Today, in Australia, it is increasingly common to see agreements between Indigenous peoples and resource companies being achieved generally as Indigenous Land Use Agreements or agreements pursuant to the ?right to negotiation? process under the Native Title Act 1993 (Cth). Despite progress in this area, resource development on Indigenous lands is not without its challenges for both the resource proponents and the Indigenous parties. History demonstrates that resource development on Indigenous lands has produced struggles between the traditional owners of the land and the resource proponents. In Australia their relationship is generally defined by issues of access to land and assuring continued access to the land for the life of the project. In this context, divisions in Indigenous communities often emerge. The proposed resource project can have the effect of polarising members of an Indigenous community. It may be regarded by some traditional land owners as an advantageous opportunity for the community and by others as a hazard to country and culture. The process of agreement making has proved not only a test for the Indigenous community but also for the resource proponent. In this paper we undertake a contemporary case study of a proposed Australian resource related-development project on Indigenous lands. This project involved a multi-billion gas hub precinct proposed at James Price Point in the Kimberley region in Western Australia. The James Price Point proposal produced a litany of challenges for all parties. The traditional owners faced fundamental social and human rights issues, including a minority opposition to the project, the project's potential cultural heritage impact, the threat of compulsory acquisition of their native title interest by a State government due to an initial failure to settle an agreement, a fracture of their unsettled land claim and a minority rejection of the agreement ultimately reached. Additionally, the ?green? lobby also rejected the proposed gas hub on environmental grounds bringing the green lobby into direct conflict with both the traditional owners in favour of the project and the resource proponent. Ultimately, Woodside announced its decision not to proceed with the proposed gas precinct at James Price Point, in April 2013. In this paper we analyse the complexity of the James Price Point gas hub negotiations with the traditional owners which resulted in an Agreement that promised to deliver substantial benefits for the Indigenous communities. We question why such a favourable and beneficial agreement for the Indigenous community also produced the plethora of challenges and concerns and we consider how future negotiation processes could be better structured to avoid the difficulties that have confronted Indigenous land owners and resource proponents alike.

Buckeye Lake Dam was substantially remediated between 2015 and 2018 as a result of unacceptable dam safety performance. A permanent seepage cutoff, consisting primarily of a soil mixed cutoff wall (SMCW) with occasional sections of steel sheet piling, was constructed along the dam alignment. Closures were required at the terminus of the soil mix elements with existing structures or coffer cells, and at locations where new sheet piling was constructed parallel to the new soil mixed cutoff wall, creating a short circuit seepage path. The original proposed design to construct these closures included permeation grouting methods with chemical grouts. However, a combination of multiple chemical grout types, multiple grout pipes, and an extensive post-grouting verification program was required to ensure the design intent was achieved. After award of the project, the specialty grouting contractor elected to evaluate jet grouting as an alternative closure construction method. The advantages of the jet grouting option offered potential schedule and cost savings to the project as well as a superior product for seepage reduction, given the mixed soil conditions at the site. This paper presents an examination of the site conditions and project goals for the construction of the proposed closure elements for the rehabilitation of Buckeye Lake Dam. Descriptions of the original and alternative treatment methods are provided, with expected performance results. A description of the relative strengths and deficiencies of each method, as well as the feasibility and constructability of each method is provided. The implementation of the jet grouting program is presented, including a discussion of the design elements, quality control test methods, movement monitoring, and verification test methods. This paper also examines the risks associated with jet grouting and how those risks were mitigated during the grouting operations. HISTORY Buckeye Lake is situated approximately 28 miles east of Columbus, Ohio and is managed and operated by the Ohio Department of Natural Resources (ODNR) as part of the Ohio State Parks system. The lake is impounded by natural features that exist along the south and east banks of the reservoir, and by the embankment structure constructed along the north and west banks of the reservoir (see Fig. 1). The reservoir site was originally a natural swamp and the original purpose of the constructed dam and reservoir was to provide water to the Ohio and Erie Canal System. Several dam alignments and configurations were constructed during its early history; however, the original embankment is comprised of homogeneous earthen fill. The embankment is 15 ft (4.6 m) high and extends 4.1 miles (6.6 km) from the North Shore abutment along the east, continuing to the abutment at Lieb’s Island to the West. Several spillway and outlet structures exist along the embankment alignment. Most noteworthy are Seller’s Spillway and Amil Spillway. Fig. 2 is a Plan View of the embankment alignment and appurtenant structures at Buckeye Lake.

The addition of a thallous salt to the cyanide leach of a calcined pyritic concentrate causes a marked increase in the rate of extraction of gold. This is due probably to the activation of passive gold by the thallous ions. Lead, bismuth, and mercury salts, which should produce a similar effect, fail to do so. It is postulated that this latter result, together with the reprecipitation of silver at low cyanide levels, is due to the presence of soluble sulphide.INTRODUCTIONThe work of Fink and Putnam (1950) showed that the rate of solution of gold in cyanide can be increased by the addition of small amounts of lead, bismuth, mercury, and thallium salts. Mills (1951), during a study of the electrochemistry of gold, with particular reference to cyanidation, was able to show that gold may become passive towards cyanide solution. The addition of lead or thallium salts prevented this passivity, although the action of lead was limited to the pH range 10 to 12. In a recent paper Cathro (1963) confirmed the findings of Mills, and presented results which showed that the addition of thallium to a cyanide leach of a calcine from Lake View and Star mine, Kalgoorlie, increased the rate of extraction of gold appreciably. Geological exploration and mining development increased their intensity and rate of success during the last five years in Peru. Particularly relevant are the mining projects of Yanacocha and Pierina for epithermal Au and Ag. Also relevant are the new mining operations at Iscaycruz and Uchucchacua for limestone replacement Zn- or Ag-rich base metal skarn deposits. Miocene continental volcanics host the low-grade but near-surface orebodies of the Yanacocha mining district in Cajamarca. Several deposits have been mined since 1994 with open-pit and heap-leach gold production increasing from 300 000 ounces to 1 300 000 ounces in 1998. In a similar geological setting, but with three times the grade of Yanacocha, the Pierina valley-leach operation in Ancash is set to produce 800 000 ounces Au during 1999. At Iscaycruz in Lima, Cretaceous limestones host massive pyrite and sphalerite skarn deposits with 10 to 20 per cent Zn. Mining and milling were started in 1996 with last yearÆs production rising to 180 000 tonnes of Zn concentrates. At Uchucchacua, selective underground mining of fracture-controlled Ag skarns, with 400 to 420 g/t, has been recently increased from 1200 to 2000 tonnes per day to produce 5.5 million ounces Ag during 1998. Advanced exploration projects are located in the framework of nine Phanerozoic metallogenic provinces. Mineral deposits of preferred attention are precious metal disseminations and veins, base metal replacements and skarns, porphyry Cu (Mo-Au), Mississippi-Valley-type Zn and base metal volcanogenic massive sulphide deposits. Geological discovery of new orebodies enables a sustainable development of the mining industry in the country.

"Abstract- The Dixie Zone Au-Ag deposit is a low sulfidation (adularia-sericite) epithermal system located 1.4 km from the producing Ken Snyder mine (7.0 M oz Au equivalent reserve/resource), Midas Mining District, north-central Nevada. This WNW striking, steep south dipping, fault system is hosted by mid-Miocene (17 Ma to 14 Ma) felsic volcanic rocks that were erupted from a vent(s) to the northeast. The system was mineralized by approximately 250 ± 20°C (n = 86), near-neutral pH, ascending fluids of predominantly meteoric origin [volatile corrected salinity = 0.52 ± 0.35 eq.wt% NaCl (n = 86)]. Bulk analytical fluid inclusion gas chromatography identified a mineralizing fluid volatile composition of 99.68 ± 0.18 mole % H2O, 0.16 ± 0.09 mole % CO2, 0.11 ± 0.05 mole percent N2, 0.05 ± 0.04 mole % CH4, and 0.01 ± 0.01 mole % CnHn+i (n = 7). Sulfur species were not analyzed due to absorption within the chromatography system; however, a H2S concentration of 16 ppm to 160 ppm molar is estimated. The volatile content contributes approximately 50% of the microthermometrically measured freezing point depression. Cl- concentrations up to approximately 9000 ppm suggest an additional, probably magmatic, fluid component.Ascending fluids were channelled along approximately NW striking faults related to the same primary extension (17 Ma to 14 Ma) responsible for Nevada basin and range physiography. Boiling induced by CO2 effervescence led to precipitation of Au and Ag over a 150 m vertical interval. At the time, this interval was about 460 m below the water table (approximately 38 bars), but because of erosion, it is now within 90 m of the surface. A Ag:Au ratio of 25:1 has been calculated for the Dixie Zone."

The illustrated device uses the principle that the lamp can burn with a smaller inlet passage if the air is rich in O2 and that the size of the inlet can be made a measure of O2 percentage. The appliance consists of an adjustable cut-off applied to the inlet of a safety lamp of the improved Gray pattern. Precision is assessed from tables of calibration tests in air contaminated with blackdamp of CO2:N2 composiiton 1:5.67 at temperatures of 40-70 degrees F. Results are presented of tests at St. Germain's colliery, of tests in air contaminated with pure CO2 and of air contaminated with both blackdamp and inflammable gas; published ranges in mine-air blackdamp compositions are tabulated as ranging from 90.06% N2 to 43.90% CO2. When firedamp is present at 1.25-2.5%, its content must first be estimated by means of the cap and a fifth of its value then deducted from the lamp reading for O2

THE following presentation is more a summation of observations made and conclusions drawn over a period of three to four years than a report of experiments made with a definite objective. Tests were made, of course, to verify hypotheses, but the large mass of data was collected incidental to other work. Lack of space forbids the presentation of more than a few of those data. On the other hand, it is unfortunate that some of the most illustrative examples are not available. The work is admit¬tedly incomplete but is presented in the hope that it will stimulate further work along a similar line. The answers to many of the questions left unanswered by this paper will be found only after long and painstaking study, such as is scarcely possible in a commercial laboratory where problems of immediate importance consume most of the time. It is also hoped that this study will in some measure throw light on some of the dark spots of steelmaking, and help to clarify some of the annoyingly vague references to "good practice." Only cast steel was studied and the conclusions apply to cast steel, but it is the authors' opinion that the quality of rolled or forged steel is largely dependent on the quality of the ingot, which is a casting. Although this discussion deals almost entirely with inclusions, it is important that the reader understand that only those natural inclusions which owe their origin to the solubility of certain materials in steel and to the chemical reactions of steelmaking are considered. Accidental inclusions, such as entrapped particles of slag, nozzle, runner, or mold are outside its province and are not considered. Such accidental inclusions are always dangerous and should be carefully avoided.

Groundfall accidents have been the leading cause of fatalities in the underground coal mining industry for many years. Statistics from the Mine Safety and Health Administration (MSHA) indicate that approximately half of the victims of these fatal accidents were in an area where no devices had been installed to support the mine's roof. This report was prepared by the U.S. Bureau of Mines to summarize the opinions of 268 coal miners, 29 rust-line supervisors, and 30 MSHA inspectors concerning why people go under unsupported roof, and how to prevent this behavior. Interviews were conducted at six minesites.

The U.S. Bureau of Mines is conducting research to evaluate the potential for developing an in situ leach mining process that will selectively extract manganese from oxide ores, leaving gangue relatively undisturbed. To accomplish this, a geochemical approach, based on deposit-specific information such as mineralogy and geology, is used to constrain the operating parameters of the system. Among the studies being conducted are (1) leaching experiments to define reaction mechanisms and kinetics, (2) detailed petrologic characterization at the microscopic scale to assess Mn distribution and leaching efficiencies, (3) deposit characterization and evaluation, and (4) development of potential Mn recovery schemes. Data from these studies are being used to develop engineering design information for an in situ mining process. Specific details of the Bureau's research project are discussed, including results obtained to date.

A commercially available Halon 1301 extinguisher has been evaluated as part of an explosion-suppression system for use in coal mines. Studies were made both of the dispersion pattern of the Halon 1301 at an initial pressure of 280 psig, and of the efficacy of this suppressant against 9.5 percent methane-air flames. These flames were quenched successfully only when the suppressant was applied before the fireball diameter exceeded 18 inches.

"The formation of splash in pyrometallurgical operations that involve the injection of gases into a liquid has been the subject of a number of studies over the last few decades. Given the complexity of the phenomena, there have been some advances in understanding the microscale formation of splash but the ability to accurately predict the amount and character of the splash formed is still in its infancy. First, the macroscale mechanisms for splash formation is very varied. Second, the timescales for splash formation are very small, usually less than 100 milliseconds, making experiments elucidating the formation of splash difficult and costly. Work at the GKW CRC has shown that the microscale mechanism of splash formation is primarily is due to the Kelvin-Helmholtz instability. Substantial progress has been made in understanding the behaviour of large bubbles in effecting splash formation and a simple model has been developed to estimate the behaviour of splash formed from a top submerged lance. Direct numerical computation of splash formation using the GKMAC codes developed at the Centre has been successful in simulating the impact of liquid drops onto a liquid bath.IntroductionInjection of gases into melts is used in the metallurgical industry to promote mixing to ensure acceptable heat and mass transfer rates, conveying solids for alloying, provide efficient contact for gas-melt reactions, and as a reactant. High gas injection rates bring about the formation of splash and slop. Extensive splash formation leads to loss of valuable product, creation of safety hazards, formation of accretion on refractory lining and exhaust ducts, and increased load on dust removal equipment. Many operators and researchers have claimed that splash formation is the limiting factor in many gas injected processes. The problems listed above lead to loss of production and increased maintenance, adding to the cost of processing base metals. Over the last five years, the GKW CRC has been studying the formation of splash from a number of sources. They include the impingment of drops on liquids[ l·2.31, slopping of bath liquidI4.51, breakup of gas bubbles at the liquid-gas interfacel61, shearing of liquids by gases[7·81, and impact of packets of fluids on solidsl81. Theoretically, the extreme deformation of fluid shape and the influence of surface tension makes the simulation of flow resulting from only a drop impacting on a liquid surface a very challenging computational fluid dynamics problem. Recently, we have been successful in simulating the formation of the Rayleigh jet resulting from a drop impact showing the effect of drop Froude number on the shape of the Rayleigh jet."

The combination of high moisture and low heating value has restricted most low-rank coal (LRC) usage worldwide to mine-mouth power generation. The objective of this study was to subject two Alaska low-rank coals to hydrothermal drying to enhance their marketability in the Pacific Rim markets and to evaluate the chemical and physical properties of the dried products as a function of process conditions. Coals from Usibelli Coal Mine and the Beluga coalfield have a heating value of approximately 18.5 MJ/kg and contain about 28% moisture. Hydrothermal treatment (at 275° to 325° C) of lump coal, from the Usibelli Coal Mine and the Beluga coalfield, enhanced the heating value of the material, on an equilibrium moisture basis, from 18.5 MJ/kg to nearly 27.8 MJ/kg. The product coal, with a high heating value and only 0.2% S, is an environmentally-acceptable premium fuel; additionally, with the Hardgrove grindability index of the coal greatly improved, its value is even further enhanced. An increase in hydrothermal drying temperature promotes vesiculation of resinite. Also, ulminite reflectance increased to 0.92%, and ulminite was subjected to widespread vesiculation; this resulted in a coke-like structure indicative that the material went through the fluid stage.

"INTRODUCTION Clay beds of southwestern North Dakota were investigated to determine (1) the average alumina content of the clays in four principal areas of occurrence, (2.) which, if any, would be the most feasible method of extracting alumina from the clays, and (3) whether the clays had any other commercial uses.During the investigation exposed sedimentary beds were examined for clay and the thickness and areal extent of outcropping clay beds in the more promising areas were measured. Four-principal areas of bentonitic clays, comprising 6,967 acres in Stark, Slope; and Billings Counties, N. Low Zinc Prices Close Alcoa Mine Alcoa Mining Co., announced that it will suspend operations at its Hutson mine, near Salem, Ky., because of low zinc prices, January 15. The Aluminum Co. of America subsidiary announced that the low market has made zinc mining un- profitable. About 70 men were employed at the mine, with a production of about 5000 tons of zinc annually. Alcoa said the shutdown would not affect other company operations, with most of the men at Hutson absorbed in the mining firm's fluorspar operations in the same area.

This guide was written to furnish the coal industry with a description of techniques, instruments, and clues on how to find abandoned oil and gas wells that have penetrated coal seams. The report includes specific information on searching techniques currently in use by several coal mining companies, gas-transmission companies, and waterflood operators, as well as information on State agencies responsible for the enforcement of laws and the preservation and distribution of data pertaining to the drilling, development, and abandonment of oil and gas wells. Comparative tests were performed with several commercial electronic metal detectors to determine the feasibility of using them to aid in the search for abandoned wells and to determine the instrument most suited for that particular use. The role of methane detectors to locate abandoned wells is described, including a case history. Tests were made to develop an efficient procedure to follow in systematically searching an area for metallic clues or hydrocarbon evidence to abandoned wells. The guide describes, in detail, a search sequence, including the collection of basic data, preparation of the selected area, and the physical search. Methods are given for evaluating the results.

The Karangahake adularia-sericite epithermal gold-silver deposit, located at the southern end of the Waitekauri Corridor, Hauraki Goldfield, occurs as quartz veins with associated alteration haloes. Integrated geophysical studies were undertaken to determine the expression, location, and extent of these alteration zones. Aeromagnetic data show an extensive, magnetic æquietÆ zone over Karangahake and the southern Rahu Ridge that represents a zone of magnetite destruction resulting from hydrothermal alteration. Analytic signal data are used to define the boundary of this zone; the resulting 6 km2 area is elongate north-south with an irregular boundary. A detailed gravity survey over the area reveals a positive residual gravity anomaly, up to 30 gu in amplitude, over the Karangahake deposit. Density measurements on near-surface rocks give low values indicating that the source of this positive gravity anomaly must be deep; possible causative bodies include an igneous intrusion or dense sulfide mineralisation. To the west and east of the host Waipupu Formation, strong gravity gradients of 100 gu/km and 65 gu/km reflect the faulted boundary of the Hauraki Rift, and the edge of the Waihi Basin respectively. High resolution airborne radiometric data define a 2.2 km2 area of potassium enrichment. This area is elongate north-south and has an irregular boundary. It coincides approximately with the centre of the magnetic quiet zone and the peak of the gravity high, and correlates with known areas of intense mineralisation. Anomalously high potassium counts and elevated K/Th ratios correlate with areas of potassic alteration that have undergone K-metasomatism. Underexplored portions of this zone may indicate areas of gold-silver prospectivity. Combined geophysical data therefore reveal the extent of hydrothermal alteration, and the central zone of Kmetasomatism that is most likely to contain orebodies.

A review is undertaken of existing mathematical models of compaction process in roll press. The example of plane-strain, plane-stress model is presented together with comparisons between computed and experimentally recorded pressure distribution in roll nip region. Next, the discrepancies between predicted and measured values are discussed and practical method based on experimental optimization of compaction process using laboratory roll press is proposed. Examples of the selection of optimum roll press operating parameters for calcium oxide fines, sodium chloride and iron oxide dust are presented to illustrate advantages of the method. Finally scale up procedure is discussed for estimating the performance of commercial size roll press based on the data collected on laboratory size equipment.

The production of minerals for economic use is a two-stage process, involving mining to extract the mineral from the ground, and processing to convert the mineral into a marketable product. Generally, mining and processing have been viewed as self-contained entities. Both have separate objectives, separate cost centres and key performance indicators (KPIs) that do not reflect the customer/supplier relationships that inherently exist. However, mining and processing operations are inter-connected and therefore intimately inter-related with the performance of one operation affecting the performance of another. Optimizing each stage separately without considering the whole system often misses potential economic benefits and energy savings. During the past fifteen years, the authors have been involved in implementing a holistic methodology ?Mine to Mill Process Integration and Optimisation (Mine to Mill PIO)? to maximize the overall profitability of the operation rather than just optimizing any individual process in a mining operation. Metso Process Technology and Innovation (PTI), along with their project partners, have conducted several projects to significantly increase their production- generating typically 5% to 20% higher throughput and improve the overall mine and concentrator performance through PIO methodology. This proven methodology has applications ranging from greenfield projects to long-standing operations with AG/SAG, HPGR or conventional grinding circuits. This paper explains the Mine to Mill PIO methodology and discusses the benefits of such an approach on the energy consumption, the overall costs and benefits of mining operations. The paper also summarizes several case studies illustrating the use of PTI methodology in a variety of applications. This project was initiated on October 1, 1980 and will be completed on December 31, 1983. The project was Initially approved and funded by the Office of Surface Mining and subsequently was moved to the jurisdiction of the Bureau of Mines. It was administered through the Indiana Mining and Mineral Resources Research Institute. The research was done to assess reforestation success and ultimate productivity for areas reclaimed under the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87). The Permanent Regulatory Program for implementation of P.L. 95-87 Includes provisions for revegetation that require seeding of ground cover plants to control erosion until permanent vegetation such as tree species Is established, and restoration of mined land to its original or better productivity. Much of the land to be surface-mined presently supports forest cover and it is anticipated that reconstructed minesoils will exhibit high productive potential for hardwood tree species. Hence, information was needed on compatibility of ground cover and tree seedlings when established concurrently as well as on revegetation success under postmining versus premining conditions.

This paper describes the overall delivery of the tunneling for the Mass Rapid Transit Authority of Thailand’s Chaloem Ratchamongkhon Line in Bangkok and the constraints provided by the alignment. Eight earth pressure balance tunnel boring machines were employed under two major civil works contracts to drive approximately33 kilometers of tunnel in soft saturated ground beneath the crowded streets of Bangkok. Responsibility within the contract for building damage provided an inherent control for ground movement arising form tunneling when the right of way was narrower than the influence zone. These limits affect the earth pressure balance requirements and permissible ground loss. The methods adopted to limit ground movements and deal with the various obstacles to tunneling influenced the design and operation of the machines. The challenges provided by the need to tunnel through numerous lines of piled foundations of canal bridges and overpasses crossing the alignment are described.
