For the purposes of this analysis it is assumed that the petroleum industry has undergone a basic economic change whereby the degree of competition present in its operation is reduced by the collective control of production brought about by statme-directed proration. Formerly freely competitive in all its parts, the industry is now fully competitive only in its marketing, its manufacturing and transportation, its search for new oil supplies, its drilling operations (with some qualifications), and its capital movements. The practical problem before the industry in its new status is the maintenance of equilibrium, with planned control of crude-oil production (proration) substituted for competition and price as the regulatory mechanism at one point in the supply-demand system. It is further assumed that proration has become so firmly established in the legal and operating framework of the business that it may be looked upon as an institution. The purpose of this paper is to call attention to the effect of unregulated drilling upon the orderly functioning of proration. Economic Structure of Petroleum Industry The economic structure of the petroleum industry, under the current form of proration, may be visualized, in simplified form, as shown in Fig. 1. This diagram is designed to indicate the existing mechanism whereby supply and demand are equated. Demand is created largely by conditions external to the oil business, whereas supply is conditioned by a series of stages incidental to the discovery, development and production of a resource. The time elements involved in changes in demand and supply are of an entirely different order, the demand factor being much more flexible and "quicker" than the supply factors. It should be observed, also, that the position of price, formerly between "demand" and "supply," has been moved to a sidewise location where it still affects demand but influences current supply only through its bearing upon proration, drilling and search. A UTILITY that has a large consumption of coal must insure an adequate and sound supply of fuel. The Detroit Edison Co., which has an annual coal consumption of about four million tons and spends approximately $32 million a year for coal, including freight charges, has developed a program for fuel procurement and for evaluation and selection of fuel for reliable and efficient plant operation. Fuel Procurement Coal Purchasing Division: The Fuel Supply Div. of the Purchasing Dept. combines all of the procurement functions in one group, which must maintain adequate stocks of fuel. In addition to its usual purchasing duties, the division also governs transportation, follow-up, invoice and freight bill, in cooperation with the Accounting Dept. The Fuel Div. is comprised of the fuel agent, an assistant fuel agent, a coal buyer and five coal clerks, who follow the movement of each car, initially approve freight bills and invoices, and file claims whenever there is a shortage of one ton or more. The fuel agent reports directly to the purchasing agent of the Company, and all major programs are planned jointly with the chief purchasing officer. The apparent individuality of the fuel section is necessary because of the tremendous volume of coal cars handled each day, sometimes as many as 500, which must be handled promptly to complete the fastest possible move from the mines to the plants. Determining Annual Coal Volume: Through the combined studies of a Production Dept. Load Committee and the Controller's office, accurate predictions of coal requirements for any given year are provided the Fuel Dept. from 12 to 15 months in advance. This is divided into the requirements of all individual power plants and central heating plants. This in turn determines the quantity and quality for plants whose specific fuels vary with the type of equipment installed. In the Detroit area, which has a high industrial load, early estimates of annual coal consumption usually are resolved at the end of the year within 4 or 5 pct of the original plan. Operating in a highly developed industrial area eases the task of estimating primary output; and, with the residential demands increasing in a steady and fairly well-defined pattern, the overall coal schedules are not subject to radical changes during any given year. Selecting Suppliers: At any time, but especially during or before an emergency, the coal supply factor must be made secure. This is particularly true in the procurement of utility fuel. There are always extreme quantities of so-called "bargain" coal available during the buyers' markets, such as recently prevailed. These opportunistic offerings may be considered a means of averaging down overall price, rather than as a steady and dependable supply source. Coal is purchased on contract from mine operators and sales agents who have proved reliable. They are not opportunists who desert for higher dollars in times of duress; they do not fail to fulfill contracts when markets rise or overship when markets dip. The progressive operator today who is willing to expend capital to improve quality and service deserves much more consideration than a matching of short-term pennies. When a company has a high volume of annual needs, all phases of the mine supply must be considered. The mine must be able to produce the quality required at a fair price and be able to sell oversizes of coal in enough volume to screen sufficient nut and slack. It must crush coal and sell mine run at prices in line with competitive nut and slack and be willing to do so when there is no demand for prepared sizes. Determining Price: The public utility is in direct competition with any of its customers who can, if savings are guaranteed, generate their own power. Today, to a greater extent than ever before, private industry must do a better overall job than Government-controlled operations. The price of coal must be realistically balanced with the price paid by almost all industries and the railroads as well. The supply-demand ratio in coal is not difficult to discern. OBSERVERS in more than negligible number appear to believe that the achievements of engineers during the last generation have been an affliction rather than a blessing to society. Quite accurately they perceive that scientific progress and technologic advance have reduced to a fraction-often a small fraction-the amount of manual effort required to accomplish a given unit of useful work. They have seen men, as a consequence, deprived of employment in a particular industry; and this so-called technological unemployment they have denounced as inimical to the workers and consequently to the whole social order in progressive nations. To those who subscribe to this thesis the story of the Porphyry Coppers may not make palatable reading, for it is an amazing record of engineering and technologic achievement. But to those others who take the longer and broader view that economic and social progress cannot enduringly lag far behind advance in the realm of science and engineering; and that any improvement in the means and method of doing essential things eventually must make the world a better place in which to live; to these the record of the development of these great mines can- not but be a source of delight. It is an outstanding example of the advantages of mass production coupled with the fruits of scientific research and inventive genius. More, it reflects the pioneer spirit, the initiative, the self-reliance, the independence of thought and action that are traditional with the mining engineer. THIS paper makes no claim to any new idea; it simply reviews the Treasury Department Regulations pertaining to the practical application of depreciation and depletion and other allowances governing taxation of oil and gas properties. Other methods may be existent, but as they may not conform to the legal status they must be discarded. In complying with the present laws governing the, industry with regard to taxation and the allowable deductions therefrom, the following considerations are essential: Depletion, depreciation, amortization, other allowances, and items not deductible. It is definitely understood that depletion is the loss or exhaustion sustained in the continuous operating of an oil and gas property, and that each unit of oil or gas taken out reduces the value of the property until its final exhaustion. Depletion applies only to the natural deposits of oil and gas due to their-removal in the course of exploitation of any property. Depreciation is defined to cover the waste of assets due to exhaustion, wear and tear, and obsolescence of the physical property, and is separate and distinct from depletion; its allowance is that amount which should be set aside for the taxable year in such sums as for the useful life of ,the property will suffice to repay its original cost-or its value as of Mar: 1, 1913, if acquired by the taxpayer before that date-less the salvage value at the end of such useful life. Amortization is allowed for such facilities as were built or acquired on or after Apr. 6, 1917, for the production of articles contributing to the prosecution of the war and, in the case of vessels, those built and acquired after that date. The amount to be extinguished, in general, is the excess of the unextinguished or unrecovered cost of the property over its maximum value under stable .post-war conditions.

ONE of the well-known and important uses of the noble or precious metals has been for electrical contacts. In fact, the elements of this group, comprising gold, silver and the six platinum metals, have been called "noble" because of their ability to resist heat and corrosion, properties which were early found to be of importance in good contacts. Of these, platinum and its iridium alloys, palladium, and silver, have been extensively used. In recent years the electrical industry has been responsible for about one-eighth of the total consumption of the platinum metals in the United States. Information is not available as to what part of this one-eighth has been used for contacts but it is certainly an important one. SUBSTITUTES FOR PLATINUM During the past 20 years a considerable number of contact alloys have been proposed in the patent literature largely with the aim of more or less replacing platinum by gold or silver, and some of these alloys are finding increasingly widespread application as the reliability of their performance becomes established. From even the partial data-at hand it appears that this substitution by the less precious metals has replaced at least one-half of the amount of platinum that the entire electrical industry would otherwise be consuming at the present time. While the subject is of considerable interest to the metallurgist it is , even more so to the electrical engineer and it is surprising that the literature records no systematic and comprehensive investigation along these lines. Practically all the scattered work on noble metal contacts has centered around platinum as a Standard and has had two more or less distinct aims. One of these has been the replacement of platinum by cheaper materials, and the other, the development of materials of superior electrical performance. The merit of a contact metal has been assumed to be dependent on its infusibility, and since the more precious metals have the higher melting points there has naturally been an association of the two qualities in the sense that the more precious were

Safety First is a popular motto—most mining companies have adopted it. It is probable, however, that in the majority of cases it is only a motto and gets no further than the office stationery or the bulletin board at the mine's entrance. In but few industries is there employed a greater diversity of machinery and mechanical devices than in coal mining. The list ranges all the tray from mechanical stokers to wood-working machinery and undercutters. Many of these devices, particularly those employed in wood working, are extremely dangerous. In 1913,23 per cent. of all fatalities occurring in coal mining in the U. S. were caused by machinery of some sort or other. Although the forms of accidents occurring with mining machinery are legion, they generally arise from one or more of five causes: (a) Falls from ladders, platforms, etc.; (b) coming in contact with moving machines or parts thereof; (c) electric shocks; (d) failure of some machine part; (e) mismanipulation of valves, levers, switches or other hand-operated controlling devices. The steps which may be taken to prevent accidents from the above causes are almost as numerous as the accidents themselves. There is, and can be, no panacea for all mishaps, nor for any one class of accidents. There is no mathematical or other formula that will bring immunity under any set of conditions. Common sense is the only guide. The remedy for the first-named class of accidents is simple and generally effective—namely, make the staging, ladder, platform, or other support, abundantly strong to carry any possible weight that it may be called upon to bear; provide ample railings on platforms or runways, and non-slipping feet on movable ladders. Coming in contact with moving machine parts is one of the greatest dangers met with in the operation and maintenance of mining machinery. Unfortunately, machine manufacturers have not as a class adopted the idea of thoroughly protecting and incasing the dangerous parts of their product. No one has, or should have, a better or more thorough knowledge of what the dangerous parts or elements of a machine may be than its builder. The study of an entirely new series of alloys may be undertaken from a desire to obtain knowledge applicable to the perfection of industrial alloys, or merely to test certain theoretical considerations. In the case of antimony-tellurium alloys, the theoretical side only is at present important; but it is hoped that the results of this investigation may have some industrial value, at least indirectly, by furnishing one more example for comparison when studying commercial alloys. The statement is found in various places that antimony is isomorphous with arsenic, bismuth and tellurium; but very little experimental evidence has been offered in support of this assumption. All four metals crystallize in rhombohedra, and the ratio of the axes a: c is approximately the same—which seems to indicate, but does not prove, their isomorphism. The close association of these metals in minerals also seems to indicate that they are isomorphous. There are, however, certain differences in their properties which render this coriclusion somewhat doubtful, and it is therefore desirable that inde-

This discussion is confined to the first section of Professor Clark's paper entitled 'Elastic and Nonelastic Waves' and its application to wave propagation in rocks. Some published results by other investigators concerning measured decay of peak strain and variation of pulse duration with travel distance are cited, but the principal subject of this section is a detailed mathematical analysis of spherical (and, to a lesser extent, of plane) wave propagation in various homogeneous, isotropic media. The materials selected include an elastic substance, a Voigt and a 'modified' Voigt solid-the latter incorporating the assumption of a constant loss factor (defined here as the product of frequency and the ratio of the imaginary to the real part of the shear modulus)-and a solid friction model. While other possible representations of a solid continuum model are mentioned, corresponding solutions are not presented. The pulse inputs considered comprise exponential decay, a unit step, and steady- state sinusoidal excitation: the process of conversion from one solution to another in the operational plane is indicated. The basic problem relative to the analysis of wave propagation in rocks concerns the specification of the appropriate material behavior, since the equations of motion for a given geometry of the source and medium are well established. In principle, the required information can be deduced from two types of measurement: 1) field observations of underground explosions or seismic disturbances, and 2) laboratory tests on small samples of the pertinent rock. However, in practice both types of approaches are beset with difficulties and subject to valid criticism. This paper presents a scheme for determination of precision for the various steps in coal sampling, sample preparation, and analysis. It also gives resulting data on 100 American coals from various coal fields covering all ranks from lignite to low-volatile bituminous. The variances of the various steps of the process are studied as a function of the coal preparation, the top size of coal as sampled, and the ash content. To understand the variables that control the overall precision of coal sampling, sample reduction and analysis, there is need for measurement of the variances due to successive steps of the process. The purpose of the present paper is to study these variances as a function of the coal preparation, the top size of the coal as sampled, and the ash content. The sampling data included are from 100 individual preparation plants from various coal fields in the United States and cover all ranks of coal from lignite to low-volatile bituminous; various types of preparation; deep, strip and auger mines; and, in many instances, mixtures from two or more coal beds or types of mines. The collection of data is continuing, but sufficient work has been done to draw some important conclusions. Since the work was done in conjunction with the Bureau of Mines sampling of coal, the time that could be spent at any one preparation plant was limited. This, in turn, limited the number of samples that could be taken for each coal. For this reason, the results from various plants were pooled in blocks. Two major blocking categories were "raw" and "washed!' The raw coals had no preparation other than crushing and/or screening. IN the fall of 1912, the appearance of water in the oil of the Nevada Petroleum Co., Coalinga, Cal., made necessary the installation of a dehydrating plant to reduce the water below the 3 per cent. limit prescribed by the agency. Unlike the mining industry, technical literature of the oil industry is limited and extremely unsatisfactory. Until the recent efforts of the Petroleum and Gas Committee of the American Institute of Mining Engineers, no concerted movement has been instituted to secure publication of papers dealing with the problems of the oil business, and because of the additional fact that dehydrating of oil has not been practiced in California to any extent up to comparatively recent time, it was found necessary to experiment in order to determine the most satisfactory plan for this purpose. It is easy to write regarding successful enterprises, but, while not so pleasant, it is equally desirable to write of failures so that others may be saved the loss incident to such investments. The water in this oil occurs both free and as an emulsion. Free water easily settles out, but the emulsion requires treatment. So far as can be determined, the emulsion consists of globules of water surrounded and enveloped by a film of, oil. Starting with this hypothesis, the theory has been evolved that in order to break up this emulsion the water must be heated at least to boiling point, when an explosion takes place destroying the globule. Unfortunately, this condition was not recognized in the installation of the first plant, which was planned on the following lines: A heater was arranged so that all the oil from the wells could be heated before reaching the shipping tanks, these being already fitted with coils for steam heating. Tanks were filled with about 4 ft. of water, live steam was turned into the coils and the water brought nearly to the boiling point, when the heated oil was run in. This for a time was partly successful, but the length of time necessary to apply this heat was too great for practical operating.

During the course of an experimental program concerned with the hydrogen embrittlement of copper containing oxygen in concentrations within the solubility limits it became necessary to make a critical appraisal of the literature dealing with the solubility relationships of oxygen and solid copper. The latest determinations, and perhaps the only data obtained on "spectroscopically" pure copper, are those of Rhines and Mathewson' who reported that the solid solubility increases from 0.007 per cent oxygen at 600°C. to about 0.01; per cent at 1500ºC. Hanson, Marryat and Ford2 had previously placed the solubility limit at less than 0.009 per cent oxygen at 1000ºC. and Allen and Street3 had suggested, on the basis of an unpublished research by T. Hemitt, not over 0.005 per cent oxygen at 500°C. In the introductory stages of the investigation indirect evidence accumulated to suggest that the solubility limits were significantly lower than those previously reported. For this reason it was deemed essential to clarify this point before proceeding with a program intended to establish a quantitative relationship between hydrogen embrittlement and oxygen concentrations positively known to be within the solid solution range. Furthermore, the increasing production and the highly selective applications of the commercial "oxygen-free" coppers inevitably direct attention to the practical necessity for exact knowledge regarding the effects of mini-tie concentrations of the elements ordinarily found in the high-purity coppers now available. Of these elements oxygen occupies a unique position, not only by virtue of its specific effects on copper but more particularly in view of its important reactive tendencies toward the other impurities with which it is associated. Rhines and Mathewson considered several methods for measuring the solubility of oxygen and finally adopted the simple plan of saturating the specimens, obtained from redeposited cathode copper, by heating at the desired temperature in air. After the removal of surface oxide by mechanical and chemical means, the oxygen content was determined in the underlying metal. In general, this process of saturation, with a few modifications, was followed by the present writers. Although the procedure is direct and has obvious advantages, its effectiveness, unfortunately, is reduced by an excessive scaling of the copper, particularly at the higher temperatures. After saturation treatments above 900°C. the writers found that the specimens, necessarily rather thin in the original condition, consisted largely of scale and yielded too little metal for a satisfactory analytical sample. Furthermore, great difficulty was experienced in effecting complete removal of the scale. It is a fact that the most serious safety problems encountered in US underground coal mines are related to roof-bolting operations. It is also true that roof bolting is usually the operation which limits coal production from a mine section. There has been a recent focus on activity involving roof bolting research, development, and new ideas as people concerned about mine worker safety and productivity realize that significant progress can be made in these areas, even with equipment presently available.

In a previous paper,' the results of some experimental work on the measurement of slippage in the flow of oil and gas mixtures through vertical pipes were presented. The data obtained were correlated and equations were deduced from which the performance of the experimental gas-lift could be predicted with reasonable accuracy. However, attempts to apply the equations to the calculation of pressure drops in actual flowing wells yielded erroneous results. At the time the results of the experimental work were published, no satisfactory explanation could be offered for the failure of the empirical equations to express properly the performance of wells. However, recent work has led to the development of a new hypothesis which presupposes certain conditions affecting the flow of oil and gas in wells. When the proposed equations are corrected to allow for these conditions, an agreement between the observed and calculated performance of the actual wells is obtained which in most cases is quite satisfactory, although it is subject to certain limitations. In this paper, the method of calculating the pressure drop in actual wells is considered, and the application of the method to the design of tubing is discussed. (For nomenclature used in this discussion, see Table 1.) Factors Affecting Slippage and Efficiency At the outset, a few of the principle factors affecting slippage and efficiency in the gas-lift discussed in the previous paper will be reviewed. In the flow of the mixture of oil and gas in a vertical pipe, slippage is the phenomenon of gas moving upward with a. linear velocity greater than that of the oil. Under steady conditions, if given quantities of oil and gas enter the tubing per unit of time, the same quantities of oil and gas per unit time must, on the average, pass every section of the tubing; otherwise, there would be accumulation or depletion of the oil or gas at some sections, and the flow would be unsteady. Long range expansion plans begun in 1966 by The International Nickel Co. of Canada, producer of over 50% of the free world supply of the white metal, are so mammoth as to give rise to the speculation that something might have to burst at the seams. From an annual level of capital expenditure of $35 to $70 million, the company jumped in 1967 to $145 million in new capital investment and will come close to $200 million in 1968. Inco expects to spend $700 million in the next five years, beginning in 1968, for new mines and surface facilities in Canada. The program involves the opening of nine new mines within the next 3 1/2 years, expansion of producing mines, and construction of new plants and modernization and expansion of established ones to process the increased ore production. Beyond this, the company is committed deeply in developing new sources of nickel abroad. Any one of these new projects, if proven economic, would necessitate expenditures of about $100 million or more. For Inco, the economic strain was relieved without a rupture this spring when Henry S. Wingate, company chairman, reported' at the stockholders annual meeting that $150 million had been raised by the sale of bonds. This marked the first time in 32 years that the company had gone into debt.

In introducing last year's Industrial Minerals Review, Stan Lefond accurately predicted that the 1974- 75 period would be quite difficult and frustrating. Although 1974 demand and prices for most industrial minerals were exceptionally strong, operating costs also rose rapidly-while shortages of supplies and equipment, symptomatic of an overheated economy, occurred from coast to coast. Thus, at the end of 1974 recessionary forces were accelerating-and the minerals industry will soon be facing falling demand as a consequence of sharp declines in auto production, housing, appliances, and other consumer goods. Moreover, when sales weaken, the high-volume, low-prices industrial minerals will incur sharply increased unit costs. To maintain adequate profit margins under these conditions will require cautious and perceptive management.

THE following paper is intended to be suggestive only, and to open the way for discussion and further observation. Its preparation was requested only two days before the time limit set for the submission of the papers comprising this symposium. Thus no time existed for detailed studies so it is largely a memorandum of such facts as have come incidentally to the notice of the writer in the study of coal in the field. The field study of sulfur in coal has received very little special attention or description from coal students. The presence of sulfur concretions is noted in hundreds of descriptions, and certain benches of a coal bed may be described as "sulfury" or the presence and position of sulfur bands may be noted in coal sections in connection with sampling. It may be accepted that some sulfur is present in all coal. The amount varies greatly in different regions, in different beds, and in the same bed in different areas. The anthracite of Rhode Island comes the nearest of any coal known to the writer of being free from sulfur, several analyses of that coal showing less than 0.1 per cent. Subbituminous coals in Colorado in a few places have close to 0.2 per cent. of sulfur on the dry-coal basis and in other states subbituminous coals approach this lower limit. Bituminous coals seldom run under 0.4 per cent. of sulfur on the dry basis, though in a few places dry bituminous coals in Colorado and Washington have between 0.3 and 0.4 per cent. The better known bituminous coals have almost everywhere over 0.4 per cent. The best of the Pocahontas and New River coals run close to 0.4 per cent., but there is very little commercial coal in Pennsylvania, Ohio, Indiana, Illinois, Kentucky, or the other states that runs under 0.5 per cent. on the dry basis. From these minimum figures, the amount will range up to 5 or 6 per cent. or higher if visible sulfur is not excluded. It must be remembered that the usual -analysis of a coal bed is not intended to give the total proportion of sulfur in the bed but the amount in the coal after the removal of the more obvious and larger sulfur masses.

Ventilation of the Butte mines has long been a rather difficult problem because of the natural high temperature of the rock. With increase* in mining depth, higher rock temperatures have been encountered, and this has caused a constantly growing demand for more effective ventilation measures. During recent years the hazards of dust in mine air have been more clearly recognized, and have necessitated the adoption of dust-prevention methods. To meet these ventilation problems in the mines of the Anaconda Copper Mining Co., a mines ventilation department was organized in 1918, to act under the direction of the general superintendent of mines. At the present time, under normal operating conditions, the force employed includes the ventilation engineer, two chief assistant ventilation engineers and eight assistant ventilation engineers. The activities of the department are, briefly: (1) planning and supervising operation of the general ventilation system; (2) planning and supervising the operation of dust-prevention measures, together with dust sampling and related microscopic work for the quantitation of the dust samples and determination of particle-size distribution; (3) the design and development of air-conditioning methods to meet present exceptionally severe temperature conditions and in anticipation of future requirements. To a large extent the technical features of the ventilation methods have been described in earlier papers by the author. This paper is written mainly to summarize past accomplishments bearing most closely on health and safety, with a somewhat more detailed account of the dust-prevention measures that have been developed comparatively recently. Facilitating Flow of Am As a basic requirement for the safety of the mcn, all ventilation plans are subject to a ruling that the main operating shafts must be maintained as inlet air courses. THE origin of so-called annealing or recrystalli-zation twins in face-centered-cubic metals continues to be a matter for speculation, and in the present report an attempt is made to explain their origin and to account for at least a majority of the observations concerning their behavior. The fact that annealing twins are prominent only The speelmen was deformed 8 pet in compression and then indented over the lower left-hand corner in a Rockwell in-denter, and then annealed to cause partial recrystallization. Note intense twinning in heavily deformed part and slight twinning in less deformed part. The upper right-hand corner is unrecrystalized. Area reduced approximately 25 pot for reproduction. after recrystallization suggests that deformation may be necessary for their formation. In 1926, Mathewson1 reported the observation by Phillips that annealing twins are frequently parallel to strain markings which delineate octahedral planes in the deformed (and partially recrystallized) matrix, and suggested that strain markings are mechanical twins which grow into annealing twins during recrystallization. Later work by Burke and Barrett' has shown that strain markings are traces of planes upon which slip has occurred, and that there is no evidence for the formation of mechanical twins of microscopically resolvable width in face-centered-cubic metals. Mathewson3 has pointed out, however, that slip may produce twin faults, and later modifications of this hypothesis have assumed that twin faults rather than true mechanical twins serve as the nuclei for annealing twins. Carpenter and Tamura5 suggested, also in 1926, that annealing twins might form by accidents of growth.
