BACKGROUND Foreign investment has been a major factor in bringing about the substantial mining industries of Chile, Peru, Bolivia, Venezuela, Brasil and Guyana. But economic nationalism and sentiment against foreiqn domination of vital national industries grew in the 1960s and most major mining projects were transferred into state owner ship. Among the state mining enterprises formed were CODELCO - Chile, MINERO-PERU/ CENTRCMIN - Peru, CCMIBOL - Bolivia (in 1952), Hierro-PERU, GUY-BAU/BIDCO - Guyana, etc. New investment during that time was discouraged because it was subject to the restrictive conditions of the investment regulations of the Andean-Pact, a grouping of Chile, Bolivia, Peru, Ecuador, Venezuela and Colombia. The philisophy was that mineral resources were to be developed exclusively by national enterprises. Essential foreign inputs had to be acquired "depackaged" as separate purchases of equipment and technical assistance services. As a result of the worldwide economic recession which hit the mining industries in 1980-1982, many projects that were viable in 1970 were not developed by the new state enterprises due to lack of capital, managerial and technical abilities and due to problems with marketing. As a consequence of the long-term decline of metal prices, governments experienced difficulty in getting investment organized through national or foreign enterprises and have had to face up to the trade-offs between national control and active mineral development. A change has since taken place in governmental policies. The 1981 Peruvian mining law, the 1982 mining law of Uruguay, the 1979/1980 mineral promotion laws of Argentina, all witness the gradual shifting of emphasis from restriction to promotion. The investment rules of the Andean Pact have been progressively softened through national regulation and today are more or less irrelevant. Nationalizations and forced renegotiations have not occurred in the last few years. Countries have gone to great lengths (without much success) to re-attract foreign investment on terms that accommodate the political sensitivities of the South American countries and the practical requirements of investors and financiers. For this analysis, three contracts have been selected which reflect this accommodation in three South American countries, where miner a1 production plays a major role in the national economy. These con tracts reflect both the attitudes and traditions of the individual countries, but also mark the shift in mineral investment policies that has taken place. EL INDIO AGREEMENT The 1977 investment agreement between Chile and St. Joe Minerals marked a dramatic relationship between Chile and foreign mining investor s. In Chile, mining of copper has played a major role in the country's history. Large scale copper mining was initiated and developed by Kennecott and Anaconda. The nationalization of these two companies under the Allende government in July 1971 started a wave of nationalizations of foreign-held mining and petroleum operations since then in many parts of the world. The military government supported the new Chilean state mining companies ((30DELCO and ENMI) , but it also attempted to accelerate mineral development by prom ting foreign private investment, thus reversing the nationalistic policies followed by the Allende and the preceding Frei government. Plant nutrients are obtained by plants from both the air and the soil. Carbon dioxide, a gaseous form of carbon and oxygen, supplies the carbon which usually makes up 50% or more of plant structure. Plants are capable of absorbing carbon dioxide directly from the air. Most of this nutrient comes from the air, although some carbon dioxide is absorbed by soil water and taken into the plant as liquid. Growing plants use more water than any other substance. Plant nutrients in the soil dissolve in soil water; soil water entering the plant carries nutrients into the plant structure. Water is then given off into the air as the plant breathes or transpires. The inorganic or mineral portion of the nutrients which plants require comes from the soil. Inorganic or mineral composition of plants is usually less than 5% of their weight, and this mineral requirement, usually lacking in the soil, must be provided by fertilizers. Proper fertilization of a soil to improve its mineral level and productivity is the basis for the fertilizer industry (Thomas, 1960). There are 13 essential plant nutrients which often must be added to soils or plants and are generally considered as fertilizer minerals. These nutrients are divided into the categories: primary minerals (nitrogen, phosphorus, potassium); secondary minerals (calcium, magnesium, sulfur); and micro or trace minerals (boron, iron, manganese, copper, zinc, molybdenum, chlorine). Further, cobalt is often added to fertilizers. Although it is not considered to be an essential plant nutrient, it is essential to animal health and is often applied to forages as a fertilizer constituent. One point of major significance to the fertilizer industry is that not all nutrient carriers supply that nutrient in a chemical form which will be available to the plant. Thus, a product which may be considered a fertilizer mineral may require substantial processing or treatment before it becomes useful as a nutrient carrier. Fertilizer Industry Scope Until about 1900 demands for higher crop yields were met simply by bringing new agricultural lands into cultivation. Since that time great progress has been made in increasing yields through fertilization and improved varieties and cultural practices. The importance of the fertilizer industry to the economy and welfare of the U.S. is widely recognized. [Fig. 1] illustrates the relationship of lime and fertilizers to crop yields. In terms of tons of fertilizer products, the growth of the industry has been phenomenal, particularly between 1950 and 1970. Table 1 shows the increase in fertilizer usage. Primary Plant Nutrients in Fertilizers Primary minerals (nitrogen, phosphorus, potassium) are designated as such because of their significance to plant growth. The machine has seen three years operation and has met its specifications. The mill wm designed by Aerofall Mills Ltd. and the gearless drive built and designed by the Canadian General Electric Co. The paper discusses the operation of the machine from the mechanical, electrical and process aspects.

A summary of the reservoir engineering and related geologic data on the Schuler field, Union County, Arkansas, is presented here in a manner intended to interest both technical and nontechnical readers. The Cotton Valley formation and the Reynolds oolite are oil-productive formations in the Schuler field, but the Jones sand pool, at a depth of 7500 ft., developed with 146 wells on zo-acre spacing, is the reservoir of principal interest. The Jones sand sandstone reservoir is an anticlinal trap typically gas-drive or depletion type in performance. The core analyses from 88 per cent of the wells drilled, together with drilling time and electric-log data, yield an accurate estimate of the "productive" sand thickness and its areal distribution over the pool. Accurate production statistics, monthly reservoir-pressure surveys, and bottom-hole sample analyses when correlated by the "material-balance equation" show unusually good agreement with that principle. Estimates of oil initially in place made by the material-balance method and the sand-volume method are in good agreement at 116 to rzo million barrels. The reservoir-pressure history of the pool reflects the reaction of a reservoir to production, proration and secondary-recovery practices. The cost of the extensive program of reservoir study in the Jones sand pool has been estimated, in order to emphasize the value derived from such an investment through better understanding of a reservoir's reaction to production practices. Unit operation of 140 of the 146 Jones sand wells made possible an effective unitized gas-injection pressure-maintenance program. Res-ervoir-pressure decline was arrested, natural flow was maintained, and pumping and lease equipment were conserved. An increased ultimate recovery of zo million barrels beyond the estimated 34 million barrels primary recovery is indicated at present. Extension of the Jones sand unit to include the undeveloped Cotton Valley formation will permit additional recovery of otherwise uneconomic reserves of oil through wells no longer required in the Jones sand operations. THE object of this paper is to present a survey of some of the physical properties of sheet nickel silver when subjected to cold rolling and when annealed at temperatures extending from 350° C. throughout the commercial annealing range. A number of alloys were taken from stock and analyzed. Four of these, representing low nickel and high nickel both with and without lead, were chosen for the tests. The analyses were as follows: ALLOY COPPER, LEAD, IRON, NICKEL, MANGANESE, ZINC, PER CENT. PER CENT. PER CENT. PER CENT. PER CENT. The bars (which were then coiled) were annealed together in a mill muffle and afterwards pickled in a 10 per cent. sulfuric-acid solution and cold rolled in stages of approximately .one number (B. & S.) at a time to No. 18 B. & S. gage. After each stage, suitable samples were set aside for physical tests. Additional samples were chosen for tests after the bars were rolled to Nos. 8, 10, 12, and 14 gage. These samples were annealed together in the mill muffle and, after pickling, were finished on 0.050-in. gage, yielding a series of specimens 2, 4, 6, and 8 numbers hard for the subsequent annealing tests. Tensile test pieces 9 by 1 in. (22.9 by 2.5 cm.) were cut from both lots and the central portion was milled to give a test section 2 ½ in. long by ;Z in. wide. A distance of 2 in. was marked off on the edge of each specimen with light punch marks. In the case of the annealed alloys, Erichsen test pieces 4 by 2 1/2 in. were also taken.

Recent experimental work has demonstrated (1)2 that ammonia and oxides of nitrogen are formed during the aging of smokeless powder. This is significant in connection with the problem of "season cracking," or stress corrosion of brass cartridge cases in view of other work(1) indicating that stressed and "stress- relieved" cases stored with small quantities of added ammonium nitrate crack on firing. The deterioration of stressed brass by ammonia has been known for some time(z) and it appears therefore that stress- corrosion cracking of brass cartridge cases is intimately associated with the so-called "powder volatiles," ammonia and oxides of nitrogen, both of which are decomposition products of smokeless powder. Working on the hypothesis that any barrier which prevents the powder volatiles from reaching the brass surface will reduce the incidence of stress-corrosion cracking, it was considered desirable to investigate the use of organic resin films to accomplish this purpose. The possibility of formation of ammonia within the nitrocellulose powder charge and by reduction of nitrogen oxides on the surface of the brass case requires that the barrier film be resistant both to ammonia and oxides of nitrogen. The film must also be impermeable to ammonium salts, either solid or in solution, since these salts and water necessarily appear within the powder charge. The usefulness of the

The possibility has been mentioned that large pressure gradients in a solution gas driven field caused by high production rates might lead to a reduction in the ultimate recovery obtainable compared to that which would be obtained by a very slow rate of production. In the present study the reservoir conditions accompanying a high rate of production and the corresponding ultimate recovery were compared with those obtained if the reservoir were produced at some marginal rate throughout its entire life. The method of calculation involved the application of fluid flow - material balance analysis to a series of successive steady state conditions in the reservoir. In the case studied very little difference in recovery was obtained at the abandonment pressure. An analysis of the basic factors involved indicates that the sane results would hold for considerable variation in properties of reservoir fluids, permeability of the formation or well spacing. Even if the reservoir has a water drive it appears that no harm will be done by- open flow production if the rate is cut back before any appreciable free gas is produced. However, any condition which leads to disproportionate withdrawal rates and which causes large pressure differences over large areas might result in substantial loss in ultimate recovery. INTRODUCTION When the pressure declines in a reservoir, gas is evolved from solution causing a shrinkage in the reservoir oil so that a stock tank barrel of oil with its residual dissolved gas occupies a smaller volume than originally. For a given reservoir oil saturation, therefore. stock tank oil content will be higher at the lower pressure. At the same time the evolved gas which remains in the reservoir reduces the reservoir oil saturation, and this would be expected perhaps to cause a reduction in stock tank oil content. However, around the well the shrinkage occurs so rapidly that stock tank oil may actually accumulate in this region in spite of the simultaneous reduction in reservoir oil saturation. If this accumulation should continue, spreading into a larger zone, the loss might be appreciable and because larger pressure gradients accompany higher rates the accumulation might possibly be large if wells are produced at too high a rate. It is the purpose of this paper to determine the effect of rate of flow on ultimate recovery by solution gas drive. The problem under consideration involves the unsteady state flow of oil in a closed radial system from which oil is produced by the evolution of gas as a finite drawdown is estalllished and the reservoir pressure declines. A somewhat similar unsteady state production problem dealing, however, with a linear system has been considered by Muskat and Meres, but these authors do not discuss the effects which rate may have on recovery. Other methods have been reported for estimaling recovery as a function of pressure decline when producing at an infinitesimal rate, and Muskat and Taylor' have shown the effect of fluid and reservoir characteristics on recovery under these conditions. Assuming steady state to exist, Babson has given a procedure for computing the decline in well productivity as the field is depleted, and Moyer has combined these methods to estimate abandonment conditions and the resulting ultimate recovery. These latter approaches to the problem either do not consider the effect of rate or assume steady state can be established. In detail this paper presents the behavior of the reservoir producing under unsteady state conditions and considers the effect of production rate during this unsteady state flow on the recovery attained. The analysis also shows that there will exist at abandonment a type of steady state, and on this basis a method has been clevelopetl for rapid calculation of abandonment conditions.

The paper outlines the parameters required for an estimation of the size of chain pillars for longwall coal mining. The principal parameters are: stress distribution around the edge of the extracted coal panel, strength properties and geometry of the pillars. The principal thrust of the paper is directed toward correlating the chain pillar strength to the magnitude and direction of strata load expected to act on the pillars. A brief review of the pillar strength formulae pertinent to chain pillar stability is given. The chain pillars are categorized as 'yielding' or 'stiff', depending on the duty required of them. The coal measure strata is classified as 'soft' or 'hard' conditions, the degree of competence of the roof and floor greatly influencing the caving characteristics of the gob and the stability of the roof chain pillars.

The history of labor relations in the coal industry of the United States is a study of its collective bargaining. This study of collective bargaining is largely the history of the United Mine Workers of America and its contractual relations with the various coal mining employers who have produced this country's coal over the years under a free enterprise system. There have been other unions in the picture from time to time and some coal miners have mined coal without representation by any union. Even today some 25% of the nation's coal is produced outside of the collective bargaining relationship with the UMWA. However, more than 100,000 coal mine wage employees - well over 75% of the total in the industry - are covered by labor agreements negotiated for them by the UMWA. Practically all of these work in bituminous mines.

By using alloys with subzero Ms temperatures, this investigation demonstrates that the amount of decomposition of martensite during the quench from austenite may be considerable and especially so in specimens of large cross -sections and high Ms temperatures. The activation energy for decomposition as measured dilutometrically is PREVTOUS investigations of the initial decomposition of Fe-C system martensite have invariably been limited to alloys having M, temperatures above a function of the amount of transformation which has taken place. The amount of transformation is a linear finction of log time. A correction term to the activation energy is derived for dilatometric measurements in which no end-point of the transformation is detected. room temperature. In such alloys the martensite is tempered during the quench to an extent dictated by the quench rate and temperature of formation. This tempering, called quench-tempering, Q-tempering, self-tempering, or auto-tempering, although frequently acknowledged, has not been studied or treated quantitatively. To do so one should obtain absolutely untempered martensite and study its decomposition. This as-formed martensite could be obtained either by extremely rapid quenching, requiring very thin specimens, or by lowering the martensite formation temperature range. The structural relations existing between cuprous oxide and copper were first systematically studied by Heynl; who suggested that a study of the microstructure of refined copper might be substituted for the analytical methods in vogue for determining the oxygen content of copper coming from the refining furnace. Hofman, Green and Yerxa,2 in their paper A Laboratory Study of the Stages in the Refining of Copper, working along the lines suggested by Heyn, showed that a study of the microstructure could be made to yield a correct estimate of the oxygen content of refined copper. In order to determine the oxygen content of the specimen of refined copper under examination a photomicrograph was first made. From the relative areas of copper and eutectic, the percentage of cuprous oxide and the corresponding percentage of oxygen were then readily calculated. It was found that the values for oxygen thus obtained corresponded closely with the analytical results. With the idea of utilizing this method of determining the oxygen content of each charge dipped from the refining furnaces at the Boston & Montana Reduction Plant, the physical testing laboratory was equipped with suitable apparatus for carrying out the work. It may be of interest to describe certain of the methods which have been worked out in this connection and give such data as have been obtained bearing on the effect of the oxygen content of refined copper upon its conductivity. Apparatus.—For the benefit of those who may be unfamiliar with metallographical apparatus and methods and may be interested to know what equipment is required, a few words with regard to the apparatus are in place at this point.

The prevailing system of locating wells on a rectangular basis, as shown in Fig. 1-A, has developed because of the exigencies of offsetting at boundary lines. When, however, a very large tract is being drilled, it is often possible to abandon this inferior method for the superior arrange- ment known as "staggering," which is illustrated in Fig. 1, B and C. An investigation was conducted to determine the stress-strain behavior and tensile properties of metallic composites and to relate them to the properties of the base materials. Tungsten fibers in a copper matrix were chosen as the model sys-tem to investigate these properties. Room-temp-atzcre tensile and dynamic -modulus tests were used To meet the demand for improved structural materials, considerable effort is being directed toward the creation of composite materials. One such material under investigation is the fiber-reinforced composite, in which a ductile, relatively weak matrix is reinforced with high-strength fibers. Some work has been done on the reinforcement of metallic matrices with metallic fibers1"5 as well as with ceramic-whisker reinforcement. Summaries of much of this work have been published by Mach-lin7 and Baske~.' Work done at the Lewis Research Center of NASA-" has involved the making and testing of composites composed of a fiber, tungsten, and a matrix, copper, which were insoluble in each other. An equation was presented that showed the relation between the ultimate tensile strength of the composites and the strengths and relative volume percents of the components. This relation was verified experimentally for composites containing fibers extending the full length of the specimen as well as for composites reinforced with short-length or discontinuous fibers. Since the publication of the preliminary results,9'10 additional data have been obtained. This paper presents these data as well as analyses of the stress-strain behavior and the mechanics of deformation of uni-axially oriented, fiber-reinforced metallic composites, in which both components are mutually insoluble. EXPERIMENTAL PROCEDURE Composites were made with high-purity copper as the matrix and 3-, 5-, and 7-mil-diam tungsten wire as the reinforcing fiber. Some specimens were made in which the reinforcing fiber extended completely through the full length of the composite test section. The fibers were placed in ceramic to determine these properties. The composites were reinforced with either continuous or discontinuos tungsten fibers. The tensile properties and stress-strain behavior of composites reinforced with either type of reinforcement were similar, and in both cases the full strength of the fiber was utilized. tubes to insure axial orientation and infiltrated with copper at 2200°F for 1 hr. Composites were also made with short-length (3/8 in. long) 5-mil-diam tungsten fibers as discontinuous reinforcement and infiltrated under the same conditions. The reinforcing fibers in both cases were longitudinally oriented in the direction parallel to the tensile axis. Room-temperature tensile tests were conducted on the composites, stress-strain curves were obtained, and ultimate tensile strength and elongation were measured. Dynamic modulus of elasticity, based upon the resonant frequency induced in the flexural mode of vibration, was also determined for the composites and the components. A more detailed discussion of the experimental procedure employed in this investigation may be found in Ref. 11. RESULTS Room-temperature tensile tests were conducted on 3-, 5-, and 7-mil-diam tungsten wires which had been annealed for 1 hr at 2200°F and show the tensile strength of the wires to be 331,000, 327,000, and 290,000 psi, respectively. Since all the composites were infiltrated under these conditions, the strengths were considered to represent the strength of the fibers in the composites throughout this study. The average tensile strength of the annealed copper used as the matrix in this investigation was 27,800 psi. Results of room-temperature tensile tests on composites reinforced with 3-, 5-, or 7-mil-diam tungsten fibers are plotted as functions of composition in Fig. 1. These data represent previously reported datag,l0 as well as data more recently obtained. The line shown on each curve represents a prediction of tensile strength as a function of composition; the calculation of this line was explained in Refs. 9 and 10. A similar plot is presented in Fig. l(d) for composites reinforced with short-length, discontinuous 5-mil-diam tungsten fibers. As THE time allotted is short, we can present only a general idea of the oil laws in the Latin-American republics, as a supplement to Bulletin 206 of the Department of the Interior compiled under the direction of J. W, Thompson of the Bureau of Mines and entitled "Petroleum Laws of All America." We shall not discuss the European colonies in Latin-America nor the island republics. As to the countries discussed, we shall attempt to give the main features of such special petroleum legislation as has been adopted prior to the early part of this year; where no special petroleum" laws exist, we must look to the mining codes for light on the petroleum policy. As the laws and regulations for the extraction of the metals are often difficult of application to, and are lacking in many essentials for, the petroleum industry, it is best for persons or companies desiring to enter, on . a large scale, into the petroleum exploration and development of countries not having special petroleum legislation, to obtain a concession contract from the executive of the country under consideration, and to have the concession approved by the congress. If this concession, which would then be a special law, contains nothing contrary to the constitution of that country and does not infringe on vested rights of third parties, it should be reasonably safe. If in such country there is some doubt as to whether the petroleum subsoil is owned by the nation or the private surface owner, only public lands should be covered with the concession. Guatemala is the only republic in the group that discriminates directly against foreigners. Bolivia, Ecuador, Mexico and Venezuela require waivers of diplomatic protection.1 Colombia requires foreigners to agree to be bound by its alien law. , In addition,Mexico makes it unlawful for foreigners to acquire direct ownership of real estate, including mines, within a zone of 50 km. along the coasts and one of 100 km. along its land

WORK in recent years1-' has indicated a complexity of the processes of deformation of metal crystals not previously appreciated and not fully accounted for by any hypothesis so far advanced. Furthermore, the nature and mechanism of formation of nuclei of recrystallization have not been determined precisely. The deformation of single crystals of zinc has been studied frequently, but the purity of the zinc and the perfection of the specimens sometimes have been given little consideration. Methods have been developed recently that readily yield zinc single-crystal specimens of high quality.5 In the present work, such specimens were deformed in various ways under various conditions, and deformed specimens were annealed to obtain information regarding recovery, recrystallization, and grain growth. The paper attempts to correlate and evaluate previous data, as well as to present new data, in order to determine areas in which more detailed work might be done most profitably. Tests at temperatures from the freezing point (419.46°C) to room temperature revealed glide only on basal planes in a close-packed direction (100)*, as reported by Mark, Polanyi, and Schmid6 and others. Markings probably similar to those observed by Kolesnikov7 and Boas and Schmid8 were noted in specimens stretched at elevated temperatures, but it seemed clear that these were not caused by prismatic or pyramidal slip (see second paragraph of section on Phenomena Involving Bending of the Basal Plane). Twinning Twinning on the octahedral plane of a face-centered cubic metal has been pictured as a process of simple homogeneous shearing along that plane in a [112] direction. It was recognized by Mathewson and Phillipsv and others""" that the (102) twinning of zinc required a somewhat more complex mechanism and might be considered as a homogeneous shearing of (102) planes in a [211] direction plus slight adjustments of atoms to positions of greater stability or lower energy, or as a single movement of each of the atoms in the same sense into the final positions. Gough and Cox" modified Mathewson's mechanism to obtain a more stable lattice configuration, but it is not clear that they succeeded, and their mechanism requires movement of some of the atoms in a sense opposite to that of the overall twinning movement. They also suggested that twinning may occur as a result of previous basal slip. This conclusion was based on the observation that twinning caused by alternating torsion was clearest and most profuse at positions for maximum basal slip rather than for maximum stress on (102) planes in the close-packed direction (not the twinning direction), and no mechanism was described. It might be wondered whether resolution of stresses on the twinning plane in the twinning direction would have afforded a simpler explanation. If twinning is essentially a simple homogeneous shearing along the twinning plane, it would seem that twins should grow by a smooth, continuous mechanism, and, indeed, that a simple reversal of stresses should reverse the shearing and de-twin the crystal. Cylindrical tablets 1/8 to 1/4 in. thick were cleaved from singlle-crystal specimens and were squeezed, perpendicular to a second-order prism plane, to give a tensile stress perpendicular to a first-order prism plane. A "click" was heard and a thin, needle-like twin appeared on the basal cleavage face. If squeezing was continued smoothly, the twin, viewed at magnifications up to X500, grew smoothly and quietly (fig. 1). X-ray examination verified that the twinning was of the (102) type. Rotating the compression axis 90" to reverse the stress then caused a smooth, continuous shrinkage and ultimate disappearance of the twin (fig. 2). The squeezing also caused a rumpling of the basal

One form of encouragement for the small copper mining sector in Chile has been the construction and management of custom mill facilities to process the ore. The paper describes an economic analysis framework for the evaluation of government custom milling opportunities. Feasible mill locations and capacities within a region are selected and the infrastructure and milling costs associated with each combination of location and capacity are assessed. For each combination, the economics of developing and operating known copper deposits in the region is evaluated, and an optimum cut-off grade and mine capacity is selected for the deposits which justify development. Since the total ore supply from mines in the region may exceed a particular custom mill capacity, mine development is scheduled to optimize the economics of the mill facility. Finally, the best custom mill location and capacity is selected on the basis of overall costs and benefits. A copper mining region in northern Chile is used to illustrate the application of the model. A mobile mill approach is examined and compared with the fixed location mill alternatives. Results are analyzed as a function of copper price.

INTRODUCTION A GREAT DEAL of attention has recently been given to the metallurgy of zinc, and much of that which has been said and written on this subject has been in the nature of a criticism. For instance, we are quite accustomed to hearing it said that the metallurgy of zinc has stood still, that it is antiquated, out of date, etc. We are, however, inclined to agree With George C. Stone1 When he says that, although there have been no such spectacular and radical changes as Were worked in the metallurgy of copper and iron by the introduction of converters, there has nevertheless been a decided and marked progress in the metallurgy of zinc, and especially during recent years. However, it must be admitted that, due to the fact that the chemistry of zinc is so different from that of the other metals, the retort process is the only process by which zinc is produced commercially; and, moreover, that losses which occur in the zinc industry-that is, in the mining, milling, and smelting of zinc ore-are very great, for it is stated' that probably less than 50 per cent. of the zinc mined, even
