Of all the developments in the post-war history of Western Europe, none has been more remarkable in its aims and in the progress it has achieved than the movement toward European integration. It is not an exaggeration to say that this movement marks a virtual revolution, an about-face, in the long and complicated history of European states over the past three centuries. Although sporadic efforts to achieve European integration can be traced back for at least a 100 years, it remained for the breakdown of the European economies as a result of World War II and the subsequent Russian threat to give new impetus to the concept of broader economic and political integration. In fact, the economic integration of Europe following the end of the war was considered so essential that, in 1949, the administrator of the European Cooperation Administration, Paul Hoffman, spoke of the economic integration of Western Europe as an objective of American policy embodied in the Marshall Plan.

DRILLING fluids as an aid in drilling holes into the earth have been in use successfully for more than a half a century. Originally used in a primitive fashion in water well drilling before the turn of the century, drilling fluids came into their own in 1901 when they were incorporated as an indispensable part of the newly invented rotary oil drilling method. Since drilling fluids have been the basic factor in successful modern oil well drilling, at- tested by the dramatic growth of the U. S. petroleum industry, their study and development have naturally taken place in the oil industry. An abundance of engineering and scientific literature has appeared on the subject of drilling fluids. Application to Exploration Drilling The drilling fluid system is understandably called the heart of the rotary oil drilling rig. Any other type of rotary rig, such as the diamond drill, should benefit by the incorporation of mud fluids in the drilling scheme.

The major copper loss at Mount Lyell is in the coarsest particles presented to flotation. An analysis of data collected from the five Primary and six secondary ball mill circuits showed that grinding was limited by low breakage rates in secondary mills, possibly due to oversize balk. For five months, the make-up ball size for one secondary mill was reduced from 50 to 30 mm (2 to 1.1 in.). Frequent steady-state tests indicated that overall average breakage rates could be increased by about 70% using smaller balk. A mathematical simulation of the whole circuit with increased breakage rates showed that the resultant finer grind was likely to improve copper recoveries by about 2%.

The following petition for amendment of the constitutional provisions relating to qualifications for membership in the Institute, signed by 75 members, of whom 27 are members of the Committee on Increase of Membership, was received by the Board of Directors, was printed on the program of the New York Meeting sent to all members early in January, and is now being voted upon by the membership: In accordance with the terms f Article X, we hereby propose the following amendment to the Constitution, Article II, Section 2: Members shall comprise all those persons who on the third Monday of February, 1918, were members of the Institute, and in addition thereto, all those thereafter, elected or transferred into the, class of Members. A person to he eligible for election or transfer into the class of Members must he at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. Graduation from the scientific course of a college, approved by the Committee on Membership, shall be considered equivalent to two years' employment, as required in the previous sentence.

THE constitution of the iron-silicon alloys containing from 14 to 33.4 weight per cent silicon has been studied by a number of investigators, whose results have been reviewed in a monograph published by the Engineering Foundation1. In these previous researches, the solubility of silicon in iron was determined by thermal, microscopic or magnetic methods and the compound Fe3Si2 was reported to be stable at tempera-tures from 0 to approximately 1030° C. This paper describes the results of an X-ray investigation of the solubility of silicon in iron and gives data which prove that the Fe3Si2 phase is unstable below 825° C. In order to obtain the present results on the solubility of silicon in iron, the authors have utilized the lattice constants of the alpha-phase iron-silicon alloys given in a previous publication2, and also some addi-tional data which will subsequently be described.

Oil produced in Iraq for export during 1938 was 31,354,090 bbl., or a daily average of 85,901 bbl; This is an increase of 182,614 bbl., or 0.5 per cent over 1937. All oil exported was produced from the Kirkuk field. The Khanaqin Oil Company, Ltd., a subsidiary of the Anglo-Iranian Oil Company, Ltd., continued to supply local market requirements from its Naft Khaneh field in the Transferred Territories. Slightly more than 32,000,000 bbl. was produced in Iraq, a small part of which was used in field operations. During the year 12 wells were completed and 9 wells were drilling at the end of the year. Of the completions, 5 were producers and 1 was an oil-water level observation well in proved fields, and 6 were listed as failures. Basrah Concession The outstanding event of the year was the granting, by the Kingdom of Iraq, of a 75-year concession embracing approximately 89,000 sq. miles to the Basrah Petroleum Company, Ltd., a British company with French and American participation. The concession covers all parts of the Kingdom, its territorial waters, islands, submerged lands, and its interest in the Neutral Zone separating Iraq and Saudi Arabia that

Much work has been done recently on the lead-antimony system' in connection with lead-rich alloys of commercial importance containing less than 20 per cent. antimony. Dean, Zickrick and Nix have called attention to the perpetuation in the literature of several erroneous data, such as a eutectic temperature of 228° C. at 12.5 per cent. antimony, instead of 247° at 13 per cent. The series is given as a classic example of a straight eutectiferous series in such late books as those of Heyn and Grossmann,2 Jeffries and Archer,3 Guillet and Portevin,4 Pulsifer,5 Rosenhain,6 and Liddell,7 as well as the somewhat earlier works of Hofman (1918), Wang (1909), and Williams (1920). The work of Dean has definitely shown a solid solution of antimony in lead at about 2.5 per cent. antimony. While lecturing to a class in general metallurgy at the University of Idaho, the writer had the students prepare a series of lead-antimony alloys for the purpose of illustrating methods of thermal analysis. The mineralogy and geochemistry of Pennsylvanian shales and underclays were studied to determine their suitability for lightweight aggregate and refractory ladle brick. Eighty percent of the variation in bloating of shales and clays was explained by the variation of Si02, A1203, and fluxes (Fe203, MgO, CaO, Na20, and K20); 60% by variation in quartz, kaolinite, illite, and chlorite. The best bloating was exhibited by marine shales, whereas freshwater shales and underclays experienced little or no expansion. Regional paleogeographic maps o f Pottsville and Allegheny shales permit bloating to be geographically predicted. It was found that clays meeting the specifications for refractory ladle bricks were obtained from underclays having over 34.5% mica, over 40% kaolinite and less than 15% quartz. Underclays of this composition are confined to the lower Allegheney outcropping along the near-margins of the coal basin. The best clay is that underlying the Lower Kittanning coal. Porosity of the first fired brick was found to be inversely correlated with reheat expansion.

Since the development of dispersion-hardenable lead-antimony alloys' in the laboratories of the Western Electric Co., Inc., studies have been made of the effect of various third constituents on these alloys.2 This paper covers a study of the effect of small amounts of arsenic. This element is important since it occurs as an impurity in many commercial antimonial leads and the results obtained are particularly interesting as indicating a class of addition agents which exert a stabilizing effect on dispersion-hardened alloys. Experimental In order to study the effect of increasing amounts of arsenic, a series of alloys were made up containing 1 per cent. antimony, and arsenic varying from 0. to 0.10 per cent., the balance Doe Run lead (99.997 per cent. lead). AT the time this matter first came up in 1912, the National Malleable and Steel Castings Co. had seven basic-bottom open-hearth furnaces in its plant at Sharon, Pa., using fuel oil, then costing about 2 ½ ¢ per gallon. The fuel was satisfactory but its cost fluctuated widely, therefore the use of pulverized coal, which had been successful in the cement industry and in some metallurgical furnaces, was suggested. After a thorough investigation, and an actual trial on one of the open-hearth furnaces, to be certain that the siliceous ash in the coal would not seriously affect the basic slags, the management of this company approved its adoption and a complete installation was started. The conclusion had been reached that the success of the operation depended on pulveriz-ing the coal to greater fineness than had thus far been accomplished, and all equipment was chosen with this in mind. A coal drier was deemed essential, and one of ample capacity and efficiency was selected, which has done all that was expected of it, working without failure and with very small maintenance cost, and is still in operation.

The news pages of MINING ENGINEERING and other trade publications have for the past two years carried a great many items about new developments in phosphate and potash, reflecting the surge in world consumption of these products as fertilizer. Today the question often arises concerning how much growth can be further anticipated by the phosphate and potash industries. To answer this question, a 15-year projection of world fertilizer consumption in terms of the three basic plant food nutrients-nitrogen, phosphate and potash-has been prepared. Two of these, phosphate and potash, are basic products of the mining industry. Nitrogen, once an important product of mining, is now mainly a chemical product. Another mineral, sulfur, although not a primary nutrient, depends on the fertilizer manufacturing industry for the bulk of its market. In crop year 1962-63, there began a startling in- crease in world fertilizer consumption. In that year, consumption increased by about 10% and in the following year by 10-12%.

INTRODUCTION Selective flocculation as a method of desliming potash flotation plant feed has been in commercial use since November, 1974.l It was installed to replace a 1ess efficient mechanical desliming process. While most plants operating in the Saskatoon area of Saskatchewan were designed for 4% to 5% insolubles in practise the quantity and quality of the insoluble materials in the ore has been variable. The variability of the ore has contributed to less than optimum efficiency in the desliming and consequently, the potash flotation circuits. This lower than expected efficiency contributed to the commercialization of a patented process2 through large scale pilot plant testing. Referring to published information and experience, the application of selective flocculation-flotation of slimes to sylvinite ores will be compared with the more conventional mechanical methods of desliming. THE ORE The ore beds being mined in the Saskatoon area of Saskatchewan have proven to be much less uniform than originally thought (Figure 1). The insoluble content of the plant feed is variable in both quantity and quality due to two factors, the presence of disturbances and the structural weakness of the mud seams immediately above the ore beds. Some alteration of the insolubles in the vicinity of disturbances has made them more difficult to liberate and makes ore from the disturbed areas less amenable to treatment.

In a previous paper, ozone was shown to remove residual xanthates in flotation pulp solutions as well as to destroy the xanthate coating on bulk copper-nickel sulfide concentrates before differential flotation (Iwasaki and Malicsi, 1985). The oxidation and decom- position mechanisms of xanthate solutions in the presence of commonly used oxidants such as oxygen, chlorine, hypochlorite, bromine, iodine, and hydrogen peroxide at different pH levels have been reported in the past (Rao, 1971). Most of these studies have been restricted to xanthate solutions of pH less than 10. Very few references are available on xanthate decomposition in highly alkaline (pH > 12) solutions (Jones and Woodcock, 1983; Philipp and Fichte, 1960; Tipman and Leja, 1975). No systematic study of xanthate oxidation by ozone has been reported, although its use in flotation has been recognized of late (Allegrini et al., IWO; Ishii et al., 1970; Matsubara et al., 1978). To improve the efficiency of ozone use in flotation, it is essential to understand the mechanisms involved in the decomposition of xanthates with ozone, more specifically, to establish the stoichiometry and decomposition rate. In the present work, a preliminary attempt was made to investigate the effect of pH on xanthate decomposition, and probable mechanisms of xanthate oxidation with ozone.

THE steel industry of the United States has depended in the past almost wholly upon imports for its supplies of manganese. Many of the important domestic sources yield ores leaner in their natural condition than the foreign ores the steel industry has been accustomed to use. To make them available, therefore, either' the ores must be concentrated or the practice of the steel industry modified. Roughly 25,000 T. annually of high-grade manganese ores are used for dry batteries, for chemical purposes, and in other ways; while approximately 750,000 T. are required for making steel. By present practice, every ton of steel takes an average of about 14 lb. (1.8 kg.) of metallic manganese. This is generally added to the steel in the form of an alloy, the standard alloys being the 80-per cent. ferro-manganese and the 20-per cent. spiegeleisen. During the year 1917 286,000 T. of ferromanganese and 193,291 T. of spiegeleisen were made in this country, the former largely from imported ores; and 45,381 T.

Leach liquors derived from the processing of nickel ores are generally highly contaminated and contain appreciable free acid. Methods are described for obtaining a commercial grade of concentrate from such solutions using pyrrhotite as the seed material to abstract nick- el, cobalt, etc. from solution. At temperatures in excess of 160° C., recoveries of 99% can be obtained from contaminated solutions where the free acidity is as high as 0.5 M in sulphuric acid. At lower temperatures down to 80° C., high recoveries can also be obtained either by adding H2S to the system with appropriate adjustment of the free acidity or by using "activated" pyrrhotite or artificial FeS in the system without prior addition of H2S. The methods are applicable to liquors derived from either oxide or sulphide ores, and the products are suitable for smelting or other known processes used to obtain pure metals. The mechanism of the reaction appears to vary with the operating temperature, and the results ye therefore discussed in the light of electron probe and optical microscopic studies.

THE year 1923 was marked by slight progress in exploring and developing the petroleum resources assumed to exist in Central America. Actual drilling for oil took place only in Costa Rica and Panama. The Sinclair Consolidated Oil Corpn., through its subsidiary the Costa Rica Oil Corpn., drilled in southeastern Costa Rica.. Its, Panaman subsidiary is reported to have abandoned drilling in Bocas del Toro. The Texas Co. drilled in Chiriqui, and the Panama Gulf Co. in Garachiné, Province of Darién. No oil was obtained in any of these wells;' shows of gas were met in Costa Rica. Concession hunting continued during the year. A number of concessions, several of which appear to be purely speculative, were submitted for ratification. Some confusion has been caused by overlapping concessions and claims to oil lands, caused partly by the imperfection of existing maps. A conflict between the Sinclair, and Gulf companies in Panama has been compromised. The Amory concession in central Costa Rica, held by the British Controlled Oilfields, Ltd., was voided by decision of the arbitrator, Chief -Justice Taft. Geologic exploration took-place in Guatemala and in Panama. The chief contribution of the year to Central American geology was a description by Katherine Van Winkle Palmer of Lower Miocene foraminifera and mollusks from southeastern Costa Rica. A new petroleum law was promulgated in Panama.

The Marine Corps has found the Mining and Sapping Department one of the most efficient individual organizations of the Soldiers of the Sea. The men of the unit were assembled among "hard rock" miners from Montana, Idaho, and Utah; most of the detachment hail from Butte. It includes experienced gas-helmet men, blacksmiths, compressors, carpenters, timbermen, concrete and cement gun experts, diamond drill runners, civil and mining engineers, in fact, artisans of every craft in and around mines. Experienced miners with both technical college training in mining and engineering and the practical turn of actual work as mine superintendents and foremen are used as instructors in their craft, except thirty-eight who "shoved off" with the Eleventh Regiment to actually apply their skill in Marine trenches abroad. They are the "finishers" after the trenches are dug. Covering and camouflaging the tops for protection against attacks from the air, engineering the arrangement of the trenches for protection against shell fire, establishing listening posts by projecting "Russian saps" within a few yards of the enemy's trench; sapping or tunnelling into the very lines of the Teutons, and leaving pleasant little bundles of explosives there; are just a few of the high spots touched by these wizards of the soil. They make the trenches comfortable, plastering the interiors until the underground bunk houses not only look like hotels but are just as comfortable "with all the modern conveniences." Draining is another feature which the work of the Miners and Sappers at least partially assures.
