Les ressources naturelles ont en général été le moteur du développement économique et social des nations. Les pays aujourd?hui développés sont pour la plupart d?anciens eldorado, charbonniers ou pétroliers. D?autres le sont toujours. L?Afrique fait cependant figure d?exception : même en étant comblé de ressources naturelles exceptionnelles, les pays de ce continent croulent sous le poids de la pauvreté et de ses acabits que sont les maladies, la famine, la guerre et l?insurrection sociale. On reconnaît néanmoins qu?il y a des cas particuliers comme le Botswana, la Namibie, l?Afrique du Sud. Face à cette situation, beaucoup de scénarii ont été proposés sans pour autant porté les fruits espérés. Le rapport Brundtland suggère que le développement durable est la clé du succès car elle veille à la prospérité économique, à l?équité dans la société et à la pérennité dans l?environnement. Pour l?Afrique, beaucoup de facteurs doivent être considérés et les solutions se doivent d?être pratiques et éthiques. Le futur ingénieur des mines qui a écrit ce rapport, apporte sa vision de la situation non sans avoir auparavant analysé les faits. Cette démarche, qui se veut avant tout éthique, inclut les aspects sociaux, économiques et politiques. Introduction In the 40s, 50s and the 60s, many economists, among which Harold Hotelling from South Carolina University, thought that developing countries could reach socio-economical success by extracting their natural resources such as oil and minerals. The current economical disaster seems to have contradicted that belief and critics like Davis Graham (Colorado School of Mines) and Michael Ross (University of California at Los Angeles) even suggested that extractive activities stop in Africa. But the experts of the World Bank (Mining Department) and some mining and oil companies are committed to reverse the tendency by implementing a new approach. Considering the principles of sustainable development defined in the Brundtland report (1987), we decided to analyze the possibility of giving the extractive industry a catalytic role in creating a socially, economically and environmentally development in Africa. In other words, can we continue to mine and extract oil in Africa for its blossoming future under the ruling of the sustainable development? In the following, we start by explaining the African socio-economic and political context. After a brief definition of the sustainable development, we explain why, for Africa, some believe in the extractive industry and some don?t. In the end, we draw out conciliatory arguments.

Assmang Khumani Iron Ore Mine is exploiting the iron ore deposits that can be found in the Bruce-King-Mokaning farm areas in the Northern Cape, South Africa. The Bruce, King and Mokaning (Khumani) deposits are approximately 10 km south of the town Kathu, adjacent to the Sishen Mine. Assmang Limited is jointly owned and controlled by African Rainbow Minerals Limited and Assore Limited.Measurement, calculation and trending of plant throughput and chemical ore properties are critical in maintaining a successful beneficiation operation due to these values forming the basis of decision-making and thus promotion of efficient ore extraction. The Khumani management and engineering information system (MEIS) supplies information on key process parameters to an operational team and is required to do so within an optimal time frame, for maximum impact.Diverse data is put into the MEIS from multiple specialist systems, with interfaces that require manual intervention. Manual intervention is resource and time intensive to the point which limits the effect on the process and decreases the potential for value addition.Automation of interfaces decreases resource and time requirements, standardising plant wide data sources and providing the opportunity to provide specialist system data to decision-makers in a timely fashion, resulting in maximum impact on the process output.Engineering and metallurgical management systems were interfaced at Khumani Iron Mine by means of an automated table which facilitates the transfer of production data validated within the engineering system as input to the metal accounting system. This interface effectively assigns a master to each specialist data set employed for decision-making and delivers accurate process parameters to the production team within an optimal time frame, resulting in increased potential to improve beneficiation efficiency.CITATION:Nel, H M, Nassis, T and du Toit, T, 2013. The relationships between the amount of light reflected off 21 samples of Florida phosphate and the chemical, composition of the samples were examined. It was found that the reflectivity of a rock is directly related to its chemical composition and that darker phosphates (less light reflectance) have relatively high amounts of iron, organic C and sulfate while lighter-colored rocks were rich in phosphorus, fluorine and aluminum. The use of reflectivity measurements could have economic applications in the phosphate rock industry: color specifications for rock shipments could he met, beneficiations by optical sorting could be performed and semi-quantitative analyses could be made rapidly and inexpensively.

This report deals with the changing behavior of mine roof bolt and roof rock as a result of repetitious production blasting . Observations were made in the upper shale production headings at the White Pine Copper Co. room and pillar mine , White Pine , Mich . Roof bolt compression pads and a stratascope were used in the investigations , which were carried out in three separate test sites in which nearly identical procedure produced comparative , repetitive , and anomalous observations . Results indicate roof bolt tension change and roof quality deterioration anomalies were coincident with blasting . The hypothesized cause of the anomalies is a seismic shock generated by the blasts .

The underground metalliferous mining industry continues to change under the influence of many factors including, to name a few, new mining techniques and equipment, new approaches to risk management, more stringent safety and health standards, new employment practices and orebodies become deeper and often lower grade. In addition, the same technological revolution and plummeting cost of technology that has brought the GPS, smart phones and digital cameras to the general population is also working its way through the mining industry impacting on communications, automation and process control as well as introducing major efficiency and productivity dividends. However, not all factors are positive including, in particular, the issues of carbon costs and electrical power. This paper explores some of the trends affecting ventilation in hard rock mines, some of the existing and likely future challenges and some of the potential future solutions to these issues.CITATION:Brake, D J, 2013. This paper is an attempt to place Canadian Precambrian volcanogenic deposits in perspective, by examining and compiling data regarding certain neglected fundamentals of size, grade, value, frequency distribution and spatial density. The discovery roles played by various exploration methods are compared and contrasted, and. using empirical methods, the probabilities of discovery are discussed, combined with the use of an effective 'cost-per-target' program. From these basic observations, realistic exploration judgments may be made. Using similar methodology, this format may be applied to other types of deposits. Precambrian volcanogenic deposits occur in a natural geometric progression in size. They number 110, of which 70% are pre-producers, producers or past-producers. These deposits are bonanzas and generally have a 'net pre-smelter' value of between $43 and $62 per ton. The statistically typical deposit is that which occupies the modal position, has 400,000 tons of ore, a value of $20 million and occurs with a frequency of 40%. A median deposit has 1.4 million tons of ore, a value of $70 million and occurs with a frequency of 15%. An upper-decile deposit ha s 13.3 million tons of ore. a value of $750 million and occurs with a frequency of 6.5%. The major, mid-upper-decile deposits have a minimum of 50 million tons of ore, a value of $3 billion and occur with a frequency of 4%. Five major volcanogenic deposits occur in the Precambrian and account for 54% of production. This contrasts with 55 deposits (all below the median) which account for 3.9% of production.

Two-stage electric smelting tests, using small submerged arc furnaces, were made on high-iron manganiferous materials from the Pioche District, Nev., and the Cuyuna Range, Minn. The object was to reduce sufficient iron in the first stage to give a slag with a favorable Mn to Fe ratio for smelting to ferromanganese in the second stage. The nodulized flotation concentrate from the Pioche District contained 29.2 percent Mn and had a Mn to Fe ratio of 2.3:l. When smelted with coke and silica or alumina as flux, more than 90 percent of the manganese was recovered in slags with Mn to Fe ratios of 10: :24:1. The Pioche slag was smelted to ferromanganese using coke and lime- stone or dolomite as flux. The ferromanganese was high in silicon but other- wise met specifications. Recovery of manganese to ferromanganese in this step was 73 to 78 percent. Overall recovery of manganese was about 70 percent. The sintered flotation concentrate from the Cuyuna Range material contained 12.9 percent Mn and had a Mn to Fe ratio of 0.3:1. When smelted with limestone as flux, about 83 percent of the manganese was recovered in a slag with a Mn to Fe ratio of about 6:1. The Cuyuna slag was smelted to ferromanganese with coke and limestone for flux. Recovery in this step was 61 percent of the manganese in a high silicon ferromanganese. Overall recovery of manganese was about 50 percent.

Uranium ore at Sleisbeck, N.T., occurs as lenticular bodies associated with zones of bleached carbonized schists lying between walls of closely folded quartzite. The ore consists mainly of uranium micas with Borne pitchblende.INTRODUCTIONThe Sleisbeck uranium prospect is about 70 miles E. of Pine Creek, and 160 miles S.E. of Darwin (Fig. 1). The prospect consists of a well-defined, E.-W. trending line of hills, about I! miles long. The line is composed of 3 major hills called the Eastern, Central and Western hills, with minor interconnecting hills and outcrops (Fig. 2).

This paper explores the impact of the significant difference between the number of geochemical assays conducted for grade estimation and the number of comminution tests performed for throughput and performance forecasting. Both grade and throughput are key factors in determining the project. We analysed 154 feasibility study reports to assess the impact of sample frequency for comminution test work on project revenue. This disparity in size between assay and comminution data arises because geological and resource-grade risks cannot be managed without extensive geochemical testing, whereas comminution risks are traditionally mitigated through design methods and the use of contingencies. This approach is partly due to the relatively high cost and large sample requirements associated with traditional comminution tests. Our analysis demonstrates that insufficient comminution sampling and testing leads to uncertainties in throughput forecasts, creating significant financial risks. Data from the feasibility studies show that a 1% change in mill throughput can result in up to a 5% variation in Net Present Value (NPV), underscoring the sensitivity of project economics to operational performance. Building on previous work, we reference studies that reveal how low frequency of comminution testing can increase uncertainty in mill throughput forecasts and increase financial risks. We propose an approach that optimises the number of comminution samples tested to enhance forecast accuracy and reduce NPV variance. By adopting this approach, mining projects can improve financial reliability and mitigate risks associated with underperformance in SAG and AG mill-based operations.

In order to safely store radioactive waste long-term, HAW repositories in saliferous formations have to be backfilled. The main purpose of those backfill operations is the restoration of the geological barrier function of the containment area. For best possible results the used material should be of a comparable composition or characteristic for the host rock formation. Additionally, the material should show a high density after completion of the backfilling process as well as a low permeability. A major aspect to consider in these processes is the minimization of the gap of the backfill body to the roof of the drift. To fulfil those requirements, a micro-structure stabilized crushed salt backfill material has been developed as part of the GESAV-I-project. Due to the material composition of this so-called GESAV-material, salt mineralcrystallization processes start after emplacing it, a process that leads to the polyhalite formation. With the crystallization of polyhalit, the halite grains are bridged, which in return stabilizes the matrix of the backfill. The GESAV-II-project continued successfully what GESAV-I started and determined an ideal backfill method in order to build the backfill bodies composed of GESAV-material. Due to the compaction of the material during emplacement by vibration, high in-situ densities, low permeabilities and a backfill factor close to 1 was able to be reached. In the following SAVER project this journey of practical test underground will be continued.

The behaviour of thiourea, animal glue and chloride ions in the electro¬lysis of copper has been investigated by various different electrochemical experiments, i.e. polarization curves with stationary copper electrodes, long-time galvanostatic electrolyses and Hull cell experiments. Polarization curves with stationary copper electrodes show that animal glue has a polarizative effect on the deposition potential. Small thiourea contents affect depolarizatively when high concentrations retard the copper deposition. The microstructures of the deposited copper after the long-time electrolyses show that animal glue favours a basis oriented deposition structure. With thiourea the field orientated structure was evident. It was also observed that the deposited structure depended much on the grain structure of the starter sheet. The chloride ion concentration has a drastic effect on. the crystal size of the deposited copper as it was found out in Hull cell tests. Chloride ions flattened the the crystals and the deposition became smoother when the chloride ions were added. The cathode copper quality is discussed according to the literature. Special attention is paid on the codeposition of thiourea and the origin of sulphur impurities in copper cathodes.

The aim of short-term production scheduling is to decide which blocks of ore and waste to mine in which time period (shift, days, weeks or months) so that several operational and geometrical constraints can be satisfied simultaneously. Since 1960s several mathematical programming approaches were developed for solving production scheduling problems that are based on a combination of various operational research approaches such as linear programming (LP), integer programming (IP), dynamic programming (DP), etc. A number of models have been developed in the past three decades but some models have limited application especially to geometrical mining constraints. One of the geometrical constraints is block accessibility. All blocks must be accessible to mining equipments on the same bench. In this paper a binary integer programming model is developed in order to incorporate block accessibility constraints in an efficient manner. This mathematical model insures that each block has been open and can be loaded and transported easily by shovels and trucks.

The purpose of these studies by the Federal Bureau of Mines was to determine the feasibility of refining low-grade hafnium by an inert-gas-shielded molten-salt electrorefining technique to produce a hafnium metal meeting reactor specifications. The techniques were adapted from those used success-fully for titanium electrorefining. Three electrolytes containing hafnium chlorides were developed from which deposits having a Brinell hardness of 170 or below were recovered. A KC1 + NaC1 + HfC14 electrolyte produced deposits in the hardness range of 140 to 165 Brinell. Deposits with a hardness range of from 132 to 152 Brinell were pro-duced from an electrolyte composed of KC1 + LiC1 + HfC14. A third electrolyte composed of NaC1 + K3HfC17 produced deposits with a hardness as low as 139 Brinell. In a fourth electrolyte, composed of NaC1 + K2HfF6, a measure of refining was accomplished, but under the test conditions no metal meeting specifications was recovered; none was softer than 174 Brinell. A number of metallic impurities were reduced in quantity by the electro-refining process, notably iron, which normally was reduced from 250 p.p.m. to less than 50 p.p.m. Magnesium generally was reduced from 680 p.p.m. to less than 80 p.p.m. Manganese content was also reduced by the electrorefining process. Sponge containing 90 p.p.m. Mn yielded deposits containing a maximum of 50 p.p.m.; some deposits contained only 10 p.p.m.

Three independent methods of coal classification can be distinguished, namely on the basis of grade, type and rank. The latter two can be determined accurately and unambiguously only by means of microscopical techniques. These three independent variables affect all the coal properties and therefore also the technological behaviour of a particular coal. The influence of the inorganic constituents of coal on the fusibility of the ash and on the length of the slag, and also on fouling and slagging, is discussed. The fractionation of the ash-forming constituents during combustion and gasification of pulverised coal shows that fouling and slagging are not related directly to the fusibility and composition of ash of the coal as a whole. The results of combustion experiments using a drop furnace technique indicate that the ignition temperatures of the light volatiles in the coal, and of the formed char, as well as the burn-out time of the char are more dependent on the rank than on the type or grade of the original coal. High-ash coals, however, apparently ignite at lower temperatures and are more reactive than low-ash coals of similar type and rank. The surface properties of coal, which are important in froth flotation and oil agglomeration, correlate well with the inherent moisture content (and by inference with the heat of wetting and the calorific value) and therefore with the type and rank of the coal. In coal exploration, variations of rank offer the possibility of predicting the presence of an intrusion near the seam, thus contributing to more effective exploration and mine planning.

The occurrences of manganese In Alabama were reported to be widely scattered over the northeastern section of the State, and these were examined before a development project was started.2/ The most promising and available showings were chosen for further investigation, which include 1 deposit in Goshen Valley, 6 in the Rock Run area, and 2 in the northern section of Calhoun County. The work was performed by the Bureau of Mines from July 29, 1949, to February 17, 1950. The work consisted of power auger drilling 69 holes 3-1/2 inches in diameter and totaling 2,548.4 linear feet. The accuracy of samples from auger drill holes in this type of deposit was determined by sinking two shafts a total depth of 68.17 feet, from which channel samples were cut. Sixteen rotary core holes totaling 1,048.7 linear feet were drilled with a 3-inch, double-tube core barrel. Twenty-two diamond core holes were drilled with a 2-1/8-inch, double-tube core barrel and NX diamond bit. In addition to the above drilling 220.8 cubic yards of soil and rock was excavated by hand from 403.9 linear feet of trenches and 69.7 feet of test pita. A total of 206 samples were taken and analyzed for manganese, iron, cobalt, nickel, and insoluble.

"The design, construction and operation of tailings dams is rapidly becoming a major consideration for most new mining developments, as well as for many existing operations. In North America, under pressure from public opinion, various government agencies have in recent years enacted legislation covering the design, construction and operation of tailings dams. In British Columbia, comprehensive legislation has been passed during the past year (1971). All of these new regulations may be placed into two broad categories: regulations concerning the safety of the dam and appurtenant structures, and regulations concerning the prevention of pollution. Both types of regulation affect the design of the tailings dam facilities. Consequently, they must be considered jointly by the designer. A good tailings dam design must satisfy the basic requirements of safety, pollution control, storage capacity and economy. To achieve this, 'the design must be based on a thorough understanding of both the geotechnical problems involved and the requirements of the mining development. Obviously, this requires close cooperation between the designing geotechnical engineers and the mining operators. This paper outlines the major engineering factors that should be considered in the investigation, design, construct ion and operation of tailings dams. Basic methods of tailings dam construction are reviewed and the advantages and disadvantages of each briefly discussed. Comparisons are made between the design and construction of conventional water supply dams and tailings dams. Examples are presented of some of the problems that may arise during construction and operation of a tailings dam. The paper also explains the need for basic instrumentation of tailings dams and for carrying out simple field tests and measurements during construction and operation. Of prime importance is the downstream monitoring of surface and subsurface seepage flows. These observations are invaluable where contamination of surface and/or subsurface water may become a contentious issue at some future date. Each tailings dam design must be based on a study of the particular requirements of that project. To make a proper evaluation, adequate data must be available concerning a large number of items•, including such things as: topography, hydrology, geology, subsoil properties, seismicity, government regulations, fineness of mill grind, mill water balance, availability of suitable construction materials, volume of water to be stored behind starter dam, downstream development or liability, and many others. The large number of variables involved in such an evaluation often result in the designer considering two or more alternative designs. Selection of the final design, which is usually based on detailed cost analyses of the alternatives, must be made in close consultation with the owner."
