INTRODUCTION Requirements for achieving economic slope stability in open pit mining must not only be met during the operating stages but in all preceding stages of mine development. In many operating mines little or no emphasis was ever placed on evaluating the stability of possible slopes during the exploration and planning stages. The purpose of this discussion is to emphasize the necessary considerations that should be made in all stages of development in order to achieve the safest and most economic pit slopes. The most economic slopes may not always be the safest slopes and it is incumbent upon the mine operators and engineers to achieve an optimal combination of economics and safety. The stability requirements outlined are based on the profit motive and are, therefore, practically oriented. Long-term basic research or theoretical studies are considered important only to the extent that they can be shown to have a definite payoff. Consideration will first be given to the information required for stability analysis, which can be determined during the exploration and evaluation stage, followed by further stability work necessary during the mine planning and layout stage. Particular emphasis is then placed on the operating stage in which blasting, dewatering, artificial stabilization, and slope failure are discussed. Lastly, the importance of a logical and orderly research procedure is stressed. EXPLORATION AND EVALUATION STAGE The purpose of the exploration and evaluation stage in the mining scheme is to find and delineate a potential orebody. Discovery and delineation commonly involve drilling tens and in many cases hundreds of boreholes. These boreholes, which may cost as much as $20.00 per foot of depth for a cored hole, are usually abandoned once drilling is completed. Stability evaluation for a potential open pit should begin at this stage by taking advantage of the existing boreholes. Rock and soil properties, as well as hydrologic parameters, may be obtained from both the borehole and the core. Seismic velocity and neutron probes may be used to log the borehole to obtain elastic moduli data. A borehole dilation jack may also be used to give backup information on the rock and soil elastic parameters. Partition (Tromp) curves, as used in diagnosing problems in coal cleaning equipment, are discussed and classified using five arbitrarily chosen types to represent, on a scale from one to five, system performance. Causes of unsatisfactory Tromp curves for various cleaning units, ranging from operational inadequacies to problems best corrected by the equipment builder, are analyzed.

High-grade cobalt concentrates were produced from the complex Blackbird ore with very good recovery in continuous pilot-plant operations in which a low-grade bulk cobaltite-pyrite flotation concentrate was roasted in a multiple-hearth furnace to oxidize the pyrite selectively. The cobaltite was floated from the resulting calcine.

The results of a preliminary investigation undertaken to explore the possibility of treating potential in sulfide mineral flotation systems as an external variable are reported in this note. Two different methods were used to assess floatability. One involved measurement of contact angles at a mineral electrode in reagent solutions, and the other involved direct measurement of flotation recoveries in a Hallimond tube flotation cell that had been modified such that mineral particles were in electrical contact with a gold electrode. Fairly good correlation between the contact angles and flotation recoveries has been obtained.

Normal stress-fracture closure variation and stress-dependent fluid flow rates were calculated for rock fractures of different aperture distributions. This study shows that both the mechanical and hydraulic properties of the fracture are controlled by the large-scale roughness of the rock fracture. Hence the typical large-scale undulation wavelength of the rock joint dictates the suitable sample size to be used in normal stress and fluid-flow measurements, if results due purely to sample size are to be avoided.

WITH the present mobilization program in full swing and the enrollment in engineering colleges dropping off, many solutions are offered to relieve the shortage of trained men in the engineering profession. Industry can absorb about 30,000 engineers annually, according to the Engineers Joint Council, and forecasts indicate that the number graduating will have dropped from 38,000 in 1951 to about 12,000 in 1954. If this condition were to continue there would probably not be enough people with technical training to run industry in four or five years.

The great Bingham Canyon mine and mill complex of Magna, Arthur, and Bonneville had their beginning in a 300 ton per day operation which was commenced by Daniel C. Jackling and his associates in 1904 as the Utah Copper Company. This small plant was quickly expanded to 500 tons per day and eventually Kennecott, the Utah Copper successor, was processing about 45,000 tons per day of ore in each of its mills, Magna and Arthur. Finally, in 1966, the Bonneville crushing and grinding plant was added to produce a slurry of ground ore for flotation concentration at the expanded Magna and Arthur mills. Bonneville is one of the few railroad dump primary gyratory crushing plants constructed in recent years; another which is described in this Monograph is Cuajone in Peru, started in 1976. Two others are the Climax Henderson unit and the Phelps Dodge Tyrone crusher, which has been fed by trucks since it commenced operation. The Bonneville, Henderson, and Cuajone crushers are all located considerable distances from their mines, hence the use of rail haulage. Shovels in the Bingham pit are 8 to 15 yd capacity; and ore is sent to the Bonneville crusher in 100 ton rail cars, where they are dumped, two at a time, by a hydraulically driven rotary dumper. Ahead of the 54 in. by 74 in. Allis-Chalmers gyratory are two grizzlies, each 27 ft 9 in. (8.46 m) long with bar spacings of 4 ½ in. (114 mm) at the feed end and 6 in. (152 mm) at the discharge end. Grizzlies are sloped at 38. Oversize rocks are re- moved from the crusher pocket by an overhead crane, and the crusher produces a nominal 6 in. (152 mm) product. Rail cars are dumped in the direction away from the crusher, and water sprays at the dumper level and in the rock boxes are used for dust suppression. There are two 72 in. by 19 ft (1.83 m by 5. 8 m) apron feeders under the 500 st cr'ushed ore pocket and two more under the grizzly undersize pocket. Feeder speeds are variable up to 72 fpm. Grizzly undersize is dropped to the feeder pocket by three shelves forming a rock ladder attached to the pocket walls. Each pair of apron feeders, one for crushed ore and one for grizzly undersize, discharge to a 72 in. (1. 83 m) picking belt for tramp removal; this belt feeds one of two 54 in. (1.37 m) feeder conveyors which in turn discharge to a 60 in. (1. 52 m) takeaway belt operating at 175-300 fpm (53.3 - 97.4 mpm). Both picking belts are equipped with metal detectors and tramp iron magnets, and a separate 30 in. (760 mm) conveyor is used to remove tramp material.

IIT Research Institute has investigated the potential of high pressure water jets for rapid rock excavation. During this study, an attempt was made to correlate the extent of breakage effected to the mechanical properties of rocks. Six rock types were used in these experiments and nine properties were determined for each rock variety. A regression equation using the two most significant rock properties and one jet parameter (pressure) was established. Although tests were conducted to specific pressures of 35, no minimum in the specific energy consumption was noted.

A priest at Shenandoah, Pa., one day persuaded the president of the Philadelphia & Reading Coal & Iron Co. to slush breaker waste and culm into old mine workings in order to save his church from being destroyed by surface subsidence. The year was 1864, the project was successful, and history recorded the first use of hydraulic backfilling. Shortly afterward, the method was applied to several eastern coal mines for area fill to control subsidence. In 1884, hydraulic backfilling was used to control a mine fire in the Schuylkill region of Pennsylvania. The idea was taken to Europe by German engineers and developed successfully at the Myslovitz colliery in Upper Silesia in 1901. From there it was applied to several mines throughout Europe.

Use of concrete underground at No. 4 mine, Cornwall, Pa., has become increasingly important. Starting with small amounts at finger openings, occasional raises, piers, its use has expanded to entire slushing drifts and haulages. Besides eliminating costly timber repairs, concreting costs of slushing drifts have proved cheaper than timbering. Higher haulage-concreting costs are offset by no maintenance charges during the life of the haulage.

INTRODUCTION Project financing has been defined by various authors in this book. It is founded on reliance upon the project's own future cash flows and secondarily on the collateral value of the asset base developed. It is chiefly provided by the banking community who, after an assessment of the risks involved (See Chapter 9) analyse the company's presentation (See Chapter 10) in order to structure a financing package often at a leverage of up to 80% debt. This paper describes the various support and structuring techniques used to delimit and abate the risk components perceived from the banks' experience on project development especially for the period before cash flow is generated (pre completion). ADVANTAGES The advantages of project financing extend beyond the offloading of risks to banks. Among the advantages are the following: 1. Longer loan maturity than conventional, unsecured financing; 2. Loan disbursement and repayment tailored to specific mine; 3. Ability of a joint venture without a "track record" to raise financing; 4. Obtain financing where further direct borrowing (corporate credit) limited by existing indentures; 5. Possibility of arranging finance off-balance sheets; 6. Leverage return on equity; 7. Obtain tax savings with certain project financing structures; and 8. Obtain flexible loan repayment conditions. It can also be said that from the point of view of the company, project financing has certain disadvantages which can be summarised as follows: 1. Perceived higher cost (risk premium) compared with straight corporate credit; 2. More documentation; and 3. Need to negotiate risk-sharing aspects. The main attraction of project financing is the ability to pass certain risks on to the lenders within a flexibly funded transaction. (For a more detailed description of the specific risks see the author's paper at the beginning of Chapter 9. The same risk system is followed here.) The typical project financing has corporate support prior to completion and will usually carefully control the resultant cashflow after completion to ensure the bank does not unnecessarily assume further risks of an equity nature. WITHIN THE COMPANY'S CONTROL Operating Risk This is broken into three interrelated segments for ease of description. Technical Component: This must be specifically addressed if new technology or unproven adaptations are to be used. The banks will have scrutinized the sampling and bulk testing work, perhaps grilling the geological, mineral processing, metallurgical, and mining engineering staff or consultants directly. A number of supports are available such as: TECHNOLOGY GUARANTEE: Either the company itself or the process developer will guarantee that the technology will work for a period of, say, six months to two years after startup. If not, then financial penalties will apply although these are rarely sufficient to repay the loan. Many process developers are weak financially and may have little substance to back such a guarantee.

TENNESSEE Copper Co. operates two ore concentrators, the London and Isabella mill. Copperhill, Tenn. In 1948 and 1949 the small ball mills and rake classifiers in the London concentrator were replaced by one large ball mill and one hydraulic classifier. This new ball mill was designed oversize so that it could be operated at slower than normal speed. The proper operating conditions were established and the results published.1 Later it was found that this mill operated more efficiently with a small ball charge.2 While this London grinding practice was being developed, the Isabella grinding circuit was not changed in any way. It remained a conventional two-stage rod mill-ball mill combination, the rod mill in open circuit and the ball mill in closed circuit with a rake classifier. Study of the data indicated that grinding cost could be lowered by converting to the London practice, but not enough would have been saved to warrant the expense of converting. No plan for improving this grinding operation could be developed.
