INTRODUCTION As the population increased along the coast route (California Route 1), and the people’s need to have guaranteed access increased, the landslides and related road closures began to have serious adverse economic impacts. Landslides were causing major long-term road closures about every 10 years on average. In 1983, ground movement at Devil’s Slide caused Highway 1 to be closed for an extended period of time which caused significant economic loss to the surrounding coastal communities. A number of options for bypassing the slide area were considered, and the Martini Creek inland bypass was selected for design. Subsequent litigation led to the creation of the Devil’s Slide Tunnel Study in 1996. The results of this study indicated that a tunnel alternative would be competitive with the inland bypass. The final decision was left to the citizens of San Mateo County, who approved the tunnel alternative in the November, 1996 election After completion of environmental studies and the processing of legal challenges, the final environmental document was finished in 2001. The preferred tunnel alternative was designated to proceed for final design and construction. PROJECT DESCRIPTION The Devil’s Slide Tunnels consists of a separated two-lane road, one lane in each direction, which passes through twin tunnels and over twin bridges and then connects with the existing non-separated, two-lane road at each end. The total length of the project is approximately 1900 meters consisting of four main project divisions, which are described below, going from south to north. 1.Operations and Maintenance Center (OMC) area, 2.Southern approach roadways to the South Portals (250 meters), including the South Rock Cut,

LIX63 in combination with DNNS selectively extracts nickel and/or cobalt from acidic leach liquors with pH values as low as 1.0. Nickel/cobalt and cobalt/nickel selectivities are achieved by varying the relative concentrations of LIX63 and DNNS. Increasing LIX63 concentration retards both extraction and strip-ping rates while DNNS has the opposite effect. Slope analyses of equilibrium data indicate that both LIX63 and DNNS are present in the extracted complexes. Examples of possible flowsheets are presented.

The effect of oxalic acid, acetic acid, citric acid and EDTA on extraction of Cr (?) in soils contaminated by chromium- containing slag was investigated using a batch of incubation experiment. The results show that the pH value decreases more obvious with the increase of the amount of organic acid. The amount of Cr (?) extracted increases with increasing the amount of organic acid. When the ratio of organic acids to total Cr was 5:1, citric acid revealed the highest extraction effectiveness, followed by EDTA, oxalic acid and acetic acid, respectively. The amounts of Cr(?) extracted by citric acid, EDTA, oxalic acid and acetic acid increased by 439%, 244%, 215% and 162%.

A new technique was used to obtain detailed sonic logging data in drill holes above the water table at a coal mine site in northeastern New Mexico. The equipment was developed under contract to the Bureau of Mines and the U.S. Department of Energy to indirectly evaluate the in situ structural properties of coal and overburden. The system comprises a hydraulically operated, wall-clamping downhole probe compatible with standard four-conductor logging cable, and a surface control module. Resolution of layering is 0.6 meter (2.0 ft), and a redundancy of data from separate receivers provides accurate timing measurements. Preliminary results in the settled overburden of an excavated long-wall panel indicated a low average velocity zone, extending approximately 18 meters (60 ft) into the immediate roof of the coal seam. Subsequent measurements improved the field and recording procedures to produce high quality waveforms from which both P and S arrivals may be visually interpreted. Over a representative section of interbedded sandstone, siltstone, shale, and coal, Vp and Vs varied considerably even within lithologic units. Compressional wave velocity in the coal seam, Vp = 1,740 m/sec (5,700 ft/sec), was in the range of variability of published data.

To assess the present-day functionality of large-scale sublevel caving at LKAB Kiruna a comprehensive measurement program was undertaken involving blast function, fragmentation and gravity flow. As part of this assessment, a fragmentation measurement trial was performed based on 3D imaging of the drawpoint and corresponding bucket load of the underground load-haul-dump (LHD) excavator. 3D image data from stereo photogrammetry was collected and an automated image analysis strategy developed. A number of data sets were collected for each of the drawpoint and LHD bucket, along with sieving results for four of the LHD bucket loads (totally about 70 t). Two of the sieving results were used to inform the automated image analysis strategy, and two were held back as a comparison. Large variations in the visible particles are apparent when comparing corresponding drawpoints and LHD buckets highlighting the impact of sampling location and the need to measure large quantities of data in order to avoid bias from small samples. The results show that 3D imaging and analysis can produce fully automated measurement and analysis of the visible particle size distribution. Although this is not the same as the sieve-size distribution it provides useful estimation of both the larger size classes and a bulk estimate of fine material below approximately 60 mm. The 3D stereo photogrammetry measurement system used produced very high 3D point density but this was achieved using a custom up-sampling technique which significantly smoothed the data, removing small particles, smoothing edges, and this negatively affected the particle delineation algorithms.CITATION:Thurley, M J, Wimmer, M and Nordqvist, A, 2015. Oxygen requirement during acidic pressure oxidation of sulphide concentrates can he as high as 800 kg/(m3.h) in the first compartment of an autoclave when the total oxidation residence time is shortened to 30 minutes. To achieve such a high oxygen transfer rate while maintaining satisfactory oxygen utilization, a pilot plant campaign was launched at the Placer Dome Research Centre in 1998 to measure the oxygen mass transfer coefficient in a 5 m3 pressure vessel at a total pressure close to 500 psig with a 30 HP gassing agitator. Maximum oxygen flowrate to the pressure vessel was designed at 3 600 kg/h. In this paper, a great deal of information is provided on the gassing agitator, pressure vessel. measurement procedure and results. Without oxygen sparging, the oxygen mass transfer coefficient is 2 600 h-1 with a mixing power input of 5.0 kW/m3 in solution. With oxygen sparging, the oxygen mass transfer coefficient increases to 3 500 h-1 with a mixing power input of 4.0 kW/m3 in solution.

In 1967 the United States consumed 58.8 quadrillion Btu of energy. Both the Atomic Energy Commission and the Resources for the Future, Inc., a private economic forecasting group, predict that the United States energy requirements will reach 135 quadrillion Btu by the year 2000. In 1967 bituminous coal produced 21.4 percent of the energy used in the United States and anthracite coal another 0. 5 percent. Coal Reserves Coal reserves make up about four-fifths of the United States storehouse of fuel in proven reserves. Seventy-five percent of all fuel, likely to be found and recovered is coal. Electric utilities consume more than half of the bituminous coal mined in the United States in generating 53 percent of the nation's electricity. Atomic Energy Commission analysts have proposed the development of a vast "national energy system" based upon long-distance electrical transmission from abundant untapped coal reserves in the western United States. The study predicts that even if uranium supplies are available and economic breeder reactors developed, coal requirements for electricity generation will more than double by 1980 and increase another 50 percent before the year 2000.

Beam theory is a proxy for the behavior of intact, deforming roof strata above underground openings. Strong, stiff, intact strata have the ability to store significant strain energy when underground openings have large spans, as is typical of longwall operations. When strata fail, they may release some or all of this strain energy. Released energy is partitioned between fracture, thermal, and seismic energy. The tensile failure surface in simply supported beams is predicted to be free of shear stress. This prediction and the kinematic inability of crack slip during fracture make significant dissipation of energy by friction unlikely. In this study, the failure energy partitioning of Nugget Sandstone specimens is examined. Tensile fractures in specimens were induced using three-point loading tests. Elastic waves emanating from fracture events were recorded using an array of accelerometers. Accelerometers were placed within two crack lengths of the fracture surface, and the acceleration records are similar to strong motion seismic records. Spectral analysis was performed and used to develop synthetic, well-behaved, acceleration signals. Synthetic velocity signals were used to estimate radiated seismic energy generated by fracture. These estimates of radiated seismic energy demonstrate a potential means to constrain the minimum seismic partition. Fracture testing was performed on additional samples to estimate the fracture toughness of the sandstone. Synthesis of this data demonstrate a potential means to constrain a maximum seismic partition. Bounding the seismic partition for this type of fracture event could aid the detection and evaluation of seismicity emanating from longwall operations. Having better information about the location and magnitude of mining-induced seismicity within longwall overburdens could lead to better understanding of extraction sequencing and rock behavior in general. These energy estimates also support the hypothesis that dissipation of thermal energy by friction is small in bending tensile failure.

During the past 5 years the Bureau of Mines has published information circulars dealing with mining methods and costs at 78 ore mines; 7 circulars, each of which is devoted to a discussion of one of the principal mining, methods; and 23 circulars dealing with special phases of mining, such as ventilation, shaft sinking, tunnel driving, the cost of equipping and developing prospects and small mines, underground transportation, diamond drilling, and ground support. These circulars were written by many different authors, and in order that the method of presentation and the basis for compilation of data might be the same in all the papers the Bureau drafted an outline to be followed in their preparation. To clarify the data in these circulars, which are in the libraries of many engineers and mining companies, and the summarized data presented in this paper, that portion of the outline dealing with cost and labor-performance data is reproduced below.

The scope of this project was to research, develop and eventually produce a personal occupational hygiene and safety exposure monitor system to assist in recording and analysing various stress factors that could affect the health, wellness and safety of employees, i.e. that could result in injury or ill health of workers, create stress build-up within individual workers that could negatively affect worker alertness and safety, and, may even result in permanent disability or death. Utilized systems at the time were all reactive, whereas the DOHEMS (Proactive Digital Occupational Hygiene and Safety Exposure Monitoring) System enabled the measurement of exposure (and associated risk) in a proactive manner via real-time exposure and digitized recordings. The idea of the development was to create a unit that is so cost effective, small and light that every worker can use a system on a daily basis. The development will eventually replace current, bulky and expensive monitoring equipment. The device must be a portable battery operated device and monitor the immediate working environment by periodic sampling for vibration, noise, toxic gasses (NO/NOX/CO/VOC, etc.), body temperature and heart rate. The samples must be time and date stamped, utilizing a real-time clock (RTC) synchronized with the closest regional secondary time source and related to synchronized real-time video captured samples. These samples are then recorded onto a rugged non volatile storage device with the capacity to store a vast number of samples covering the entire working shift of eight (8) hours plus. The system has been fitted with a clear visual local alarm indication system, indicating any excessive exposures or stresses, for the worker?s supervisor to respond to. This system allows for a pro-active approach. The system is also a wireless system (to the external environment) so as to not affect the mobility of an employee and flameproof to allow for use in explosive environments. The productive potential of the Nation's principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

The Bureau of Mines investigated chlorination of domestic ilmenites in a fluidized coke bed at temperatures of 950° to 1,150° C. Objectives were to develop an effective process for producing TiC14 suitable for TiO2 pigment and to reduce pollution by collecting and treating waste byproduct chlorides. The reactor for these tests was a 10.2-cm-diam quartz tube heated externally by electrical resistance heaters. It contained coke beds of from 35.6 to 82.5 cm in depth that were fluidized by 13 to 25 l/min of chlorine. Ilmenite concentrate powders were introduced at the bottom of the fluid-bed reactor, using the chlorine gas stream as a carrier. Test results showed that greater than 90 pct of the ilmenite reacted at optimum conditions and recovery of TiC14 ranged from 95 to 99 pct of stoichiometric. A temperature-controlled cyclone was used to remove high-boiling-point chlorides such as MnCl2, MgCl2, and FeCl2, and also collected fine unreacted ilmenite and coke dust. Impure TiC14 and FeC13 were separated by collecting the, iron chloride in a condenser con-trolled at 200° C. Titanium tetrachloride vapor was cleaned by passage-through a salt-column filter followed by condensation in water-cooled and refrigerated condensers. Liquid TiC14 was purified further by well-known industrial methods to meet specifications for pigment-grade chloride. Integrated tests were conducted in which chlorine, produced by dechlorination of FeC13 with oxygen, was recycled and used directly in a fluidized-bed chlorinator.

Blasting operations in open cut mines results in airblast, ground vibration and rock movement with the potential for wild flyrock. In some mines there is a trend towards blasting closer to established infrastructure as extraction boundaries alter with increased resource prices and changed economic circumstances. Mine infrastructure in close proximity to blasting has the potential to be damaged by ground vibration and wild flyrock especially. To provide guidance for the determination of appropriate buffer distances and blast specifications, this paper describes methodologies that may be used to determine the potential for damage to infrastructure by predicting:dynamic blast;near field ground vibration levels;dynamic blast strains induced in infrastructure by consideration of ground vibration,ground strain and response amplification;potential for damage by comparing induced strains with allowable working strainsfrom structure design codes and serviceability requirements; andflyrock throw distances based on models developed from flyrock investigations.This report demonstrates the use of strain prediction methodologies developed during Australian Coal Association Research Programme (ACARP) Project C14057 for infrastructure such as conveyor belts, transmission poles and towers, buildings and bridges.

Mineral resources, or a potential for their discovery, occur at 34 localities in the Glacier Peak Wilderness and adjacent areas of the north Cascade Range of Washington (see plate). Eighteen of the mineral deposits are in the established Wilderness, four are in or partly in contiguous RARE II (Roadless Area Review and Evaluation) lands recommended by the Forest Service for addition to the Wilderness (A, D and G6031.), three are in adjacent RARE II lands excluded from wilderness consideration, and nine are in nearby roaded areas excluded from the RARE II inventory. Mineral commodities that might be produced from the Wilderness and recommended additions are gold, silver, copper, lead, zinc, molybdenum, arsenic, cadmium, tungsten, cobalt, limestone (marble), pumice, and volcanic cinders. Mineral production from adjacent lands might include most of these commodities, plus antimony, decorative stone, pyrite, silica, and garnet.

The performance of seven antiscalants spanning a range of chemistries was evaluated for control of calcium carbonate (CaCO3) formation in gold processing applications. Three preferred chemistries were identified which provided up to 100 percent inhibition in static jar tests when applied at 30 ppm dosage. The three products were further evaluated using a model carbon extraction circuit developed for this application. The test circuit enabled direct measurement of calcium carbonate formed on the carbon from a supersaturated solution under dynamic conditions. The antiscalants lowered CaCO3 buildup on the columns by 15 - 26 percent compared to untreated controls. Impact of the antiscalants on the rate and extent of gold loading onto a carbon adsorbent was evaluated in laboratory carbon-in-pulp (CIP) studies. The antiscalants generated a 25 - 35% increase in gold loading at gold extraction efficiencies up to 65%. On-site testing at a gold processing facility demonstrated that 10 ppm of the preferred antiscalant was able to fully suppressCaCO3formation in thickener overflow water.

One of the best methods by which the results of accident-prevention work can be measured for any particular period is to keep an accurate record of the accident experience, which may then also be compared with the experience of others. The purpose of this report is to compare records of the salt-mining companies operating in Louisiana, and their assistance in making available their accident records is gratefully acknowledged. PRODUCTION Four companies produce salt in Louisiana -Avery Salt Co., Avery Island; Jefferson Island Salt Mining Co., Jefferson Island; Myles Salt Co., Weeks; and Carey Salt Co., Winnfield. Three of these companies operate within 30 miles of each other in the southern part of the State, and the other operates in the central part.

Primary lead is produced in the United States by the pyrometallurgical smelting of lead sulfide (galena, PbS) concentrates, which poses sulfur dioxide and lead air pollution control problems. The Federal Bureau of Mines has investigated an alternative hydrometallurgy procedure that does not generate gaseous sulfur oxides and diminishes the potential for the escape of lead into the atmosphere. The procedure involves leaching galena flotation concentrates with ferric chloride (FeC13) solution to obtain lead chloride (PbC12) and elemental sulfur as expressed by the following chemical reaction: PbS + 2FeC13 ? PbC12 + 2FeCl2 + S°. At 100° C, over 99 pct of the PbS in the concentrate is converted to PbCl2 in less than 15 min. The leach solution, composed of brine (NaCl) containing slightly more than the theoretical required amount of FeC13, dissolves the PbC12 as it is formed, leaving a residue of elemental sulfur plus gangue. High-purity PbC12 (>99.9 pct) crystallizes from the leach filtrate on cooling and is electrolyzed in a low-temperature, fused-salt cell to obtain corroding-grade metal (>99.94 pct Pb). Spent leach solution (FeC12) is regenerated for further use by reaction with the chlorine obtained in the electrolysis of lead chloride. Other values, such as Ag, Cu, Zn, and S°, are recovered by additional treatment of either the leach solution or leach residue.

The portal, which is the near-horizontal, surface point of entry to an underground excavation, can often be an exceedingly difficult area in terms of ground control. Surface and subsurface failures at portals, as discerned during a study involving over 300 case histories, are unfortunately, common. To aid in the engineering evaluation of portals, the Geomechanics Classification System was appended with discontinuity orientation assessment values and support/excavation guidelines. Also, a design model utilizing RMR predicted rock loads in conjunction with half-dome theory is proposed for the most common type of portal failure. Other pertinent comments and recommendations relating to portal stability are included.

The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.
