"INTRODUCTIONThe purpose of this paper is to give an overview of the ALSANDS PROJECT, with emphasis on the approach taken in the design of the Primary Extraction and Froth Treatment Plants.The Alsands Consortium (Table 1) is a Joint Venture of 9 companies formed in 1978, with its prime objective to obtain governmental approval and concomitant suitable commercial terms to build and operate a third oil sands mining and upgrading facility in the Athabasca Oil Sands Deposit.Alsands Energy Limited is the Consortium Manager.The Alsands Project will provide about 10 percent of Canada's forecast crude oil production by 1990, which will be 20,700 cubic metres per day (130,000 barrels/day) of synthetic crude oil plus 1,100 cubic metres per day (7,000 barrels/day) of liquid petroleum gases. To construct Alsands the time required by construction labour, field non-manual and engineering support personnel as well as those trades involved in project-related urban development will total approximately 100,000,000 manhours or 50,000 man years. During regular operations, 4,800 people will be employed by Alsands.Approximately $13 billion will be spent to design, construct and start up the plant by the scheduled 1988 completion date."

The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. We conclude with recommended steps to earn and maintain the social license at the project and industry levels.CITATION:Boutilier, R G, Black, L D and Thomson, I, 2012. Solvay Chemicals Company mines trona in south-central Wyoming and has done so for many years. The mine is one of several in a mid-continent sedimentary basin that hosts the largest trona resource in the world. Trona is an evaporite, a sesquicarbonate that occurs in several seams of varying thicknesses and depths. Trona is processed into soda ash which has a number of industrial uses in the manufacture of glass, detergent, paper and chemicals. Figure 1 shows the location of the Solvay Mine. A ventilation shaft was recently excavated at Solvay Chemical Company’s mine in the trona patch. In fact, a 22 ft (6.7 m) diameter shaft (inside diameter) was bored upwards from the 1500 ft (457 m) level to the surface. The first bored section was 26 ft (7.9 m) in diameter that allowed for a 2 ft (0.6 m) thick concrete liner. This section began at a depth of approximately 1500 ft (457 m). A second bored section was 24 ft, (7.3 m) in diameter that allowed for a 1 ft (0.3 m) thick concrete liner. This section began at a depth of approximately 750 ft (229 m). This shaft is the #5 Shaft. Figure 2 shows the cutter head used to excavate the shaft.

On the preceding pages, operations of the four major producers of nickel today have been described. There are, however, other operations in the world that, while not as large, are still of importance to the over-all picture of the industry. Among these are the Finnish producer, Outokumpu Oy, a state-controlled company that operates the Kotlahti mine 200 miles northeast of Helsinki. The ore from this operation, which began production in 1959, is pentlandite, chalcopyrite and pyrrhotite, occurring as disseminations in the host rock and in breccias. The flowsheet of the 1500-tpd mill at Kotlahti follows standard practices of crushing, grinding, and flotation to produce a pentlandite-pyrrhotite concentrate and a copper concentrate, both of which are shipped to the smelter at Harjavalta.

"This paper contains some new thermodynamic data for silicates in the series Mg2SiO4-Fe2siO4 and MgSiO3-FeSiO3 and gives the results of a thermodynamic attack on the problems of stability end parageneses.. Although some data are lacking satisfactory agreement with mineralogical and petrological observations is indicated.The use of thermodynamic methods in mineralogy and petrology has been rather limited, because accurate thermal data, especially for the more complicated and more important rock-forming minerals, have been too scanty to permit any systematic application to problems in those fields. It is, nevertheless, a fascinating task to investigate to what extent the mode of occurrence and the stability relations of the minerals and mineral parageneses, as revealed by petrological and mineralogical observations, agree with predictions of thermodynamics. At the present stage of development calorimetric data are needed for most of the abundant silicate minerals.Measurement of the heats of solution in hydrofluoric acid of minerals in the series Mg2SiO4-Fe2SiO4 and MgSiO3-FeSiO3 affords a ready means of obtaining their heats of formation from the oxides. Combination of such data with entropy and heat-capacity values gives a means of obtaining free energies of formation from the oxides, which, in turn, are connected di¬rectly with stability and paragenoses.The two silicates of magnesium, Mg2SiO4 and MgSi03, occur as rock-forming constituents as forsterite and clinoenstatite or enstatite. The orthosilicate (forsterite) forms a series of isomorphic mixtures with ferrous-orthosilicate (fayalite). The continuity of this series, suggested by petrological observations, has boon proved experimentally by Bowon and Shairer.4/ The present work shows that those minerals constitute a series of perfect solid solutions - that is, a series of solid solutions for which heats of formation from the individual pure silicates, Mg2Si04 and Fe2SiO4, aro negligibly small.The metasilicates of magnesium and iron also form an isomorphic series. However, this series differs from the forstorito-fayalite series in the fact that the most iron-rich mixtures, between about En10Fs90 and pure Fs, appear to be unstable with respect to the paragenesis iron-rich olivine plus quartz. The supposed instability of pure FeSiO3 as a crystalline compound, at least at high and at moderate temperatures, is remarkable, as no crystal struc¬tural reason for such instability is apparent. The present work indicates, also, that these minerals form a perfect series of solid solutions and throws additional light on the instability question.In the following, the samples used in this investigation will be described. For each of the natural olivines and orthopyroxenes, with the exception of sample L, a chemical analysis was made of the purified and actually used fraction. All the analytical work was carried cut by Oleg v. Knorring, and the specific gravity determinations, by moans of a pycnomctcr, by Oiva Joensuu, both of the University of Helsinki, Finland. The determinations of the optical properties were made by Mrs. Toini Mikkola, of the Geological Survey of Finland."

THIS paper presents in an abbreviated form the chief points of interest in an investigation of the tarnish-resistant qualities of silver alloys, an investigation which has been carried out as a joint research by the Bureau of Mines and the Bureau of Standards and will later be reported in detail in an official publication from these bureaus. In 1923 a Commission of Gold and Silver Inquiry was created by a Resolution of the U. S. Senate to study the causes of the depressed condition of the gold and silver industry. In cooperation with this commission the Bureau of Mines made a preliminary survey to determine in what ways, if any, it might be possible to increase the uses of silver. One of the possibilities indicated by this survey was the development of silver alloys which should be non-tarnishing, or at least less-tarnishing, than the usual sterling silver (copper-silver). The preparation of a rather wide variety of silver alloys and the determination of their behavior under accelerated tarnish tests in the laboratory was therefore undertaken by the Bureau of Mines and Bureau of Standards as a joint investigation.

Papers of this series are written by engineers and executives of mining companies , at the solicitation of the Bureau , and in accordance with an outline prepared by Bureau engineers , for the purpose of securing uniform presentation and conformable data . The property of the Alaska Juneau Gold Mining Co. is situated near the city of Juneau , Alaska , in what is known as the Harris mining district . Wholesale mining operations have been adopted on a large scale and 10,000 to 11,000 tons per day of gold- bearing ore are mined and sent to concentrators near Juneau . In addition to gold , the ore yields 0.6 ounce of silver and 13.0 pounds of lead to each ounce of gold recovered .

Steelmakers are increasingly motivated to use iron ore resources with a wider range of grades and mineral types that were previously considered unsuitable or uneconomical for sintering. In this respect, specific issues, which now require further investigation and understanding, include the sintering of ore types with:- overall higher gangue content- elements that cause problems in the steel manufacturing operations- distinctive sintering performance compared with traditional hematite-rich iron ores. Laboratory-based investigations of the sintering performance and the behaviour of gangue impurities during sintering is an important step towards the successful utilisation of these resources in steelmaking.In terms of laboratory-based sintering investigations, there are two generally accepted experimental scales utilised prior to undertaking industrial-scale trials, which include: bench-scale tablet (compact) testing and pilot-scale pot testing. The former has the advantages of flexibility and more precise control of sintering conditions; but it is difficult to simulate the heterogeneity of a sinter bed. The latter, which is carried out in pots with diameters between 150–500 mm, simulate the commercial sintering process and conditions quite well, but is time-consuming and labour-intensive due to operational complexity. It is therefore desirable to establish a smaller scale pot testing facility that avoids the disadvantages of the normal sintering pot but can provide comparable information.To explore the feasibility of small-scale pot testing, a ‘millipot’ facility was established to examine the sintering performance of iron ores and other non-traditional ferrous materials. The millipot has a diameter of 53 mm and height of 400 mm. The facility has the capability to monitor the sintering temperature at a number of locations (axial, radial) within the sinter bed and to adjust the suction (‘windbox’) pressure. These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

This work is a continuation of a program of study of the measurement and correlation of fundamental thermodynamic data inaugurated several years ago by the United States Bureau of Mines. Previous bulletins in this series were concerned with (1) The Entropies of Inorganic Substances (66),3 (2) High-Temperature Specific-Heat Equations for Inorganic Substances (67), (3) The Free Energies of Vaporization and Vapor Pressures of Inorganic Substances (68), (4) Metal Carbonates-Correlations and Applications of Thermodynamic Properties (71), (5) Heats of Fusion of Inorganic Substances (69), and (6) A Revision of the Entropies of Inorganic Substances-1935 (70). The present bulletin has as its primary purpose the correlation of the thermodynamic properties of elementary sulphur and its inorganic compounds and the presentation, after careful consideration of all available information, of a self-consistent system of thermodynamic relationships for these substances. It is believed that such a set of relationships, concerning substances of such great metallurgical importance as sulphur, sulphur oxides, hydrogen sulphide, metal sulphides, and metal sulphates, is of considerable value in indicating directions of possibly profitable experimental work and in clarifying subjects of technical interest upon which direct experimental information is difficult and expensive to obtain. It cannot be doubted that many problems of technical importance that at the outset appear almost hopelessly complex or obscure either may be solved, if enough information is available, or the specific lacking information clearly indicated by the adoption of the thermodynamic viewpoint. This has been demonstrated many times in the work of the Metallurgical Division, Pacific Experiment Station, Berkeley, Calif. Even when only crude basic information is available, a semiquantitative picture often may be developed by thermodynamic means in which general trends and approximate limits of a proposed process or modification of practice may be clearly portrayed and thus used as guides in further considerations and experimentation.

In the spring of 2010 double refractory ores from historical stockpiles were processed through Barrick's Goldstrike pressure oxidation facility, thereby providing preg robbing feeds for a variety of metallurgical testwork. This paper describes the effects of amount, type, place and time of addition of activated carbons on CIL gold recovery and shows that native carbon in plant PDX'ed discharge solids can still preg rob gold loaded activated carbon.

The purpose of this research was to develop a system capable of detecting changes in the structure of rocks, leading to failure of mine roofs, and/or excavations. A prototype system was developed, field tested and delivered to the United States Bureau of Mines for further evaluation and research. This system is based on the analysis of acoustic signals generated on the surface of the roof by an impact device and which are reflected or backscattered by flaws and discontinuities in the rock. The specially designed impact source is capable of generating high frequency acoustic signals with excellent repeatability. The system can also be used in conjunction with conventional acoustic pulse transducers. The received signal is digitized and the data transferred to a minicomputer for processing and display. This capability allows the immediate determination of wave velocity and/or distance to a reflecting interface. Various data processing techniques such as averaging, differentiating, and comparing of different signals can be selected by entering the appropriate commands on the keyboard. Being a programmable system it is possible to implement more advanced signal processing techniques. All results as well as the signal are displayed on a CRT. Furthermore, a permanent record of the data can be generated on paper tape, which can be reentered and processed at a later date. A communications interface allows transmission of the sampled signal to a large scale re-mote computer. The system was tested extensively in the laboratory, and field tested at the York Canyon Coal Mine. These tests proved the feasibility of operation in the mining environment. Results indicate that further investigation and development will have to be undertaken to fully develop the potential of this system in satisfying the goals of this research.

This report contains Bureau of Mines routine analyses of 492 samples of crude petroleum from 470 United States oilfields, each of which produced 2,500 barrels a day or more during at least 1 of the years 1946-56. The fields are listed alphabetically by State and field names in table 1, with information on the geographical and geological sources of the samples. Table 2 summarizes the general characteristics of the crude oils and analytical and computed data determined from the analyses. A previous report 4 contains similar analyses of 283 important United States oilfields; some of them are repeated in this report. Many fields for which analyses previously were published are represented by new analyses, which include data not previously reported. Refractive index nu and specific dispersion, ng minus nD divided by the density, for some of the distillate fractions are included in the analyses of 316 of the crude-oil samples. This is the first Bureau of Mines report on analysis of crude oils to contain such data, and their use in calculating hydrocarbon-type composition of the fractions is explained.

THIS IS a progress report on a study of the application of statistical practice to mine and mineral sampling undertaken by the Federal Bureau of Mines to provide sound theoretical and practical data for use of the mineral engineering professions. One of the problems in mine sampling is determining the reliability of the results. For certain types of sampling data (random data) the reliability of the results can be stated mathematically. For other types of data there is no known means of quantitatively expressing reliability. In applying measures of reliability to a set of random data, some knowledge or assumption of the characteristics of the particular data is necessary. In many fields these characteristics are well known. However, in mining, where the data are in assays, these characteristics are not well known.

The following account of oil-shale operations in Australia is based upon infor- mation obtained by the authors while visiting Australia from September 15 to October 7, 1947, supplemented by published data, and augmented by analyses of samples of oil shale and its products at the Oil-shale Research and Development Laboratories of the Bureau of Mines at Laramie, Wyo. The primary objective of the authors' trip to Australia was to obtain, first hand, information regarding the equipment and methods used by National Oil Proprie- tary, Ltd., at Glen Davis, New South Wales, in mining oil shale, extracting oil from it, and refining the shale oil. This company was operating the only oil-shale plant that had been active in Australia since 1945. The plant comprised an oil-shale mine, 104 modified Pumpherston (Fell) retorts in 2 batteries, a hele refinery, and a 3-inch gusoline pipeline to the railroad loniing terminal t Sun Junction, 30 miles away. The authors spent 2 weeks at the plant of National Oil Proprietary, Lt., at Glen Davis, and were afforded every opportunity to obtain letailed and specific information regarding all aspects of the company'a operations.

"The Linatex Dewatering System is a compact, low capital and maintenance cost matched set of processing equipment suitable for solids recovery, dewatering and desliming sand-like materials in the range 3/8"" to 325 mesh ( 1). Since its introduction to North America in the early 1970s, various elements of the system have been successfully installed in a variety of applic11tions both in Canada and the U.S.A. Examples are chosen from the coal, fine aggregates, iron ore and industrial minerals industries.II. Elements of the Linatex Solids Recovery System(A) The Linatex Separator (See Fig.I)The Linatex Separator, which is the heart of the system, is a specialized type of hydrocyclone designed to give a self regulating rope discharge product. It has the familiar cyclone geometry of cylindrical and conical section, tangential inlet, apex and vortex finder. The apex is enclosed in a unique patented automatic underflow regulator consisting of a collapsible rubber sleeve, and the overflow line is a siphon-leg, with a controlled air bleed valve. The siphon leg is adjusted so as to balance the internal negative pressure acting as a closing force on the underflow regulator against the mass of slurry pressing down on it from the cone section of the Separator. With correct adjustment the underflow regulator will close drip-tight on a water only feed. As solids accumulate in the apex of the cone the weight of solids counterbalances the vacuum and cat1ses the underflow regulator to open and discharge classified material at a controlled density."

"As a part of the United States Department of the Interior program for the development and use of Alaska raw materials, the Bureau of Mines is conducting an investigation of deposits f nonmetallic minerals accessible to the Alaska Railroad for use in building materials in the Alaska Railroad-belt area. The results of the investigations, to date, indicate that raw materials for the production of brick products are in plentiful supply as clay in the Anchorage area, as fire clay at Sheep Mountain, and as shale in the Healy Creek coal formations near Healy, Alaska.Shale for the production of lightweight aggregate or Haydite occurs near mile 67 on the Glenn Highway, and preliminary tests give excellent results. Physical tests are new in progress on commercial-size concrete building units made with this aggregate. Another shale deposit in the same formation was located at mile 16 on the Matanuska Branch of the Alaska Railroad, and preliminary tests give comparable results.Natural lightweight aggregate in tree form of pumice and pumicite occurs in Katmai National Monument and has been used with excellent results in lightweight-building units in Anchorage and Fairbanks. These deposits will be investigated in more detail by the Bureau of Mines during 1952.One small perlite deposit near Healy, Alaska, showed excellent expanding properties, and the product compares favorably with commercial perlites being used in the States for plaster and concrete aggregates. Additional investigation by the Bureau of Mines to delimit the known occurrence and, if possible, discover others were planned for the 1951 field season.The pumice from Katmai National Monument also was considered for use as a pozzolan in pozzolan-portland concrete. Tests by the Bureau of Reclamation indicate that the pumice sample submitted by the Bureau of Mines would be satisfactory in strength development but is not outstanding. Natural activity is good and is greatly improved by calcination at 1,4000 F. Water requirements and shrinkage also are satisfactory. However, the material is ineffective in reducing expansion owing to alkali-aggregate reaction; and, if reactive aggregate is used to make concrete, it would not insure against excessive expansion. An attempt will, be made during the 1952 field season to delimit pumicite deposits along the Alaska Peninsula more amenable for use in pozzolan-portIand concrete.Because the Railroad belt has such a rigorous climate, insulation for new construction is of prime importance. Luring the Bureau of Mines, investigation of building materials all samples were submitted for chemical analyses as possible sources of raw materials for the production of rock wool, one of the best insulation mediums. Four areas having deposits of the required constitu¬ents were located as follows: Anchorage area, with Potter limestone and argillite; Cantwell-Windy area, with limestone and shale; West Fork of the Chulitna River area, with limestone and agrillite; and Homer-Seldoyla area, with Seldovia limestone and Homer clay. It was planned to take bulk samples of these formations and submit them for testing during the 1951 field season."

As directed by the MINER act of 2006, the NIOSH Office of Mine Health & Safety Research (OMSHR) has annually awarded contracts to enhance mine safety and health. OMSHR has a history of research that focuses on both respirable coal mine dust and respirable crystalline silica (or quartz) dust, and contracts have been awarded since 2010 in support of our intramural research efforts. In 2018, a National Academies of Science consensus study report recommended expansion of respirable dust research. As a result, beginning in 2018 through 2021, eighteen contracts were awarded focusing on this area. These contracts can be grouped in three topic areas: characterization of coal/dust, development of real time monitors, and improvement of respirable dust controls. This paper summarizes the outcomes of completed contracts and the progress of current contracts.
