THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.

G. W. Powell (Ohio State University)—Appleton and Bever measured the quantity Es which, for a solid torsion specimen, is basically an average quantity. Es is the amount of energy stored in a solid torsion specimen strained to a surface shear strain of divided by the total number of gram-atoms of alloy in the specimen. It would seem more meaningful and rigorous to deal instead with the quantity which is the energy stored per gram-atom of an alloy uniformly strained to the shear strain . The purpose of this discussion is to demonstrate that as a function of y is readily obtained from the torsion data. radius of the torsion specimen, shear strain at the surface of the torsion specimen density of the alloy, atomic weight of the alloy, and total energy stored in unit length of the torsion specimen. ALTHOUGH a few engineers have recognized the problem of the mechanism of filtration it has never been studied in a quantitative way. A background for a better understanding will be afforded by a survey of certain fundamental principles of filtration. In recent years, authorities have become practically unanimous in saying that the actual filtering should be done, not by the cloth itself, but by a layer of solid particles deposited upon it. Thus, a cloth may be used in which the openings are considerably larger than the particles to be filtered, provided that groups of particles form an arch or bridge over each opening. This can be accomplished if the initial pressure is so low that the arch will not be broken while it is still thin. According to Wright,1 the chief advantage of this method of filtration is that the open-weave cloth does not become clogged as easily as does one of closer weave, where the fine particles often work their way into the interior of the cloth and become caught there. If the character of the material to be filtered is such that it will not form a good film, then it becomes advantageous to use "filter aids" for pre-coating the cloth with a desirable layer of solids, and the coating need be only of a very slight thickness for good results. Until the film is formed, the first runnings of the filtrate may be cloudy, often necessitating refiltering this portion. A factor which has considerable effect on the performance of filters is the concentration of solids in the pulp. According to Wright, a. high concentration of solids gives a porous cake, since the flow is then slower than with- a thin pulp. The porosity of the cake is also affected by the pressure: a high initial pressure tends to compact the cake, and the same effect results from fluctuations of pressure. In his studies of the relation between pore size and particle size, Hatschek2 observed that the particles in a pulp tend to arrange themselves with maximum cross-section parallel to the direction of flow and that this is more marked at the higher velocities. The Athens mine is in the city of Negaunee, Mich. It is one of the larger producers of soft hematite ore on the Marquette iron range. The property is held under lease by the Athens Iron Mining Co., and is operated by the Cleveland-Cliffs Iron Co., which is a partner with Pickands, Mather & Co. in the Athens company. The mine was opened in 1913, and shipments of ore commenced in 1918, the total reaching 3,063,711 tons up to Jan. 1, 1932. Diamond-drilling from surface, together with a knowledge of geological conditions in neighboring properties, gave a comprehensive picture of the location, size and shape of the orebody before shaft-sinking started. Striking east and west, the orebody entered the east boundary of the property at a depth of about 1500 ft. below surface. A pitch of 15" to the west carried it down to about 2500 ft. on the west boundary, about double the depth of that of any soft-ore property heretofore worked on the Marquette Range. The width of ore averaged close to 500 ft., and the thickness 300 feet. The depth of the deposit and its size, together with an overburden of quicksand, which in places reached a thickness of 150 ft., presented unusual mining problems. The use of a caving system made surface drainage into the orebody inevitable, because the north boundary of the deposit was a vertical diorite dike 200 ft. wide, and the south boundary a northward-dipping impervious slate. S. R. Elliott, manager of the mining department of the Cleveland-Cliffs Iron Co., who was superintendent of the mine at that time, conceived the idea of starting at the bottom of the orebody and working upward, reversing the usual mining procedure. This innovation divided the Athens orebody into a series of steps, or blocks, the first of which was adjacent to the western boundary, and therefore in the lowest portion of the deposit. Top-slicing was to start under the capping in this first block by raising from the bottom level, and development and mining were to progress upward in successive blocks to the east. IN any theory of a hydrodynamic nature dealing with the vertical flow of gas-liquid mixtures in pipes, the two factors that present the greatest difficulty are the relative motion between the phases and the energy loss resulting from turbulence work. The former has generally been referred to in the literature as "slippage" and the latter as "fric-tion." A third factor of importance is the nature of admixture between liquid and gas for both the relative motion between the phases as well as the turbulence work are functions of the type of mixture. Although much work of a general nature has been performed on the vertical flow problem, there have been very few attempts made to study experimentally the factors involved in the phenomenon individually. Of these, perhaps the most notable is the work of Moore and Wilde1 on slippage. Some writers on the subject have assumed that over a wide range of operating conditions the controlling type of mixture, is one in which gas bubbles of uniform size are distributed throughout the liquid, and that the data obtained from experiments on the motion of single bubbles through various liquids may be used in evaluating the slippage. Ver-sluys2 has further assumed another controlling type of mixture in which the liquid occurs as a dispersed phase within the gas and applies data on the fall of drops of water in air to calculating the relative velocity. It was for the purpose of studying the applicability of data on single bubble motion to the slippage factor and to further observe the nature of mixtures that a research program was conducted at the University of California during 1932 and 1933. Ventilation within a coal mine is essential to the welfare of those employed therein, from the standpoint of health, safety, and efficiency. While the saving of life and the preserving of health are the chief reasons for ventilation, efficiency and production are increased. In spite of the fact that we speak of air as having a certain composition, the proportions of oxygen, nitrogen, and carbon dioxide are not fixed, but vary between small limits. The different elements are not chemically united, they are merely mixed and each is free and can be separated with little energy. For this reason air in the mine workings is seldom found in a pure state. Factors that necessitate ventilation in coal mines are those that change the composition of pure air. Contamination of mine air results from the burning of oil-fed flames, the use of explosives, the oxidation of coal, and the liberation of gases by the coal. The extent to which these factors exist governs the size and general plan of the ventilating applianccs required. An efficient ventilating system is one that will furnish air at the working faces in sufficient volume to dilute and render harmless noxious gases and at the same time maintain an oxygen content closely approaching that of pure air. In a well-ventilated mine, the oxygen seldom falls more than 0.5 per cent. below normal. The carbon-dioxide content of the air in the average coal mine will vary from 0.1 to about 0.8 per cent., which amounts are not harmful. Three per cent. of carbon dioxide in air doubles the frequency and the depth of breathing; it is plainly noticeable and if breathed continuously for several hours its effect would probably be harmful. Slight reductions in the oxygen content of the air, such as occur in well-ventilated mines, have no debilitating effect on the worker. A person not exerting himself would fail to observe any unusual physical effect in an atmosphere: containing 17 per cent. of oxygen. This condition, however, or even a condition showing an oxygen content below 20 per cent., would indicate poor ventilation and that the elements which tend to reduce the efficiency of the worker are present, namely water vapor and a high wet-bulb temperature.

MR. Theodore D. Rand has made some interesting observations on the serpentines of Chester and Delaware counties, Penna., in which he suggests that the outcrops of this rock are detached from each other, and that while a comparatively narrow belt, running nearly east and west, mill include them all, the strike of each outcrop differs considerably from the direction of this narrow belt; and that it results that these isolated exposures exist on the map, as it were, in echelon, the easternmost end of each lying northwest of the western extremity of its neighbor. As he elsewhere remarks, this is important, if established, and the writer spent a day or two recently on the ground in the study of this phenomenon. One thing would seem to follow from such a state of facts, viz., that this serpentine at least must have been of secondary origin, for it is difficult to conceive of a rock which occurs intercalated in numerous horizons of a different formation, and agreeing with the latter in bedding, unless the former were an altered product of the latter. It is true that one might account for it by the supposition of an original unconformable deposit, which had been broken by a number of faults and distorted by throws to the northwest; but this hypothesis would do violence to the observed facts relating to the measures along with which the serpentine occurs, and in which no such distortion has been observed. * Thus for determining, by evaporative test, the calorific power of a coal, the ultimate constitution of which is known, it is requisite, that, besides the quantity of coal consumed and the weight of the water evaporated, the temperature and chemical composition of the escaping gases, or gaseous residue, shall be quantitatively determined, the same as solid residues of ash and unconsumed fuel. In observance of such requirements, the Heizversuchstation of Munich has been in operation since 1879. This consists of a permanent boiler plant, constructed on the principle of the calorimeter, with special provision for avoiding errors from loss of heat—snch, namely, as arise from radiation and conduction, and from the varying proportions of water in steam.—Muck. In a recent paper, Floreen and Hayden report that additions of the noble metals iridium, rhodium, ruthenium, and platinum to Fe-C alloys containing 0.03 to 0.08 wt pct C act to significantly reduce the ductile-to-brittle transition temperature in a notched-bar impact test. They compare these results with the similar, well-known effects of nickel and manganese additions, and they note that this supports the hypothesis that addition of austenite stabilizers enhances notch toughness. Although not attempting to offer an explanation for this, they suggest that it might be found in an alteration of the bonding characteristics of the bcc lattice of iron by additions of elements which tend to stabilize the fcc lattice. While this suggestion appears to have some merit, it should perhaps be held in abeyance until two more likely possibilities have been explored. It is now fairly clear that the beneficial effect of manganese derives from its ability to promote a globular carbide morphology instead of the platelike form found in grain boundaries and pearlite patches in Fe-C al10~s.' Previous work14 has also shown that cleavage fracture in Fe-C alloys of the type tested by Floreen and Hayden originates almost exclusively in the cracking of cementite platelets, and that the ductile-brittle transition temperature is very sensitive to the volume density and size of these carbides. Treatments which lead to development of nonlamellar carbides or fine dispersions of carbides, such as quenching and tempering or appropriate alloy additions, promote toughness by removing the primary mode of cleavage initiation. The effectiveness of manganese in this regard has long been known. Nickel appears to behave in a similar manner, though the effect is perhaps not as dramatic as with manganese.15 However, nickel additions do lead to a definite refinement of ferrite grain size following a given transformation heat treatment, and this in itself acts to greatly enhance notch toughness.'' (The grain sizes of the various heats tested by Floreen and Hayden were not reported, so it is not known how much influence this factor exerted in their results.) In conclusion, it is suggested that one should consider the well-established effects of alloying elements on carbide morphology and ferrite grain size before resorting to more complex possibilities, such as modification of interatomic bonding.

In the year just past there were produced in the United States about 170,000,000 tons of sand and gravel. Much of this was pit-run material used for gravelling roads and as railroad ballast on lines that did not carry heavy traffic. But more than half of it was marketed as washed and sized, or graded, material. The methods used for preparing sand and gravel for the market have long been used in ore dressing and, as in ore dressing, depend on differences in the specific gravity of two substances or in the size or weight of particles. But many changes in the design and operation of plants and machines have been necessary. In ore dressing, the concentrate is only a small part of the feed; in sand and gravel washing, it is much the larger part of the feed. In addition, such close work as is needed when concentrating a metallic ore is not needed when washing gravel; the ability to put through a large tonnage is more important, and sizing, which is only a preliminary process in ore dressing, is an end to be attained. Rock crushers are found in most sand and gravel plants and they are used to break up the larger pieces from the deposit (known as boulders and cobbles) which are removed by a scalping screen. The crusher discharge is usually sent back to the scalping screen, the perforations in this screen setting the maximum size of the finished product. Washing Washing is to prepare sand and gravel so that they may be used as aggregates in concrete and wall plaster and in various processes in which impurities would harm the product. At one end of the scale of washed materials may stand ordinary concrete sand, which in some states may contain as much as 3 per cent, of clay and still be used in highway concrete construction. At the other end will stand the silica sand used for making plate glass, which must be washed so clean that the impurities that can be removed by washing do not exceed a few hundredths of a per cent. WEST TEXAS and New Mexico has been overshadowed by the develop-ment in East Texas to such an extent that the area has been placed on a settled production basis by most of the operators. Considerable develop-ment work on both proven and unproven acreage remains to be carried on, but the incentive, a ready and profitable market, has been lacking. The main characteristics of the fields in this area are so well known that they are not described again in this paper, which thus resolves itself into a statistical review of the more important production features of the area. Proration has been in effect during the year and has been rigorously applied with the full cooperation of all producers. Proration in West Texas and New Mexico is based in the more pro-ductive fields on a potential and acreage distrbution of the allowance to the individual wells or acreage units. Potentials are determined generally by a short production test of from 1 to 4 hr.; and the hourly rate is multiplied by 24 to obtain the 24-hr. production or rated potential of the separate wells. The potential values thus set up have been questioned by many production men who are not willing to concede that the instantaneous (hourly) capacity of a well to produce is its potential capacity for a day with all other wells in the pool producing at their capacity. However, the potential of a well determined as above remains its chief rating as a measure of the permeability in place and as an indication of the possible reserve feeding that well. , The acreage factor has made it unnecessary to overdevelop properties in order to obtain an allowance proportionate to neighbors who are willing to drill an excessive number of wells on a piece of acreage in the hopes of a quick drainage and a corresponding profit. Proration has resulted in an orderly development of many of the pools in this area on the base as out-lined above, resulting in more reasonable spacing of wells and the more even withdrawal of oil and the ensuing expectation of high recoveries.

Northern Venezuela has been divided into three provinces, as follows: The Llanos, the Andean, and the Maracaibo Basin and Falcon. The first and third are large sedimentary basins offering, possibilities for oil accumulations. Oil is known to occur in many formations ranging in age from Cretaceous to Quaternary. The most prolific source of oil is probably the Cretaceous shales and limestones, from which the oil appears to have migrated into overlying porous beds. Faulting or fracturing, folding, and porosity are governing factors in the localization of commercial deposits. THE occurrence of oil seepages in Venezuela has been known since the early days of Spanish occupation. It was not until 1912, however, that any serious exploration work was undertaken. In that year, the Caribbean Petroleum Co., then a subsidiary of the General Asphalt Co., employed a large staff of geologists to make a systematic survey, of large areas in eastern and western Venezuela, selecting the most, desirable localities out of the immense area covered by the Valladares concession. This preliminary work was completed in the fall of 1913, and in February, 1914, the company completed its first commercial well at Mene Grande. Development work has progressed slowly, for various reasons, but petroleum in quantity has been encountered in nine widely separated localities. The Mene Grande field has been put on a producing basis and approximately 4,000,000 bbl. of oil are being shipped annually. Increasing quantities of oil are now being drawn from El Mene and La Rosa. In the light of these developments, the world's need for oil reserves, and the proximity of Venezuela to the United States, American capital is being attracted more and more to Venezuela. Although considerable careful geological work has been done in Venezuela by the various oil companies now operating, most of the data is. buried in the company,, files, and the published literature has been extremely meager. The most valuable contribution to date has been a map and report by Jahn, which, as it was printed in Spanish, is not. generally available to the American oil public.

10.2-1. Equipment Scheduling. In any earth-moving operation, more profit may be earned or lost by equipment scheduling than by any other single facet of the project. Many now-defunct earth movers would have survived the cost-profit squeeze had they followed an efficient, cost saving, equipment scheduling program. The ideal program would have every item of the equipment fleet working all of the time. In practice for many obvious reasons, principally mechanical conditions, operating conditions, and human nature-this ideal situation is not possible. The cost-conscious organization strives to keep as many pieces of equipment of the fleet working efficiently as much of the work day as possible. Operating efficiency requires the minimum equipment to move the predetermined tonnages in the prescribed period of time. In the case of a shovel-truck operation this would mean the scheduling of the minimum shovel and truck shifts to excavate and transport the necessary tonnage to the processing plant or waste dump. To accomplish this goal, the operator must work from the predetermined production established by the requirements of the plant, stripping ratio, mine plan, etc. This production schedule may be in terms of tons or yards per year, per month, or per hour, but must eventually be translated into tons or yards per ma- chine per unit of time. In this regard, the reader is referred to Sections 8.0, Excavation and Loading, and 9.0, Haulage and Transportation. The trend to larger and faster, and as a result more costly, equipment requires that the operator consider every possibility to keep the equipment operating around the clock, seven days per week. In some areas seven day operation may not be feasible economically, because of premium pay for Sunday work. Mine labor agreements are generally written without premium pay penalties for weekend work, and such scheduling is possible and most often desirable.

It has been 5 years since the writer left the Philippine Islands and while in that country his chief work did not lie in this field, though he has visited all but one of the localities mentioned in this article. The principal field studies relating to oil were M de by his colleague, Mr. Wallace E. Pratt. The writer's investigations ealt with the general stratigraphy and paleontology of the Philippines. with the exception of the investigations made by Mr. Pratt and the writer very little information on this subject is available. A number of geologists in the employ of large oil companies have visited the Islands from time to time but, following the general rule, the public has scarcely ever been permitted to learn anything of the results. The writer is indebted to the Bureau of Insular Affairs, Washington, for late information regarding recent legislation in the Islands relating to petroleum. All the known oil seeps, petroleum residues, such as ozocerite, and natural-gas emanations are associated with Tertiary sediments. The chief seeps and most promising prospects are located as follows: 1. Bondoc Peninsula (lower end), Tayabas Province, Southeast Luzon. 2. The west coast of the island of Cebü from Alegria north to, and perhaps beyond, Toledo. 3. Central Mindanao not far from Lake Lanao. 4. The ozocerite veins on the Island of Leyte in the northwestern part in the vicinity of the town of Villaba. 5. Natural gas from some deep wells in Tertiary shale formations on the eastern flank of the Cordillera and extending out under the plain on the island of Panay. The first mention in geological literature, to the writer's knowledge, of gas or petroleum in the Philippines is found in the description of the Island of Panay by the Spanish geologist, Abella, in the year 1890. Secondary oxides of Fe-Mn have been used in mineral exploration from the time gossans were first recognized Since gossans are conspicuous features and are largely explored, it is necessary to look for more subtle indication of blind mineralization. Sampling materials used in these geochemical studies consist of secondary Fe-Mn oxide-rich products of hydrothermal mineralization, and "in situ" weathering found in fracture fillings-as selvages along joints and disseminations in host rock. These materials were selectively collected and studied in the Silver City mining region. Two independent sampling methods were compared. The difference in the sampling methods was mainly in the ways samples were obtained and processed. One method involved systematic sampling of fracture fillings and coatings from which secondary Fe and Mn oxides and associated trace elements were then selectively extracted by chemical methods. The second approach involved collection of composite stream sediments and physical extraction of Fe-Mn oxide materials by gold panning, bromoform concentration, and electromagnetic separation. The source of the Fe-Mn-rich materials in the stream sediments is considered to be fracture fillings and coatings that mechanically entered the drainage basins. Map distributions of the two-sample types were compared. Both methods showed generally supportive patterns of anomalous metal dispersion, although anomaly-to-background contrast seems better in joint coatings. Both were useful in distinguishing geochemical differences between mining districts in the region. For example, the Pinos Altos district may contain more hydrothermally-introduced iron than the Central district, whereas the Central district has lead and zinc enrichments that are less on the amount of iron enrichment than is the case in the Pinos Altos district. The methods were qualitatively compared relative to time, expense, and other advantages and disadvantages.

DIATOMACEOUS earth occurs in deposits widely distributed throughout the nation. The chief producing areas are in the Western States, where many high-grade deposits are known. Eastern deposits of diatomite are unsatisfactory for many purposes either because of impurity or because of the extremely fine particle size. Eastern users of diatomite, on the whole, must pay for transportation of the material from the west coast. The freight rate is necessarily high because of the great bulk of the diatomite. A satisfactory process of purifying the diatomaceous earths of Maryland and Virginia, which are unsuited for wide use only because of impurities, should be of value to eastern users. In the past, benefication of diatomite by wet processes has been limited to classification or sedimentation for the removal of sand from diatoms. Calcination with salt is used to produce a white diatomite when iron is present in the impurities, and small amounts of clay are rendered inactive in the process. No treatment has been developed whereby a large proportion of clay can be removed from a low-grade diatomaceous earth to give a diatomite of very high purity. In August 1937 the Federal Bureau of Mines, in cooperation with Dr. R. C. Williams, of Baltimore, undertook the problem of purifying low-grade Maryland diatomite by froth flotation. Work was done at the Eastern Experiment Station, College Park. Unless otherwise stated, the crude diatomite used was from the Patuxent River deposits near Dunkirk. This material, consisting of roughly one-third each of clay, quartz sand and diatoms, was representative of the usual low-grade marine diatomite found in the Coastal Plain Miocene beds of Maryland and Virginia and sporadically in other Atlantic coast states. As received, it contained 50 to 60 per cent moisture and probably had been wet since its formation.

A specimen of Westerly granite was cyclically loaded to near failure at 50 MPa confining pressure. Holographic interferometry provided detailed measurements of localized surface deformations during loading and unloading. The data are consistent with deformation occurring primarily elastically at low differential stress; in conjunction with one incipient fault zone between approximately 350 and 520 MPa differential stress; and in conjunction with a second incipient fault zone above 580 MPa and/or during creep. During unloading only one fault zone, that which is active at the intermediate stress levels during loading, is seen to recede.
