The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

"INTRODUCTION In the course of a general investigation of mines and mineral deposits in the Upper Mississippi lead and zinc field, attention of the Bureau of Mines was first directed to the Coker mines area by the presence of large tonnages of old mill tailings containing economically recoverable percentages of lead and zinc. Later, the results of extensive geologic studies of the area were presented to the Bureau of Mines by the Federal Geological Survey, directing attention to the possibility of extending the known ore limits of the area to the north and northeast of the old Coker No. 1 mine workings.With this end in view, the Bureau of Mines undertook a program of churn drilling and sampling. This report describes the work done and presents the data obtained during the period of the Bureau of Mines investigation.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. A Discussion of the Paper of Prof. Howe. (Bi-Monthly Bulletin, No. 14, March, 1907, pp. 169 to 274.) P. H. DUDLEY, New York, N. Y. (communication to the Secretary*) :-The characteristics of Prof. Howe's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the arduous labor of collecting and investigating the data that is essential to prepare the paper. Much of the data necessarily came from material of preceding years. of manufacture in which there was allowed time for chemical reactions of the recarburizer, and for the elimination of the oxidation-products before teeming the ingots. This condition gave a favorable tinge-element to free the metal from slag- and other impurities, but, in allowing the. ingot to cool before charging in the furnace, the time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness. The interpretations from such material must be made with due allowances for the methods of manufacture, and must be given proper weight, as general facts, in subsequent arguments. The difficulties under which investigators labor are not easily surmounted in differentiating between reliable and unreliable data incident to variables of methods of manufacture, chemical composition of the alloys of steel, mediocre practice and that of the highest state of the art. The expected curtailment of activities within the gold-mining industry by the closure of the more marginal mines, and the shortening of the life of the industry as a whole as a result of rising costs and/or an uncertain gold price, are factors that are bound to harm the South African economy in a number of ways. The industry has no option but to regard the gold price, which is determined on the world market, as a given quantity. The remaining ore reserves al tend to be of a lower grade and/or to be found at greater depth. Therefore tighter control of working costs would seem to be almost the only option open to the industry. Working costs can be divided into two broad categories: costs emanating from the environmental characteristics of the orebody, and costs emanating from the general inflationary environment in which the industry has to purchase its inputs. Working costs stemming from the physical environment also fall into two categories: those relating to the grade of the orebody, and those resulting from working at increasing depth and temperature, together with the need to pump increasing quantities of water. The industry is both capital- and labour-intensive in absolute terms, since it requires large inputs of labour as well as of capital. It is limited in its scope to adjust its production function by becoming more labour- or more capital intensive, and is dependent on a large labour force, which cannot easily be replaced by capital inputs. On the other hand, large amounts of capital are required for investment in shafts, development, machinery, and equipment. Since the early seventies, the working costs of the South African gold-mining industry have increased at an annual rate that was significantly higher than the general rate of inflation. This rapid rise in working costs has caused some mines to find themselves in a difficult profit position. At times, the gold-mining industry has even been compelled to restructure its cost/revenue relationship rather fundamentally by revising the grade of ore worked sharply upwards or downwards, as the case may be. The rise in the gold price since 1972 has made it possible for the industry to introduce significant changes in its Black wage policy. The main aim was to increase the permanency of the Black labour force and to encourage local Black workers to join the industry. At the same time, significant increases were also experienced in the cost of machinery and stores, as well as of capital, mainly as a result of inflation. In the study on which this paper is based, the author attempted to measure the influence of environmental factors on working costs, using the physical consumption of electricity as a criterion for measurement. He found that the usefulness of this criterion in relation to factors such as depth, temperature, and water quantities pumped was invariably more than neutralized by the effects of greater productivity and economies of scale. The effects of these environmental factors on the working costs of the industry could therefore not be determined to any degree of accuracy. It seems that good progress is being made with the development of capital-intensive forms of technology aimed at coping with rapidly rising working costs and other effects of increasing depth. Techniques are also being developed to improve rock-cutting procedures and to eliminate the use of explosives in order to introduce a continuous mining process. On the whole, the gold-mining industry seems to be more sensitive to general inflationary pressures than to the cost effects that are associated with depth, temperature, and water quantities pumped. Greater control is possible over physical environmental factors such as the grade of ore mined, temperature, rate and nature of development of a mine, and adaptation of the daily working cycle to a continuous mining process. Wolfe and others hold the view that the industry will lose control over labour costs as a result of the 'sharp increase in wages and the growth of Black trade unions. However, the use of more capital-intensive technology will allow the industry to reduce its labour force, and a smaller, better-trained, and more permanent labour force will enable the industry to cope with the increasingly difficult physical environment and higher wages.

In Bureau of Mines research on recycling chrome refractory wastes, used refractories from argon-oxygen decarburization and electric steelmaking furnaces were beneficiated, concentrates were reformed into briquets, and modulus of rupture tests were conducted at 1,350° C. The test results indicated that the beneficiated minus 6-mesh material could be used for producing magnesia-chrome refractories.

Traditional finance theory recommends discounted cash flow (DCF) analysis as the tool to value mineral properties. Yet, the calculated values by this method are usually lower than the market value. Finance theory also advises us to develop an undeveloped project immediately if its net present value is positive. Most projects are, however, only developed when the economics are highly favorable. This paper uses insights from option-pricing theory to explain these divergences between market behavior and finance theory and presents simple modifications to discounted cash flow analyses that will lead them to produce correct valuation and development timing advice.

Since mining operations began in 1900, Government geologists and mining men have periodically recorded the presence of the minerals of mercury and antimony in the extensive gold placer deposits near Flat in the Iditarod district of the Yukon River region, Alaska. No serious effort was made to recover the cinnabar contained in the gold placer gravels, and there is no evidence that veins of cinnabar and stibnite exposed in the placer operations (as reported by the Geological Survey) were ever explored or developed. A large monzonitic intrusive, which is the dominant geologic feature of the immediate area, is believed to be the lode source of the valuable minerals in the placer deposits. In contact with the monzonite are argillite and quartzite, metamorphic products from the Cretaceous shales and sandstones.

After the Sago and Darby No. 1 mine incidents, the new regulatory standards for the design of mine seals in underground coal mines of the United States require the mine seals to withstand higher explosion standards. This necessitated for the development of new design approaches and standards. For development of any new design standards or approaches a detailed understanding of effect of key influencing parameters on the stability of mine seal is a must. This paper attempts to address one of the factors, i.e. roof convergence, that play an important role in the stability of mine seal under explosion loading. Initially a couple of three dimensional numerical models were built and tested for different levels of roof convergence. These models confirmed that roof convergence has great influence on seal stability. A detailed study is undertaken, with some simple assumptions, to establish typical influence of roof convergence on the stability of mine seal under different levels of static explosion pressures. Three dimensional distinct element code 3DEC is used for this purpose.

This U.S. Bureau of Mines report describes a rock mechanics instrumentation program conducted in a shallow underground coal mine in central Illinois. This research program was designed to provide a basic understanding of the structural behavior of entry intersections. A wide variety of instruments and measurement techniques including hydraulic borehole pressure cells, multiple-point borehole extensometers, roof bolt compression pads, and overcoring were employed to monitor roof stresses, pillar loading, strata movement, floor heave, and bolt loading before, during, and after intersection development. A summary of intersection design theories, failure modes, and support techniques is included and instrumentation installation procedures and analysis methods are presented. The study identified two critical parameters that affect intersection stability: in situ horizontal stresses and geological discontinuities. Important design parameters for improving intersection stability are roof span and intersection geometry.

It has been fairly firmly established (Fisher, N. H., 1945) that the fineness of the gold in any ore deposit varies with the depth from the surface at which the deposit was formed, and, as a corollary to this, that it is dependent upon the temperature and pressure at the time of deposition. This relationship is such that, under certain conditions, the gold fineness, taken into consideration with other recognised criteria, furnishes a very sensitive and reliable guide to the relative temperature of ore formation, at least within the epithermal and the upper part of the mesothermal range.Definition of Fineness.The fineness of gold is calculated in parts per thousand and refers to the proportion of gold present in the naturally occurring metal in the lode, which is actually a gold-silver alloy, containing usually about 10 parts per thousand of base metal and up to 500 parts perthousand of silver. A clear distinction should be made between fineness and gold-silver ratio. The latter refers to the total gold and silver in the lode as determined by assay and is usually expressed as the ratio Au:Ag. Only in deposits where other silver-bearingminerals are entirely absent, which occurs comparatively rarely, can the gold-silver ratio be used as a measure of gold fineness and, in many cases, the two have no relationship. For instance, in the Edie Creek area in New Guinea, the lodes formed under shallow epithermal conditions all carry gold 500 to 550 fine, although the gold-silver ratio ranges from 1:100 to 1:1, in places in adjacent lodes.Determination of Gold Fineness.The fineness of lode gold can be determined only after it has been separated from all other minerals. Amalgamation recovers gold fairly cleanly - unless native silver is present - and the fineness of amalgam bullion is generally a reliable indication of the correct fineness of the gold. If the use of plates is involved, the bullion may be adulterated, but the effect of any copper, or other metal, that may have been introduced can be cancelled by assuming that the gold and silver shouJrl add up to about 990 fine, or by ignoring the base metal content altogether, which varies little in naturally-occurring gold, and in calculating for comparison purposes all fineness figures to the basis Au + Ag = 1,000.The composition of bullion obtained from cyanidation is generally intermediate between the true gold fineness and the total gold-silver proportion as determined by assay of mine or mill-head samples of Cyanide solution dissolves other silver-bearing minerals and the fineness of the resulting bullion is thereby lowered. Consequently, the fineness of cyanide bullion rarely corresponds to the true gold fineness and is useless for diagnostic purposes, although it is a common fallacy to refer to the fineness of cyanide bullion as the fineness of the gold.

Ten years ago, only 3% of Consol's underground coal production resulted from using the longwall mining method. Today, that figure has grown to 45% and has helped the Pittsburgh-based concern fuel an upswing in productivity. The company reported that productivity at its underground mines, excluding labor strike periods, increased 24% between 1978 and 1981. Last year, an additional 8% increase was achieved. Efforts such as improved safety, training, engineering, and maintenance programs as well as the closing of unproductive mines has contributed to these gains, according to Joseph M. Richards, Consol's executive vice president of operations. But, Richards adds, a great part of the credit goes to longwall mining. What is Longwall Mining? To fully appreciate the advantages of longwall, one needs an understanding of how mining is done by other methods. For instance, in both conventional and continuous mining, rooms or tunnels are dug in the coal seam. Pillars of coal are left standing to support the roof as mining moves forward in the seam. In conventional mining, a slot is cut in the base of the seam and holes for blasting are drilled. After blasting, the coal is loaded. A more efficient method - continuous mining - uses a machine that combines cutting and loading. Longwall mining, by contrast, works backwards from the end of a panel. Two parallel sets of tunnels (development panels) are cut into a seam with continuous mining machines, then connected with a set of crosscuts at the far end. Min¬ing then proceeds back toward the entrance. Longwall mining employs some very productive machines. Large drum shearers, for example, run on a track along the length of the coal face for some 150-180 m (500-600 ft). The shearers cut the coal which falls onto a conveyor system or pan that also runs the entire length of the face. The longwall crew works under a roof of heavy steel supports called shields. As the coal is removed, shearers, pans, and shields are moved forward by hydraulic rams. The roof is allowed to collapse behind the shields. In addition to increasing production, longwall mining is considered to be safer because the miners work under strong steel shields. New designs have made them more rugged and maintenance free, as well as more stable on soft mine floors. Early roof supports, called chocks, had gaps in the roof canopies. The new roof shields now cover the entire working area and are better able to prevent roof material from falling into the working area, thereby improving safety and productivity. Based on the geological-geometric characterization of the basaltic rock at the site of a factory for chemical products situated in the Southern region of Brasil, and on results of a significant number of packer tests, the principal directions of flow were estimated, taking into consideration the intersection and the orientation of the joints and the amount of contaminant flow measured in each interval. The tests were performed using the multi-packer hydraulic multitest probe of IPT (HMTP) instrumented with an electric conductivity meter. A method of analysis for three-dimensional evaluation of the amount of contaminant flow in the area was proposed for future mitigation of the problem. Basé sur une caractérization géologique-géotechnique de la roche basaltique existant sur un site dune fabrique de produits chimiques située au sud du Brésil et sur les resultants dún nombre significantif déssais du type packer, les directions principales d´écoulement ont été estimées en considerant l´intersection et orientation des joints et la quantité de contaminant mesurée sur chaque intervale d´essais. Ceux-ci ont été realizes en utilisant une sonde multipacker developée au IPT – São Paulo (HMTP) instrumentée avec un mesureur de condictivité électrique. Une méthode d´analyse 3-D pour l´évaluation du transport du contaminant sur ce site a été proposée pour une future mitigation du problème. Auf Grund der geologischen Struktur des Basalts auf dem Gelände einer chemischen Fabrik in Südbrasilien und der Ergebnisse einer ansehnlichen Zahl von Pumpversuchen wurden die Hauptfließrichtungen bestimmt unter Berücksichtigung des Kluftgefüges und der in jedem Intervall gemessenen Menge kontaminierten Wassers. Die Versuche erfolgten mit dem im IPT entwickelten Verfahren (HMTP) mit Mehrfachpackern und elektrischen Leitfähigkeitsgebern. Ein analytisches Verfahren zur dreidimensionalen Ermittlung der Mengen kontaminierten Wassers wurde für die künftige Befassung mit dem Problem entwickelt.

A study of the technical and economic feasibility of using a unique undercut and fill system developed by USBM engineers to mine steeply pitching coal is discussed. A brief resource assessment has indicated that significant reserves exist in most coal regions to justify the development of a safe and economical method of extracting steeply pitching coal. The undercut and fill system combines hydraulic coal cutting with unassisted gravity fluming of the coal slurry. Mining occurs across strike and the extended entry is backfilled to provide uniform strata control and an impermeable water and air barrier. Subsequent mining occurs beneath the previously filled stope such that the roof consists of a solid, controlled back. In addition to providing positive roof and hanging-wall support, the backfill system eliminates subsidence potential, post-mining drainage, and the danger of spontaneous combustion from naturally drafting air currents. A unique through-flowing ventilation system permits passage of return air through the production face via ducting located at the backfill-coal junction. This provides a constant supply of fresh air at the face, eliminates the need for brattice cloths, and provides an additional escapeway for the miners. The preliminary estimates indicate a production rate in the neighborhood of 31.9 tons/ manshift. Capital costs are approximately $3.17/raw ton over a 20-year life with an initial investment per annual ton of $48.29. Total cash-costs for labor, supplies, power and benefits range in the vicinity of $19.59 for a 704,460 ton/year mine, or a total cost of $22.76/ton. These costs do not include federal and local taxes or post-of-money; however, the cost of coal is well within the area selling price.

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules, under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and. tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

Gold has been demonstrated as a possible catalyst for oxidation reactions. Some evidence for a possible promotion effect of platinum has also been recorded. The influence of platinum as promoter for Au/?-Al2O3 prepared via anionic ion-exchange for the oxidation of glycerol was investigated in a batch reactor at 60°C. It is inferred that the addition of platinum reduces the catalytic activity and therate of deactivation, resulting in an overall higher final conversion of glycerol with increasing platinum loading. The addition of platinum to the catalyst favours the formation of the desired product, glyceric acid.

"INTRODUCTION In 1990, the uranium production of SDAG Wismut in East Germany was stopped. 45 years of inconsiderate destructive exploitation had scarred both landscape and nature. With the “Wismut law” which came into force in December 1991, the Federal Republic took responsibility of the remediation of the legacies from former uranium ore mining and milling in Saxony and Thuringia. A unique opportunity turned out in order to remove environmental damage, to enhance the life quality of the local population, to shape new landscapes and to advance the economic restart. (1) The results of nearly 25 years of remediation activity are evidence that this opportunity was used at all former SDAG (Sowjetisch-Deutsche Aktien-gesellschaft) Wismut sites. The reference project “Wismut“ has evolved into a joint project of all parties involved and radiates beyond the affected regions. This is particularly reflected by the Know-how transfer starting from Wismut and the increasing activities for third parties abroad.WATER MANAGEMENT AT WISMUT REHABILITATION Within the Wismut project, water management and conventional technical water treatment are by far the most cost-intensive long-term tasks of the remediation programme. Over the medium term, there is no viable alternative to the operation of active systems to catch and treat contaminated mine waters at the Ronneburg, Schlema, Königstein, Pöhla, Seelingstädt and Helmsdorf sites. Based on the status quo, this paper outlines the key issues of the Wismut GmbH water management strategy over the medium and long term. It is focused primarily on achieving protection goals for potentially impacted water bodies in the surroundings of Wismut sites and on optimising associated remediation expenditures as well as on creating the prerequisites for achieving low post-remedial care and maintenance or walk-away system status over the long term. (2) The applied mining practices during the active SDAG Wismut period have not been up to the high standards of modern mining operations and their requirement to leave former production premises and deposited residues in a condition that was not only physically but also chemically stable. Rather the emission of mine and seepage waters laden with high acidity, metal and salt content is a frequent corollary and difficult legacy of historic mining and processing operations (4, 5). As a consequence, the control or mitigation, respectively, of environmental impacts associated with contaminated mine waters ties up enormous public resources worldwide (6, 7)."

Keywords: metallic material, precursor synthesis, precipitation, nickel, fibrillar powder The composition and morphology of the precursor of fibrillar nanocrystalline nickel powder prepared by oxalate precipitation are characterized by XRD,IR and SEM analysis, and the effects of temperature, nickel concentration, pH, surfactant and drying process on the morphology and the dispersion of the precursor are investigated. By the experiment results, the fibrillar precursor is a complicated nickel salt. The precursor prepared in the of 60~70°C,0.6~0.8 mol/L nickel ion, pH=8.4~8.6 and with addition of PVP surfactant is well dispersive and in fiber form. The powder dried by azeotropic distillation is dispersive.

"INTRODUCTION The construction of frame houses (fig. 1) in recent years instead of the conventional sod hut (igloo) (fig. 2) by the Eskimos in the villages along the Arctic Ocean has increased the demand for fuel in these villages. The frame houses, which are not insulated against extreme cold and are difficult to heat, are equipped with Goal stoves. The well-insulated sod huts were heated comfortably with whale-oil stoves. In some years whaling is Door, consequently there is a demand for solid fuel.The Eskimo villages usually are on the sand spits at the mouths of rivers and points of land near the best fishing and hunting grounds. These narrow necks of land usually are sand bars that are not underlain with coal, and coal must be transported to the villages. Lack of development of coal deposits in the Arctic has made it necessary to import coal from the States, generally from 'Washington, to supply these villages. This coal is imported by boat and is received once a year. Its cost is, high, and development of coal deposits in the Arctic to supply these native villages should result in a considerable saving to the Government-operated schools and hospitals as well as to the natives.Early traders attempted to establish coaling stations in the Arctic, and the Eskimos generally know where the coal deposits are situated. A. reconnaissance of a number of deposits in the Arctic was made in the summer of 1946 by engineers of the Coal Division, Fuels and Explosives Branch, Bureau of Mines, and this report describes the areas investigated and suggests plans for the development of some of these deposits."
