnace intended for a certain production confronts the management, a clear understanding of the effect of the rate of driving upon fuel-economy becomes necessary. If it be granted that slow driving leads to low fuel-consumption, it should be borne in mind in the design of a new plant for the production of a certain tonnage that the adoption of an economical rate of driving increases only the size of the furnace proper, whereas, due to the decrease in quantity of blast required on account of the decrease in fuel burned, the stoves, the blowing-engines, the boilers and the piping may be de-

In the customary method of studying age hardening, the process of aging is interrupted by cooling the specimen and measuring its room-temperature hardness. However, the aging process may be conveniently measured while it is occurring at an elevated temperature by a series of hardness measurements at suitable time intervals. The latter method gives data void of complications that might result from processes occurring during the quench, and the data may be more indicative of the alloy's properties at elevated temperatures. The elevated-temperature hardness tester1 used in the present study employed a dead-weight loading system with a synthetic sapphire Vickers-type in-denter mounted in a molybdenum holder. The tests were performed in a vacuum of l0 to 10 torr. Hardness impressions were made by applying a 2-kg load for 15 sec. Although the hardness impressions made in the tester at elevated temperatures were measured at room temperature, the correction for thermal contraction during cooling was insignificant and therefore neglected. The two methods of obtaining age-hardening data were compared using eighteen samples of Haynes alloy No. 25* which had been annealed for 2 hr at 2250°F (1232°C). The test surfaces of the 1 by 1 by 1/4-in. samples were ground and then polished on vibratory polishers2 prior to testing. Three groups of five samples were aged at 1400°, 1650°, and 1800°F (760°, 899", and 982°C) for 4, 16, 32, 64, and 100 hr and then water-quenched. Room-temperature hardness as a function of aging time for these samples is shown in the broken lines of Fig. 1. Only one sample for each of the three temperatures was necessary to determine the hardness of the alloy at the aging temperatures with the elevated hardness tester. The specimens were heated isothermally and hardness impressions were made after various time intervals up to 100 hr. The results of these determinations were represented by solid lines in Fig. 1. Comparison of the two sets of curves shows, as expected, the hardness values determined at the aging temperatures are lower than the room-temperature hardness of the quenched specimens and the hot-hardness values reflect a strong tempera-

EDUCATION for the mineral industry was at first a single comprehensive curriculum, but it was early recognized that the main basis of mining is physics, while that of metallurgy is chemistry. The first school to offer curricula leading to degrees in mineral industry education in the United States (1853) had separate ones in mining and metallurgy. The Columbia School of Mines (the fist really successful one) had only a single curriculum when it opened in 1864, but within a few years had so reorganized its work that it offered curricula in mining, metallurgy, geology, chemistry, and civil engineering. Interest in the metallurgy or geology curricula was slight at fist, and for the next 30 years the great majority of Columbia students took the mining curriculum, probably partly because it contained nearly as much geology as the geology curriculum, practically all the metallurgy, and most of the chemistry, and partly because of the degree awarded for it. Other schools kept their mining curricula equally broad, and as late as 1900-1910 men were graduating as mining engineers who were practically as well prepared to make geology or metallurgy their life work as they were for mining. Gradually, however, the subject matter of mining geology and metallurgy became so enriched through research and development that separate curricula in them became worth while; their progressive development is the subject of another chapter. Mining curricula also began to be somewhat diversified, and schools in areas where coal mining was of outstanding importance began to offer options in coal mining, the earlier curricula having been chiefly aimed at metal mining. The petroleum industry began its meteoric rise about the same time as mineral instruction in this country, but little more of applied science attended its birth than had attended such ancient practical arts as copper and iron

INTRODUCTION Considerable progress has been achieved with long- wall mining in recent years especially in enabling increased rates and levels of output to be gained, higher standards of safety and increased usage of advanced technological developments. Longwall mining also has major long term advantages, prominent amongst which is general minimisation of the effects of pillars and room intersections giving rise to future instability problems as can be the case with room and pillar mining operations. The fact that longwall mining is not presently limited by depth below surface inclination of seams or thickness of seam to be worked strengthens its position as the most popular underground mining method for extracting coal seams in Europe. Its wider application in North America and Australia can give rise to significant economic benefits coupled with higher levels of safety and recovery of coal. This present paper reviews recent progress achieved and draws attention to the more important factors influencing longwall mine design and layout. LONGWALL STRATA PRESSURE ABUTMENTS A longwall gives rise to major redistribution of strata pressures. The roof behind a longwall is normally allowed to cave and permit subsidence of the overlying strata and eventually giving rise to a trough depression at the surface. Consequently, reestablishment of strata loading within the caved region behind the longwall depends upon effective caving and subsequent recompaction. This requires sufficient depth pressure and/or adequate width of extraction in relation to the depth to achieve breaking of overlying roof beds necessary to reload the extracted region. Figure 1 shows results of an analysis carried out by Whittaker and Singh (1979) indicating the pattern of redistribution of vertical stress around a longwall in the plane of the seam. The analysis represents the average depth of longwall working in the UK, and was performed using a stress balance assumption of compatibility before and after mining. The main stress abutments are indicated by (1) the front abutment strata pressure zone which travels with the longwall, and (2) the flank abutment strata pressure zone which

Traditional uranium exploration techniques were utilized and comparatively evaluated in the Front Range, Colorado uranium province. Intense surficial leaching and thick colluvial cover render traditional airborne and ground radioactivity reconnaissance prospecting useless. Radon gas emanometry and sulfur gas emanometry were slightly more effective but the long and short term variations In soil gas emanation rates make it extremely difficult to gain useful information from these systems. The technique judged most useful was Track Etch radon prospecting. The excellent definition of the technique, as well as its repeatability, indicate that it is an ideal prospecting tool for narrow vein-type deposits similar to those of the Front Range, Colorado.

THE fact is notable though probably little known that the United States is the only nation obtaining and distributing through its Government bureaus any data pertaining to waste metals and drosses. Some foreign governments do issue reports relating to mine or smelter produc-tion of primary metals, but none gives in scope and detail the information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United States were-contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for the year 1907 obtained and compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-metal industry. The National Conservation Commission had emphasized its opinion that the known domestic supply of certain kinds of the more important metals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there been a lamentable lack of any data regarding the quantity of scrap metals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses were nearly as essential to both producers and consumers as the statistics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey to do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. (Reprinted With some additions and changes from the Engineering and Mining Journal)] THE death of Prof. Samuel Benedict Christy on the 30th of November,. at the age of 61 years, cuts short a brilliant and influential professional career. He was born in San Francisco, Aug. 8, 1853, and was graduated as Bachelor of Philosophy at the University of California in 1874. For the five years that followed, he studied mining and metallurgy as a post-graduate in the same institution, serving also as instructor in analytical chemistry, and becoming in 1879 instructor in mining and metallurgy¬a position which he held until 1885. During this period he became known also by his contributions to technical literature, the earliest of which, perhaps, was his report on the Monte Diablo coals (in 1875); but the first which drew my attention to him was an exceedingly able discussion (in 1879) of the genesis of the quicksilver deposits of California, in which he followed with much acuteness and originality the lead of Professor Becker, who had been teaching at the University of California. The notion of the thermo-aqueous formation of such deposits was then new; and the laborers in a field now familiar to every student deserve the credit due to pioneers. For some years the subject of quicksilver seems to have occupied much of Christy's attention. In 1877, he described the mines and works at Almaden, Spain; in 1884, the Imperial quicksilver works at Idria, Austria; in 1889, the New Almaden mines of California. But his great work was the creation of the school, of mining and metallurgy at the University of California, which may be said to have begun with his occupancy of a full professorship of these branches. It is not necessary here to recount the early difficulties and perils of the University, and its long struggle for academic independence of political control or interference. The battle is over, and the institution is now upheld by the intelligent loyalty of the citizens of California, without regard to party. But while the issue was uncertain, the development of special schools of applied science was scarcely practicable. Doctor Becker and William Ashburner had given up the school of mines as a hopeless task when Christy, younger and less experienced, took it up. As he wrote me in February, 1901-

The state of Michigan showed considerable activity during 1935. The center of greatest interest was the Crystal field, which was unknown until March, 1935, and is an illustration of the effect of the unknown and unexpected on Michigan oil development. The fields of the state (Fig. 1) produced a total of 15,770,000 bbl. of oil in 1935, or about 5 million more than in 1934. In order to keep up this production 307 new oil wells were drilled, of which 88 were in the Crystal area, which produced 3,600,000 bbl. This field had a rapid development and reached its peak in October. Since that time increasing water encroachment has caused a rapid decline. The pay horizon at the top of the Monroe dolomite is only a few feet thick. Big producers were offset by dry holes or small wells. The discovery well, which was in section 11, Crystal township, Montcalm County, was drilled March 28, 1935. Its initial production was 5000 bbl. per day, and up to Dec. 31, 1935, had produced 350,000 bbl. of oil—dose to one-tenth of the total production of the field to that date. The Beaverton field, which was discovered at the close of 1934, did not develop rapidly. Four small producers were finished in the Dundee lime during the year. West Branch was active and at the end of the year had 97 producers, 72 of which were drilled during 1935. Most of the wells produce from the Dundee lime; a few are finished in the Traverse. The Birch Run field deserves special mention, for it is the one area where consistent production continues to be found in the Berea sand at about 1500 ft. Wells are small, 20 now producing a total of about 300 bbl. per day of oil of fine quality. The old Central Michigan producing area, extending from Nit,. Pleasant through Yost to Porter, continued to be the principal producing area of the state and accounted for 10,370,000 bbl. from 660 producing wells. Ninety-three new wells were drilled in this territory. The Porter field, at the southeast end of this producing trend, was outstanding from the standpoint of production. The old Leaton field of Isabella County added several new producers. Its production was greater than in 1934.

THE production of crude oil in Wyoming rose to 44,290,010 bbl. in 1923 and declined, during 1924, to 39,295,030 bbl., a decrease of about 11 per cent. The Salt Creek field supplies 75 to 80 per cent. of the production. Pipeline runs from the Salt Creek field reached a maximum in November, 1923, at a daily average for the month of 116,437 barrels. During 1924, the gas pressure in Salt Creek has declined rapidly and the production dropped to about 60,000 bbl. per day. Part of 'the decline during the last few months was due to lack of power to pump the wells. The electric-power plant of the Midwest Refining Co. did not begin to deliver current until the middle of December, by which time several hundred wells were off production. The cold snap in December, which brought, the temperature down to 30° below zero on the 17th, tied up operations almost completely and the average production for the month was only 49,545 barrels. As more wells are being pumped and the number of dead wells reduced, the production is rising and was up to 61,000 bbl. during the last week of January. A further increase is expected as the weather becomes warmer. The production of Salt Creek, by months, during 1924 is given in Table 1. THE chemical reaction occurring in collection of nonmetallic minerals with amine-type collectors was early postulated by students of flotation phenomena to be metathesis between the mineral and the collector, involving exchange between the amine-bearing (aminium) ion and the cation of the mineral, and formation at the mineral surface of an oriented film of the amine salt of the mineral anion. Qualitative evidence of exchange has been obtained on several occasions at Columbia. Thus 1000 c.c. of a solution containing 495 mg. of laurylamine hydrochloride was shaken 17 min. with 100 grams of barite and ground in a porcelain mill to pass a 200-mesh screen; the mixture was then set aside for 48 hr. Filtrate therefrom analyzed 476 mg. per liter of laurylamine hydrochloride. There was no substantial loss of chloride ion (78.4 mg. per liter in the original; 74 in the filtrate). No successful analyses were concluded for barium ion. Earlier, confessedly rough work with scheelite indicated a solution gain in Ca++ equivalent to about one-half the aminium ion lost. Real quantitative proof of the exchange, in the form of an established stoichiometric balance, is unknown to the authors. The data of the present paper, however, obtained from experiments designed on the basis of the exchange hypothesis, constitute strong evidence of its truth, and at the same time point the way to economic utilization of the expensive nitrogen-bearing collectors in concentration of the low-priced nonmetallic minerals. The basic postulate underlying the experiments performed was that, if the collecting reaction is of the type [R+ + Y- + MX =± RX + M+ + Y¬] where R = aminium ion, Y = the anion of the amine salt, and M and X are, respectively, the cation and anion of the mineral, the reaction should obey qualitatively the implications of the massaction and solubility-product laws. This is to say that coating and collection should be aided by the addition to the solution of either ion (R+ or X-) of the collector-coating compound, and hindered by the addition of either of the ions M+ or Y-. Experimental work comprised determination of (1) the relative solubilities of the laurylammonium salts of a variety of nonmetallic-mineral anions; and (2) the contact angles1 of various minerals in solutions containing different concentrations of the postulated controlling ions. AN investigation has been made of the multiplying factors for some of the more common alloying and deoxidizing elements for use in calculating hardenability of steel according to Grossmann's method.1 The factors for manganese, silicon, and aluminum that were reported in an earlier communication2 have been confirmed by microscopic determination of the half-martensite structure rather than on the basis of an empirically determined hardness corresponding to a half-martensite structure. Measurement of ideal critical diameter by microscopic examination was found to he necessary for other alloying elements, and multiplying factors for nickel, chromium, molybdenum, zirconium, vanadium, titanium, and boron have been determined. The nature and order of magnitude of the multiplying factors reflect the effect of the alloying elements on the structural character of the steel. Except for nickel and vanadium, the multiplying factors agree fairly well with previously published results. Good correlation between actual and calculated ideal critical diameters has been found in developing the multiplying factors and in checking the results against fairly simple steels. However, some discrepancies have suggested the need for a more thorough study of low-carbon and complex steels. TESTING PROCEDURE The investigation was conducted principally on steels made at the Union Carbide and Carbon Research Laboratories, Inc., in high-frequency induction furnaces using Armco iron and standard alloying materials. However, a few open-hearth steels were used in establishing the effect of nickel, and the hardenability factor for boron was based primarily on open-hearth steels. All bars were normalized prior to the machining of Jominy hardenability specimens. The Jominy test was carried out under conditions standard for the test.3 Austenitizing temperatures judged to-be-appropriate for the composi¬tions of the steels were used., Chemical analysis was determined on a sample taken adjacent to the Jominy specimen. Residual amounts of phosphorus, sulphur, nickel, chromium, molybdenum, and copper were determined on only one heat of each group made with the same materials during the same period. "Acid-soluble" aluminum and zirconium rather than total amounts were determined, as it is considered probable that the acid-soluble amount is more representative of the effective alloy. As tin was present to the extent of only 0.002 per cent, its effect was neglected. ANNEALING the binary alloy, Mg-0.5 wt pct Zr in a hydrogen atmosphere results in extensive precipitation of zirconium hydride. The morphology of these precipitates has already been investigated.lm3 Squires, Weiner, and phillips4 found, following creep testing of the hydrided alloy at 450" and 500°C, that hydride denuded zones formed along grain boundaries that were aligned approximately normal to the tensile axis. Zone formation was attributed to diffusional creep by magnesium transport down the prevailing stress gradients.4'5 Recently, electron microprobe analysis by Karim, Holt, and Backofen6 showed the zones indeed to be zirconium-free and furthermore it was shown that in compression, zones formed along boundaries approximately parallel to the stress axis. Thus it was confirmed that the zones are formed by diffusional creep. Typical zone-formation is shown in Fig. 1. Karim, Holt, and Backofen also measured the con- tribution to the total strain, from diffusional flow, slip creep, and grain boundary shear: results showed that diffusional strain tends to saturate with increasing imposed strain, while grain boundary shear eventually becomes the dominant deformation mode. It was suggested in explanation that the precipitate-denuded zones are soft and easily sheared, such deformation contributing to the grain boundary shear measurement. A point to be emphasized is that the Mg-0.5 Zr alloy was not superplastic for the index of strain rate sensitivity of flow stress, m = a log log 6 was only 0.25. It was recognized that diffusional creep in a poly crystalline aggregate must be accompanied by boundary shearing.' The suggestion was that the non Newtonian-viscous character of diffusional creep in the Mg-0.5 wt pct Zr alloy is due to resistance to sliding of boundaries lying approximately parallel to the tensile axis.= The work described in the present note should be seen against the above background for it represents initial efforts to observe in a similar way diffusional creep in a superplastic alloy. Previous work with the ternary-alloy Mg-6 Zn-0.5 Zr, pellet extruded, showed it to be superplastic however it does not contain resolvable precipitates to act as internal markers for diffusional creep. Also the fine grain size of the alloy (0.5 p) made conventional metallography rather difficult. Solubility relationships in the Mg-Zn-Zr system are not well known, however making reasonable guesses about the probable phase diagram of the ternary, Mg-Zn-Zr, various heat treatments were attempted to produce hydride precipitation. THIS paper assumes the incontrovertible nature of the statement that the validity of competition in the nonnatural resource industries is established firmly on the rate and extent of the economic development of the United States. It then demonstrates the nonexistence of any condition within the petroleum industry that would invalidate the principle of competition as applied to it. It points to the benefits that competition has effected in the oil industry and the reasons why the practice of the competitive principle should continue to keep the industry virile and progressive in meeting the requirements of future generations for the kind of products natural to it. Finally, it pleads for a clearer view of the affairs of the oil industry by seeing them against a background of the whole economy. INTRODUCTION Even a few years ago there would have been only an academic reason for presenting before this Institute a paper on the validity of competition in the oil industry or any other natural resource industry; today there is no more practical subject for this body to consider. In social importance it transcends attempted solutions of perplexing technical problems; and even the numerous legal and economic problems that grow out of administration of state regulatory measures appear to be of secondary importance because they would cease to exist if competition were abolished. The aspiration of certain elements of the Federal Government to acquire control of the oil industry has long been suspected The vital need for petroleum in the national defense ... confirms my belief in the urgent need of Federal legislation to safeguard our petroleum supply through prevention of waste and by establishment and maintenance of sound economic conditions in the oil industry... . But also it may be dismissed with this mere mention of it because it predicates government control and the abandonment or broad reduction of competition on a war emergency. Clearly, the fight for a nation's life may justify a government's control over men and resources that would be abhorrent and economically enervating under conditions of national security. More pertinent to the present matter, because it appears expressive neither of a personal ambition nor of an emergency condition but rather of the long-range view of a certain school of conservationists, is the pronouncement of no less an authority than the Attorney General of the United States, who has been repeatedly quoted by the press as saying that the American Petroleum Industry constituted a case "where the principle of conservation of an exhaustible and irreplaceable resource should replace the principle of competitive exploitation." The significance of this statement in the light of the commonly accepted meanings of the " principle of conservation" and of the "principle of competitive ex-
